    Using production-cost model (PLEXOS), we simulate the Western Interchange (WECC) at several levels of the yearly renewable energy (RE) generation, between 13% and 40% of the total load for the year. We look at the overall energy exchange between a region and the rest of the system (net interchange, NI), and find it useful to examine separately (i) (time-)variable and (ii) year-average components of the NI. Both contribute to inter-regional energy exchange, and are affected by wind and PV generation in the system. We find that net load variability (in relatively large portions of WECC) is the leading factor affecting the variable component of inter-regional energy exchange, and the effect is quantifiable: higher regional net load correlation with the rest of the WECC lowers net interchange variability. Further, as the power mix significantly varies between WECC regions, effects of ‘flexibility import’ (regions ‘borrow’ ramping capability) are also observed.

    Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer’s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    The power industry in many parts of the world is currently undergoing dramatic changes: deregulation, privatization, competition and 3rd party access are the keywords. The major trends are summarized at the beginning of the paper to provide the basis for the evolving consequences for the power generation industry. In the restructured environment of the Open Market power generation companies frequently are organizationally separated from transmission, distribution, and supply and now have to sell their product directly to customers. This necessitates the introduction of energy trading support functions for both bilateral trading and power exchange trading. On the other hand, there is a close relationship between energy trading and the technical process of energy production. The paper discusses design principles for software systems supporting maximum economic benefits. First practical application experience is also presented. The energy trading process requires the break up of proprietary databases and proprietary data structures as this process has a major need to communicate with external partners who normally use different systems. This directly leads to 3rd party products for the database, standardized data structures and standardized communication protocols. The Open Market environment calls for new and modified planning functions: in some cases measured value information necessary for updating load forecasts cannot be directly achieved. This leads to the need for an estimator of the actual load situation, a completely new function. Power scheduling has to take care of the generation company's balance but it need not always be forced to 0. Regulating services from the grid companies can be used instead. This gives the scheduling functions additional freedom for determining more economic overall solutions considering both purchase and services and sales of energy.

    In Europe one of the main policy instruments to meet the Kyoto reduction targets is CO{sub 2} emission-trading (CET), which was implemented as of January 2005. In this system, companies active in specific sectors must be in the possession of CO{sub 2} emission rights to an amount equal to their CO{sub 2} emission. In Europe, electricity generation accounts for one-third of CO{sub 2} emissions. Since the power generation sector has been liberalized, reregulated and privatized in the last decade, around Europe autonomous companies determine the sectors' CO{sub 2} emission. Short-term they adjust their operation, long-term they decide on (dis) investment in power generation facilities and technology selection. An agent-based model is presented to elucidate the effect of CET on the decisions of power companies in an oligopolistic market. Simulations over an extensive scenario-space show that there CET does have an impact. A long-term portfolio shift towards less-CO{sub 2} intensive power generation is observed. However, the effect of CET is relatively small and materializes late. The absolute emissions from power generation rise under most scenarios. This corresponds to the dominant character of current capacity expansion planned in the Netherlands (50%) and in Germany (68%), where companies have announced many new coal based power plants. Coal is the most CO{sub 2} intensive option available and it seems surprising that even after the introduction of CET these capacity expansion plans indicate a preference for coal. Apparently in power generation the economic effect of CO{sub 2} emission-trading is not sufficient to outweigh the economic incentives to choose for coal.

    The KM3NeT collaboration aims at the construction of a multi-km3 high-energy neutrino telescope in the Mediterranean Sea consisting of a matrix of pressure resistant glass spheres holding each a set (31) of small area photomultipliers. The main motivation of the telescope is to observe cosmic neutrinos through the Cherenkov light induced in sea water by charged particles produced in neutrino interactions with the surrounding medium. A relative time calibration between photomultipliers of the order of 1 ns is required to achieve an optimal performance. To this end, several time calibration subsystems have been developed. In this article, the proposal of a last generation Laser Beacon, to be used in KM3NeT and developed to measure and monitor the relative time offsets between photomultipliers, is presented.

