    This paper introduces a Production Cost Modeling (PCM) approach to evaluate the benefits of intra-hour scheduling between Balancing Authorities (BAs). The system operation is modeled in a three-stage sequential manner: day ahead (DA)-hour ahead (HA)-real time (RT). In addition to contingency reserve, each BA will need to carry out “up” and “down” load following and regulation reserve capacity requirements in the DA and HA time frames. In the real-time simulation, only contingency and regulation reserves are carried out as load following is deployed. To model current real-time operation with hourly schedules, a new constraint was introduced to force each BA net exchange schedule deviation from HA schedules to be within NERC ACE limits. Case studies that investigate the benefits of moving from hourly exchange schedules between WECC BAs into 10-min exchange schedules under two different levels of wind and solar penetration (11% and 33%) are presented.

    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics — such as capacity, ramp rate, ramp duration, energy and cycling requirements — to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

    A torsional-type analytical balance designed to arrive at its equilibrium point more quickly than previous balances is described. In order to prevent external heat sources creating air currents inside the balance casing that would reiard the attainment of equilibrium conditions, a relatively thick casing shaped as an inverted U is placed over the load support arms and the balance beam. This casing is of a metal of good thernnal conductivity characteristics, such as copper or aluminum, in order that heat applied to one portion of the balance is quickly conducted to all other sensitive areas, thus effectively preventing the fornnation of air currents caused by unequal heating of the balance.

    Fire is the primary terrestrial ecosystem disturbance agent on a global scale. It affects carbon balance of global terrestrial ecosystems by emitting carbon to atmosphere directly and immediately from biomass burning (i.e., fire direct effect), and by changing net ecosystem productivity and land-use carbon loss in post-fire regions due to biomass burning and fire-induced vegetation mortality (i.e., fire indirect effect). Here, we provide the first quantitative assessment about the impact of fire on the net carbon balance of global terrestrial ecosystems for the 20th century, and investigate the roles of fire direct and indirect effects. This study is done by quantifying the difference between the 20th century fire-on and fire-off simulations with NCAR community land model CLM4.5 as the model platform. Results show that fire decreases net carbon gain of the global terrestrial ecosystems by 1.0 Pg C yr-1 average across the 20th century, as a results of fire direct effect (1.9 Pg C yr-1) partly offset by indirect effect (-0.9 Pg C yr-1). Fire generally decreases the average carbon gains of terrestrial ecosystems in post-fire regions, which are significant over tropical savannas and part of forests in North America and the east of Asia. The general decrease of carbon gains in post-fire regions is because fire direct and indirect effects have similar spatial patterns and the former (to decrease carbon gain) is generally stronger. Moreover, the effect of fire on net carbon balance significantly declines prior to ~1970 with trend of 8 Tg C yr-1 due to increasing fire indirect effect and increases afterward with trend of 18 Tg C yr-1 due to increasing fire direct effect.

  18. Evaluation of Production Cost Savings from Consolidation of Balancing Authorities in the US Western Interconnection under High Wind and Solar Penetration

    This paper introduces a comprehensive analysis to quantify the potential savings in production cost due to consolidation of 32 US western interconnection Balancing Authorities (BAs). Three simulation scenarios are developed: current Western Electricity Coordinating Council (WECC) BAs structure, full copper-sheet consolidation, and full consolidation with transmission congestion considered. The study uses WECC Transmission Expansion Planning Policy Committee (TEPPC) model that was developed for the year 2020. The model assumes 8% wind and 3% solar energy penetration as percentage of total WECC demand in 2020. Sensitivity analyses are carried out to assess the impact of transmission hurdle rates between WECC BAs on potential benefits. The study shows savings that ranges from $400 Million (2.4% of total one year production cost) to $600 Million (3.2%) per year in thermal units production cost due to consolidation can be achieved. The copper sheet consolidation scenario shows an extra savings of $240 Million (1.4%) per year.

A test between two remote computers can be requested via the user interlace if the Nettest daemon is running on both remote machines and the user is authorized. Authorization for the test is through a chain of trust estabtished by the nettest daemons. Nettest is responsible for determining if the test request is authorized, but it does nothing further to secure the test once the test is running. Currently the Nettest framework incorporates lperf-vl.2, a simple ping type test, and a tuned TCP test that uses a given required throughput and ping results to determine the round trip time to set a buffer size (based on the delay bandwidth product) and then performs an iperf TCP throughput test.   19. Climatic Forecasting of Net Infiltration at Yucca Montain Using Analogue Meteororological Data

