    The Roaring Fork Transit Authority (RFTA) and its VelociRFTA Bus Rapid Transit (BRT) program are unique in many ways. For example, VelociRFTA was the first rural BRT system in the United States and the operational environment of the VelociRFTA BRT is one of the most severe in the country, with extreme winter temperatures and altitudes close to 8,000 feet. RFTA viewed high altitude operation as the most challenging characteristic when it began considering the use of natural gas. RFTA is the second-largest public transit system in Colorado behind Denver's Regional Transportation District (RTD), and it is one of the largest rural public transit systems in the country. In 2013, RFTA accepted delivery of 22 new compressed natural gas (CNG) buses that went into service after completion of maintenance and refueling facilities earlier that year. This paper examines the lessons learned from RFTA's experience of investigating--and ultimately choosing--CNG for their new BRT program and focuses on the unique environment of RFTA's BRT application; the decision process to include CNG fueling in the project; unforeseen difficulties encountered in the operation of CNG buses; public perception; cost comparison to competing fuels; and considerations for indoor fueling facilities and project funding.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    This essay reviews the basic concepts of product differentiation as they apply to service design in the electric power industry. Unbundling the quality attributes of service conditions benefits utilities as well as their customers. Each customer gains from new opportunities to match the quality and cost of service conditions to the characteristics of their end uses. A well designed product line of service conditions benefits every customer. The utility benefits from improved operating efficiency and from greater flexibility in meeting service obligations and competitive pressures. In addition, the utility obtains better information for planning investments in generation, transmission, and distribution. Together these features provide a foundation for a utility's business strategy. The basic principles of product design are described and a unified methodology for specifying and pricing service conditions is outlined. We also describe how the pricing of quality attributes enables the utility to price other service options systematically, such as long-term supply contracts, cogeneration, and standby service. 60 refs., 21 figs., 14 tabs.

    The world-wide movement to restructure the electric and power and energy industry is now well underway in the United States. The most recent thrust came this year, with the Federal Energy Regulatory Commission`s (FERC`s) issuance on April 24th of new regulations designed to open the interconnected transmission grid to all qualified wholesale users. Other movements have been in the many forms of earlier statutes and regulations promulgated in 1978 to make more efficient use of fuels burned; utility diversification efforts; utility creation of affiliate and subsidiary organizations and operations; introduction into the market of private non-utility power developers; utilities obtaining clearance from the Securities and Exchange Commission (SEC) to venture in international markets; massive mergers and acquisitions; bankruptcies; the entry into the market of nonutility power marketers and brokers, including entities from the gas and securities industries not previously involved in the electric power and energy industry; additional congressional consideration of outright repeal of Holding Company legislation dating back to 1935; some states entering into an era of abandoning the control past in favor of complete re-regulation of the industry on the basis of performance; the coming of Independent System Operators (ISO`s), Regional Transmission Groups (RTG`s), and the possible coming of Capacity Reservation Tariffs (CRT`s), to name a few.

    The restructuring of local distribution services is now the focus of the natural gas industry. It is viewed by some as the last major step in the {open_quotes}reconstitution{close_quotes} of the natural gas industry and a critical element in realizing the full benefits of regulatory and market reforms that have already taken place in the wellhead and interstate markets. It could also be the most important regulatory initiative for most end-use customers since they are affected directly by the costs and reliability of distribution services. Several factors contributed to the current emphasis on distribution service restructuring. They include the unbundling and restructuring of upstream markets, a realization of the limitations of supply-side options (such as gas procurement oversight), and the increased diversity and volatility of gas demand facing local distribution companies (LDCs). Overall, restructuring requires the LDC to transform itself from a franchised monopoly providing a uniform bundled service into a {open_quotes}competitive{close_quotes} enterprise delivering distinct unbundled services.

