  10. Alternative large Nc baryons and holography

    In gauge theories in the limit of a large number Nc of colors, baryons are usually described as heavy solitonic objects with mass of order Nc. We discuss an alternative large Nc description both directly in the field theory as well as using holography. In this alternative large Nc limit at least some of the baryons behave like mesons, that is they stay light even at large Nc and their interactions vanish in that limit. For Nc=3 these alternative large Nc baryons are equivalent to the standard baryons. In the holographic description it is manifest that the Regge slopes of mesons and alternative baryons are degenerate.

    It is shown that in the large Nc limit heavy baryon masses can be estimated quantitatively in a 1/Nc expansion using the Hartree approximation. The results are compared with available lattice calculations for different values of the ratio between the square root of the string tension and the heavy quark mass tension independent of Nc. Using a potential adjusted to agree with the one obtained in lattice QCD, a variational analysis of the ground state spin averaged baryon mass is performed using Gaussian Hartree wave functions. Relativistic corrections through the quark kinetic energy are included. The results provide good estimates for the first sub-leading in 1/Nc corrections.

    We investigate a gravity solution containing the gravitational backreaction of the massive scalar field dual to the chiral condensate, which corresponds to $1/N_c$ correction. In general, condensation changes the vacuum structure, so the present dual geometry is appropriate to describe the chiral condensate vacuum in the gauge theory side. After constructing the dual geometry numerically and applying the hard wall model we study the effect of the $1/N_c$ correction on the lightest meson spectra, which improves the values for lightest meson masses into the observations. In addition, we investigate the chiral condensate dependence the binding energy of heavy quarkonium.

    The TRAC prediction are compared to the data for the Semiscale natural-circular Tests S-NC-2B and S-NC-6. S-NC-2B is a baseline test covering single- and two-phase natural circulation as well as reflux; here TRAC compares quite well with the experiment results for mass flow. For Test S-NC-6, which is a reflux test with various amounts of nitrogen injected into the system, the TRAC prediction of the reflux rate is close to the experiment value with no nitrogen in the system. Ultimately, the maximum reflux rate predicted by TRAC is about 20% higher than the data.

    Exotic baryons have been predicted in the context of the chiral soliton model. These states have been identified with strangeness +1 resonances reported in a number of experiments. In this talk it is pointed out that the technique used to quantize these solitons in most conventional treatments depends on dynamical assumptions beyond those in standard large Nc physics. These additional assumptions have never been justified.

    Baryon masses at varying values of Nc and light quark masses are studied with Lattice QCD and the results are analyzed in a low energy effective theory based on a combined framework of the 1/Nc and Heavy Baryon Chiral Perturbation Theory expansions. Lattice QCD results for Nc=3, 5 and 7 obtained in quenched calculations, as well as results for unquenched calculations for Nc=3, are used for the analysis. The results are consistent with a previous analysis of Nc=3 LQCD results, and in addition permit the determination of sub-leading in 1/Nc effects in the spin-flavor singlet component of the baryon masses as well as in the hyperfine splittings.

    We analyze the photo-production helicity amplitudes for the positive parity excited baryons in the context of the $1/N_c$ expansion of QCD. The results show that sub-leading corrections in $1/N_c$ are important and that, while 1-body effective operators are dominant, there is some evidence for the need of 2-body effects.

    It is shown that at sufficiently large $N_c$ for incident momenta which are much larger than the QCD, the total nucleon-nucleon cross section is independent of incident momentum and given by $\\sigma^{\\rm total}=2 \\pi \\log^2(N_c) / (m^2_{\\pi})$. This result is valid in the extreme large $N_c$ regime of $\\log(N_c) \\gg 1$ and has corrections of relative order $\\log (\\log(N_c))/\\log(N_c)$. A possible connection of this result to the Froissart-Martin bound is discussed.