    At Yucca Mountain, Nevada, future changes in climatic conditions will most likely alter net infiltration, or the drainage below the bottom of the evapotranspiration zone within the soil profile or flow across the interface between soil and the densely welded part of the Tiva Canyon Tuff. The objectives of this paper are to: (a) develop a semi-empirical model and forecast average net infiltration rates, using the limited meteorological data from analogue meteorological stations, for interglacial (present day), and future monsoon, glacial transition, and glacial climates over the Yucca Mountain region, and (b) corroborate the computed net-infiltration rates by comparing them with the empirically and numerically determined groundwater recharge and percolation rates through the unsaturated zone from published data. In this paper, the author presents an approach for calculations of net infiltration, aridity, and precipitation-effectiveness indices, using a modified Budyko's water-balance model, with reference-surface potential evapotranspiration determined from the radiation-based Penman (1948) formula. Results of calculations show that net infiltration rates are expected to generally increase from the present-day climate to monsoon climate, to glacial transition climate, and then to the glacial climate. The forecasting results indicate the overlap between the ranges of net infiltration for different climates. For example, the mean glacial net-infiltration rate corresponds to the upper-bound glacial transition net infiltration, and the lower-bound glacial net infiltration corresponds to the glacial transition mean net infiltration. Forecasting of net infiltration for different climate states is subject to numerous uncertainties-associated with selecting climate analogue sites, using relatively short analogue meteorological records, neglecting the effects of vegetation and surface runoff and runon on a local scale, as well as possible anthropogenic climate changes.

    In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

    A Surface Energy Balance System (SEBS) has been installed collocated with each deployed ECOR system at the Southern Great Plains (SGP), North Slope of Alaska (NSA), Tropical Western Pacific (TWP), ARM Mobile Facility 1 (AMF1), and ARM Mobile Facility 2 (AMF2). The surface energy balance system consists of upwelling and downwelling solar and infrared radiometers within one net radiometer, a wetness sensor, and soil measurements. The SEBS measurements allow the comparison of ECOR sensible and latent heat fluxes with the energy balance determined from the SEBS and provide information on wetting of the sensors for data quality purposes.

    The overall objective of this study was to understand, on an Interconnection-wide basis, the effects intra-hour scheduling compared to hourly scheduling. Moreover, the study sought to understand how the benefits of intra-hour scheduling would change by altering the input assumptions in different scenarios. This report describes results of three separate scenarios with differing key assumptions and comparing the production costs between hourly scheduling and 10-minute scheduling performance. The different scenarios were chosen to provide insight into how the estimated benefits might change by altering input assumptions. Several key assumptions were different in the three scenarios, however most assumptions were similar and/or unchanged among the scenarios.

    The largest supercomputers have millions of independent processors, and concurrency levels are rapidly increasing. For ideal efficiency, developers of the simulations that run on these machines must ensure that computational work is evenly balanced among processors. Assigning work evenly is challenging because many large modern parallel codes simulate behavior of physical systems that evolve over time, and their workloads change over time. Furthermore, the cost of imbalanced load increases with scale because most large-scale scientific simulations today use a Single Program Multiple Data (SPMD) parallel programming model, and an increasing number of processors will wait for the slowest one at the synchronization points. To address load imbalance, many large-scale parallel applications use dynamic load balance algorithms to redistribute work evenly. The research objective of this dissertation is to develop methods to decide when and how to load balance the application, and to balance it effectively and affordably. We measure and evaluate the computational load of the application, and develop strategies to decide when and how to correct the imbalance. Depending on the simulation, a fast, local load balance algorithm may be suitable, or a more sophisticated and expensive algorithm may be required.     We describe an algorithm for the static load balancing of scientific computations that generalizes and improves upon spectral bisection. Through a novel use of multiple eigenvectors, our new spectral algorithm can divide a computation into 4 or 8 pieces at once. These multidimensional spectral partitioning algorithms generate balanced partitions that have lower communication overhead and are less expensive to compute than those produced by spectral bisection. In addition, they automatically work to minimize message contention on a hypercube or mesh architecture. These spectral partitions are further improved by a multidimensional generalization of the Kernighan-Lin graph partitioning algorithm. Results on several computational grids are given and compared with other popular methods.

In such a building, efficiency gains have been made such that the balance of energy needs can be supplied with renewable energy technologies. Past work has developed a common NZEB definition system, consisting of four well-documented definitions, to improve the understanding of what net-zero energy means. For this paper, we created a classification system for NZEBs based on the renewable sources a building uses.

    A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs. A joint initiative formed between DoD and the U.S. Department of Energy (DOE) in 2008 to address military energy use led to a task force to examine the potential for net zero energy military installations, which would produce as much energy on site as they consume in buildings, facilities, and fleet vehicles. This report presents an assessment and planning process to examine military installations for net zero energy potential. Net Zero Energy Installation Assessment (NZEIA) presents a systematic framework to analyze energy projects at installations while balancing other site priorities such as mission, cost, and security.

    Studies of effects of load modeling in optimal power flow studies using minimum cost and minimum loss objective reveal that a main disadvantage of cost minimization is the reduction of the objective via a reduction in the power demand. This inevitably results in lowering the total revenue and in most cases, reducing net revenue as well. An alternative approach for incorporating load models in security-constrained OPF (SCOPF) studies apparently avoids reducing the total power demand for the intact system, but reduces the voltages. A study of the behavior of conventional OPF solutions in the presence of loads not controlled by ULTC's shows that this result in a reducing the total power demand for the intact system. In this paper, the authors propose an objective that avoids the tendency to lower the total power demand, total revenue and net revenue, for OPF neglecting contingencies (normal OPF), as well as for security-constrained OPF. The minimum cost objective is modified by subtracting the total power demand from the total fuel cost. This is equivalent to maximizing the net revenue.

