    Despite the development of positive institutional arrangements such as Russian participation in the NATO-led peacekeeping force in Bosnia and the NATO- Russia Permanent Joint Council, the strategic culture of Russia has not changed in any fundamental sense. Russian strategic culture has not evolved in ways that would make Russian policies compatible with those of NATO countries in the necessary economic, social, technological, and military spheres. On the domestic side, Russia has yet to establish a stable democracy and the necessary legal, judicial, and regulatory institutions for a free-market economy. Russia evidently lacks the necessary cultural traditions, including concepts of accountability and transparency, to make these adaptations in the short-term. Owing in part to its institutional shortcomings, severe socioeconomic setbacks have afflicted Russia. Russian conventional military strength has been weakened, and a concomitant reliance by the Russians on nuclear weapons as their ultimate line of defense has increased. The breakdown in the infrastructure that supports Russian early warning and surveillance systems and nuclear weapons stewardship defense, coupled with a tendency towards has exacerbated Russian anxiety and distrust toward NATO. Russia`s reliance on nuclear weapons as the ultimate line of defense, coupled with a tendency toward suspicion and distrust toward NATO, could lead to dangerous strategic miscalculation and nuclear catastrophe.

    In this paper geometry is studied with a novel approach. Every geometrical object is defined as a symbol which satisfies some properties. These symbols are then coded into a class of numbers which are named here as many dots numbers (MDN). The algebraic structure of MDN is established. Assuming the universe as a symbol, the existence of dark matter is explained qualitatively. Moreover, it is shown that dark matter increases as the universe expands.

    A solution to the problem of unifying the General Relativistic and Quantum Theoretical formalisms is given which introduces a new non-axiomatic symbolic method and an algebraic generalization of the Calculus to non-finite symbolisms without reference to the concept of a limit. An essential feature of the non-axiomatic method is the inadequacy of any (finite) statements: Identifying this aspect of the theory with the "existence of an external physical reality" both allows for the consistency of the method with the results of experiments and avoids the so-called "measurement problem" of quantum theory.

    This conference was organized to study and analyze the role of simulation, analysis, modeling, and exercises in the history of NATO policy. The premise was not that the results of past studies will apply to future policy, but rather that understanding what influenced the decision process-and how-would be of value. The structure of the conference was built around discussion panels. The panels were augmented by a series of papers and presentations focusing on particular TNF events, issues, studies, or exercises. The conference proceedings consist of three volumes. Volume 1 contains the conference introduction, agenda, biographical sketches of principal participants, and analytical summary of the presentations and discussion panels. Volume 2 contains a short introduction and the papers and presentations from the conference. This volume contains selected papers by Brig. Gen. Robert C. Richardson III (Ret.).

  16. Lattice complexity and fine graining of symbolic sequence

    A new complexity measure named as Lattice Complexity is presented for finite symbolic sequences. This measure is based on the symbolic dynamics of one-dimensional iterative maps and Lempel-Ziv Complexity. To make Lattice Complexity distinguishable from Lempel-Ziv Complexity, an approach called fine-graining process is also proposed. When the control parameter fine-graining order is small enough, the two measures are almost equal. While the order increases, the difference between the two measures becomes more and more significant. Applying Lattice Complexity to logistic map with a proper order, we find that the sequences that are regarded as complex are roughly at the edges of chaotic regions. Further derived properties of the two measures concerning the fine-graining process are also discussed.

  17. Semiclassical analysis of the Wigner 12j symbol with one small angular momentum

    We derive an asymptotic formula for the Wigner 12j symbol, in the limit of one small and 11 large angular momenta. There are two kinds of asymptotic formulas for the 12j symbol with one small angular momentum. We present the first kind of formula in this paper. Our derivation relies on the techniques developed in the semiclassical analysis of the Wigner 9j symbol [L. Yu and R. G. Littlejohn, Phys. Rev. A 83, 052114 (2011)], where we used a gauge-invariant form of the multicomponent WKB wave functions to derive asymptotic formulas for the 9j symbol with small and large angular momenta. When applying the same technique to the 12j symbol in this paper, we find that the spinor is diagonalized in the direction of an intermediate angular momentum. In addition, we find that the geometry of the derived asymptotic formula for the 12j symbol is expressed in terms of the vector diagram for a 9j symbol. This illustrates a general geometric connection between asymptotic limits of the various 3nj symbols. This work contributes an asymptotic formula for the 12j symbol to the quantum theory of angular momentum, and serves as a basis for finding asymptotic formulas for the Wigner 15j symbol with two small angular momenta.

