    In the recent years, there have been significant advancements in the areas of scientific data management and retrieval techniques, particularly in terms of standards and protocols for archiving data and metadata. Scientific data is rich, and spread across different places. In order to integrate these pieces together, a data archive and associated metadata should be generated. Data should be stored in a format that can be retrievable and more importantly it should be in a format that will continue to be accessible as technology changes, such as XML. While general-purpose search engines (such as Google or Bing) are useful for finding many things on the Internet, they are often of limited usefulness for locating Earth Science data relevant (for example) to a specific spatiotemporal extent. By contrast, tools that search repositories of structured metadata can locate relevant datasets with fairly high precision, but the search is limited to that particular repository. Federated searches (such as Z39.50) have been used, but can be slow and the comprehensiveness can be limited by downtime in any search partner. An alternative approach to improve comprehensiveness is for a repository to harvest metadata from other repositories, possibly with limits based on subject matter or access permissions. Searches through harvested metadata can be extremely responsive, and the search tool can be customized with semantic augmentation appropriate to the community of practice being served. One such system, Mercury, a metadata harvesting, data discovery, and access system, built for researchers to search to, share and obtain spatiotemporal data used across a range of climate and ecological sciences. Mercury is open-source toolset, backend built on Java and search capability is supported by the some popular open source search libraries such as SOLR and LUCENE. Mercury harvests the structured metadata and key data from several data providing servers around the world and builds a centralized index. The harvested files are indexed against SOLR search API consistently, so that it can render search capabilities such as simple, fielded, spatial and temporal searches across a span of projects ranging from land, atmosphere, and ocean ecology. Mercury also provides data sharing capabilities using Open Archive Initiatives Protocol for Metadata Handling (OAI-PMH). In this paper we will discuss about the best practices for archiving data and metadata, new searching techniques, efficient ways of data retrieval and information display.

    This project contributes to the detection of flaws in the germanium detectors for the Cryogenic Dark Matter Search (CDMS) experiment. Specifically, after imaging the detector surface with a precise imaging and measuring device, they developed software to stitch the resulting images together, applying any necessary rotations, offsets, and averaging, to produce a smooth image of the whole detector that can be used to detect flaws on the surface of the detector. These images were also tiled appropriately for the Google Maps API to use as a navigation tool, allowing viewers to smoothly zoom and pan across the detector surface. Automated defect identification can now be implemented, increasing the scalability of the germanium detector fabrication.

    Data visualization is an emerging technology with high potential for addressing the information overload problem. This project extends the data visualization work of the Navigating Science project by coupling it with more traditional information retrieval methods. A citation-derived landscape was augmented with documents using a text-based similarity measure to show viability of extension into datasets where citation lists do not exist. Landscapes, showing hills where clusters of similar documents occur, can be navigated, manipulated and queried in this environment. The capabilities of this tool provide users with an intuitive explore-by-navigation method not currently available in today`s retrieval systems.

    This Retrieval Options Study is part of the systems analysis activities of the Office of Nuclear Waste Isolation to develop the scientific and technological bases for radioactive waste repositories in various geologic media. The study considers two waste forms, high level waste and spent fuel, and defines various classes of waste retrieval and recovery. A methodology and data base are developed which allow the relative evaluation of retrieval and recovery costs and the following technical criteria: safety; technical feasibility; ease of retrieval; probable intact retrieval time; safeguards; monitoring; criticality; and licensability. A total of 505 repository options are defined and the cost and technical criteria evaluated utilizing a combination of facts and engineering judgments. The repositories evaluated are selected combinations of the following parameters: Geologic Media (salt, granite, basalt, shale); Retrieval Time after Emplacement (5 and 25 years); Emplacement Design (nominal hole, large hole, carbon steel canister, corrosion resistant canister, backfill in hole, nominal sleeves, thick wall sleeves); Emplacement Configuration (single vertical, multiple vertical, single horizontal, multiple horizontal, vaults; Thermal Considerations; (normal design, reduced density, once-through ventilation, recirculated ventilation); Room Backfill; (none, run-of-mine, early, 5 year delay, 25 year delay, decommissioned); and Rate of Retrieval; (same as emplacement, variably slower depending on repository/canister condition).

    EM-21 is the Waste Processing Division of the Office of Engineering and Technology, within the U.S. Department of Energy’s (DOE) Office of Environmental Management (EM). In August of 2008, EM-21 began an initiative to develop a Retrieval Knowledge Center (RKC) to provide the DOE, high level waste retrieval operators, and technology developers with centralized and focused location to share knowledge and expertise that will be used to address retrieval challenges across the DOE complex. The RKC is also designed to facilitate information sharing across the DOE Waste Site Complex through workshops, and a searchable database of waste retrieval technology information. The database may be used to research effective technology approaches for specific retrieval tasks and to take advantage of the lessons learned from previous operations. It is also expected to be effective for remaining current with state-of-the-art of retrieval technologies and ongoing development within the DOE Complex. To encourage collaboration of DOE sites with waste retrieval issues, the RKC team is co-led by the Savannah River National Laboratory (SRNL) and the Pacific Northwest National Laboratory (PNNL). Two RKC workshops were held in the Fall of 2008. The purpose of these workshops was to define top level waste retrieval functional areas, exchange lessons learned, and develop a path forward to support a strategic business plan focused on technology needs for retrieval. The primary participants involved in these workshops included retrieval personnel and laboratory staff that are associated with Hanford and Savannah River Sites since the majority of remaining DOE waste tanks are located at these sites. This report summarizes and documents the results of the initial RKC workshops. Technology challenges identified from these workshops and presented here are expected to be a key component to defining future RKC-directed tasks designed to facilitate tank waste retrieval solutions.

