    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

  7. Coherent water transport across the South Atlantic

    The role of mesoscale eddies in transporting Agulhas leakage is investigated using a recent technique from nonlinear dynamical systems theory applied on geostrophic currents inferred from the over two-decade-long satellite altimetry record. Eddies are found to acquire material coherence away from the Agulhas retroflection, near the Walvis Ridge in the South Atlantic. Yearly, 1 to 4 coherent material eddies are detected with diameters ranging from 40 to 280 km. A total of 23 eddy cores of about 50 km in diameter and with at least 30% of their contents traceable into the Indian Ocean were found to travel across the subtropical gyre with minor filamentation. No more than 5\\% of such cores pour their contents on the North Brazil Current. While ability of eddies to carry Agulhas leakage northwestward across the South Atlantic is supported by our analysis, this is more restricted than suggested by earlier ring transport assessments.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    The feasibility of using global radio-navigation satellite systems (GNSS) to improve functional safety of high-liability water-development works - dams at hydroelectric power plants, and, consequently, the safety of the population in the surrounding areas is examined on the basis of analysis of modern publications. Characteristics for determination of displacements and deformations with use of GNSS, and also in a complex with other types of measurements, are compared. It is demonstrated that combined monitoring of deformations of the ground surface of the region, and engineering and technical structures is required to ensure the functional safety of HPP, and reliable metrologic assurance of measurements is also required to obtain actual characteristics of the accuracy and effectiveness of GNSS observations.

    Carbonyl sulfide (OCS) photoproduction rates were measured at selected wavelengths of ultraviolet light between 297 and 405 nm in sea water samples from the southern Pacific Ocean. Near-surface and column production rate spectra for natural sunlit waters were calculated using sea-surface sunlight data measured near the austral summer solstice. These plots show that photoproduction rates are at a maximum at 313 nm in tropical waters and at 336 nm in Antarctic waters. Tropical surface and column rates were found to be 68 pM/day and 360 nmol/m{sup 2}/day, respectively, and Antarctic surface and column rates were found to be 101 pM/day and 620 nmol/m{sup 2}/day, respectively. A high degree of variability was observed between photoproduction rates from different ocean regions, with coastal rates being the highest, suggesting that natural environmental variability is an important factor. Photoproduction rates at 297 nm were found to be constant at individual locations with increasing irradiation time. Relative photoproduction rates from this work are compared to previously measured rates from coastal sea water. 19 refs., 4 figs., 1 tab.

    Average formation rates for Subantarctic Mode (SAMW) and Antarctic Intermediate Waters (AAIW) in the South Pacific are calculated from the National Center for Atmospheric Research Community Climate System Model version 4 (NCAR-CCSM4), using chlorofluorocarbon inventories. CFC-12 inventories and formation rates are compared to ocean observations. CCSM4 accurately simulates the southeast Pacific as the main formation region for SAMW and AAIW. CCSM4 formation rates for SAMW are 3.4 Sv, about half of the observational rate. Shallow mixed layers and a thinner SAMW in CCSM4 are responsible for lower formation rates. A formation rate of 8.1 Sv for AAIW in CCSM4 is higher than observations. Higher inventories in CCSM4 in the southwest and central Pacific, and higher surface concentrations are the main reasons for higher formation rates of AAIW. This comparison of model and observations is useful for understanding the uptake and transport of other gases, e.g., CO2 by the model.