    The U.S. Department of Energy (DOE) is sponsoring two major programs to develop high efficiency, natural gas fueled power generation technologies. These programs are the Advanced Turbine Systems (ATS) Program and the Fuel Cell Program. While natural gas is gaining acceptance in the electric power sector, the improved technology from these programs will make gas an even more attractive fuel, particularly in urban areas where environmental concerns are greatest. Under the auspices of DOE`s Office of Fossil Energy (DOE/FE) and Office of Energy Efficiency and Renewable Energy (DOE/EE), the 8-year ATS Program is developing and will demonstrate advanced gas turbine power systems for both large central power systems and smaller industrial-scale systems. The large-scale systems will have efficiencies significantly greater than 60 percent, while the industrial-scale systems will have efficiencies with at least an equivalent 15 percent increase over the best 1992-vintage technology. The goal is to have the system ready for commercial offering by the year 2000.

    A fueling facility and method for dispensing liquid natural gas (LNG), compressed natural gas (CNG) or both on-demand. The fueling facility may include a source of LNG, such as cryogenic storage vessel. A low volume high pressure pump is coupled to the source of LNG to produce a stream of pressurized LNG. The stream of pressurized LNG may be selectively directed through an LNG flow path or to a CNG flow path which includes a vaporizer configured to produce CNG from the pressurized LNG. A portion of the CNG may be drawn from the CNG flow path and introduced into the CNG flow path to control the temperature of LNG flowing therethrough. Similarly, a portion of the LNG may be drawn from the LNG flow path and introduced into the CNG flow path to control the temperature of CNG flowing therethrough.

Ancillary services markets have been developed in many of the restructured power system regions throughout the world. Ancillary services include the services that support the provision of energy to support power system reliability. The ancillary services markets are tied tightly to the design of the energy market and to the physics of the system and therefore careful consideration of power system economics and engineering must be considered in their design.     The recent increased interest in utilizing variable generation (VG) resources such as wind and solar in power systems has motivated investigations into new operating procedures. Although these resources provide desirable value to a system (e.g., no fuel costs or emissions), interconnecting them provides unique challenges. Their variable, non-controllable nature in particular requires significant attention, because it directly results in increased power system variability and uncertainty. One way to handle this is via new operating reserve schemes. Operating reserves provide upward and downward generation and ramping capacity to counteract uncertainty and variability prior to their realization. For instance, uncertainty and variability in real-time dispatch can be accounted for in the hour-ahead unit commitment. New operating reserve methodologies that specifically account for the increased variability and uncertainty caused by VG are currently being investigated and developed by academia and industry. This paper examines one method inspired by the new operating reserve product being proposed by the California Independent System Operator. The method is based on examining the potential ramping requirements at any given time and enforcing those requirements via a reserve demand curve in the market-clearing optimization as an additional ancillary service product.

    This paper describes the evolution of understanding of severe accident consequences from the non-mechanistic assumptions of WASH-740 to WASH-1400, NUREG-1150, SOARCA and today in the interpretation of the consequences of the accident at Fukushima. As opposed to the general perception, the radiological human health consequences to members of the Japanese public from the Fukushima accident will be small despite meltdowns at three reactors and loss of containment integrity. In contrast, the radiation-related societal impacts present a substantial additional economic burden on top of the monumental task of economic recovery from the nonnuclear aspects of the earthquake and tsunami damage. The Fukushima accident provides additional evidence that we have mis-characterized the risk of nuclear power plant accidents to ourselves and to the public. The human health risks are extremely small even to people living next door to a nuclear power plant. The principal risk associated with a nuclear power plant accident involves societal impacts: relocation of people, loss of land use, loss of contaminated products, decontamination costs and the need for replacement power. Although two of the three probabilistic safety goals of the NRC address societal risk, the associated quantitative health objectives in reality only address individual human health risk. This paper describes the types of analysis that would address compliance with the societal goals. (authors)

    San Diego Gas & Electric (SDG&E) is participating with M-C Power in the development and commercialization program of their internally manifolded heat exchanger (IMHEX{reg_sign}) carbonate fuel cell technology. Development of the IMHEX technology base on the UNOCAL test facility resulted in the demonstration of a 250 kW thermally integrated power plant located at the Naval Air Station at Miramar, California. The members of the commercialization team lead by M-C Power (MCP) include Bechtel Corporation, Stewart & Stevenson Services, Inc., and Ishikawajima-Harima Heavy Industries (IHI). MCP produced the fuel cell stack, Bechtel was responsible for the process engineering including the control system, Stewart & Stevenson was responsible for packaging the process equipment in a skid (pumps, desulfurizer, gas heater, turbo, heat exchanger and stem generator), IHI produced a compact flat plate catalytic reformer operating on natural gas, and SDG&E assumed responsibility for plant construction, start-up and operation of the plant.

