    This paper is devoted to the simulation of the flow around and inside a rigid axisymmetric net. We describe first how experimental data have been obtained. We show in detail the modelization. The model is based on a Reynolds Averaged Navier-Stokes turbulence model penalized by a term based on the Brinkman law. At the out-boundary of the computational box, we have used a "ghost" boundary condition. We show that the corresponding variational problem has a solution. Then the numerical scheme is given and the paper finishes with numerical simulations compared with the experimental data.

    This study provides information on juvenile salmonid behaviors at McNary and The Dalles dams that can be used by the USACE, fisheries resource managers, and others to support decisions on long-term measures to enhance fish passage. We researched smolt movements and ambient hydrodynamic conditions using a new approach combining simultaneous acoustic Doppler current profiler (ADCP) and acoustic imaging device (AID) measurements at surface flow outlets (SFO) at McNary and The Dalles dams on the Columbia River during spring and summer 2007. Because swimming effort vectors could be computed from the simultaneous fish and flow data, fish behavior could be categorized as passive, swimming against the flow (positively rheotactic), and swimming with the flow (negatively rheotactic). We present bivariate relationships to provide insight into fish responses to particular hydraulic variables that engineers might consider during SFO design. The data indicate potential for this empirical approach of simultaneous water/fish measurements to lead to SFO design guidelines in the future.

    The migration routes of downstream migrant salmonids in the forebay of John Day Dam were defined and assessed in relation to current velocities and water turbidity and temperature. Forebay current patterns were obtained from current meters at fixed sampling stations, the distribution of outmigrants was determined from purse seine sampling, and migration routes of yearling chinook salmon and steelhead were identified by radio telemetry techniques. All species of emigrating salmonids alter their distribution across the forebay as they approach the dam. Fish abundance was positively correlated with water clarity. There was no evidence to suggest that the migration routes were in response to current patterns in the forebay. Radio telemetry studies demonstrated that a certain segment of yearling chinook salmon approaching the dam are predisposed to spill passage (Washington side of the river) by virtue of their lateral position across the forebay. A new application of radio tag methodology was assessed and found to be useful in evaluating the effectiveness of spill for bypassing outmigrant salmon. A program system and cartographic model was developed which displays for any specified hour forebay current patterns at prevailing river flows and dam operations. The system can be used at other dam sites where investigations may wish to detail forebay current patterns.

    The displacement or deferral of substation equipment is a key benefit associated with several technologies that are being developed with the support of the US Department of Energy`s Office of Utility Technologies. This could occur, for example, as a result of installing a distributed generating resource within an electricity distribution system. The objective of this study was to develop a model for preparing preliminary estimates of substation capital costs based on rudimentary conceptual design information. The model is intended to be used by energy systems analysts who need ``ballpark`` substation cost estimates to help establish the value of advanced utility technologies that result in the deferral or displacement of substation equipment. This cost-estimating model requires only minimal inputs. More detailed cost-estimating approaches are recommended when more detailed design information is available. The model was developed by collecting and evaluating approximately 20 sets of substation design and cost data from about 10 US sources, including federal power marketing agencies and private and public electric utilities. The model is principally based on data provided by one of these sources. Estimates prepared with the model were compared with estimated and actual costs for the data sets received from the other utilities. In general, good agreement (for conceptual level estimating) was found between estimates prepared with the cost-estimating model and those prepared by the individual utilities. Thus, the model was judged to be adequate for making preliminary estimates of typical substation costs for US utilities.

    Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

    At Fermilab, we have prototyped a GPU-accelerated network performance monitoring system, called G-NetMon, to support large-scale scientific collaborations. In this work, we explore new opportunities in network traffic monitoring and analysis with GPUs. Our system exploits the data parallelism that exists within network flow data to provide fast analysis of bulk data movement between Fermilab and collaboration sites.     Highlights: • Materials and energy used for the construction of waste incinerators were quantified. • The data was collected from five incineration plants in Scandinavia. • Included were six main materials, electronic systems, cables and all transportation. • The capital goods contributed 2–3% compared to the direct emissions impact on GW. - Abstract: Materials and energy used for the construction of modern waste incineration plants were quantified. The data was collected from five incineration plants (72,000–240,000 tonnes per year) built in Scandinavia (Norway, Finland and Denmark) between 2006 and 2012. Concrete for the buildings was the main material used amounting to 19,000–26,000 tonnes per plant. The quantification further included six main materials, electronic systems, cables and all transportation. The energy used for the actual on-site construction of the incinerators was in the range 4000–5000 MW h. In terms of the environmental burden of producing the materials used in the construction, steel for the building and the machinery contributed the most. The material and energy used for the construction corresponded to the emission of 7–14 kg CO{sub 2} per tonne of waste combusted throughout the lifetime of the incineration plant. The assessment showed that, compared to data reported in the literature on direct emissions from the operation of incinerators, the environmental impacts caused by the construction of buildings and machinery (capital goods) could amount to 2–3% with respect to kg CO{sub 2} per tonne of waste combusted.

