    The City of Lowell set four goals at the beginning of the Better Buildings Neighborhood Program: 1. Improve the Downtown Historic Park District’s Carbon Footprint 2. Develop a sustainable and replicable model for energy efficiency in historic buildings 3. Create and retain jobs 4. Promote multi-stakeholder partnerships The City of Lowell, MA was awarded $5 million in May 2010 to conduct energy efficiency retrofits within the downtown National Historical Park (NHP). The City’s target was to complete retrofits in 200,000 square feet of commercial space and create 280 jobs, while adhering to the strict historical preservation regulations that govern the NHP. The development of a model for energy efficiency in historic buildings was successfully accomplished. BetterBuildings Lowell’s success in energy efficiency in historic buildings was due to the simplicity of the program. We relied strongly on the replacement of antiquated HVAC systems and air sealing and a handful of talented energy auditors and contractors. BetterBuildings Lowell was unique for the Better Buildings Neighborhood Program because it was the only program that focused solely on commercial properties. BetterBuildings Lowell did target multi-family properties, which were reported as commercial, but the majority of the building types and uses were commercial. Property types targeted were restaurants, office buildings, museums, sections of larger buildings, mixed use buildings, and multifamily buildings. This unique fabric of building type and use allows for a deeper understanding to how different properties use energy. Because of the National Historical Park designation of downtown Lowell, being able to implement energy efficiency projects within a highly regulated historical district also provided valuable research and precedent proving energy efficiency projects can be successfully completed in historical districts and historical buildings.     The Neighbor to Neighbor Energy Challenge (N2N) brought together a consortium of 14 leading clean energy rural, suburban, and low income communities throughout Connecticut. N2N was awarded $4.2 million from the U.S. Department of Energy (DOE) competitive BetterBuildings Neighborhood Program on August 10, 2010 to run a two-year pilot program (plus one year of transition and evaluation) (Award No. EMCBC- 00969-10). N2N tested innovative program models and hypotheses for improving Connecticut’s existing residential energy efficiency programs that are overseen by the ratepayer fund board and administered by CT utilities. N2N’s original goal was to engage 10 percent of households in participating communities to reduce their energy usage by 20 percent through energy upgrades and clean energy measures. N2N planned for customers to complete more comprehensive whole-home energy efficiency and clean energy measures and to achieve broader penetration than existing utility-administered regulated programs. Since this was an ARRA award, we report the following figures on job creation in Table 1. Since N2N is not continuing in its current form, we do not provide figures on job retention. Wyandotte is part of a Michigan State Housing Development Authority-led consortium that is funded by HUD under the NSP2 program. The City of Wyandotte has also been awarded DOE EE&CBG funds that are being used to develop a district ground source heat pump (GSHP) system to service the project. This report details the retrofit of two existing houses in the program, and examines the energy efficiency recommendations for the homes. The report will be of interest to anyone planning an affordable, high performance retrofit of an existing home in a cold climate zone. Information from this report will also be useful to retrofit or weatherization program staff as some of the proposed retrofit solutions will apply to a wide range of projects. Preliminary results from the first complete house suggest that the technology package employed (which includes spray foam insulation and insulating sheathing) does meet the specific whole house water, air, and thermal control requirements, as well as, the projects affordability goals.     The original BetterBuildings for Greensboro grant program included an outreach campaign to inform 100% of the Greensboro community about the benefits of reducing energy use; a plan to reduce energy consumption in at least 34% of the homes and 10% of the other buildings in the east Greensboro target area; and a plan to create and retain jobs in the energy conservation industry. Under the original program structure the City of Greensboro planned to partner with local and regional lenders to create a diversified portfolio of loan products to meet the needs of various income levels and building types. All participants would participate in the loan programs as a method of meeting the program’s 5 to1 private capital match/leverage requirements. In June 2011 the program was restructured to include partnerships with large commercial and multifamily projects, with these partners providing the greater portion of the required match/leverage. The geographic focus was revised to include reducing energy consumption across the entire City of Greensboro, targeting neighborhoods with high concentrations of low-moderate income households and aged housing stock. The community outreach component used a neighborhood-based approach to train community residents and volunteers to conduct door-to-door neighborhood sweeps; delivered high quality information on available program resources; helped residents to evaluate alternative energy efficiency measures and alternative financing sources; assisted with contractor selections and monitoring/evaluation of work; coordinated activities with BetterBuildings program partners; and collected data required by the Department of Energy. Additionally, HERO (Home Energy Response Officers) delivered intro packages (energy efficiency information and products) to thousands of households at the initial point of contact.     The Minneapolis neighborhood of Bryn Mawr is already a “green” neighborhood in a sense. Called a “neighborhood within a park,” the diverse, middle-class enclave borders on four parks, including the city’s 759-acre flagship Theodore Wirth Park. Over the summer, however, the Bryn Mawr Neighborhood Association (BMNA) launched a program intended to add more metaphorical greenness. Through its Bryn Mawr Solar Program, it’s granting $1,000 to $3,000 to residents and businesses installing solar photovoltaic panels or hot water heaters.

