    In June 1993, Secretary of Energy Hazel O`Leary formed a Contract Reform Team, chaired by Deputy Secretary Bill White, to evaluate the contracting practices of the Department of Energy and to formulate specific proposals for improving those practices. This report summarizes the results of the work of the Contract Reform Team. It recommends actions for implementation that will significantly improve the Department`s contracting practices and will enable the Department to help create a government that -- in the words of Vice President Gore -- {open_quotes}works better and costs less.{close_quotes} These actions and the deadlines for their implementation are listed. Among other things, they recommend replacing the Department`s standard Management and Operating Contract with a new Performance-Based Management Contract and strengthening the Department`s systems for selecting and managing contractors.

    OAK-B135 This is the final report of work performed by General Atomics on a Gas Turbine Modular Helium Reactor (GT-MHR) commercialization study under contract to the Department of Energy, Oakland Operations Office. The contract work scope covered a series of discrete tasks relating to commercialization of the GT-MHR. During the first year of performance, June 18, 2001--June 30, 2002, the contract covered six tasks, Tasks 1 through 6. Subsequently, four additional tasks were added, Tasks 7,8,10 and 11. With the exception of Task 1, each of the contract Tasks involved the development of one or more discrete deliverable products. Task 1 covered activities performed by General Atomics as part of a several year fuel irradiation testing activity being conducted in cooperation with the European Union. The irradiation testing will not be completed for three or more years into the future. Future work by General Atomics on this irradiation test activity will be covered by a new contract.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by DRS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    Tensor contractions are extremely compute intensive generalized matrix multiplication operations encountered in many computational science fields, such as quantum chemistry and nuclear physics. Unlike distributed matrix multiplication, which has been extensively studied, limited work has been done in understanding distributed tensor contractions. In this paper, we characterize distributed tensor contraction algorithms on torus networks. We develop a framework with three fundamental communication operators to generate communication-efficient contraction algorithms for arbitrary tensor contractions. We show that for a given amount of memory per processor, our framework is communication optimal for all tensor contractions. We demonstrate performance and scalability of our framework on up to 262,144 cores of BG/Q supercomputer using five tensor contraction examples.

    Competitive bidding for electric power is maturing. Increasing numbers of utilities are soliciting proposals from private suppliers. The amount of capacity being sought is increasing, and potential suppliers appear to be abundant. Analysis of these developments still remains limited. Evidence on the behavior of this market is scarce and sketchy. The underlying economic principles that are shaping the market have not clearly been articulated. In this report we examine the economics of competitive bidding both empirically and analytically. Previous study of this market has focused on the evaluation criteria specified in Requests for Proposals (RFPs), and highly aggregated summary statistics on participation and results. We continue the examination of RFPs, but also survey the details of long term contracts that have emerged from competitive bidding. Contracts provide a new level of specific detail that has not been previously available. 68 refs., 13 figs., 25 tabs.

    This paper discusses the use of a Shared Energy Savings (SES) contract as the procurement vehicle to provide, install, and maintain closed-loop ground-coupled heat pumps (CLGCHP`s) for 4,003 family-housing units at Fort Polk, Louisiana. In addition to the requirement relative to heat pumps, the contract allows the energy service company (ESCO) to propose additional projects needed to take full advantage of energy cost-saving opportunities that may exist at Fort Polk. The paper traces the development of the SES contract from feasibility study through development of the request for proposal (RFP) to contract award and implementation. In tracing this development, technical aspects of the project are set forth and various benefits inherent in SES contracting are indicated. The paper concludes that, due to the positive motivation inherent in the shared-savings, as well as partnering aspects of SES contracts, SES contracting is well suited to use as a procurement vehicle.