    The State of Yap in the Federated States of Micronesia is now entirely dependent on oil for electric power generation. The present high costs and limited capacity for electric power generation are major disincentives to the economic development of Yap. Preliminary proposals from two U.S. companies regarding waste-to-energy plants might furnish electricity to Yap below present costs. Yap and its sister state of Kosrae have agreed to jointly seek a grant from the U.S. Trade and Development Program (TDP) to cover three areas: An assessment of projected power generating requirements; A review of generating alternatives with emphasis on waste to energy generation; and An environmental analysis of the waste to energy alternatives. The government in Yap has two objectives: reduce the amount of money spent for diesel fuel now and in the future and make sufficient electricity available at a reasonable price to attract development for the economy of Yap. Officials on both Pohnpei and Kosrae echoed these objectives.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    This work describes a new technique, based on exchanging control signals between neighboring nodes, for constructing a stable and fault-tolerant global clock in a distributed system with an arbitrary topology. It is shown that it is possible to construct a global clock reference with time step that is much smaller than the propagation delay over the network's links. The synchronization algorithm ensures that the global clock tick' has a stable periodicity, and therefore, it is possible to tolerate failures of links and clocks that operate faster and/or slower than nominally specified, as well as hard failures. The approach taken in this work is to generate a global clock from the ensemble of the local transmission clocks and not to directly synchronize these high-speed clocks. The steady-state algorithm, which generates the global clock, is executed in hardware by the network interface of each node. At the network interface, it is possible to measure accurately the propagation delay between neighboring nodes with a small error or uncertainty and thereby to achieve global synchronization that is proportional to these error measurements. It is shown that the local clock drift (or rate uncertainty) has only a secondary effect on the maximum global clock rate. The synchronization algorithm can tolerate any physical failure. 18 refs.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.

    In January 1996, the U.S. Environmental Protection Agency (EPA) released a policy statement endorsing effluent trading in watersheds, hoping to spur additional interest in the subject. The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

    One of the defining characteristics of sustainability assessment as a form of impact assessment is that it provides a forum for the explicit consideration of the trade-offs that are inherent in complex decision-making processes. Few sustainability assessments have achieved this goal though, and none has considered trade-offs in a holistic fashion throughout the process. Recent contributions such as the Gibson trade-off rules have significantly progressed thinking in this area by suggesting appropriate acceptability criteria for evaluating substantive trade-offs arising from proposed development, as well as process rules for how evaluations of acceptability should occur. However, there has been negligible uptake of these rules in practice. Overall, we argue that there is inadequate consideration of trade-offs, both process and substantive, throughout the sustainability assessment process, and insufficient considerations of how process decisions and compromises influence substantive outcomes. This paper presents a framework for understanding and managing both process and substantive trade-offs within each step of a typical sustainability assessment process. The framework draws together previously published literature and offers case studies that illustrate aspects of the practical application of the framework. The framing and design of sustainability assessment are vitally important, as process compromises or trade-offs can have substantive consequences in terms of sustainability outcomes delivered, with the choice of alternatives considered being a particularly significant determinant of substantive outcomes. The demarcation of acceptable from unacceptable impacts is a key aspect of managing trade-offs. Offsets can be considered as a form of trade-off within a category of sustainability that are utilised to enhance preferred alternatives once conditions of impact acceptability have been met.     State utility commissions and utilities themselves are actively developing and revising their procedures for the interconnection and net metering of distributed generation. However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. With the knowledge gained from this experience, IREC has updated its model procedures to incorporate current best practices.     In this issue of Climatic Change, Van Kooten (2009) addresses an issue that has bedeviled negotiators since the drafting stage of the Kyoto Protocol. If we accept that increasing withdrawals of carbon dioxide from the atmpshere has the same net impact on the climate system as reducing emissions of carbon dioxide to the atmosphere, how do we design a system that allows trading of one for the other? As van Kooten expresses the challenge: 'The problem is that emissions reduction and carbon sequestration, while opposite sides of the same coin in some sense, are not directly comparable, thereby inhibiting their trade in carbon markets.' He explains: 'The difficulty centers on the length of time that mitigation strategies without CO{sub 2} from entering the atmosphere - the duration problem.' While reducing emissions of CO{sub 2} represents an essentially permanent benefit for the atmosphere, capturing CO{sub 2} that has been produced (whether capture is from the atmosphere or directly from, for example, the exhaust from power plants) there is the challenge of storing the carbon adn the risk that it will yet escape to the atmosphere. Permanent benefit to the atmosphere is often not assured for carbon sequestration activities. This is especially true if the carbon is taken up and stored in the biosphere - e.g. in forest trees or agricultural soils.