    There is a recurring question in solar physics about whether or not electric currents are neutralized in active regions (ARs). This question was recently revisited using three-dimensional (3D) magnetohydrodynamic (MHD) numerical simulations of magnetic flux emergence into the solar atmosphere. Such simulations showed that flux emergence can generate a substantial net current in ARs. Another source of AR currents are photospheric horizontal flows. Our aim is to determine the conditions for the occurrence of net vs. neutralized currents with this second mechanism. Using 3D MHD simulations, we systematically impose line-tied, quasi-static, photospheric twisting and shearing motions to a bipolar potential magnetic field. We find that such flows: (1) produce both {\\it direct} and {\\it return} currents, (2) induce very weak compression currents - not observed in 2.5D - in the ambient field present in the close vicinity of the current-carrying field, and (3) can generate force-free magnetic fields with a net current...

In particular, we apply Migdal-Kadanoff and Tensor Network Renormalization schemes to spin net and spin foam models based on finite Abelian groups and introduce `cutoff models' to probe the fate of gauge symmetries under various such approximated renormalization group flows.     The DOE Office of Civilian Radioactive Waste Management (OCRWM) tasked Oak Ridge Institute for Science and Education (ORISE) with providing an independent expert review of the documented model and prediction results for net infiltration of water into the unsaturated zone at Yucca Mountain. The specific purpose of the model, as documented in the report MDL-NBS-HS-000023, Rev. 01, is “to provide a spatial representation, including epistemic and aleatory uncertainty, of the predicted mean annual net infiltration at the Yucca Mountain site ...” (p. 1-1) The expert review panel assembled by ORISE concluded that the model report does not provide a technically credible spatial representation of net infiltration at Yucca Mountain. Specifically, the ORISE Review Panel found that: • A critical lack of site-specific meteorological, surface, and subsurface information prevents verification of (i) the net infiltration estimates, (ii) the uncertainty estimates of parameters caused by their spatial variability, and (iii) the assumptions used by the modelers (ranges and distributions) for the characterization of parameters. The paucity of site-specific data used by the modeling team for model implementation and validation is a major deficiency in this effort. • The model does not incorporate at least one potentially important hydrologic process. Subsurface lateral flow is not accounted for by the model, and the assumption that the effect of subsurface lateral flow is negligible is not adequately justified. This issue is especially critical for the wetter climate periods. This omission may be one reason the model results appear to underestimate net infiltration beneath wash environments and therefore imprecisely represent the spatial variability of net infiltration. • While the model uses assumptions consistently, such as uniform soil depths and a constant vegetation rooting depth, such assumptions may not be appropriate for this net infiltration simulation because they oversimplify a complex landscape and associated hydrologic processes, especially since the model assumptions have not been adequately corroborated by field and laboratory observations at Yucca Mountain.

    The StreamNet Project is a cooperative project that provides basic fishery management data in a consistent format across the Columbia Basin region, with some data from outside the region. Specific categories of data are acquired from the multiple data generating agencies in the Columbia Basin, converted into a standardized data exchange format (DEF) and distributed to fish researchers, managers and decision makers directly or through an on-line data retrieval system (www.streamnet.org). The project is funded by the Bonneville Power Administration (BPA) as part of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. This cooperative effort is composed of a region-wide project administered by the Pacific States Marine Fisheries Commission (PSMFC) that is responsible for project management, regional data management and data delivery (Region), plus seven contributing projects within the data generating entities: Columbia River Intertribal Fish Commission (CRITFC); Idaho Department of Fish and Game (IDFG); Montana Fish, Wildlife and Parks (MFWP); Oregon Department of Fish and Wildlife (ODFW); Shoshone-Bannock Tribes; U. S. Fish and Wildlife Service (FWS); and Washington Department of Fish and Wildlife (WDFW). The contributing projects are funded through the StreamNet contract but work within their respective agencies and are referred to here as the agency's StreamNet project (for example, ''IDFG StreamNet'' for Idaho's project). The StreamNet Project provides an important link in the chain of data flow in the Columbia Basin, with specific emphasis on data collected routinely over time by management agencies. Basic fish related data are collected in the field by the various state, tribal and federal agencies in the basin for purposes related to each agency's individual mission and responsibility. As a result, there often is a lack of standardization among agencies in field methodology or data management. To be able to utilize data for comparison or analysis over the entire basin from multiple agencies, it is necessary to standardize the data to the degree possible so that like-data are equivalent over jurisdictional lines. Since the data are not collected in a standardized way, StreamNet fulfills that role by acquiring the data sets and converting the data from all agencies into the standardized DEF. Where field methodologies differ to the degree that the data can not be made comparable, the data are presented as different data types. This way, data are converted only once and made available for research, management and administrative purposes instead of forcing each person needing basin wide data to attempt data standardization individually.

NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

    Western, like many other Federal agencies, will face significant and challenging human capital issues in the next decade. The Federal workforce is aging; baby boomers, with their valuable skills and experience, are drawing nearer to retirement and new employees joining the Federal workforce today have different career expectations from the generation that preceded them. The average age of Western’s workforce is approaching 48. Almost a third of the workforce is between 50 and 54 years and most will be eligible to retire in five years. Western has almost twice as many employees who are 55 and older as it has who are 35 and younger. As the workforce ages, the proportion of younger workers is shrinking. The U.S. Census Bureau says you can expect these developments for the next 20 years. The 45 to 65 year-old work group will grow by 54 percent but the 18 to 44 population will rise by only 4 percent. According to the Bureau of Labor Statistics workers age 25 to 44 will decline by 3 million, dropping from 51 percent of the labor force in 1998 to 44 percent in 2008. Western employees who will retire include highly skilled workers in fields such as information technology, engineering, and craft occupations. Deregulation of the electric utility industry and the establishment of regional transmission organizations and independent system operators are also demanding new and different skill mixes than those currently available in Western. Changes in workforce demographic, in the education and skills that will be required in the future, and an increasingly competitive job market, will require flexible and responsive human capital tools to attract and retain talented employees. These trends were the reason for a comprehensive review of Western’s human capital programs to determine its readiness for the future. In July 2001, a team of managers conducted a comprehensive assessment of Western’s human capital needs. The team used the assessment to draft a framework that addresses the most critical human capital challenges in Western. Comments on the draft plan were then solicited from Western’s EEO committees and managers and supervisors. The framework outlines seven initiatives for implementation: 1) Develop a human capital plan linked to Western’s strategic goals. 2) Develop and implement a Westernwide workforce planning program. 3) Establish a succession planning program. 4) Create and foster a workplace environment that will attract and retain talented employees. 5) Establish a Western-wide recruitment program. 6) Develop a training program on human capital management for managers and supervisors. 7) Develop pay options for improving the link between pay and performance. Our goal in developing this plan is to help Western achieve its mission to be a premier power marketing and transmission organization. This plan serves as a first step in addressing Western’s human capital issues in the next decade.

Unit costs are estimated from a combination of bottom-up costs estimates, working with representative vendors, and scaled results from previous studies of fission and fusion plants. An integrated process model of a LIFE power plant was developed to integrate and optimize unit costs and calculate top level metrics such as cost of electricity and power plant capital cost. The scope of this activity was the entire power plant site. Separately, a development program to deliver the required specialized equipment has been assembled. Results show that LIFE power plant cost of electricity and plant capital cost compare favorably to estimates for new-build LWR's, coal and gas - particularly if indicative costs of carbon capture and sequestration are accounted for.

    It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

    Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

    Dredging effects on seagrass communities in the Florida Keys were examined by (1) comparing impacts on net production resulting from dredging and natural weather events, (2) determining changes in community photosynthetic efficiency, (3) evaluating shading and nutrient effects on net production, and (4) developing a systems dynamics model. Net community production was estimated during numerous meteorological and dredging events using the Odum-Hoskins oxygen technique in flow-through field microcosms. In other experiments, shading and nutrients (phosphorus, nitrate, and ammonia) were manipulated to simulate dredge plume conditions. The greatest depression in net community production resulted from severe thunderstorms and dredging events, respectively. In field microcosm experiments, significant interaction occurred between shading and nutrient concentration. The model of seagrass production was most sensitive to changes in nutrient-seagrass relationships, seagrass production estimates, and seagrass-light interactions. Recovery of seagrass biomass following numerous dredging events (3.5 years) was longer than that from the estimated total annual thunderstorms encountered (1 year) but shorter than recovery from hurricane events (4.1 years).

