    INL researchers have proposed prototypes for future lightweight armor systems that reside in a technology gap between explosive reactive armor and passive armor. The targets were designed to react under impact and throw a steel front plate into the path of the projectile, forcing the projectile to engage more of the front plate during its penetration process. These prototypes are intended to exhibit the enhanced efficiency of explosive reactive armor without the collateral damage often associated with explosive reactive armor. One of the prototype systems, Semi Energetic Reactive Armor (SERA), functions similarly to explosive reactive armor, but features a reactive material that reacts much slower than explosive reactive armor. Two different SERA test groups were built and featuring different ratios of aluminum Teflon(copyright) powders pressed into 0.5 in. thick energetic tiles and sandwiched between 0.25 in. thick RHA plates. The other prototype system, Non Energetic Reactive Armor (NERA), utilizes the strain energy in compressed rubber to launch a front flyer plate into the path of an incoming projectile. It is comprised of a 1 in. thick rubber layer sandwiched between two 0.25 in. thick RHA plates with bolt holes around the perimeter. Bolts are inserted through the entire target and tightened to compress the rubber sheet to significant strain levels (approximately 40%). A fourth group of targets was tested as a control group. It featured a 0.5 in. thick rubber sheet sandwiched between two 0.25 in. thick RHA plates, similar to the NERA test articles, but the rubber is uncompressed. The four test groups (uncompressed rubber, compressed rubber, 70/30 Al/PTFE, 50/50 Al/PTFE) were each fabricated with three identical test articles in each group. All twelve targets were subjected to ballistic testing at the National Security Test Range on July 17, 2013. They were tested with 0.5 in. diameter steel rods shot at a consistent velocity at each target. In order to characterize the energetic materials, break wires were embedded in the targets and burn velocities were measured. The residual mass method was used to compare the target performance of each group and final performance data is presented below.

    The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

    This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention. Also examined is the influence of oil prices on operating costs. Examples illustrate application of these concepts. Categorization of costs for historical tracking and projections is recommended.

    The hunky-dory of Indian economy notwithstanding, the agriculture sector has been lagging behind the GDP growth rate hovering around the region of 2%. Despite the Government?s effort to protect the marginal farmers by providing them the „right ? price for their products, the suicide rate of the farmers has been shooting up. This indicates that all is not well in the Indian agriculture. In the recent times India has seen the growth of contract farming with companies directly getting into a contract with the farmers and providing them “fair ” price to their produce. This is leading to corporate farming as a natural extension. A few initiatives have been taken in this regard with big corporate houses stepping in. The introduction of this type of farming and the involvement of the corporate might provide the much needed acceleration to the sector. The paper provides a critical analysis of the scenario of corporate farming and its economic viability in comparison with contract farming in India.

    The Advanced Liquid Metal Reactor (ALMR) has the potential to extend the economic life of the nuclear option and of reducing the number of high level waste repositories which will eventually be needed in an expanding nuclear economy. This paper reports on an analysis which models and evaluates the economics of the use of ALMRs as a component of this country`s future electricity generation mix. The ALMR concept has the ability to utilize as fuel the fissile material contained in previously irradiated nuclear fuel (i.e., spent fuel) or from surplus weapons grade material. While not a requirement for the successful deployment of ALMR power plant technology, the reprocessing of spent fuel from light water reactors (LWR) is necessary for any rapid introduction of ALMR power plants. In addition, the reprocessing of LWR spent fuel may reduce the number of high level waste repositories needed in the future by burning the long-lived actinides produced in the fission process. With this study, the relative economics of a number of potential scenarios related to these issues are evaluated. While not encompassing the full range of all possibilities, the cases reported here provide an indication of the potential costs, timings, and relative economic attractiveness of ALMR deployment.

    In the given work the first attempt to generalize quantum uncertainty relation on macro objects is made. Business company as one of economical process participants was chosen by the authors for this purpose. The analogies between quantum micro objects and the structures which from the first sight do not have anything in common with physics are given. The proof of generalized uncertainty relation is produced. With the help of generalized uncertainty relation the authors wanted to elaborate a new non-traditional approach to the description of companies' business activity and their developing and try to formulate some advice for them.     This paper presents the results of an analysis of deliberative norms in the framework for Environmental Impact Assessment (EIA) in roads planning in Sweden. The more specific question is how this framework has responded to the shift towards more deliberative approaches to planning and decision making, advocated in planning theory and policy literature over the last decade. The analysis, which compares the current framework and guidance with an earlier iteration, identifies a shift towards deliberation; deliberative norms are present, and even dominate recent guidance. However, an instrumental norm permeates both the former and the current guidance, suggesting that even as a language of consultation is replaced by one of deliberation, the intention remains to secure and legitimise a smooth development pathway. Evidence from interviews with professionals working in the Swedish EIA system highlights the difficulties of navigating these uncertainties in practice. By opening up critical analysis of deliberative norms as they shape the conditions for practice, this study contributes to the continuous development of planning practice, by supporting a more normatively reflexive approach to framework-design.

    Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.

    The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems.     This work presents detailed comparative analysis on the production economics of both current and future biofuels, including ethanol, biodiesel, and butanol. Our objectives include demonstrating the impact of key parameters on the overall process economics (e.g., plant capacity, raw material pricing, and yield) and comparing how next-generation technologies and fuels will differ from today's technologies. The commercialized processes and corresponding economics presented here include corn-based ethanol, sugarcane-based ethanol, and soy-based biodiesel. While actual full-scale economic data are available for these processes, they have also been modeled using detailed process simulation. For future biofuel technologies, detailed techno-economic data exist for cellulosic ethanol from both biochemical and thermochemical conversion. In addition, similar techno-economic models have been created for n-butanol production based on publicly available literature data. Key technical and economic challenges facing all of these biofuels are discussed.

    The National Economic and Social Development Plans (NESDPs) of cities in China, given their comprehensive, integrated and strategic nature, have significant and profound impacts on the development of cities and their embedded ecological environments. Strategic Environmental Assessments (SEAs) on city NESDPs have the potential to improve environmental policy integration at strategic level and to safeguard the sustainable development of cities. However, these plans are normally exempted from the current SEA requirement in China. We argue that it is more feasible to apply SEAs on city NESDPs before SEAs are expanded to higher level NESDPs in China. This article attempts to propose a China-specific institutional design for SEAs on city NESDPs based on experiments in selected cities and within the current legal framework.     Measuring the Economic Impacts of Federal Investments in Research evaluates approaches to measuring the returns on federal research investments. This report identifies new methodologies and metrics that can be developed and used for assessing returns on research across a wide range of fields (biomedical, information technology, energy, agriculture, environment, and other biological and physical sciences, etc.), while using one or more background papers that review current methodologies as a starting point for the discussion. It focuses on tools that are able to exploit available data in the relatively near term rather than on methodologies that may require substantial new data collection. Over the last several years, there has been a growing interest in policy circles in identifying the payoffs from federal agency research investments, especially in terms of economic growth, competitiveness, and jobs. The extraordinary increase in research expenditures under the American Recovery and Reinvestment Act (ARRA) of 2009 and the President�������¢����������������s commitment to science and technology (S&T) funding increases going forward have heightened the need for measuring the impacts of research investments. Without a credible analysis of their outcomes, the recent and proposed increases in S&T funding may not be sustained, especially given competing claims for federal funding and pressures to reduce projected federal budget deficits. Motivated by these needs and requirements, Measuring the Economic Impacts of Federal Investments in Research reviews and discusses the use of quantitative and qualitative data to evaluate the returns on federal research and development (R&D) investments. Despite the job-focused mandate of the current ARRA reporting requirements, the impact of S&T funding extend well beyond employment. For instance, federal funding in energy research may lead to innovations that would reduce energy costs at the household level, energy imports at the national level, and greenhouse gas emissions at the global level. In principle, these benefits can be measured as a return on research investments, with appropriate consideration of time lags to research outcomes and attribution to private as well as public expenditure. With appropriate metrics, the same could be true for benefits to public health, environmental quality, and food productivity and security. Federal funding of research leads to the development of human capital that is deployed in a variety of occupations with economic and social impacts. Research also produces information that is used in formal (e.g., regulatory and judicial) and informal (e.g., firm and consumer) decision making processes. In addition to reviewing the range of work (by academics, consultants, and research agencies themselves) that has been done in measuring research outcomes and providing a forum to discuss their methods, this report also considers the different methodologies used across fields of research (e.g., agriculture and energy research) to identifies which are applicable to a range of federal S&T funding.

    The High Temperature Gas-Cooled Reactor (HTGR) Application Economic Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Application Economic Model calculates either the required selling price of power and/or heat for a given internal rate of return (IRR) or the IRR for power and/or heat being sold at the market price. The user can generate these economic results for a range of reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for up to 16 reactor modules; and for module ratings of 200, 350, or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Application Economic Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Application Economic Model. This model was designed for users who are familiar with the HTGR design and Excel and engineering economics. Modification of the HTGR Application Economic Model should only be performed by users familiar with the HTGR and its applications, Excel, and Visual Basic.