    This updated publication, produced for DOE's Federal Energy Management Program (FEMP), is an overview of DOE's streamlined energy savings performance contracting ("Super ESPC") process. It is intended for Federal energy and facility managers, contracting officers, procurement staff, private energy service companies (ESCOs), and any others involved in this contracting process. A Super ESPC is an indefinite-delivery, indefinite-quantity contract that allows a qualifying, preselected ESCO to pay the initial capital cost of energy efficiency improvements or renewable energy technologies at a Federal facility. The ESCO is then repaid over time from the Federal agency's resulting cost savings over the term of the contract, which can be up to 25 years. Among other benefits, Super ESPCs allow Federal agencies to obtain energy efficiency improvements and new technologies without having to go through the entire contracting process or having to pay the up-front costs of new equipment and services.

    In order to provide a sound basis and foundation for integrated Project and Contract change management, it is imperative to ensure the alignment of the Negotiated Contract Costs (NCC) with the Contract Budget Base (CBB), where CBB is defined as the Performance Measurement Baseline (PMB) plus Management Reserve (MR). The achievement of this alignment assures customer and contractor agreement on scope, requirements, quantities, schedule and cost, which facilitates the identification of change conditions and ultimate agreement on the value of changes to the NCC and the CBB. Delays in contract/CBB true up/reconciliation can negatively effect measurement of project progress, limiting owner understanding of liability, and may result in increased contract disagreements and potential claims. The Department of Energy Oak Ridge Office of Environmental Management (OR-EM) and URS - CH2M Oak Ridge LLC (UCOR) achieved alignment of the NCC with the CBB within 10 months of UCOR taking over work on the East Tennessee Technology Park (ETTP) cleanup contract by: 1. The Navy has many programs to reduce shore facilities energy costs, and is starting to use third party and shared savings contracting. Navy experience with these programs is briefly summarized, and examples are given.     With the approach of retail wheeling, subsequent price volatility and more than a little utility confusion on the horizon, it is a great time to pose the question; why not reach out and become an international ESCO? There are lots of countries that could certainly benefit from the introduction of performance contracting and the establishment of full service energy service companies. ESCOs from a number of countries are already {open_quotes}testing the waters{close_quotes} around the world. British, German, Austrian, French, and Australian companies, and probably others, are looking for business in areas far from home. There is no question that international markets can be very favorable targets for an ESCO that is ready to broaden its market base. There is a long list of developing countries: the Central and Eastern European nations, the new nations that once formed the Soviet Union, the {open_quotes}awakening giants{close_quotes} like China, Indonesia and India ... all ought to be good opportunities for a growing ESCO to plant the flag of performance contracting ... but are they?

    This paper describes new results linking constrained optimization theory and nonlinear contraction analysis. Generalizations of Lagrange parameters are derived based on projecting system dynamics on the tangent space of possibly time-varying constraints. The paper formalizes the intuition that, just as convexity rather than linearity is the key property in optimization, contraction rather than linearity is the key dynamical property in this context.

    This guide outlines the duties of BPA personnel designated as Contracting Officers Technical Representatives (COTRs). The BPA Administrator gives contracting officers (COs) in BPA responsibility and authority for awarding and administering contracts. COs are authorized to designate other BPA employees to act as their representatives for purposes of contract administration, from the time of contract award until final receipt and acceptance of the contracted services. COTRs are the individuals primarily relied upon to perform technical contract administration functions. Similar functions for supply and construction contracts are performed by engineering representatives, construction inspectors, and inspectors. Although this Guide is written primarily with the COTR in mind, the concept and operation of teamwork is essential throughout the entire process of contract administration. The CO administers the contract during performance, but rarely has expertise in all of the relevant technical areas. Therefore, CO decisions rely on input from a team. The COTR is an indispensable member of that team. The instructions in this Guide are designed to facilitate this essential CO-COTR cooperation. COTR duties are usually additional to those required of the COTR in his or her assigned line organization. The COTR is still accountable to the line supervisor for performance of regularly-assigned duties. These duties are to be reflected appropriately in performance appraisals and job descriptions. For contract administration duties, however, the COTR reports directly to, and is accountable only to, the CO. The COTR`s supervisor must allow sufficient time to ensure that the COTR can adequately monitor the contract for technical compliance. This Guide is designed for COTRs who are performing service contract (including intergovernmental contract) administration functions as an adjunct to their normal technical duties.