    The thermodyanmics of a metastable hadronic phase of QCD at large $N_C$ are related to properties of an effective QCD string. In particular, it is shown that in the large $N_c$ limit and near the maximum hadronic temperature, $T_H$, the energy density and pressure of the metastable phase scale as ${\\cal E} \\sim (T_H-T)^{-(D_\\perp-6)/2}$ (for $D_\\perp <6$) and $P \\sim (T_H-T)^{-(D_\\perp-4)/2}$ (for $D_\\perp <4$) where $D_\\perp$ is the effective number of transverse dimensions of the string theory. It is shown, however, that for the thermodynamic quantities of interest the limits $T \\to T_H$ and $N_c \\to \\infty$ do not commute. The prospect of extracting $D_\\perp$ via lattice simulations of the metastable hadronic phase at moderately large $N_c$ is discussed.

    We examine environmental effects of surrounding nuclear spins on the electron spin relaxation of the N@C60 molecule (which consists of a nitrogen atom at the centre of a fullerene cage). Using dilute solutions of N@C60 in regular and deuterated toluene, we observe and model the effect of translational diffusion of nuclear spins of the solvent molecules on the N@C60 electron spin relaxation times. We also study spin relaxation in frozen solutions of N@C60 in CS2, to which small quantities of a glassing agent, S2Cl2 are added. At low temperatures, spin relaxation is caused by spectral diffusion of surrounding nuclear 35Cl and 37Cl spins in the S2Cl2, but nevertheless, at 20 K, T2 times as long as 0.23 ms are observed.

    The baryon vector current is computed at one-loop order in large-Nc baryon chiral perturbation theory, where Nc is the number of colors. Loop graphs with octet and decuplet intermediate states are systematically incorporated into the analysis and the effects of the decuplet-octet mass difference and SU(3) flavor symmetry breaking are accounted for. There are large-Nc cancellations between different one-loop graphs as a consequence of the large-Nc spin-flavor symmetry of QCD baryons. The results are compared against the available experimental data through several fits in order to extract information about the unknown parameters. The large-Nc baryon chiral perturbation theory predictions are in very good agreement both with the expectations from the 1/Nc expansion and with the experimental data. The effect of SU(3) flavor symmetry breaking for the |Delta S|=1 vector current form factors f1(0) results in a reduction by a few percent with respect to the corresponding SU(3) symmetric values.

    We explored the statistical and compositional link between Chelyabinsk meteoroid and potentially hazardous asteroid (86039) 1999 NC43 to investigate their proposed relation proposed by Borovi\\v{c}ka et al. (2013). Using detailed computation we confirm that the orbit of the Chelyabinsk impactor is anomalously close to 1999 NC43. We find about (1-3) x 10-4 likelihood of that to happen by chance. Taking the standpoint that the Chelyabinsk impactor indeed separated from 1999 NC43 by a cratering or rotational fission event, we run a forward probability calculation, which is an independent statistical test. However, we find this scenario is unlikely at the about (10-3 -10-2) level. We also verified compositional link between Chelyabinska and 1999NC43. Mineralogical analysis of Chelyabinsk (LL chondrite) and (8) Flora (the largest member of the presumed LL chondrite parent family) shows that their olivine and pyroxene chemistries are similar to LL chondrites.     We consider thermal QCD in the large N_C limit, mainly in 1+1 dimensions. The gauge coupling is only taken into account to minimal order, by projection onto colour singlets. An expression for the free energy, exact as N_C goes to infinity, is then obtained. A third order phase transition will occur. The critical temperature depends on the ratio N_C/L, where L is the (infinite) spatial length. In the high temperature limit, the free energy will approach the same value as in the free theory, whereas we have a mesonic like phase at low temperature. Expressions for the quark condensate, , are also obtained.

