    This progress report from the University of Hawaii at Manoa's School of Ocean and Earth Science and Technology describes state of the art research in tapping the energy in and around the Hawaiian Islands. Researchers are seeking new ways of generating electricity and producing methanol from sugarcane waste and other biomass. They are finding ways to encourage the expanded use of methanol as a transportation fuel. They are creating innovative and cost-efficient methods of producing and storing hydrogen gas, considered the fuel of the future''. Researchers are also developing the techniques and technologies that will enable us to tap the unlimited mineral resources of the surrounding ocean. they are testing methods of using the oceans to reduce the carbon dioxide being discharged to the atmosphere. And they are mapping the strategies by which the seas can become a major source of food, precious metals, and space for living and for industry. The achievements described in this annual report can be attributed to the experience, creativity, painstaking study, perseverance, and sacrifices of our the dedicated corps of researchers.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    The purpose of this assessment is to characterize the economic energy efficiency potential and investment requirements for space heating and hot water provided by district heat in the stock of state and municipal institutional buildings in the city of Kyiv. The assessment involves three activities. The first is a survey of state and municipal institutions to characterize the stock of institutional buildings. The second is to develop an estimate of the cost-effective efficiency potential. The third is to estimate the investment requirements to acquire the efficiency resource. Institutional buildings are defined as nonresidential buildings owned and occupied by state and municipal organizations. General categories of institutional buildings are education, healthcare, and cultural. The characterization activity provides information about the number of buildings, building floorspace, and consumption of space heating and hot water energy provided by the district system.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    The renovation of the Schneider Avenue Building to construct two research laboratories within the building is complete.     The US Department of Energy-Office of Heavy Vehicle Technologies (now the DOE-Office of FreedomCar and Vehicle Technologies) signed an Interagency Agreement (IAA) with National Institute for Occupational Safety and Health (NIOSH), No.01-15 DOE, 9/4/01, for 'The analysis of genotoxic activities of exhaust emissions from mobile natural gas, diesel, and spark-ignition engines'; subsequently modified on 3/27/02 (DOE IAG No.01-15-02M1); subsequently modified 9/02/03 (IAA Mod No. 01-15-03M1), as 'The analysis of genotoxic activities of exhaust emissions from mobile internal combustion engines: identification of engine design and operational parameters controlling exhaust genotoxicity'. The DOE Award/Contract number was DE-AI26-01CH11089. The IAA ended 9/30/06. This is the final summary technical report of National Institute for Occupational Safety and Health research performed with the US Department of Energy-Office of FreedomCar and Vehicle Technologies under that IAA: (A) NIOSH participation was requested by the DOE to provide in vitro genotoxicity assays of the organic solvent extracts of exhaust emissions from a suite of in-use diesel or spark-ignition vehicles; (B) research also was directed to develop and apply genotoxicity assays to the particulate phase of diesel exhaust, exploiting the NIOSH finding of genotoxicity expression by diesel exhaust particulate matter dispersed into the primary components of the surfactant coating the surface of the deep lung; (C) from the surfactant-dispersed DPM genotoxicity findings, the need for direct collection of DPM aerosols into surfactant for bioassay was recognized, and design and developmental testing of such samplers was initiated.

    Ensuring the resilience, reliability, flexibility, and affordability of the U.S. electric grid is increasingly important as the country addresses climate change and an aging infrastructure. State and federal policy and actions by industry, non-profits, and others create a dynamic framework for achieving these goals. Three principle low-carbon generation technologies have formed the basis for multiple scenarios leading toward a low-carbon, resilient, and affordable power system. While there is no “silver bullet,” one avenue identified by key stakeholders is the opportunity to invest in natural gas (NG) and renewable resources, both of which offer abundant domestic resource bases and contribute to energy independence, carbon mitigation, and economic growth. NG and renewable electricity (RE) have traditionally competed for market share in the power sector, but there is a growing experience base and awareness for their synergistic use (Cochran et al. 2014). Building upon these observations and previous work, the Joint Institute for Strategic Energy Analysis (JISEA), in collaboration with the Center for the New Energy Economy and the Gas Technology Institute, convened a series of workshops in 2014 to explore NG and RE synergies in the U.S. power sector. This report captures key insights from the workshop series, Synergies of Natural Gas and Renewable Energy: 360 Degrees of Opportunity, as well as supporting economic valuation analyses conducted by JISEA researchers that quantify the value proposition of investing in NG and RE together as complements.