    The design of general-purpose dynamic load-balancing tools for parallel applications is more challenging than the design of static partitioning tools. Both algorithmic and software engineering issues arise. The authors have addressed many of these issues in the design of the Zoltan dynamic load-balancing library. Zoltan has an object-oriented interface that makes it easy to use and provides separation between the application and the load-balancing algorithms. It contains a suite of dynamic load-balancing algorithms, including both geometric and graph-based algorithms. Its design makes it valuable both as a partitioning tool for a variety of applications and as a research test-bed for new algorithmic development. In this paper, the authors describe Zoltan's design and demonstrate its use in an unstructured-mesh finite element application.

    Semantic Web applications require robust and accurate annotation tools that are capable of automating the assignment of ontological classes to words in naturally occurring text (ontological annotation). Most current ontologies do not include rich lexical databases and are therefore not easily integrated with word sense disambiguation algorithms that are needed to automate ontological annotation. WordNet provides a potentially ideal solution to this problem as it offers a highly structured lexical conceptual representation that has been extensively used to develop word sense disambiguation algorithms. However, WordNet has not been designed as an ontology, and while it can be easily turned into one, the result of doing this would present users with serious practical limitations due to the great number of concepts (synonym sets) it contains. Moreover, mapping WordNet to an existing ontology may be difficult and requires substantial labor. We propose to overcome these limitations by developing an analytical platform that (1) provides a WordNet-based ontology offering a manageable and yet comprehensive set of concept classes, (2) leverages the lexical richness of WordNet to give an extensive characterization of concept class in terms of lexical instances, and (3) integrates a class recognition algorithm that automates the assignment of concept classes to words in naturally occurring text. The ensuing framework makes available an ontological annotation platform that can be effectively integrated with intelligence analysis systems to facilitate evidence marshaling and sustain the creation and validation of inference models.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

    A water budget for the Par Pond hydrologic system was established in order to estimate the rate of groundwater influx to Par Pond. This estimate will be used in modeling exercises to predict Par Pond reservoir elevation and spillway discharge in the scenario where Savannah River water is no longer pumped and discharged into Par Pond. The principal of conservation of mass was used to develop the water budget, where water inflow was set equal to water outflow. Components of the water budget were identified, and the flux associated with each was determined. The water budget was considered balanced when inflow and outflow summed to zero. The results of this study suggest that Par Pond gains water from the groundwater system in the upper reaches of the reservoir, but looses water to the groundwater system near the dam. The rate of flux of groundwater from the water table aquifer into Par Pond was determined to be 13 cfs. The rate of flux from Par Pond to the water table aquifer near the dam was determined to be 7 cfs.

    The U.S. Department of Energy (DOE), the California Public Utilities Commission (CPUC), and a number of professional organizations have established a target of zero net energy (ZNE) in buildings by 2030. One definition of ZNE is a building with greatly reduced needs for energy through efficiency gains with the balance of energy needs supplied by renewable technologies. The push to ZNE is a response to research indicating that atmospheric concentrations of greenhouse gases have increased sharply since the eighteenth century, resulting in a gradual warming of the Earth?s climate. A review of ZNE policies reveals that the organizations involved frame the ZNE issue in diverse ways, resulting in a wide variety of myths and a divergent set of epistemologies. With federal and state money poised to promote ZNE, it is timely to investigate how epistemologies, meaning a belief system by which we take facts and convert them into knowledge upon which to take action, and the propagation of myths might affect the outcome of a ZNE program. This paper outlines myths commonly discussed in the energy efficiency and renewable energy communities related to ZNE and describes how each myth is a different way of expressing"the truth." The paper continues by reviewing a number of epistemologies common to energy planning, and concludes that the organizations involved in ZNE should work together to create a"collaborative rationality" for ZNE. Through this collaborative framework it is argued that we may be able to achieve the ZNE and greenhouse gas mitigation targets.

    A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material.     The completion of Grand Coulee Dam for power production, flood control, and irrigation resulted in the creation of a blocked area above the dam and in the loss of anadromous fish. Because of lake level fluctuations required to meet the demands for water release or storage, native or indigenous fish were often threatened. For many years very little effort was given to stocking the waters above the dam. However, studies by fish biologists showed that there was a good food base capable of supporting rainbow and kokanee (Gangmark and Fulton 1949, Jagielo 1984, Scholz etal 1986, Peone etal 1990). Further studies indicated that artificial production might be a way of restoring or enhancing the fishery. In the 1980's volunteers experimented with net pens. The method involved putting fingerlings in net pens in the fall and rearing them into early summer before release. The result was an excellent harvest of healthy fish. The use of net pens to hold the fingerlings for approximately nine months appears to reduce predation and the possibility of entrainment during draw down and to relieve the hatcheries to open up available raceways for future production. The volunteer net pen program grew for a few years but raising funds to maintain the pens and purchase food became more and more difficult. In 1995 the volunteer net pen project (LRDA) was awarded a grant through the Northwest Power Planning Council's artificial production provisions.
