Incorporating Wind Generation in Cap and Trade Programs

Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

Resistive wall tearing mode generated finite net electromagnetic torque in a static plasma

The MARS-F code [Y. Q. Liu et al., Phys. Plasmas 7, 3681 (2000)] is applied to numerically investigate the effect of the plasma pressure on the tearing mode stability as well as the tearing mode-induced electromagnetic torque, in the presence of a resistive wall. The tearing mode with a complex eigenvalue, resulted from the favorable averaged curvature effect [A. H. Glasser et al., Phys. Fluids 18, 875 (1975)], leads to a re-distribution of the electromagnetic torque with multiple peaking in the immediate vicinity of the resistive layer. The multiple peaking is often caused by the sound wave resonances. In the presence of a resistive wall surrounding the plasma, a rotating tearing mode can generate a finite net electromagnetic torque acting on the static plasma column. Meanwhile, an equal but opposite torque is generated in the resistive wall, thus conserving the total momentum of the whole plasma-wall system. The direction of the net torque on the plasma is always opposite to the real frequency of the mode, agreeing with the analytic result by Pustovitov [Nucl. Fusion 47, 1583 (2007)]. When the wall time is close to the oscillating time of the tearing mode, the finite net torque reaches its maximum. Without wall or with an ideal wall, no net torque on the static plasma is generated by the tearing mode. However, re-distribution of the torque density in the resistive layer still occurs.

On the impact of CO{sub 2} emission-trading on power generation emissions

In Europe one of the main policy instruments to meet the Kyoto reduction targets is CO{sub 2} emission-trading (CET), which was implemented as of January 2005. In this system, companies active in specific sectors must be in the possession of CO{sub 2} emission rights to an amount equal to their CO{sub 2} emission. In Europe, electricity generation accounts for one-third of CO{sub 2} emissions. Since the power generation sector has been liberalized, reregulated and privatized in the last decade, around Europe autonomous companies determine the sectors' CO{sub 2} emission. Short-term they adjust their operation, long-term they decide on (dis) investment in power generation facilities and technology selection. An agent-based model is presented to elucidate the effect of CET on the decisions of power companies in an oligopolistic market. Simulations over an extensive scenario-space show that there CET does have an impact. A long-term portfolio shift towards less-CO{sub 2} intensive power generation is observed. However, the effect of CET is relatively small and materializes late. The absolute emissions from power generation rise under most scenarios. This corresponds to the dominant character of current capacity expansion planned in the Netherlands (50%) and in Germany (68%), where companies have announced many new coal based power plants. Coal is the most CO{sub 2} intensive option available and it seems surprising that even after the introduction of CET these capacity expansion plans indicate a preference for coal. Apparently in power generation the economic effect of CO{sub 2} emission-trading is not sufficient to outweigh the economic incentives to choose for coal.

Net Metering Policy Development and Distributed Solar Generation in Minnesota: Overview of Trends in Nationwide Policy Development and Implications of Increasing the Eligible System Size Cap

The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

East Europe's energy trade takes new shape

Often in the past, Western analysts of global energy demand have treated Eastern Europe as just part of a black box labeled Communist. Only the net flow of energy to the non-Communist world was of any consequence. The region, although primarily a major net importer of energy from the Soviet Union, was a very small net exporter of energy to non-Communist countries based Polish coal exports. Romanian refined petroleum product exports, and some minor exports of refined products by other East European countries. The political and economic configurations of Eastern Europe has changed dramatically over the past 2 years, however, and the way in which East European energy relationships are considered will have to change accordingly. With the sweeping transformation of these economies (for the most part, radically in the direction of a market orientation) and the breakup of their unique system of mutual trade, the patterns of energy production, consumption, and trade which have prevailed in the region during the post-war period will also change significantly. Forecasting the net-impact on energy demand in this region of offsetting trends due to economic reform (i.e., renewed economic dynamism vs. decreased energy intensity of aggregate economic output) is a very difficult task. This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

Multi-Megawatt Power System Trade Study

As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Unions (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

This paper constructs a comprehensive dataset of oil and total energy embedded in world trade of manufacturing goods for 73 countries from 1978 to 2000. Applying the data to debates on the dependency on foreign energy sources makes clear that achieving complete energy independence in the foreseeable future is unlikely to be feasible and may not be desirable. Applying it to the discussion of environmental Kuznets curves (EKCs) highlights an important distinction between production and consumption of energy. Richer countries use relatively less energy in their industrial production yet still consume relatively large amounts of energy indirectly. A further investigation largely excludes structural shifts of production in and out of the manufacturing sector as an explanation for the downward-sloping portion of the EKC. Country-level analyses add caveats but show tentative support for the cross-country conclusions.