    Elements of a novel theory of quantum physics are developed, synthesising the role of symbolism in describing quantum measurement and in the topological representation of fractal invariant sets in nonlinear dynamical systems theory. In this synthesis, the universe $U$ is treated as an isolated deterministic dynamical system evolving precisely on a measure-zero fractal invariant subset $I_U$ of its state space. A non-classical approach to the physics of $U$ is developed by treating the geometry of $I_U$ as more primitive than dynamical evolution equations on $I_U$. A specific symbolic representation of $I_U$ is constructed which encodes quaternionic multiplication and from which the statistical properties of complex Hilbert Space vectors are emergent. The Hilbert Space itself arises as the singular limit of Invariant Set Theory as a fractal parameter $N \\rightarrow \\infty$. Although the Hilbert Space of quantum theory is counterfactually complete, the measure-zero set $I_U$ is counterfactually incomplete, no matter how large is $N$. Such incompleteness allows reinterpretations of familiar quantum phenomena, consistent with realism and local causality. The non-computable nature of $I_U$ ensures that these reinterpretations are neither conspiratorial nor retrocausal and, through a homeomorphism with the ring of $2^N$-adic integers, are robust to noise and hence not fine tuned. The non-commutativity of Hilbert Space observables emerges from the symbolic representation of $I_U$ through the generic number-theoretic incommensurateness of $\\phi/\\pi$ and $\\cos \\phi$. Invariant Set Theory implies a much stronger synergy between cosmology and quantum physics than exists in contemporary theory, suggesting a novel approach to synthesising gravitational and quantum physics and providing new perspectives on the dark universe and information loss in black holes.

    In this paper we apply the techniques of symbolic dynamics to the analysis of a labor market which shows large volatility in employment flows. In a recent paper, Bhattacharya and Bunzel \\cite{BB} have found that the discrete time version of the Pissarides-Mortensen matching model can easily lead to chaotic dynamics under standard sets of parameter values. To conclude about the existence of chaotic dynamics in the numerical examples presented in the paper, the Li-Yorke theorem or the Mitra sufficient condition were applied which seems questionable because they may lead to misleading conclusions. Moreover, in a more recent version of the paper, Bhattacharya and Bunzel \\cite{BB1} present new results in which chaos is completely removed from the dynamics of the model. Our paper explores the matching model so interestingly developed by the authors with the following objectives in mind: (i) to show that chaotic dynamics may still be present in the model for standard parameter values; (ii) to clarify some open questions raised by the authors in \\cite{BB}, by providing a rigorous proof of the existence of chaotic dynamics in the model through the computation of topological entropy in a symbolic dynamics setting.

    Seven-particle scattering amplitudes in planar super-Yang-Mills theory are believed to belong to a special class of generalised polylogarithm functions called heptagon functions. These are functions with physical branch cuts whose symbols may be written in terms of the 42 cluster A-coordinates on Gr(4,7). Motivated by the success of the hexagon bootstrap programme for constructing six-particle amplitudes we initiate the systematic study of the symbols of heptagon functions. We find that there is exactly one such symbol of weight six which satisfies the MHV last-entry condition and is finite in the $7 \\parallel 6$ collinear limit. This unique symbol is both dihedral and parity-symmetric, and remarkably its collinear limit is exactly the symbol of the three-loop six-particle MHV amplitude, although none of these properties were assumed a priori. It must therefore be the symbol of the three-loop seven-particle MHV amplitude. The simplicity of its construction suggests that the n-gon bootstrap may be surprisingly powerful for n>6.

    The linear subspaces of a multiresolution analysis (MRA) and the linear subspaces of the wavelet analysis induced by the MRA, together with the set inclusion relation, form a very special lattice of subspaces which herein is called a "primorial lattice". This paper introduces an operator R that extracts a set of 2^{N-1} element Boolean lattices from a 2^N element Boolean lattice. Used recursively, a sequence of Boolean lattices with decreasing order is generated---a structure that is similar to an MRA. A second operator, which is a special case of a "difference operator", is introduced that operates on consecutive Boolean lattices L_2^n and L_2^{n-1} to produce a sequence of orthocomplemented lattices. These two sequences, together with the subset ordering relation, form a primorial lattice P. A logic or probability constructed on a Boolean lattice L_2^N likewise induces a primorial lattice P. Such a logic or probability can then be rendered at N different "resolutions" by selecting any one of the N Boolean lattices in P and at N different "frequencies" by selecting any of the N different orthocomplemented lattices in P. Furthermore, P can be used for symbolic sequence analysis by projecting sequences of symbols onto the sublattices in P using one of three lattice projectors introduced. P can be used for symbolic sequence processing by judicious rejection and selection of projected sequences. Examples of symbolic sequences include sequences of logic values, sequences of probabilistic events, and genomic sequences (as used in "genomic signal processing").