    The NetLogger Toolkit is designed to monitor, under actual operating conditions, the behavior of all the elements of the application-to-application communication path in order to determine exactly where time is spent within a complex system Using NetLogger, distnbuted application components are modified to produce timestamped logs of "interesting" events at all the critical points of the distributed system Events from each component are correlated, which allov^ one to characterize the performance of all aspects ofmore » the system and network in detail. The NetLogger Toolkit itself consists of four components an API and library of functions to simplify the generation of application-level event logs, a set of tools for collecting and sorting log files, an event archive system, and a tool for visualization and analysis of the log files In order to instrument an application to produce event logs, the application developer inserts calls to the NetLogger API at all the critical points in the code, then links the application with the NetLogger library All the tools in the NetLogger Toolkit share a common log format, and assume the existence of accurate and synchronized system clocks NetLogger messages can be logged using an easy-to-read text based format based on the lETF-proposed ULM format, or a binary format that can still be used through the same API but that is several times faster and smaller, with performance comparable or better than binary message formats such as MPI, XDR, SDDF-Binary, and PBIO. The NetLogger binary format is both highly efficient and self-describing, thus optimized for the dynamic message construction and parsing of application instrumentation. NetLogger includes an "activation" API that allows NetLogger logging to be turned on, off, or modified by changing an external file This IS useful for activating logging in daemons/services (e g GndFTP server).     This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

    Trading of emissions credits has quickly evolved from a curiosity to a viable compliance strategy for electric utilities and power-generating industrial firms. A sure sign that emissions trading has matured is the entry of power marketers onto the scene; in bundling pollution allowances with their electricity offerings, they are making their product more attractive - and stealing a page from the coal companies` strategy book to boot. Although most current activity involves credits for sulfur dioxide (SO{sub 2}), nitrogen oxide (NO{sub x}) trading is under way in certain areas as well, although NO{sub x} markets are local and thus slower to develop. However, utilities see economic development potential in this area; some are providing NO{sub x} credits to their industrial customers to help them comply with environmental regulations - and to retain their loyalty when deregulation affords them a choice of electricity suppliers. This paper briefly discusses the issues related to emissions trading.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs.     This Analysis/Model Report (AMR) describes enhancements made to the infiltration model documented in Flint et al. (1996) and documents an analysis using the enhanced model to generate spatial and temporal distributions over a model domain encompassing the Yucca Mountain site, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone, the average depth below the ground surface (at a given location) from which water is removed by evapotranspiration. The estimates of net infiltration are used for defining the upper boundary condition for the site-scale 3-dimensional Unsaturated-Zone Ground Water Flow and Transport (UZ flow and transport) Model (CRWMS M&O 2000a). The UZ flow and transport model is one of several process models abstracted by the Total System Performance Assessment model to evaluate expected performance of the potential repository at Yucca Mountain, Nevada, in terms of radionuclide transport (CRWMS M&O 1998). The net-infiltration model is important for assessing potential repository-system performance because output from this model provides the upper boundary condition for the UZ flow and transport model that is used to generate flow fields for evaluating potential radionuclide transport through the unsaturated zone. Estimates of net infiltration are provided as raster-based, 2-dimensional grids of spatially distributed, time-averaged rates for three different climate stages estimated as likely conditions for the next 10,000 years beyond the present. Each climate stage is represented using a lower bound, a mean, and an upper bound climate and corresponding net-infiltration scenario for representing uncertainty in the characterization of daily climate conditions for each climate stage, as well as potential climate variability within each climate stage.     As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    This paper proposes the application of artificial neural networks to real-time optimal generation dispatch of thermal units. The approach can take into account the operational requirements and network losses. The proposed economic dispatch uses an artificial neural network (ANN) for generation of penalty factors, depending on the input generator powers and identified system load change. Then, a few additional iterations are performed within an iterative computation procedure for the solution of coordination equations, by using reference-bus penalty-factors derived from the Newton-Raphson load flow. A coordination technique for environmental and economic dispatch of pure thermal systems, based on the neural-net theory for simplified solution algorithms and improved man-machine interface is introduced. Numerical results on two test examples show that the proposed algorithm can efficiently and accurately develop optimal and feasible generator output trajectories, by applying neural-net forecasts of system load patterns.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    A fully recurrent neural net is coupled with a rule-based expert system in this operator adviser system. The neural net has been trained to recognize normal high-efficiency operating behavior of the power plant boiler, and the rule-based expert system diagnoses problems and suggests maintenance and/or operator actions when the boiler strays outside the envelope of normal operating conditions. The fully recurrent neural net provides an accurate model of a boiler even when the load demand is changing rapidly and the boiler operating conditions varying over a wide range. The hybrid system has been quicker and easier to generate than a strictly rule-based one, and has been designed to be more easily portable to other units This paper describes the ongoing development work for monitoring SDGE and E's South Bay Plant, Unit. 1.