  11. On the nature of unstable equilibrium points in power systems

    This paper concerns the application of direct methods for transient stability analysis of stressed power systems. One of the most important issues in this area is to find the controlling unstable equilibrium point for the disturbance under consideration. This paper provides a conceptual framework for discussing stable and unstable equilibrium points in power systems based on simple topological arguments. It is for instance shown that every conceivable case of system separation can be related to a specific unstable equilibrium point (u.e.p) in an unloaded system. This result can be seen as a verification of the soundness of the often used corrected corner point approximation and ray point approximation, since these two approximations would give the same unstable equilibrium points in an unloaded system. Moreover, it is shown, by an example, that some of these unstable equilibrium points can disappear when the loading of the system increases. The implications of the findings of this paper are discussed for the so-called MOD method of finding the controlling u.e.p., which is used in some software packages. Finally, a method based on a combination of MOD method and the BCU method is outlined and proposed as the subject of future investigation.

    Nuclear power plant (NPP) concrete structures are described. In-service inspection and testing requirements in the U.S. are summarized. The license renewal process in the U.S. is outlined and its current status provided. Operating experience related to performance of the concrete structures is presented. Basic components of a program to manage aging of the concrete structures are identified and described: (1) Degradation mechanisms, damage models, and material performance; (2) Assessment and remediation: i.e., component selection, in- service inspection, non-destructive examinations, and remedial actions; and (3) Estimation of performance at present or some future point in time: i.e., application of structural reliability theory to the design and optimization of in-service inspection/maintenance strategies, and determination of the effects of degradation on plant risk. Finally, areas are noted where additional research would be of benefit to aging management of nuclear power plant concrete structures.

    We compare the fuel consumption and greenhouse gas emissions of natural gas and diesel heavy-duty (HD) class 8 trucks under consistent simulated drive cycle conditions. Our study included both conventional and hybrid HD trucks operating with either natural gas or diesel engines, and we compare the resulting simulated fuel efficiencies, fuel costs, and payback periods. While trucks powered by natural gas engines have lower fuel economy, their CO2 emissions and costs are lower than comparable diesel trucks. Both diesel and natural gas powered hybrid trucks have significantly improved fuel economy, reasonable cost savings and payback time, and lower CO2 emissions under city driving conditions. However, under freeway-dominant driving conditions, the overall benefits of hybridization are considerably less. Based on payback period alone, non-hybrid natural gas trucks appear to be the most economic option for both urban and freeway driving environments.

    A fueling facility and method for dispensing liquid natural gas (LNG), compressed natural gas (CNG) or both on-demand. The fueling facility may include a source of LNG, such as cryogenic storage vessel. A low volume high pressure pump is coupled to the source of LNG to produce a stream of pressurized LNG. The stream of pressurized LNG may be selectively directed through an LNG flow path or to a CNG flow path which includes a vaporizer configured to produce CNG from the pressurized LNG. A portion of the CNG may be drawn from the CNG flow path and introduced into the CNG flow path to control the temperature of LNG flowing therethrough. Similarly, a portion of the LNG may be drawn from the LNG flow path and introduced into the CNG flow path to control the temperature of CNG flowing therethrough.