The program was a 3.5 year effort in the cities of Bainbridge Island and Bremerton, Washington, to conserve and reduce energy use, establish a trained home performance trade ally network, and create local jobs. RePower was funded through a $4.8 million grant from the US Department of Energy, Better Buildings Program. The grant’s performance period was August 1, 2010 through March 30, 2014.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. In addition, over 250 workers have been trained through the Building Performance Training

    The Solar Urban Neighborhood (SUN) project was conceived to demonstrate a widely applicable cooperative procedure for low and moderate income urban residents to conserve energy and promote neighborhood revitalization through installing affordable energy conservation and solar retrofit measures on their homes. The self-help retrofit systems demonstrated fan-assisted air panels for walls and a mansard roof as well as vented Trombe wall and a sunspace. Building upon a strong tradition of cooperation within their neighborhood (security watches, community gardening, bartering of skills for do-it-yourself projects), these Roxbury neighbors were able to use the DOE grant as a catalyst for doing a far more ambitious undertaking. Additionally, the project used elements of a private-public partnership since the project director was also an energy retrofit contractor with specialized equipment and skills to share, wholesale purchase access, etc. Countervailing negative forces which impeded the progress of the project were the very ambitiousness of the solar retrofit itself, the delays in receiving the initial start up grant advance and in overcoming zoning restrictions which required design modifications; and discovery of building defects (dry rot, carpenter ants) within the structures at the time of retrofit. Nevertheless, the SUN project did have a wide impact through formal and informal outreach; through an associated project, SUN-TECH, which promoted solar retrofit awareness and involvement of City of Boston building, energy, and housing officials; and through evolvement of a grass roots level public-private partnership.

    Neighborhood sustainability assessment tools have become widespread since the turn of 21st century and many communities, mainly in the developed world, are utilizing these tools to measure their success in approaching sustainable development goals. In this study, seven tools from Australia, Europe, Japan, and the United States are selected and analyzed with the aim of providing insights into the current situations; highlighting the strengths, weaknesses, successes, and failures; and making recommendations for future improvements. Using a content analysis, the issues of sustainability coverage, pre-requisites, local adaptability, scoring and weighting, participation, reporting, and applicability are discussed in this paper. The results of this study indicate that most of the tools are not doing well regarding the coverage of social, economic, and institutional aspects of sustainability; there are ambiguities and shortcomings in the weighting, scoring, and rating; in most cases, there is no mechanism for local adaptability and participation; and, only those tools which are embedded within the broader planning framework are doing well with regard to applicability. - Highlights: Black-Right-Pointing-Pointer Seven widely used assessment tools were analyzed. Black-Right-Pointing-Pointer There is a lack of balanced assessment of sustainability dimensions. Black-Right-Pointing-Pointer Tools are not doing well regarding the applicability. Black-Right-Pointing-Pointer Refinements are needed to make the tools more effective. Black-Right-Pointing-Pointer Assessment tools must be integrated into the planning process.

    This document reports on the study of arsenic contamination in the Clinch River/Watts Bar Reservoir (CR/WBR) system, downstream from the US Department of Energy`s Oak Ridge Reservation (ORR). Arsenic is of particular interest and concern because it occurs commonly in coal-bearing rock and waste products, such as fly ash associated with the burning of coal; it is classified as a Class A carcinogen by the Environmental Protection Agency; and disposal of fly ash, both on and off the ORR, may have contaminated surface water and sediments in the Clinch River and Watts Bar Reservoir. Four main sites were sampled quarterly over a 3-year period. Sites investigated included lower Watts Bar Reservoir near Watts Bar Dam [Tennessee River kilometer (TRK) 849.6], the Kingston area [Clinch River kilometer (CRK) 1.6], Poplar Creek, and the McCoy Branch Embayment. Additional sites were investigated in the vicinity of these main stations to determine the distribution of contamination and to identify possible alternative or additional sources of arsenic.

