    Warmer temperatures and elevated atmospheric CO2 concentrations over the last several decades have been credited with increasing vegetation activity and photosynthetic uptake of CO2 from the atmosphere in the high northern latitude ecosystems: the boreal forest and arctic tundra. At the same time, soils in the region have been warming, permafrost is melting, fire frequency and severity are increasing, and some regions of the boreal forest are showing signs of stress due to drought or insect disturbance. The recent trends in net carbon balance of these ecosystems, across heterogeneous disturbance patterns, and the future implications of these changes are unclear.more » Here, we examine CO2 fluxes from northern boreal and tundra regions from 1985 to 2012, estimated from two atmospheric inversions (RIGC and Jena). Both used measured atmospheric CO2 concentrations and wind fields from interannually variable climate reanalysis. In the arctic zone, the latitude region above 60° N excluding Europe (10° W–63° E), neither inversion finds a significant long-term trend in annual CO2 balance. The boreal zone, the latitude region from approximately 50–60° N, again excluding Europe, showed a trend of 8–11 Tg C yr−2 over the common period of validity from 1986 to 2006, resulting in an annual CO2 sink in 2006 that was 170–230 Tg C yr−1 larger than in 1986. This trend appears to continue through 2012 in the Jena inversion as well. In both latitudinal zones, the seasonal amplitude of monthly CO2 fluxes increased due to increased uptake in summer, and in the arctic zone also due to increased fall CO2 release. These findings suggest that the boreal zone has been maintaining and likely increasing CO2 sink strength over this period, despite browning trends in some regions and changes in fire frequency and land use. Meanwhile, the arctic zone shows that increased summer CO2 uptake, consistent with strong greening trends, is offset by increased fall

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    NetMOD ( Net work M onitoring for O ptimal D etection) is a Java-based software package for conducting simulation of seismic, hydroacoustic and infrasonic networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probabilities of signal detection at each station and event detection across the network of stations can be computed given a detection threshold. The purpose of this document is to clearly and comprehensively present the mathematical framework used by NetMOD, the software package developed by Sandia National Laboratories to assess the monitoring capability of ground-based sensor networks. Many of the NetMOD equations used for simulations are inherited from the NetSim network capability assessment package developed in the late 1980s by SAIC (Sereno et al., 1990).

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grasses (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.

    Fiscal year 2010 (FY10) is the second full year of NetCAP development and the first full year devoted largely to new feature development rather than the reimplementation of existing capabilities found in NetSim (Sereno et al., 1990). Major tasks completed this year include: (1) Addition of hydroacoustic simulation; (2) Addition of event Identification simulation; and (3) Initial design and preparation for infrasound simulation. The Network Capability Assessment Program (NetCAP) is a software tool under development at Sandia National Laboratories used for studying the capabilities of nuclear explosion monitoring networks. This report discusses motivation and objectives for the NetCAP project, lists work performed prior to fiscal year 2010 (FY10) and describes FY10 accomplishments in detail.

    There are many deployed approaches for blocking unwanted traffic, either once it reaches the recipient's network, or closer to its point of origin. One of these schemes is based on the notion of traffic carrying capabilities that grant access to a network and/or end host. However, leveraging capabilities results in added complexity and additional steps in the communication process: Before communication starts a remote host must be vetted and given a capability to use in the subsequent communication. In this paper, we propose a lightweight mechanism that turns the answers provided by DNS name resolution---which Internet communication broadly depends on anyway---into capabilities. While not achieving an ideal capability system, we show the mechanism can be built from commodity technology and is therefore a pragmatic way to gain some of the key benefits of capabilities without requiring new infrastructure.

