    This document has been prepared by the Professional Staff of High Technology Engineering Services, Inc. (HTES) for fiscal year (FY) 1993. Work was performed for various aspects of mechanical design and analysis, materials development and properties quantification, nuclear environment performance, and engineering program prioritization. The tasks enumerated in the subcontract, attachment B are: 1. Assist in preparation of final R&D report for SDC detector development. 2. Subcontractor shall make contributions to the development of innovative processes for the manufacture of quasi- isotropic, enhanced thermal conductivity compression molded advanced composite materials. 3. Perform finite element analysis as it relates to the Superconducting Super Collider Silicon Tracking System, both mechanical and thermal, of very thin section advanced composite materials. 4. Subcontractor shall perform technical studies, reviews, and assessments of the current program for advanced composites materials processing and testing. 5. Subcontractor shall attend meetings and discussions as directed by MEE-12 technical representative. Unfortunately during the course of FY93, technical and financial challenges prevailed against the aggressive goals set for the program. In point of fact, less than 25% of the contract value was able to be expended due to technical delays and programmatic funding cuts. Also, contracting difficulties with the SSC Lab and financial burdens at Los Alamos totally stopped progress on the subject subcontract during the whole of FY94. This was a great blow to me and the HTES, Inc. technical staff. Despite the negative influences over the years, significant progress was made in materials properties quantification and development of essential research and development documentation. The following brief report and attendant appendices will address these achievements.

    The pipeline software architecture pattern is commonly used in many application domains to structure a software system. A pipeline comprises a sequence of processing steps that progressively transform data to some desired outputs. As pipeline-based systems are required to handle increasingly large volumes of data and provide high throughput services, simple scripting-based technologies that have traditionally been used for constructing pipelines do not scale. In this paper we describe the MeDICI Integration Framework (MIF), which is specifically designed for building flexible, efficient and scalable pipelines that exploit distributed services as elements of the pipeline. We explain the core runtime and development infrastructures that MIF provides, and demonstrate how MIF has been used in two complex applications to improve performance and modifiability.

    This invention relates to Stirling engines and to improved methods of operation whereby catalytic oxidation of a major proportion of the fuel takes place in the external combustor. An external combustion unit of a Stirling engine comprises a catalytic combustor having a thermally stable and oxidation resistant monolith made from and/or carrying a catalytic material and including a multiplicity of flow paths for catalytic combustion of combustible gases and injected fuel. The use of a catalytic combustor in accordance with this invention enables a Stirling or other engine fitted therewith to be used in areas such as mines and underwater installations where conventional flame combustion is impracticable or is controlled by stringent regulations.

    As part of its overall strategy to meet its energy goals, the Naval Facilities Engineering Command (NAVFAC) partnered with the Department of Energy's National Renewable Energy Laboratory (NREL) to rapidly demonstrate and deploy cost-effective renewable energy and energy efficiency technologies. This project was one of several demonstrations of new or underutilized commercial energy technologies. The common goal was to demonstrate and measure the performance and economic benefit of the system while monitoring any ancillary impacts to related standards of service and operation and maintenance (O&M) practices. In short, demonstrations at naval facilities simultaneously evaluate the benefits and compatibility of the technology with the U.S. Department of Defense (DOD) mission, and with NAVFAC's design, construction, operations, and maintenance practices, in particular. This project demonstrated the performance of commercially available advanced power strips (APSs) for plug load energy reductions in building A4 at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

Observed human factors design discrepancies were given priority ratings. This report summarizes the team's observations of the control room design and layout and of the control room operators' interface with the control room environment.     The agreement between the United States Government Department of Energy and the Gas Research Institute for the Joint Coal Gasification Research Program provided for one or more technical evaluation contractors. Pullman Kellogg (now the M.W. Kellogg Company) was selected as evaluation contractor to assess, and report to the DOE/GRI Operating Committee on, the relative merits of the active programs covered by the agreement. This report includes the period from 1 October 1978 to 30 November 1982. The objective was to provide engineering support for the DOE/GRI high Btu coal gasification program. This support generally consisted of assistance in developing or advancing each process to its maximum potential. Kellogg monitored and evaluated the startup and operational activities of all pilot plant projects within the combined DOE/GRI program. Kellogg evaluated proposals to determine their technical feasibility as potential processes or as viable processing operations for commercial-scale gasification of coal. Kellogg also recorded observations on the reliability, maintainability, and availability of the equipment used in the pilot plant or PDU facilities. Kellogg performed design reviews, data analyses, and engineering evaluations of proposals, cost estimates and monthly progress reports to provide information considered essential to the overall objectives of the combined DOE/GRI program.

