    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    The U.S. Army's Fort Carson installation was selected to serve as a prototype for net zero energy assessment and planning. NREL performed the comprehensive assessment to appraise the potential of Fort Carson to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations. This study is part of a larger cross-laboratory effort that also includes an assessment of renewable opportunities at seven other DoD Front Range installations, a microgrid design for Fort Carson critical loads and an assessment of regulatory and market-based barriers to a regional secure smart grid.

    A net-zero energy building (NZEB) is a residential or commercial building with greatly reduced energy needs. In such a building, efficiency gains have been made such that the balance of energy needs can be supplied with renewable energy technologies. Past work has developed a common NZEB definition system, consisting of four well-documented definitions, to improve the understanding of what net-zero energy means. For this paper, we created a classification system for NZEBs based on the renewable sources a building uses.

    The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2. Energy Efficient Building Technologies (EEBT) Certificate Program (16 hours); and 3. Energy Efficent Buildings (EEB) Seminar (4 hours). Training Program 1 incorporates the following topics in the primary five-day Building Energy/Sustainability Management Certificate program in five training modules, namely: 1) Strategic Planning, 2) Sustainability Audits, 3) Information Analysis, 4) Energy Efficiency, and 5) Communication. Training Program 2 addresses the following technical topics in the two-day Building Technologies workshop: 1) Energy Efficient Building Materials, 2) Green Roofing Systems, 3) Energy Efficient Lighting Systems, 4) Alternative Power Systems for Buildings, 5) Innovative Building Systems, and 6) Application of Building Performance Simulation Software. Program 3 is a seminar which provides an overview of elements of programs 1 and 2 in a seminar style presentation designed for the general public to raise overall public awareness of energy and sustainability topics.

    In 2012, the Army initiated a Net Zero (NZ) program to establish NZ energy, water, and/or waste goals at installations across the U.S. In 2013, the U.S. Army Reserve expanded this program to cover all three categories at different types of Reserve Centers (RCs) across 5 regions. Projects identified at 10 pilot sites resulted in an average savings potential from recommended measures of 90% for energy, 60% for water, and 83% for waste.     The U.S. Department of Defense (DoD) recognizes the strategic importance of energy to its mission, and is working to reduce energy consumption and enhance energy self-sufficiency by drawing on local clean energy sources. A joint initiative formed between DoD and the U.S. Department of Energy (DOE) in 2008 to address military energy use led to a task force to examine the potential for net zero energy military installations, which would produce as much energy on site as they consume in buildings, facilities, and fleet vehicles. This report presents an assessment and planning process to examine military installations for net zero energy potential. Net Zero Energy Installation Assessment (NZEIA) presents a systematic framework to analyze energy projects at installations while balancing other site priorities such as mission, cost, and security.

NREL performed a comprehensive assessment to appraise the potential of MCBH Kaneohe Bay to achieve net zero energy status through energy efficiency, renewable energy, and hydrogen vehicle integration. This paper summarizes the results of the assessment and provides energy recommendations. The analysis shows that MCBH Kaneohe Bay has the potential to make significant progress toward becoming a net zero installation. Wind, solar photovoltaics, solar hot water, and hydrogen production were assessed, as well as energy efficiency technologies. Deploying wind turbines is the most cost-effective energy production measure. If the identified energy projects and savings measures are implemented, the base will achieve a 96% site Btu reduction and a 99% source Btu reduction. Using excess wind and solar energy to produce hydrogen for a fleet and fuel cells could significantly reduce energy use and potentially bring MCBH Kaneohe Bay to net zero. Further analysis with an environmental impact and interconnection study will need to be completed. By achieving net zero status, the base will set an example for other military installations, provide environmental benefits, reduce costs, increase energy security, and exceed its energy goals and mandates.

    The Kaupuni community consists of 19 affordable net-zero energy homes that were built within the Waianae Valley of Oahu, Hawaii in 2011. The project was developed for the native Hawaiian community led by the Department of Hawaiian Homelands. This paper presents a comparison of the modeled and measured energy performance of the homes. Over the first year of occupancy, the community as a whole performed within 1% of the net-zero energy goals. The data show a range of performance from house to house with the majority of the homes consistently near or exceeding net-zero, while a few fall short of the predicted net-zero energy performance. The impact of building floor plan, weather, and cooling set point on this comparison is discussed. The project demonstrates the value of using building energy simulations as a tool to assist the project to achieve energy performance goals. Lessons learned from the energy performance monitoring has had immediate benefits in providing feedback to the homeowners, and will be used to influence future energy efficient designs in Hawaii and other tropical climates.