    The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.

    Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

    In this paper, we analyze the bill savings from PV for residential customers of the California's two largest electric utilities, under existing net metering tariffs as well as under several alternative compensation mechanisms. We find that economic value of PV to the customer is dependent on the structure of the underlying retail electricity rate and can vary quite significantly from one customer to another. In addition, we find that the value of the bill savings from PV generally declines with PV penetration level, as increased PV generation tends to offset lower-priced usage. Customers in our sample from both utilities are significantly better off with net metering than with a feed-in tariff where all PV generation is compensated at long-run avoided generation supply costs. Other compensation schemeswhich allow customers to displace their consumption with PV generation within each hour or each month, and are also based on the avoided costs, yield similar value to the customer as net metering.

    When threatened by automated attacks, critical systems that require human-controlled responses have difficulty making optimal responses and adapting protections in real- time and may therefore be overwhelmed. Consequently, experts have called for the development of automatic real-time reaction capabilities. However, a technical gap exists in the modeling and analysis of cyber conflicts to automatically understand the repercussions of responses. There is a need for modeling cyber assets that accounts for concurrent behavior, incomplete information, and payoff functions. Furthermore, we address this need by extending the Petri net formalism to allow real-time cyber conflicts to be modeled in a way that is expressive and concise. This formalism includes transitions controlled by players as well as firing rates attached to transitions. This allows us to model both player actions and factors that are beyond the control of players in real-time. We show that our formalism is able to represent situational aware- ness, concurrent actions, incomplete information and objective functions. These factors make it well-suited to modeling cyber conflicts in a way that allows for useful analysis. MITRE has compiled the Common Attack Pattern Enumera- tion and Classification (CAPEC), an extensive list of cyber attacks at various levels of abstraction. CAPEC includes factors such as attack prerequisites, possible countermeasures, and attack goals. These elements are vital to understanding cyber attacks and to generating the corresponding real-time responses. We demonstrate that the formalism can be used to extract precise models of cyber attacks from CAPEC. Several case studies show that our Petri net formalism is more expressive than other models, such as attack graphs, for modeling cyber conflicts and that it is amenable to exploring cyber strategies.

    Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1996. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies.     The purpose of this model report is to document the infiltration model used to estimate upper-bound, mean, and lower-bound spatially-distributed average annual net infiltration rates for present-day and potential future climates at Yucca Mountain, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone. The estimates of net infiltration are primarily used for defining the upper boundary condition for the site-scale three-dimensional unsaturated zone (UZ) model. The UZ flow model is one of several process models abstracted by the total system performance assessment (TSPA) model used to evaluate performance of the repository at Yucca Mountain, Nevada. The net-infiltration model is important for assessing repository-system performance because output from this model provides the upper boundary condition for the UZ flow model used to generate flow fields; water percolating downward from the UZ will be the principal means by which radionuclides are potentially released to the saturated zone (SZ). The SZ is the principal pathway to the biosphere where the reasonably maximally exposed individual (RMEI) is exposed to radionuclides.

    The Middle East will continue to play the dominant role of a petroleum supplier in the world oil market in the year 2000, according to business-as-usual forecasts published by the US Department of Energy. However, interesting trade patterns will emerge as a result of the democratization in the Soviet Union and Eastern Europe. US petroleum imports will increase from 46% in 1989 to 49% in 2000. A significantly higher level of US petroleum imports (principally products) will be coming from Japan, the Soviet Union, and Eastern Europe. Several regions, the Far East, Japan, Latin American, and Africa will import more petroleum. Much uncertainty remains about of the level future Soviet crude oil production. USSR net petroleum exports will decrease; however, the United States and Canada will receive some of their imports from the Soviet Union due to changes in the world trade patterns. The Soviet Union can avoid becoming a net petroleum importer as long as it (1) maintains enough crude oil production to meet its own consumption and (2) maintains its existing refining capacities. Eastern Europe will import approximately 50% of its crude oil from the Middle East.