    After briefly describing the Residential Solar Demonstration Program of HUD, several of the program experiences are discussed. The HUD program found that, in practice, most institutions presented only minor problem for active solar heating and cooling of homes. Demonstration experiences suggest solutions to problems which may arise outside the program, particularly as solar applications other than heating and cooling becomemore widespread. The HUD program will continue to study institutional problems for the program's passive solar grants and will focus on areas like the cities, where institutional concerns are more complex.

    Uruguay is in the midst of making critical decisions affecting the design of its future energy supply system. Momentum for change is expected to come from several directions, including recent and foreseeable upgrades and modifications to energy conversion facilities, the importation of natural gas from Argentina, the possibility for a stronger interconnection of regional electricity systems, the country's membership in MERCOSUR, and the potential for energy sector reforms by the Government of Uruguay. The objective of this study is to analyze the effects of several fuel diversification strategies on Uruguay's energy supply system. The analysis pays special attention to fuel substitution trends due to potential imports of natural gas via a gas pipeline from Argentina and increasing electricity ties with neighboring countries. The Government of Uruguay has contracted with Argonne National Laboratory (ANL) to study several energy development scenarios with the support of several Uruguayan institutions. Specifically, ANL was asked to conduct a detailed energy supply and demand analysis, develop energy demand projections based on an analysis of past energy demand patterns with support from local institutions, evaluate the effects of potential natural gas imports and electricity exchanges, and determine the market penetration of natural gas under various scenarios.

    1. Project Objectives The objectives of the project are to elucidate science issues intrinsic to high energy density electricity storage (battery) systems for smart-grid applications, research improvements in such systems to enable scale-up to grid-scale and demonstrate a large 200 kWh battery to facilitate transfer of the technology to industry. 2. Background Complex and difficult to control interfacial phenomena are intrinsic to high energy density electrical energy storage systems, since they are typically operated far from equilibrium. One example of such phenomena is the formation of dendrites. Such dendrites occur on battery electrodes as they cycle, and can lead to internal short circuits, reducing cycle life. An improved understanding of the formation of dendrites and their control can improve the cycle life and safety of many energy storage systems, including rechargeable lithium and zinc batteries. Another area where improved understanding is desirable is the application of ionic liquids as electrolytes in energy storage systems. An ionic liquid is typically thought of as a material that is fully ionized (consisting only of anions and cations) and is fluid at or near room temperature. Some features of ionic liquids include a generally high thermal stability (up to 450 °C), a high electrochemical window (up to 6 V) and relatively high intrinsic conductivities. Such features make them attractive as battery or capacitor electrolytes, and may enable batteries which are safer (due to the good thermal stability) and of much higher energy density (due to the higher voltage electrode materials which may be employed) than state of the art secondary (rechargeable) batteries. Of particular interest is the use of such liquids as electrolytes in metal air batteries, where energy densities on the order of 1-2,000 Wh / kg are possible; this is 5-10 times that of existing state of the art lithium battery technology. The Energy Institute has been engaged in the development of flow-assisted nickel zinc battery technology. This technology has the promise of enabling low-cost (<$250 / kWh) energy storage, while overcoming the historical poor cycle-life drawback. To date, the results have been promising, with a cycle life of 1,500 cycles demonstrated in small laboratory cells – an improvement of approximately 400%. Prior state of the art nickel zinc batteries have only demonstrated about 400 cycles to failure.

With the recent run-up in gas prices and the expected continuation of volatile and high prices in the near future, a growing number of voices are calling for increased diversification of energy supplies. Proponents of renewable energy and energy efficiency identify these clean energy sources as an important part of the solution. Increased deployment of renewable energy (RE) and energy efficiency (EE) can hedge natural gas price risk in more than one way, but this paper touches on just one potential benefit: displacement of gas-fired electricity generation, which reduces natural gas demand and thus puts downward pressure on gas prices. Many recent modeling studies of increased RE and EE deployment have demonstrated that this ''secondary'' effect of lowering natural gas prices could be significant; as a result, this effect is increasingly cited as justification for policies promoting RE and EE. This paper summarizes recent studies that have evaluated the gas-price-reduction effect of RE and EE deployment, analyzes the results of these studies in light of economic theory and other research, reviews the reasonableness of the effect as portrayed in modeling studies, and develops a simple tool that can be used to evaluate the impact of RE and EE on gas prices without relying on a complex national energy model. Key findings are summarized.