    For net zero energy (NZE) buildings to become the norm in commercial construction, it will be necessary to design and construct these buildings cost effectively. While industry leaders have developed workflows (for procurement, design, and construction) to achieve cost-effective NZE buildings for certain cases, the expertise embodied in those workflows has limited penetration within the commercial building sector. Documenting cost control best practices of industry leaders in NZE and packaging those strategies for adoption by the commercial building sector will help make the business case for NZE. Furthermore, it will promote market uptake of the innovative technologies and design approaches needed to achieve NZE. This paper summarizes successful cost control strategies for NZE procurement, design, and construction that key industry users (such as building owners, architects, and designers) can incorporate into their everyday workflows. It will also evaluate the current state of NZE economics and propose a path forward for greater market penetration of NZE buildings. By demonstrating how to combine NZE technologies and design approaches into an overall efficiency package that can be implemented at minimal (zero, in certain cases) incremental capital cost, the domain of NZE design and construction can be expanded from a niche market to the commercial construction mainstream.

Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    Net-zero energy buildings generate as much energy as they consume and are significant in the sustainable future of building design and construction. The role of daylighting (and its simulation) in the design process becomes critical. In this paper we present the process the National Renewable Energy Laboratory embarked on in the procurement, design, and construction of its newest building, the Research Support Facility (RSF) - particularly the roles of daylighting, electric lighting, and simulation. With a rapid construction schedule, the procurement, design, and construction had to be tightly integrated; with low energy use. We outline the process and measures required to manage a building design that could expect to operate at an efficiency previously unheard of for a building of this type, size, and density. Rigorous simulation of the daylighting and the electric lighting control response was a given, but the oft-ignored disconnect between lighting simulation and whole-building energy use simulation had to be addressed. The RSF project will be thoroughly evaluated for its performance for one year; preliminary data from the postoccupancy monitoring efforts will also be presented with an eye toward the current efficacy of building energy and lighting simulation.

    The U.S. Department of Defense (DoD) is the largest energy consumer in the U.S. government. Present energy use impacts DoD global operations by constraining freedom of action and self-sufficiency, demanding enormous economic resources, and putting many lives at risk in logistics support for deployed environments. There are many opportunities for DoD to more effectively meet energy requirements through a combination of human actions, energy efficiency technologies, and renewable energy resources. In 2008, a joint initiative was formed between DoD and the U.S. Department of Energy (DOE) to address military energy use. This initiative created a task force comprised of representatives from each branch of the military, the Office of the Secretary of Defense (OSD), the Federal Energy Management Program (FEMP), and the National Renewable Energy Laboratory (NREL) to examine the potential for ultra high efficiency military installations. This report presents an assessment of Marine Corps Air Station (MCAS) Miramar, selected by the task force as the initial prototype installation based on its strong history of energy advocacy and extensive track record of successful energy projects.

  18. Contributing to Net Zero Building: High Energy Efficient EIFS Wall Systems

    The team led by Dow Corning collaborated to increase the thermal performance of exterior insulation and finishing systems (EIFS) to reach R-40 performance meeting the needs for high efficiency insulated walls. Additionally, the project helped remove barriers to using EIFS on retrofit commercial buildings desiring high insulated walls. The three wall systems developed within the scope of this project provide the thermal performance of R-24 to R-40 by incorporating vacuum insulation panels (VIPs) into an expanded polystyrene (EPS) encapsulated vacuum insulated sandwich element (VISE). The VISE was incorporated into an EIFS as pre-engineered insulation boards. The VISE is installed using typical EIFS details and network of trained installers. These three wall systems were tested and engineered to be fully code compliant as an EIFS and meet all of the International Building Code structural, durability and fire test requirements for a code compliant exterior wall cladding system. This system is being commercialized under the trade name Dryvit Outsulation HE system. Full details, specifications, and application guidelines have been developed for the system. The system has been modeled both thermally and hygrothermally to predict condensation potential. Based on weather models for Baltimore, MD; Boston, MA; Miami, FL; Minneapolis, MN; Phoenix, AZ; and Seattle, WA; condensation and water build up in the wall system is not a concern. Finally, the team conducted a field trial of the system on a building at the former Brunswick Naval Air Station which is being redeveloped by the Midcoast Regional Redevelopment Authority (Brunswick, Maine). The field trial provided a retrofit R-30 wall onto a wood frame construction, slab on grade, 1800 ft2 building, that was monitored over the course of a year. Simultaneous with the faade retrofit, the buildings windows were upgraded at no charge to this program. The retrofit building used 49% less natural gas during the winter of 2012 compared to previous winters. This project achieved its goal of developing a system that is constructible, offers protection to the VIPs, and meets all performance targets established for the project.