    Fiscal Year 2008 (FY-08) represents a transitional year for the StreamNet project. While the project continued to acquire/update, standardize, georeference and disseminate fish-related data for the state, some tribal and one federal fisheries agencies, it also took on several new initiatives and is anticipating new regional guidance on data needs. Passage of the Columbia Basin Accords caused an administrative change within the project, separating the work done by the Columbia River Inter-Tribal Fish Commission (CRITFC) out to a separate contract with BPA. This will change the structure of the StreamNet contract but not change the relationship with the StreamNet Library or data developed by CRITFC, and will likely increase the availability of tribal data to StreamNet due to increased funding for tribal data efforts. This change will take effect in FY-09. We also expect that data work will be adjusted in the future in response to executive level policy direction in the Columbia Basin based on efforts to establish priorities under a regional data management framework. Data development emphasis was shifted this year to place highest priority on data that support indicators of fish abundance for the focal species covered in the Status of the Resource (SOTR) report, as requested by the Columbia Basin Fish and Wildlife Authority (CBFWA) Data Management Framework Subcommittee. We instituted an XML based web service allowing direct access to data from the project database for CBFWA to update the SOTR report. The project also increased efforts to work with tribal fisheries managers to provide data related assistance and to include tribal data in the StreamNet database. A primary theme this year was exploring means to speed the flow of data. We had ongoing success in our strategic emphasis on increasing automation of data conversion through development of comprehensive database systems within our partner agencies, as outlined in our Vision and Strategic Plan. By assisting development of internal database systems, we will be able to automate conversion of agency data to the regionally consistent format as well as help the agency better meet their own data needs. The Idaho StreamNet project contributed to development of IDFG's Idaho Fish and Wildlife Information System (IFWIS), and this year they successfully tested automatic conversion of data to the regional exchange format. We worked with WDFW and developed draft field data input templates for collection of smolt trap and spawning ground survey data. And, we began collaborating in a project with ODFW and EcoTrust to develop an online data dissemination tool. As these and additional data systems are brought online, we expect to be able to shorten the time needed to annually update data, and hope to use the increased efficiency to free existing staff time to develop additional types of data from our partners. Another long-term theme related to expanding data coverage to estimates of productivity and/or data needed to calculate productivity. Initial investigations within our partner agencies indicated that these data are scattered, with some components like age composition of returning fish already being addressed by StreamNet, but others not yet covered. We will continue to determine how available these data are and investigate the feasibility of capturing the estimates and supporting data in the future. Routine ongoing data development of the standard data sets in StreamNet continued this year. An update and new web page for disseminating Protected Areas data was completed. Initial work was done with the CRITFC to get ready to house and disseminate data developed by the Hatchery Scientific Review Group. All database, GIS and web server systems were maintained successfully, with repairs completed as needed. Software applications were developed or maintained, as needed. All required reports, budgets and equipment inventories were submitted.     The transition from a fossil-based energy economy to one based on renewable energy is driven by the double challenge of climate change and resource depletion. Building a renewable energy infrastructure requires an upfront energy investment that subtracts from the net energy available to society. This investment is determined by the need to transition to renewable energy fast enough to stave off the worst consequences of climate change and, at the same time, maintain a sufficient net energy flow to sustain the world's economy and population. We show that a feasible transition pathway requires that the rate of investment in renewable energy should accelerate approximately by an order of magnitude if we are to stay within the range of IPCC recommendations.

    It is now clear that AGN heat cooling flows, largely by driving winds. The winds may contain a relativistic component that generates powerful synchrotron radiation, but it is not clear that all winds do so. The spatial and temporal stability of the AGN/cooling flow interaction are discussed. Collimation of the winds probably provides spatial stability. Temporal stability may be possible only for black holes with masses above a critical value. Both the failure of cooling flows to have adiabatic cores and the existence of X-ray cavities confirm the importance of collimated outflows. I quantify the scale of the convective flow that the AGN Hydra would need to drive if it balanced radiative inward flow by outward flow parallel to the jets. At least in Virgo any such flow must be confined to r<~20 kpc. Hydrodynamical simulations suggest that AGN outbursts cannot last longer than ~25 Myr. Data for four clusters with well studied X-ray cavities suggests that heating associated with cavity formation approximately balances radiative cooling. The role of cosmic infall and the mechanism of filament formation are briefly touched on.