    The objective of this contract is to provide engineering support services to the Department of Energy/Gas Research Institute in the high Btu coal gasification research program. The gasification research program is to determine the specific process and/or combination of component processing steps that offer the greatest economic potential for commercial application. During September, Kellogg continued active monitoring of operations at Westinghouse, IGT, Peatgas, and BI-GAS. Efforts relative to Hygas, Rockwell, Exxon and Bell were minimal. Test runs monitored and reported here are BI-GAS tests 17E and 17F, Westinghouse PDU test TP-028-3, and IGT Peatgas test 3. Kellog attended meetings on 1 and 22 September to discuss the review of the Hygas final report. Comments on Kellogg's draft report on the Hygas data base evaluation were received. Kellogg's evaluations of PDU operating data from Westinghouse and Exxon continues. The Kellogg report on Peatgas PDU data base evaluation was issued in draft form. At DOE's request, Kellogg began work on an evaluation of the existing data base (by IGT) for single-stage gasification of peat. Work on the descriptive brochure continued, aimed toward issue of a draft in the near future. Kellogg also provided input regarding Westinghouse test runs to a DOE consultant.

    As requested by DOE, Kellogg has reviewed the data base generated by IGT for the Peatgas process during laboratory and PDU testing. Kellogg's central finding, from the review reported here, is that the existing data base contains sufficient evidence to warrant further evaluation of the Peatgas process at pilot plant scale. The existing data base relates to testing with peats from (primarily) Minnesota, North Carolina and Maine. Thermobalance studies were employed to define a few kinetic parameters, i.e., the rate of base carbon conversion. Numerous tests using a small coiled-tube reactor and the lift-line PDU were conducted to investigate hydrogasification, where hydrogen or a steam/hydrogen mixture was the reactive gas. A fluidized bed PDU was employed to investigate steam-oxygen gasification and fluidization relationships were studied. The primary advantages to be gained by Peatgas pilot plant testing are, in Kellogg's opinion, the demonstration and evaluation of the three process stages (drying, hydrogasification and steam-oxygen gasification) in an integrated mode.     Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Broad Funding Opportunity Announcement Project: MSU is developing a new engine for use in hybrid automobiles that could significantly reduce fuel waste and improve engine efficiency. In a traditional internal combustion engine, air and fuel are ignited, creating high-temperature and high-pressure gases which expand rapidly. This expansion of gases forces the engine’s pistons to pump and powers the car. MSU’s engine has no pistons. It uses the combustion of air and fuel to build up pressure within the engine, generating a shockwave that blasts hot gas exhaust into the blades of the engine’s rotors causing them to turn, which generates electricity. MSU’s redesigned engine would be the size of a cooking pot and contain fewer moving parts—reducing the weight of the engine by 30%. It would also enable a vehicle that could use 60% of its fuel for propulsion.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

The engine preferably includes harmonic oscillator valves capable of oscillating at a resonant frequency for controlling the flow of working fluid into and out of the expander, and also preferably includes a shunt line connecting an expansion chamber of the expander to a buffer chamber of the expander for minimizing pressure variations in the fluidic circuit of the engine.     Hydrogen Internal Combustion Engine (HICE) technology takes advantage of existing knowledge of combustion engines to provide a means to power passenger vehicle with hydrogen, perhaps as an interim measure while fuel cell technology continues to mature. This project seeks to provide data to determine the reliability of these engines. Data were collected from an engine operated on a dynamometer for 1000 hours of continuous use. Data were also collected from a fleet of eight (8) full-size pickup trucks powered with hydrogen-fueled engines. In this particular application, the data show that HICE technology provided reliable service during the operating period of the project. Analyses of engine components showed little sign of wear or stress except for cylinder head valves and seats. Material analysis showed signs of hydrogen embrittlement in intake valves.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The major components of this rotary engine are two equal sized rotary units, the housing containing them along with associated ignition and cooling systems. Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips. The lobes of the first rotary unit are situated 180/sup 0/ opposite the lobes of the second adjacent mating rotary unit, thus lobes can intermesh with its corresponding wheel.

    This patent describes a Stirling engine wherein a pressure variation is provided by reciprocative movement of a displacer and is utilized by a power piston to obtain an output motive force, which comprises: a pressurized crankcase, an expansion cylinder having a seal carrying wall, a displacer located in the expansion cylinder, a displacer rod connected to the displacer and projecting through the seal and into the crankcase, a first elastic film attached to the displacer rod and to the seal carrying wall so as to produce a first hermetically sealed space, a compression cylinder, a power piston having a power piston rod located in the compression cylinder, a second elastic film attached to the power piston rod and to the compression cylinder so as to produce a second hermetically sealed space below the power piston, the first and the second hermetically sealed spaces being included in a pressurized reactive space, a pressure adjusting means for equalizing the mean pressure within the reactive space and the mean pressure within the crankcase, a heater tube, a regenerator, and a cooler tube are connected to the expansion cylinder, and are included in a working space, as is the expansion cylinder and the compression cylinder, and a first gas having a low viscosity, a low molecular weight and a high thermal conductivity is sealed in the working space and the reactive space, and a second gas having a high viscosity and a high molecular weight is sealed in the crankcase.