    This study, sponsored by the U.S. General Services Administrations Office of Federal High-Performance Green Buildings, aimed to understand the potential for institutional and behavioral change to enhance the performance of buildings, through a demonstration project with the Department of Defense in five green buildings on the Fort Carson, Colorado, Army base. To approach this study, the research team identified specific occupant behaviors that had the potential to save energy in each building, defined strategies that might effectively support behavior change, and implemented a coordinated set of actions during a three-month intervention.

    The Consortium for Advanced Residential Buildings is working with the EcoVillage co-housing community and builder AquaZephyr in Ithaca, New York, on their third neighborhood called the Third Residential EcoVillage Experience (TREE). This community-scale project consists of 40 housing units—15 apartments, and 25 single family residences that range in size from 1,250 ft2–1,664 ft2 and cost from $80,000 to $235,000. The community is pursing DOE Zero Energy Ready Home (ZERH), US Green Building Council Leadership in Energy and Environmental Design (LEED) Gold, and ENERGY STAR certifications for the entire project.

    Broad Funding Opportunity Announcement Project: Two faculty members at Lehigh University created a new technique called supercapacitive swing adsorption (SSA) that uses electrical charges to encourage materials to capture and release CO2. Current CO2 capture methods include expensive processes that involve changes in temperature or pressure. Lehigh Universitys approach uses electric fields to improve the ability of inexpensive carbon sorbents to trap CO2. Because this process uses electric fields and not electric current, the overall energy consumption is projected to be much lower than conventional methods. Lehigh University is now optimizing the materials to maximize CO2 capture and minimize the energy needed for the process.

    The University of Hawai’i at Mānoa (UHM) partnered with the US Department of Energy (DOE) and the Hawai`i Clean Energy Initiative to develop and implement solutions to retrofit exiting buildings to reduce energy consumption by at least 30% as part of DOE’s Commercial Building Partnerships (CBP) Program1. Kuykendall Hall, located on the UHM campus in Honolulu, was the focus of a CBP analysis and design collaboration among the University of Hawai’i, their consultants, and Lawrence Berkeley National Laboratory (LBNL). Kuykendall Hall consists of two 1960s-era wings – a four-story wing containing classrooms, and a seven-story tower containing offices – with a total floor area of approximately 76,000 square feet (ft²).

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and hence are reluctant to share their data. The California Commercial End Use Survey (CEUS), the primary source of data for Cal-Arch, is a unique source of information on commercial buildings in California. It has not been made public; however, it was made available by CEC to LBNL for the purpose of developing a public benchmarking tool.

