Final Technical Report - Autothermal Styrene Manufacturing Process with Net Export of Energy

The overall objectives of the project were to: (a) develop an economically competitive processing technology for styrene monomer (SM) that would reduce process energy requirements by a minimum 25% relative to those of conventional technology while achieving a minimum 10% ROI; and (b) advance the technology towards commercial readiness. This technology is referred to as OMT (Oxymethylation of Toluene). The unique energy savings feature of the OMT technology would be replacement of the conventional benzene and ethylene feedstocks with toluene, methane in natural gas and air or oxygen, the latter of which have much lower specific energy of production values. As an oxidative technology, OMT is a net energy exporter rather than a net energy consumer like the conventional ethylbenzene/styrene (EB/SM) process. OMT plants would ultimately reduce the cost of styrene monomer which in turn will decrease the costs of polystyrene making it perhaps more cost competitive with competing polymers such as polypropylene.

Model and Analytic Processes for Export License Assessments

This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

This assessment of the natural gas sector in Iran, with a focus on Irans natural gas exports, was prepared pursuant to section 505 (a) of the Iran Threat Reduction and Syria Human Rights Act of 2012 (Public Law No: 112-158). As requested, it includes: (1) an assessment of exports of natural gas from Iran; (2) an identification of the countries that purchase the most natural gas from Iran; (3) an assessment of alternative supplies of natural gas available to those countries; (4) an assessment of the impact a reduction in exports of natural gas from Iran would have on global natural gas supplies and the price of natural gas, especially in countries identified under number (2); and (5) such other information as the Administrator considers appropriate.

A feed-forward multilayer neural net is trained to learn the correspondence between seismic data and well logs. The introduction of a virtual input layer, connected to the nominal input layer through a special nonlinear transfer function, enables ultrafast (single iteration), near-optimal training of the net using numerical algebraic techniques. It identifies the dollar volume of exports by technology: (1) solar heating and cooling products; (2) wind products; (3) photovoltaics; (4) solar thermal electric; (5) OTEC and biomass; and (6) support products and services. The study offers to government and industry groups, for the first time, comprehensive information with which to formulate export goals and assistance measures based on the current realities of the solar export marketplace. A review of the U.S. implementation of nuclear export and technology transfer controls is undertaken to assess whether the U.S. controls is undertaken to assess whether the U.S. controls meet the full scope of the international commitment toward non-proliferation controls. The international non-proliferation controls have been incorporated into CoCom, the Coordinating Committee of the multinational organization established to protect the mutual interests of the participating countries in the area of strategic export controls. However, this CoCom list is classified and each participating country implements these controls pursuant to its own laws. A comparison to the non-proliferation controls promulgated by the U.K. is used to verify that the U.S. controls are at least as comprehensive as the British controls.

Clean coal technology: Export finance programs

Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

Exporting Alaskan North Slope crude oil: Benefits and costs

The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

The advent of microprocessors and other large-scale integration (LSI) circuits is making voice input and output for computers and instruments practical; specialized LSI chips for speech processing are appearing on the market. Voice can be used to input data or to issue instrument commands; this allows the operator to engage in other tasks, move about, and to use standard data entry systems. Voice synthesizers can generate audible, easily understood instructions. Using voice characteristics, a control system can verify speaker identity for security purposes. Two simple voice-controlled systems have been designed at Los Alamos for nuclear safeguards applicaations. Each can easily be expanded as time allows. The first system is for instrument control that accepts voice commands and issues audible operator prompts. The second system is for access control. The speaker's voice is used to verify his identity and to actuate external devices.

Inspection of the Department`s export licensing process for dual-use and munitions commodities

The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

Kazakhstan seeks to step up crude oil export capabilities

This paper reports that the Commonwealth of Independent States' Kazakhstan republic is driving to achieve international export capability for its crude oil production. Latest official figures showed Kazakhstan producing 532,000 b/d, or a little more than 5% of the C.I.S. total of 10.292 million b/d. As part of its oil export campaign, Kazakhstan agreed with Oman to a joint venture pipeline to ship oil from Kazakh fields, including supergiant Tengiz, earmarked for further development by a Chevron Corp. joint venture. In addition, Kazakh leaders were scheduled to conduct 3 days of talks last week with Turkish officials covering construction of a crude oil pipeline to the Mediterranean Sea through Turkey.

