    The purpose of this design calculation is to estimate radiation doses received by personnel working in the Transportation Cask Receipt and Return Facility (TCRRF) of the repository including the personnel at the security gate and cask staging areas. This calculation is required to support the preclosure safety analysis (PCSA) to ensure that the predicted doses are within the regulatory limits prescribed by the U.S. Nuclear Regulatory Commission (NRC). The Cask Receipt and Return Facility receives NRC licensed transportation casks loaded with spent nuclear fuel (SNF) and high-level radioactive waste (HLW). The TCRRF operation starts with the receipt, inspection, and survey of the casks at the security gate and the staging areas, and proceeds to the process facilities. The transportation casks arrive at the site via rail cars or trucks under the guidance of the national transportation system. This calculation was developed by the Environmental and Nuclear Engineering organization and is intended solely for the use of Design and Engineering in work regarding facility design. Environmental and Nuclear Engineering personnel should be consulted before using this calculation for purposes other than those stated herein or for use by individuals other than authorized personnel in the Environmental and Nuclear Engineering organization.

    The purpose of this design calculation is to demonstrate that the handling operations of transportation casks performed in the Transportation Cask Receipt and Return Facility (TCRRF) and Buffer Area meet the nuclear criticality safety design criteria specified in the ''Project Design Criteria (PDC) Document'' (BSC [Bechtel SAIC Company] 2004 [DIRS 171599], Section 4.9.2.2), and the functional nuclear criticality safety requirement described in the ''Transportation Cask Receipt/Return Facility Description Document'' (BSC 2004 [DIRS 170217], Section 3.2.3). Specific scope of work contained in this activity consists of the following items: (1) Evaluate criticality effects for both dry and fully flooded conditions pertaining to TCRRF and Buffer Area operations for defense in depth. (2) Evaluate Category 1 and 2 event sequences for the TCRRF as identified in the ''Categorization of Event Sequences for License Application'' (BSC 2004 [DIRS 167268], Section 7). This evaluation includes credible fuel reconfiguration conditions. In addition to the scope of work listed above, an evaluation was also performed of modeling assumptions for commercial spent nuclear fuel (CSNF) regarding inclusion of plenum and end regions of the active fuel. This calculation is limited to CSNF and US Department of Energy (DOE) SNF. it should be mentioned that the latter waste form is evaluated more in depth in the ''Canister Handling Facility Criticality Safety Calculations (BSC 2004 [DIRS 167614]). Further, the design and safety analyses of the naval SNF canisters are the responsibility of the US Department of the Navy (Naval Nuclear Propulsion Program) and will not be included in this document. In addition, this calculation is valid for the current design of the TCRRF and Buffer Area and may not reflect the ongoing design evolution of the facility. However, it is anticipated that design changes to the facility layout will have little or no impact on the criticality results and/or conclusions

    Purpose: To examine the proportion of elderly prostate cancer patients receiving guideline-concordant treatment, using the Surveillance, Epidemiology, and End Results (SEER)-Medicare linked database. Methods and Materials: A total of 29,001 men diagnosed in 2004-2007 with localized prostate cancer, aged 66 to 79 years, were included. We characterized the proportion of men who received treatment concordant with the National Comprehensive Cancer Network guidelines, stratified by risk group and age. Logistic regression was used to examine covariates associated with receipt of guideline-concordant management. Results: Guideline concordance was 79%-89% for patients with low- or intermediate-risk disease. Among high-risk patients, 66.6% of those aged 66-69 years received guideline-concordant management, compared with 51.9% of those aged 75-79 years. Discordance was mainly due to conservative managementno treatment or hormone therapy alone. Among the subgroup of patients aged ?76 years with no measured comorbidity, findings were similar. On multivariable analysis, older age (75-79 vs 66-69 years, odds ratio 0.51, 95% confidence interval 0.50-0.57) was associated with a lower likelihood of guideline concordance for high-risk prostate cancer, but comorbidity was not. Conclusions: There is undertreatment of elderly but healthy patients with high-risk prostate cancer, the most aggressive form of this disease.

