    The report presents a brief description of the reactor installation SVBR-75/100, states a concept of providing the RI safety and presents the basic results of the analysis of the most dangerous pre-accidental situations and beyond the design basis accidents, which have been obtained in the process of validating the RI safety. It has been shown that the safety functions concerning the accidental shutdown of the reactor, total blacking out of the NPP and localization of the accidental situation relating to the postulated simultaneous rupture of several steam-generator tubes are not subject to influence of the human factor and are entirely realized in a passive way.     It is important to understand gender difference on pesticide use knowledge, attitude and practices for identifying pesticide risks by gender and to recommend more gender-sensitive programs. However, very few studies have been conducted so far in Nepal. This study, thus, interviewed a total of 325 males and 109 females during 2005 to assess gender differences on pesticide use knowledge, attitude and practices. More than 50% females had never been to school and only <8% individuals were found trained in Integrated Pest Management (IPM). Almost all males and females did not smoke, drink and eat during pesticides application and also believed that pesticides are harmful to human health, livestock, plant diversity and their environment. However, there were gender differences on household decision on pesticides to be used (p<0.001), care of wind direction during spraying (p=0.032), prior knowledge on safety measures (p=0.016), reading and understanding of pesticides labels (p<0.001), awareness of the labels (p<0.001) and protective covers. Almost all respondents were aware of negative impacts of pesticide use on human health and environment irrespective of gender; however, females were at higher risk due to lower level of pesticide use safety and awareness. It is strongly recommended to initiate gender-sensitive educational and awareness activities, especially on pesticide use practices and safety precautions.

    More than 100 people participated in a discussion session at the DIS08 workshop on the topic What HERA may provide. A summary of the discussion with a structured outlook and list of desirable measurements and theory calculations is given. The HERA accelerator and the HERA experiments H1, HERMES and ZEUS stopped running in the end of June 2007. This was after 15 years of very successful operation since the first collisions in 1992. A total luminosity of {approx} 500 pb{sup -1} has been accumulated by each of the collider experiments H1 and ZEUS. During the years the increasingly better understood and upgraded detectors and HERA accelerator have contributed significantly to this success. The physics program remains in full swing and plenty of new results were presented at DIS08 which are approaching the anticipated final precision, fulfilling and exceeding the physics plans and the previsions of the upgrade program. Most of the analyses presented at DIS08 were still based on the so called HERA I data sample, i.e. data taken until 2000, before the shutdown for the luminosity upgrade. This sample has an integrated luminosity of {approx} 100 pb{sup -1}, and the four times larger statistics sample from HERA II is still in the process of being analyzed.

    The identification of extremely high indoor radon concentrations in the village Umhausen (Tyrol, Austria) initiated a scientific program to get information about the source and distribution of this noble gas. The high concentrations can not be related to U anomalies or large-scale fault zones. The nearby giant landslide of Koefels, with its highly fractured and crushed orthogneisses, are the only possible source of radon, despite the fact that the U and Ra content of the rocks is by no means exceptional. The reasons for the high emanation rates from the landslide are discussed and compared to results gained from a similar examination of the giant landslide of Langtang Himal (Nepal). The exceptional geologic situation in both cases, as well as the spatial distribution of different concentration levels, indicate that both landslides must be considered as the production sites of radon. Independent of the U and Ra contents of the rocks, the most important factors producing high emanation rates are the production of a high active surface area in circulation pathways for Rn-enriched soil air by brittle deformation due to the impact of the landslidemass. 37 refs., 4 figs., 1 tab.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Quality organizations are breaking new ground with the development of international standards for environmental management. These promise to provide the platform for chemical companies wanting to establish their environmental credibility with a global audience. [open quotes]It will be similar to auditing our customers to ISO 9000[close quote], says the environmental manager for a European chemical firm. [open quote]We will only want to deal with people who have got their environmental act together. And we'll be in a better competitive positions[close quote]. The International Organization for Standardization (ISO;Geneva) has set up a taskforce to develop an environmental management standard, which is expected to be completed by the mid-1990s. Observers think the ISO standard will draw heavily on the British Standard Institute's (BSI;London) environmental management standard, BS7750, which will likely be the first system adopted in the world. Published last year, BS7750 has been extensively piloted in the UK (CW, Sept. 30, 1992, p. 62) and is now set to be revised before being offically adopted by BSI. The UK's Chemical Industries Association (CIA;London) is anxious to prevent a proliferation of standards, and its report on BS7750 pilot projects calls for an approach integrating quality, environment, and health and safety. But standard setters, including ISO, appear to be moving in the opposite direction. In the US, the American national Standards Institute (ANSI;Washington) has started work on an environmental management standard.