  16. Issues in Energy Economics Led by Emerging Linkages between the Natural Gas and Power Sectors

    Fuel prices in 2006 continued at record levels, with uranium continuing upward unabated and coal, SO{sub 2} emission allowances, and natural gas all softening. This softening did not continue for natural gas, however, whose prices rose, fell and rose again, first following weather influences and, by the second quarter of 2007, continuing at high levels without any support from fundamentals. This article reviews these trends and describes the remarkable increases in fuel expenses for power generation. By the end of 2005, natural gas claimed 55% of annual power sector fuel expenses, even though it was used for only 19% of electric generation. Although natural gas is enormously important to the power sector, the sector also is an important driver of the natural gas market-growing to over 28% of the market even as total use has declined. The article proceeds to discuss globalization, natural gas price risk, and technology developments. Forces of globalization are poised to affect the energy markets in new ways-new in not being only about oil. Of particular interest in the growth of intermodal traffic and its a little-understood impacts on rail traffic patterns and transportation costs, and expected rapidly expanding LNG imports toward the end of the decade. Two aspects of natural gas price risk are discussed: how understanding the use of gas in the power sector helps define price ceilings and floors for natural gas, and how the recent increase in the natural gas production after years of record drilling could alter the supply-demand balance for the better. The article cautions, however, that escalation in natural gas finding and development costs is countering the more positive developments that emerged during 2006. Regarding technology, the exploitation of unconventional natural gas was one highlight. So too was the queuing up of coal-fired power plants for the post-2010 period, a phenomenon that has come under great pressure with many consequences including increased

    HBS and HPS versions using single-crystal tungsten or molybden alloys as a cladding of heat pipes joined outside the core of reactor with thermionic converters are considered. Solid solutions of uranium and tantalum carbides, uranium-zirconium carbonitride including cermet type with a matrix made of tungsten are also discussed as the fuels of HBS and HPS. A possibility to rise the heat pipes and thermionic converters service life up to 10 years at the operating temperature up to 1900 K by means of using of single crystal tungsten is shown.   18. A novel configuration for coproducing transportation fuels and power from coal and natural gas

    The US Department of Energy and Mitretek Systems have evolved and evaluated a concept that combines the use of gas and coal for the highly efficient production of electric power and high quality transportation fuels. In its simplest form, this coproduction cofeed (CoCo) concept consists of diverting coal-derived synthesis gas from the combined cycle power block of an Integrated Coal Gasification Combined Cycle (IGCC) unit to a slurry-phase Fischer-Tropsch (F-T) synthesis reactor. The unreacted synthesis gas from the F-T reactor, and imported natural gas are then combusted in the downstream combined cycle power generation unit. Combining processes in this manner accomplishes the equivalent of natural gas to liquid synthesis while eliminating the conversion losses associated with the production of synthesis gas from natural gas. The paper discusses the benefits of coproduction.

The study estimates that more than 72 million tonnes of hydrogen can be produced from coal, natural gas, nuclear, and hydro power per year in the country (considering only 30% of their total annual production). The United States consumed about 396 million tonnes of gasoline in 2007; therefore, the report suggests the amount of hydrogen from these sources could displace about 80% of this consumption.

The project combined a commercialization strategy tailored specifically for electric utilities with the development of a PV-powered pumping system that operates conventional ac pumps rather than relying on the more expensive and less reliable PV pumps on the market. By combining these two attributes, a project goal was established of creating sustained utility purchases of 250 PV-powered water pumping systems per year. The results of each of these tasks are presented in two parts contained in this Final Summary Report. The first part summarizes the results of the Photovoltaic Services Network (PSN) as a new business venture, while the second part summarizes the results of the Golden Photon system installations. Specifically, results and photographs from each of the system installations are presented in this latter part.

    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program.   5. Quantifying the value that wind power provides as a hedge against volatile natural gas prices

    Advocates of renewable energy have long argued that wind power and other renewable technologies can mitigate fuel price risk within a resource portfolio. Such arguments--made with renewed vigor in the wake of unprecedented natural gas price volatility during the winter of 2000/2001--have mostly been qualitative in nature, however, with few attempts to actually quantify the price stability benefit that wind and other renewables provide. This paper attempts to quantify this benefit by equating it with the cost of achieving price stability through other means, particularly gas-based financial derivatives (futures and swaps). We find that over the past two years, natural gas consumers have had to pay a premium of roughly 0.50 cents/kWh over expected spot prices to lock in natural gas prices for the next 10 years. This incremental cost is potentially large enough to tip the scales away from new investments in natural gasfired generation and in favor of investments in wind power and other renewable technologies.