Federal law restricts the export of unprocessed timber cut from national forests in the western half of the United States. Also, purchasers of national forest timber are restricted from substituting timber harvested from federal lands for privately owned timber that they export. GAO reviewed the magnitude of and the potential impacts from extending the substitution restriction to cover third parties who subsequently acquire Forest Service timber from the original purchasers - an export industry practice commonly referred to as third-party substitution. According to the Forest Service and timber industry associations, third-party substitution approximates 100 million board feet annually in the western United States. They said that if the practice were banned, some companies could acquire national forest timber at lower prices because of decreased demand and competition, and the lower prices would result in less government revenues. Also, a ban could disrupt traditional log markets and business practices. The Forest Service believes it could not enforce a ban on third-party substitution without additional legal authority and staff.

NASA Net Zero Energy Buildings Roadmap

In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

The INGEN (INput GENerator) computer program has been developed as a preprocessor to simplify input generation for the COBRA-NC computer program. INGEN uses several empirical correlations and geometric assumptions to simplify the data input requirements for the COBRA-NC computer code. The simplified input scheme is obtained at the expense of much flexibility provided by COBRA-NC. Oil exports, structural change, and economic development in Iran

Within the broad Chenery-Kuznets framework, using structural change as a major indicator of economic development, this study investigates the direction and magnitude and broad features of structural change in Iran, and the role of oil production and exports in that change. Although the study covers a larger horizon, the analysis is focused on the period 1955 through 1977. A similar but less-detailed investigation is conducted for Algeria, Indonesia, and Venezuela also, and a cross-country, comparative perspective is generated. The study shows that, in general, the structural changes in Iran have either been weak (for example, in production and employment), or they are contrary to what the model would predict (for instance in trade). The pattern of structural change observed in Iran, therefore, does not indicate any significant economic development even though per capita income increased five-fold over the period 1955 through 1977. In short, oil does not appear to have been an engine of economic development in Iran. The situation appears broadly similar for the other three countries. Based on these findings, the study offers some suggestions concerning the future economic strategies that should enhance very considerably the contribution that oil industry can make toward Iran's economic development, and should thus accelerate the pace of economic development. These suggestions may be useful to other oil-exporting countries as well.

We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

COAL LOGISTICS has the capability to track coal from a U. S. mine or mining area to a foreign consumer`s receiving dock. The system contains substantial quantities of information about the types of coal available in different U. S. coalfields, present and potential inland transportation routes to tidewater piers, and shipping routes to and port capabilities in Italy, Japan, South Korea, Taiwan, and Thailand. It is designed to facilitate comparisons of coal quality and price at several stages of the export process, including delivered prices at a wide range of destinations. COAL LOGISTICS can be used to examine coal quality within or between any of 18 U. S. coalfields, including three in Alaska, or to compare alternative routes and associated service prices between coal-producing regions and ports-of-exit. It may be used to explore the possibilities of different ship sizes, marine routes, and foreign receiving terminals for coal exports. The system contains three types of information: records of coal quality, domestic coal transportation options, and descriptions of marine shipment routes. COAL LOGISTICS contains over 3100 proximate analyses of U. S. steam coals, usually supplemented by data for ash softening temperature and Hardgrove grindability; over 1100 proximate analyses for coals with metallurgical potential, usually including free swelling index values; 87 domestic coal transportation options: rail, barge, truck, and multi-mode routes that connect 18 coal regions with 15 U. S. ports and two Canadian terminals; and data on 22 Italian receiving ports for thermal and metallurgical coal and 24 coal receiving ports along the Asian Pacific Rim. An auxiliary program, CLINDEX, is included which is used to index the database files.

StreamNet Project : Annual Report Fiscal Year 2008.