    This report documents the results of LBL`s Self-Assessment required by Appendix F to Contract DE ACOO3765F00098. This self assessment covers the performance measures set forth in Appendix F except those requiring an external audit. The performance measures for LBL are in the areas of ES&H Finance, Human Services and Procurement and Property. LBL is a multi-program laboratory operated by the University of California (UC) for DOE. The mission of LBL includes performing research in energy, general, and life sciences. LBL facilities include the main site on 130 acres located in the cities of Berkeley and Oakland; laboratories and offices located in buildings on the UC Berkeley Campus; and three leased buildings in the cities of Berkeley and Emeryville. 1. Involvement of Line Management in the assessment process to provide awareness and ownership. 2. Using existing assessments, audits and appraisals in lieu of a new assessment wherever possible. 3. Conduct of the assessments by individuals with functional responsibility and knowledge of the areas being assessed. 4. Interaction with individuals performing assessments at other Laboratories to enhance our learning process. As anticipated, a number of findings will require corrective action. General corrective actions are identified for key findings in this report. In early May 1993, this Laboratory will begin the development of detailed formal corrective action plans which will be entered into a laboratory automated corrective action tracking system.

The initial focus of our collaborative effort was on gas purchasing and contract portfolios; however, it became apparent that efficient contracting to purchase and use gas requires a broader consideration of regulatory reform. Efficient portfolios are obtained when the holder of the portfolio is affected by and is responsible for the performance of the portfolio. Natural gas distribution companies may prefer a diversity of contracts, but the efficient use of gas requires that the local distribution company be held accountable for its own purchases. Ultimate customers are affected by their own portfolios, which they manage efficiently by making their own choices. The objectives of the DGOI, particularly the efficient use of gas, can be achieved when customers have access to suppliers of gas and energy services under an improved regulatory framework. The evolution of the natural gas market during the last 15 years is described to account for the changing preferences toward gas contracts. Long-term contracts for natural gas were prevalent before the early 1980s, primarily because gas producers had few options other than to sell to a single pipeline company, and this pipeline company, in turn, was the only seller to a gas distribution company.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper descirbes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method (John E Schaufelberger, Len Holm, "Management of Construction Projects, A Constructor's Perspective", University of Washington, Prentice Hall 2002). This method was implemented in the first quarter of Fiscal Year 2009 (FY2009), where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by URS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    Cross-linked actomyosin bundles retract when severed in vivo by laser ablation, or when isolated from the cell and micromanipulated in vitro in the presence of ATP. We identify the time scale for contraction as a viscoelastic time tau, where the viscosity is due to (internal) protein friction. We obtain an estimate of the order of magnitude of the contraction time tau ~ 10-100 s, consistent with available experimental data for circumferential microfilament bundles and stress fibers. Our results are supported by an exactly solvable, hydrodynamic model of a retracting bundle as a cylinder of isotropic, active matter, from which the order of magnitude of the active stress is estimated.

    Many organizations have faced the distasteful task of downsizing, but it was probably dressed up in the euphemistic term {open_quotes}rightsizing{close_quotes}. Most of us would agree that our companies are not the correct size, but why is the {open_quotes}right{close_quotes} size always smaller and not larger? Mergers and acquisitions have also had their effects on many of our colleagues, if not us ourselves. Both of these circumstances have led to fundamental changes in organizational structures and power centers. As a business group flattens the hierarchy, there are fewer steps between those who do and those who manage. Work groups may now be constructed into teams based upon products or customers rather than in their functional areas, such as accounting or sales. Employee empowerment may not be the magic pill that many had hoped for, but it has altered how our businesses operate at practically every level. And as our individual businesses change, the very structure of the energy industry is changing as well. I know many people wish for the dust to settle, see who is left to compete with, and put all this uncomfortable change behind us. This is not about to happen any time soon. Utilities will be the next to feel the intense pressure to change.