    We use contracted spin-flavor symmetry which emerges in the large Nc limit of QCD to obtain relations between proton-proton and proton-neutron total cross sections for both polarized and unpolarized scattering. The formalism used is valid in the semi-classical regime in which the relative momentum of the incident nucleons is much larger than the inverse size of the nucleon, provided that certain technical assumptions are met. The relations should be phenomenologically useful provided that Nc=3 is sufficiently large so that the large Nc results have at least semi-quantitative predictive power. The relations are model-independent in the sense that they depend on properties of large Nc QCD only and not on any particular model-dependent details of the nucleon-nucleon interaction. We compare these model-independent results to experimental data. We find the relation for spin-unpolarized scattering works well empirically. For the case of polarized scattering, the data is consistent with the relations but the cross sections are too small to make sharp predictions.

    When a mixture of ClCN or BrCN with a large excess of neon is codeposited at 4.3 K with a beam of neon atoms that have been excited in a microwave discharge, the infrared spectrum of the resulting solid includes prominent absorptions of the uncharged isocyanide, ClNC or BrNC, and of the corresponding cation, ClCN{sup +} or BrCN{sup +}. The NC-stretching fundamentals of the isocyanides trapped in solid neon lie close to the positions for their previously reported argon-matrix counterparts. The CN-stretching absorptions of ClCN{sup +} and BrCN{sup +} and the CCl-stretching absorption of ClCN{sup +} appear very close to the gas-phase band centers. Absorptions of two overtones and one combination band of ClCN{sup +} are identified. Reversible photoisomerization of ClCN{sup +} to ClNC{sup +} occurs. The two stretching vibrational fundamentals and several infrared and near infrared absorptions associated with electronic transitions of ClNC{sup +} are observed.     Chlorella variabilis NC64A, a unicellular photosynthetic green alga (Trebouxiophyceae), is an intracellular photobiont of Paramecium bursaria and a model system for studying virus/algal interactions. We sequenced its 46-Mb nuclear genome, revealing an expansion of protein families that could have participated in adaptation to symbiosis. NC64A exhibits variations in GC content across its genome that correlate with global expression level, average intron size, and codon usage bias. Although Chlorella species have been assumed to be asexual and nonmotile, the NC64A genome encodes all the known meiosis-specific proteins and a subset of proteins found in flagella. We hypothesize that Chlorella might have retained a flagella-derived structure that could be involved in sexual reproduction. Furthermore, a survey of phytohormone pathways in chlorophyte algae identified algal orthologs of Arabidopsis thaliana genes involved in hormone biosynthesis and signaling, suggesting that these functions were established prior to the evolution of land plants. We show that the ability of Chlorella to produce chitinous cell walls likely resulted from the capture of metabolic genes by horizontal gene transfer from algal viruses, prokaryotes, or fungi. Analysis of the NC64A genome substantially advances our understanding of the green lineage evolution, including the genomic interplay with viruses and symbiosis between eukaryotes.

    The quark propagator is calculated in the Nambu-Jona-Lasinio (NJL) model in a self-consistent 1/Nc-expansion at next-to-leading order. The calculations are carried out iteratively in Euclidean space. The chiral quark condensate and its dependence on temperature and chemical potential is calculated directly and compared with the mean-field results. In the chiral limit, we find a second-order phase transition at finite temperature and zero chemical potential, in agreement with universality arguments. At zero temperature and finite chemical potential, the phase transition is first order. In comparison with the mean-field results, the critical temperature and chemical potential are slightly reduced. We determine spectral functions from the Euclidean propagators by employing the Maximum-Entropy-Method (MEM). Thereby quark and meson masses are estimated and decay channels identified. For testing this method, we also apply it to evaluate perturbative spectral functions, which can be calculated directly in Minkowski space. In most cases we find that MEM is able to reproduce the rough features of the spectral functions, but not the details.