    The Natural Bridges National Monument in southeastern Utah is the location of the world's largest solar photovoltaic power system. This system, which operates in a stand-alone mode without utility backup, supplies from 300 to 400 kWh/day of 60-Hz AC electrical energy to the diversified loads in the monument headquarters area. A diesel-powered generator serves as backup for the system. The solutions to a number of problems encountered in the design, fabrication, testing and early operation of the system are discussed.

    Recently, there has been increased interest in using prognostics (i.e, remaining useful life (RUL) prediction) for managing and mitigating aging effects in service-degraded passive nuclear power reactor components. A vital part of this philosophy is the development of tools for detecting and monitoring service-induced degradation. Experience with in-service degradation has shown that rapidly-growing cracks, including several varieties of stress corrosion cracks (SCCs), can grow through a pipe in less than one fuel outage cycle after they initiate. Periodic inspection has limited effectiveness at detecting and managing such degradation requiring a more versatile monitoring philosophy. Acoustic emission testing (AET) and guided wave ultrasonic testing (GUT) are related technologies with potential for on-line monitoring applications. However, harsh operating conditions within NPPs inhibit the widespread implementation of both technologies. For AET, another hurdle is the attenuation of passive degradation signals as they travel though large components, relegating AET to targeted applications. GUT is further hindered by the complexity of GUT signatures limiting its application to the inspection of simple components. The development of sensors that are robust and inexpensive is key to expanding the use of AET and GUT for degradation monitoring in NPPs and improving overall effectiveness. Meanwhile, the effectiveness of AET and GUT in NPPs can be enhanced through thoughtful application of tandem AET-GUT techniques.

This package will feature a total efficiency > 75% and ultra low CARB permitting emissions. Our modular design will cover the 1 – 6 MW size range, and this scalable technology can be used in both smaller and larger engine powered CHP packages. To further advance one of the key advantages of reciprocating engines, the engine, generator and CHP package will be optimized for low initial and operating costs. Dresser, Inc. will leverage the knowledge gained in the DOE - ARES program. Dresser, Inc. will work with commercial, regulatory, and government entities to help break down barriers to wider deployment of CHP. The outcome of this project will be a commercially successful 1.1 MW CHP package with high electrical and total efficiency that will significantly reduce emissions compared to the current central power plant paradigm.     The paper presents the results of experimental investigations of overvoltages on 6kV isolated neutral station service cable networks of thermal power plants. The overvoltages were recorded with capacitive voltage measurement systems made at the Nikola Tesla Institute. Wideband capacitive voltage measurement systems recorded a flat response from below power frequencies to 10MHz. Investigations of overvoltages were performed for appearance and interruption of metal earth faults, intermittent earth faults, switching operation of HV motors switchgear, switching operation of transformers switchgear, and transfer of the network supply from one transformer to another. On the basis of these investigations, certain measures are proposed for limiting overvoltages and for the reliability of station service of thermal power plants.

    Natural-gas-fueled solid oxide fuel cell (NGSOFC) power systems yield electrical conversion efficiencies exceeding 60% and may become a viable alternative for distributed generation (DG) if stack life and manufacturing economies of scale can be realized. Currently, stacks last approximately 2 years and few systems are produced each year because of the relatively high cost of electricity from the systems. If mass manufacturing (10,000 units per year) and a stack life of 15 years can be reached, the cost of electricity from an NGSOFC system is estimated to be about 7.7 ¢/kWh, well within the price of commercial and residential retail prices at the national level (9.9-10¢/kWh and 11-12 ¢/kWh, respectively). With an additional 5 ¢/kWh in estimated additional benefits from DG, NGSOFC could be well positioned to replace the forecasted 59-77 gigawatts of capacity loss resulting from coal plant closures due to stricter emissions regulations and low natural gas prices.

