    During Nauru99 it was noted that the island was producing small clouds that advected over the ARM site. The Nauru Island Effect Study was run for 1.5 years and the methodology developed to detect the occurrence. Nauru ACRF downwelling SW, wind direction, and air temperature data are used, along with downwelling SW data from Licor radiometers located on the southern end of the island near the airport landing strip. A statistical analysis and comparison of data from the two locations is used to detect the likely occurrence of an island influence on the Nauru ACRF site data

    The current energy crisis in Nepal clearly indicates that the future energy-demand cannot be met by traditional energy-sources. Community-based micro-hydropower operations are considered to be one of the most feasible options for energy development. However, the power plant capacity factor remains very low due to limited commercial and business opportunities. Generation of hydrogen (H2) from the unutilized power could eradicate this problem. This new energy carrier is clean, can save foreign currency and increases the energy-security. The aim of this study is to determine the potential of H2 production from excess energy of a micro-hydro project in rural Nepal using “HOMER ” from NREL.

    Western Nepal has experienced consecutive and worsened winter drought conditions since 2000 culminating in a severe drought episode during 2008-2009. In this study, the meteorological conditons and a historical pespective of the winter droughts in western Nepal were analyzed using respectively instumental records and a paleoclimatic drought index. Althought decadal-scale drought conditions were found to be recurrent in the paleoclimate record, the severity of the recent decadal drought (since 2000) clearly stands out in the 700 years of record and, this is suggestive of potential anthropogenic influences in the recent decades. Meteorological diagnosis using atmospheric reanalysis in the recent decades revealed that (1) winter drought in western Nepal is linked to the Arctic Oscillation and its decadal variability, which initiates a tropospheric short-wave train across the Europe, Eurasia and South Asia, and that (2) the persistent warming of the Indian Ocean likely contributes to the suppression of rainfall through enhanced local Hadley circultion. It is therefore conceivable that the recent spells of decadal drought in Nepal drought are symptomatic of both natural variability and anthropogenic influences.

    This report documents trends in R and D and in particular (public) energy R and D in the Netherlands. Besides quantitative information on R and D and energy R and D, the report gives an impression of changes in science and technology policy, energy policy and changes in energy research priorities (both organizational and financial). In the Netherlands, 2.09% of GDP (or $6.7 billion) was invested in R and D activities in 1995. The private sector financed 46% of all R and D in that year. A small but significant fraction (9.3%) of the research performed in the Netherlands is financed by foreign public and private sector entities. Energy R and D has been identified by the national Strategic Foresight Activity as an important area of R and D for government support in the future. This is due in part to the overall decline in public support for energy R and D that occurred from 1985 to 1995. However, recent concern over climate change and energy policy has resulted in increased budgets for energy R and D. Recent policy documents (e.g., the Memorandum on Energy R and D in April 1998) and initiatives (e.g., a recent university energy R and D program; intensification of climate policy, partly in R and D) indicate the growing interest in addressing the issue of climate change partly through energy R and D. The Dutch government believes that the liberalization of the energy market in the Netherlands justifies an active role for the government to guarantee the longer-term transformation to a sustainable energy system. In terms of climate policy, the expanded and more efficient use of natural gas is seen as a suitable transition option towards a sustainable energy system. However, energy efficiency (and in particular energy efficiency in the industrial sector) and the introduction of renewable technologies (solar energy, wind energy and biomass) are generally favored for the long term. Recently, additional funding was allocated for research on industrial ''breakthrough'' technologies, photovoltaic energy, and biomass research. Best available data suggest that the private sector's energy R and D investments are on par with and quite close to the level of the government's energy R and D budgets. Renewable energy R and D, nuclear fission and fusion are predominantly financed by the public sector. However, energy efficiency receives the largest share of the total governmental energy RD and D budget (about 40%). The majority of the private sector's energy R and D investments are devoted to energy efficiency. Private sector investments also exceed those of the government in the area of power storage technologies.

    The International Technology Exchange Program (ITEP) of the Department of Energy`s (DOE`s) Office of Environmental Management (EM) is responsible for promoting the import of innovative technologies to better address EM`s needs and the export of US services into foreign markets to enhance US competitiveness. Under this program, potentially innovative environmental restoration technologies, either commercially available or under development in the Netherlands and France, were identified, described, and evaluated. It was found that 12 innovative environmental restoration technologies, which are either commercially available or under development in the Netherlands and France, may have some benefit for the DOE EM program and should be considered for transfer to the United States.

    Biomass and waste, which are the focus of the activities at the Thermal Power Engineering section of the TU Delft, are the most important renewable energies today. They will maintain their role in the future. There are different ways to convert biomass and waste to power and heat. The combustion of biomass can be considered state-of-the-art technology and plants ranging in capacity from a few kW up to several MW are available on the market. The selection of the combustion technology is dependent on the scale and the kind of biomass. Power can be produced by means of a steam turbine, which is attractive in units above 1 MW. Gasification, in contrast, is a technology that has yet to find a wide use. But, in combination with gas engines, gas turbines or fuel cells, gasification has the advantage of a high electrical efficiency.     The Netherlands have a rather complex water-management system consisting of a number of major rivers, canals, lakes and ditches. Water-quantity management on a regional scale is necessary for an effective water-quality policy. To support water management, a computer model was developed that includes both water quality and water quantity, based on three submodels: ABOPOL for the water movement, DELWAQ for the calculation of water quality variables and BLOOM-II for the phytoplankton growth. The northern province of Friesland was chosen as a test case for the integrated model to be developed, where water quality is highly related to the water distribution and the main trade-off is minimizing the intake of (eutrophicated) alien water in order to minimize external nutrient load and maximizing the intake in order to flush channels and lakes. The results of the application of these models to this and to a number of hypothetical future situations are described.

Some suggest that the National and Sectoral Innovation Systems literature has become bogged down, however, into case studies of how specific institutions affect innovation in a specific country. A useful notion for policy makers in particular, Balzat & Hanusch (2004) argued that there is a need for NIS studies to develop complementary and also quantitative methods in order to generate new insights that are comparable across national borders.     Solid waste management (SWM) services have consistently failed to keep up with the vast amount of solid waste produced in urban areas. There is not currently an efficient system in place for the management, storage, collection, and transportation of solid waste. Kathmandu City, an important urban center of South Asia, is no exception. In Kathmandu Metropolitan City, solid waste generation is predicted to be 1091 m{sup 3}/d (245 tons/day) and 1155 m{sup 3}/d (260 tons/day) for the years 2005 and 2006, respectively. The majority (89%) of households in Kathmandu Metropolitan City are willing to segregate the organic and non-organic portions of their waste. Overall collection efficiency was 94% in 2003. An increase in waste collection occurred due to private sector involvement, the shutdown of the second transfer station near the airport due to local protest, a lack of funding to maintain trucks/equipment, a huge increase in plastic waste, and the willingness of people to separate their waste into separate bins. Despite a substantial increase in total expenditure, no additional investments were made to the existing development plan to introduce a modern disposal system due to insufficient funding. Due to the lack of a proper lining, raw solid waste from the existing dumping site comes in contact with river water directly, causing severe river contamination and deteriorating the quality of the water.
