    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    This document has been prepared for the Commodity Credit Corporation of the US Department of Agriculture (CCC/USDA), to provide an outline for a multiyear plan for technical investigations at sites in Kansas and Nebraska that have been identified as having groundwater contamination. Carbon tetrachloride is the primary contaminant of concern at sites in Nebraska and Kansas where former CCC/USDA grain storage facilities were located. At this time, no former CCC/USDA grain bin sites in Iowa and Missouri have been determined to have contamination at or above the maximum concentration level (MCL). This document represents a second revision to an original plan proposed by the CCC/USDA in January 1992 (Technical Action Plan at Former Commodity Credit Corporation Grain Storage Sites in Nebraska and Kansas). The CCC/USDA recognizes the need to address the reported groundwater contamination problems in a timely manner. Doing so will protect public drinking water supplies, public health, and the environment. To address these groundwater contamination problems, the CCC/USDA has committed and continues to commit resources and funding to investigate the contaminated sites further.

    At the inception of the geothermal resource assessment program in Nebraska there was some skepticism about the existence of any geothermal resources within the state. Now after two years of study and collaboration with other workers in the geothermal field it is found that about two-thirds of the state has access to a potential low-temperature resource. The nature of the resource is warm water in laterally extensive aquifers which are overlain by thick (> 1 km) sections of low thermal conductivity sediments. For most of the resource area the high temperatures in the aquifers result from high temperature gradients in the overlying shales. However, in the northcentral and far western parts of the state there is evidence for convective heat flow due to updip water flow in the aquifers. The success of the program has resulted from the synthesis of heat flow and temperature gradient measurements with stratigraphic and lithologic data. The methods used and the results obtained during the study are described.

    In early 2005, Argonne National Laboratory conducted an Engineering Evaluation/Cost Analysis (EE/CA; Argonne 2005b) to address carbon tetrachloride contamination identified in groundwater and surface water at Murdock, Nebraska, approximately 22 mi east-northeast of Lincoln (Figure 1.1). The EE/CA study was performed for the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), as the technical basis for a proposed removal action for the Murdock site. The EE/CA was conducted in compliance with an Administrative Order on Consent issued for Murdock by the U.S. Environmental Protection Agency (EPA 1991). Three removal action alternatives were examined through the use of site-specific data and predictive simulations of groundwater flow and contaminant transport performed with calibrated numerical models. The alternatives were evaluated individually and compared against performance criteria established under the National Oil and Hazardous Substances Pollution Contingency Plan and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). On the basis of these evaluations, an alternative employing phytoremediation in conjunction with seasonal groundwater extraction and treatment by spray irrigation was recommended by the CCC/USDA to permanently reduce the carbon tetrachloride contaminant levels in groundwater and surface water at the site. The proposed alternative is being implemented in cooperation with the EPA. Under the direction of the CCC/USDA and the EPA, implementation of the chosen removal action occurred in phases, beginning in April 2005. Installation of all the required remediation systems was completed by the end of August 2005. Specific technical objectives of the removal action are as follows: (1) To eliminate pathways for potential human exposure to carbon tetrachloride concentrations above the regulatory limit of 44.2 {micro}g/L in surface water at the site. (2) To minimize or eliminate any detrimental environmental impacts of carbon tetrachloride discharge to the surface waters of a tributary creek located immediately north of the town. (3) To permanently reduce carbon tetrachloride concentrations in the groundwater and surface water at Murdock and hence restore these resources for potential beneficial use. To evaluate the effectiveness of the selected remedy and its ability to achieve the objectives specified for this site, monitoring is required. This document outlines the proposed scope of a long-term program for monitoring of the removal action at Murdock. In this section the specific remedial objectives of the action are summarized, and a brief overview of the chosen remedy is provided. Section 2 summarizes the results of a baseline sampling event that documented the distribution of carbon tetrachloride contamination in selected media at the Murdock site immediately before cleanup activities began. Section 3 recommends a strategy for subsequent monitoring of the removal action at Murdock, as well as criteria for evaluating the performance of the remedial systems and the progress of the restoration effort.

    The Kansas Geological Survey operated a microearthquake network from August 1977 to August 1989 with station located in eastern Kansas and Nebraska. Locatable microearthquakes with duration magnitudes less than 3.2 occur at the rate of roughly 20 per year in the two-state area, with most of the magnitudes ranging from 1.4 to 2.5. The microearthquake pattern observed during the 12 years of recording is consistent with the pattern of historical earthquakes reported since 1867. Much of the activity occurs along the Precambrian Nemaha Ridge, which has been the site of several earthquakes of MM Intensity VII over the past 125 years. Some seismicity is observed along the northwest flank of the Midcontinent Geophysical Anomaly in Kansas, but little is observed in the Nebraska or Iowa portions of this Precambrian feature. The Central Kansas Uplift, a buried anticline similar in age to the Nemaha Ridge, has been the site of several felt earthquakes since 1982. Another trend of earthquakes extends northeastward across central Nebraska and is not associated with any prominent geologic structure. All the seismicity in central and eastern Kansas can be roughly correlated to known geologic structures. 32 refs., 4 figs.

