    This paper is an effort to identify, as comprehensively as possible, public concerns about nuclear power, and to assess, where possible, the relative importance of these concerns as they relate to government regulation of and policy towards nuclear power. It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry`s practices are aligned with public opinion, a more favorable regulatory climate is possible.

    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

The alternative scenario compared to construction of the line is No Action. Both scenarios are evaluated for environmental effects, cost, and consequences for the eastern Colorado region.     This article presents the results of the first large-scale mail survey of non-residential green power customers in the United States. The survey explored the motivations, attitudes, and experiences of 464 business, non-profit, and public-sector customers that have voluntarily opted to purchase - and frequently pay a premium for - renewable electricity. Results of this study should be of value to marketers interested in targeting these customer segments, to policy makers interested in fostering and understanding non-residential demand for green power, and to academics pondering the motivations for firms to engage in such voluntary environmental initiatives.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    The US Nuclear Regulatory Commission (NRC) periodically surveys the Federal Energy Regulatory Commission (FERC) and state regulatory commissions that regulate utility owners of nuclear power plants. The NRC is interested in identifying states that have established economic or performance incentive programs applicable to nuclear power plants, how the programs are being implemented, and in determining the financial impact of the programs on the utilities. The NRC interest stems from the fact that such programs have the potential to adversely affect the safety of nuclear power plants. The current report is an update of NUREG/CR-5975, Incentive Regulation of Investor-Owned Nuclear Power Plants by Public Utility Regulators, published in January 1993. The information in this report was obtained from interviews conducted with each state regulatory agency that administers an incentive program and each utility that owns at least 10% of an affected nuclear power plant. The agreements, orders, and settlements that form the basis for each incentive program were reviewed as required. The interviews and supporting documentation form the basis for the individual state reports describing the structure and financial impact of each incentive program.

    Large blackouts, such as the August 14-15, 2003 blackout in the northeasternUnited States and Canada, focus attention on the importance of reliable electric service. As public and private efforts are undertaken to improve reliability and prevent power interruptions, it is appropriate to assess their effectiveness. Measures of reliability, such as the frequency and duration of power interruptions, have been reported by electric utilities to state public utility commissions for many years. This study examines current state and utility practices for collecting and reporting electricity reliability information and discusses challenges that arise in assessing reliability because of differences among these practices. The study is based primarily on reliability information for 2006 reported by 123 utilities to 37 state public utility commissions.

This project is partially funded by the US Department of Energy (DOE) under Round III of its Clean Coal Technology (CCT) Program under the provisions of Cooperative Agreement between DOE and Tampa Electric Company, novated on March 5,1992. The project is highlighted by the inclusion of a new hot gas cleanup system. DOE`s project management is based at its Morgantown Energy Technology Center (METC) in West Virginia. This report is preliminary, and the information contained herein is subject to revision.     This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

  5. DATA MINING AT THE NEBRASKA OIL & GAS COMMISSION

    The purpose of this study of the hearing records is to identify factors that are likely to impact the performance of a waterflood in the Nebraska panhandle. The records consisted of 140 cases. Most of the hearings were held prior to 1980. Many of the records were incomplete, and data believed to be key to estimating waterflood performance such as Dykstra-Parson permeability distribution or relative permeability were absent. New techniques were applied to analyze the sparse, incomplete dataset. When information is available, but not clearly understood, new computational intelligence tools can decipher correlations in the dataset. Fuzzy ranking and neural networks were the tools used to estimate secondary recovery from the Cliff Farms Unit. The hearing records include 30 descriptive entries that could influence the success or failure of a waterflood. Success or failure is defined by the ratio of secondary to primary oil recovery (S/P). Primary recovery is defined as cumulative oil produced at the time of the hearing and secondary recovery is defined as the oil produced since the hearing date. Fuzzy ranking was used to prioritize the relevance of 6 parameters on the outcome of the proposed waterflood. The 6 parameters were universally available in 44 of the case hearings. These 44 cases serve as the database used to correlate the following 6 inputs with the respective S/P. (1) Cumulative Water oil ratio, bbl/bbl; (2) Cumulative Gas oil ratio, mcf/bbl; (3) Unit area, acres; (4) Average Porosity, %; (5) Average Permeability, md; (6) Initial bottom hole pressure, psi. A 6-3-1 architecture describes the neural network used to develop a correlation between the 6 input parameters and their respective S/P. The network trained to a 85% correlation coefficient. The predicted Cliff Farms Unit S/P is 0.315 or secondary recovery is expected to be 102,700 bbl.

    At the end of the First Quarter of 1984, the number of signed contracts and letter agreements for cogeneration and small power production projects was 322, with a total estimated nominal capacity of 2,643 MW. Of these totals, 215 projects, capable of producing 640 MW, are operational. A map indicating the location of operational facilities under contract with PG and E is provided. Developers of cogeneration, solid waste, or biomass projects had signed 110 contracts with a potential of 1,467 MW. In total, 114 contracts and letter agreements had been signed with projects capable of producing 1,508 MW. PG and E also had under active discussion 35 cogeneration projects that could generate a total of 425 MW to 467 MW, and 11 solid waste or biomass projects with a potential of 94 MW to 114 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 5 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 32, with a generating capability of 848 MW. Also, discussions were being conducted with 18 wind farm projects, totaling 490 MW. There were 101 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 6 other small wind projects under active discussion. There were 64 hydroelectric projects with signed contracts and a potential of 148 MW, as well as 75 projects under active discussion for 316 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 187 MW, that Pg and E was planning to construct.