    We explore the potential of net-baryon, net-proton and net-charge kurtosis measurements to investigate the properties of hot and dense matter created in relativistic heavy-ion collisions. Contrary to calculations in a grand canonical ensemble we explicitly take into account exact electric and baryon charge conservation on an event-by-event basis. This drastically limits the width of baryon fluctuations. A simple model to account for this is to assume a grand-canonical distribution with a sharp cut-off at the tails. We present baseline predictions of the energy dependence of the net-baryon, net-proton and net-charge kurtosis for central ($b\\leq 2.75$ fm) Pb+Pb/Au+Au collisions from $E_{lab}=2A$ GeV to $\\sqrt{s_{NN}}=200$ GeV from the UrQMD model. While the net-charge kurtosis is compatible with values around zero, the net-baryon number decreases to large negative values with decreasing beam energy. The net-proton kurtosis becomes only slightly negative for low $\\sqrt{s_{NN}}$.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

    This report documents trends in U.S. venture capital investments over the period 1980-2008. Particular attention is given to U.S. venture capital investments for “internet-specific”, biotechnology, and energy / industrial sectors over the period 1980-2007. During the early 1980s, U.S. venture capital investments in the energy / industrial area accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices and the emergence of fast growing new industries like computers (both hardware and software), biotechnology and the Internet quickly reduced the priority accorded to energy / industrial investments as by 2000 these investments accounted for only 1% of the $119 billion dollars invested that year by the U.S. venture capital community. The significant increase in the real price of oil that began in 2003-2004 correlates with renewed interest and increased investment by the venture capital community in energy / industrial investment opportunities.     Zero net energy (ZNE) buildings employ efficiency to reduce energy consumption and solar technologies to produce as much energy on site as is consumed on an annual basis. Such buildings leverage utility grids and net-metering agreements to reduce solar system costs and maintenance requirements relative to off-grid photovoltaic (PV)-powered buildings with batteries. The BEopt software was developed to efficiently identify cost-optimal building designs using detailed hour-by-hour energy simulation programs to evaluate the user-selected options. A search technique identifies optimal and near-optimal building designs (based on energy-related costs) at various levels of energy savings along the path from a reference building to a ZNE design. In this paper, we describe results based on use of the BEopt software to develop cost-optimal paths to ZNE for various climates. Comparing the different cases shows optimal building design characteristics, percent energy savings and cash flows at key points along the path, including the point at which investments shift from building improvements to purchasing PV, and PV array sizes required to achieve ZNE. From optimizations using the BEopt software for a 2,000-ft{sup 2} house in 4 climates, we conclude that, relative to a code-compliant (IECC 2006) reference house, the following are achievable: (1) minimum cost point: 22 to 38% source energy savings and 15 to 24% annual cash flow savings; (2) PV start point: 40 to 49% source energy savings at 10 to 12% annual cash flow savings; (3) break-even point: 43 to 53% source energy savings at 0% annual cash flow savings; and (4) ZNE point: 100% source energy savings with 4.5 to 8.1 kW{sub DC} PV arrays and 76 to 169% increase in cash flow.

    Three-dimensional hydrodynamical simulations are used to investigate the structural stability of cooling flows that are episodically heated by jets from a central AGN. The radial profile of energy deposition is controlled by (a) the power of the jets, and (b) the pre-outburst density profile. A delay in the ignition of the jets causes more powerful jets to impact on a more centrally concentrated medium. The net effect is a sufficient increase in the central concentration of energy deposition to cause the post-outburst density profile to be less centrally concentrated than that of an identical cluster in which the outburst happened earlier and was weaker. These results suggest that the density profiles of cooling flows oscillate around an attracting profile, thus explaining why cooling flows are observed to have similar density profiles. The possibility is raised that powerful FR II systems are ones in which this feedback mechanism has broken down and a runaway growth of the source parameters has occurred.

    We investigate properties of the net baryon number fluctuations near chiral crossover in a hot and dense medium of strongly interacting quarks. The chirally invariant quark-antiquark interactions are modeled by an effective quark-meson Lagrangian. To preserve remnants of criticality in the O(4) universality class, we apply the functional renormalization group method to describe thermodynamics near chiral crossover. Our studies are focused on the influence of the momentum cuts on the critical behavior of different cumulants of the net quark number fluctuations. We use the momentum scale dependence of the flow equation to examine how the suppression of the momentum modes in the infrared and ultraviolet regime modifies generic properties of fluctuations expected in the O(4) universality class. We show, that the pion mass $m_\\pi$ is a natural soft momentum scale at which cumulants are saturated at their critical values, whereas for scales larger than $2m_\\pi$ the characteristic O(4) structure of the higher order cumulants get lost. These results indicate, that when measuring fluctuations of the net baryon number in heavy ion collisions to search for a partial restoration of chiral symmetry or critical point, a special care have to be made when introducing kinematical cuts on the fluctuation measurements.