    This paper describes a hardware and software system developed to perform autonomous navigation of a land vehicle in a structured environment. The vehicle used for development and testing of the system was the Jeep Cherokee Mobile Robotics Testbed Vehicle developed at Sandia National Laboratories in Albuquerque. Since obstacle detection and avoidance have not yet been incorporated into the system, a structured environment is postulated that presumes the paths to be traversed are free of obstacles. The system performs path planning and execution based on maps constructed using the vehicle's on board navigation system and map-maker.     Phase I retrieval of post-1970 TRU wastes from burial ground 218-W-4C can be done in a safe, efficient, and cost-effective manner. Initiating TRU retrieval by retrieving uncovered drums from Trenches 1, 20, and 29, will allow retrieval to begin under the current SWBG safety authorization basis. The retrieval of buried drums from Trenches 1, 4, 20, and 29, which will require excavation, will commence once the uncovered drum are retrieved. This phased approach allows safety analysis for drum venting and drum module excavation to be completed and approved before the excavation proceeds. In addition, the lessons learned and the operational experience gained from the retrieval of uncovered drums can be applied to the more complicated retrieval of the buried drums. Precedents that have been set at SRS and LANL to perform retrieval without a trench cover, in the open air, should be followed. Open-air retrieval will result in significant cost savings over the original plans for Phase I retrieval (Project W-113). Based on LANL and SRS experience, open-air retrieval will have no adverse impacts to the environment or to the health and safety of workers or the public. Assaying the waste in the SWBG using a mobile assay system, will result in additional cost savings. It is expected that up to 50% of the suspect-TRU wastes will assay as LLW, allowing those waste to remain disposed of in the SWBG. Further processing, with its associated costs, will only occur to the portion of the waste that is verified to be TRU. Retrieval should be done, to the extent possible, under the current SWBG safety authorization basis as a normal part of SWBG operations. The use of existing personnel and existing procedures should be optimized. By working retrieval campaigns, typically during the slow months, it is easier to coordinate the availability of necessary operations personnel, and it is easier to coordinate the availability of a mobile assay vendor.

    This report presents the results of an evaluation of an innovative retrieval technique for buried transuranic waste. Application of this retrieval technique was originally designed for full pit retrieval; however, it applies equally to a hot spot retrieval technology. The technique involves grouting the buried soil waste matrix with a jet grouting procedure, applying an expansive demolition grout to the matrix, and retrieving the debris. The grouted matrix provides an agglomeration of fine soil particles and contaminants resulting in an inherent contamination control during the dusty retrieval process. A full-scale field demonstration of this retrieval technique was performed on a simulated waste pit at the Idaho National Engineering Laboratory.     The quantum navigation problem of finding the time-optimal control Hamiltonian that transports a given initial state to a target state through quantum wind, that is, under the influence of external fields or potentials, is analysed. By lifting the problem from the state space to the space of unitary gates realising the required task, we are able to deduce the form of the solution to the problem by deriving a universal quantum speed limit. The expression thus obtained indicates that further simplifications of this apparently difficult problem are possible if we switch to the interaction picture of quantum mechanics. A complete solution to the navigation problem for an arbitrary quantum system is then obtained, and the behaviour of the solution is illustrated in the case of a two-level system.

    X-ray navigation is a new concept in satellite navigation in which orientation, position and time are measured by observing stellar emissions in x-ray wavelengths. X-ray navigation offers the opportunity for a single instrument to be used to measure these parameters autonomously. Furthermore, this concept is not limited to missions in close proximity to the earth. X-ray navigation can be used on a variety of missions from satellites in low earth orbit to spacecraft on interplanetary missions. In 1997 the Unconventional Stellar Aspect Experiment (USA) will be launched as part of the Advanced Research and Global Observation Satellite (ARGOS). USA will provide the first platform for real-time experimentation in the field of x-ray navigation and also serves as an excellent case study for the design and manufacturing of space qualified systems in small, autonomous groups. Current techniques for determining the orientation of a satellite rely on observations of the earth, sun and stars in infrared, visible or ultraviolet wavelengths. It is possible to use x-ray imaging devices to provide arcsecond level measurement of attitude based on star patterns in the x-ray sky. This technique is explored with a simple simulation. Collimated x-ray detectors can be used on spinning satellites to provide a cheap and reliable measure of orientation. This is demonstrated using observations of the Crab Pulsar taken by the high Energy Astronomy Observatory (HEAO-1) in 1977. A single instrument concept is shown to be effective, but dependent on an a priori estimate of the guide star intensity and thus susceptible to errors in that estimate. A star scanner based on a differential measurement from two x-ray detectors eliminates the need for an a priori estimate of the guide star intensity. A first order model and a second order model of the two star scanner concepts are considered. Many of the stars that emit in the x-ray regime are also x-ray pulsars with frequency stability approaching a part in 10{sup 9}. By observing these pulsations, a satellite can keep accurate time autonomously. They have demonstrated the acquisition and tracking of the Crab nebula pulsar by simulating the operation of a phase-locked loop.