Pulses are propagated along a transmission line that is partially immersed in a liquid, powder, or other substance such as grain in a silo. The time difference of the reflections at the start of the transmission line and the air/liquid interface are used to determine levels to better than 0.01 inch. The sensor is essentially independent of circuit element and temperature variations, and can be mass produced at an extremely low price. The transmission line may be a Goubau line, microstrip, coaxial cable, twin lead, CPS or CPW, and may typically be a strip placed along the inside wall of a tank. The reflected pulses also contain information about strata within the liquid such as sludge-build-up at the bottom of an oil tank. 9 figs.

    Capital and annual operating costs are estimated for producing water using three combinations of seawater reverse osmosis and gas turbines. The costs and operating parameters were developed for Middle East conditions assuming a Red Sea water source. The plants were designed to produce 37,850 m/sup 3//d (10 mgd) of potable water and to export 50,000 kW of power. The reverse osmosis plant utilizes energy recovery and was designed with full pretreatment for a surface water supply. Electricity is provided by either gas turbines, steam turbines, or combined cycle plants. Power and water costs developed for these systems were compared to costs for conventional, dual-purpose MSF/steam turbine plants for the same water and power production. These evaluations considered two levels of fuel costs. The results of this study show the significant effect of fuel costs on process selection and on water and power costs. Capital and operating costs were 20 to 28 percent less and 23 to 33 percent less, respectively, for the RO/gas turbine and RO/combined cycle plants as compared to conventional, dual-purpose MSF steam turbine plants. In addition to economics, the merits of the systems are discussed relative to delivery, ease and flexibility of operation, turndown capability, and so forth.

When the compliant micromold is used to fabricate electroformed cantilevered parts, the micromold will also comprise an electrically conducting base formed by a porous metal substrate that is embedded within the compliant cantilevered micromold. Methods for fabricating the compliant cantilevered micromold as well as methods of replicating cantilevered microparts using the compliant cantilevered micromold are also provided.

    This paper summarizes the current scientific evidence that improved indoor environmental quality can improve work performance and health. The review indicates that work and school work performance is affected by indoor temperature and ventilation rate. Pollutant source removal can sometimes improve work performance. Based on formal statistical analyses of existing research results, quantitative relationships are provided for the linkages of work performance with indoor temperature and outdoor air ventilation rate. The review also indicates that improved health and related financial savings are obtainable from reduced indoor tobacco smoking, prevention and remediation of building dampness, and increased ventilation. Example cost-benefit analyses indicate that many measures to improve indoor temperature control and increase ventilation rates will be highly cost effective, with benefit-cost ratios as high as 80 and annual economic benefits as high as $700 per person.

The planar surface is coated with a reflective material so that light traveling axially through the fiber is reflected transverse to the fiber's axial centerline, and is emitted laterally through the side of the fiber. Alternatively, the planar surface can be left uncoated. The polishing angle .theta. must be no greater than 39.degree. or must be at least 51.degree.. The emitted light is reflected from adjacent biological tissue, collected by the head, and then processed to provide real-time images of the tissue. The method for forming the planar surface includes shearing the end of the optical fiber and applying the reflective material before removing the buffer that circumscribes the cladding and the core.

    In an effort to control modern solid state power modules, a general purpose, multi function power system control board (PSCB) has been under development as a collaboration project between Pohang Accelerator Laboratory (PAL), Korea, and Stanford Linear Accelerator Center (SLAC), USA. The PSCB is an embedded, interlock supervisory, diagnostic, timing, and set-point control board. It is designed to use in various power systems such as sequenced kicker pulsers, solid state RF modulators, simple DC magnet power supplies, etc. The PSCB has the Ethernet communication with the TCP/IP Modbus protocol.