    A framework geophysical program in southeastern Nebraska during 1970 identified a near-circular feature having gravity relief of about 8 mgal and a magnetic anomaly of about 800 gammas. Analysis of the geophysical data provided a model of a cylindrical mass of indefinite length with a radius of 5500 ft (1676 m) and beveled at the basement surface at about 600 ft (183 m). At the approximate depth at which Precambrian rocks were expected, the initial test hole (2-B-71) encountered an iron-rich weathered zone overlying carbonate-rich rock. The carbonate rocks consist essentially of dolomite, calcite, and ankerite and lesser amounts of hematite, chlorite, phlogopite, barite, serpentine, pyrochlore, and quartz and contain barium, strontium, and rare earths. Total REE, P2O5, and 87Sr/86Sr ratios confirm the carbonatite identification. Texturally, the rocks range from fragmental to contorted to massive. Associated with the carbonatite are lesser amounts of basalt, lamprophyre, and syenite. Additional exploratory drilling has provided about 80,000 ft (24,384 m) of rock record and has penetrated about 3400 ft (1038 m) of carbonatite. The carbonatite is overlain by marine sediments of Pennsylvanian (Missourian) age. The surrounding Precambrian basement rocks are low-to medium-grade metamorphic gneiss and schist of island arc origin and granitic plutons. The Elk Creek carbonatite is located near the boundary between the Penokean orogen created at about 1.84 Ga (billion years) and the Dawes terrane (1.78 Ga) of the Central Plains orogen. This boundary strongly influenced the geometry of both the Midcontinent Rift System (1.1 Ga) and the Nemaha uplift (0.3 Ga). It is assumed that the emplacement of the Elk Creek carbonatite (0.5 Ga) was influenced similarly by the pre-existing tectonic sutures.

    The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999). The CCC/USDA issued quarterly monitoring reports from 1988 to 2009. Complete documentation of the CCC/USDA characterization and remediation efforts, including the quarterly monitoring reports, is on the compact disc inside the back cover of this report. The EPA reported on the progress of the remediation systems in a series of five-year reviews (EPA 1993, 1999, 2004, 2009). These reports and other EPA documentation are also on the compact disc inside the back cover of this report, along with the Woodward-Clyde (1986, 1988a,b) documentation cited. Starting in 2006, the analytical results for groundwater (the only medium still being monitored) showed no carbon tetrachloride concentrations above the maximum contaminant level (MCL) of 5.0 g/L. Because the cleanup goals specified in the ROD (EPA 1990) had been met, the EPA removed the site from the NPL in November 2006 (Appendix A). In 2008 the National Pollutant Discharge Elimination System (NPDES) permit for the remediation system was deactivated, and a year later the EPA released its fourth and final five-year report (EPA 2009), indicating that no further action was required for the site and that the site was ready for unlimited use. In 2011-2012, the CCC/USDA decommissioned the remediation systems at Waverly. This report documents the decommission process and closure of the site.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.