    The likely environmental, social, and institutional impacts of selected energy-conservation measures in two communities in Washington state are reported. The five conservation measures investigated in this study were: (1) retrofitting existing buildings; (2) district heating and Integrated Community Energy Systems (ICES); (3) small automobiles and vehicle redesign; (4) land-use and housing modifications; and (5) electric-utility rate reform. Twenty potential impact areas were selected for analysis. These areas were divided into five categories of environmental impacts, economic impacts, community impacts, personal impacts, and overall quality of life in the community. The research was conducted in Seattle and Yakima, Washington. In each location, about two dozen public officials and business, labor, and community leaders were interviewed. Their diverse views are summarized. The Seattle respondents saw energy conservation as a highly desirable policy with a number of temporary, transitional problems arising as energy-conservation measures were implemented. Yakima respondents, in contrast, did not expect to encounter many serious energy problems in the foreseeable future and consequently viewed energy conservation as a relatively minor community concern. Moreover, they anticipated that many conservation measures, if implemented by the government, would encounter either apathy or resistance in their community. Two broad generalizations can bedrawn from these interviews: (1) energy conservation will basically be beneficial for the natural environment and our society; and (2) if energy conservation does become a dominant thrust in our society, it could stimulate and reinforce a much broader process of fundamental social change.     Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    Unlike students of a generation ago, today's high school students have had limited personal experience with the energy issues that influence their everyday lives. They have no personal knowledge of the Arab Oil Embargo or the long lines at gas pumps that students in the 1970s encountered. Unlike their counterparts of the 1980s, who demonstrated against nuclear power plant construction projects, today's students have had very little exposure to energy debates of any national or international consequence. What's more, they have only vague memories of the Persian Gulf War and the fight over energy supplies. Fearing that the absence of crucial, real-life experiences has negatively impacted the energy literacy of today's students, numerous entities have implemented programs designed to introduce young people to a cornucopia of diverse energy issues that affect every aspect of daily life. As part of this educational movement, the Arizona Department of Commerce Energy Office recognized the fact that young people face an increasingly uncertain energy picture and, as such, one must provide them an education that will allow them to make informed energy decisions in the future. To this end, the Energy Office founded the Solar Energy Institute. What the author has gathered from his two years of experience operating the Solar Energy Institute is that the energy IQ of America's youth, specifically their solar energy IQ, is deficient. The other conclusion he has been able to draw from the program of study is that this summer camp is having a positive impact on students' energy literacy as measured by test scores and a follow-up survey of participants.

    As the world's fourth most populous nation, Indonesia faces enormous development pressures on its limited--but plentiful--resource base. Nongovernmental organizations (NGOs) are playing an important role in protecting Indonesia's environmental bounty through a unique institutional status. Indonesia's decade-old environmental protection legislation lays out specific responsibilities for NGOs, but the government also keeps an extremely tight watch over their activities, their funding sources, and their overseas strategizing with other NGOs. They are not permitted to participate in political or commercial activities. Indonesian NGOs enjoy a unique funding relationship with the private business community wherein they may even eventually campaign against a particular donor's environmental management practices. All this occurs within the political context of highly centralized, hierarchical government control coupled with anti-North/West leanings. That NGOs have survived to the point of even having standing in court is not unique globally, but certainly noteworthy in this near-fledgling democracy. In this paper, the author recalls his experience working on environmental management issues with Indonesian government officials, power utility staff, NGOs, and private environmental practitioners, and Western environmental consultants and advocates to analyze the short history of, prospects for, and mechanisms of NGO influence over Indonesian environmental policy making and implementation.

    High and volatile natural gas prices have increasingly led to calls for investments in renewable energy and energy efficiency. One line of argument is that deployment of these resources may lead to reductions in the demand for and price of natural gas. Many recent U.S.-based modeling studies have demonstrated that this effect could provide significant consumer savings. In this article we evaluate these studies, and benchmark their findings against economic theory, other modeling results, and a limited empirical literature. We find that many uncertainties remain regarding the absolute magnitude of this effect, and that the reduction in natural gas prices may not represent an increase in aggregate economic wealth. Nonetheless, we conclude that many of the studies of the impact of renewable energy and energy efficiency on natural gas prices appear to have represented this effect within reason, given current knowledge. These studies specifically suggest that a 1% reduction in U.S. natural gas demand could lead to long-term average wellhead price reductions of 0.8% to 2%, and that each megawatt-hour of renewable energy and energy efficiency may benefit natural gas consumers to the tune of at least $7.5 to $20.

    Basic information is presented about the legal, political, and social constraints faced by energy developers in the acquisition of water from underground, irrigation return flow, municipal waste, and saline sources. It is a guide to those institutional constraints which are general and pronounced enough to be important for regional assessments. First, attention was focused on the acquisition phase of the water use cycle. Second, constraints were analyzed primarily from a regional, rather than state-by-state, perspective. Emphasis was placed generally on the West - particularly the synfuel-rich Rocky Mountain states, the East, and Mid-West, in that order. Alaska and Hawaii were not surveyed. Third, the study focuses on the constraints associated with groundwater, municipal waste, irrigation return flow, and sea water, in that order. The phrase, institutional constraints, as used in the study, means legal, social, economic, and political restrictions, requirements, circumstances, or conditions that must be anticipated or responded to in order to acquire water for energy development. The study focuses primarily on legal constraints and secondarily on political constraints, because they tend to encompass or reflect other forms of institutional constraints.