    As energies have increased exponentially with time so have the size and complexity of accelerators and control systems. NN may offer the kinds of improvements in computation and control that are needed to maintain acceptable functionality. For control their associative characteristics could provide signal conversion or data translation. Because they can do any computation such as least squares, they can close feedback loops autonomously to provide intelligent control at the point of action rather than at a central location that requires transfers, conversions, hand-shaking and other costly repetitions like input protection. Both computation and control can be integrated on a single chip, printed circuit or an optical equivalent that is also inherently faster through full parallel operation. For such reasons one expects lower costs and better results. Such systems could be optimized by integrating sensor and signal processing functions. Distributed nets of such hardware could communicate and provide global monitoring and multiprocessing in various ways e.g. via token, slotted or parallel rings (or Steiner trees) for compatibility with existing systems. Problems and advantages of this approach such as an optimal, real-time Turing machine are discussed. Simple examples are simulated and hardware implemented using discrete elements that demonstrate some basic characteristics of learning and parallelism. Future microprocessors' are predicted and requested on this basis. 19 refs., 18 figs.

  9. Electrohydraulic Forming of Near-Net Shape Automotive Panels

    The objective of this project was to develop the electrohydraulic forming (EHF) process as a near-net shape automotive panel manufacturing technology that simultaneously reduces the energy embedded in vehicles and the energy consumed while producing automotive structures. Pulsed pressure is created via a shockwave generated by the discharge of high voltage capacitors through a pair of electrodes in a liquid-filled chamber. The shockwave in the liquid initiated by the expansion of the plasma channel formed between two electrodes propagates towards the blank and causes the blank to be deformed into a one-sided die cavity. The numerical model of the EHF process was validated experimentally and was successfully applied to the design of the electrode system and to a multi-electrode EHF chamber for full scale validation of the process. The numerical model was able to predict stresses in the dies during pulsed forming and was validated by the experimental study of the die insert failure mode for corner filling operations. The electrohydraulic forming process and its major subsystems, including durable electrodes, an EHF chamber, a water/air management system, a pulse generator and integrated process controls, were validated to be capable to operate in a fully automated, computer controlled mode for forming of a portion of a full-scale sheet metal component in laboratory conditions. Additionally, the novel processes of electrohydraulic trimming and electrohydraulic calibration were demonstrated at a reduced-scale component level. Furthermore, a hybrid process combining conventional stamping with EHF was demonstrated as a laboratory process for a full-scale automotive panel formed out of AHSS material. The economic feasibility of the developed EHF processes was defined by developing a cost model of the EHF process in comparison to the conventional stamping process.

    Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

    A zero net energy (ZNE) building produces as much energy on-site as it uses on an annual basis--using a grid-tied, net-metered photovoltaic (PV) system and active solar. The optimal path to ZNE extends from a base case to the ZNE building through a series of energy-saving building designs with minimal energy-related owning and operating costs. BEopt is a computer program designed to find optimal building designs along the path to ZNE. A user selects from among predefined options in various categories to specify options to be considered in the optimization. Energy savings are calculated relative to a reference. The reference can be either a user-defined base-case building or a climate-specific Building America Benchmark building automatically generated by BEopt. The user can also review and modify detailed information on all available options and the Building America Benchmark in a linked options library spreadsheet.

    Historically, the absence of interconnection standards has been one of the primary barriers to the deployment of distributed generation (DG) in the United States. Although significant progress in the development of interconnection standards was achieved at both the federal and state levels in 2005, interconnection policy and net-metering policy continue to confound regulators, lawmakers, DG businesses, clean-energy advocates and consumers. For this reason it is critical to keep track of developments related to these issues.The North Carolina Solar Center (NCSC) is home to two Interstate Renewable Energy Council (IREC) projects -- the National Interconnection Project and the Database of State Incentives for Renewable Energy (DSIRE). This paper will present the major federal and state level policy developments in interconnection and net metering in 2005 and early 2006. It will also present conclusions based an analysis of data collected by these two projects.