    This report summarizes Department of Energy (DOE) efforts to investigate various container systems for handling, transporting, storing, and disposing of spent nuclear fuel (SNF) assemblies in the Civilian Radioactive Waste Management System (CRWMS). The primary goal of DOE`s investigations was to select a container technology that could handle the vast majority of commercial SNF at a reasonable cost, while ensuring the safety of the public and protecting the environment. Several alternative cask and canister concepts were evaluated for SNF assembly packaging to determine the most suitable concept. Of these alternatives, the multi-purpose canister (MPC) system was determined to be the most suitable. Based on the results of these evaluations, the decision was made to proceed with design and certification of the MPC system. A decision to fabricate and deploy MPCs will be made after further studies and preparation of an environmental impact statement.

    The 9977/9978 General Purpose Fissile Package (GPFP) was designed by SRNL to replace the DOT 6M Specification Package and ship Plutonium and Uranium metals and oxides. Urethane foam was used for the overpack to ensure the package would withstand the 10CFR71.73(c)(2) crush test, which is a severe test for drum-type packages. In addition, it was necessary to confirm that the urethane foam configuration provided adequate thermal protection for the containment vessel during the subsequent 10CFR71.73(c)(4) thermal test. Development tests were performed on early prototype test specimens of different diameter overpacks and a range of urethane foam densities. The thermal test was performed using an industrial furnace. Test results were used to optimize the selection of package diameter and foam density, and provided the basis for design enhancements incorporated into the final package design.

    There is a potential interest at AECL's Chalk River Laboratories to remove tritium from moderately tritiated light water and to reclaim tritiated, downgraded heavy water. With only a few limitations, a single CECE (Combined Electrolysis and Catalytic Exchange) process configuration can be designed to remove tritium from heavy water or light water and upgrade heavy water. Such a design would have some restrictions on the nature of the feed-stock and tritium product, but could produce essentially tritium-free light or heavy water that is chemically pure. The extracted tritium is produced as a small quantity of tritiated heavy water. The overall plant capacity is fixed by the total amount of electrolysis and volume of catalyst. In this proposal, with 60 kA of electrolysis a throughput of 15 kg*h{sup -1} light water for detritiation, about 4 kg*h{sup -1} of heavy water for detritiation and about 27 kg*h{sup -1} of 98% heavy water for upgrading can be processed. Such a plant requires about 1,000 liters of AECL isotope exchange catalyst. The general design features and details of this multi-purpose CECE process are described in this paper, based on some practical choices of design criteria. In addition, we outline the small differences that must be accommodated and some compromises that must be made to make the plant capable of such flexible operation. (authors)

    We review the physics basis, main features and use of general-purpose Monte Carlo event generators for the simulation of proton-proton collisions at the Large Hadron Collider. Topics included are: the generation of hard-scattering matrix elements for processes of interest, at both leading and next-to-leading QCD perturbative order; their matching to approximate treatments of higher orders based on the showering approximation; the parton and dipole shower formulations; parton distribution functions for event generators; non-perturbative aspects such as soft QCD collisions, the underlying event and diffractive processes; the string and cluster models for hadron formation; the treatment of hadron and tau decays; the inclusion of QED radiation and beyond-Standard-Model processes. We describe the principal features of the Ariadne, Herwig++, Pythia 8 and Sherpa generators, together with the Rivet and Professor validation and tuning tools, and discuss the physics philosophy behind the proper use of these generators and tools. This review is aimed at phenomenologists wishing to understand better how parton-level predictions are translated into hadron-level events as well as experimentalists wanting a deeper insight into the tools available for signal and background simulation at the LHC.