    Building energy codes have significantly increased building efficiency over the last 38 years, since the first national energy code was published in 1975. The most commonly used path in energy codes, the prescriptive path, appears to be reaching a point of diminishing returns. The current focus on prescriptive codes has limitations including significant variation in actual energy performance depending on which prescriptive options are chosen, a lack of flexibility for designers and developers, the inability to handle optimization that is specific to building type and use, the inability to account for project-specific energy costs, and the lack of follow-through or accountability after a certificate of occupancy is granted. It is likely that an approach that considers the building as an integrated system will be necessary to achieve the next real gains in building efficiency. This report provides a high-level review of different formats for commercial building energy codes, including prescriptive, prescriptive packages, capacity constrained, outcome based, and predictive performance approaches. This report also explores a next generation commercial energy code approach that places a greater emphasis on performance-based criteria. For commercial building energy codes to continue to progress as they have over the last 40 years, the next generation of building codes will need to provide a path that is led by energy performance, ensuring a measurable trajectory toward net zero energy buildings. This report outlines a vision to serve as a roadmap for future commercial code development. That vision is based on code development being led by a specific approach to predictive energy performance combined with building-specific prescriptive packages that are designed both to be cost-effective and to achieve a desired level of performance. Compliance with this new approach can be achieved by either meeting the performance target, as demonstrated by whole building energy modeling, or by choosing one of the prescriptive packages. This review of the possible code formats (further described in Section 2.1) arrives at the following conclusions: • Predictive performance with energy use index (EUI) targets falls short as a code mechanism, since it is difficult to match individual building use to broad EUI targets. • Outcome-based codes–while an essential approach that should be applied to all buildings–are not a substitute for design and construction energy codes that focus on compliance at occupancy. • For a design and construction code, a differential predictive performance method with a stable and independent baseline provides the best accuracy and potential for a highly automated approach that could eventually be applied to most buildings. • Current performance codes that have a dependent and time-variable baseline should be replaced by a differential predictive performance method with a stable and independent baseline. • At some point in the future, tools that demonstrate predictive performance compliance may become so simple that there will no longer be a need for any prescriptive path. • As a bridge, prescriptive packages can provide a transition from the current component prescriptive approach to a performance only code, while providing flexibility and improved energy equivalency.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    Case study highlighting the design, implementation strategies, and continuous performance monitoring of NREL's Research Support Facility data center. In constructing a new research facility for its campus, the National Renewable Energy Laboratory (NREL) project team identified the opportunity to design a world-class, energy-efficient data center to support its operations. NREL's efforts resulted in a highly efficient data center that demonstrated considerable energy savings in its first 11 months of operations. Using legacy data center performance as a baseline, the new facility cut energy use by nearly 1,450,000 kWh, delivering cost savings of approximately $82,000. The data center's average total load was 165 kW less than the legacy center's average total load, resulting in a 60% reduction in overall power. Finally, the limited use of cooling and fan energy enabled the new data center to achieve a 1.16 average power utilization effectiveness (PUE) rating, compared to the legacy data center's PUE of 2.28. The laboratory had been relying on individual servers with an energy utilization rate of less than 5%. NREL employed building best practices, innovative design techniques and energy-efficient technologies to support its energy goals for the new data center. To counteract the extensive heat generated by data center equipment, the laboratory implemented a cooling system using outdoor air and evaporative cooling to meet most of the center's needs. Inside the data center, NREL replaced much of its legacy equipment with new, energy-efficient technology. By exchanging this infrastructure for virtualized blade servers, NREL reduced its server energy footprint by 96%. Additionally, NREL replaced its 80%-efficient uninterruptible power supply (UPS) with a UPS that is 95% efficient; deployed ultra efficient power distribution units (PDU) to handle higher UPS voltages; and implemented vacancy sensors to drive down lighting loads. Using best practices and energy-efficient technology, NREL was able to successfully design an optimized data center with a minimal energy footprint. At 958,000 kWh, the annual energy use for the RSF data center is approximately 60% less than the legacy data center's annual energy use, surpassing the laboratory's project goal. As specified, the building is equipped with enough onsite renewable energy generation to offset annual energy consumption. The facility has achieved a PUE of 1.16 and ERE of 0.91 in its first 11 months of operation and is using PUE to as a metric to gauge success towards its ultimate goal. Based on the status of its RSF data center project, NREL is advising other government organizations on data center efficiency. The laboratory places great emphasis on the use of key metrics - such as PUE and ERE - to track performance. By carefully monitoring these metrics and making adjustments, NREL is able to continuously improve the performance of its data center operations.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation standards established by UT and will complete the contact hours required of training to apply to the Certification on Energy Management (CEM) offered by the Association of Energy Engineers (AEE). The CBO training program consists of a combination of theory (classroom), online & computer simulation, laboratory & hands on (onsite) training lessons. The training is addressed four basic learning elements: (1) Learn the Technology; (2) Practice Skills with hands-on the Energy Simulation Builder program; (3) Final Project and Presentation; and, (4) Accreditation and Certifications.