    The origin of ''cosmic'' fluorine is uncertain, but there are three proposed production sites/mechanisms for the origin: asymptotic giant branch (AGB) stars, ? nucleosynthesis in Type II supernovae, and/or the winds of Wolf-Rayet stars. The relative importance of these production sites has not been established even for the solar neighborhood, leading to uncertainties in stellar evolution models of these stars as well as uncertainties in the chemical evolution models of stellar populations. We determine the fluorine and oxygen abundances in seven bright, nearby giants with well determined stellar parameters. We use the 2.3 ?m vibrational-rotational HF line and explore a pure rotational HF line at 12.2 ?m. The latter has never been used before for an abundance analysis. To be able to do this, we have calculated a line list for pure rotational HF lines. We find that the abundances derived from the two diagnostics agree. Our derived abundances are well reproduced by chemical evolution models including only fluorine production in AGB stars and, therefore, we draw the conclusion that this might be the main production site of fluorine in the solar neighborhood. Furthermore, we highlight the advantages of using the 12 ?m HF lines to determine the possible contribution of the ? process to the fluorine budget at low metallicities where the difference between models including and excluding this process is dramatic.

    Fuel cell power generation promises to be an efficient, pollution-free, reliable power source in both large scale and small scale, remote applications. DOE formed the Solid State Energy Conversion Alliance with the intention of breaking one of the last barriers remaining for cost effective fuel cell power generation. The Alliance’s goal is to produce a core solid-state fuel cell module at a cost of no more than $400 per kilowatt and ready for commercial application by 2010. With their inherently high, 60-70% conversion efficiencies, significantly reduced carbon dioxide emissions, and negligible emissions of other pollutants, fuel cells will be the obvious choice for a broad variety of commercial and residential applications when their cost effectiveness is improved. In a research program funded by the Department of Energy, the research team has been investigating smart fuel cell-operated residential micro-grid communities. This research has focused on using smart control systems in conjunction with fuel cell power plants, with the goal to reduce energy consumption, reduce demand peaks and still meet the energy requirements of any household in a micro-grid community environment. In Phases I and II, a SEMaC was developed and extended to a micro-grid community. In addition, an optimal configuration was determined for a single fuel cell power plant supplying power to a ten-home micro-grid community. In Phase III, the plan is to expand this work to fuel cell based micro-grid connected neighborhoods (mini-grid). The economic implications of hydrogen cogeneration will be investigated. These efforts are consistent with DOE’s mission to decentralize domestic electric power generation and to accelerate the onset of the hydrogen economy. A major challenge facing the routine implementation and use of a fuel cell based mini-grid is the varying electrical demand of the individual micro-grids, and, therefore, analyzing these issues is vital.     We compile spectroscopic abundance data from 84 literature sources for 50 elements across 3058 stars in the solar neighborhood, within 150 pc of the Sun, to produce the Hypatia Catalog. We evaluate the variability of the spread in abundance measurements reported for the same star by different surveys. We also explore the likely association of the star within the Galactic disk, the corresponding observation and abundance determination methods for all catalogs in Hypatia, the influence of specific catalogs on the overall abundance trends, and the effect of normalizing all abundances to the same solar scale. The resulting stellar abundance determinations in the Hypatia Catalog are analyzed only for thin-disk stars with observations that are consistent between literature sources. As a result of our large data set, we find that the stars in the solar neighborhood may reveal an asymmetric abundance distribution, such that a [Fe/H]-rich group near the midplane is deficient in Mg, Si, S, Ca, Sc II, Cr II, and Ni as compared to stars farther from the plane. The Hypatia Catalog has a wide number of applications, including exoplanet hosts, thick- and thin-disk stars, and stars with different kinematic properties.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    The reEnergize Program helped to build a market for residential and commercial energy evaluations and upgrades. The program provided incentives to encourage participants to save energy, save money, and make their homes and businesses more safe, healthy, and comfortable. As part of the Better Buildings Neighborhood Program (BBNP), the successful investment of this $10 million grant toward market development was the first grant funding collaboration between the cities of Omaha and Lincoln. Through more than three years of work, thousands of participants, contractors, and community members worked together to make the reEnergize Program a demonstration of how to “Build Energy Smart Communities.”