    Entanglement between a single photon and a quantum memory forms the building blocks for quantum repeater and quantum network. Previous entanglement sources are typically with low retrieval efficiency, which limits future larger-scale applications. Here, we report a source of highly retrievable spinwave-photon entanglement. Polarization entanglement is created through interaction of a single photon with ensemble of atoms inside a low-finesse ring cavity. The cavity is engineered to be resonant for dual spinwave modes, which thus enables efficient retrieval of the spinwave qubit. An intrinsic retrieval efficiency up to 76(4)% has been observed. Such a highly retrievable atom-photon entanglement source will be very useful in future larger-scale quantum repeater and quantum network applications.

    A project undertaken to provide the Bonneville Power Administration (BPA) with information needed to conduct environmental assessments and meet requirements of the National Environmental Policy Act (NEPA) and the Pacific Northwest Electric Power Planning and Conservation Act (Regional Act) is described. Access to information on environmental effects would help BPA fulfill its responsibilities to coordinate power generation on the Columbia River system, protect uses of the river system (e.g., irrigation, recreation, navigation), and enhance fish and wildlife production. Staff members at BPA identified the need to compile and index information resources that would help answer environmental impact questions. A computer retrieval system that would provide ready access to the information was envisioned. This project was supported by BPA to provide an initial step toward a compilation of environmental impact information. Scientists at Pacific Northwest Laboratory (PNL) identified, gathered, and evaluated information related to environmental effects of water level on uses of five study reservoirs and developed and implemented and environmental data retrieval system, which provides for automated storage and retrieval of annotated citations to published and unpublished information. The data retrieval system is operating on BPA's computer facility and includes the reservoir water-level environmental data. This project was divided into several tasks, some of which were conducted simultaneously to meet project deadlines. The tasks were to identify uses of the five study reservoirs, compile and evaluate reservoir information, develop a data entry and retrieval system, identify and analyze research needs, and document the data retrieval system and train users. Additional details of the project are described in several appendixes.

In the classical context, finding the time-optimal way to steer a ship in the presence of a background wind or current is known as the Zermelo navigation problem, whose solution can be obtained by working out geodesic curves on a space equipped with a Randers metric.     System engineering principles and methods are very useful in large-scale complex systems for developing the engineering requirements from end-user needs. Integrating research into system engineering is a challenging task. The proposed Global Precipitation Mission (GPM) satellite will use a dual-wavelength precipitation radar to measure and map global precipitation with unprecedented accuracy, resolution and areal coverage. The satellite vehicle, precipitation radars, retrieval algorithms, and ground validation (GV) functions are all critical subsystems of the overall GPM system and each contributes to the success of the mission. Errors in the radar measurements and models can adversely affect the retrieved output values. Ground validation (GV) systems are intended to provide timely feedback to the satellite and retrieval algorithms based on measured data. These GV sites will consist of radars and DSD measurement systems and also have intrinsic constraints. One of the retrieval algorithms being studied for use with GPM is the dual-wavelength DSD algorithm that does not use the surface reference technique (SRT). The underlying microphysics of precipitation structures and drop-size distributions (DSDs) dictate the types of models and retrieval algorithms that can be used to estimate precipitation. Many types of dual-wavelength algorithms have been studied. Meneghini (2002) analyzed the performance of single-pass dual-wavelength surface-reference-technique (SRT) based algorithms. Mardiana (2003) demonstrated that a dual-wavelength retrieval algorithm could be successfully used without the use of the SRT. It uses an iterative approach based on measured reflectivities at both wavelengths and complex microphysical models to estimate both No and Do at each range bin. More recently, Liao (2004) proposed a solution to the Do ambiguity problem in rain within the dual-wavelength algorithm and showed a possible melting layer model based on stratified spheres. With the No and Do calculated at each bin, the rain rate can then be calculated based on a suitable rain-rate model. This paper develops a system engineering interface to the retrieval algorithms while remaining cognizant of system engineering issues so that it can be used to bridge the divide between algorithm physics an d overall mission requirements. Additionally, in line with the systems approach, a methodology is developed such that the measurement requirements pass through the retrieval model and other subsystems and manifest themselves as measurement and other system constraints. A systems model has been developed for the retrieval algorithm that can be evaluated through system-analysis tools such as MATLAB/Simulink.

    We analyse the optimal times for implementing unitary quantum gates in a constrained finite dimensional controlled quantum system. The family of constraints studied is that the permitted set of (time dependent) Hamiltonians is the unit ball of a norm induced by an inner product on su(n). We also consider a generalisation of this to arbitrary norms. We construct a Randers metric, by applying a theorem of Shen on Zermelo navigation, the geodesics of which are the time optimal trajectories compatible with the prescribed constraint. We determine all geodesics and the corresponding time optimal Hamiltonian for a specific constraint on the control i.e. k (Tr(Hc(t)^2) = 1 for any given value of k > 0. Some of the results of Carlini et. al. are re-derived using alternative methods. A first order system of differential equations for the optimal Hamiltonian is obtained and shown to be of the form of the Euler Poincare equations. We illustrate that this method can form a methodology for determining which physical substrates are effective at supporting the implementation of fast quantum computation.