  9. New concept for a general purpose subsea installation system

    The first use of the Agip SAF System (Sistema Alti Fondali), an installation and maintenance system for subsea production systems up to 1,000 m water depth, was successfully performed on the Luna 40 well in 180 m w.d. The system successfully installed the christmas tree, flowline jumpers, control system and high pressure cap as well as deploying the LMRP to allow the commissioning of the well. The SAF system performed all the planned tasks during the installation of the Luna 40 subsea tree and now has to be considered an operational success. The system is based around a Master Vehicle that provides hydraulic power to, and controls a set of dedicated work modules. During the 2 test and 5 working dives, the Master Vehicle and the modules were subsea for a considerable period of time, up to 75 hours continuously, without any operational failures. This installation uncovered some system deficiencies that will have to be studied to improve the reliability and operability of the system. From the experience gained during this operation it has been shown that the system of a Master Vehicle providing locally generated hydraulic power is a feasible approach to many subsea installation problems. This paper describes the SAF system including improvements to be performed before being used operationally in up to 1,000 m of water and over. It also covers the necessary modifications required to allow the system to be deployed from a wide range of installation vessel.

    One of the most important concerns for regulatory agencies is the concept of reproducibility (i.e., reproducibility means credibility) of an assessment. One aspect of reproducibility deals with tampering of the assessment. In other words, when multiple groups are engaged in an assessment, it is important to lock down the problem that is to be solved and/or to restrict the models that are to be used to solve the problem. The objective of this effort is to provide the U.S. Nuclear Regulatory Commission (NRC) with a means to limit user access to models and to provide a mechanism to constrain the conceptual site models (CSMs) when appropriate. The purpose is to provide the user (i.e., NRC) with the ability to “lock down” the CSM (i.e., picture containing linked icons), restrict access to certain models, or both.

    The analysis presented in this report investigated how the direct disposal of dual purpose canisters (DPCs) may be affected by the use of standard transportation aging and disposal canisters (STADs), early or late start of the repository, and the repository emplacement thermal power limits. The impacts were evaluated with regard to the availability of the DPCs for emplacement, achievable repository acceptance rates, additional storage required at an interim storage facility (ISF) and additional emplacement time compared to the corresponding repackaging scenarios, and fuel age at emplacement. The result of this analysis demonstrated that the biggest difference in the availability of UNF for emplacement between the DPC-only loading scenario and the DPCs and STADs loading scenario is for a repository start date of 2036 with a 6 kW thermal power limit. The differences are also seen in the availability of UNF for emplacement between the DPC-only loading scenario and the DPCs and STADs loading scenario for the alternative with a 6 kW thermal limit and a 2048 start date, and for the alternatives with a 10 kW thermal limit and 2036 and 2048 start dates. The alternatives with disposal of UNF in both DPCs and STADs did not require additional storage, regardless of the repository acceptance rate, as compared to the reference repackaging case. In comparison to the reference repackaging case, alternatives with the 18 kW emplacement thermal limit required little to no additional emplacement time, regardless of the repository start time, the fuel loading scenario, or the repository acceptance rate. Alternatives with the 10 kW emplacement thermal limit and the DPCs and STADs fuel loading scenario required some additional emplacement time. The most significant decrease in additional emplacement time occurred in the alternative with the 6 kW thermal limit and the 2036 repository starting date. The average fuel age at emplacement ranges from 46 to 88 years. The maximum fuel age at

    Terabyte-scale collections of string-encoded data are expected from consortia efforts such as the Human Microbiome Project (http://nihroadmap.nih.gov/hmp). Intra- and inter-project data similarity searches are enabled by rapid k-mer matching strategies. Software applications for sequence database partitioning, guide tree estimation, molecular classification and alignment acceleration have benefited from embedded k-mer searches as sub-routines. However, a rapid, general-purpose, open-source, flexible, stand-alone k-mer tool has not been available. Here we present a stand-alone utility, Simrank, which allows users to rapidly identify database strings the most similar to query strings. Performance testing of Simrank and related tools against DNA, RNA, protein and human-languages found Simrank 10X to 928X faster depending on the dataset. Simrank provides molecular ecologists with a high-throughput, open source choice for comparing large sequence sets to find similarity.

    In this study, we attempt to provide a comprehensive examination of various market and policy barriers to demand response providing ancillary services in both ISO/RTO and non-ISO/RTO regions, especially at the program provider level. It is useful to classify barriers in order to create a holistic understanding and identify parties that could be responsible for their removal. This study develops a typology of barriers focusing on smaller customers that must rely on a program provider (i.e., electric investor owned utility or IOU, ARC) to create an aggregated DR resource in order to bring ancillary services to the balancing authority. The barriers were identified through examinations of regulatory structures, market environments, and product offerings; and discussions with industry stakeholders and regulators.