    Policies for reducing NOx emissions have led power plants to restrict O{sub 2}, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy.

    NIPER was contracted by the US Department of Energy Bartlesville (Okla.) Project Office (DOE/BPO) to identify research needs to increase production of the domestic oil resource, and K A Energy Consultants, Inc. was subcontracted to review EOR field projects. This report summarizes the findings of that investigation. Professional society and trade journals, DOE reports, dissertations, and patent literature were reviewed to determine the state-of-the-art of enhanced oil recovery (EOR) and drilling technologies and the constraints to wider application of these technologies. The impacts of EOR on the environment and the constraints to the application of EOR due to environmental regulations were also reviewed. A review of well documented EOR field projects showed that in addition to the technical constraints, management factors also contributed to the lower-than-predicted oil recovery in some of the projects reviewed. DOE-sponsored projects were reviewed, and the achievements by these projects and the constraints which these projects were designed to overcome were also identified. Methods of technology transfer utilized by the DOE were reviewed, and several recommendations for future technology transfer were made. Finally, several research areas were identified and recommended to maximize economic producibility of the domestic oil resource. 14 figs., 41 tabs.

  3. NRC Consultation and Monitoring at the Savannah River Site: Focusing Reviews of Two Different Disposal Actions - 12181

    Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2011, the NRC staff reviewed DOE performance assessments for tank closure at the F-Tank Farm (FTF) Facility and salt waste disposal at the Saltstone Disposal Facility (SDF) at the Savannah River Site (SRS) as part of consultation and monitoring, respectively. Differences in inventories, waste forms, and key barriers led to different areas of focus in the NRC reviews of these two activities at the SRS. Because of the key role of chemically reducing grouts in both applications, the evaluation of chemical barriers was significant to both reviews. However, radionuclide solubility in precipitated metal oxides is expected to play a significant role in FTF performance whereas release of several key radionuclides from the SDF is controlled by sorption or precipitation within the cementitious wasteform itself. Similarly, both reviews included an evaluation of physical barriers to flow, but differences in the physical configurations of the waste led to differences in the reviews. For example, NRC's review of the FTF focused on the modeled degradation of carbon steel tank liners while the staff's review of the SDF performance included a detailed evaluation of the physical degradation of the saltstone wasteform and infiltration-limiting closure cap. Because of the long time periods considered (i.e., tens of thousands of years), the NRC reviews of both facilities included detailed evaluation of the engineered chemical and physical barriers. The NRC staff reviews of residual waste disposal in the FTF and salt waste disposal in the SDF focused on physical barriers to flow and chemical barriers to radionuclide release from the waste. Because the waste inventory and concentration at both sites is sufficient to generate unacceptable doses to an off-site member of the public or inadvertent intruder in the absence of engineered barriers, the NRC staff review focused on the engineering features DOE plans to put in place to limit radionuclide release. At the FTF, DOE expects that peak doses are delayed beyond a 10,000 year performance period by a combination of (1) the flow-limiting effect of the steel tank liner and (2) chemical conditions created by the stabilizing grout overlying the waste that limit the solubility of key radionuclides for tens of thousands of years. At the SDF, DOE expects that flow will be significantly limited by water shedding along the closure cap lower drainage layer and that radionuclide release will be further limited by radionuclide precipitation or sorption within the high pH, chemically reducing conditions created within the saltstone waste form. Because the performance of both facilities depends on the performance of engineered barriers for thousands of years, the reviews included a detailed evaluation of the expected long-term behavior of these barriers. As previously discussed, NRC staff reviews of DOE waste determinations during consultation are designed to evaluate the three NDAA criteria, whereas the review of an updated PA during monitoring only addresses whether the NRC staff has reasonable assurance that the planned disposal action will meet the performance objectives of 10 CFR Part 61. The NRC staff review of the Waste Determination for the FTF did not include conclusions about whether the planned disposal of residual waste at the FTF would meet the NDAA criteria because of the substantial uncertainties in the degree of waste removal DOE would achieve and other technical uncertainties. The main product of the NRC staff review of the planned FTF disposal action is the recommendation that DOE should conduct waste release experiments to increase support for key modeling assumptions related to: (1) the evolution of pH and Eh in the grouted tank syst