    We present a new microscopic ODE-based model for pedestrian dynamics: the Gradient Navigation Model. The model uses a superposition of gradients of distance functions to directly change the direction of the velocity vector. The velocity is then integrated to obtain the location. The approach differs fundamentally from force based models needing only three equations to derive the ODE system, as opposed to four in, e.g., the Social Force Model. Also, as a result, pedestrians are no longer subject to inertia. Several other advantages ensue: Model induced oscillations are avoided completely since no actual forces are present. The derivatives in the equations of motion are smooth and therefore allow the use of fast and accurate high order numerical integrators. At the same time, existence and uniqueness of the solution to the ODE system follow almost directly from the smoothness properties. In addition, we introduce a method to calibrate parameters by theoretical arguments based on empirically validated assumptions rather than by numerical tests. These parameters, combined with the accurate integration, yield simulation results with no collisions of pedestrians. Several empirically observed system phenomena emerge without the need to recalibrate the parameter set for each scenario: obstacle avoidance, lane formation, stop-and-go waves and congestion at bottlenecks. The density evolution in the latter is shown to be quantitatively close to controlled experiments. Likewise, we observe a dependence of the crowd velocity on the local density that compares well with benchmark fundamental diagrams.

    This report documents a demonstration of a proposed buried transuranic waste retrieval concept that uses cryogenic ground freezing and remote excavation. At the Idaho National Engineering Laboratory (INEL), there are over 8 million ft{sup 3} of intermingled soil and transuranic (TRU) wastes in shallow land burial, and retrieval of the material is one of the options being considered by the Buried Waste Integrated Demonstration for the Environmental Restoration program. Cryogenically freezing contaminated soil and buried waste has been proposed as a way to greatly reduce or eliminate the climate the threat of contamination spread during retrieval activities. In support of this idea, a demonstration of an innovative ground freezing and retrieval technology was performed at the INEL. This initial demonstration was held near the Radioactive Waste Management Complex at a ``cold test pit`` that was built in 1988 as a test bed for the demonstration of retrieval contamination control technologies. This pit is not contaminated with any radioactive or hazardous wastes. Barrels and boxes filled with metals, plastics, tools, paper, cloth, etc. configured in the same manner as expected in contaminated pits and trenches are buried at the cold test pit. After design, fabrication, and shop testing, Sonsub mobilized to the field in early July 1992 to perform the field demonstration. It was planned to freeze and extract four pits, each 9 {times} 9 {times} 10 ft. Each pit represented a different configuration of buried waste (stacked boxes, stacked barrels, random dumped barrels and boxes, and random dumped barrels). Sonsub`s proposed technology consisted of driving a series of freeze pipes into the soil and waste, using liquid nitrogen to freeze the mass, and extracting the soil and debris using a series of remote operated, bridge crane mounted tools. In conjunction with the freezing and removal activities, temperature and moisture measurements, and air monitoring were performed.

    Though the Global Positioning System has revolutionized navigation in the modern age, it is limited in its capability for some applications because an unobstructed line of sight to a minimum of four satellites is required. One way of augmenting the system in small areas is by employing pseudolites to broadcast additional signals that can be used to improve the user's position solution. At the Navigation Systems Testing Laboratory (NSTL) at NASA's Johnson Space Center in Houston, TX, research has been underway on the use of pseudolites to perform precision relative navigation. Based on the findings of previous research done at the NSTL, the method used to process the pseudolite measurements is an extended Kalman filter of the double differenced carrier phase measurements. By employing simulations of the system, as well as processing previously collected data in a real time manner, sub-meter tracking of a moving receiver with carrier phase measurements in the extended Kalman filter appears to be possible.

    The Multi-Filter Rotating Shadowband Radiometer (MFRSR) makes precise simultaneous measurements of the solar direct normal and diffuse horizontal irradiances at six wavelengths (nominally 415, 500, 615, 673, 870, and 940 nm) at short intervals (20 sec for ARM instruments) throughout the day. Time series of spectral optical depth are derived from these measurements. Besides water vapor at 940 nm, the other gaseous absorbers within the MFRSR channels are NO2 (at 415, 500, and 615 nm) and ozone (at 500, 615, and 670 nm). Aerosols and Rayleigh scattering contribute atmospheric extinction in all MFRSR channels. Our recently updated MFRSR data analysis algorithm allows us to partition the spectral aerosol optical depth into fine and coarse modes and to retrieve the fine mode effective radius. In this approach we rely on climatological amounts of NO2 from SCIAMACHY satellite retrievals and use daily ozone columns from TOMS.