    Purpose: To evaluate, in the setting of breast cancer, the accuracy of registry radiation therapy (RT) coding compared with the gold standard of Medicare claims. Methods and Materials: Using Surveillance, Epidemiology, and End Results (SEER)–Medicare data, we identified 73,077 patients aged ≥66 years diagnosed with breast cancer in the period 2001-2007. Underascertainment (1 - sensitivity), sensitivity, specificity, κ, and χ{sup 2} were calculated for RT receipt determined by registry data versus claims. Multivariate logistic regression characterized patient, treatment, and geographic factors associated with underascertainment of RT. Findings in the SEER–Medicare registries were compared with three non-SEER registries (Florida, New York, and Texas). Results: In the SEER–Medicare registries, 41.6% (n=30,386) of patients received RT according to registry coding, versus 49.3% (n=36,047) according to Medicare claims (P<.001). Underascertainment of RT was more likely if patients resided in a newer SEER registry (odds ratio [OR] 1.70, 95% confidence interval [CI] 1.60-1.80; P<.001), rural county (OR 1.34, 95% CI 1.21-1.48; P<.001), or if RT was delayed (OR 1.006/day, 95% CI 1.006-1.007; P<.001). Underascertainment of RT receipt in SEER registries was 18.7% (95% CI 18.6-18.8%), compared with 44.3% (95% CI 44.0-44.5%) in non-SEER registries. Conclusions: Population-based tumor registries are highly variable in ascertainment of RT receipt and should be augmented with other data sources when evaluating quality of breast cancer care. Future work should identify opportunities for the radiation oncology community to partner with registries to improve accuracy of treatment data.

To document the initial condition of the used fuel prior to emplacement in a storage system, “sister ” fuel rods will be harvested and sent to a national laboratory for characterization and archival purposes. This report supports the demonstration by describing how sister rods will be shipped and received at a national laboratory, and recommending basic nondestructive and destructive analyses to assure the fuel rods are adequately characterized for UFDC work. For this report, a hub-and-spoke model is proposed, with one location serving as the hub for fuel rod receipt and characterization. In this model, fuel and/or clad would be sent to other locations when capabilities at the hub were inadequate or nonexistent. This model has been proposed to reduce DOE-NE’s obligation for waste cleanup and decontamination of equipment.

    Through a series of material transfers and sales agreements over the past 6 to 8 years, the Fernald Environmental Management Project (FEMP) has reduced its nuclear material inventory from 14,500 to approximately 6,800 metric tons of uranium (MTU). This effort is part of the US Department of energy`s (DOE`s) decision to change the mission of the FEMP site; it is currently shut down and the site is being remediated. This EA focuses on the receipt and storage of uranium materials at various DOE-ORO sites. The packaging and transportation of FEMP uranium material has been evaluated in previous NEPA and other environmental evaluations. A summary of these evaluation efforts is included as Appendix A. The material would be packaged in US Department of Transportation-approved shipping containers and removed from the FEMP site and transported to another site for storage. The Ohio Field Office will assume responsibility for environmental analyses and documentation for packaging and transport of the material as part of the remediation of the site, and ORO is preparing this EA for receipt and storage at one or more sites.

For example, if the volumes and activities of waste disposed of during the remainder of the disposal facility's lifetime differ significantly from those projected, the doses projected by the analyses may no longer apply. DOE field sites are required to implement a performance assessment and composite analysis maintenance program. The purpose of this program is to ensure the continued applicability of the analyses through incremental improvement of the level of understanding of the disposal site and facility. Site personnel are required to conduct field and experimental work to reduce the uncertainty in the data and models used in the assessments. Furthermore, they are required to conduct periodic reviews of waste receipts, comparing them to projected waste disposal rates. The radiological inventory for Area G was updated in conjunction with Revision 4 of the performance assessment and composite analysis (Shuman, 2008). That effort used disposal records and other sources of information to estimate the quantities of radioactive waste that have been disposed of at Area G from 1959, the year the facility started receiving waste on a routine basis, through 2007. It also estimated the quantities of LLW that will require disposal from 2008 through 2044, the year in which it is assumed that disposal operations at Area G will cease. This report documents the fourth review of Area G disposal receipts since the inventory was updated and examines information for waste placed in the ground during fiscal years (FY) 2008 through 2011. The primary objective of the disposal receipt review is to ensure that the future waste inventory projections developed for the performance assessment and composite analysis are consistent with the actual types and quantities of waste being disposed of at Area G. Toward this end, the disposal data that are the subject of this review are used to update the future waste inventory projections for the disposal

    Current criticality safety limits for Solid Waste Management Facility (SWMF) Transuranic (TRU) Waste Storage Pads are based on analysis of systems where mass is the only independent parameter and all other parameters are assumed at their most reactive values (Ref. 1). These limits result in administrative controls (i.e., limit stacking of containers, coordination of drums for culvert storage based on individual drum fissile inventories, and mass limits for accumulation of polyethylene boxes in culverts) which can only be met by redundant SWMF administrative controls. These analyses did not credit the nature of the waste generator process that would provide bounding limits on the other parameters (i.e. less than optimal moderation and configurations within packages (containers)). They also did not indicate the margin of safety associated with operating to these mass limits. However, by crediting the waste generator processes (and maintaining such process assumptions via controls in the criteria for waste acceptance) sufficient margin of safety can be demonstrated to justify continued SWMF TRU pad operation with fewer administrative controls than specified in the Double Contingency analysis (DCA) (Ref. 1).