    A robot platform includes perceptors, locomotors, and a system controller, which executes instructions for autonomously navigating a robot. The instructions repeat, on each iteration through an event timing loop, the acts of defining an event horizon based on the robot's current velocity, detecting a range to obstacles around the robot, testing for an event horizon intrusion by determining if any range to the obstacles is within the event horizon, and adjusting rotational and translational velocity of the robot accordingly. If the event horizon intrusion occurs, rotational velocity is modified by a proportion of the current rotational velocity reduced by a proportion of the range to the nearest obstacle and translational velocity is modified by a proportion of the range to the nearest obstacle. If no event horizon intrusion occurs, translational velocity is set as a ratio of a speed factor relative to a maximum speed.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    Data visualization is an emerging technology with high potential for addressing the information overload problem. This project extends the data visualization work of the Navigating Science project by coupling it with more traditional information retrieval methods. A citation-derived landscape was augmented with documents using a text-based similarity measure to show viability of extension into datasets where citation lists do not exist. Landscapes, showing hills where clusters of similar documents occur, can be navigated, manipulated and queried in this environment.     The Corps of Engineers built and operates six dams and lakes on the upper Missouri River in Montana, North Dakota, South Dakota, and Nebraska for the purposes of flood control, hydropower, irrigation, and navigation. The Corps did not evaluate streambank erosion problems when the dams were planned because it was not required to study, before construction, such problems that the project might create. Corps studies show that bank erosion between Garrison Dam and Lake Oahe is less now than before the dam was built but since construction of the dam there now is a continuous net loss of lands. Among other streambank erosion problems, this report notes that the river banks will continue to erode, but at lesser rate than in the past, between Garrison Dam and Lake Oahe. The Corps has authority to provide erosion protection structures but these have to be economically justified and environmentally acceptable.

    On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of utilizing one or more of the following resource categories for energy generation: ocean waves; tides or ocean currents; free flowing water in rivers or streams; and energy generation from the differentials in ocean temperature. PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies. A technical report addressing our findings is available on this Science and Technology Information site under the Product Title, "Marine and Hydrokinetic Renewable Energy Technologies: Potential Navigational Impacts and Mitigation Measures". This product is a brochure, primarily for project developers, that summarizes important issues in that more comprehensive report, identifies locations where that report can be downloaded, and identifies points of contact for more information.

PCCI was awarded Cooperative Agreement DE-FC36-08GO18177 from the DOE to identify the potential navigational impacts and mitigation measures for marine hydrokinetic technologies, as summarized herein. The contract also required cooperation with the U.S. Coast Guard (USCG) and two recipients of awards (Pacific Energy Ventures and reVision) in a sub-topic area to develop a protocol to identify streamlined, best-siting practices. Over the period of this contract, PCCI and our sub-consultants, David Basco, Ph.D., and Neil Rondorf of Science Applications International Corporation, met with USCG headquarters personnel, with U.S. Army Corps of Engineers headquarters and regional personnel, with U.S. Navy regional personnel and other ocean users in order to develop an understanding of existing practices for the identification of navigational impacts that might occur during construction, operation, maintenance, and decommissioning. At these same meetings, “standard” and potential mitigation measures were discussed so that guidance could be prepared for project developers. Concurrently, PCCI reviewed navigation guidance published by the USCG and international community. This report summarizes the results of this effort, provides guidance in the form of a checklist for assessing the navigational impacts of potential marine and hydrokinetic projects, and provides guidance for improving the existing navigational guidance promulgated by the USCG in Navigation Vessel Inspection Circular 02 07. At the request of the USCG, our checklist and mitigation guidance was written in a generic nature so that it could be equally applied to offshore wind projects. PCCI teleconferenced on a monthly basis with DOE, Pacific Energy Ventures and reVision in order to share information and review work products. Although the focus of our effort was on marine and hydrokinetic technologies, as defined above, this effort drew upon earlier work by the USCG on offshore wind renewable energy installations. The guidance provided herein can be applied equally to marine and hydrokinetic technologies and to offshore wind, which are collectively referred to by the USCG as Renewable Energy Installations.

    The quantum navigation problem of finding the time-optimal control Hamiltonian that transports a given initial state to a target state through quantum wind, that is, under the influence of external fields or potentials, is analysed. By lifting the problem from the state space to the space of unitary gates realising the required task, we are able to deduce the form of the solution to the problem by deriving a universal quantum speed limit. The expression thus obtained indicates that further simplifications of this apparently difficult problem are possible if we switch to the interaction picture of quantum mechanics. A complete solution to the navigation problem for an arbitrary quantum system is then obtained, and the behaviour of the solution is illustrated in the case of a two-level system.