    At the Department of Energy's Idaho Nuclear Technology and Engineering Center, as an interim waste management measure, both mixed high-level liquid waste and sodium bearing waste have been solidified by a calculation process and are stored in the Calcine Solids Storage Facilities. This calcined product will eventually be treated to allow final disposal in a national geologic repository. The Calcine Solids Storage Facilities comprise seven ''bit sets.'' Bin Set 1, the first to be constructed, was completed in 1959, and has been in service since 1963. It is the only bin set that does not meet current safe-shutdown earthquake seismic criteria. In addition, it is the only bin set that lacks built-in features to aid in calcine retrieval. One option to alleviate the seismic compliance issue is to transport the calcine from Bin Set 1 to another bin set which has the required capacity and which is seismically qualified. This report studies the feasibility of retrieving the calcine from Bi n Set 1 and transporting it into Bin Set 6 which is located approximately 650 feet away. Because Bin Set 1 was not designed for calcine retrieval, and because of the high radiation levels and potential contamination spread from the calcined material, this is a challenging engineering task. This report presents preconceptual design studies for remotely-operated, low-density, pneumatic vacuum retrieval and transport systems and equipment that are based on past work performed by the Raytheon Engineers and Constructors architectural engineering firm. The designs presented are considered feasible; however, future development work will be needed in several areas during the subsequent conceptual design phase.

    The FFTF (Fast Flux Test Facility) is a liquid sodium cooled, fast flux reactor designed specifically for irradiation testing of fuels and components for liquid metal fast breeder reactors. The Department of Energy and the Nuclear Regulatory Commission require that all pertinent documentation for maintenance, operation, and safety of the FFTF be readily accessible and retrievable, both during initial startup and for the lifetime of the plant. That amounts to a lot of information which has to be retrievable. The indexing system finally developed is called the DALIS system, short for Document and Location Indexing System. This system was designed by an engineer (Michael Theo) for use by engineers. DALIS uses descriptiors and keywords to identify each document in the system. The descriptors give such information as document number, date of issuance of the document, the title, the originating organization, and the microfilm or hardcopy location of the document. The keywords are words or phrases that describe the content of the document and permit retrieval by means of a computer search for documents with the stated keywords.

    A method for indexing and retrieving manufacturing-specific digital images based on image content comprises three steps. First, at least one feature vector can be extracted from a manufacturing-specific digital image stored in an image database. In particular, each extracted feature vector corresponds to a particular characteristic of the manufacturing-specific digital image, for instance, a digital image modality and overall characteristic, a substrate/background characteristic, and an anomaly/defect characteristic. Notably, the extracting step includes generating a defect mask using a detection process. Second, using an unsupervised clustering method, each extracted feature vector can be indexed in a hierarchical search tree. Third, a manufacturing-specific digital image associated with a feature vector stored in the hierarchicial search tree can be retrieved, wherein the manufacturing-specific digital image has image content comparably related to the image content of the query image. More particularly, can include two data reductions, the first performed based upon a query vector extracted from a query image. Subsequently, a user can select relevant images resulting from the first data reduction. From the selection, a prototype vector can be calculated, from which a second-level data reduction can be performed. The second-level data reduction can result in a subset of feature vectors comparable to the prototype vector, and further comparable to the query vector. An additional fourth step can include managing the hierarchical search tree by substituting a vector average for several redundant feature vectors encapsulated by nodes in the hierarchical search tree.

    At the Test Reactor Area of the Idaho National Engineering and Environmental Laboratory (INEEL), four 1500-gal catch tanks were found to contain RCRAhazardous waste. A system was needed to obtain a representative sample of the liquid, as well as the hardpacked heels, and to ultimately homogenize and remove the tank contents for disposal. After surveying the available technologies, the AEA Fluidic Pulse Mixing and Retrieval System was chosen for a technology demonstration. A demonstration, conducted with nonhazardous surrogate material, proved that the system was capable of loosening the hard-packed heel, homogenizing the entire tank contents, and collecting a representative sample. Based on the success of the demonstration, a detailed evaluation was done to determine the applicability of the system to other tanks. The evaluation included the sorting of data on more than 700 tanks to select candidates for further deployment of the system. A detailed study was also done to determine if the purchase of a second system would be cost effective. The results of the evaluation indicated that a total of thirteen tanks at the INEEL are amenable to sampling and/or remediation using the AEA Fluidic Pulse Mixing and Retrieval System. Although the currently-owned system appears sufficient for the needs of one INEEL program, it is insufficient to meet the combined needs at the INEEL. The INEEL will commence operation of the system on the TRA-730 Catch Tank System in June 2002.

The percutaneous approach in removing an IFB is widely perceived as the best way to retrieve endovascular foreign bodies. This minimally invasive approach has a high success rate with a low associated morbidity, and it avoids the complications related to open surgical approaches. We examined the characteristics, causes, and incidence of endovascular embolizations and reviewed the various described techniques that have been used to facilitate subsequent explantation of such materials.

    The ability to accumulate and retrieve entanglement in the fields of two remote cavities with pairs of two-level atoms is discussed. It is shown that this transfer and retrieval can be indeed ideal with a resonant interaction. The case of initial non-maximally entangled atomic pairs is also considered. This leads to the possibility of concentrating entanglement into a single pair at the retrieval stage. A teleportation protocol based on the same setup is presented. This makes possible teleportation with built-in entanglement concentration.

    We report slowed propagation and storage and retrieval of thermal light in warm rubidium vapor using the effect of electromagnetically-induced transparency (EIT). We first demonstrate slowed-propagation of the probe thermal light beam through an EIT medium by measuring the second-order correlation function of the light field using the Hanbury-Brown$-$Twiss interferometer. We also report an experimental study on the effect of the EIT slow-light medium on the temporal coherence of thermal light. Finally, we demonstrate the storage and retrieval of thermal light beam in the EIT medium. The direct measurement of the photon number statistics of the retrieved light field shows that the photon number statistics is preserved during the storage and retrieval process.