    This paper studies baryons and baryonic matter in the combined large N_c and heavy quark mass limits of QCD in 1+1 dimension. In this non-relativistic limit, baryons are composed of N_c quarks that interact, at leading order in N_c, through a color Coulomb potential. Using variational techniques, very accurate calculations of single baryon masses and interaction energies of low-density baryon crystal are performed. These results are used to cross-check a general numerical approach applicable for arbitrary quark masses and baryon densities recently proposed by Bringoltz, which is based on a lattice in a finite box with periodic boundary conditions. The Bringoltz method differs from a previous approach of Salcedo, et al. in its treatment of a finite box effect - namely gauge configurations that wind around the box. One might expect these effects to be small for large enough boxes, in which the baryon density approaches zero to high accuracy at the edges. However, the effects of these windings appear to be quite large even in such boxes. The large mass infinite volume calculations performed here are consistent with the results of numerical calculations using the Bringoltz method. The calculation of the baryon crystal interaction energy requires the assumption that at low-densities the ground state is composed of individual baryons, each in a color-singlet state and orthogonal to each other. This assumption is plausible but ad hoc in that one can construct configurations in which the entire state is color-singlet but cannot be broken into individual color-singlet baryons. The interaction energy of low-density baryon crystals calculated with the assumption is consistent with numerical results based on Bringoltz's approach suggesting that the assumption is justified. This further supports a similar assumption that was made in 3+1 dimensions, where no alternative means of calculation exist.

    We present measurements of airborne fission products in Chapel Hill, NC, USA, from 62 days following the March 11, 2011, accident at the Fukushima Dai-ichi nuclear power plant. Airborne particle samples were collected daily in air filters and radio-assayed with two high-purity germanium (HPGe) detectors. The fission products I-131 and Cs-137 were measured with maximum activities of 4.2 +/- 0.6 mBq/m^3 and 0.42 +/- 0.07 mBq/m^3 respectively. Additional activity from I-131, I-132, Cs-134, Cs-136, Cs-137 and Te-132 were measured in the same air filters using a low-background HPGe detector at the Kimballton Underground Research Facility (KURF).

    We have investigated carrier transport in SiO{sub 2}/nc-Si/SiO{sub 2} multi-layers by room temperature current-voltage measurements. Resonant tunneling signatures accompanied by current peaks are observed. Carrier transport in the multi-layers were analyzed by plots of ln(I/V{sup 2}) as a function of 1/V and ln(I) as a function of V{sup 1/2}. Results suggest that besides films quality, nc-Si and barrier sub-layer thicknesses are important parameters that restrict carrier transport. When thicknesses are both small, direct tunneling dominates carrier transport, resonant tunneling occurs only at certain voltages and multi-resonant tunneling related current peaks can be observed but with peak to valley current ratio (PVCR) values smaller than 1.5. When barrier thickness is increased, trap-related and even high field related tunneling is excited, causing that multi-current peaks cannot be observed clearly, only one current peak with higher PVCR value of 7.7 can be observed.     With 10 vitrification lines in operation (3 on WVP in Sellafield, 1 on AVM in Marcoule and 6 on AVH in La Hague), Sellafield Ltd and Areva NC benefit from the most in-depth experience worldwide in the vitrification of highly active liquors within a framework of commercial operations. Based on the two-step process design, using a calciner and an induction-heated hot melter, which was initially deployed in Marcoule in 1978, core vitrification equipment has been continuously improved by the independent development programmes of the two companies. In March 2005, Sellafield Ltd and Areva NC signed the Vitrification Assistance Program (hereafter referred to as VAP); a co-operative project lasting 4 years during which Areva NC is to share some areas of their experience and expertise with Sellafield Ltd. Now at the halfway point of this project, this paper summarises the work performed by the VAP team to date, highlighting the early benefits and lessons learned. The following points will be developed: - Equipment delivery and preparation for implementation on WVP - Training organization and dissemination to WVP teams - Lessons learned from the early changes implemented in operations (Calciner, Melter, Dust Scrubber and Primary off gas system), and initial feedback from the first campaign using a VAP equipped line. In conclusion: The vitrification process and technology implemented at Sellafield and at La Hague, based on the two-step process, have proved to be efficient in treating high active liquor of various types. Ten lines based on this principle have been successfully operated for more than 15 years in France and in the UK. The process has also been demonstrated to be sufficiently versatile to benefit from continuous improvement and development programmes. VAP, as a complete package to support vitrification technology and knowledge transfer from AREVA NC to Sellafield Ltd, has provided the framework for fruitful technical exchanges and discussions between the two companies. From equipment delivery to knowledge embedding within the WVP teams, both companies have worked hard together to respect the tight schedule of the contract, despite growing external constraints. This has been closely managed in order to achieve the best results for the VAP without jeopardizing the continuing production operations on both the Sellafield and La Hague sites. For future campaigns, WVP1 will be equipped with an automatic heating control system similar to the one used at La Hague (i.e. based on 4 kHz). This will facilitate the work of the WVP operators and finalise the conversion of WVP melter control systems from manual to automatic, meaning that the melters on all 3 lines will be automatically controlled. Further implementation of VAP equipment is also planned on the other lines. (authors)