Trapped Between Two Tails: Trading Off Scientific Uncertainties via Climate Targets

Climate change policies must trade off uncertainties about future warming, about the social and ecological impacts of warming, and about the cost of reducing greenhouse gas emissions. We show that laxer carbon targets produce broader distributions for climate damages, skewed towards severe outcomes. However, if potential low-carbon technologies fill overlapping niches, then more stringent carbon targets produce broader distributions for the cost of reducing emissions, skewed towards high-cost outcomes. We use the technology- rich GCAM integrated assessment model to assess the robustness of 450 ppm and 500 ppm carbon targets to each uncertain factor. The 500 ppm target provides net benefits across a broad range of futures. The 450 ppm target provides net benefits only when impacts are greater than conventionally assumed, when multiple technological breakthroughs lower the cost of abatement, or when evaluated with a low discount rate. Policy evaluations are more sensitive to uncertainty about abatement technology and impacts than to uncertainty about warming.

In the wake of the 2008 financial crisis the role of strongly interconnected markets in fostering systemic instability has been increasingly acknowledged. Trade networks of commodities are susceptible to deleterious cascades of supply shocks that increase systemic trade-risks and pose a threat to geopolitical stability. On a global and a regional level we show that supply risk, scarcity, and price volatility of non-fuel mineral resources are intricately connected with the structure of the world-trade network of or spanned by these resources. On the global level we demonstrate that the scarcity of a resource, as measured by its trade volume compared to extractable reserves, is closely related to the susceptibility of the trade network with respect to cascading shocks. On the regional level we find that to some extent the region-specific price volatility and supply risk can be understood by centrality measures that capture systemic trade-risk. Combined Waste Form Cost Trade Study

A new generation of aqueous nuclear fuel reprocessing, now in development under the auspices of the DOE Office of Nuclear Energy (NE), separates fuel into several fractions, thereby partitioning the wastes into groups of common chemistry. This technology advance enables development of waste management strategies that were not conceivable with simple PUREX reprocessing. Conventional wisdom suggests minimizing high level waste (HLW) volume is desirable, but logical extrapolation of this concept suggests that at some point the cost of reducing volume further will reach a point of diminishing return and may cease to be cost-effective. This report summarizes an evaluation considering three groupings of wastes in terms of cost-benefit for the reprocessing system. Internationally, the typical waste form for HLW from the PUREX process is borosilicate glass containing waste elements as oxides. Unfortunately several fission products (primarily Mo and the noble metals Ru, Rh, Pd) have limited solubility in glass, yielding relatively low waste loading, producing more glass, and greater disposal costs. Advanced separations allow matching the waste form to waste stream chemistry, allowing the disposal system to achieve more optimum waste loading with improved performance. Metals can be segregated from oxides and each can be stabilized in forms to minimize the HLW volume for repository disposal. Thus, a more efficient waste management system making the most effective use of advanced waste forms and disposal design for each waste is enabled by advanced separations and how the waste streams are combined. This trade-study was designed to juxtapose a combined waste form baseline waste treatment scheme with two options and to evaluate the cost-benefit using available data from the conceptual design studies supported by DOE-NE.

Navy mobility fuels forecasting system report: World petroleum trade forecasts for the year 2000

The Middle East will continue to play the dominant role of a petroleum supplier in the world oil market in the year 2000, according to business-as-usual forecasts published by the US Department of Energy. However, interesting trade patterns will emerge as a result of the democratization in the Soviet Union and Eastern Europe. US petroleum imports will increase from 46% in 1989 to 49% in 2000. A significantly higher level of US petroleum imports (principally products) will be coming from Japan, the Soviet Union, and Eastern Europe. Several regions, the Far East, Japan, Latin American, and Africa will import more petroleum. Much uncertainty remains about of the level future Soviet crude oil production. USSR net petroleum exports will decrease; however, the United States and Canada will receive some of their imports from the Soviet Union due to changes in the world trade patterns. The Soviet Union can avoid becoming a net petroleum importer as long as it (1) maintains enough crude oil production to meet its own consumption and (2) maintains its existing refining capacities. Eastern Europe will import approximately 50% of its crude oil from the Middle East.

Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

The StreamNet Project is a cooperative project that provides basic fishery management data in a consistent format across the Columbia Basin region, with some data from outside the region. Specific categories of data are acquired from the multiple data generating agencies in the Columbia Basin, converted into a standardized data exchange format (DEF) and distributed to fish researchers, managers and decision makers directly or through an on-line data retrieval system (www.streamnet.org). The project is funded by the Bonneville Power Administration (BPA) as part of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. This cooperative effort is composed of a region-wide project administered by the Pacific States Marine Fisheries Commission (PSMFC) that is responsible for project management, regional data management and data delivery (Region), plus seven contributing projects within the data generating entities: Columbia River Intertribal Fish Commission (CRITFC); Idaho Department of Fish and Game (IDFG); Montana Fish, Wildlife and Parks (MFWP); Oregon Department of Fish and Wildlife (ODFW); Shoshone-Bannock Tribes; U. S. Fish and Wildlife Service (FWS); and Washington Department of Fish and Wildlife (WDFW). The contributing projects are funded through the StreamNet contract but work within their respective agencies and are referred to here as the agency's StreamNet project (for example, ''IDFG StreamNet'' for Idaho's project). The StreamNet Project provides an important link in the chain of data flow in the Columbia Basin, with specific emphasis on data collected routinely over time by management agencies. Basic fish related data are collected in the field by the various state, tribal and federal agencies in the basin for purposes related to each agency's individual mission and responsibility. As a result, there often is a lack of standardization among agencies in field methodology or data management. To be able to utilize data for comparison or analysis over the entire basin from multiple agencies, it is necessary to standardize the data to the degree possible so that like-data are equivalent over jurisdictional lines. Since the data are not collected in a standardized way, StreamNet fulfills that role by acquiring the data sets and converting the data from all agencies into the standardized DEF. Where field methodologies differ to the degree that the data can not be made comparable, the data are presented as different data types. This way, data are converted only once and made available for research, management and administrative purposes instead of forcing each person needing basin wide data to attempt data standardization individually.

NASA Net Zero Energy Buildings Roadmap

In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

Feasibility of Achieving a Zero-Net-Energy, Zero-Net-Cost Homes

A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs. The authors believe that the cost of electricity generated by home generation technologies will continue to exceed the price of US grid electricity in almost all locations. Strategies to minimize whole-house energy demand generally involve some combination of the following measures: optimization of surface (area) to volume ratio; optimization of solar orientation; reduction of envelope loads; systems-based engineering of high efficiency HVAC components, and on-site power generation. A 'Base Case' home energy model was constructed, to enable the team to quantitatively evaluate the merits of various home energy efficiency measures. This Base Case home was designed to have an energy use profile typical of most newly constructed homes in the Champaign-Urbana, Illinois area, where the competition is scheduled to be held. The model was created with the EnergyGauge USA software package, a front-end for the DOE-2 building energy simulation tool; the home is a 2,000 square foot, two-story building with an unconditioned basement, gas heating, a gas hot-water heater, and a family of four. The model specifies the most significant details of a home that can impact its energy use, including location, insulation values, air leakage, heating/cooling systems, lighting, major appliances, hot water use, and other plug loads. EFHC contestants and judges should pay special attention to the Base Case model's defined 'service characteristics' of home amenities such as lighting and appliances. For example, a typical home refrigerator is assumed to have a built-in freezer, automatic (not manual) defrost, and an interior volume of 26 cubic feet. The Base Case home model is described in more detail in Section IV and Appendix B.

This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

We compute explicitly its semimartingale decomposition under both its own filtration $\\cF^X$ and the filtration $\\cF^{X,Z}$ jointly generated by $X$ and $Z$. Our construction is heavily based on parabolic PDE's and filtering techniques. As an application, we explicitly solve an equilibrium model with insider trading, that can be viewed as a non-Gaussian generalization of Back and Pedersen's \\cite{BP}, where insider's additional information evolves over time.

