    The NBS-Los Alamos 200 MeV Racetrack Microtron (RTM) is being built under a program aimed at developing the technology needed for high-current intermediate-energy CW electron accelerators. In this report we give an overview of the present status of the project. Recent progress includes: (1) completion of testing of the 100 keV chopper-buncher system demonstrating a normalized emittance well under the design goal of 2.6 ..pi.. mm mrad at currents exceedings the design goal of 600 ..mu..A; (2) operation of the rf structures comprising the 5 MeV injector linac at power levels up to 50 kW/m, resulting in an accelerating gradient at ..beta.. = 1 of 2 MV/m (compared to a design goal of 1.5 MV/m). The measured shunt impedance is 82.5 M..cap omega../m; (3) construction and installation of the 30 ton end magnets of the RTM. Field mapping of one magnet has been completed and its uniformity exceeds the design goal of +-2 parts in 10/sup 4/; (4) performance tests (with beam) of prototype rf beam monitors which measure current, relative phase, and beam position in both transverse plants; and (5) installation and initial operation of the primary control system.

  3. NBS/LANL racetrack microtron control system

    The distributed intelligence control system for the NBS/LANL racetrack microtron (RTM) is now nearing completion with all major subsystems implemented and tested, thus providing some operating experience with most of the control system innovations. These include a triple hierarchy of microprocessor-based control elements, consisting of a primary control station and multiple secondary and tertiary control stations; light-link coupling to a tertiary station which operates at a 100 kV potential; a common database shared by separate microprocessors for handling hardware control and operator interactions; and joy stick control of the entire system. A unique secondary station interpreter program was used to great advantage for testing and checkout of various control and monitoring subsystems. The hardware design of the control system is based on Multibus I crates containing commercial Multibus I boards and a few custom designed boards. The primary-secondary data link is a high speed, bidirectional, full-duplex, 8-bit, ''byte'' parallel link designed for this application. This link permits very fast updating of the monitored data (>5 per second) and timely response to operator control inputs at the primary station.

    The contribution of funds from DOE supported publication costs of a special issue of Deep Sea Research arising from presentations at the First U.S. Atlantic Meridional Overturning Circulation (AMOC) Meeting held 4-6 May, 2009 to review the US implementation plan and its coordination with other monitoring activities. The special issue includes a total of 16 papers, including publications from three DOE-supported investigators (ie Sevellec, F., and A.V. Fedorov; Hu et. al., and Wan et. al.,). The special issue addresses DOE interests in understanding and simulation/modeling of abrupt climate change.

  6. End magnets for the NBS-Los Alamos racetrack microtron

    Two end magnets have been designed and constructed for the 185 MeV NBS-Los Alamos racetrack microtron. The field has been measured in the first magnet and is uniform over a 0.62 m/sup 2/ area to within +-2 x 10/sup -4/ at 1 T. The magnet meets all performance specifications. Field measurements are underway on the second magnet. In this paper, design and construction details which play an important role in magnetic performance are described, and the measured fields are compared with calculations.

    Data have been presented for 35 elements determined by INAA for NBS oyster tissue (SRM 1566) and for 38 elements determined by INAA and RNAA for IAEA animal bone (H-5). The experimental data showed excellent agreement with published values wherever the comparison exists. Additional trace-element data in the ppb range have been presented for the elements Sc, Sb, Cs, La, Ce, Nd, Sm, Eu, Tb, Dy, Ho, Yb, Lu, Hf, Ta, W and Th in NBS oyster tissue. Also, additional trace-element data for IAEA animal bone (H-5) in the ppb range for the elements Al, Sc, Co, Rb, Cs, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Tm, Yb, lu, Hf, Ta and Th have been presented.

    Instrumental and radiochemical neutron activation analysis (INAA and RNAA) were employed to measure about 37 major, minor, and trace elements in two standard reference materials: oyster tissue (SRM 1566) supplied by the National Bureau of Standards (NBS) and animal bone (H-5) supplied by the International Atomic Energy Agency (IAEA). Wherever the comparison exists, our data show excellent agreement with accepted values for each SRM. These SRM's are useful as reference standards for the analysis of biological materials. Additionally, the chondritic normalized rare earth element pattern of animal bone behaves as a smooth function of the ionic radii, as previously observed for biological materials.

  11. Tensile Strain Switched Ferromagnetism in Layered NbS2 and NbSe2

    Developing approaches to effectively induce and control the magnetic states is critical to the use of magnetic nanostructures in quantum information devices but is still challenging. Here we have demonstrated, by employing the density functional theory calculations, an existence of infinite magnetic sheets with structural integrity and magnetic homogeneity. Examination from a series of transition metal dichalcogenides shows that the biaxial tensile strained NbS2 and NbSe2 structures can be magnetized with a ferromagnetic character due to the competitive effects of through-bond interaction and through-space interaction. The estimated Curie temperatures (387 and 542 K under the 10% strain for NbS2 and NbSe2 structures, respectively) suggest that the unique ferromagnetic character can be achieved above room temperature. The self-exchange of population between 4d orbitals of Nb atom that leads to the exchange splitting is the mechanism behind the transition of the spin moment. The induced magnetic moments can be significantly enhanced by the tensile strain, even giving rise to half-metallic character with the strong spin polarization around the Fermi level. Given the recent progress that the desired strain can be achieved on two-dimensional nanostructures, such as graphene and BN layer in a controlled way, we believe that our calculated results are suitable for experimental verification and implementation opening a new path to explore the spintronics in pristine two-dimensional nanostructures.

