  6. Economic Development Benefits from Wind Energy in Nebraska: A Report for the Nebraska Energy Office (Revised)

    SciTech Connect (OSTI)

    Lantz, E.

    2009-06-01T23:59:59.000Z

This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

Omaha Public Power District's Nebraska City Unit 1, is a 585 MW net coal fueled power plant which burns low-sulfur Powder River Basin coal. The unit was originally designed and constructed with a fully enclosed hot-side rigid frame electrostatic precipitator. However, the original precipitator was unable to reliably and continuously maintain stack opacity and particulate emissions levels while operating at high loads. Therefore the hot-side precipitator was modified internally and converted to cold-side operation. The unit's four regenerative air heaters were relocated to an area underneath the boiler backpass and the ductwork was modified extensively. In addition, significant internal precipitator modifications were made. This paper describes the conversion design, construction, and resulting performance improvements.

LaFreniere, L. M.; Environmental Science Division

    2006-02-28T23:59:59.000Z

In early 2005, Argonne National Laboratory conducted an Engineering Evaluation/Cost Analysis (EE/CA; Argonne 2005b) to address carbon tetrachloride contamination identified in groundwater and surface water at Murdock, Nebraska, approximately 22 mi east-northeast of Lincoln (Figure 1.1). The EE/CA study was performed for the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), as the technical basis for a proposed removal action for the Murdock site. The EE/CA was conducted in compliance with an Administrative Order on Consent issued for Murdock by the U.S. Environmental Protection Agency (EPA 1991). Three removal action alternatives were examined through the use of site-specific data and predictive simulations of groundwater flow and contaminant transport performed with calibrated numerical models. The alternatives were evaluated individually and compared against performance criteria established under the National Oil and Hazardous Substances Pollution Contingency Plan and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). On the basis of these evaluations, an alternative employing phytoremediation in conjunction with seasonal groundwater extraction and treatment by spray irrigation was recommended by the CCC/USDA to permanently reduce the carbon tetrachloride contaminant levels in groundwater and surface water at the site. The proposed alternative is being implemented in cooperation with the EPA. Under the direction of the CCC/USDA and the EPA, implementation of the chosen removal action occurred in phases, beginning in April 2005. Installation of all the required remediation systems was completed by the end of August 2005. Specific technical objectives of the removal action are as follows: (1) To eliminate pathways for potential human exposure to carbon tetrachloride concentrations above the regulatory limit of 44.2 {micro}g/L in surface water at the site. (2) To minimize or eliminate any detrimental environmental impacts of carbon tetrachloride discharge to the surface waters of a tributary creek located immediately north of the town. (3) To permanently reduce carbon tetrachloride concentrations in the groundwater and surface water at Murdock and hence restore these resources for potential beneficial use. To evaluate the effectiveness of the selected remedy and its ability to achieve the objectives specified for this site, monitoring is required. This document outlines the proposed scope of a long-term program for monitoring of the removal action at Murdock. In this section the specific remedial objectives of the action are summarized, and a brief overview of the chosen remedy is provided. Section 2 summarizes the results of a baseline sampling event that documented the distribution of carbon tetrachloride contamination in selected media at the Murdock site immediately before cleanup activities began. Section 3 recommends a strategy for subsequent monitoring of the removal action at Murdock, as well as criteria for evaluating the performance of the remedial systems and the progress of the restoration effort.

Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

This report describes the need for a 230-kV overhead transmission line to supply power from Sidney, Nebraska to eastern Colorado. The alternative scenario compared to construction of the line is No Action. Rejected alternatives include underground lines and different routing paths, with a possible extension to the Sterling area. Both scenarios are evaluated for environmental effects, cost, and consequences for the eastern Colorado region. The proposed route is determined to be the environmentally preferred choice. 120 refs., 6 figs., 13 tabs. (MHB)

The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

This document has been prepared for the Commodity Credit Corporation of the US Department of Agriculture (CCC/USDA), to provide an outline for a multiyear plan for technical investigations at sites in Kansas and Nebraska that have been identified as having groundwater contamination. Carbon tetrachloride is the primary contaminant of concern at sites in Nebraska and Kansas where former CCC/USDA grain storage facilities were located. At this time, no former CCC/USDA grain bin sites in Iowa and Missouri have been determined to have contamination at or above the maximum concentration level (MCL). This document represents a second revision to an original plan proposed by the CCC/USDA in January 1992 (Technical Action Plan at Former Commodity Credit Corporation Grain Storage Sites in Nebraska and Kansas). The CCC/USDA recognizes the need to address the reported groundwater contamination problems in a timely manner. Doing so will protect public drinking water supplies, public health, and the environment. To address these groundwater contamination problems, the CCC/USDA has committed and continues to commit resources and funding to investigate the contaminated sites further.

