    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

    Fuel use data relating to agricultural field operations were collected and analyzed during the Nebraska fuel use survey. The farms surveyed had a mean size of 598 ha and a mean total tractor power rating of 221 kW. Mean operating depth, field speed, and tractor power rating were determined for the major field operations. Mean field speeds were generally in agreement with commonly accepted values. Total annual fuel energy use increased with increasing farm size. Over 87 percent of this energy was used from April through October. Even though total fuel energy was increased, specific fuel energy use decreased with increasing farm size. Specific fuel use for field operations was influenced by the size of area worked, operation depth, field speed, and tractor power rating.

    This paper presents the preliminary results from a wind resource assessment program in Nebraska sponsored by the Nebraska Power Association. During the first year the measured annual wind speed at 40 meters ranged from 6.5 - 7.5 m/s (14.6 - 16.8 mph) at eight stations across the state. The site selection process is discussed as well as an overview of the site characteristics at the monitoring locations. Results from the first year monitoring period including data recovery rate, directionality, average wind speeds, wind shear, and turbulence intensity are presented. Results from the eight sites are qualitatively compared with other midwest and west coast locations. 5 figs., 2 tabs.

    This report focuses on the economic development impacts estimated from building and operating 7,800 MW of new wind power in Nebraska. This level of development is on the scale envisioned in the Department of Energy (DOE) report 20% Wind Energy by 2030. A practical first step to building 7,800 of wind is completing 1,000 MW. We also include the estimated economic impacts to Nebraska from building 1,000 MW of wind power. Our primary analysis indicates that the development and construction of approximately 7,800 MW of wind energy in Nebraska by 2030 will support 20,600 to 36,500 annual full-time equivalents (AFTE). In addition, operating the full 7,800 MW of wind energy could support roughly 2,000 to 4,000 full-time workers throughout the operating life of the wind facilities (LFTE). Nebraska's economy is estimated to see an average annual boost in economic activity ranging from $140 million to $260 million solely from construction and development related activities between 2011 and 2030. An additional boost of $250 - $442 million annually is estimated from operating 7,800 MW of wind capacity.

    Kleinholz Field is located in Kimball County of western Nebraska, approximately 250 km northeast of Denver, Colorado. The Paleozoic production from the field is primarily from the Wykert sandstone of the Permian Council Grove Group. Several carbonate zones in the Permian Admire Group also are productive. The field has produced 1,412,449 BO (August 1992) from 26 wells completed in the Permian with a daily production rate of nearly 1,300 BOPD. The Wykert sandstone oil accumulation is in a stratigraphic trap. Ultimate recovery is expected to be approximately 4.5 MMBO which includes waterflood reserves in the Wykert and production from other zones. The discovery well was the Exxon Koenig No. 1 on the western edge of the field in the NW Sec. 17, T14N, R56W. It was drilled on a seismic anomaly targeting Wolfcamp and Pennsylvanian carbonates. It was completed in April 1986 for an initial potential of 35 BO and 11 BWPD from Admire perforations. Wykert sandstone production was first established a year and a half later at the Koenig No. 2. However, it was not recognized as the major field pay until January 1989 with completion of the Exxon P.V. Wykert No. 1 for an initial potential of 340 BOPD. 3 refs., 13 figs.