    The federal government has conducted the National Photovoltaics Program since 1975. Its purpose is to provide focus, direction, and funding for the development of terrestrial photovoltaic technology as an energy option for the United States. In the past, a summary was prepared each year to provide an overview of the government-funded activities within the National Photovoltaics Program. Tasks conducted in-house by participating national laboratories or under contract by industrial, academic, and other research institutes were highlighted. This year's document is more concise than the summaries of previous years. The FY 1990 contract overview comprises a list of all subcontracts begun, ongoing, or completed by Sandia National Laboratory or the Solar Energy Research Institute during FY 1990 (October 1, 1989, through September 30, 1990). Under each managing laboratory, projects are listed alphabetically by project area and then by subcontractor name.

    This report describes the finding and recommendations on the audit of contractor costs for support services at Department of Energy (DOE) Headquarters. The objective was to determine whether the Office of Management and Budget (OMB) Circular A-76 requirement for new and existing support services contracts was properly implemented. DOE spends about $229 million on support services annually. The audit found that, on average, the costs to perform the work in-house were 40 percent less than contractor costs. The contracted activities were nevertheless continued because DOE policy did not require a cost comparison analyses as part of the program office request for support services. In addition, program officials were reluctant to perform cost comparisons because of concerns about the time required to complete the cost analysis and the availability of additional Federal positions needed for conversion to in-house performance. For the contracts reviewed, DOE could have saved $16.3 million by performing these services in-house rather than by contract.

    The classical Schrodinger bridge seeks the most likely probability law for a diffusion process, in path space, that matches marginals at two end points in time; the likelihood is quantified by the relative entropy between the sought law and a prior, and the law dictates a controlled path that abides by the specified marginals. Schrodinger proved that the optimal steering of the density between the two end points is effected by a multiplicative functional transformation of the prior; this transformation represents an automorphism on the space of probability measures and has since been studied by Fortet, Beurling and others. A similar question can be raised for processes evolving in a discrete time and space as well as for processes defined over non-commutative probability spaces. The present paper builds on earlier work by Pavon and Ticozzi and begins with the problem of steering a Markov chain between given marginals. Our approach is based on the Hilbert metric and leads to an alternative proof which, however, is constructive. More specifically, we show that the solution to the Schrodinger bridge is provided by the fixed point of a contractive map. We approach in a similar manner the steering of a quantum system across a quantum channel. We are able to establish existence of quantum transitions that are multiplicative functional transformations of a given Kraus map, but only for the case of uniform marginals. As in the Markov chain case, and for uniform density matrices, the solution of the quantum bridge can be constructed from the fixed point of a certain contractive map. For arbitrary marginal densities, extensive numerical simulations indicate that iteration of a similar map leads to fixed points from which we can construct a quantum bridge. For this general case, however, a proof of convergence remains elusive.

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract. Specifically, ORP allowed PAC employees to perform work that was inherently governmental and created situations where a potential conflict of interest occurred. Specifically: (1) ORP assigned PAC employees responsibility for providing information and responses to Congressional inquiries and reports issued by the GAO and the Department of Energy's Office of Inspector General (OIG); and (2) PAC employees were also allowed to perform functions that created potential conflicts of interest. ORP permitted PAC employees, for example, to develop statements of work and approve funding of work to be performed under PAC's own contract. We concluded that these problems occurred, at least in part, because ORP had not established controls necessary to effectively administer the PAC contract. Federal procurement regulations recommended that agencies provide additional management controls over contractors whose work has the potential to influence the action of government officials. ORP, however, had not implemented the controls specifically recommended in Federal policy guidance for administering contracts, including: (1) Performing conflict of interest reviews; and (2) Separating contractor and Department employees either physically or organizationally. By not effectively administering its contract with PAC, ORP increased the risk that decisions based on work performed by the contractor may not have been made in the best interests of the Department. For example, ORP increased the risk that approved work would be unnecessary or too costly. As we also recently noted in our report on 'Management Challenges at the Department of Energy' (DOE/IG-0808, December 2008), contract administration issues such as those discussed in this report remain a significant vulnerability. Continued efforts to improve this area are vitally important since the risk that contractors receive payments for unallowable costs could also increase as the Department expands its contracting activities under the American Recovery and Reinvestment Act.     Energy Savings Performance Contracts (ESPCs) allow governments to tap private capital to finance energy efficiency improvements; the debt service on the financing is paid from the energy and energy-related cost savings generated by the efficiency projects themselves. Since 1998 about 43% of the funding for energy efficiency upgrades in US federal buildings has come from ESPC and other similar programs. This paper describes the balance sheet for an ESPC project as currently implemented by US federal agencies, and shows how parameters such as the cost of the project, the interest rate for financing, level of savings, energy escalation rates, and others combine to determine the project cash flow. The paper also examines the sensitivity of project economics to changes in each of these parameters.

