    Global Energy Concepts (GEC) has been retained by utilities in Colorado, Nebraska, and Arizona to site, install, and operate 21 wind monitoring stations as part of the Utility Wind Resource Assessment Program (U*WRAP). Preliminary results indicate wind speed averages at 40 meters (132 ft) of 6.5 - 7.4 m/s (14.5-16.5 mph) in Nebraska and 7.6 - 8.9 m/s (17.0-19.9 mph) in Colorado. The Arizona stations are not yet operational. This paper presents the history and current status of the 21 monitoring stations as well as preliminary data results. Information on wind speeds, wind direction, turbulence intensity, wind shear, frequency distribution, and data recovery rates are provided.

    This paper presents the preliminary results from a wind resource assessment program in Nebraska sponsored by the Nebraska Power Association. During the first year the measured annual wind speed at 40 meters ranged from 6.5 - 7.5 m/s (14.6 - 16.8 mph) at eight stations across the state. The site selection process is discussed as well as an overview of the site characteristics at the monitoring locations. Results from the first year monitoring period including data recovery rate, directionality, average wind speeds, wind shear, and turbulence intensity are presented. Results from the eight sites are qualitatively compared with other midwest and west coast locations. 5 figs., 2 tabs.

    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    Fuel use data relating to agricultural field operations were collected and analyzed during the Nebraska fuel use survey. The farms surveyed had a mean size of 598 ha and a mean total tractor power rating of 221 kW. Mean operating depth, field speed, and tractor power rating were determined for the major field operations. Mean field speeds were generally in agreement with commonly accepted values. Total annual fuel energy use increased with increasing farm size. Over 87 percent of this energy was used from April through October. Even though total fuel energy was increased, specific fuel energy use decreased with increasing farm size. Specific fuel use for field operations was influenced by the size of area worked, operation depth, field speed, and tractor power rating.

    Kleinholz Field is located in Kimball County of western Nebraska, approximately 250 km northeast of Denver, Colorado. The Paleozoic production from the field is primarily from the Wykert sandstone of the Permian Council Grove Group. Several carbonate zones in the Permian Admire Group also are productive. The field has produced 1,412,449 BO (August 1992) from 26 wells completed in the Permian with a daily production rate of nearly 1,300 BOPD. The Wykert sandstone oil accumulation is in a stratigraphic trap. Ultimate recovery is expected to be approximately 4.5 MMBO which includes waterflood reserves in the Wykert and production from other zones. The discovery well was the Exxon Koenig No. 1 on the western edge of the field in the NW Sec. 17, T14N, R56W. It was drilled on a seismic anomaly targeting Wolfcamp and Pennsylvanian carbonates. It was completed in April 1986 for an initial potential of 35 BO and 11 BWPD from Admire perforations. Wykert sandstone production was first established a year and a half later at the Koenig No. 2. However, it was not recognized as the major field pay until January 1989 with completion of the Exxon P.V. Wykert No. 1 for an initial potential of 340 BOPD. 3 refs., 13 figs.

    Location and trap type of Cretaceous oil and gas fields in the D-J Fairway of Nebraska are related to the occurrence of 12 Permian salt zones. Salt distribution is controlled by the configuration of evaporate basins, truncation at a sub-Jurassic unconformity, and post-Jurassic subsurface dissolution. The Sidney Trough, which marks the eastern (regionally updip) limit of Cretaceous oil production in western Nebraska, is a rootless salt-dissolution collapse feature, whose location and origin is controlled by an abrupt linear facies change from thick, porous Lyons Sandstone to Leonardian salt. Eastward gravity-driven groundwater flow within the Lyons occurred in response to hydraulic gradient and recharge along the Front Range Uplift following Laramide orogeny. Dissolution of salt at the facies change caused collapse of overlying strata, producing fractures through which cross-formational flow occurred. Younger salts were dissolved, enhancing relief across the regional depression and subsidiary synclines. Timing of post-Jurassic dissolution influenced entrapment within D and J sandstone reservoirs. Where Early Cretaceous (pre-reservoir) dissolution occurred, structure at the D and J sandstone level is relatively simple, and stratigraphic traps predominate. Where Late Cretaceous - Tertiary (post-reservoir) dissolution occurred, structure is more complex, formation waters are more saline, oil and gas are localized on dissolution-induced anticlines, and per-well reserves are significantly higher.