    The purpose of this study of the hearing records is to identify factors that are likely to impact the performance of a waterflood in the Nebraska panhandle. The records consisted of 140 cases. Most of the hearings were held prior to 1980. Many of the records were incomplete, and data believed to be key to estimating waterflood performance such as Dykstra-Parson permeability distribution or relative permeability were absent. New techniques were applied to analyze the sparse, incomplete dataset. When information is available, but not clearly understood, new computational intelligence tools can decipher correlations in the dataset. Fuzzy ranking and neural networks were the tools used to estimate secondary recovery from the Cliff Farms Unit. The hearing records include 30 descriptive entries that could influence the success or failure of a waterflood. Success or failure is defined by the ratio of secondary to primary oil recovery (S/P). Primary recovery is defined as cumulative oil produced at the time of the hearing and secondary recovery is defined as the oil produced since the hearing date. Fuzzy ranking was used to prioritize the relevance of 6 parameters on the outcome of the proposed waterflood. The 6 parameters were universally available in 44 of the case hearings. These 44 cases serve as the database used to correlate the following 6 inputs with the respective S/P. (1) Cumulative Water oil ratio, bbl/bbl; (2) Cumulative Gas oil ratio, mcf/bbl; (3) Unit area, acres; (4) Average Porosity, %; (5) Average Permeability, md; (6) Initial bottom hole pressure, psi. A 6-3-1 architecture describes the neural network used to develop a correlation between the 6 input parameters and their respective S/P. The network trained to a 85% correlation coefficient. The predicted Cliff Farms Unit S/P is 0.315 or secondary recovery is expected to be 102,700 bbl.

    The Consortium for Algal Biofuel Commercialization (CAB-Comm) was established in 2010 to conduct research to enable commercial viability of alternative liquid fuels produced from algal biomass. The main objective of CAB-Comm was to dramatically improve the viability of algae as a source of liquid fuels to meet US energy needs, by addressing several significant barriers to economic viability. To achieve this goal, CAB-Comm took a diverse set of approaches on three key aspects of the algal biofuels value chain: crop protection; nutrient utilization and recycling; and the development of genetic tools. These projects have been undertaken as collaboration between six academic institutions and two industrial partners: University of California, San Diego; Scripps Institution of Oceanography; University of Nebraska, Lincoln; Rutgers University; University of California, Davis; Johns Hopkins University; Sapphire Energy; and Life Technologies.

    Global Energy Concepts (GEC) has been retained by utilities in Colorado, Nebraska, and Arizona to site, install, and operate 21 wind monitoring stations as part of the Utility Wind Resource Assessment Program (U*WRAP). Preliminary results indicate wind speed averages at 40 meters (132 ft) of 6.5 - 7.4 m/s (14.5-16.5 mph) in Nebraska and 7.6 - 8.9 m/s (17.0-19.9 mph) in Colorado. The Arizona stations are not yet operational. This paper presents the history and current status of the 21 monitoring stations as well as preliminary data results. Information on wind speeds, wind direction, turbulence intensity, wind shear, frequency distribution, and data recovery rates are provided.

    The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. This plume was not being captured by the existing groundwater extraction system. The remediation system was modified in 1994 (Argonne 1993) with the installation of a second groundwater extraction well to contain the contamination further. Subsequently, a detailed evaluation of the system resulted in a recommendation to pump only the second well to conserve water in the aquifer (Argonne 1995). Sampling and analysis after implementation of this recommendation showed continued decreases in the extent and concentrations of the contamination with only one well pumping (Argonne 1999).     Central North America during the Paleozoic was characterized by northern (Williston) and southern (Anadarko) depositional regimes separated by a stable Transcontinental arch. Nebraska lies on the southern flank of this arch and contains the northern zero edges of the lower and middle Paleozoic rocks of the southern regime. Most of these rocks are secondary dolomites with zones of excellent intercrystalline porosity. The Reagan-LaMotte Sandstones and the overlying Arbuckle dolomites are overlapped by Middle Ordovician rocks toward the Transcontinental arch. Rocks equivalent to the Simpson consist of a basal sand (St. Peter) and overlying interbedded gray-green shales and dolomitic limestones. An uppermost shale facies is present in the Upper Ordovician (Viola-Maquoketa) eastward and southward across Nebraska. The dolomite facies extends northward into the Williston basin. The Silurian dolomites, originally more widely deposited, are overlapped by Devonian dolomites in southeastern Nebraska. Upper Devonian rocks exhibit a regional facies change from carbonate to green-gray shale to black shale southeastward across the Mid-Continent. Mississippian carbonates overlap the Devonian westward and northward across the Transcontinental arch. Pennsylvanian uplift and erosion were widespread, producing numerous stratigraphic traps. Sands related to the basal Pennsylvanian unconformity produce along the Cambridge arch. Arbuckle, Simpson, Viola, and Hunton production is present in the Forest City basin and along the Central Kansas uplift. Although source rocks are scarce and the maturation is marginal, current theories of long-distance oil migration encourage exploration in the extensive lower and middle Paleozoic reservoirs in this portion of the Mid-Continent.