    The reality of diminishing funding for the maintenance and repair of each Installation`s real property is brought home to facility managers and Director of Public Works every day. There simply is no money available to fix even the most critical problems like broken chillers and boilers. Preventative maintenance of existing equipment is a thing of the past, obliterated by declining budgets and even more rapidly declining manpower. There are several programs available. Energy Conservation Investment Projects do get funded. Not however, at a rate that will make a significant impact on the Congressionally mandated goals for energy reduction. The current and projected funding lines for this program will only fund a few of the growing list of projects needed. There is also the Federal Energy Management Program. This program will help significantly, but it is not a total solution. Dwindling Operation and Maintenance funds has already been addressed as being insufficient to solve the problem. One additional solution remains that is viable. While it will not solve all of our needs, it is a significant tool to add to the proverbial tool box. The former name for this program was Shared Energy Savings. Today`s new and improved name is Energy Savings Performance Contracting (ESPC).

    We present a fair and optimistic quantum-contract-signing protocol between two clients that requires no communication with the third trusted party during the exchange phase. We discuss its fairness and show that it is possible to design such a protocol for which the probability of a dishonest client to cheat becomes negligible and scales as N{sup -1/2}, where N is the number of messages exchanged between the clients. Our protocol is not based on the exchange of signed messages: Its fairness is based on the laws of quantum mechanics. Thus, it is abuse free, and the clients do not have to generate new keys for each message during the exchange phase. We discuss a real-life scenario when measurement errors and qubit-state corruption due to noisy channels and imperfect quantum memories occur and argue that for a real, good-enough measurement apparatus, transmission channels, and quantum memories, our protocol would still be fair. Apart from stable quantum memories, the other segments of our protocol could be implemented by today's technology, as they require in essence the same type of apparatus as the one needed for the Bennett-Brassard 1984 (BB84) cryptographic protocol. Finally, we briefly discuss two alternative versions of the protocol, one that uses only two states [based on the Bennett 1992 (B92) protocol] and the other that uses entangled pairs, and show that it is possible to generalize our protocol to an arbitrary number of clients.

As equally deserving a market are assisted housing developments, which tend to be smaller scale in terms of size and ownership. This scale discourages energy service companies (ESO's) from approaching these developments because marketing and other transaction costs may be considered prohibitive. One answer to this barrier is a partnership that may act as an umbrella and aggregator for this market. The Illinois Housing Development Authority, assisted by the US Department of Energy's Chicago Regional Support office, is piloting such a partnership for developments that has its mortgages. Working with ESCO Landis and Staefa, Inc., this ongoing initiative is expanding performance contracting into the assisted housing market.