Fiscal Year 2008 (FY-08) represents a transitional year for the StreamNet project. While the project continued to acquire/update, standardize, georeference and disseminate fish-related data for the state, some tribal and one federal fisheries agencies, it also took on several new initiatives and is anticipating new regional guidance on data needs. Passage of the Columbia Basin Accords caused an administrative change within the project, separating the work done by the Columbia River Inter-Tribal Fish Commission (CRITFC) out to a separate contract with BPA. This will change the structure of the StreamNet contract but not change the relationship with the StreamNet Library or data developed by CRITFC, and will likely increase the availability of tribal data to StreamNet due to increased funding for tribal data efforts. This change will take effect in FY-09. We also expect that data work will be adjusted in the future in response to executive level policy direction in the Columbia Basin based on efforts to establish priorities under a regional data management framework. Data development emphasis was shifted this year to place highest priority on data that support indicators of fish abundance for the focal species covered in the Status of the Resource (SOTR) report, as requested by the Columbia Basin Fish and Wildlife Authority (CBFWA) Data Management Framework Subcommittee. We instituted an XML based web service allowing direct access to data from the project database for CBFWA to update the SOTR report. The project also increased efforts to work with tribal fisheries managers to provide data related assistance and to include tribal data in the StreamNet database. A primary theme this year was exploring means to speed the flow of data. We had ongoing success in our strategic emphasis on increasing automation of data conversion through development of comprehensive database systems within our partner agencies, as outlined in our Vision and Strategic Plan. By assisting development of internal database systems, we will be able to automate conversion of agency data to the regionally consistent format as well as help the agency better meet their own data needs. The Idaho StreamNet project contributed to development of IDFG's Idaho Fish and Wildlife Information System (IFWIS), and this year they successfully tested automatic conversion of data to the regional exchange format. We worked with WDFW and developed draft field data input templates for collection of smolt trap and spawning ground survey data. And, we began collaborating in a project with ODFW and EcoTrust to develop an online data dissemination tool. As these and additional data systems are brought online, we expect to be able to shorten the time needed to annually update data, and hope to use the increased efficiency to free existing staff time to develop additional types of data from our partners. Another long-term theme related to expanding data coverage to estimates of productivity and/or data needed to calculate productivity. Initial investigations within our partner agencies indicated that these data are scattered, with some components like age composition of returning fish already being addressed by StreamNet, but others not yet covered. We will continue to determine how available these data are and investigate the feasibility of capturing the estimates and supporting data in the future. Routine ongoing data development of the standard data sets in StreamNet continued this year. An update and new web page for disseminating Protected Areas data was completed. Initial work was done with the CRITFC to get ready to house and disseminate data developed by the Hatchery Scientific Review Group. All database, GIS and web server systems were maintained successfully, with repairs completed as needed. Software applications were developed or maintained, as needed. All required reports, budgets and equipment inventories were submitted. The StreamNet website (www.streamnet.org), the project's primary means of disseminating fish data, was completely redesigned this year to improve

Net-Baryon Physics: Basic Mechanisms

It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

The second quarter 1997 Quarterly Report of Natural Gas Imports and Exports featured a Quarterly Focus report on cross-border natural gas trade between the United States and Mexico. This Quarterly Focus article is a follow-up to the 1997 report. This report revisits and updates the status of some of the pipeline projects discussed in 1997, and examines a number of other planned cross-border pipeline facilities which were proposed subsequent to our 1997 report. A few of the existing and proposed pipelines are bidirectional and thus have the capability of serving either Mexico, or the United States, depending on market conditions and gas supply availability. These new projects, if completed, would greatly enhance the pipeline infrastructure on the U.S.-Mexico border and would increase gas pipeline throughput capacity for cross-border trade by more than 1 billion cubic feet (Bcf) per day. The Quarterly Focus is comprised of five sections. Section I includes the introduction as well as a brief historic overview of U.S./Mexican natural gas trade; a discussion of Mexico's energy regulatory structure; and a review of trade agreements and a 1992 legislative change which allows for her cross-border gas trade in North America. Section II looks at initiatives that have been taken by the Mexican Government since 1995to open its energy markets to greater competition and privatization. Section III reviews Mexican gas demand forecasts and looks at future opportunities for U.S. gas producers to supplement Mexico's indigenous supplies in order to meet the anticipated rapid growth in demand. Section IV examines the U.S.-Mexico natural gas trade in recent years. It also looks specifically at monthly import and export volumes and prices and identifies short-term trends in this trade. Finally, Section V reviews the existing and planned cross-border gas pipeline infrastructure. The section also specifically describes six planned pipelines intended to expand this pipeline network and their planned in-service dates.