    The high rate of global urbanization has resulted in a rapid increase in informal settlements, which can be de ned as unplanned, unauthorized, and/or unstructured housing. Techniques for ef ciently mapping these settlement boundaries can bene t various decision making bodies. From a remote sensing perspective, informal settlements share unique spatial characteristics that distinguish them from other types of structures (e.g., industrial, commercial, and formal residential). These spatial characteristics are often captured in high spatial resolution satellite imagery. We analyzed the role of spatial, structural, and contextual features (e.g., GLCM, Histogram of Oriented Gradients, Line Support Regions, Lacunarity) for urban neighborhood mapping, and computed several low-level image features at multiple scales to characterize local neighborhoods. The decision parameters to classify formal-, informal-, and non-settlement classes were learned under Decision Trees and a supervised classi cation framework. Experiments were conducted on high-resolution satellite imagery from the CitySphere collection, and four different cities (i.e., Caracas, Kabul, Kandahar, and La Paz) with varying spatial characteristics were represented. Overall accuracy ranged from 85% in La Paz, Bolivia, to 92% in Kandahar, Afghanistan. While the disparities between formal and informal neighborhoods varied greatly, many of the image statistics tested proved robust.

    In June 2010, the City of Indianapolis’ Office of Sustainability was awarded $10 million in grant funds through the U.S. Department of Energy’s Better Buildings Neighborhood Program (CFDA 81.128) funded by the 2009 American Recovery and Reinvestment Act. The purpose of the grant funds was to achieve energy savings in residential and commercial buildings through energy efficiency upgrades such as air sealing and insulation.

    This paper considers a complex real-life short-haul/long haul pickup and delivery application. The problem can be modeled as double traveling salesman problem (TSP) in which the pickups and the deliveries happen in the first and second TSPs respectively. Moreover, the application features multiple stacks in which the items must be stored and the pickups and deliveries must take place in reserve (LIFO) order for each stack. The goal is to minimize the total travel time satisfying these constraints. This paper presents a large neighborhood search (LNS) algorithm which improves the best-known results on 65% of the available instances and is always within 2% of the best-known solutions.

    The capacity of a LNG liquefaction unit has been increased by upgrading the refrigeration system, without making changes to the main heat exchanger (MHE). It is interesting, that after all modifications were completed, a higher refrigerant circulation alone could not increase LNG production. However, by optimizing the refrigerant component ratio, the UA of the MHE increased and LNG production improved. This technical evaluation will provide recommendations and show how the evaluation of the internal temperature profile helped optimize the MHE operating conditions.

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

    The review is made of the problems of ITER optical diagnostics. Most of these problems will be related to the intensive neutron radiation from hot plasma. At a high level of radiation loads the most types of materials gradually change their properties. This effect is most critical for optical diagnostics because of degradation of optical glasses and mirrors. The degradation of mirrors, that collect the light from plasma, basically will be induced by impurity deposition and (or) sputtering by charge exchange atoms. Main attention is paid to the search of glasses for vacuum windows and achromatic lens which are stable under ITER irradiation conditions. The last results of irradiation tests in nuclear reactor of candidate silica glasses KU-1, KS-4V and TF 200 are presented. An additional problem is discussed that deals with the stray light produced by multiple reflections from the first wall of the intense light emitted in the divertor plasma.

  15. Shared responsibility for managing electronic waste: A case study of Maine, USA

    Based on high disposal and low recycling rates of electronic waste (e-waste) and continued exportation to developing countries, reliance on municipal responsibility for e-waste management has been unsuccessful in the United States. This case study examines Maine's program, which was the first US state to mandate producer responsibility for recycling household e-waste. Maine's program established a shared cost responsibility among producers, municipalities, and consumers. The study found that Maine's program resulted in a significant reduction in disposal and a corresponding increase in environmentally sound recycling. In the first 3 years of the program, 6.406 million kg of household e-waste was collected and recycled for a population of 1.32 million. The new program, implemented in 2006, increased the number of e-waste items collected and recycled by 108% in the first year, 170% in the second year, and 221% in the third year. The program decreased direct economic costs to municipalities and households because of the shared cost approach and for the first time established costs for producers. There was no empirical evidence indicating that producers have or will improve the recyclability of electronic products to reduce recycling costs. While other weaknesses were that found potentially limit the adoption of Maine's program, its positive aspects warrant consideration by other governments.