  14. The net utility revenue impact of small power producing facilities operating under spot pricing policies

    The National Energy Act, in general, and Section 210 of the Public Utilities Regulatory Policies Act (PURPA) of 1978 in particular, have dramatically stimulated increasing levels of independent non-utility power generation. As these levels of independent non-utility power generation increase, the electric utility is subjected to new and significant operational and financial impacts. One important concern is the net revenue impact on the utility which is the focus of the research discussed in this thesis and which is inextricably intertwined with the operational functions of the utility system. In general, non-utility generation, and specifically, cogeneration, impact utility revenues by affecting the structure and magnitude of the system load, the scheduling of utility generation, and the reliability of the composite system. These effects are examined by developing a comprehensive model non-utility independent power producing facilities, referenced as Small Power Producing Facilities, a cash-flow-based corporate model of the electric utility, a thermal plant based generation scheduling algorithm, and a system reliability evaluation. All of these components are integrated into an iterative closed loop solution algorithm to both assess and enhance the net revenue. In this solution algorithm, the spot pricing policy of the utility is the principal control mechanism in the process and the system reliability is the primary procedural constraint. A key issue in reducing the negative financial impact of non-utility generation is the possibility of shutting down utility generation units given sufficient magnitudes of non-utility generation in the system. A case study simulating the financial and system operations of the Georgia Power Company with representative cogeneration capacity and individual plant characteristics is analyzed in order to demonstrate the solution process.

    This study was performed to evaluate the impact of several technical issues related to the usage of the Canister Storage Building (CSB) to safely stage and store N-Reactor spent fuel currently located at K-Basin 100KW and 100KE. Each technical issue formed the basis for an individual trade study used to develop the ROM cost and schedule estimates. The study used concept 2D from the Fluor prepared ``Staging and Storage Facility (SSF) Feasibility Report`` as the basis for development of the individual trade studies.

    This publication, Electric Trade in the US 1992 (ELECTRA), is the fourth in a series of reports on wholesale power transactions prepared by the Electric Data Systems Branch, Survey Management Division, Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA). The electric trade data are published biennially. The first report presented 1986 data, and this report provides information on the electric power industry during 1992. The electric trade data collected and presented in this report furnish important information on the wholesale structure found within the US electric power industry. The patterns of interutility trade in the report support analyses of wholesale power transactions and provide input for a broader understanding of bulk power market issues that define the emerging national electric energy policies. The report includes information on the quantity of power purchased, sold, exchanged, and wheeled; the geographical locations of transactions and ownership classes involved; and the revenues and costs. Information on the physical transmission system are being included for the first time in this publication. Transmission data covering investor-owned electric utilities were shifted from the Financial Statistics of Selected Investor-Owned Electric Utilities to the ELECTRA publication. Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

    During almost any project, situations will arise that require project management and/or engineering personnel to make choices regarding project direction or product development. Often these choices are simply a part of the normal engineering development cycle (e.g., refinement or optimization of the product design). Frequently, on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other similar projects, trade studies are initiated to address concerns or issues raised by stakeholders (e.g., EPA, local and state governments, local tribes, public). Where CERCLA projects, by definition, deal with releases or threatened releases of hazardous substances that may endanger public health or the environment, these trade studies must balance safety, risk and health issues, as well as cost and engineering viability. How these trade studies are carried out and documented/presented to the stakeholders involved can often be the difference between continued project progress and a "stalemate" leaving the project in limbo. This document describes a basic trade study process, which has proved successful in addressing stakeholder concerns while at the same time balancing the desires of the various parties involved.

    NetMOD ( Net work M onitoring for O ptimal D etection) is a Java-based software package for conducting simulation of seismic, hydroacoustic and infrasonic networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This document describes the parameters that are used to configure the NetMOD tool and the input and output parameters that make up the simulation definitions.

NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probabilities of signal detection at each station and event detection across the network of stations can be computed given a detection threshold. The purpose of this document is to clearly and comprehensively present the mathematical framework used by NetMOD, the software package developed by Sandia National Laboratories to assess the monitoring capability of ground-based sensor networks. Many of the NetMOD equations used for simulations are inherited from the NetSim network capability assessment package developed in the late 1980s by SAIC (Sereno et al., 1990).