    The purpose of this study of the hearing records is to identify factors that are likely to impact the performance of a waterflood in the Nebraska panhandle. The records consisted of 140 cases. Most of the hearings were held prior to 1980. Many of the records were incomplete, and data believed to be key to estimating waterflood performance such as Dykstra-Parson permeability distribution or relative permeability were absent. New techniques were applied to analyze the sparse, incomplete dataset. When information is available, but not clearly understood, new computational intelligence tools can decipher correlations in the dataset. Fuzzy ranking and neural networks were the tools used to estimate secondary recovery from the Cliff Farms Unit. The hearing records include 30 descriptive entries that could influence the success or failure of a waterflood. Success or failure is defined by the ratio of secondary to primary oil recovery (S/P). Primary recovery is defined as cumulative oil produced at the time of the hearing and secondary recovery is defined as the oil produced since the hearing date. Fuzzy ranking was used to prioritize the relevance of 6 parameters on the outcome of the proposed waterflood. The 6 parameters were universally available in 44 of the case hearings. These 44 cases serve as the database used to correlate the following 6 inputs with the respective S/P. (1) Cumulative Water oil ratio, bbl/bbl; (2) Cumulative Gas oil ratio, mcf/bbl; (3) Unit area, acres; (4) Average Porosity, %; (5) Average Permeability, md; (6) Initial bottom hole pressure, psi. A 6-3-1 architecture describes the neural network used to develop a correlation between the 6 input parameters and their respective S/P. The network trained to a 85% correlation coefficient. The predicted Cliff Farms Unit S/P is 0.315 or secondary recovery is expected to be 102,700 bbl.

    CONC/11 is a computer program designed for calculating the performance of dish-type solar thermal collectors and power systems. It is intended to aid the system or collector designer in evaluating the performance to be expected with possible design alternatives. From design or test data on the characteristics of the various subsystems, CONC/11 calculates the efficiencies of the collector and the overall power system as functions of the receiver temperature for a specified insolation. If desired, CONC/11 will also determine the receiver aperture and the receiver temperature that will provide the highest efficiencies at a given insolation. The program handles both simple and compound concentrators. CONC/11 is written in Athena Extended Fortran (similar to Fortran 77) to operate primarily in an interactive mode on a Sperry 1100/81 computer. It could also be used on many small computers.

    Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

    This EIS analyzes the potential environmental impacts of a revised proposal for the Keystone XL pipeline and related facilities. The proposed facilities would transport crude oil from the Western Canadian Sedimentary Basin and the Williston Basin to existing pipeline facilities near Steele City, Nebraska, for onward transport to markets in the Texas Gulf Coast area. DOE is a cooperating agency. DOE's Western Area Power Administration has jurisdiction over certain proposed transmission facilities relating to the proposal, including construction and operation of a portion of a 230-kilovolt transmission line and construction and operation of two new substations and the expansion of six existing substations.