How these different strategies produce an efficient navigation system needed to ensure correct cellular functioning is still unclear. Here, we show by numerical simulations that deterministic and random motor steps yield different outcomes when random obstacles decorate the microtubule tracks: kinesin moves faster on clean tracks but its motion is strongly hindered on decorated tracks, while dynein is slower on clean tracks but more efficient in avoiding obstacles. Further simulations indicate that dynein's advantage on decorated tracks is due to its ability to step backwards. Our results explain how different navigation strategies are employed by the cell to optimize motor driven cargo transport.

    Inertial MEMS sensors such as accelerometers and angular rotation sensing devices continue to improve in performance as advances in design and processing are made. Present state-of-the-art accelerometers have achieved performance levels in the laboratory that are consistent with requirements for successful application in tactical weapon navigation systems. However, sensor performance parameters that are of interest to the designer of inertial navigation systems are frequently not adequately addressed by the MEMS manufacturer. This paper addresses the testing and characterization of a MEMS accelerometer from an inertial navigation perspective. The paper discusses test objectives, data reduction techniques and presents results from the test of a three-axis MEMS accelerometer conducted at Sandia National Laboratories during 1997. The test was structured to achieve visibility and characterization of the accelerometer bias and scale factor stability overtime and temperature. Sandia is a multi-program laboratory operated by Sandia Corporation, a Lockheed Martin Company, for the US Department of Energy under contract DE-AC04-94AL85000.

KELT-South is a small-aperture, wide-field automated telescope located at Sutherland, South Africa.     The objective of Phase II is to develop and demonstrate real-time measurement-while-drilling (MWD) for guidance and navigation of drill strings during horizontal drilling operations applicable to both short and long holes. The end product of Phase II is a functional drill-string assembly outfitted with a commercial version of Drill String Radar (DSR). Project Objectives Develop and demonstrate a dual-phase methodology of in-seam drilling, imaging, and structure confirmation. This methodology, illustrated in Figure 1, includes: (1) Using RIM to image between drill holes for seam thickness estimates and in-seam structures detection. Completed, February 2005; and (2) Using DSR for real-time MWD guidance and navigation of drillstrings during horizontal drilling operations. Completed, November 2008. As of November 2008, the Phase II portion of Contract DE-FC26-04NT42085 is about 99% complete, including milestones and tasks original outlined as Phase II work. The one percent deficiency results from MSHA-related approvals which have yet to be granted (at the time of reporting). These approvals are pending and are do not negatively impact the scope of work or project objectives.

    One of the fundamental aspects of robot teleoperation is the ability to successfully navigate a robot through an environment. We define successful navigation to mean that the robot minimizes collisions and arrives at the destination in a timely manner. Often video and map information is presented to a robot operator to aid in navigation tasks. This paper addresses the usefulness of map and video information in a navigation task by comparing a side-by-side (2D) representation and an integrated (3D) representation in both a simulated and a real world study. The results suggest that sometimes video is more helpful than a map and other times a map is more helpful than video. From a design perspective, an integrated representation seems to help navigation more than placing map and video side-by-side.

    Fall and spring multispectral SPOT HRV data for 1987 and 1988 were used to evaluate the macrophyte distributions in ten freshwater reservoirs of South Carolina. The types of macrophyte and wetland communities present along the shoreline of the lakes varied depending on the age, water level fluctuations, water quality, and basin morphology. Seasonal satellite data were important for evaluation of the extent of persistent versus non-persistent macrophyte communities in the lakes. This paper contains only the view graphs of this process.

    We have initiated an investigation of the utility of marine plankton as bioconcentrating samplers of low-level marine radioactivity in the southern hemisphere. A literature review has shown that both freshwater and marine plankton have trace element and radionuclide concentration factors (relative to water) of up to 10/sup 4/. We participated in Operations Deepfreeze 1981 and 1982, collecting a total of 48 plankton samples from the USCGC Glacier on its Antarctic cruises. Battelle Pacific Northwest Laboratories sampled air, water, rain, and fallout. We were able to measure concentrations in plankton of the naturally-occurring radionuclides /sup 7/Be, /sup 40/K, and the U and Th series, and we believe that we have detected low levels of /sup 144/Ce and /sup 95/Nb in seven samples ranging as far south as 68/sup 0/. Biological identification of the plankton suggests a possible correlation between radionuclide concentration and the protozoa content of the samples. 7 references, 5 figures.