    NetMOD ( Net work M onitoring for O ptimal D etection) is a Java-based software package for conducting simulation of seismic, hydracoustic, and infrasonic networks. Specifically, NetMOD simulates the detection capabilities of monitoring networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This manual describes how to configure and operate NetMOD to perform detection simulations. In addition, NetMOD is distributed with simulation datasets for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) International Monitoring System (IMS) seismic, hydroacoustic, and infrasonic networks for the purpose of demonstrating NetMOD's capabilities and providing user training. The tutorial sections of this manual use this dataset when describing how to perform the steps involved when running a simulation.     Los Alamos National Laboratory (LANL) uses capability reviews to assess the science, technology and engineering (STE) quality and institutional integration and to advise Laboratory Management on the current and future health of the STE. Capability reviews address the STE integration that LANL uses to meet mission requirements. The Capability Review Committees serve a dual role of providing assessment of the Laboratory's technical contributions and integration towards its missions and providing advice to Laboratory Management. The assessments and advice are documented in reports prepared by the Capability Review Committees that are delivered to the Director and to the Principal Associate Director for Science, Technology and Engineering (PADSTE). Laboratory Management will use this report for STE assessment and planning. LANL has defined fifteen STE capabilities. Electrodynamics and Accelerators is one of the seven STE capabilities that LANL Management (Director, PADSTE, technical Associate Directors) has identified for review in Fiscal Year (FY) 2010. Accelerators and electrodynamics at LANL comprise a blend of large-scale facilities and innovative small-scale research with a growing focus on national security applications. This review is organized into five topical areas: (1) Free Electron Lasers; (2) Linear Accelerator Science and Technology; (3) Advanced Electromagnetics; (4) Next Generation Accelerator Concepts; and (5) National Security Accelerator Applications. The focus is on innovative technology with an emphasis on applications relevant to Laboratory mission. The role of Laboratory Directed Research and Development (LDRD) in support of accelerators/electrodynamics will be discussed. The review provides an opportunity for interaction with early career staff. Program sponsors and customers will provide their input on the value of the accelerator and electrodynamics capability to the Laboratory mission.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    The Southern Great Plains are characterized by a fine-scale mixture of different land-cover types, predominantly winter-wheat and grazed pasture, with relatively small areas of other crops, native prairie, and switchgrass. Recent droughts and predictions of increased drought in the Southern Great Plains, especially during the summer months, raise concern for these ecosystems. We measured ecosystem carbon and water fluxes with eddy-covariance systems over cultivated cropland for 10 years, and over lightly grazed prairie and new switchgrass fields for 2 years each. Growing-season precipitation showed the strongest control over net carbon uptake for all ecosystems, but with a variable effect: grassesmore » (prairie and switchgrass) needed at least 350 mm of precipitation during the growing season to become net carbon sinks, while crops needed only 100 mm. In summer, high temperatures enhanced evaporation and led to higher likelihood of dry soil conditions. Therefore, summer-growing native prairie species and switchgrass experienced more seasonal droughts than spring-growing crops. For wheat, the net reduction in carbon uptake resulted mostly from a decrease in gross primary production rather than an increase in respiration. Flux measurements suggested that management practices for crops were effective in suppressing evapotranspiration and decomposition (by harvesting and removing secondary growth), and in increasing carbon uptake (by fertilizing and conserving summer soil water). In light of future projections for wetter springs and drier and warmer summers in the Southern Great Plains, our study indicates an increased vulnerability in native ecosystems and summer crops over time.« less

    The Los Alamos SOURCES 4C code has been benchmarked for alpha particle beam problems and common neutron source materials (e.g. those containing plutonium or beryllium), but little benchmarking has been performed for more exotic isotopic neutron sources or uranium mixtures. This work extends SOURCES 4C benchmarking effort. Experimental data was found in the literature for several isotopic neutron sources, namely Am/Be, Am/F, Am/B, Cm/Be, {sup 238}Pu/{sup 13}C, {sup 252}Cf, and Am/Li. SOURCES 4C simulations were run for each of these materials and the output was used to develop a source term for use in MCNP, which allowed other physical effects such as down scattering and multiplication to be accounted for. Neutron emission rate and energy spectra results were compared for these sources, generally yielding order-of-magnitude agreement for the neutron emission rate and qualitative agreement for the shape of the neutron energy spectra. An exception was the neutron energy spectrum calculated for {sup 238}Pu/{sup 13}C whose primary peak was calculated to be 1 MeV higher than was measured. The accuracy of SOURCES is highly dependent on an accurate material definition. This discrepancy is likely due to inhomogeneity of the source materials, which cannot be simulated by SOURCES or MCNP, and chemical impurities not reported by the experimentalist. The results of the Am/Li calculation demonstrate that even small impurities are capable of dramatically changing the results. The neutron emission rates of numerous uranium compounds were also calculated with SOURCES and benchmarked with experimentally determined values found in the literature. The calculated results were similar to the experimental results with less than 10% error for the following compounds: uranyl fluoride, uranyl nitrate, UO{sub 3}, UO{sub 2}F{sub 2}, UF{sub 4}, UF{sub 6}, and U-metal of less than 90% enrichment. This work demonstrates the robustness of SOURCES as a tool for calculating neutron emission rates