    Cleanup of the Hanford River Corridor has been one of Hanford Site's top priorities since the early 1990's. This urgency is due to the proximity of hundreds of waste sites to the Columbia River and the groundwater that continues to threaten the Columbia River. In April 2005, the U.S. Department of Energy, Richland Operations Office (DOE-RL) awarded the Hanford River Corridor Closure Contract (RCCC), a cost-plus incentive-fee closure contract with a 2015 end date and first of its kind at Hanford Site, to Washington Closure Hanford (WCH), a limited-liability company owned by URS, Bechtel National, and CH2M HILL. WCH is a single-purpose company whose goal is to safely, compliantly, and efficiently accelerate cleanup in the Hanford River Corridor and reduce or eliminate future obligations to DOE-RL for maintaining long-term stewardship over the site. Accelerated performance of the work-scope while keeping a perspective on contract completion presents challenges that require proactive strategies to support the remaining work-scope through the end of the RCCC. This paper outlines the processes to address the challenges of completing work-scope while planning for contract termination. WCH is responsible for cleanup of the River Corridor 569.8 km{sup 2} (220 mi{sup 2}) of the 1,517.7 km{sup 2} (586 mi{sup 2}) Hanford Site's footprint reduction. At the end of calendar year 2011, WCH's closure implementation is well underway. Fieldwork is complete in three of the largest areas within the RCCC scope (Segments 1, 2, and 3), approximately 44.5% of the River Corridor (Figure 3). Working together, DOE-RL and WCH are in the process of completing the 'paper work' that will document the completion of the work-scope and allow DOE-RL to relieve WCH of contractual responsibilities and transition the completed areas to the Long-Term Stewardship Program, pending final action RODs. Within the next 4 years, WCH will continue to complete cleanup of the River Corridor following the completion goals. As field work-scope is completed, progressive reductions of business processes, physical facilities, and staff will occur. Organizations will collapse and flatten commensurate with workload. WCH employees will move on to new endeavors, proud of their accomplishments and the legacy they are leaving behind as being the first and largest environmental cleanup closure contract at Hanford. The intracellular signaling pathways regulating this non-muscle contraction are only partially understood. To study the relations between Rho A and contractile responses, constitutively active Rho A (CA-Rho A) fibroblast cells were reconstituted into fibers and the effects of calf serum (CS) on isometric force were studied. CS-induced force in CA-Rho A fibroblast fibers was twice as large as that in wild type (NIH 3T3) fibroblast fibers. During this response, the translocation of Rho A from the cytosol to the membrane was detected by Rho A activity assays and Western blot analysis. Pre-treatment with a Rho specific inhibitor (C3-exoenzyme) suppressed translocation as well as contraction. These results indicate that Rho A activation is essential for fibroblast contraction. The Rho kinase inhibitor ( (Y27632)) inhibited both NIH 3T3 and CA-Rho A fibroblast fiber contractions. Activation of Rho A is thus directly coupled with Rho kinase activity. We conclude that the translocation of Rho A from the cytosol to the membrane and the Rho kinase pathway can regulate wound healing processes mediated by fibroblast contraction.

    Utilities and energy services companies (ESCOs) are aggressively marketing long-term contracts for DSM savings. Although there may be no initial capital investment or out-of-pocket expense required of them, these contracts impose long-term financial and operating obligations and risks on the customer which may not be readily appreciated and may significantly affect the customer`s business. This paper discusses a number of key issues peculiar to DSM performance contracts which customers should examine carefully before signing an agreement with either an ESCO or utility. These issues include: performance contract structures; tax issues, term of the contract; measurement and verification of savings; construction issues; operating and maintenance responsibilities, and the effects of a force majeure event. One of the primary reasons businesses have not already installed new energy efficient equipment is a lack of capital. But, the increased availability of performance contracting as an alternative financing vehicle has significantly reduced this problem, bringing DSM projects within reach of a much broader range of consumers, such as medium-sized businesses, light industries, large office complexes, universities, hospitals, school districts, municipalities and other governmental bodies. ESCOs, through performance contracts, are willing to assume full responsibility for developing and financing the DSM project, looking to the customer only for a payment of a portion of the attributable {open_quotes}savings.{close_quotes} This interest in DSM programs has also been given a significant financial boost recently by the tax benefits offered to customer by the Energy Policy Act of 1992 and by financial incentives offered to utilities by the Clean Air Act Amendments. In addition, some states` regulators have offered utilities additional financial incentives for meeting pre-defined demand-side management goals (and imposed penalties for the failure to meet those goals).