    We show how the Hopf algebra structure of multiple polylogarithms can be used to simplify complicated expressions for multi-loop amplitudes in perturbative quantum field theory and we argue that, unlike the recently popularized symbol-based approach, the coproduct incorporates information about the zeta values. We illustrate our approach by rewriting the two-loop helicity amplitudes for a Higgs boson plus three gluons in a simplified and compact form involving only classical polylogarithms.

    This report comprises the abstracts and papers for the talks presented at the Workshop on Compilation of (Symbolic) Languages for Parallel Computers, held October 31--November 1, 1991, in San Diego. These unreferred contributions were provided by the participants for the purpose of this workshop; many of them will be published elsewhere in peer-reviewed conferences and publications. Our goal is planning this workshop was to bring together researchers from different disciplines with common problems in compilation. In particular, we wished to encourage interaction between researchers working in compilation of symbolic languages and those working on compilation of conventional, imperative languages. The fundamental problems facing researchers interested in compilation of logic, functional, and procedural programming languages for parallel computers are essentially the same. However, differences in the basic programming paradigms have led to different communities emphasizing different species of the parallel compilation problem. For example, parallel logic and functional languages provide dataflow-like formalisms in which control dependencies are unimportant. Hence, a major focus of research in compilation has been on techniques that try to infer when sequential control flow can safely be imposed. Granularity analysis for scheduling is a related problem. The single- assignment property leads to a need for analysis of memory use in order to detect opportunities for reuse. Much of the work in each of these areas relies on the use of abstract interpretation techniques.

    Spark-ignited internal combustion engines have evolved considerably in recent years in response to increasingly stringent regulations for emissions and fuel-economy. One new advanced engine strategy utilizes high levels of exhaust gas recirculation (EGR) to reduce combustion temperatures, thereby increasing thermodynamic efficiency and reducing nitrogen oxide emissions. While this strategy can be highly effective, it also poses major control and design challenges due to the large combustion oscillations that develop at sufficiently high EGR levels. Previous research has documented that combustion instabilities can propagate between successive engine cycles in individual cylinders via self-generated feedback of reactive species and thermal energy in the retained residual exhaust gases. In this work, we use symbolic analysis to characterize multi-cylinder combustion oscillations in an experimental engine operating with external EGR. At low levels of EGR, intra-cylinder oscillations are clearly visible and appear to be associated with brief, intermittent coupling among cylinders. As EGR is increased further, a point is reached where all four cylinders lock almost completely in phase and alternate simultaneously between two distinct bi-stable combustion states. From a practical perspective, it is important to understand the causes of this phenomenon and develop diagnostics that might be applied to ameliorate its effects. We demonstrate here that two approaches for symbolizing the engine combustion measurements can provide useful probes for characterizing these instabilities.

We describe the Beowulf Analysis Symbolic INterface (BASIN) a multi-user parallel data analysis and visualization framework.     It is known that the practical use of non-Hermitian (i.e., typically, PT-symmetric) phenomenological quantum Hamiltonians H?H{sup †} requires an efficient reconstruction of an ad hoc Hilbert-space metric ?=?(H) which would render the time-evolution unitary. Once one considers just the N-dimensional matrix toy models H=H{sup (N)}, the matrix elements of ?(H) may be defined via a coupled set of N{sup 2} polynomial equations. Their solution is a typical task for computer-assisted symbolic manipulations. The feasibility of such a model-completion construction is illustrated here via a discrete square well model H=p{sup 2}+V endowed with a k-parametric close-to-the-boundary interaction V. The model is shown to possess (possibly, multiply degenerate) exceptional points marking the phase transitions which are attributable, due to the exact solvability of the model at any Nsymbolic manipulations and extrapolations at all N and k.

Hence, an accurate determination of this rate is needed to better constrain the neutron exposure in s-process models and to more fully exploit the recently discovered isotopic anomalies in certain meteorites. We have completed the resonance analysis of our new and improved measurements of the neutron capture and total cross sections for 88Sr made at the Oak Ridge Electron Linear Accelerator (ORELA).     We investigated the soliton solution for N coupled nonlinear Schrödinger (CNLS) equations. These equations are coupled due to the cross-phase-modulation (CPM). Lax pair of this system is obtained via the Ablowitz–Kaup–Newell–Segur (AKNS) scheme and the corresponding Darboux transformation is constructed to derive the soliton solution. One and two soliton solutions are generated. Using two soliton solutions of 3 CNLS equation, nonlinear tunneling of soliton for both with and without exponential background has been discussed. Finally cascade compression of optical soliton through multi-nonlinear barrier has been discussed. The obtained results may have promising applications in all-optical devices based on optical solitons, study of soliton propagation in birefringence fiber systems and optical soliton with distributed dispersion and nonlinearity management. -- Highlights: •We consider the nonlinear tunneling of soliton in birefringence fiber. •3-coupled NLS (CNLS) equation with variable coefficients is considered. •Two soliton solutions are obtained via Darboux transformation using constructed Lax pair. •Soliton tunneling through dispersion barrier and well are investigated. •Finally, cascade compression of soliton has been achieved.