    An option of growing interest to utilities and their customers is the energy service company or ESCO. It typically provides or coordinates several energy services including performing energy audits or analyses, designing and engineering of retrofit projects, managing the installation of more efficient equipment, and maintaining systems for optimal performance. Perhaps the key distinguishing feature of an ESCO is financing that allows the customer to avoid or reduce first costs and pay for the energy services through savings on electric and fuel bills. By paying for the energy services through savings on energy bills, the arrangement becomes a performance contract. It is difficult to find a major utility in North America that is not considering establishing or working with an ESCO. Many have made that commitment and many more are likely to do so. From the perspective of the facility owner, the increased presence of ESCOs will present some challenges in determining the best option, but the rewards for selecting an ESCO of high quality and reliability should be worth it. A facility manager considering a contract with an ESCO that is not a utility subsidiary should call their local utility for comparative information. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

    This paper presents an outline of the 50KW Stirling engine (4-189D.A.), called ''MT79'', as well as of its performance which was built by AISIN in 1980. The engine features a newly developed swash plate mechanism with floating plates. The engine, which uses Helium, has been successfully tested for over 1,000 hours, demonstrating a maximum horsepower of 52KW (71PS) /2,500rpm, maximum efficiency of 31% /700rpm, and maximum torque of 30kgf-m /500rpm. The performance of the engine is presented with these experimental results: Engine power, Torque, and Efficiency vs. Revolution; Heat balance; P-V diagram of expansion space and compression space; Noise level. The engine demonstrates the characteristics of a higher torque and a higher efficiency at lower speeds, and with low noise. Therefore, it was found that in a specific area, the engine shows characteristics surpassing those found in internal combustion engines.

    The objective of the Cummins ARES program, in partnership with the US Department of Energy (DOE), is to develop advanced natural gas engine technologies that increase engine system efficiency at lower emissions levels while attaining lower cost of ownership. The goals of the project are to demonstrate engine system achieving 50% Brake Thermal Efficiency (BTE) in three phases, 44%, 47% and 50% (starting baseline efficiency at 36% BTE) and 0.1 g/bhp-hr NOx system out emissions (starting baseline NOx emissions at 2 – 4 g/bhp-hr NOx). Primary path towards above goals include high Brake Mean Effective Pressure (BMEP), improved closed cycle efficiency, increased air handling efficiency and optimized engine subsystems. Cummins has successfully demonstrated each of the phases of this program. All targets have been achieved through application of a combined set of advanced base engine technologies and Waste Heat Recovery from Charge Air and Exhaust streams, optimized and validated on the demonstration engine and other large engines. The following architectures were selected for each Phase: Phase 1: Lean Burn Spark Ignited (SI) Key Technologies: High Efficiency Turbocharging, Higher Efficiency Combustion System. In production on the 60/91L engines. Over 500MW of ARES Phase 1 technology has been sold. Phase 2: Lean Burn Technology with Exhaust Waste Heat Recovery (WHR) System Key Technologies: Advanced Ignition System, Combustion Improvement, Integrated Waste Heat Recovery System. Base engine technologies intended for production within 2 to 3 years Phase 3: Lean Burn Technology with Exhaust and Charge Air Waste Heat Recovery System Key Technologies: Lower Friction, New Cylinder Head Designs, Improved Integrated Waste Heat Recovery System. Intended for production within 5 to 6 years Cummins is committed to the launch of next generation of large advanced NG engines based on ARES technology to be commercialized worldwide.

In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    In December 1983, 13 nuclear utilities that own TDI diesel generators formally established an Owners• Group to address concerns regarding the reliability and operability of these engines. The Owners' Group program for engine requalification consisted of four major elements: 1) resolution of known problems with potentially generic implications, 2) a design review and quality revalidation (DR/QR) effort aimed at identifying and correcting potential problems with the important engine components, 3) expanded engine testing and inspection, and 4) enhanced engine maintenance and surveillance (M/S) to maintain the qualification of the diesel engines for the lifetime of the nuclear plants that they service. In providing technical support to NRC, the PNL project staff, assisted by a number of diesel engine consultants, focused on the four major elements of the Owners' Group engine requalification program, addressing both generic and plant-specific areas.