    In 1992-1993, Argonne National Laboratory investigated potential carbon tetrachloride contamination that might be linked to the former grain storage facility operated by the Commodity Credit Corporation (CCC) of the U.S. Department of Agriculture (USDA) at Utica, Nebraska. These initial studies identified carbon tetrachloride in a plume of contaminated groundwater, extending approximately 3,500 ft southeastward from the former CCC/USDA facility, within a shallow upper aquifer that had been used previously as a municipal water source by the town (Figure 1.1). A deeper aquifer used as the current municipal water source was found to be free of carbon tetrachloride contamination. Although the shallow aquifer was no longer being used as a source of drinking water at Utica, additional studies indicated that the carbon tetrachloride could pose an unacceptable health threat to potential future residents who might install private wells along the expected downgradient migration pathway of the plume. On the basis of these findings, corrective action was recommended to decrease the carbon tetrachloride concentrations in the upper aquifer to acceptable levels (Argonne 1993a,b, 1995). Initial discussions with the Utica village board indicated that any restoration strategies involving nonbeneficial discharge of treated groundwater in the immediate vicinity of Utica would be unacceptable to the town. To address this concern, the CCC/USDA and Argonne, in cooperation with multiple federal and state regulatory and environmental agencies (Table 1.1) proposed a treatment strategy for the Utica groundwater employing groundwater extraction coupled with the seasonal use of agricultural spray irrigation equipment to simultaneously (1) remove carbon tetrachloride from the groundwater (by volatilization to the atmosphere) and (2) discharge the treated groundwater to enhance the development of wetlands in the North Lake Basin Wildlife Management Area, just north of the town (Argonne 2000). To develop this treatment approach, additional groundwater sampling was conducted to update the distribution of carbon tetrachloride in groundwater identified in the preliminary studies in 1992-1993. In March 1998, detailed mapping of the carbon tetrachloride plume was performed by using the Argonne cone penetrometer (CPT) vehicle to collect groundwater samples for analyses for volatile organic compounds (VOCs) at 13 locations (PS01-PS09, PS12, PS16, PS17, PS19; Figure 1.2). The samples were collected in vertical profiles through the aquifer, at 10-ft intervals. The results of this 1998 study (Table 1.2) demonstrated that the three-dimensional distribution of carbon tetrachloride in the aquifer is complex, with multiple 'hot spots' occurring in the plume at various depths and distances along its length (Argonne 2000). In October 2002, the CCC/USDA requested that Argonne perform targeted groundwater sampling at Utica to document the migration of the carbon tetrachloride plume since the 1998 sampling event. In February 2003, vertical-profile groundwater sampling for VOCs analyses was conducted at 8 selected locations (PS01, PS04-PS07, PS12, PS19, PS20; Figure 1.2 and Table 1.3). The lateral and vertical configuration of the carbon tetrachloride plume, as identified in the 2003 study (Argonne 2003), is illustrated in Figures 1.3-1.7. On the basis of the 2003 groundwater sampling results, a remedial system employing four extraction wells (GWEX 1-GWEX 4), with groundwater treatment by spray irrigation and conventional air stripping, was implemented at Utica, with the concurrence of the CCC/USDA and the agencies identified in Table 1.1. The principal components of the Utica system (shown in Figure 1.8) are described briefly in Section 1.2. Operation of well GWEX4 and the associated air stripper began on October 29, 2004, and routine operation of wells GWEX1-GWEX3 and the spray irrigation treatment units began on November 22, 2004.

The report also presents historical data on Federally assisted noise compatibility projects and funding levels in fiscal years 1982 - 1987.     Described are the methodology and results of an analysis to determine the eligibility of an energy-efficient item for the residential energy-tax credit. Although energy credits are granted only on a national basis, an attempt to determine the tax-credit eligibility for an item such as the heat-pump water heater (HPWH) analyzing national data is inappropriate. The tax-credit eligibility of the HPWH is evaluated for the ten federal regions to take into consideration the regional differences of: (1) HPWH annual efficiency, (2) existing water heater stocks by fuel type, (3) electricity, fuel oil, and natural-gas price variations, and (4) electric-utility oil and gas use for electricity generation. A computer model of consumer choice of HPWH selection as well as a computer code evaluating the economics of tax-credit eligibility on a regional basis were developed as analytical tools for this study. The analysis in this report demonstrates that the HPWH meets an important criteria for eligibility by the Treasury Department for an energy tax credit (nationally, the estimated dollar value of savings of oil and gas over the lifetime of those HPWH's sold during 1981 to 1985 due to the tax credit exceeds the revenue loss to the treasury). A natural-gas price-deregulation scenario is one of two fuel scenarios that are evaluated using the equipment choice and tax-credit models. These two cases show the amounts of oil and gas saved by additional HPWH units sold (due to the tax credit during 1981 to 1985 (range from 13.9 to 23.1 million barrels of oil equivalent over the lifetime of the equipment.

    Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. At the same time, PV is expensive relative to other eligible measures with a return on investment horizon that might exceed program targets. This fact sheet reviews the benefits and potential challenges of including PV in PACE programs.

    Agriculture ranks third in its contribution to Earth's anthropogenically enhanced greenhouse effect. (Energy use and production and chlorofluorocarbons are ranked first and second, respectively.) Specifically, greenhouse gas sources and sinks are increased, and sinks are decreased, by conversion of land to agricultural use, using fertilizers, cultivating paddy rice, producing other plant and animal crops, and by creating and managing animal and plant wastes. However, some of these same activities increase greenhouse gas sinks and decrease greenhouse gas sources so the net effects are not obvious. The paper identifies the agricultural inputs, outputs, and wastes that alter atmospheric concentrations of carbon dioxide, methane, and nitrous oxides, and discusses agriculture's net impact on greenhouse gas fluxes.

    Surface cracks and soil clumps form when saline-sodic, high-clay soil dries out. Treatment with FGD gypsum and irrigation water flowing into these cracks leaches salts until the aggregates swell and the cracks close up. The article describes research projects to develop agricultural uses of FGD gypsum from coal-fired power plants that have been conducted by university researchers and USDA-Agricultural Research Service scientists.