This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

The effects of this decision was to derail the government's attempt to make royalty oil produced from Outer Continental Shelf leases and onshore sites available to the same refiners. The Minerals Management Service has yet to adopt final regulations harmonizing the court's ruling with applicable statutory requirements, resulting in actions of dubious legality. 75 references.

During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999). The CCC/USDA issued quarterly monitoring reports from 1988 to 2009. Complete documentation of the CCC/USDA characterization and remediation efforts, including the quarterly monitoring reports, is on the compact disc inside the back cover of this report. The EPA reported on the progress of the remediation systems in a series of five-year reviews (EPA 1993, 1999, 2004, 2009). These reports and other EPA documentation are also on the compact disc inside the back cover of this report, along with the Woodward-Clyde (1986, 1988a,b) documentation cited. Starting in 2006, the analytical results for groundwater (the only medium still being monitored) showed no carbon tetrachloride concentrations above the maximum contaminant level (MCL) of 5.0 g/L. Because the cleanup goals specified in the ROD (EPA 1990) had been met, the EPA removed the site from the NPL in November 2006 (Appendix A). In 2008 the National Pollutant Discharge Elimination System (NPDES) permit for the remediation system was deactivated, and a year later the EPA released its fourth and final five-year report (EPA 2009), indicating that no further action was required for the site and that the site was ready for unlimited use. In 2011-2012, the CCC/USDA decommissioned the remediation systems at Waverly. This report documents the decommission process and closure of the site.

  16. Satellite power system (SPS). Rectenna siting: availability and distribution of nominally eligible sites

    SciTech Connect (OSTI)

    Not Available

    1980-11-01T23:59:59.000Z

Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.

  17. Commercial SNF Accident Release Fractions

    SciTech Connect (OSTI)

    J. Schulz

    2004-11-05T23:59:59.000Z

The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

  5. COMMERCIAL SNF ACCIDENT RELEASE FRACTIONS

    SciTech Connect (OSTI)

    S.O. Bader

    1999-10-18T23:59:59.000Z

The purpose of this design analysis is to specify and document the total and respirable fractions for radioactive materials that are released from an accident event at the Monitored Geologic Repository (MGR) involving commercial spent nuclear fuel (CSNF) in a dry environment. The total and respirable release fractions will be used to support the preclosure licensing basis for the MGR. The total release fraction is defined as the fraction of total CSNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. The radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses. This subset of the total release fraction is referred to as the respirable release fraction. Potential accidents may involve waste forms that are characterized as either bare (unconfined) fuel assemblies or confined fuel assemblies. The confined CSNF assemblies at the MGR are contained in shipping casks, canisters, or disposal containers (waste packages). In contrast to the bare fuel assemblies, the container that confines the fuel assemblies has the potential of providing an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. However, this analysis will not take credit for this additional bamer and will establish only the total release fractions for bare unconfined CSNF assemblies, which may however be conservatively applied to confined CSNF assemblies.

  6. High Performance Commercial Fenestration Framing Systems

    SciTech Connect (OSTI)

Mike Manteghi; Sneh Kumar; Joshua Early; Bhaskar Adusumalli

    2010-01-31T23:59:59.000Z

A major objective of the U.S. Department of Energy is to have a zero energy commercial building by the year 2025. Windows have a major influence on the energy performance of the building envelope as they control over 55% of building energy load, and represent one important area where technologies can be developed to save energy. Aluminum framing systems are used in over 80% of commercial fenestration products (i.e. windows, curtain walls, store fronts, etc.). Aluminum framing systems are often required in commercial buildings because of their inherent good structural properties and long service life, which is required from commercial and architectural frames. At the same time, they are lightweight and durable, requiring very little maintenance, and offer design flexibility. An additional benefit of aluminum framing systems is their relatively low cost and easy manufacturability. Aluminum, being an easily recyclable material, also offers sustainable features. However, from energy efficiency point of view, aluminum frames have lower thermal performance due to the very high thermal conductivity of aluminum. Fenestration systems constructed of aluminum alloys therefore have lower performance in terms of being effective barrier to energy transfer (heat loss or gain). Despite the lower energy performance, aluminum is the choice material for commercial framing systems and dominates the commercial/architectural fenestration market because of the reasons mentioned above. In addition, there is no other cost effective and energy efficient replacement material available to take place of aluminum in the commercial/architectural market. Hence it is imperative to improve the performance of aluminum framing system to improve the energy performance of commercial fenestration system and in turn reduce the energy consumption of commercial building and achieve zero energy building by 2025. The objective of this project was to develop high performance, energy efficient commercial fenestration framing systems, by investigating new technologies that would improve the thermal performance of aluminum frames, while maintaining their structural and life-cycle performance. The project targeted an improvement of over 30% (whole window performance) over conventional commercial framing technology by improving the performance of commercial framing systems.