Freeze-out conditions from net-proton and net-charge fluctuations at RHIC

We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

We elucidate the numerical formulation to simulate net production of particles and anomalous currents with CP-breaking background fields which cause an imbalance of particles over anti-particles. For a concrete demonstration we numerically impose pulsed electric and magnetic fields to observe that the dynamical chiral magnetic current follows together with the net particle production. The Impact of Rate Design and Net Metering on the Bill Savings from Distributed PV for Residential Customers in California

Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

Energy Prices and the Expansion of World Trade

The oil shocks of the 1970s coincided with a number of economic disturbances. However, it has been difficult to develop models where oil shocks have a quantitatively important impact on the economy. In this paper, I show that the disturbances in transportation caused by the oil shocks can significantly affect the economy. I argue that changes in energy prices were responsible for a worldwide slowdown in the growth of trade and may help explain the apparent change in the price-trade elasticity. While tariffs have fallen steadily since 1970, trade growth slowed in the mid-1970s and has grown rapidly since the mid-1980s. In a standard trade model, this pattern implies that the price-import elasticity increased sharply in the mid-1980s. In this paper, I argue that the oil crises of the 1970s led to higher transportation costs. In 1986 energy prices fell to their pre-crisis level, reducing transportation costs and by extension trade barriers. I present a trade model with an energy using transportation sector. In model simulations, I show that total trade costs (transportation cost plus tariffs) are constant from 1974 to 1982. Once transportation costs are accounted for, the price-import elasticity no longer needs to radically change. I also show that trade expansion since 1960 is 50 percent higher in a standard trade model that includes a transportation sector compared to one that does not.

Net-Baryon Physics: Basic Mechanisms

It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

Ohio Clean Fuels, Inc., (OCF) has licensed technology that involves Co-Processing (Co-Pro) poor grade (high sulfur) coal and residual oil feedstocks to produce clean liquid fuels on a commercial scale. Stone Webster is requested to perform a comparative technologies report for grassroot plants utilizing coal as a base fuel. In the case of Co-Processing technology the plant considered is the nth plant in a series of applications. This report presents the results of an economic comparison of this technology with other power generation technologies that use coal. Technologies evaluated were:Co-Processing integrated with simple cycle combustion turbine generators, (CSC); Co-Processing integrated with combined cycle combustion turbine generators, (CCC); pulverized coal-fired boiler with flue gas desulfurization and steam turbine generator, (PC) and Circulating fluidized bed boiler and steam turbine generator, (CFB). Conceptual designs were developed. Designs were based on approximately equivalent net electrical output for each technology. A base case of 310 MWe net for each technology was established. Sensitivity analyses at other net electrical output sizes varying from 220 MWe's to 1770 MWe's were also performed. 4 figs., 9 tabs.

System Losses and Assessment Trade Study

This Advanced Fuel Cycle Initiative (AFCI) study has developed new analysis methods to examine old and new technology options toward the goal of improving fuel cycle systems. We have integrated participants and information from AFCI Systems Analysis, Transmutation Fuels, Separations, and Waste Form Campaigns in the Systems Losses and Assessment Trade Study. The initial objectives of this study were to 1) increase understanding of system interdependencies and thereby identify system trade-offs that may yield important insights, 2) define impacts of separations product purity on fuel manufacture and transmutation reactivity, 3) define impacts from transuranic (TRU) losses to waste, 4) identify the interrelationships involved in fuels and separations technology performance, and 5) identify system configuration adjustments with the greatest potential for influencing system losses. While bounding and analyzing this initial problem, we also identified significantly higher-level programmatic drivers with broad implications to the current fuel cycle research charter and the general issue of a DOE complex wide need for a comprehensive and integrated nuclear material management as addressed by the new DOE Order 410.2 titled Management of Nuclear Materials. The initial modeling effort developed in this study for a much smaller subset of material (i.e., commercial fuel) and a selected transmutation scheme (i.e., fast reactor recycling) is a necessary first step towards examining a broader set of nuclear material management options, dispositioning strategies and integrated waste management options including potential areas of research leverage. The primary outcome from this initial study has been an enhanced integration among Campaigns and associated insights and analysis methods. Opportunities for improved understanding between the groups abound. The above lanthanide-actinide example highlights the importance of evaluating options via integration across the Campaigns. Plans for Fiscal Year 2010 are being made in a coordinated fashion such that the knowledge gained from the research performed by the Campaigns can benefit on-going work of the study, and that improved understanding of the system relationships can be used to guide the specific research and development (R&D) activities within the Campaigns. In FY-10, the System Losses and Assessment Trade Study will carry-over activities from FY-09. We will continue to refine impurity and loss estimates and impurity limits on fuels by incorporating results from ongoing R&D. And we will begin work on an enhanced nuclear material management model to allow us to continue to improve our overall system understanding of the trade-offs between separations, fuel fabrication, waste forms, waste disposition, SNM losses, reactor performance, and proliferation resistance. In the future, we can also better understand how used fuel and other forms of remote-handled SNM can be better integrated into an overall nuclear material management program that will evolve for the DOE complex via Order 410.2 (DOE 2009).