  3. Natural Gas and the Transformation of the U.S. Energy Sector: Electricity

    Domestic natural gas production was largely stagnant from the mid-1970s until about 2005. However, beginning in the late 1990s, advances linking horizontal drilling techniques with hydraulic fracturing allowed drilling to proceed in shale and other formations at much lower cost. The result was a slow, steady increase in unconventional gas production. The Joint Institute for Strategic Energy Analysis (JISEA) designed this study to address four related key questions, which are a subset from the wider dialogue on natural gas; regarding the life cycle greenhouse gas (GHG) emissions associated with shale gas compared to conventional natural gas and other fuels used to generate electricity; existing legal and regulatory frameworks governing unconventional gas development at federal, state, and local levels, and changes in response to the rapid industry growth and public concerns; natural gas production companies changing their water-related practices; and demand for natural gas in the electric sector respond to a variety of policy and technology developments over the next 20 to 40 years.

  4. Heating Water with Solar Energy Costs Less at the Phoenix Federal Correctional Institution

    A large solar thermal system installed at the Phoenix Federal Correctional Institution (FCI) in 1998 heats water for the prison and costs less than buying electricity to heat that water. This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

  5. DEVELOPMENT OF A LOW COST INFERENTIAL NATURAL GAS ENERGY FLOW RATE PROTOTYPE RETROFIT MODULE

    In 1998, Southwest Research Institute began a multi-year project to develop a working prototype instrument module for natural gas energy measurement. The module will be used to retrofit a natural gas custody transfer flow meter for energy measurement, at a cost an order of magnitude lower than a gas chromatograph. Development and evaluation of the prototype energy meter in 2002-2003 included: (1) refinement of the algorithm used to infer properties of the natural gas stream, such as heating value; (2) evaluation of potential sensing technologies for nitrogen content, improvements in carbon dioxide measurements, and improvements in ultrasonic measurement technology and signal processing for improved speed of sound measurements; (3) design, fabrication and testing of a new prototype energy meter module incorporating these algorithm and sensor refinements; and (4) laboratory and field performance tests of the original and modified energy meter modules. Field tests of the original energy meter module have provided results in close agreement with an onsite gas chromatograph. The original algorithm has also been tested at a field site as a stand-alone application using measurements from in situ instruments, and has demonstrated its usefulness as a diagnostic tool. The algorithm has been revised to use measurement technologies existing in the module to measure the gas stream at multiple states and infer nitrogen content. The instrumentation module has also been modified to incorporate recent improvements in CO{sub 2} and sound speed sensing technology. Laboratory testing of the upgraded module has identified additional testing needed to attain the target accuracy in sound speed measurements and heating value.

    Beginning in the summer of 2000, California experienced serious energy supply problems, sharp increases in wholesale (and retail) electricity and natural gas prices, and isolated blackouts. In response to the rapidly worsening electricity situation in California in late 2000, the state set, as an initial goal, the reduction of the state's peak demand for the summer of 2001 by 5,000 megawatts. To meet this goal, the governor and legislature took a variety of steps to enhance supply, encourage rapid voluntary reductions in demand, and provide incentives for actions that would result in load reductions. Three bills-Assembly Bill 970, Senate Bill X1 5 and Assembly Bill X1 29-allocated roughly $950 million for consumption and demand reduction programs. The governor also enacted a variety of additional measures, including the ''Flex Your Power'' (media awareness and direct business involvement) campaign, requirements for retail sector outdoor lighting reductions, and toughening of energy efficiency building codes. There were, in fact, significant reductions in electricity demand in California during the summer of 2001 and the large number of expected supply disruptions was avoided. To understand the nature of these demand reductions and the motivations for consumer response, Washington State University (WSU) undertook a study for the California Energy Commission (CEC) focusing on conservation behavior in the residential, commercial, and agricultural sectors. The research presented in this report represents an exploration of the response of commercial and institutional organizations to the California energy situation and the unique set of influences that existed during this time. These influences included informational messages and media attention, program interventions, price changes, and external triggering events (e.g., blackouts). To better understand the effects of these influences on organizational response to the energy situation, we conducted 84 semi-structured inter views with members of commercial and institutional organizations (many of which participated in three different California Energy Commission Programs) and with 21 key informants representing program managers, administrators, and aggregators as well as a small number of energy service providers and utilities. Separate reports examine the consumer response in the residential and agricultural sectors.