    To extend their ability to perform accountability and verification measurements of {sup 235}U in a U-Pu oxide matrix, the K-Area Material Storage facility commissioned the development and construction of a Passive/Active {sup 252}Cf Shuffler. A series of {sup 252}Cf, PuO{sub 2}, and U-Pu oxide standards, in addition to a single U{sub 3}O{sub 8} standard, were measured to characterize and calibrate the shuffler. Accompanying these measurements were simulations using MCNP5/MCNPX, aimed at isolating the neutron countrate contributions for each of the isotopes present. Two calibration methods for determining the {sup 235}U content in mixed UPu oxide were then developed, yielding comparable results. The first determines the {sup 235}U mass by estimating the {sup 239}Pu/{sup 235}U ratio-dependent contributions from the primary delayed neutron contributors.     In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer’s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    As energies have increased exponentially with time so have the size and complexity of accelerators and control systems. NN may offer the kinds of improvements in computation and control that are needed to maintain acceptable functionality. For control their associative characteristics could provide signal conversion or data translation. Because they can do any computation such as least squares, they can close feedback loops autonomously to provide intelligent control at the point of action rather than at a central location that requires transfers, conversions, hand-shaking and other costly repetitions like input protection. Both computation and control can be integrated on a single chip, printed circuit or an optical equivalent that is also inherently faster through full parallel operation. For such reasons one expects lower costs and better results. Such systems could be optimized by integrating sensor and signal processing functions. Distributed nets of such hardware could communicate and provide global monitoring and multiprocessing in various ways e.g. via token, slotted or parallel rings (or Steiner trees) for compatibility with existing systems. Problems and advantages of this approach such as an optimal, real-time Turing machine are discussed. Simple examples are simulated and hardware implemented using discrete elements that demonstrate some basic characteristics of learning and parallelism. Future microprocessors' are predicted and requested on this basis. 19 refs., 18 figs.

    NetMOD ( Net work M onitoring for O ptimal D etection) is a Java-based software package for conducting simulation of seismic, hydroacoustic and infrasonic networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This document describes the parameters that are used to configure the NetMOD tool and the input and output parameters that make up the simulation definitions.

    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs. Many of the NetMOD equations used for simulations are inherited from the NetSim network capability assessment package developed in the late 1980s by SAIC (Sereno et al., 1990).

The NetLogger Toolkit itself consists of four components an API and library of functions to simplify the generation of application-level event logs, a set of tools for collecting and sorting log files, an event archive system, and a tool for visualization and analysis of the log files In order to instrument an application to produce event logs, the application developer inserts calls to the NetLogger API at all the critical points in the code, then links the application with the NetLogger library All the tools in the NetLogger Toolkit share a common log format, and assume the existence of accurate and synchronized system clocks NetLogger messages can be logged using an easy-to-read text based format based on the lETF-proposed ULM format, or a binary format that can still be used through the same API but that is several times faster and smaller, with performance comparable or better than binary message formats such as MPI, XDR, SDDF-Binary, and PBIO.     State utility commissions and utilities themselves are actively developing and revising their procedures for the interconnection and net metering of distributed generation. However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. With the knowledge gained from this experience, IREC has updated its model procedures to incorporate current best practices. This paper presents the most significant changes made to IREC’s model interconnection and net metering procedures.

    FERC's Supplemental Notice of Public Rulemaking addresses the question of proper compensation for demand response in organized wholesale electricity markets. Assuming that the Commission would proceed with the proposal ''to require tariff provisions allowing demand response resources to participate in wholesale energy markets by reducing consumption of electricity from expected levels in response to price signals, to pay those demand response resources, in all hours, the market price of energy for such reductions,'' the Commission posed questions about applying a net benefits test and rules for cost allocation.     The U.S. Army's Fort Carson installation was selected to serve as a prototype for net zero energy assessment and planning. NREL performed the comprehensive assessment to appraise the potential of Fort Carson to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations.     This technical report discusses the effectiveness of the Jamaica Public Service Company Limited Net-Billing Pilot Program. The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    A planewave incident on an active etalon with net roundtrip gain may be expected to diverge in field amplitude, yet applying the Fresnel formalism to Maxwell's equations admits a convergent solution. We describe this solution mathematically and provide additional insight by demonstrating the response of such a cavity to an incident beam of light. Cavities with net roundtrip gain have often been overlooked in the literature, and a clear understanding of their behavior yields insight to negative refraction in nonmagnetic media, a duality between loss and gain, amplified total internal reflection, and the negative-index lens.
