The North American Electric Reliability Corporation (NERC) is an international regulatory authority established to evaluate reliability of the bulk power system in North America. NERC develops and enforces Reliability Standards; assesses adequacy annually via a ten?year forecast and winter and summer forecasts; monitors the bulk power system; and educates, trains, and certifies industry personnel. Over the past two decades, the interconnected electric systems serving North America have been increasingly subjected to reductions in generation and transmission capacity reserves, increasing complexity of load character, and the need for power transfer over longer distances. As a result, voltage stability limitations are becoming an important factor for utility personnel to consider when designing and operating an electric system. To address this situation, EPRI and NERC cosponsored a forum to exchange information between the various sectors of the utility industry on voltage control technology. The forum covered available tools and practices; utility operating practices, procedures, and experiences; planning and operating studies; and energy management system (EMS) vendor viewpoints. Participants agreed that a continuing coordinated effort involving all industry groups was needed in the voltage stability area. Attendees also identified specific subject areas of importance to help direct future studies. Individual papers are indexed separately.

Voltage on the North American bulk system is normally regulated by synchronous generators, which typically are provided with voltage schedules by transmission system operators. In the past, variable generation plants were considered very small relative to conventional generating units, and were characteristically either induction generator (wind) or line-commutated inverters (photovoltaic) that have no inherent voltage regulation capability. However, the growing level of penetration of non-traditional renewable generation - especially wind and solar - has led to the need for renewable generation to contribute more significantly to power system voltage control and reactive power capacity. Modern wind-turbine generators, and increasingly PV inverters as well, have considerable dynamic reactive power capability, which can be further enhanced with other reactive support equipment at the plant level to meet interconnection requirements. This report contains a set of recommendations to the North-America Electricity Reliability Corporation (NERC) as part of Task 1-3 (interconnection requirements) of the Integration of Variable Generation Task Force (IVGTF) work plan. The report discusses reactive capability of different generator technologies, reviews existing reactive power standards, and provides specific recommendations to improve existing interconnection standards.

Follow-on to a report on the Applicability of the Gallet equation to the vegetation clearances of NERC Reliability Standard FAC-003-2

In earlier work, a study done at the Pacific Northwest National Laboratory examined a NERC proposed standard specifying clearances between vegetation and power lines. The method proposed for calculating the clearances was based on the results of testing for high-voltage line designs. An equation developed to relate the results of testing with rod-plane gaps to proposed tower window sizes was incorporated into the calculations. The equation in question, sometimes called the Gallet equation, describes the insulation performance of the atmosphere for air gaps of a few meters. The equation was described in the PNNL study as a good and simple-to-use way to solve a problem made difficult by the nonlinear interactions of the variables. For calculations based on this equation, a certain set of assumptions must be made. In particular, a value for a quantity called the gap factor is needed. This is the amount by which the gap to be modeled by the equation is stronger than the reference gap that was used in developing the Gallet equation. That reference gap is the gap between a rod and a plane. This follow-on report examines the effect on flashover probabilities of assuming an incorrect value for the gap factor. In particular, the flashover probability is found that would result from using a value of 1.3 when a gap factor of 1.0 should be applied. It is shown that with these assumptions the probability of a flashover changes from being extremely unlikely (about 1 in 1000 chance) to a virtual certainty (about 97% chance).

The NERC Standards Transition Management Team (STMT) and the Standards Authorization Committee (SAC) today approved the attached Plan for Accelerating the Adoption of NERC Reliability Standards. The STMT and SAC are encouraged by the strong support this project is receiving throughout the industry. The goal of the project is to translate the existing NERC reliability rules, comprised of operating policies, planning standards, and compliance templates, into an integrated set of reliability standards, and to be positioned in February 2005 to move forward with one set of NERC standards administered through the ANSI-accredited process. Specific objectives are to: 1. (NERC) and the Western Electricity Coordinating Council (WECC) submitted a filing that responded to the Commissions directive to address the merits of retaining WECCs continued deviation from the NERC pro forma hearing procedures, in response to paragraph 230 of the Commissions March 21, 2008 Order. 1 2. In the March 21 Order, the Commission accepted, subject to conditions, WECC's justification for its proposed deviation to omit NERCs shortened hearing procedure from the WECC Compliance Enforcement and Monitoring Programs Hearing Procedure. The Commission further required NERC and WECC to submit a report by June 30, 2009, addressing the merits of retaining this deviation. NERC and WECC explained that a lack of expected compliance hearings have precluded a judgment on the useful function of modifying the hearings process. 1

Part I: Overview Part I: Overview When the Advisory Committee began work in April 1994 we were charged with determining whether "the [radiation] experiments' design and administration adequately met the ethical and scientific standards, including standards of informed consent, that prevailed at the time of the experiments and that exist today" and also to "determine the ethical and scientific standards and criteria by which it shall evaluate human radiation experiments." Although this charge seems straightforward, it is in fact difficult to determine what the appropriate standards should be for evaluating the conduct and policies of thirty or fifty years ago. First, we needed to determine the extent to which the standards of that time are similar to the standards of today. To the extent that there were differences we needed to determine the relative roles of each in making moral evaluations.

The Annual Energy Outlook 2001 (AEO2001) addresses the longer-term trends of electricity industry restructuring, fossil fuel supply and prices, and the impacts of economic growth on projected energy use and carbon dioxide emissions. We are collaborating with the Compact Muon Solenoid (CMS) experiment to produce a student-led, teacher-guided project. At the present, we have test beam, Monte Carlo (simulated) data and run data. We expect more data through 2010 and 2011. By using the web, students are able to analyze and share these data with fellow students and other researchers. Students write a researchable question and analyze data in much the same way as professional scientists. e-Lab tools facilitate collaboration among students as they develop their investigations and report their results.