    This report summarizes the analytical and experimental efforts for the Laboratory Directed Research and Development (LDRD) project entitled 'Obstacle Detection for Autonomous Navigation'. The principal goal of this project was to develop a mathematical framework for obstacle detection. The framework provides a basis for solutions to many complex obstacle detection problems critical to successful autonomous navigation. Another goal of this project was to characterize sensing requirements in terms of physical characteristics of obstacles, vehicles, and terrain. For example, a specific vehicle traveling at a specific velocity over a specific terrain requires a sensor with a certain range of detection, resolution, field-of-view, and sufficient sensitivity to specific obstacle characteristics. In some cases, combinations of sensors were required to distinguish between different hazardous obstacles and benign terrain. In our framework, the problem was posed as a multidimensional, multiple-hypothesis, pattern recognition problem. Features were extracted from selected sensors that allow hazardous obstacles to be distinguished from benign terrain and other types of obstacles. Another unique thrust of this project was to characterize different terrain classes with respect to both positive (e.g., rocks, trees, fences) and negative (e.g., holes, ditches, drop-offs) obstacles. The density of various hazards per square kilometer was statistically quantified for different terrain categories (e.g., high desert, ponderosa forest, and prairie). This quantification reflects the scale, or size, and mobility of different types of vehicles. The tradeoffs between obstacle detection, position location, path planning, and vehicle mobility capabilities were also to be characterized.

    The objective of Phase II is to develop and demonstrate real-time measurement-while-drilling (MWD) for guidance and navigation of drill strings during horizontal drilling operations applicable to both short and long holes. The end product of Phase II is a functional drill-string assembly outfitted with a commercial version of Drill String Radar (DSR). Project Objectives Develop and demonstrate a dual-phase methodology of in-seam drilling, imaging, and structure confirmation. This methodology, illustrated in Figure 1, includes: (1) Using RIM to image between drill holes for seam thickness estimates and in-seam structures detection. Completed, February 2005; and (2) Using DSR for real-time MWD guidance and navigation of drillstrings during horizontal drilling operations. Completed, November 2008. As of November 2008, the Phase II portion of Contract DE-FC26-04NT42085 is about 99% complete, including milestones and tasks original outlined as Phase II work. The one percent deficiency results from MSHA-related approvals which have yet to be granted (at the time of reporting). These approvals are pending and are do not negatively impact the scope of work or project objectives.

    The motivation for developing this product was to use the Dong et al. 1998 method to retrieve cloud microphysical properties, such as cloud droplet effective radius, cloud droplets number concentration, and optical thickness. These retrieved properties have been used to validate the satellite retrieval, and evaluate the climate simulations and reanalyses. We had been using this method to retrieve cloud microphysical properties over ARM SGP and NSA sites. We also modified the method for the AMF at Shouxian, China and some IOPs, e.g. ARM IOP at SGP in March, 2000. The ARSCL data from ARM data archive over the SGP and NSA have been used to determine the cloud boundary and cloud phase. For these ARM permanent sites, the ARSCL data was developed based on MMCR measurements, however, there were no data available at the Azores field campaign. We followed the steps to generate this derived product and also include the MPLCMASK cloud retrievals to determine the most accurate cloud boundaries, including the thin cirrus clouds that WACR may under-detect. We use these as input to retrieve the cloud microphysical properties. Due to the different temporal resolutions of the derived cloud boundary heights product and the cloud properties product, we submit them as two separate netcdf files.

    The Nuclear Waste Policy Act of 1982, as amended, authorizes the siting, construction and operation of a Monitored Retrievable Storage (MRS) facility. The MRS is intended to be used for the temporary storage of spent nuclear fuel from the nation's nuclear power plants beginning as early as 1998. Pursuant to the Nuclear Waste Policy Act, the Office of the Nuclear Waste Negotiator was created. On October 7, 1991, the Nuclear Waste Negotiator invited the governors of states and the Presidents of Indian tribes to apply for government grants in order to conduct a study to assess under what conditions, if any, they might consider hosting an MRS facility. Pursuant to this invitation, on October 11, 1991 the Mescalero Apache Indian Tribe of Mescalero, NM applied for a grant to conduct a phased, preliminary study of the safety, technical, political, environmental, social and economic feasibility of hosting an MRS. The preliminary study included: (1) An investigative education process to facilitate the Tribe's comprehensive understanding of the safety, environmental, technical, social, political, and economic aspects of hosting an MRS, and; (2) The development of an extensive program that is enabling the Tribe, in collaboration with the Negotiator, to reach an informed and carefully researched decision regarding the conditions, (if any), under which further pursuit of the MRS would be considered. The Phase 1 grant application enabled the Tribe to begin the initial activities necessary to determine whether further consideration is warranted for hosting the MRS facility. The Tribe intends to pursue continued study of the MRS in order to meet the following objectives: (1) Continuing the education process towards a comprehensive understanding of the safety, environmental, technical, social and economic aspects of the MRS; (2) Conducting an effective public participation and information program; (3) Participating in MRS meetings.