    The Commercial Buildings Energy Consumption Survey (CBECS) collects basic statistical information on energy consumption and energy-related characteristics of commercial buildings in the US. The first CBECS was conducted in 1979 and the most recent was completed in 1995. Over that period, the number of commercial bindings and total amount of floorspace increased, total consumption remained flat, and total energy intensity declined. By 1995, there were 4.6 million commercial buildings and 58.8 billion square feet of floorspace. The buildings consumed a total of 5.3 quadrillion Btu (site energy), with a total intensity of 90.5 thousand Btu per square foot per year. Electricity consumption exceeded natural gas consumption (2.6 quadrillion and 1.9 quadrillion Btu, respectively). In 1995, the two major users of energy were space heating (1.7 quadrillion Btu) and lighting (1.2 quadrillion Btu). Over the period 1979 to 1995, natural gas intensity declined from 71.4 thousand to 51.0 thousand Btu per square foot per year. Electricity intensity did not show a similar decline (44.2 thousand Btu per square foot in 1979 and 45.7 thousand Btu per square foot in 1995). Two types of commercial buildings, office buildings and mercantile and service buildings, were the largest consumers of energy in 1995 (2.0 quadrillion Btu, 38% of total consumption). Three building types, health care, food service, and food sales, had significantly higher energy intensities. Buildings constructed since 1970 accounted for half of total consumption and a majority (59%) of total electricity consumption.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy's (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration's (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    This report examines energy intensities in commercial buildings for nine end uses: space heating, cooling, ventilation, lighting, water heating, cooking, refrigeration, office equipment, and other. The objective of this analysis was to increase understanding of how energy is used in commercial buildings and to identify targets for greater energy efficiency which could moderate future growth in demand. The source of data for the analysis is the 1989 Commercial Buildings Energy Consumption survey (CBECS), which collected detailed data on energy-related characteristics and energy consumption for a nationally representative sample of approximately 6,000 commercial buildings. The analysis used 1989 CBECS data because the 1992 CBECS data were not yet available at the time the study was initiated. The CBECS data were fed into the Facility Energy Decision Screening (FEDS) system, a building energy simulation program developed by the US Department of Energy`s Pacific Northwest Laboratory, to derive engineering estimates of end-use consumption for each building in the sample. The FEDS estimates were then statistically adjusted to match the total energy consumption for each building. This is the Energy Information Administration`s (EIA) first report on energy end-use consumption in commercial buildings. This report is part of an effort to address customer requests for more information on how energy is used in buildings, which was an overall theme of the 1992 user needs study. The end-use data presented in this report were not available for publication in Commercial Buildings Energy Consumption and Expenditures 1989 (DOE/EIA-0318(89), Washington, DC, April 1992). However, subsequent reports on end-use energy consumption will be part of the Commercial Buildings Energy Consumption and Expenditures series, beginning with a 1992 data report to be published in early 1995.

    Photonuclear reactions with bremsstrahlung photon beams from electron linacs can generate radioisotopes of critical interest. An SRF Energy Recovery Linac (ERL) provides a path to a more diverse and reliable domestic supply of short-lived, high-value, high-demand isotopes in a more compact footprint and at a lower cost than those produced by conventional reactor or ion accelerator methods. Use of an ERL enables increased energy efficiency of the complex through energy recovery of the waste electron beam, high electron currents for high production yields, and reduced neutron production and shielding activation at beam dump components. Simulation studies using G4Beamline/GEANT4 and MCNP6 through MuSim, as well as other simulation codes, will design an ERL-based isotope production facility utilizing bremsstrahlung photon beams from an electron linac. Balancing the isotope production parameters versus energy recovery requirements will inform a choice of isotope production target for future experiments.

    Existing buildings will dominate energy use in commercial buildings in the United States for three decades or longer and even in China for the about two decades. Retrofitting these buildings to improve energy efficiency and reduce energy use is thus critical to achieving the target of reducing energy use in the buildings sector. However there are few evaluation tools that can quickly identify and evaluate energy savings and cost effectiveness of energy conservation measures (ECMs) for retrofits, especially for buildings in China. This paper discusses methods used to develop such a tool and demonstrates an application of the tool for a retrofit analysis. The tool builds on a building performance database with pre-calculated energy consumption of ECMs for selected commercial prototype buildings using the EnergyPlus program. The tool allows users to evaluate individual ECMs or a package of ECMs. It covers building envelope, lighting and daylighting, HVAC, plug loads, service hot water, and renewable energy. The prototype building can be customized to represent an actual building with some limitations. Energy consumption from utility bills can be entered into the tool to compare and calibrate the energy use of the prototype building. The tool currently can evaluate energy savings and payback of ECMs for shopping malls in China. We have used the tool to assess energy and cost savings for retrofit of the prototype shopping mall in Shanghai. Future work on the tool will simplify its use and expand it to cover other commercial building types and other countries.