    1996-02-13T23:59:59.000Z

Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

The commercial sector consumes over 13 quads of primary energy annually. Most of this consumption (two-thirds) meets the energy needs of lighting and heating, ventilation, and air-conditioning. The largest consuming group of the remaining one-third is commercial refrigeration at about one quad annually (990 trillion Btu), valued at over $7 billion per year to the commercial sector consumer. Potential energy savings are estimated to be about 266 trillion Btu, with consumer savings valued at about $2 billion. This study provides the first known estimates of these values using a bottom-up approach. The authors evaluated numerous self-contained and engineered commercial refrigeration systems in this study, such as: supermarket central systems, beverage merchandisers, ice machines, and vending machines. Typical physical characteristics of each equipment type were identified at the component level for energy consumption. This information was used to form a detailed database from which they arrived at the estimate of 990 trillion Btu energy consumption for the major equipment types used in commercial refrigeration. Based on the implementation of the most cost-effective technology improvements for the seven major equipment types, they estimated an annual potential energy savings of 266 trillion Btu. Much of the savings can be realized with the implementation of high-efficiency fan motors and compressors. In many cases, payback can be realized within three years.

Analysis for beryllium by fluorescence is now an established method which is used in many government-run laboratories and commercial facilities. This study investigates the use of this technique using commercially available wet wipes. The fluorescence method is widely documented and has been approved as a standard test method by ASTM International and the National Institute for Occupational Safety and Health (NIOSH). The procedure involves dissolution of samples in aqueous ammonium bifluoride solution and then adding a small aliquot to a basic hydroxybenzoquinoline sulfonate fluorescent dye (Berylliant{trademark} Inc. Detection Solution Part No. CH-2) , and measuring the fluorescence. This method is specific to beryllium. This work explores the use of three different commercial wipes spiked with beryllium, as beryllium acetate or as beryllium oxide and subsequent analysis by optical fluorescence. The effect of possible interfering metals such as Fe, Ti and Pu in the wipe medium is also examined.

    2003-10-01T23:59:59.000Z

This report summarizes key technical accomplishments resulting from the three year PIER-funded R&D program, ''High Performance Commercial Building Systems'' (HPCBS). The program targets the commercial building sector in California, an end-use sector that accounts for about one-third of all California electricity consumption and an even larger fraction of peak demand, at a cost of over $10B/year. Commercial buildings also have a major impact on occupant health, comfort and productivity. Building design and operations practices that influence energy use are deeply engrained in a fragmented, risk-averse industry that is slow to change. Although California's aggressive standards efforts have resulted in new buildings designed to use less energy than those constructed 20 years ago, the actual savings realized are still well below technical and economic potentials. The broad goal of this program is to develop and deploy a set of energy-saving technologies, strategies, and techniques, and improve processes for designing, commissioning, and operating commercial buildings, while improving health, comfort, and performance of occupants, all in a manner consistent with sound economic investment practices. Results are to be broadly applicable to the commercial sector for different building sizes and types, e.g. offices and schools, for different classes of ownership, both public and private, and for owner-occupied as well as speculative buildings. The program aims to facilitate significant electricity use savings in the California commercial sector by 2015, while assuring that these savings are affordable and promote high quality indoor environments. The five linked technical program elements contain 14 projects with 41 distinct R&D tasks. Collectively they form a comprehensive Research, Development, and Demonstration (RD&D) program with the potential to capture large savings in the commercial building sector, providing significant economic benefits to building owners and health and performance benefits to occupants. At the same time this program can strengthen the growing energy efficiency industry in California by providing new jobs and growth opportunities for companies providing the technology, systems, software, design, and building services to the commercial sector. The broad objectives across all five program elements were: (1) To develop and deploy an integrated set of tools and techniques to support the design and operation of energy-efficient commercial buildings; (2) To develop open software specifications for a building data model that will support the interoperability of these tools throughout the building life-cycle; (3) To create new technology options (hardware and controls) for substantially reducing controllable lighting, envelope, and cooling loads in buildings; (4) To create and implement a new generation of diagnostic techniques so that commissioning and efficient building operations can be accomplished reliably and cost effectively and provide sustained energy savings; (5) To enhance the health, comfort and performance of building occupants. (6) To provide the information technology infrastructure for owners to minimize their energy costs and manage their energy information in a manner that creates added value for their buildings as the commercial sector transitions to an era of deregulated utility markets, distributed generation, and changing business practices. Our ultimate goal is for our R&D effort to have measurable market impact. This requires that the research tasks be carried out with a variety of connections to key market actors or trends so that they are recognized as relevant and useful and can be adopted by expected users. While some of this activity is directly integrated into our research tasks, the handoff from ''market-connected R&D'' to ''field deployment'' is still an art as well as a science and in many areas requires resources and a timeframe well beyond the scope of this PIER research program. The TAGs, PAC and other industry partners have assisted directly in this effort