    The ACS Summer Schools in Nuclear and Radiochemistry (herein called “Summer Schools”) were funded by the U.S. Department of Energy and held at San Jose State University (SJSU) and Brookhaven National Laboratory (BNL). The Summer Schools offer undergraduate students with U.S. citizenship an opportunity to complete coursework through ACS accredited chemistry degree programs at SJSU or the State University of New York at Stony Brook (SBU). The courses include lecture and laboratory work on the fundamentals and applications of nuclear and radiochemistry. The number of students participating at each site is limited to 12, and the low student-to-instructor ratio is needed due to the intense nature of the six-week program. To broaden the students’ perspectives on nuclear science, prominent research scientists active in nuclear and/or radiochemical research participate in a Guest Lecture Series. Symposia emphasizing environmental chemistry, nuclear medicine, and career opportunities are conducted as a part of the program. The Department of Energy’s Office of Basic Energy Sciences (BES) renewed the five-year proposal for the Summer Schools starting March 1, 2007, with contributions from Biological and Environmental Remediation (BER) and Nuclear Physics (NP). This Final Technical Report covers the Summer Schools held in the years 2007-2011.

    Process Control System (PCS) and Industrial Control System (ICS) security is critical to our national security. But there are a number of technological, economic, and educational impediments to PCS owners implementing effective security on their systems. Sandia National Laboratories has performed the research and development of the OPSAID (Open PCS Security Architecture for Interoperable Design), a project sponsored by the US Department of Energy Office of Electricity Delivery and Energy Reliability (DOE/OE), to address this issue. OPSAID is an open-source architecture for PCS/ICS security that provides a design basis for vendors to build add-on security devices for legacy systems, while providing a path forward for the development of inherently-secure PCS elements in the future. Using standardized hardware, a proof-of-concept prototype system was also developed. This report describes the improvements and capabilities that have been added to OPSAID since an initial report was released. Testing and validation of this architecture has been conducted in another project, Lemnos Interoperable Security Project, sponsored by DOE/OE and managed by the National Energy Technology Laboratory (NETL).

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    This report outlines the LLNL plutonium related mission anticipated over the next decade and defines the capabilities required to meet that mission wherever the Plutonium Facility is located. If plutonium work is relocated to a place where the facility is shared, then some capabilities can be commonly used by the sharing parties. However, it is essential that LLNL independently control about 20000 sq ft of net lab space, filled with LLNL controlled equipment, and staffed by LLNL employees. It is estimated that the cost to construct this facility should range from $140M to $200M. Purchase and installation of equipment to replace that already in Bldg 332 along with additional equipment identified as being needed to meet the mission for the next ten to fifteen years, is estimated to cost $118M. About $29M of the equipment could be shared. The Hardened Engineering Test Building (HETB) with its additional 8000 sq ft of unique test capability must also be replaced. The fully equipped replacement cost is estimated to be about $10M. About 40000 sq ft of setup and support space are needed along with office and related facilities for a 130 person resident staff. The setup space is estimated to cost $8M. The annual cost of a 130 person resident staff (100 programmatic and 30 facility operation) is estimated to be $20M.

    APEX, the Animated Process Experimentation tool, provides a capability for defining, simulating and animating process models. Primarily constructed for the modeling and analysis of software process models, we have found that APEX is much more broadly applicable and is suitable for process modeling tasks outside the domain of software processes. APEX has been constructed as a library of simulation blocks that implement timed hierarchical colored Petri Nets. These Petri Net blocks operate in conjunction with EXTEND, a general purpose continuous and discrete-event simulation tool. EXTEND provides a flexible, powerful and extensible environment with features particularly suitable for the modeling of complex processes. APEX`s Petri Net block additions to EXTEND provide an inexpensive capability with well-defined and easily understood semantics that is a powerful, easy to use, flexible means to engage in process modeling and evaluation. The vast majority of software process research has focused on the enactment of software processes. Little has been said about the actual creation and evaluation of software process models necessary to support enactment. APEX has been built by the Software Engineering Process Technology Project at GTE Laboratories which has been focusing on this neglected area of process model definition and analysis. We have constructed high-level software lifecycle models, a set of models that demonstrate differences between four levels of the SEI Capability Maturity Model (CMM), customer care process models, as well as models involving more traditional synchronization and coordination problems such as producer-consumer and 2-phase commit. APEX offers a unique blend of technology from two different disciplines: discrete-event simulation and Petri Net modeling. Petri Nets provide a well-defined and rich semantics in a simple, easy to understand notation. The simulation framework allows for execution, animation, and measurement of the resultant models.