    The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

    Energy produced by intermittent renewable resources is sharply increasing in the United States. At high penetration levels, volatility of wind power production could cause additional problems for the power system balancing functions such as regulation. This paper reports some partial results of a project work, recently conducted by the Pacific Northwest National Laboratory (PNNL) for Bonneville Power Administration (BPA). The project proposes to mitigate additional intermittency with the help of Wide Area Energy Management System (WAEMS) that would provide a two-way simultaneous regulation service for the BPA and California ISO systems by using a large energy storage facility. The paper evaluates several utility-scale energy storage technology options for their usage as regulation resources. The regulation service requires a participating resource to quickly vary its power output following the rapidly and frequently changing regulation signal. Several energy storage options have been analyzed based on thirteen selection criteria. The evaluation process resulted in the selection of flywheels, pumped hydro electric power (or conventional hydro electric power) plant and sodium sulfur or nickel cadmium batteries as candidate technologies for the WAEMS project. A cost benefit analysis should be conducted to narrow the choice to one technology.

This document describes the assessment of this computer program versus a natural circulation experiment as conducted at the Borssele Nuclear Power Plant. The results of this comparison show that the code RELAP5/MOD2 predicts well the natural circulation behaviour of Nuclear Power Plant Borssele.

    Highly efficient direct current (DC) appliances have the potential to dramatically increase the affordability of off-grid solar power systems used for rural electrification in developing countries by reducing the size of the systems required. For example, the combined power requirement of a highly efficient color TV, four DC light emitting diode (LED) lamps, a mobile phone charger, and a radio is approximately 18 watts and can be supported by a small solar power system (at 27 watts peak, Wp). Price declines and efficiency advances in LED technology are already enabling rapidly increased use of small off-grid lighting systems in Africa and Asia. Similar progress is also possible for larger household-scale solar home systems that power appliances such as lights, TVs, fans, radios, and mobile phones. When super-efficient appliances are used, the total cost of solar home systems and their associated appliances can be reduced by as much as 50%. The results vary according to the appliances used with the system. These findings have critical relevance for efforts to provide modern energy services to the 1.2 billion people worldwide without access to the electrical grid and one billion more with unreliable access. However, policy and market support are needed to realize rapid adoption of super-efficient appliances.

  6. Special considerations on operating a fuel cell power plant using natural gas with marginal heating value

    In realizing new power generation technologies in Taiwan, a phosphoric acid fuel cell power plant (model PC2513, ONSI Corporation) has been installed in the premises of the Power Research Institute of the Taiwan Power Company in Taipei County of Taiwan. The pipeline gas supplying to the site of this power plant has a high percentage of carbon dioxide and thus a slightly lower heating value than that specified by the manufacturer. Because of the lowering of heating value of input gas, the highest Output power from the power plant is understandably less than the rated power of 200 kW designed. Further, the transient response of the power plant as interrupted from the Grid is also affected. Since this gas is also the pipeline gas supplying to the heavily populated Taipei Municipal area, it is conceivable that the success of the operations of fuel cells using this fuel is of vital importance to the promotion of the use of this power generation technology in Taiwan. Hence, experiments were set up to assess the feasibility of this fuel cell power plant using the existing pipeline gas in this part of Taiwan where fuel cells would most likely find useful.

  5. Development of a Hydrogasification Process for Co-Production of Substitute Natural Gas (SNG) and Electric Power from Western Coals