    A Uniform Hot Gas Stream Facility has been constructed as part of the NBS high temperature sensor program. The facility provides a unique capability of testing the fiber optic devices to 4300/sup 0/F in a uniform, two inch diameter hot gas stream. This facility will be used to evaluate the new fiber optic devices and thin film devices. A related sputtering facility has also come on-line at NBS. An rf and dc sputtering system is operational and the facility used to sputter a wide array of thin films on the tips of the fibers and thin film sensors. In conclusion, the optical fiber sensor program directed towards automotive applications has been developed to the initial stage of proof of concept, displaying unusual accuracy and endurance. At this point, the effort will focus on the thin film sensors since the thin film devices appear to be of more direct interest to the ECUT automotive engine program.

    Proper understanding of sooting processes will aid in assessing the impact of alternative fuels on hardware durability, combustion and heat transfer efficiency, and the environment. These efforts are in direct support of ECUT projects dealing with open cycle/engine combustion technology, direct heating and conversion, physical processes, and chemical processes. Soot formation entails a number of complex processes that occur within and about the combustion zone. These include hydrocarbon cracking, nucleation, growth, agglomeration and burnout. The importance of free radical processes, the involvement of aromatic and acetylenic intermediates, and the effect of inorganic components on the soot formation processes will be investigated. The effect of physical properties (such as boiling point and viscosity) on the droplet formation, evaporation, combustion and subsequent soot formation processes will also be examined. The effect of flow field parameters on the chemical, as well as physical processes will be studied. Initial studies toward investigation of chemical effects on soot formation are being carried out in laboratory-scale diffusion flames of various configurations. Investigations of physical effects on soot formation are carried out in the NBS experimental furnace. A combination of optical diagnostic techniques are used. 8 refs.

    Understanding the role of spin-orbit coupling (SOC) has been crucial for controlling magnetic anisotropy in magnetic multilayer films. It has been shown that electronic structure can be altered via interface SOC by varying the superlattice structure, resulting in spontaneous magnetization perpendicular or parallel to the plane. In lieu of magnetic thin films, we study the similarly anisotropic helimagnet Cr1/3NbS2 where the spin-polarization direction, controlled by the applied magnetic field, can modify the electronic structure. As a result, the direction of spin polarization can modulate the density of states and in turn affect the in-plane electrical conductivity. In Cr1/3NbS2, we found an enhancement of in-plane conductivity when the spin polarization is out-of-plane as compared to in-plane spin polarization. This is consistent with the increase in density of states near the Fermi energy at the same spin configuration, found from first-principles calculations. We also observe unusual field dependence of the Hall signal in the same temperature range. This is unlikely to originate from the noncollinear spin texture but rather further indicates strong dependence of electronic structure on spin orientation relative to the plane.

    This report is submitted to Congress by the Secretary of the Air Force, the Secretary of the Navy, and the Secretary of the Interior pursuant to Section 6 of the Military Lands Withdrawal Act of 1986. It contains an analysis and evaluation of the effects on public health and safety resulting from DOD and Department of Energy (DOE) military and defense-related uses on withdrawn public lands in the State of Nevada and in airspace overlying the State. This report describes the cumulative impacts of those activities on public and private property in Nevada and on plants, fish and wildlife, cultural, historic, scientific, recreational, wilderness and other resources of the public lands of Nevada. An analysis and evaluation of possible measures to mitigate the cumulative effects of the withdrawal of lands and the use of airspace in Nevada for defense-related purposes was conducted, and those considered practical are listed.

    This Environmental Assessment (EA) evaluates the differences in potential environmental impacts between two plutonium Special Isotope Separation (SIS) technologies: Atomic Vapor Laser Isotope Separation (AVLIS) and Molecular Laser Isotope Separation (MLIS). Both SIS technologies use PuO/sub 2/ as feed; AVLIS converts feed to plutonium metal and MLIS converts feed to PuF/sub 6/. The AVLIS process uses laser energy to selectively photoionize and electrostatically separate plutonium isotopes from an atomic vapor stream. The MLIS process uses laser energy to selectively disassociate specific isotopes of plutonium in the form of PuF/sub 6/ molecules to create PuF/sub 5/ for collection and further processing. Both processes produce plutonium metal as their product. An evaluation of differences in potential environmental impacts attributed to the construction of an SIS facility, based on either technology, included a comparison of construction materials, land areas required, and the size of the design and construction workforce. The differences in potential environmental impacts from operating an SIS facility were also compared. No large differences in potential environmental impacts would be expected from the use of process chemicals. An AVLIS or an MLIS facility would produce operating effluents that would meet all applicable radiation, chemical, and hazardous waste standards and would be constructed to protect workers, the public and the environment. This EA has not revealed any significant differences in the potential environmental impacts that could occur as a result of deploying either the AVLIS or the MLIS Special Isotope Separation technology.