10 10 Early Release Overview December 2009 Energy Trends to 2035 In preparing the Annual Energy Outlook 2010 (AEO- 2010), the Energy Information Administration (EIA) evaluated a wide range of trends and issues that could have major implications for U.S. energy markets. This overview focuses primarily on one case, the AEO2010 reference case, which is presented and com- pared with the updated Annual Energy Outlook 2009 (updated AEO2009) reference case released in April 2009 1 (see Table 1). This percentage increase in the third quarter of 2010 (Q310) was primarily because net income in Q309 was unusually low. Q310 income was 41- percent lower than the third-quarter average for 2005- 2009. The effects of higher crude oil and natural gas prices, higher foreign oil and worldwide natural gas production, higher U.S. refining margins, and higher U.S. refinery throughput overwhelmed the effects of lower U.S. crude oil production and lower foreign refinery throughput and led to higher net income.

This report highlights the U.S. Nuclear Regulatory Commissions (NRCs) accomplishments in implementing the E-Government Act of 2002 (E-Gov Act), describes the agencys National Source Tracking System to illustrate an agency-specific E-Gov initiative, and explains NRCs process for determining whether to make information publically available on the Internet. Agencys Overall Implementation of the E-Gov Act Compliance With OMB Guidance: NRC has taken a number of steps to institutionalize OMBs guidance on the E-Gov program. The Office of Administration has instructed NRCs Contract Management Centers to use the SmartBuy contract as the preferred choice for software acquisitions. NRC has added an acquisition official from the Office of Administration to its Information Technology Business Council (ITBC) to ensure that agency investments in information technology do not overlap E-Gov initiatives. NRC has also given OMB NRCs E-Gov implementation plan and has begun tracking high-risk E-Gov initiatives as required. Implementations Completed/Planned: NRC has completed migrations to E-Payroll, E-Clearance (E-Qip), and a number of Integrated Acquisition System (IAS) sub components and has a working agreement with USA Services. In addition to basic services, USA Services will provide help desk support for the licensing proceeding for the proposed high-level waste repository at Yucca Mountain. Inverse modeling is a technique to derive model-related parameters from a variety of observations made on hydrogeologic systems, from small-scale laboratory experiments to field tests to long-term geothermal reservoir responses. If properly chosen, these observations contain information about the system behavior that is relevant to the performance of a geothermal field. Estimating model-related parameters and reducing their uncertainty is an important step in model development, because errors in the parameters constitute a major source of prediction errors. This paper contains an overview of inverse modeling applications using the ITOUGH2 code, demonstrating the possibilities and limitations of a formalized approach to the parameter estimation problem.

Greenhouse Gas Emissions Overview 1.1 Total emissions Total U.S. anthropogenic (human-caused) greenhouse gas emissions in 2009 were 5.8 percent below the 2008 total (Table 1). The decline in total emissions-from 6,983 million metric tons carbon dioxide equivalent (MMTCO2e) in 2008 to 6,576 MMTCO2e in 2009-was the largest since emissions have been tracked over the 1990-2009 time frame. It was largely the result of a 419-MMTCO2e drop in carbon dioxide (CO2) emissions (7.1 percent). There was a small increase of 7 MMTCO2e (0.9 percent) in methane (CH4) emissions, and an increase of 8 MMTCO2e (4.9 percent), based on partial data, in emissions of man-made gases with high global warming potentials (high-GWP gases). 08 08 Overview Energy Trends to 2030 In preparing projections for the Annual Energy Out- look 2008 (AEO2008), the Energy Information Ad- ministration (EIA) evaluated a wide range of trends and issues that could have major implications for U.S. energy markets between today and 2030. 1 This over- view focuses on one case, the reference case, which is presented and compared with the Annual Energy Outlook 2007 (AEO2007) reference case (see Table 1). Readers are encouraged to review the full range of alternative cases included in other sections of AEO2008. As in previous editions of the Annual Energy Outlook (AEO), the reference case assumes that current poli- cies affecting the energy sector remain unchanged throughout the projection period. Each stepwise increase in performance was initially perceived as revolutionary. Indeed, after their initial impact, the successive generations of x-ray sources have become indispensable tools for research in chemistry, materials science, biology and environmental sciences. The immediate and sustained nature of this impact was assessed in the 1984 Seitz-Eastman Report [1] to the National Research Council and, thirteen years later, in the Birgeneau/Shen Report [2] to the DOE Basic Energy Sciences Advisory Committee. Because the Kyoto Protocol has not been ratified by the United States and no specific policies for carbon reduction have been enacted, such policies are not included in the Annual Energy Outlook 1999 (AEO99), although the Protocol and EIA’s recent analysis of its potential impacts are discussed. Economic developments in Asia over the past 18 months have weakened worldwide oil demand and lowered world oil prices—a trend that is likely to continue for several years and, therefore, is included in the AEO99 analysis of oil markets and prices. As in AEO98, the projections in AEO99 reflect ongoing changes in the financial structure of the U.S. electricity industry and cost reductions that are becoming evident with increased competition. A transition to retail competitive pricing is assumed in five regions—California, New York, New England, the Mid-Atlantic Area Council (Pennsylvania, Delaware, New Jersey, and Maryland), and the Mid-America Interconnected Network (Illinois and parts of Wisconsin and Missouri). Provisions of the California legislation on stranded cost recovery and price caps are also included. In the other regions, stranded cost recovery is assumed to be phased out by 2008. No national renewable portfolio standard has been passed, but State standards and other programs intended to encourage renewables are included as enacted. The new standards for control of nitrogen oxide (NOx) emissions by electricity generators are also incorporated.