    This report presents the results of the research and development conducted on an Advanced Hydrogasification Process (AHP) conceived and developed by Arizona Public Service Company (APS) under U.S. Department of Energy (DOE) contract: DE-FC26-06NT42759 for Substitute Natural Gas (SNG) production from western coal. A double-wall (i.e., a hydrogasification contained within a pressure shell) down-flow hydrogasification reactor was designed, engineered, constructed, commissioned and operated by APS, Phoenix, AZ. The reactor is ASME-certified under Section VIII with a rating of 1150 pounds per square inch gage (psig) maximum allowable working pressure at 1950 degrees Fahrenheit ({degrees}F). The reaction zone had a 1.75 inch inner diameter and 13 feet length. The initial testing of a sub-bituminous coal demonstrated ~ 50% carbon conversion and ~10% methane yield in the product gas under 1625{degrees}F, 1000 psig pressure, with a 11 seconds (s) residence time, and 0.4 hydrogen-to-coal mass ratio. Liquid by-products mainly contained Benzene, Toluene, Xylene (BTX) and tar. Char collected from the bottom of the reactor had 9000-British thermal units per pound (Btu/lb) heating value. A three-dimensional (3D) computational fluid dynamic model simulation of the hydrodynamics around the reactor head was utilized to design the nozzles for injecting the hydrogen into the gasifier to optimize gas-solid mixing to achieve improved carbon conversion. The report also presents the evaluation of using algae for carbon dioxide (CO{sub 2}) management and biofuel production.     Certain materials used and produced in a wide range of non-nuclear industries contain enhanced activity concentrations of natural radionuclides. In particular, electricity production from coal is one of the major sources of increased human exposure to naturally occurring radioactive materials. A methodology was developed to assess the radiological impact due to natural radiation background. The developed research was applied to a specific case study, the Sines coal-fired power plant, located in the southwest coastline of Portugal. Gamma radiation measurements were carried out with two different instruments: a sodium iodide scintillation detector counter (SPP2 NF, Saphymo) and a gamma ray spectrometer with energy discrimination (Falcon 5000, Canberra). Two circular survey areas were defined within 20 km of the power plant. Forty relevant measurements points were established within the sampling area: 15 urban and 25 suburban locations. Additionally, ten more measurements points were defined, mostly at the 20-km area. The registered gamma radiation varies from 20 to 98.33 counts per seconds (c.p.s.) corresponding to an external gamma exposure rate variable between 87.70 and 431.19 nGy/h. The highest values were measured at locations near the power plant and those located in an area within the 6 and 20 km from the stacks. In situ gamma radiation measurements with energy discrimination identified natural emitting nuclides as well as their decay products (Pb-212, Pb-2142, Ra-226, Th-232, Ac-228, Th-234, Pa-234, U- 235, etc.). According to the results, an influence from the stacks emissions has been identified both qualitatively and quantitatively. The developed methodology accomplished the lack of data in what concerns to radiation rate in the vicinity of Sines coal-fired power plant and consequently the resulting exposure to the nearby population.     Pipeline natural gas is being considered as the fuel of choice for utilization in fuel cell-based distributed generation systems because of its abundant supply and the existing supply infrastructure (1). For effective utilization in fuel cells, pipeline gas requires efficient removal of sulfur impurities (naturally occurring sulfur compounds or sulfur bearing odorants) to prevent the electrical performance degradation of the fuel cell system. Sulfur odorants such as thiols and sulfides are added to pipeline natural gas and to LPG to ensure safe handling during transportation and utilization. The odorants allow the detection of minute gas line leaks, thereby minimizing the potential for explosions or fires.

    A method of modeling electric supply and demand with a data processor in combination with a recordable medium, and for estimating spatial distribution of electric power outages and affected populations. A geographic area is divided into cells to form a matrix. Within the matrix, supply cells are identified as containing electric substations and demand cells are identified as including electricity customers. Demand cells of the matrix are associated with the supply cells as a function of the capacity of each of the supply cells and the proximity and/or electricity demand of each of the demand cells. The method includes estimating a power outage by applying disaster event prediction information to the matrix, and estimating power restoration using the supply and demand cell information of the matrix and standardized and historical restoration information.

    This research provides a systematic review and harmonization of the life cycle assessment (LCA) literature of electricity generated from conventionally produced natural gas. We focus on estimates of greenhouse gases (GHGs) emitted in the life cycle of electricity generation from conventionally produced natural gas in combustion turbines (NGCT) and combined-cycle (NGCC) systems. A process we term "harmonization" was employed to align several common system performance parameters and assumptions to better allow for cross-study comparisons, with the goal of clarifying central tendency and reducing variability in estimates of life cycle GHG emissions. This presentation summarizes preliminary results.