    The recent work in the Nebraska Sand Hills, just north of the North Platte Valley, has revealed the presence of numerous dune dams--sites where eolian sand has filled Pleistocene paleovalleys and caused the formation of lake basins containing abundant small, interdunal lakes. Although the Platte River is considered the southern margin of the Sand Hills, there is a 1,200 sq km triangular area of large dunes in Lincoln County just south of the South Platte. The authors hypothesize that large dunes migrated southward to fill the North Platte Valley during glacial maximum when both the North and South Platte were dry. As Rocky Mountain snowmelt and Great Plains precipitation increased during deglaciation, a single 65 km-long, 15 km-wide, 50 m-deep lake formed behind the massive dune dam. The tentative chronology suggests that the lake was in existence for at least several thousand years. They have not yet found compelling evidence of catastrophic flooding downstream of the former lake. Evidence of two large Quaternary lakes on the White Nile between Khartoum and Malakal (Sudan) was discovered in the 1960's. Shoreline deposits indicate the lakes were 400--600 km long and up to 50 km wide. Although the lakes have been attributed to repeated blockage of the White Nile by clay-rich Blue Nile deposits, the distribution and age of dune sand near the confluence of these rivers suggest that, as in the Nebraska example, the course of the White Nile was blocked by dunes when the region was desiccated in the Late Pleistocene. Lakes behind permeable dams rise to a level where input equals output. Earthen dams are vulnerable to overtopping and piping. The relatively high permeability of dune sand prevents or delays overtopping, and piping is prevented by the extremely high low hydraulic gradients that typify extant sand dams.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

    Location and trap type of Cretaceous oil and gas fields in the D-J Fairway of Nebraska are related to the occurrence of 12 Permian salt zones. Salt distribution is controlled by the configuration of evaporate basins, truncation at a sub-Jurassic unconformity, and post-Jurassic subsurface dissolution. The Sidney Trough, which marks the eastern (regionally updip) limit of Cretaceous oil production in western Nebraska, is a rootless salt-dissolution collapse feature, whose location and origin is controlled by an abrupt linear facies change from thick, porous Lyons Sandstone to Leonardian salt. Eastward gravity-driven groundwater flow within the Lyons occurred in response to hydraulic gradient and recharge along the Front Range Uplift following Laramide orogeny. Dissolution of salt at the facies change caused collapse of overlying strata, producing fractures through which cross-formational flow occurred. Younger salts were dissolved, enhancing relief across the regional depression and subsidiary synclines. Timing of post-Jurassic dissolution influenced entrapment within D and J sandstone reservoirs. Where Early Cretaceous (pre-reservoir) dissolution occurred, structure at the D and J sandstone level is relatively simple, and stratigraphic traps predominate. Where Late Cretaceous - Tertiary (post-reservoir) dissolution occurred, structure is more complex, formation waters are more saline, oil and gas are localized on dissolution-induced anticlines, and per-well reserves are significantly higher.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the