    As part of a US Department of Energy (DOE) program on multifamily retrofit performance, Lawrence Berkeley Laboratory initiated an effort to learn what is known about energy use and conservation in the public housing sector. This report provides a summary of that information including a profile of the existing data on energy use patterns and conservation potential in public housing drawn from two major reports, from a survey of 40 large public housing authorities, from a 1983 Conference, and from contacts with various HUD staff. It presents the physical characteristics of existing public housing buildings, their energy use patterns, and the potential for conservation. Also described are technical, informational, economic, behavioral, and institutional barriers that hinder the efforts of local housing authorities and HUD to promote energy conservation. We identify a set of research topics that can help overcome existing barriers. For each topic, a brief research agenda, for pursuit by DOE over the next few years, is developed. Studies have been initiated on four of the areas (reported elsewhere) including analyses of baseline energy use, retrofit performance, conservation investments, and the monitoring of solar hot water retrofits at one San Francisco housing project.

    The author presents a summary of the structure and program of the US Export Council for Renewable Energy (US/ECRE). This organization was founded in 1982 as a consortium of US renewable energy trade associations, and is the non-profit/industry counterpart of CORECT. It serves to accelerate the diffusion of sustainable renewable energy services worldwide, and to enhance US industry`s position in this expanded marketplace. The projected energy growth in the next 20 years is expected to favor developing countries. Barriers in the way of renewable energy development include technology awareness, financing and risk reception, policy decisions, and institutional barriers. The industrial team hopes to address this problem through several different programs: strategic alliances; end-user outreach; industry market development; policy/project development; financing and facilitation. The program involves several phases: first, market conditioning; second, regional conferences and exhibitions; third, follow-up and implementation. There are currently four major focus areas for US effort: Latin America and the Caribbean; southern Africa; Asia; Russia and the FSU. The status of programs addressed toward these markets is described in more detail.

    The U.S. Department of Energy (DOE) Joint Genome Institute (JGI), a national user facility, serves the diverse scientific community by providing integrated high-throughput sequencing and computational analysis to enable system-based scientific approaches in support of DOE missions related to clean energy generation and environmental characterization. The JGI Genome Portal (http://genome.jgi.doe.gov) provides unified access to all JGI genomic databases and analytical tools. The JGI maintains extensive data management systems and specialized analytical capabilities to manage and interpret complex genomic data. A user can search, download and explore multiple data sets available for all DOE JGI sequencing projects including their status, assemblies and annotations of sequenced genomes. Here we describe major updates of the Genome Portal in the past 2 years with a specific emphasis on efficient handling of the rapidly growing amount of diverse genomic data accumulated in JGI.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) National Institute for Petroleum and Energy Research (NIPER), conducted February 29 through March 4, 1988. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit.     A primary justification for the establishment of energy efficiency standards for home appliances is the existence of information deficiencies and externalities in the market for appliances. For example, when a long-term homeowner purchases a new gas-fired water heater, she will maximize the value of her purchase by comparing the life-cycle cost of ownership of available units, including both total installed cost - purchase price plus installation costs - and operating cost in the calculus. Choice of the appliance with the lowest life-cycle costs leads to the most economically efficient balance between capital cost and fuel cost. However, if the purchaser's expected period of ownership is shorter than the useful life of the appliance, or the purchaser does not pay for the fuel used by the appliance, as is often the case with rental property, fuel cost will be external to her costs, biasing her decision toward spending less on fuel efficiency and resulting in the purchase of an appliance with greater than optimal fuel usage. By imposing an efficiency standard on appliances, less efficient appliances are made unavailable, precluding less efficient purchases and reducing fuel usage. The reduction in fuel demanded by residential users affects the total demand for such fuels as natural gas, for example. Reduced demand implies that residential customers are willing to purchase less gas at each price level. That is, the demand curve, labeled D{sub 0} in Figure 1, shifts to the left to D{sub 1}. If there is no change in the supply function, the supply curve will intersect the demand curve at a lower price. Residential demand is only one component of the total demand for natural gas. It is possible that total demand will decline very little if demand in other sectors increases substantially in response to a decline in the price. If demand does decrease, modeling studies generally confirm the intuition that reductions in demand for natural gas will result in reductions in its price as seen at the wellhead (Wiser 2007). The magnitude of the effect on price relative to the demand reduction, and the mechanism through which it occurs, is less well established. This report attempts to quantify the potential effects of reduced demand for natural gas in the residential sector, in response to the implementation of an energy efficiency standard for water heaters.