We explore the potential of net-baryon, net-proton and net-charge kurtosis measurements to investigate the properties of hot and dense matter created in relativistic heavy-ion collisions. Contrary to calculations in a grand canonical ensemble we explicitly take into account exact electric and baryon charge conservation on an event-by-event basis. This drastically limits the width of baryon fluctuations. A simple model to account for this is to assume a grand-canonical distribution with a sharp cut-off at the tails. We present baseline predictions of the energy dependence of the net-baryon, net-proton and net-charge kurtosis for central ($b\\leq 2.75$ fm) Pb+Pb/Au+Au collisions from $E_{lab}=2A$ GeV to $\\sqrt{s_{NN}}=200$ GeV from the UrQMD model. While the net-charge kurtosis is compatible with values around zero, the net-baryon number decreases to large negative values with decreasing beam energy. The net-proton kurtosis becomes only slightly negative for low $\\sqrt{s_{NN}}$.

Method for net-shaping using aerogels

A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). Modeling Cyber Conflicts Using an Extended Petri Net Formalism

When threatened by automated attacks, critical systems that require human-controlled responses have difficulty making optimal responses and adapting protections in real- time and may therefore be overwhelmed. Consequently, experts have called for the development of automatic real-time reaction capabilities. However, a technical gap exists in the modeling and analysis of cyber conflicts to automatically understand the repercussions of responses. There is a need for modeling cyber assets that accounts for concurrent behavior, incomplete information, and payoff functions. Furthermore, we address this need by extending the Petri net formalism to allow real-time cyber conflicts to be modeled in a way that is expressive and concise. This formalism includes transitions controlled by players as well as firing rates attached to transitions. This allows us to model both player actions and factors that are beyond the control of players in real-time. We show that our formalism is able to represent situational aware- ness, concurrent actions, incomplete information and objective functions. These factors make it well-suited to modeling cyber conflicts in a way that allows for useful analysis. MITRE has compiled the Common Attack Pattern Enumera- tion and Classification (CAPEC), an extensive list of cyber attacks at various levels of abstraction. CAPEC includes factors such as attack prerequisites, possible countermeasures, and attack goals. These elements are vital to understanding cyber attacks and to generating the corresponding real-time responses. We demonstrate that the formalism can be used to extract precise models of cyber attacks from CAPEC. Several case studies show that our Petri net formalism is more expressive than other models, such as attack graphs, for modeling cyber conflicts and that it is amenable to exploring cyber strategies.

Factors affecting expanded electricity trade in North America

The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. A Causal Net Approach to Relativistic Quantum Mechanics

In this paper we discuss a causal network approach to describing relativistic quantum mechanics. Each vertex on the causal net represents a possible point event or particle observation. By constructing the simplest causal net based on Reichenbach-like conjunctive forks in proper time we can exactly derive the 1+1 dimension Dirac equation for a relativistic fermion and correctly model quantum mechanical statistics. Symmetries of the net provide various quantum mechanical effects such as quantum uncertainty and wavefunction, phase, spin, negative energy states and the effect of a potential. The causal net can be embedded in 3+1 dimensions and is consistent with the conventional Dirac equation. In the low velocity limit the causal net approximates to the Schrodinger equation and Pauli equation for an electromagnetic field. Extending to different momentum states the net is compatible with the Feynman path integral approach to quantum mechanics that allows calculation of well known quantum phenomena such as diffraction.