IEC inventions. DASA is funding the UI Fusion Studies Laboratory basic IEC research and the intellectual property protection process. The association of the DASA Space Infrastructure division with an apparently unrelated technology has arisen from the perception that IEC technology may benefit from certain aerospace technologies and eventually create a market for space infrastructure services.     Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits.     On April 1, 1998, Materials and Chemistry Laboratory, Inc. (MCLinc) began business as an employee-owned, commercial, applied research laboratory offering services to both government and commercial clients. The laboratory had previously been a support laboratory to DoE's gaseous diffusion plant in Oak Ridge (K-25). When uranium enrichment was halted at the site, the laboratory was expanded to as an environmental demonstration center and served from 1992 until 1997 as a DOE Environmental User Facility. In 1997, after the laboratory was declared surplus, it was made available to the employee group who operated the laboratory for DOE as a government-owned, contractor-operated facility. This paper describes briefly the process of establishing the business. Attributes that contributed to the success of MCLinc are described. Some attention is given to lessons learned and to changes that could facilitate future attempts to make similar transitions. Lessons learnt: as with any business venture, operation over time has revealed that some actions taken by the laboratory founders have contributed to its successful operation while others were not so successful. Observations are offered in hopes that lessons learned may suggest actions that will facilitate future attempts to make similar transitions. First, the decision to vest significant ownership of the business in the core group of professionals operating the business is key to its success. Employee-owners of the laboratory have consistently provided a high level of service to its customers while conducting business in a cost-efficient manner. Secondly, an early decision to provide business support services in-house rather than purchasing them from support contractors on site have proven cost-effective. Laboratory employees do multiple tasks and perform overhead tasks in addition to their chargeable technical responsibilities. Thirdly, assessment of technical capabilities in view of market needs and a decision to offer these

    This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small

    In accordance with the Low-Level Radioactive Waste Policy Amendments Act of 1985, states are responsible for providing for disposal of commercially generated low-level radioactive waste (LLW) within their borders. LLW in the US is defined as all radioactive waste that is not classified as spent nuclear fuel, high-level radioactive waste, transuranic waste, or by-product material resulting from the extraction of uranium from ore. Commercial waste includes LLW generated by hospitals, universities, industry, pharmaceutical companies, and power utilities. LLW generated by the country`s defense operations is the responsibility of the Federal government and its agency, the Department of Energy. The commercial LLRW disposal sites discussed in this report are located near: Sheffield, Illinois (closed); Maxey Flats, Kentucky (closed); Beatty, Nevada (closed); West Valley, New York (closed); Barnwell, South Carolina (operating); Richland, Washington (operating); Ward Valley, California, (proposed); Sierra Blanca, Texas (proposed); Wake County, North Carolina (proposed); and Boyd County, Nebraska (proposed). While some comparisons between the sites described in this report are appropriate, this must be done with caution. In addition to differences in climate and geology between sites, LLW facilities in the past were not designed and operated to today`s standards. This report summarizes each site`s design and operational considerations for near-surface disposal of low-level radioactive waste. The report includes: a description of waste characteristics; design and operational features; post closure measures and plans; cost and duration of site characterization, construction, and operation; recent related R and D activities for LLW treatment and disposal; and the status of the LLW system in the US.

    About 5,000 Tcf of stranded gas reserves exist worldwide--gas that is not economically feasible to recover and move to market through pipelines. For oil producers, this is problematic for a number of reasons. What do you do with associated gas when environmental regulations worldwide are banning flaring due to concerns over greenhouse gas emissions? Reinjection is costly and may not be the best solution in every reservoir. While many producers have enormous gas reserves, they are of no value if that gas is just sitting in the ground with no potential markets at hand. How can you monetize these reserves? A potential solution to the problem of stranded gas reserves is GTL processing. This process takes methane and converts it to synthesis gas, uses the Fischer-Tropsch (FT) process to convert the synthesis gas to syncrude, and upgrades the syncrude to various hydrocarbon chains to produce a variety of refined products. Three recent developments favor commercial GTL development: environmental regulations are creating a premium for ultraclean fuels; new technology is lowering the capital costs and operating costs of GTL development; and world oil prices have risen above $20/bbl. Therefore, the oil and gas industry is taking a serious look at commercialization of GTL.

    The Fourth Assessment Report of the Intergovernmental Panel on Climate Change released in 2007 significantly increased our confidence about the role that humans play in forcing climate change. There is now a high degree of confidence that the (a) current atmospheric concentrations of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) far exceed those of the pre-industrial era, (b) global increases in CO2 arise mainly from fossil fuel use and land use change while those of CH4 and N2O originate primarily from agricultural activities, and (c) the net effect of human activities since 1750 has led to a warming of the lower layers of the atmosphere, with an increased radiative forcing of 1.6 W m-2. Depending on the scenario of human population growth and global development, mean global temperatures could rise between 1.8 and 4.0 C by the end of the 21st century.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.