    The Olympia Harbor Navigation Improvement Project requires the dredging of approximately 330,000 cubic yards (cy) of sediment from the harbor entrance channel and 205,185 cy from the turning basin. Puget Sound Dredged Disposal Analysis (PSDDA) partial characterization studies were used to plan a full sediment characterization in which chemical analyses and biological testing of sediments evaluated the suitability of the dredged material for unconfined, open-water disposal. The US Army Corps of Engineers (COE), Seattle District, contracted with NOAA/NMFS, Environmental Conservation Division, to perform the chemical analysis and Microtox bioassay tests, and with the Battelle/Marine Sciences Laboratory (MSL) in Sequim to perform flow-through solid-phase bioassays utilizing juvenile (8 to 10 mm) geoduck clams, Panopea generosa, and static solid phase bioassays using the phoxocephalid amphipod, Rhepoxynius abronius, developing embryos and gametes of the purple sea urchin, Strongylocentrotus purpuratus, and the larvae of the Pacific oyster Crassostrea gigas. When the results of the biological tests were evaluated under PSDDA guidelines, it was found that all the tested sediment treatments from Olympia Harbor are suitable for unconfined open-water disposal. 14 refs., 12 figs., 3 tabs.

    The search for oil and gas on the Outer Continental Shelf (OCS) in the South Atlantic Region began in 1960, when geophysical surveys of the area were initiated. In 1977, a Continental Offshore Stratigraphic Test (COST) well was drilled in the Southeast Georgia Embayment. In March 1978, the first lease sale, Sale 43, was held, resulting in the leasing of 43 tracts. Approximately a year later, in May 1979, the first exploratory drilling began, and by February 1980, six exploratory wells had been drilled by four companies. Hydrocarbons were not found in any of these wells. Lease Sale 56, the second lease sale in the South Atlantic Region, was held in August 1981. The sale resulted in the leasing of 47 tracts. Most of the leased tracts are in deep water along the Continental Slope off North Carolina. To date, no drilling has occurred on these tracts, but it is likely that two wells will be drilled or will be in the process of being drilled by the end of 1982. Reoffering Sale RS-2 is scheduled for July 1982, and it will include tracts offered in Lease Sale 56 that were not awarded leases. Lease Sale 78 is scheduled to be held in July 1983. The most recent (March 1982) estimates of risked resources for leased lands in the South Atlantic OCS are 27 million barrels of oil and 120 billion cubic feet of gas. To date, onshore impacts resulting from OCS exploration have been minimal, and they were associated with Lease Sale 43 exploratory activities. In June 1981, the South Atlantic Regional Technical Working Group prepared a Regional Transportation Management Plan for the South Atlantic OCS. The plan is principally an integration of regulatory frameworks, policies, and plans that are applicable to pipeline siting from each of the South Atlantic coastal States and Federal agencies with jurisdiction in the area.

    The IceCube Neutrino Observatory is located in the ice near the geographic South Pole. Particle showers from neutrino interactions in the ice produce light which is detected by IceCube modules, and the amount and pattern of deposited light are used to reconstruct the properties of the incident neutrino. Since light is scattered and absorbed by ice between the neutrino interaction vertex and the sensor, IceCube event reconstruction depends on understanding the propagation of light through the ice. This paper presents the current status of modeling light propagation in South Pole ice, including the recent observation of an azimuthal anisotropy in the scattering.

    The basic idea behind evolutionary robotics is to evolve a set of neural controllers for a particular task at hand. It involves use of various input parameters such as infrared sensors, light sensors and vision based methods. This paper aims to explore the evolution of vision based navigation in a mobile robot. It discusses in detail the effect of different field of views for a mobile robot. The individuals have been evolved using different FOV values and the results have been recorded and analyzed.The optimum values for FOV have been proposed after evaluating more than 100 different values. It has been observed that the optimum FOV value requires lesser number of generations for evolution and the mobile robot trained with that particular value is able to navigate well in the environment.