    This paper investigates the possibility of providing aggregated regulation services with small loads, such as water heaters or air conditioners. A direct-load control algorithm is presented to aggregate the water heater load for the purpose of regulation. A dual-element electric water heater model is developed, which accounts for both thermal dynamics and users’ water consumptions. A realistic regulation signal was used to evaluate the number of water heaters needed and the operational characteristics of a water heater when providing 2-MW regulation service. Modeling results suggest that approximately 33,333 water heaters are needed to provide a 2-MW regulation service 24 hours a day. However, if water heaters only provide regulation from 6:00 to 24:00, approximately 20,000 will be needed. Because the control algorithm has considered the thermal setting of the water heater, the customer comfort is obstructed little. Therefore, the aggregated regulation service provided by water heater loads can become a major source of revenue for load-service entities when the smart grid enables the direct load control.

    This Environmental Assessment (EA) was prepared to identify and evaluate potential environmental, safety, and health impacts associated with the Proposed Action to test General-Purpose Heat Source (GPHS) Radioisotope Thermoelectric Generator (RTG) assemblies at the Sandia National Laboratories (SNL) 10,000-Foot Sled Track Facility, Albuquerque, New Mexico. RTGs are used to provide a reliable source of electrical power on board some spacecraft when solar power is inadequate during long duration space missions. These units are designed to convert heat from the natural decay of radioisotope fuel into electrical power. Impact test data are required to support DOE`s mission to provide radioisotope power systems to NASA and other user agencies. The proposed tests will expand the available safety database regarding RTG performance under postulated accident conditions. Direct observations and measurements of GPHS/RTG performance upon impact with hard, unyielding surfaces are required to verify model predictions and to ensure the continual evolution of the RTG designs that perform safely under varied accident environments. The Proposed Action is to conduct impact testing of RTG sections containing GPHS modules with simulated fuel. End-On and Side-On impact test series are planned.

The GPHS is fabricated using an iridium-alloy to contain the {sup 238}PuO{sub 2} fuel pellet. GPHS capsules will be utilized in the upcoming Cassini mission to explore Saturn and its moons. The physical integrity of the girth weld is important to mission safety and performance. Because past experience had revealed a potential for initiation of small cracks in the girth weld overlap zone, a nondestructive inspection of each capsule weld is required. An ultrasonic method was used to inspect the welds of capsules fabricated for the Galileo mission. The instrument, transducer, and method used were state of the art at the time (early 1980s). The ultrasonic instrumentation and methods used to inspect the Cassini GPHSs was significantly upgraded from those used for the Galileo mission. GPHSs that had ultrasonic reflectors in excess of the reject specification level were subsequently inspected with radiography to provide additional engineering data used to accept/reject the heat source. This paper describes the Galileo-era ultrasonic instrumentation and methods and the subsequent upgrades made to support testing of Cassini GPHSs. Also discussed is the data obtained from radiographic examination and correlation to ultrasonic examination results.

    The present invention is directed to a method for providing uranium metal with a protective coating of copper. Uranium metal is subjected to a conventional cleaning operation wherein oxides and other surface contaminants are removed, followed by etching and pickling operations. The copper coating is provided by first electrodepositing a thin and relatively porous flash layer of copper on the uranium in a copper cyanide bath. The resulting copper-layered article is then heated in an air or inert atmosphere to volatilize and drive off the volatile material underlying the copper flash layer. After the heating step an adherent and essentially non-porous layer of copper is electro-deposited on the flash layer of copper to provide an adherent, multi-layer copper coating which is essentially impervious to corrosion by most gases.

These measurements are provided by employing an inflatable boot containing a plurality of conduits in registry with a like plurality of apertures penetrating the housing at circumferentially spaced-apart locations. These conduits are, in turn, coupled through a valved manifold to a source of pressurized gas so that the high-pressure gas may be selectively directed through any conduit into the earth formation defining the bore with the resulting difference in the pressure drop through the various conduits providing the permeability measurements.