    Solar water heating is a hardware intensive and therefore capital intensive, energy conservation measure. Energy Savings Performance Contracting (ESPC) offers a solution to the financing barrier by using third-party funds to install a system, and then paying the financier back out of the energy cost savings over the term of the contract. Measurement and Verification (M and V) of system performance is key to this kind of contract, and for Federal government ESPC projects, measurement and verification of energy cost savings is required by statute. The design of an M and V program has very important implications for customers and project developers alike. This paper presents detailed discussion of solar water heating M and V options developed for the US Department of Energy Federal Energy Management Program (FEMP), but with general application for all solar water heating performance contracting arrangements, public and private. The options described in the paper are: stipulation with inspection; metering; utility bill analysis; and renormalized computer models. In addition to contrasting the cost, benefits and appropriate application of each option, this paper discusses issues common to all options, such as the statistical design of M and V programs. The paper concludes with recommended options based on the size and type of project, the cost of the M and V program, and the allocation of risk between the contracting parties.

    Energy-efficient design in buildings today is too often the exception, rather than the rule. Building to code is not enough. That only means if the building was any worse, it would be illegal. The designers of exceptional buildings are showing that integrated design--architects, engineers, clients, and, ideally, contractors working closely together from the start--creates high performance buildings without additional capital cost, just increased design time. Agreement throughout the design profession shows that high performance buildings would be more prevalent if there were incentives to put the extra time into design integration. Rocky Mountain Institute (RMI) and Eley Associates are working to create Performance Based Fee contracts to demonstrate design incentive fees that can help architects, engineers, and building owners create extremely energy-efficient buildings. These fees will reward design professionals for what they save, not just for what they spend--thus aligning designers` interests with owners.

    Contraction, expansion and despinning have been common in the past evolution of Solar System bodies. These processes deform the lithosphere until it breaks along faults. The type and orientation of faults are usually determined under the assumption of a constant lithospheric thickness, but lithospheric thinning can occur at the equator or at the poles due either to latitudinal variation in solar insolation or to localized tidal dissipation. Using thin elastic shells with variable thickness, I show that the equatorial thinning of the lithosphere transforms the homogeneous and isotropic fault pattern caused by contraction/expansion into a pattern of faults striking east-west, preferably formed in the equatorial region. By contrast, lithospheric thickness variations only weakly affect the despinning faulting pattern consisting of equatorial strike-slip faults and polar normal faults. If contraction is added to despinning, the despinning pattern first shifts to thrust faults striking north-south and then to thrus...

    Program management for a large Environmental Restoration and Waste Management (ERWM) task order contract is both a skill and an art. Unlike project management, program management deals with global and political issues, with both client and home organizations, as well as with day-to-day operations. Program management requires up-front planning and nurturing, for no contract matures successfully by itself. This paper identifies the many opportunities presented in the planning and initial implementation of the contract. Potential traps are identified so that they can be recognized and avoided or mitigated. Teaming and subcontracting are also addressed. The authors rely on years of program management experience to explore such questions as the following: Can you have an integrated team? What needs to be done before you sign Your contract? Do you know who your client(s) is(are)? Have you incorporated the relevant, especially any new, procurement strategies? The US Department of Energy-Oak Ridge Operations (DOE-ORO) ERWM Remedial Design Contract with Foster Wheeler Environmental Corporation is used as a model for exploring these topics. This ERWM Program-which focuses on the Oak Ridge National Laboratory, the Y-12 Weapons Plant, and the K-25 Site in Oak Ridge, Tennessee; the Paducah Gaseous Diffusion Plant in Paducah, Kentucky; and the Portsmouth Gaseous Diffusion Plant in Portsmouth, Ohio-is in its fifth year with over 225 task orders. The program has been highly successful and has obtained from DOE outstanding marks for achieving quality, responsiveness, timeliness, and subcontracting goals.