    The recent work in the Nebraska Sand Hills, just north of the North Platte Valley, has revealed the presence of numerous dune dams--sites where eolian sand has filled Pleistocene paleovalleys and caused the formation of lake basins containing abundant small, interdunal lakes. Although the Platte River is considered the southern margin of the Sand Hills, there is a 1,200 sq km triangular area of large dunes in Lincoln County just south of the South Platte. The authors hypothesize that large dunes migrated southward to fill the North Platte Valley during glacial maximum when both the North and South Platte were dry. As Rocky Mountain snowmelt and Great Plains precipitation increased during deglaciation, a single 65 km-long, 15 km-wide, 50 m-deep lake formed behind the massive dune dam. The tentative chronology suggests that the lake was in existence for at least several thousand years. They have not yet found compelling evidence of catastrophic flooding downstream of the former lake. Evidence of two large Quaternary lakes on the White Nile between Khartoum and Malakal (Sudan) was discovered in the 1960's. Shoreline deposits indicate the lakes were 400--600 km long and up to 50 km wide. Although the lakes have been attributed to repeated blockage of the White Nile by clay-rich Blue Nile deposits, the distribution and age of dune sand near the confluence of these rivers suggest that, as in the Nebraska example, the course of the White Nile was blocked by dunes when the region was desiccated in the Late Pleistocene. Lakes behind permeable dams rise to a level where input equals output. Earthen dams are vulnerable to overtopping and piping. The relatively high permeability of dune sand prevents or delays overtopping, and piping is prevented by the extremely high low hydraulic gradients that typify extant sand dams.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999).     This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    The objective of this project was the development of a 230 kV high-pressure gas-filled (HPGF) pipe-type cable employing paper or laminate of paper-polypropylene-paper (PPP) insulation pressurized with N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas. Heretofore, HPGF pipe-type cables have been restricted to 138 kV ratings due to technical difficulties in achieving higher voltage ratings. In view of the high cost of manufacturing and testing a large number of full size cables, cable models with 2 mm (80 mils) and 2.5 mm (100 mils) wall thicknesses of insulation enclosed in a test fixture capable of withstanding a test pressure of 2070 kPa (300 psig) and high electrical stresses were employed for dissipation factor versus voltage measurements and for ac and impulse breakdown tests at rated and emergency operating temperatures. In addition, a 36 cm (14 in) full wall cable model enclosed in a pressure vessel was utilized for transient pressure response tests. The results of this investigation attest tot he technical feasibility of the design and manufacture of a 230 kV HPGF pipe-type cable employing paper or PPP insulation pressurized with 100% N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas for operation under normal and 100 hour emergency conditions at conductor temperatures of 85{degree} and 105{degree}C, respectively.     The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning.     All the projects within the US Department of Energy (DOE) Electrical Power Research Institute (EPRI) Wind Turbine Verification Program (TVP) are now in operation. As a result, the emphasis of the owners and operators has shifted from installation and commissioning to a focus on optimizing the operation and maintenance (O and M) activities of the projects. Each project utilizes a unique strategy for performing O and M. O and M personnel for projects in Searsburg, Vermont; Glenmore, Wisconsin; Algona, Iowa; Springview, Nebraska; Kotzebue, Alaska; and Big Spring, Texas include on-site vendor representatives, dedicated utility personnel, and utility personnel who split their time between the wind turbines and other utility responsibilities. Each project has its own set of priorities for balancing turbine availability against safety, minimizing overtime pay, and other utility responsibilities. Various strategies have also been employed to ensure access to tools and spare parts. This paper compares and contrasts the various O and M strategies at TVP projects and reviews the causes of turbine downtime and the frequency and duration of faults.

    Cylinders containing depleted uranium hexafluoride (UF{sub 6}) in storage at the Department of Energy (DOE) gaseous diffusion plants, managed by Martin Marietta Energy Systems, Inc., are being evaluated to determine their expected storage life. Cylinders evaluated recently have been in storage service for 30 to 40 years. In the present environment, the remaining life for these storage cylinders is estimated to be 30 years or greater. The group of cylinders involved in recent tests will continue to be monitored on a periodic basis, and other storage cylinders will be observed as on a statistical sample population. The program has been extended to all types of large capacity UF{sub 6} cylinders.

    An accelerator complex that can produce ultra-intense beams of muons presents many opportunities to explore new physics. A facility of this type is unique in that, in a relatively straightforward way, it can present a physics program that can be staged and thus move forward incrementally, addressing exciting new physics at each step. At the request of the US Department of Energy's Office of High Energy Physics, the Neutrino Factory and Muon Collider Collaboration (NFMCC) and the Fermilab Muon Collider Task Force (MCTF) have recently submitted a proposal to create a Muon Accelerator Program that will have, as a primary goal, to deliver a Design Feasibility Study for an energy-frontier Muon Collider by the end of a 7 year R&D program. This paper presents a description of a Muon Collider facility and gives an overview of the proposal.

    Osaka Gas Co. has been developing a planar type SOFC (OG type SOFC) which has a suitable structure for stacking. Murata Mfg. Co. has begun to develop the OG type SOFC stack through joint program since 1993. Figure 1 shows OG type cell structure. Because each cell is sustained by cell holders acting air manifold, the load of upper cell is not put on the lower cells. Single cell is composed of 3-layered membrane and LaCrO{sub 3} separator. 5 single cells are mounted on the cell holder, connected with Ni felt electrically, and bonded by glassy material sealant. We call the 5-cell stack a unit. Stacking 13 units, we succeeded 870 W generation in 1993. But the power density was low, 0.11 Wcm{sup -2} because of crack in the electrolyte and gas leakage at some cells.