    The Lawrence Livermore National Laboratory (LLNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC) has developed this program plan for research in equipment qualification (EQA). In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report. The EQRP has two phases; Phase I is primarily to produce early results and to develop information for Phase II. Phase I will last 18 months and consists of six projects. The first project is program management. The second project is responsible for in-depth evaluation and review of EQ issues and EQ processes. The third project is responsible for detailed planning to initiate Phase II. The remaining three projects address specific equipment; i.e., valves, electrical equipment, and a pump.

    The French Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and design of the repository (named Cigeo) upon the French Radioactive Waste Management Agency (Andra), in order for the review of the creation-license application to start in 2015 and, subject to its approval, the commissioning of the repository to take place in 2025. Andra is responsible for siting, designing, implementing, operating the future geological repository, including operational and long term safety and waste acceptance. Nuclear operators (Electricite de France (EDF), AREVA NC, and the French Commission in charge of Atomic Energy and Alternative Energies (CEA) are technically and financially responsible for the waste they generate, with no limit in time. They provide Andra, on one hand, with waste packages related input data, and on the other hand with their long term industrial experiences of high and intermediate-level long-lived radwaste management and nuclear operation. Andra, EDF, AREVA and CEA established a cooperation agreement for strengthening their collaborations in these fields. Within this agreement Andra and the nuclear operators have defined an industrial program for waste management. This program includes the waste inventory to be taken into account for the design of the Cigeo project and the structural hypothesis underlying its phased development. It schedules the delivery of the different categories of waste and defines associated flows. (authors)

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP.   13. Distributed Quantum Programming

    In this paper we explore the structure and applicability of the Distributed Measurement Calculus (DMC), an assembly language for distributed measurement-based quantum computations. We describe the formal language's syntax and semantics, both operational and denotational, and state several properties that are crucial to the practical usability of our language, such as equivalence of our semantics, as well as compositionality and context-freeness of DMC programs. We show how to put these properties to use by constructing a composite program that implements distributed controlled operations, in the knowledge that the semantics of this program does not change under the various composition operations. Our formal model is the basis of a quantum virtual machine construction for distributed quantum computations, which we elaborate upon in the latter part of this work. This virtual machine embodies the formal semantics of DMC such that programming execution no longer needs to be analysed by hand. Far from a literal translation, it requires a substantial concretisation of the formal model at the level of data structures, naming conventions and abstraction mechanisms. At the same time we provide automatisation techniques for program specification where possible to obtain an expressive and user-friendly programming environment.