    Unlike other modern industrial products Stirling refrigerators development is based mainly on experimental methods. Newly developed high accuracy numerical model for Stirling refrigerators analysis provides good approximation of gas stream process assured by large number of nodes placed in regenerator (300) and large number of time steps (240 per one machine turn). Confidence in accuracy of equations solution makes possible Stirling coolers optimization. In addition to information about refrigerator temperature field the model provides information about driving force of split cooler displacer for computer aided design of displacer driver. In this paper, four parameters of split Stirling refrigerator are optimized: compressor-expander swept volume ratio; phase angle; regenerator length; and regenerator diameter. In each program run power delivered to gas was kept constant by continuous correction of compressor and expander strokes without changing their ratio. Collection of the results produce the optimum cooler structure. Driving displacer force-theta function is also available.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the Northeast Gas Association (NGA), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. This projected was completed in April 2006, and culminated in the installation of more than 2 dozen GasNet nodes in both low- and high-pressure cast-iron and steel mains owned by multiple utilities in the northeastern US. Utilities are currently logging data (off-line) and monitoring data in real time from single and multiple networked sensors over cellular networks and collecting data using wireless bluetooth PDA systems. The system was designed to be modular, using in-pipe sensor-wands capable of measuring, flow, pressure, temperature, water-content and vibration. Internal antennae allowed for the use of the pipe-internals as a waveguide for setting up a sensor network to collect data from multiple nodes simultaneously. Sensor nodes were designed to be installed with low- and no-blow techniques and tools. Using a multi-drop bus technique with a custom protocol, all electronics were designed to be buriable and allow for on-board data-collection (SD-card), wireless relaying and cellular network forwarding. Installation options afforded by the design included direct-burial and external polemounted variants. Power was provided by one or more batteries, direct AC-power (Class I Div.2) and solar-array. The utilities are currently in a data-collection phase and intend to use the collected (and processed) data to make capital improvement decisions, compare it to Stoner model predictions and evaluate the use of such a system for future expansion, technology-improvement and commercialization starting later in 2006.

    The US Department of Energy (DOE) proposes to build a beamline on the Fermi National Accelerator Laboratory (Fermilab) site to accommodate an experimental research program in neutrino physics. The proposed action, called Neutrino Beams at the Main Injector (NuMI), is to design, construct, operate and decommission a facility for producing and studying a high flux beam of neutrinos in the energy range of 1 to 40 GeV (1 GeV is one billion or 10{sup 9} electron volts). The proposed facility would initially be dedicated to two experiments, COSMOS (Cosmologically Significant Mass Oscillations) and MINOS (Main Injector Neutrino Oscillation Search). The neutrino beam would pass underground from Fermilab to northern Minnesota. A tunnel would not be built in this intervening region because the neutrinos easily pass through the earth, not interacting, similar to the way that light passes through a pane of glass. The beam is pointed towards the MINOS detector in the Soudan Underground Laboratory in Minnesota. Thus, the proposed project also includes construction, operation and decommissioning of the facility located in the Soudan Underground Laboratory in Minnesota that houses this MINOS detector. This environmental assessment (EA) has been prepared by the US Department of Energy (DOE) in accordance with the DOE`s National Environmental Policy Act (NEPA) Implementing Procedures (10 CFR 1021). This EA documents DOE`s evaluation of potential environmental impacts associated with the proposed construction and operation of NuMI at Fermilab and its far detector facility located in the Soudan Underground Laboratory in Minnesota. Any future use of the facilities on the Fermilab site would require the administrative approval of the Director of Fermilab and would undergo a separate NEPA review. Fermilab is a Federal high-energy physics research laboratory in Batavia, Illinois operated on behalf of the DOE by Universities Research Association, Inc.