Who are commercial sector customers, and how do they make decisions about energy consumption and energy efficiency investment? The energy policy field has not done a thorough job of describing energy consumption in the commercial sector. First, the discussion of the commercial sector itself is dominated by discussion of large businesses/buildings. Second, discussion of this portion of the commercial sectors consumption behavior is driven primarily by theory, with very little field data collected on the way commercial sector decision-makers describe their own options, choices, and reasons for taking action. These limitations artificially constrain energy policy options. This paper reviews the extant literature on commercial sector energy consumption behavior and identifies gaps in our knowledge. In particular, it argues that the primary energy policy model of commercial sector energy consumption is a top-down model that uses macro-level investment data to make conclusions about commercial behavior. Missing from the discussion is a model of consumption behavior that builds up to a theoretical framework informed by the micro-level data provided by commercial decision-makers themselves. Such a bottom-up model could enhance the effectiveness of commercial sector energy policy. In particular, translation of some behavioral models from the residential sector to the commercial sector may offer new opportunities for policies to change commercial energy consumption behavior. Utility bill consumption feedback is considered as one example of a policy option that may be applicable to both the residential and small commercial sector.

Due in large part to the number of nuclear facilities that make up the DOE complex, DOE-EM work has historically been paperwork intensive and driven by extensive regulations. Requirements for non-nuclear facilities are often grouped with those of nuclear facilities, driving up costs. Kaiser-Hill was interested in applying a commercial model to demolition of these facilities and wanted to apply necessary and sufficient standards to the work activities, but avoid applying unnecessary requirements. Faced with demolishing hundreds of uncontaminated or non-radiologically contaminated facilities, Kaiser-Hill has developed a subcontracting strategy to drastically reduce the cost of demolishing these facilities at Rocky Flats. Aiming to tailor the demolition approach of such facilities to more closely follow commercial practices, Kaiser-Hill recently released a Request for Proposals (RFP) for the demolition of the site's former central administration facility. The RFP significantly reduced requirements for compliance with specific DOE directives. Instead, the RFP required subcontractors to comply with health and safety requirements commonly found in the demolition of similar facilities in a commercial setting. This resulted in a number of bids from companies who have normally not bid on DOE work previously and at a reduced cost over previous approaches. This paper will discuss the details of this subcontracting strategy.

Integrated Gasification Combined Cycles (IGCCs) and Pressurized Circulating Fluidized Bed Cycles (PCFBs) are being developed and demonstrated for commercial power generation applications. Hot gas particulate filters (HGPFs) are key components for the successful implementation of advanced IGCC and PCFB power generation cycles. The objective is to develop and qualify through analysis and testing a practical HGPF system that meets the performance and operational requirements of PCFB and IGCC systems. This paper reports on the status of Westinghouse`s HGPF commercialization programs including: A quick summary of past gasification based HGPF test programs; A summary of the integrated HGPF operation at the American Electric Power, Tidd Pressurized Fluidized Bed Combustion (PFBC) Demonstration Project with approximately 6,000 hours of HGPF testing completed; A summary of approximately 3,200 hours of HGPF testing at the Foster Wheeler (FW) 10 MWe PCFB facility located in Karhula, Finland; A summary of over 700 hours of HGPF operation at the FW 2 MWe topping PCFB facility located in Livingston, New Jersey; A summary of the design of the HGPFs for the DOE/Southern Company Services, Power System Development Facility (PSDF) located in Wilsonville, Alabama; A summary of the design of the commercial-scale HGPF system for the Sierra Pacific, Pinon Pine IGCC Project; A review of completed testing and a summary of planned testing of Westinghouse HGPFs in Biomass IGCC applications; and A brief summary of the HGPF systems for the City of Lakeland, McIntosh Unit 4 PCFB Demonstration Project.

This study presents findings from survey and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered directly with 12 organizations on new and retrofit construction projects, which represented approximately 28 percent of the entire U.S. Department of Energy (DOE) CBP program. Through a feedback survey mechanism, along with personal interviews, PNNL gathered quantitative and qualitative data relating to replication efforts by each organization. These data were analyzed to provide insight into two primary research areas: 1) CBP partnersí replication efforts of technologies and approaches used in the CBP project to the rest of the organizationís building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP program. The first area of this research focused specifically on replication efforts underway or planned by each CBP program participant. Factors that impact replication include motivation, organizational structure and objectives firms have for implementation of energy efficient technologies. Comparing these factors between different CBP partners revealed patterns in motivation for constructing energy efficient buildings, along with better insight into market trends for green building practices. The second area of this research develops a diffusion of innovations model to analyze potential broad market impacts of the CBP program on the commercial building industry in the United States.