    The continuing objective of the Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship and Management (SSM) Program. The extension of current program research capabilities in the National Ignition Facility (NIF) is necessary for the ICF Program to satisfy its stewardship responsibilities. ICF resources (people and facilities) are increasingly being redirected in support of the performance, schedule, and cost goals of the NIF. One of the more important aspects of ICF research is the national nature of the program. Lawrence Livermore National Laboratory's (LLNL's) ICF Program falls within DOE's national ICF Program, which includes the Nova and Beamlet laser facilities at LLNL and the OMEGA, Nike, and Trident laser facilities at the University of Rochester (Laboratory for Laser Energetics, UR/LLE), the Naval Research Laboratory (NRL), and Los Alamos National Laboratory (LANL), respectively. The Particle Beam Fusion Accelerator (PBFA) and Saturn pulsed-power facilities are at Sandia National Laboratories (SNL). General Atomics, Inc. (GA) develops and provides many of the targets for the above experimental facilities. LLNL's ICF Program supports activities in two major interrelated areas: (1) target physics and technology (experimental, theoretical, and computational research); and (2) laser science and optics technology development. Experiments on LLNL's Nova laser primarily support ignition and weapons physics research. Experiments on LLNL's Beamlet laser support laser science and optics technology development. In addition, ICF sciences and technologies, developed as part of the DP mission goals, continue to support additional DOE objectives. These objectives are (1) to achieve diversity in energy sources through inertial fusion energy (IFE) research and (2) to maintain a competitive US economy through new development of technologies of interest for government and industrial use, including Laboratory Directed Research and Development (LDRD). This Overview is divided into sections that include Target Physics and Technology, Laser Science and Optics Technology, the National Ignition Facility, and Inertial Fusion Energy/New Technologies. These sections summarize the findings within the many articles written for refereed journals and the ICF Quarterly Report, and also discuss important results from FY 1996 that have not been covered explicitly in the articles.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

    This Program Plan characterizes ESnet with respect to the current and future needs of Energy Research programs for network infrastructure, services, and development. In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. ESnet provides the Energy Research community with access to many other peer-level networks and to a multitude of other interconnected network facilities. ESnet`s connectivity and relationship to these other networks and facilities are also described in this document. Major Office of Energy Research programs are managed and coordinated by the Office of Basic Energy Sciences, the Office of High Energy and Nuclear Physics, the Office of Magnetic Fusion Energy, the Office of Scientific Computing, and the Office of Health and Environmental Research. Summaries of these programs are presented, along with their functional and technical requirements for wide-area networking.

As the program evolved, four types of review were established. A process for stakeholder participation in peer review eetings was also developed. While a committee established by the ASME provided oversight to the peer-review process, the RSI managed the day-to-day operations of peer review panels. In addition to the reports resulting from peer review of specific projects, several documents were prepared to facilitate the review process, all of which were widely distributed.

    This is the final report of the High Burnup Effects Program (HBEP). It has been prepared to present a summary, with conclusions, of the HBEP. The HBEP was an international, group-sponsored research program managed by Battelle, Pacific Northwest Laboratories (BNW). The principal objective of the HBEP was to obtain well-characterized data related to fission gas release (FGR) for light water reactor (LWR) fuel irradiated to high burnup levels. The HBEP was organized into three tasks as follows: Task 1 -- high burnup effects evaluations; Task 2 -- fission gas sampling; and Task 3 -- parameter effects study. During the course of the HBEP, a program that extended over 10 years, 82 fuel rods from a variety of sources were characterized, irradiated, and then examined in detail after irradiation. The study of fission gas release at high burnup levels was the principal objective of the program and it may be concluded that no significant enhancement of fission gas release at high burnup levels was observed for the examined rods. The rim effect, an as yet unquantified contributor to athermal fission gas release, was concluded to be the one truly high-burnup effect. Though burnup enhancement of fission gas release was observed to be low, a full understanding of the rim region and rim effect has not yet emerged and this may be a potential area of further research. 25 refs., 23 figs., 4 tabs.