    NetMOD (Network Monitoring for Optimal Detection) is a Java-based software package for conducting simulation of seismic networks. Specifically, NetMOD simulates the detection capabilities of seismic monitoring networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This manual describes how to configure and operate NetMOD to perform seismic detection simulations. In addition, NetMOD is distributed with a simulation dataset for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) International Monitoring System (IMS) seismic network for the purpose of demonstrating NetMOD's capabilities and providing user training. The tutorial sections of this manual use this dataset when describing how to perform the steps involved when running a simulation.

    The purpose of the summer undergraduate internship program for research in environmental studies is to provide an opportunity for well-qualified students to undertake an original research project as an apprentice to an active research scientist in basic environmental research. The students are offered research topics at the Medical University in the scientific areas of pharmacology and toxicology, epidemiology and risk assessment, environmental microbiology, and marine sciences. Students are also afforded the opportunity to work with faculty at the University of Charleston, SC, on projects with an environmental theme. Ten well-qualified students from colleges and universities throughout the eastern United States were accepted into the program.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

  12. Modeling Cyber Conflicts Using an Extended Petri Net Formalism

    When threatened by automated attacks, critical systems that require human-controlled responses have difficulty making optimal responses and adapting protections in real- time and may therefore be overwhelmed. Consequently, experts have called for the development of automatic real-time reaction capabilities. However, a technical gap exists in the modeling and analysis of cyber conflicts to automatically understand the repercussions of responses. There is a need for modeling cyber assets that accounts for concurrent behavior, incomplete information, and payoff functions. Furthermore, we address this need by extending the Petri net formalism to allow real-time cyber conflicts to be modeled in a way that is expressive and concise. This formalism includes transitions controlled by players as well as firing rates attached to transitions. This allows us to model both player actions and factors that are beyond the control of players in real-time. We show that our formalism is able to represent situational aware- ness, concurrent actions, incomplete information and objective functions. These factors make it well-suited to modeling cyber conflicts in a way that allows for useful analysis. MITRE has compiled the Common Attack Pattern Enumera- tion and Classification (CAPEC), an extensive list of cyber attacks at various levels of abstraction. CAPEC includes factors such as attack prerequisites, possible countermeasures, and attack goals. These elements are vital to understanding cyber attacks and to generating the corresponding real-time responses. We demonstrate that the formalism can be used to extract precise models of cyber attacks from CAPEC. Several case studies show that our Petri net formalism is more expressive than other models, such as attack graphs, for modeling cyber conflicts and that it is amenable to exploring cyber strategies.

    The eRHIC BNL summer meeting was held at BNL from June 26 to July 14, 2000. The meeting was very informal with only two talks a day and with ample time for discussions and collaborations. Several of the theory talks focused on the issue of saturation of parton distributions at small x--whether screening effects have already been seen at HERA, the relation of saturation to shadowing, and on the various signatures of a proposed novel state of matter--the Colored Glass Condensate--that may be observed at eRHIC. A related topic that was addressed was that of quantifying twist four effects, and on the relevance of these for studies of energy loss. Other issues addressed were coherence effects in vector meson production, anti-quark distributions in nuclei, and the relevance of saturation for heavy ion collisions. There were, also, talks on the Pomeron--the relevance of instantons and the non-perturbative gluon condensate to constructing a Pomeron. On the spin physics side, there were talks on predictions for inclusive distributions at small x. There were also talks on Skewed Parton Distributions and Deeply Virtual Compton Scattering. Though most of the talks were theory talks, there were also several important experimental contributions. A preliminary detector design for eRHIC was presented. Studies for semi-inclusive measurements at eRHIC were also presented. The current status of pA scattering studies at RHIC was also discussed. The eRHIC summer meeting provided a vigorous discussion of the current status of eRHIC studies. It is hoped that this document summarizing these discussions will be of use to all those interested in electron nucleus and polarized electron-polarized proton studies.