    One of the fundamental aspects of robot teleoperation is the ability to successfully navigate a robot through an environment. We define successful navigation to mean that the robot minimizes collisions and arrives at the destination in a timely manner. Often video and map information is presented to a robot operator to aid in navigation tasks. This paper addresses the usefulness of map and video information in a navigation task by comparing a side-by-side (2D) representation and an integrated (3D) representation in both a simulated and a real world study. The results suggest that sometimes video is more helpful than a map and other times a map is more helpful than video. From a design perspective, an integrated representation seems to help navigation more than placing map and video side-by-side.

    The Hanford Tanks Initiative was established in 1996 to address a range of retrieval and closure issues associated with radioactive and hazardous waste stored in Hanford`s single shell tanks (SSTs). One of HTI`s retrieval goals is to ``Successfully demonstrate technology(s) that provide expanded capabilities beyond past practice sluicing and are extensible to retrieve waste from other SSTS.`` Specifically, HTI is to address ``Alternative technologies to past practice sluicing`` ... that can ... ``successfully remove the hard heel from a sluiced tank or to remove waste from a leaking SST`` (HTI Mission Analysis). During fiscal year 1997, the project contracted with seven commercial vendor teams to demonstrate retrieval technologies using waste simulants. These tests were conducted in two series: three integrated tests (IT) were completed in January 1997, and four more comprehensive Alternative Technology Retrieval Demonstrations (ARTD) were completed in July 1997. The goal of this testing was to address issues to minimize the risk, uncertainties, and ultimately the overall cost of removing waste from the SSTS. Retrieval technologies can be separated into three tracks based on how the tools would be deployed in the tank: globally (e.g., sluicing) or using vehicles or robotic manipulators. Accordingly, the HTI tests included an advanced sluicer (Track 1: global systems), two different vehicles (Track 2: vehicle based systems), and three unique manipulators (Track 3: arm-based systems), each deploying a wide range of dislodging tools and conveyance systems. Each industry team produced a system description as envisioned for actual retrieval and a list of issues that could prevent using the described system; defined the tests to resolve the issues; performed the test; and reported the results, lessons learned, and state of issue resolution. These test reports are cited in this document, listed in the reference section, and summarized in the appendices. This report analyzes the retrieval testing issues and describes what has been learned and issues that need further resolution. As such, it can serve as a guide to additional testing that must be performed before the systems are used in-tank. The major issues discussed are tank access, deployment, mining strategy, waste retrieval, liquid scavenging (liquid usage), maneuverability, positioning, static and dynamic performance, remote operations, reliability, availability, maintenance, tank safety, and cost.

    In 2010, an innovative, remotely operated retrieval system was deployed to successfully retrieve over 99.7% of the radioactive sludge from ten submerged tanks in Hanford's K-West Basin. As part of K-West Basin cleanup, the accumulated sludge needed to be removed from the 0.5 meter diameter by 5 meter long settler tanks and transferred approximately 45 meters to an underwater container for sampling and waste treatment. The abrasive, dense, non-homogeneous sludge was the product of the washing process of corroded nuclear fuel. It consists of small (less than 600 micron) particles of uranium metal, uranium oxide, and various other constituents, potentially agglomerated or cohesive after 10 years of storage. The Settler Tank Retrieval System (STRS) was developed to access, mobilize and pump out the sludge from each tank using a standardized process of retrieval head insertion, periodic high pressure water spray, retraction, and continuous pumping of the sludge. Blind operations were guided by monitoring flow rate, radiation levels in the sludge stream, and solids concentration. The technology developed and employed in the STRS can potentially be adapted to similar problematic waste tanks or pipes that must be remotely accessed to achieve mobilization and retrieval of the sludge within.

    In Private Information Retrieval (PIR), a client queries an n-bit database in order to retrieve an entry of her choice, while maintaining privacy of her query value. Chor, Goldreich, Kushilevitz, and Sudan showed that, in the information-theoretical setting, a linear amount of communication is required for classical PIR protocols (and thus that the trivial protocol is optimal). This linear lower bound was shown by Nayak to hold also in the quantum setting. Here, we extend Nayak's result by considering approximate privacy, and requiring security only against "specious" adversaries, which are, in analogy to classical honest-but-curious adversaries, the weakest reasonable quantum adversaries. We show that, even in this weakened scenario, Quantum Private Information Retrieval (QPIR) requires n qubits of communication. From this follows that Le Gall's recent QPIR protocol with sublinear communication complexity is not information-theoretically private, against the weakest reasonable cryptographic adversary.

    Since 1970, the Radioactive Waste Management Complex at the Idaho National Engineering Laboratory has accepted over 55,000 cubic meters of Transuranic contaminated hazardous waste for interim storage. The waste has been neatly stored in ``cell`` configurations on adjoining, above ground asphalt pads at the Transuranic Storage Area (TSA). A number of reports have been supplied for review and comment describing the methodology and equipment proposed for retrieval of drums and boxes from a storage facility at the INEL site. The contract for this review requires two main issues to be addressed. First, the adequacy of equipment and methodology for the retrieval of containers which have been breached, lost structural integrity, or are otherwise damaged, Second, to review the strategies and equipment for retrieval of intact waste containers. These issues are presented in the following report along with additional detail in the methodology to complete the description of the operations required for retrieval under most operational scenarios. The documentation reviewed is considered to be at an interim stage and is therefore expected to be subject to the development of the methodology from the existing level of detail with input from the facility operators. This review aims to anticipate some of this development by providing suggested detailed methods of retrieval and equipment for both normal and abnormal operations.