Small-scale (100-500 kg H2/day) electrolysis is an important step in increasing the use of hydrogen as fuel. Until there is a large population of hydrogen fueled vehicles, the smaller production systems will be the most cost-effective. Performing conceptual designs and analyses in this size range enables identification of issues and/or opportunities for improvement in approach on the path to 1500 kg H2/day and larger systems. The objectives of this program are to establish the possible pathways to cost effective larger Proton Exchange Membrane (PEM) water electrolysis systems and to identify areas where future research and development efforts have the opportunity for the greatest impact in terms of capital cost reduction and efficiency improvements. System design and analysis was conducted to determine the overall electrolysis system component architecture and develop a life cycle cost estimate. A design trade study identified subsystem components and configurations based on the trade-offs between system efficiency, cost and lifetime. Laboratory testing of components was conducted to optimize performance and decrease cost, and this data was used as input to modeling of system performance and cost. PEM electrolysis has historically been burdened by high capital costs and lower efficiency than required for large-scale hydrogen production. This was known going into the program and solutions to these issues were the focus of the work. The program provided insights to significant cost reduction and efficiency improvement opportunities for PEM electrolysis. The work performed revealed many improvement ideas that when utilized together can make significant progress towards the technical and cost targets of the DOE program. The cell stack capital cost requires reduction to approximately 25% of todays technology. The pathway to achieve this is through part count reduction, use of thinner membranes, and catalyst loading reduction. Large-scale power supplies are available today that perform in a range of efficiencies, >95%, that are suitable for the overall operational goals. The balance of plant scales well both operationally and in terms of cost becoming a smaller portion of the overall cost equation as the systems get larger. Capital cost reduction of the cell stack power supplies is achievable by modifying the system configuration to have the cell stacks in electrical series driving up the DC bus voltage, thereby allowing the use of large-scale DC power supply technologies. The single power supply approach reduces cost. Elements of the cell stack cost reduction and efficiency improvement work performed in the early stage of the program is being continued in subsequent DOE sponsored programs and through internal investment by Proton. The results of the trade study of the 100 kg H2/day system have established a conceptual platform for design and development of a next generation electrolyzer for Proton. The advancements started by this program have the possibility of being realized in systems for the developing fueling markets in 2010 period.

A microwave generator is provided for generating microwaves substantially from virtual cathode oscillation. Electrons are emitted from a cathode and accelerated to an anode which is spaced apart from the cathode. The anode has an annular slit there through effective to form the virtual cathode. The anode is at least one range thickness relative to electrons reflecting from the virtual cathode. A magnet is provided to produce an optimum magnetic field having the field strength effective to form an annular beam from the emitted electrons in substantial alignment with the annular anode slit. The magnetic field, however, does permit the reflected electrons to axially diverge from the annular beam. The reflected electrons are absorbed by the anode in returning to the real cathode, such that substantially no reflexing electrons occur. The resulting microwaves are produced with a single dominant mode and are substantially monochromatic relative to conventional virtual cathode microwave generators. 6 figs.

We study the string-net model with a string tension for non-Abelian particles in the ladder geometry. Focusing on the simplest non-Abelian theory with a total quantum dimension larger than two, we find evidence for a "russian doll" spectrum featuring size-independent energy levels. Contrary to Fibonacci and Ising ladders, the spectrum is found to be gapped at the self-dual points and low-energy excitations in the ground-state sector consist in two-quasiparticle bound states that are discussed in the weak-tension limit. We argue that such properties are prototypical of theories containing more than one non-Abelian particle.

We continue studying net bundles over partially ordered sets (posets), defined as the analogues of ordinary fibre bundles. To this end, we analyze the connection between homotopy, net homology and net cohomology of a poset, giving versions of classical Hurewicz theorems. Focusing our attention on Hilbert net bundles, we define the K-theory of a poset and introduce functions over the homotopy groupoid satisfying the same formal properties as Chern classes. As when the given poset is a base for the topology of a space, our results apply to the category of locally constant bundles.