    In this paper we discuss a causal network approach to describing relativistic quantum mechanics. Each vertex on the causal net represents a possible point event or particle observation. By constructing the simplest causal net based on Reichenbach-like conjunctive forks in proper time we can exactly derive the 1+1 dimension Dirac equation for a relativistic fermion and correctly model quantum mechanical statistics. Symmetries of the net provide various quantum mechanical effects such as quantum uncertainty and wavefunction, phase, spin, negative energy states and the effect of a potential. The causal net can be embedded in 3+1 dimensions and is consistent with the conventional Dirac equation. In the low velocity limit the causal net approximates to the Schrodinger equation and Pauli equation for an electromagnetic field. Extending to different momentum states the net is compatible with the Feynman path integral approach to quantum mechanics that allows calculation of well known quantum phenomena such as diffraction.

    We continue studying net bundles over partially ordered sets (posets), defined as the analogues of ordinary fibre bundles. To this end, we analyze the connection between homotopy, net homology and net cohomology of a poset, giving versions of classical Hurewicz theorems. Focusing our attention on Hilbert net bundles, we define the K-theory of a poset and introduce functions over the homotopy groupoid satisfying the same formal properties as Chern classes. As when the given poset is a base for the topology of a space, our results apply to the category of locally constant bundles.

    We construct an explicit renormalization group (RG) transformation for Levin and Wen's string-net models on a hexagonal lattice. The transformation leaves invariant the ground-state "fixed-point" wave function of the string-net condensed phase. Our construction also produces an exact representation of the wave function in terms of the multi-scale entanglement renormalization ansatz (MERA). This sets the stage for efficient numerical simulations of string-net models using MERA algorithms. It also provides an explicit quantum circuit to prepare the string-net ground-state wave function using a quantum computer.

    We study the string-net model with a string tension for non-Abelian particles in the ladder geometry. Focusing on the simplest non-Abelian theory with a total quantum dimension larger than two, we find evidence for a "russian doll" spectrum featuring size-independent energy levels. Contrary to Fibonacci and Ising ladders, the spectrum is found to be gapped at the self-dual points and low-energy excitations in the ground-state sector consist in two-quasiparticle bound states that are discussed in the weak-tension limit. We argue that such properties are prototypical of theories containing more than one non-Abelian particle.

    We report a novel technique to passively create strong secondary flows at moderate to high flow rates in microchannels, accurately control them and finally, due to their deterministic nature, program them into microfluidic platforms. Based on the flow conditions and due to the presence of the pillars in the channel, the flow streamlines will lose their fore-aft symmetry. As a result of this broken symmetry the fluid is pushed away from the pillar at the center of the channel (i.e. central z-plane). As the flow needs to maintain conservation of mass, the fluid will laterally travel in the opposite direction near the top and bottom walls. Therefore, a NET secondary flow will be created in the channel cross-section which is depicted in this video. The main platform is a simple straight channel with posts (i.e. cylindrical pillars - although other pillar cross-sections should also function) placed along the channel.     As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer���¢��������s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    For net zero energy (NZE) buildings to become the norm in commercial construction, it will be necessary to design and construct these buildings cost effectively. While industry leaders have developed workflows (for procurement, design, and construction) to achieve cost-effective NZE buildings for certain cases, the expertise embodied in those workflows has limited penetration within the commercial building sector. Documenting cost control best practices of industry leaders in NZE and packaging those strategies for adoption by the commercial building sector will help make the business case for NZE. Furthermore, it will promote market uptake of the innovative technologies and design approaches needed to achieve NZE. This paper summarizes successful cost control strategies for NZE procurement, design, and construction that key industry users (such as building owners, architects, and designers) can incorporate into their everyday workflows. It will also evaluate the current state of NZE economics and propose a path forward for greater market penetration of NZE buildings. By demonstrating how to combine NZE technologies and design approaches into an overall efficiency package that can be implemented at minimal (zero, in certain cases) incremental capital cost, the domain of NZE design and construction can be expanded from a niche market to the commercial construction mainstream.