    An apparatus for simulating special nuclear material is provided. The apparatus typically contains a small quantity of special nuclear material (SNM) in a configuration that simulates a much larger quantity of SNM. Generally the apparatus includes a spherical shell that is formed from an alloy containing a small quantity of highly enriched uranium. Also typically provided is a core of depleted uranium. A spacer, typically aluminum, may be used to separate the depleted uranium from the shell of uranium alloy. A cladding, typically made of titanium, is provided to seal the source. Methods are provided to simulate SNM for testing radiation monitoring portals. Typically the methods use at least one primary SNM spectral line and exclude at least one secondary SNM spectral line.

    In July 1994, the Executive Director for Operations of the US Nuclear Regulatory Commission (NRC) appointed a Special Review Panel to assess the Differing Professional View or Opinion (DPV/DPO) process, including its effectiveness, how well it is understood by employees, and the organizational climate for having such views aired and properly decided. An additional area within this review was to address the effectiveness of the DPO procedures as they pertain to public access and confidentiality. Further, the Panel was charged with the review of the submittals completed since the last review to identify employees who made significant contributions to the agency or to the public health and safety but had not been adequately recognized for this contribution. The report presents the Special Review Panel`s evaluation of the NRC`s current process for dealing with Differing Professional Views or Opinions. Provided in this report are the results of an employee opinion survey on the process; highlights and suggestions from interviews with individuals who had submitted a Differing Professional View or Opinion, as well as with agency managers directly involved with the Differing Professional Views or Opinions process; and the Special Review Panel`s recommendations for improving the DPV/DPO process.

    -made disasters that many of the problems posed by emergency planning for a chemical weapons agent release are shared by other hazards as well. The notion that emergency planning shares common functions underlies the decision by FEMA to include the Chemical Stockpile Emergency Preparedness Program (CSEPP) in its 'all-hazards' planning approach. The CSEPP's official planning guidance operationalizes this approach by suggesting that state and local CSEPP emergency plans 'should be appended to the existing all-hazards emergency plan.' The SPP is programmed as a set of tools within an ESRI ArcMap 9.1 project. ArcMap is a component of both ESRI ArcGIS 9.1 and ESRI ArcView 9.1, and it provides a rich GIS user interface for viewing spatial and tabular data, analyzing it, and producing output reports and maps. This GIS interface has been augmented with the SPP tools for a user interface that provides custom functionality for emergency planning. The system as released also includes some hypothetical example records for special needs populations, facilities, resources, control points and sirens sufficient for showing how the system would work with real information. A GIS database is included with some publicly available example layers. The SPP is designed to support emergency planners as they address emergency management issues, and includes capabilities that support the collection and importing of data, the review of data in a spatial context, and GIS tools for emergency planning. The SPP system allows for the identification and categorization of response zones to allow for multiple levels of preparedness. An Immediate Response Zone (IRZ) might be designated as the area 0 to 10 miles from a facility where the response would be the most urgent. SPP can support more than one set of planning zones to accommodate different types of emergencies or the different jurisdictions of emergency response organizations. These areas can be delineated by any number of criteria that make sense for the

    Over the past century Special Relativity has become a cornerstone of modern physics, and its Lorentz invariance is a foundation of every current fundamental theory of physics. So it is crucial that it be thoroughly tested experimentally. The many tests of SR will be discussed, including several modern high-precision measurements. Several experiments that appear to be in conflict with SR will also be discussed, such as claims that the famous measurements of Michelson and Morley actually have a non-null result, and the similar but far more extensive measurements of Dayton Miller that 'determined the absolute motion of the earth'. But the errorbars for these old experiments are huge, and are larger than their purported signals. In short, SR has been tested extremely well and stands un-refuted today, but current thoughts about quantum gravity suggest that it might not truly be a symmetry of nature.

    This report presents research on public key, digital signature algorithms for cryptographic authentication in low-powered, low-computation environments. We assessed algorithms for suitability based on their signature size, and computation and storage requirements. We evaluated a variety of general purpose and special purpose computing platforms to address issues such as memory, voltage requirements, and special functionality for low-powered applications. In addition, we examined custom design platforms. We found that a custom design offers the most flexibility and can be optimized for specific algorithms. Furthermore, the entire platform can exist on a single Application Specific Integrated Circuit (ASIC) or can be integrated with commercially available components to produce the desired computing platform.

    We discuss the recent proposal of implementing doubly special relativity in configuration space by means of Finsler geometry. Although this formalism leads to a consistent description of the dynamics of a particle, it does not seem to give a complete description of the physics. In particular, the Finsler line element is not invariant under the deformed Lorentz transformations of doubly special relativity. We study in detail some simple applications of the formalism.