    At the end of 1983, the number of signed contracts and letter agreements for cogeneration and small power production projects was 305, with a total estimated nominal capacity of 2,389 MW. Of these totals, 202 projects, capable of producing 566 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration, solid waste, or biomass projects had signed 101 contracts with a potential of 1,408 MW. In total, 106 contracts and letter agreements had been signed with projects capable of producing 1,479 MW. PG and E also had under active discussion 29 cogeneration projects that could generate a total of 402 MW to 444 MW, and 13 solid waste or biomass projects with a potential of 84 MW to 89 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. There were 7 solar projects with signed contracts and a potential of 37 MW, as well as 3 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 28, with a generating capability of 618 MW. Also, discussions were being conducted with 14 wind farm projects, totaling 365 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 8 other small wind projects under active discussion. There were 59 hydroelectric projects with signed contracts and a potential of 146 MW, as well as 72 projects under active discussion for 169 MW. In addition, there were 31 hydroelectric projects, with a nominal capacity of 185 MW, that PG and E was planning to construct. Table B displays the above information. In tabular form, in Appendix A, are status reports of the projects as of December 31, 1983.

Of these totals, 232 projects, capable of producing 678 MW, are operational (Table A). A map indicating the location of operational facilities under contract with PG and E is provided as Figure A. Developers of cogeneration projects had signed 80 contracts with a potential of 1,161 MW. Thirty-three contracts had been signed for solid waste/biomass projects for a total of 298 MW. In total, 118 contracts and letter agreements had been signed with cogeneration, solid waste, and biomass projects capable of producing 1,545 MW. PG and E also had under active discussion 46 cogeneration projects that could generate a total of 688 MW to 770 MW, and 13 solid waste or biomass projects with a potential of 119 MW to 139 MW. One contract had been signed for a geothermal project, capable of producing 80 MW. Two geothermal projects were under active discussion for a total of 2 MW. There were 8 solar projects with signed contracts and a potential of 37 MW, as well as 4 solar projects under active discussion for 31 MW. Wind farm projects under contract numbered 34, with a generating capability of 1,042 MW, Also, discussions were being conducted with 23 wind farm projects, totaling 597 MW. There were 100 wind projects of 100 kW or less with signed contracts and a potential of 1 MW, as well as 7 other small wind projects under active discussion. There were 71 hydroelectric projects with signed contracts and a potential of 151 MW, as well as 76 projects under active discussion for 505 MW. In addition, there were 18 hydroelectric projects, with a nominal capacity of 193 MW, that PG and E was planning to construct. Table B displays the above information.   19. Petroleum potential of lower and middle Paleozoic rocks in Nebraska portion of Mid-Continent

    Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

    Executive Summary This Final Report for the "Development of Molten-Salt Heat Transfer Fluid (HTF) Technology for Parabolic Trough Solar Power Plants describes the overall project accomplishments, results and conclusions. Phase 1 analyzed the feasibility, cost and performance of a parabolic trough solar power plant with a molten salt heat transfer fluid (HTF); researched and/or developed feasible component options, detailed cost estimates and workable operating procedures; and developed hourly performance models. As a result, a molten salt plant with 6 hours of storage was shown to reduce Thermal Energy Storage (TES) cost by 43.2%, solar field cost by 14.8%, and levelized cost of energy (LCOE) by 9.8% - 14.5% relative to a similar state-of-the-art baseline plant. The LCOE savings range met the projects Go/No Go criteria of 10% LCOE reduction. Another primary focus of Phase 1 and 2 was risk mitigation. The large risk areas associated with a molten salt parabolic trough plant were addressed in both Phases, such as; HTF freeze prevention and recovery, collector components and piping connections, and complex component interactions. Phase 2 analyzed in more detail the technical and economic feasibility of a 140 MWe,gross molten-salt CSP plant with 6 hours of TES. Phase 2 accomplishments included developing technical solutions to the above mentioned risk areas, such as freeze protection/recovery, corrosion effects of applicable molten salts, collector design improvements for molten salt, and developing plant operating strategies for maximized plant performance and freeze risk mitigation. Phase 2 accomplishments also included developing and thoroughly analyzing a molten salt, Parabolic Trough power plant performance model, in order to achieve the project cost and performance targets. The plant performance model and an extensive basic Engineering, Procurement, and Construction (EPC) quote were used to calculate a real levelized cost of energy (LCOE) of 11.50/kWhe , which achieved the Phase 2 Go/No Go target of less than 0.12/kWhe. Abengoa Solar has high confidence that the primary risk areas have been addressed in the project and a commercial plant utilizing molten salt is economically and technically feasible. The strong results from the Phase 1 and 2 research, testing, and analyses, summarized in this report, led Abengoa Solar to recommend that the project proceed to Phase 3. However, a commercially viable collector interconnection was not fully validated by the end of Phase 2, combined with the uncertainty in the federal budget, forced the DOE and Abengoa Solar to close the project. Thus the resources required to construct and operate a molten salt pilot plant will be solely supplied by Abengoa Solar.