Exact entanglement renormalization for string-net models

We construct an explicit renormalization group (RG) transformation for Levin and Wen's string-net models on a hexagonal lattice. The transformation leaves invariant the ground-state "fixed-point" wave function of the string-net condensed phase. Our construction also produces an exact representation of the wave function in terms of the multi-scale entanglement renormalization ansatz (MERA). This sets the stage for efficient numerical simulations of string-net models using MERA algorithms. It also provides an explicit quantum circuit to prepare the string-net ground-state wave function using a quantum computer.

Impact of subgrid-scale radiative heating variability on the stratocumulus-to-trade cumulus transition in climate models

Subgrid-scale interactions between turbulence and radiation are potentially important for accurately reproducing marine low clouds in climate models. To better understand the impact of these interactions, the Weather Research and Forecasting (WRF) model is configured for large eddy simulation (LES) to study the stratocumulus-to-trade cumulus (Sc-to-Cu) transition. Using the GEWEX Atmospheric System Studies (GASS) composite Lagrangian transition case and the Atlantic Trade Wind Experiment (ATEX) case, it is shown that the lack of subgrid-scale turbulence-radiation interaction, as is the case in current generation climate models, accelerates the Sc-to-Cu transition. Our analysis suggests that in cloud-topped boundary layers subgrid-scale turbulence-radiation interactions contribute to stronger production of temperature variance, which in turn leads to stronger buoyancy production of turbulent kinetic energy and helps to maintain the Sc cover.

Generating expansion model incorporating compact DC power flow equations

This paper presents a compact method of incorporating the spatial dimension into the generation expansion problem. Compact DC power flow equations are used to provide real-power flow coordination equations. Using these equations the marginal contribution of a generator to th total system loss is formulated as a function of that generator`s output. Incorporating these flow equations directly into the MIP formulation of the generator expansion problem results in a model that captures a generator`s true net marginal cost, one that includes both the cost of generation and the cost of transport. This method contrasts with other methods that iterate between a generator expansion model and an optimal power flow model. The proposed model is very compact and has very good convergence performance. A case study with data from Kenya is used to provide a practical application to the model.

In emissions trading, the initial permit allocation is an intractable issue because it needs to be essentially fair to the participating countries. There are many ways to distribute a given total amount of emissions permits among countries, but the existing distribution methods such as auctioning and grandfathering have been debated. Here we describe a new model for permit allocation in emissions trading using the Boltzmann distribution. The Boltzmann distribution is introduced to permit allocation by combining it with concepts in emissions trading. A price determination mechanism for emission permits is then developed in relation to the {\\beta} value in the Boltzmann distribution. Finally, it is demonstrated how emissions permits can be practically allocated among participating countries in empirical results. Electrohydraulic Forming of Near-Net Shape Automotive Panels

The objective of this project was to develop the electrohydraulic forming (EHF) process as a near-net shape automotive panel manufacturing technology that simultaneously reduces the energy embedded in vehicles and the energy consumed while producing automotive structures. Pulsed pressure is created via a shockwave generated by the discharge of high voltage capacitors through a pair of electrodes in a liquid-filled chamber. The shockwave in the liquid initiated by the expansion of the plasma channel formed between two electrodes propagates towards the blank and causes the blank to be deformed into a one-sided die cavity. The numerical model of the EHF process was validated experimentally and was successfully applied to the design of the electrode system and to a multi-electrode EHF chamber for full scale validation of the process. The numerical model was able to predict stresses in the dies during pulsed forming and was validated by the experimental study of the die insert failure mode for corner filling operations. The electrohydraulic forming process and its major subsystems, including durable electrodes, an EHF chamber, a water/air management system, a pulse generator and integrated process controls, were validated to be capable to operate in a fully automated, computer controlled mode for forming of a portion of a full-scale sheet metal component in laboratory conditions. Additionally, the novel processes of electrohydraulic trimming and electrohydraulic calibration were demonstrated at a reduced-scale component level. Furthermore, a hybrid process combining conventional stamping with EHF was demonstrated as a laboratory process for a full-scale automotive panel formed out of AHSS material. The economic feasibility of the developed EHF processes was defined by developing a cost model of the EHF process in comparison to the conventional stamping process.