    The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal Efficiency) at a typical cruise condition while achieving composite emissions results which met the 2004 U.S. EPA legislated standards. With a combination of engine combustion calibration tuning and the development and application of Urea-based SCR and particulate aftertreatment, these demonstrations were successfully performed by Q4 of 2002. The second phase of the program directed efforts towards an in-vehicle demonstration of an engine system capable of meeting 2007 U.S. EPA legislated emissions requirements while achieving 45% Brake Thermal Efficiency at cruise conditions. Through further combustion optimization, the refinement of Cummins Cooled EGR architecture, the application of a high pressure common rail fuel system and the incorporation of optimized engine parasitics, Cummins Inc. successfully demonstrated these deliverables in Q2 of 2004. The program's final phase set a stretch goal of demonstrating 50% Brake Thermal Efficiency from a heavy duty diesel engine system capable of meeting 2010 U.S. EPA legislated emissions requirements. Cummins chose to pursue this goal through further combustion development and refinement of the Cooled EGR system architecture and also applied a Rankine cycle Waste Heat Recovery technique to convert otherwise wasted thermal energy to useful power. The engine and heat recovery system was demonstrated to achieve 50% Brake Thermal Efficiency while operating at a torque peak condition in second quarter, 2006. The 50% efficient engine system was capable of meeting 2010 emissions requirements through the application of NOx and particulate matter reduction techniques proven earlier in the program.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM. Phase 2 also involved conceptual ATS engine and plant design and technology developments in aerodynamics, sealing, combustion, cooling, materials, coatings and casting development. The market potential for the ATS gas turbine in the 2000-2014 timeframe was assessed for combined cycle, simple cycle and integrated gasification combined cycle, for three engine sizes. The total ATS market potential was forecasted to exceed 93 GW. Phase 3 and Phase 3 Extension involved further technology development, component testing and W501ATS engine detail design. The technology development efforts consisted of ultra low NO{sub x} combustion, catalytic combustion, sealing, heat transfer, advanced coating systems, advanced alloys, single crystal casting development and determining the effect of steam on turbine alloys. Included in this phase was full-load testing of the W501G engine at the McIntosh No. 5 site in Lakeland, Florida.

    The program established a collaborative process with domestic industries for the purpose of sharing Navy-developed technology. Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    Over the last two decades, the scope of our laser research has grown immensely. The small, low-power laser systems of our early days have given way to laser systems of record-breaking size and power. Now we are focusing our activities within the target physics and laser science programs to support the ignition and gain goals of the proposed glass-laser National Ignition Facility. In our laser isotope separation work, we completed the most important set of experiments in the history of the AVLIS Program in 1993, which culminated in a spectacularly successful run that met or exceeded all our objectives. We are also developing lasers and laser-related technologies for a variety of energy, commercial, and defense uses. On the horizon are transfers of important technologies for waste treatment, x-ray lithography, communications and security, optical imaging, and remote sensing, among others.

This summary is meant as a quick overview the Fusion Simulation Program's (FSP's) purpose and intentions. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical Integrated Science Application (ISA) areas: ISA1, the plasma edge; and ISA2, whole device modeling (WDM) including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments. The initial driver for the whole device model will be prediction and avoidance of discharge-terminating disruptions, especially at high performance, which are a critical impediment to successful operation of machines like ITER. If disruptions prove unable to be avoided, their associated dynamics and effects will be addressed in the next phase of the FSP.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond.     The objective of the Remote Monitoring Transparency Program is to evaluate and demonstrate the use of remote monitoring technologies to advance nonproliferation and transparency efforts that are currently being developed by Russia and the US without compromising the national security of the participating parties. Under a lab-to-lab transparency contract between Sandia National Laboratories (SNL) and the Kurchatov Institute (KI RRC), the Kurchatov Institute will analyze technical and procedural aspects of the application of remote monitoring as a transparency measure to monitor inventories of direct-use HEU and plutonium (e.g., material recovered from dismantled nuclear weapons). A goal of this program is to assist a broad range of political and technical experts in learning more about remote monitoring technologies that could be used to implement nonproliferation, arms control, and other security and confidence building measures. Specifically, this program will: (1) begin integrating Russian technologies into remote monitoring systems; (2) develop remote monitoring procedures that will assist in the application of remote monitoring techniques to monitor inventories of HEU and Pu from dismantled nuclear weapons; and (3) conduct a workshop to review remote monitoring fundamentals, demonstrate an integrated US/Russian remote monitoring will have on the national security of participating countries.