    This paper presents the case for early commercialization of laser inertial fusion energy (LIFE). Results taken from systems modeling of the US electrical generating enterprise quantify the benefits of fusion energy in terms of carbon emission, nuclear waste and plutonium production avoidance. Sensitivity of benefits-gained to timing of market-entry is presented. These results show the importance of achieving market entry in the 2030 time frame. Economic modeling results show that fusion energy can be competitive with other low-carbon energy sources. The paper concludes with a description of the LIFE commercialization path. It proposes constructing a demonstration facility capable of continuous fusion operations within 10 to 15 years. This facility will qualify the processes and materials needed for a commercial fusion power plant.

    Motivation and Background of Study This project was motivated by the need to understand the full value of energy storage (thermal and electric energy storage) in commercial buildings, the opportunity of benefits for building operations and the potential interactions between a building and a smart grid infrastructure. On-site or local energy storage systems are not new to the commercial building sector; they have been in place in US buildings for decades. Most building-scale storage technologies are based on thermal or electrochemical storage mechanisms. Energy storage technologies are not designed to conserve energy, and losses associated with energy conversion are inevitable. Instead, storage provides flexibility to manage load in a building or to balance load and generation in the power grid. From the building owner's perspective, storage enables load shifting to optimize energy costs while maintaining comfort. From a grid operations perspective, building storage at scale could provide additional flexibility to grid operators in managing the generation variability from intermittent renewable energy resources (wind and solar). To characterize the set of benefits, technical opportunities and challenges, and potential economic values of storage in a commercial building from both the building operation's and the grid operation's view-points is the key point of this project. The research effort was initiated in early 2010 involving Argonne National Laboratory (ANL), the National Renewable Energy Laboratory (NREL), and Pacific Northwest National Laboratory (PNNL) to quantify these opportunities from a commercial buildings perspective. This report summarizes the early discussions, literature reviews, stakeholder engagements, and initial results of analyses related to the overall role of energy storage in commercial buildings. Beyond the summary of roughly eight months of effort by the laboratories, the report attempts to substantiate the importance of active DOE/BTP R&D activities in this space.

    This study documents the energy consumption of commercial refrigeration equipment (CRE) in the U.S. and evaluated the energy savings potential of various technologies and energy efficiency measures that could be applied to such equipment. The study provided an overview of CRE applications, assessed the energy-savings potential of CRE in the U.S., outline key barriers to adoption of energy-savings technologies, and recommended opportunities for advanced energy saving technology research. The study was modeled after an earlier 1996 report by Arthur D. Little, Inc., and updated key information, examined more equipment types, and outlined long-term research and development opportunities.

  14. Recovery Act: Training Program Development for Commercial Building Equipment Technicians

    The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project accomplishments, including the course development phases, tasks associated with each phase, and detailed list of the course materials developed. A summary of each year's activities is also included.

  16. Clean Energy Innovation: Sources of Technical and Commercial Breakthroughs

    Low-carbon energy innovation is essential to combat climate change, promote economic competitiveness, and achieve energy security. Using U.S. patent data and additional patent-relevant data collected from the Internet, we map the landscape of low-carbon energy innovation in the United States since 1975. We isolate 10,603 renewable and 10,442 traditional energy patents and develop a database that characterizes proxy measures for technical and commercial impact, as measured by patent citations and Web presence, respectively. Regression models and multivariate simulations are used to compare the social, institutional, and geographic drivers of breakthrough clean energy innovation. Results indicate statistically significant effects of social, institutional, and geographic variables on technical and commercial impacts of patents and unique innovation trends between different energy technologies. We observe important differences between patent citations and Web presence of licensed and unlicensed patents, indicating the potential utility of using screened Web hits as a measure of commercial importance. We offer hypotheses for these revealed differences and suggest a research agenda with which to test these hypotheses. These preliminary findings indicate that leveraging empirical insights to better target research expenditures would augment the speed and scale of innovation and deployment of clean energy technologies.

    The purpose of this analysis is to assess the relative energy and energy cost performance of commercial buildings designed to meet the requirements found in the commercial energy efficiency provisions of the International Energy Conservation Code (IECC). Section 304(b) of the Energy Conservation and Production Act (ECPA), as amended, requires the Secretary of Energy to make a determination each time a revised version of ASHRAE Standard 90.1 is published with respect to whether the revised standard would improve energy efficiency in commercial buildings. As many states have historically adopted the IECC for both residential and commercial buildings, PNNL has evaluated the impacts of the commercial provisions of the 2006, 2009, and 2012 editions of the IECC. PNNL also compared energy performance with corresponding editions of ANSI/ASHRAE/IES Standard 90.1 to help states and local jurisdictions make informed decisions regarding model code adoption.