The string-net condensate is a new class of materials which exhibits the quantum topological order. In order to answer the important question, "how useful is the string-net condensate in quantum information processing?", we consider the most basic example of the string-net condensate, namely the $Z_2$ gauge string-net condensate on the two-dimensional hexagonal lattice, and show that the universal measurement-based quantum computation (in the sense of the quantum computational webs) is possible on it by using the framework of the quantum computational tensor network. This result implies that even the most basic example of the string-net condensate is equipped with the correlation space that has the capacity for the universal quantum computation.

Unfolding of event-by-event net-charge distributions in heavy-ion collision

We discuss a method to obtain the true event-by-event net-charge multiplicity distributions from a corresponding measured distribution which is subjected to detector effects such as finite particle counting efficiency. The approach is based on the Bayes method for unfolding of distributions. We are able to faithfully unfold back the measured distributions to match with their corresponding true distributions obtained for a widely varying underlying particle production mechanism, beam energy and collision centrality. Particularly the mean, variance, skewness, kurtosis, their products and ratios of net-charge distributions from the event generators are shown to be successfully unfolded from the measured distributions constructed to mimic a real experimental distribution. We demonstrate the necessity to account for detector effects before associating the higher moments of net-charge distributions with physical quantities or phenomena. The advantage of this approach being that one need not construct new observable to cancel out detector effects which loose their ability to be connected to physical quantities calculable in standard theories.

This report is an appendix to the Hawaii WindHUI efforts to develop and operationalize short-term wind forecasting and wind ramp event forecasting capabilities. The report summarizes the WindNET Phase 1 efforts on the Big Island of Hawaii and includes descriptions of modeling methodologies, use of field validation data, results and recommendations. The objective of the WindNET project was to investigate the improvement that could be obtained in short-term wind power forecasting for wind generation facilities operating on the island grids operated by Hawaiian Electric Companies through the use of atmospheric sensors deployed at targeted locations. WindNET is envisioned as a multiphase project that will address the short-term wind forecasting issues of all of the wind generation facilities on the all of the Hawaiian Electric Companies' island grid systems. The first phase of the WindNET effort (referred to as WindNET-1) was focused on the wind generation facilities on the Big Island of Hawaii. With complex terrain and marine environment, emphasis was on improving the 0 to 6 hour forecasts of wind power ramps and periods of wind variability, with a particular interest in the intra-hour (0-1 hour) look-ahead period. The WindNET project was built upon a foundation that was constructed with the results from a previously completed observation targeting study for the Big Island that was conducted as part of a project supported by the National Renewable Energy Laboratory (NREL) and interactions with the western utilities. The observational targeting study provided guidance on which variables to measure and at what locations to get the most improvement in forecast performance at a target forecast site. The recommendations of the observation targeting study were based on the application two techniques: (1) an objective method called ensemble sensitivity analysis (ESA) (Ancell and Hakim, 2007; Torn and Hakim, 2008; Zack et al, 2010); and (2) a subjective method based on a diagnostic analysis of large ramp events. The analysis was completed for both the wind farm on the southern tip of the Big Island and on the northern tip of the island. The WindNET project was designed to also deploy sensors to validate the Big Island observational targeting study and enhance operator's understanding of predominate causes of wind variability conditions at the wind facilities. Compromises had to be made with the results from the observation targeting study to accommodate project resource limitations, availability of suitable sites, and other factors. To focus efforts, field sensor deployment activities focused on the wind facility on the southern point of Big Island.

The Beam Energy Scan program has been undertaken at the Relativistic Heavy Ion Collider (RHIC) to search for the QCD critical point. The presence of the critical point is expected to lead to non-monotonic behavior of several quantities. Here we report the result of higher moments of net-charge distributions for Au+Au collisions at $\\sqrt{s_{NN}}$ = 39 GeV as measured by the STAR experiment. The STAR results are compared with results from HIJING event generator and Hadron Resonance (HRG) Models.

Most forecasting reports concentrate on political or regulatory events to predict future industry trends. Frequently overlooked are the more empirical performance trends of the principal power generation technologies. Solomon and Associates queried its many power plant performance databases and crunched some numbers to identify those trends. Areas of investigation included reliability, utilization (net output factor and net capacity factor) and cost (operating costs). An in-depth analysis for North America and Europe is presented in this article, by region and by regeneration technology. 4 figs., 2 tabs.

The impact of trade costs on rare earth exports : a stochastic frontier estimation approach.

The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.