    Climate and weather prediction models require accurate calculations of vertical profiles of radiative heating. Although heating rate calculations cannot be directly validated due to the lack of corresponding observations, surface and top-of-atmosphere measurements can indirectly establish the quality of computed heating rates through validation of the calculated irradiances at the atmospheric boundaries. The ARM Broadband Heating Rate Profile (BBHRP) project, a collaboration of all the working groups in the program, was designed with these heating rate validations as a key objective. Given the large dependence of radiative heating rates on cloud properties, a critical component of BBHRP radiative closure analyses has been the evaluation of cloud microphysical retrieval algorithms. This evaluation is an important step in establishing the necessary confidence in the continuous profiles of computed radiative heating rates produced by BBHRP at the ARM Climate Research Facility (ACRF) sites that are needed for modeling studies. This poster details the continued effort to evaluate cloud property retrieval algorithms within the BBHRP framework, a key focus of the project this year. A requirement for the computation of accurate heating rate profiles is a robust cloud microphysical product that captures the occurrence, height, and phase of clouds above each ACRF site. Various approaches to retrieve the microphysical properties of liquid, ice, and mixed-phase clouds have been processed in BBHRP for the ACRF Southern Great Plains (SGP) and the North Slope of Alaska (NSA) sites. These retrieval methods span a range of assumptions concerning the parameterization of cloud location, particle density, size, shape, and involve different measurement sources. We will present the radiative closure results from several different retrieval approaches for the SGP site, including those from Microbase, the current 'reference' retrieval approach in BBHRP. At the NSA, mixed-phase clouds and cloud with a low optical depth are prevalent; the radiative closure studies using Microbase demonstrated significant residuals. As an alternative to Microbase at NSA, the Shupe-Turner cloud property retrieval algorithm, aimed at improving the partitioning of cloud phase and incorporating more constrained, conditional microphysics retrievals, also has been evaluated using the BBHRP data set.

    Millions of gallons of radiaoctive waste are contained in underground storage tanks at Hanford (SE Washington). Techniques for retrieving much of this waste from the storage tanks have been developed. Current baseline approach is to use sluice jets for single-shell tanks and mixer pumps for double-shell tanks. The Acquire Commercial Technology for Retrieval (ACTR) effort was initiated to identify potential improvements in or alternatives to the baseline waste retrieval methods. Communications with a variety of vendors are underway to identify improved methods that can be implemented at Hanford with little or no additional development. Commercially available retrieval methods will be evaluated by a combination of testing and system-level cost estimation. Current progress toward developing waste simulants for testing ACTR candidate methods is reported; the simulants are designed to model 4 different types of tank waste. Simulant recipes are given for wet sludge, hardpan/dried sludge,hard saltcake, and soft saltcake. Comparisons of the waste and simulant properties are documented in this report.

    The U. S. Department of Energy (DOE), Office of River Protection (ORP) is leading the River Protection Project (RPP), which is responsible for dispositioning approximately 204,000 cubic meters (54 million gallons) of high-level radioactive waste that has accumulated in 177 large underground tanks at the Hanford Site since 1944. The RPP is comprised of five major elements: storage of the waste, retrieval of the waste from the tanks, treatment of the waste, disposal of treated waste, and closure of the tank facilities. Approximately 3785 cubic meters (1 million gallons) of waste have leaked from the older ''single-shell tanks.'' Sixty-seven of the 147 single shell tanks are known or assumed ''leakers.'' These leaks have resulted in contaminant plumes that extend from the tank to the groundwater in a number of tank farms. Retrieval and closure of the leaking tanks complicates the ORP technical challenge because cleanup decisions must consider the impacts of past leaks along with a strategy for retrieving the waste in the tanks. Completing the RPP mission as currently planned and with currently available technologies will take several decades and tens of billions of dollars. RPP continue to pursue the benefits from deploying technologies that reduce risk to human health and the environment, as well as, the cost of cleanup. This paper discusses some of the recent technology partnering activities with the DOE Office of Science and Technology activities in tank waste retrieval and storage.

    The Atlanta metropolitan region was the location of one of the most ambitious Intelligent Transportation Systems (ITS) deployments in the United States. This deployment included several individual projects--a Central Transportation Management Center (TMC), six Traffic Control Centers (TCC), one Transit Information Center (TIC), the Travel Information Showcase (TIS), and the extension of the Metropolitan Atlanta Rapid Transit Authority (MARTA) rail network and the new high-occupancy vehicle (HOV) lanes on I-85 and I-75. The Atlanta Centennial Olympic Games and Paralympic Games created a focus for these projects. All of these systems were to be brought on line in time for the Olympic Games. This report presents the findings of the NAVIGATOR Case Study and documents the lessons learned from the Atlanta ITS deployment experience in order to improve other ITS deployments in the future. The Case Study focuses on the institutional, programmatic, and technical issues and opportunities from planning and implementing the ITS deployment in Atlanta. The Case Study collected data and information from interviews, observations, focus groups, and documentation reviews. It presents a series of lessons learned and recommendations for enabling successful ITS deployments nationwide.

Implementation of the plan is required for formal acceptance testing and production release.