    The recent work in the Nebraska Sand Hills, just north of the North Platte Valley, has revealed the presence of numerous dune dams--sites where eolian sand has filled Pleistocene paleovalleys and caused the formation of lake basins containing abundant small, interdunal lakes. Although the Platte River is considered the southern margin of the Sand Hills, there is a 1,200 sq km triangular area of large dunes in Lincoln County just south of the South Platte. The authors hypothesize that large dunes migrated southward to fill the North Platte Valley during glacial maximum when both the North and South Platte were dry. As Rocky Mountain snowmelt and Great Plains precipitation increased during deglaciation, a single 65 km-long, 15 km-wide, 50 m-deep lake formed behind the massive dune dam. The tentative chronology suggests that the lake was in existence for at least several thousand years. They have not yet found compelling evidence of catastrophic flooding downstream of the former lake. Evidence of two large Quaternary lakes on the White Nile between Khartoum and Malakal (Sudan) was discovered in the 1960's. Shoreline deposits indicate the lakes were 400--600 km long and up to 50 km wide. Although the lakes have been attributed to repeated blockage of the White Nile by clay-rich Blue Nile deposits, the distribution and age of dune sand near the confluence of these rivers suggest that, as in the Nebraska example, the course of the White Nile was blocked by dunes when the region was desiccated in the Late Pleistocene. Lakes behind permeable dams rise to a level where input equals output. Earthen dams are vulnerable to overtopping and piping. The relatively high permeability of dune sand prevents or delays overtopping, and piping is prevented by the extremely high low hydraulic gradients that typify extant sand dams.

    In the Third Quarter of 1982, the number of signed contracts and committed projects rose from 148 to 173, with a total estimated nominal capacity of these projects of 922 MW. Of this nominal capacity, about 168 MW is operational, and the balance is under contract for development. Of the 173 signed contracts and committed projects, 61 were cogeneration and solid waste projects with a potential of 643 MW. PG and E also had under active discussion 28 cogeneration projects that could generate a total of 968 MW to 1,049 MW, and 10 solid waste projects with a potential of 90 MW to 95 MW. Wind projects under contract number 84, with a generating capability of 85 MW. Also, discussions are being conducted with 17 wind projects, totaling 83 MW. There are 23 hydroelectric projects with signed contracts and a potential of 95 MW, as well as 63 projects under active discussion for 169 MW. In addition, there are 25 hydroelectric projects, with a nominal capacity of 278 MW, that PG and E is constructing or planning to construct. Five contracts have been signed with projects, using other types of electric power generation, capable of producing 100 MW.

    The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999). The CCC/USDA issued quarterly monitoring reports from 1988 to 2009. Complete documentation of the CCC/USDA characterization and remediation efforts, including the quarterly monitoring reports, is on the compact disc inside the back cover of this report. The EPA reported on the progress of the remediation systems in a series of five-year reviews (EPA 1993, 1999, 2004, 2009). These reports and other EPA documentation are also on the compact disc inside the back cover of this report, along with the Woodward-Clyde (1986, 1988a,b) documentation cited. Starting in 2006, the analytical results for groundwater (the only medium still being monitored) showed no carbon tetrachloride concentrations above the maximum contaminant level (MCL) of 5.0 g/L. Because the cleanup goals specified in the ROD (EPA 1990) had been met, the EPA removed the site from the NPL in November 2006 (Appendix A). In 2008 the National Pollutant Discharge Elimination System (NPDES) permit for the remediation system was deactivated, and a year later the EPA released its fourth and final five-year report (EPA 2009), indicating that no further action was required for the site and that the site was ready for unlimited use. In 2011-2012, the CCC/USDA decommissioned the remediation systems at Waverly. This report documents the decommission process and closure of the site.

    A detailed description is given of the laws and programs of the State of Nebraska governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitiled ''Community Energy Systems and the Law of Public Utilities--Volume One: An Overview.'' This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    Public acceptance of a nuclear power plant (NPP) built near one's residence has declined steadily since the early 1970's. Following the TMI accident, this acceptance decreased dramatically. There has been some attitude rebound, however, and through mid-1981, the % who supported continued NPP construction in USA was 5 to 10% more than those in opposition. Men's and women's attitudes are different and were differentially affected by the TMI accident. Beliefs and attitudes about specific nuclear power issues were explored using questionnaires. Reactor-safety concerns were found to be more important than nuclear-waste concerns. Nuclear fuel-supply considerations are believed to be a major advantage of nuclear power. The public was largely unaware of the breeder-reactor concept. The US public generally does not favor selling US reactors abroad. It also greatly underestimates how long it takes to build a NPP. Most people believed solar-generated electricity is cheapest. The public has little information or has misinformation about some areas of nuclear power. (DLC)

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.