    The marine research program supported by the Office of Energy Research, Ecological Research Division, is focused to provide scientific information on major environmental issues facing development and expansion of most energy technologies and energy policy. These issues include waste disposal, siting/operations, and possible long term effects on global systems. The research is concentrated along the United States coastal margins where marine waters provide abundant food and resources while assimilating discharges from atmospheric, terrestrial, and aquatic sources. The program focuses on the formation and transport of particles within the waters of the continental shelf and the fate of these particles, whether on the shelf, on the slope, or in the open ocean. The program is conducted with multidisciplinary teams of researchers who investigate water mass movements, biological productivity, and naturally forming particles, as well as contaminant transport, to develop a clear understanding of the exchanges of contaminants and other materials that take place between continental shelf and open ocean waters. Seventy-five percent of the projects are funded to university grantees and twenty-five percent to National Laboratories.

    The Next Generation Turbine (NGT) Program's technological development focused on a study of the feasibility of turbine systems greater than 30 MW that offer improvement over the 1999 state-of-the-art systems. This program targeted goals of 50 percent turndown ratios, 15 percent reduction in generation cost/kW hour, improved service life, reduced emissions, 400 starts/year with 10 minutes to full load, and multiple fuel usage. Improvement in reliability, availability, and maintainability (RAM), while reducing operations, maintenance, and capital costs by 15 percent, was pursued. This program builds on the extensive low emissions stationary gas turbine work being carried out by Pratt & Whitney (P&W) for P&W Power Systems (PWPS), which is a company under the auspices of the United Technologies Corporation (UTC). This study was part of the overall Department of Energy (DOE) NGT Program that extends out to the year 2008. A follow-on plan for further full-scale component hardware testing is conceptualized for years 2002 through 2008 to insure a smooth and efficient transition to the marketplace for advanced turbine design and cycle technology. This program teamed the National Energy Technology Laboratory (NETL), P&W, United Technologies Research Center (UTRC), kraftWork Systems Inc., a subcontractor on-site at UTRC, and Multiphase Power and Processing Technologies (MPPT), an off-site subcontractor. Under the auspices of the NGT Program, a series of analyses were performed to identify the NGT engine system's ability to serve multiple uses. The majority were in conjunction with a coal-fired plant, or used coal as the system fuel. Identified also was the ability of the NGT system to serve as the basis of an advanced performance cycle: the humid air turbine (HAT) cycle. The HAT cycle is also used with coal gasification in an integrated cycle HAT (IGHAT). The NGT systems identified were: (1) Feedwater heating retrofit to an existing coal-fired steam plant, which could supply both heat and peaking power (Block 2 engine); (2) Repowering of an older coal-fired plant (Block 2 engine); (3) Gas-fired HAT cycle (Block 1 and 2 engines); (4) Integrated gasification HAT (Block 1 and 2 engines). Also under Phase I of the NGT Program, a conceptual design of the combustion system has been completed. An integrated approach to cycle optimization for improved combustor turndown capability has been employed. The configuration selected has the potential for achieving single digit NO{sub x}/CO emissions between 40 percent and 100 percent load conditions. A technology maturation plan for the combustion system has been proposed. Also, as a result of Phase I, ceramic vane technology will be incorporated into NGT designs and will require less cooling flow than conventional metallic vanes, thereby improving engine efficiency. A common 50 Hz and 60 Hz power turbine was selected due to the cost savings from eliminating a gearbox. A list of ceramic vane technologies has been identified for which the funding comes from DOE, NASA, the U.S. Air Force, and P&W.