    The North Atlantic Treaty Organization is an alliance for collective defense. Made up of 16 countries, NATO has been a successful alliance because there has been no war in Europe since 1945. In 1967, NATO adopted the strategy of flexible response, a strategy dependent upon conventional, tactical nuclear, and strategic nuclear weapons to provide deterrence from a Warsaw Pact attack. Although successful, NATO is suffering from an erosion in conventional strength. NATO continues to make assumptions about its conventional capabilities to successfully meet the requirements of the flexible response strategy. In the present day world of NATO, there is limited funding, a fact that is not likely to change any time in the foreseeable future. Limited funding makes it impossible to buy all the conventional force structure needed to ideally support the current strategy, also a fact that is unlikely to change. This paper shows limitations in some of the ways NATO assumes it can conventionally perform its mission. It is the author's position that NATO should modernize its conventional thinking to make it more in line with the realities of the situation NATO finds itself in today.

    An error correction method and system includes an Encoder and Syndrome-generator that operate in parallel to reduce the amount of circuitry used to compute check symbols and syndromes for error correcting codes. The system and method computes the contributions to the syndromes and check symbols 1 bit at a time instead of 1 symbol at a time. As a result, the even syndromes can be computed as powers of the odd syndromes. Further, the system assigns symbol addresses so that there are, for an example GF(2.sup.8) which has 72 symbols, three (3) blocks of addresses which differ by a cube root of unity to allow the data symbols to be combined for reducing size and complexity of odd syndrome circuits. Further, the implementation circuit for generating check symbols is derived from syndrome circuit using the inverse of the part of the syndrome matrix for check locations.

    The technique of neutron interferometry was used to measure the bound coherent neutron scattering length bcoh of the oxygen isotopes 17O and 18O. From the measured difference in optical path between two water samples, either H2 17O or H2 18O versus H2 natO, where nat denotes the natural isotopic composition, we obtain bcoh , 17O = 5.867(4) fm and bcoh , 18O = 6.009(5) fm, based on the accurately known value of bcoh , natO = 5.805(4) fm which is equal to bcoh , 16O within the experimental uncertainty. Our results for bcoh , 17O and bcoh , 18O differ appreciably from the standard tabulated values of 5.6(5) fm and 5.84(7) fm, respectively. In particular, our measured scattering length contrast of 0.204(3) fm between 18O and natO is nearly a factor of 6 greater than the tabulated value, which renders feasible neutron diffraction experiments using 18O isotope substitution and thereby offers new possibilites for measuring the partial structure factors of oxygen-containing compounds, such as water.

    Since the end of the Cold War, the United States perhaps more than any other nuclear weapon state has deeply questioned the future role of nuclear weapons, both in a strategic sense and in Europe. It is probably the United States that has raised the most questions about the continuing need for and efficacy of nuclear weapons, and has expressed the greatest concerns about the negative consequences of continuing nuclear weapons deployment. In the US, this period of questioning has now come to a pause, if not a conclusion. In late 1994 the United States decided to continue to pursue reductions in numbers of nuclear weapons as well as other changes designed to reduce the dangers associated with the possession of nuclear weapons. But at the same time the US concluded that some number of nuclear forces would continue to be needed for national security for the foreseeable future. These necessary nuclear forces include a continuing but greatly reduced stockpile of nuclear bombs deployed in Europe under NATO`s New Strategic Concept. If further changes to the US position on nuclear weapons in Europe are to occur, it is likely to be after many years, and only in the context of dramatic additional improvements in the political and geo-political climate in and around Europe. The future role of nuclear weapons in Europe, as discussed in this report, depends in part on past and future decisions by the United States. but it must also be noted that other states that deploy nuclear weapons in Europe--Britain, France, and Russia, as well as the NATO alliance--have shown little inclination to discontinue their deployment of such weapons, whatever the United States might choose to do in the future.

In the present study a worst-case scenario is assumed mainly to assess the risk for Greece and other neighboring countries of Yugoslavia at similar distances . The risk of the weapons currently in use is proved to be negligible at distances greater than 100 Km. For shorter distances classified data of weapons composition are needed to obtain a reliable assessment.

    The Warsaw Pact countries obtain U.S. technologies by legal and illegal means. Methods of collection include espionage, overt collection, acquisition by scientific and educational exchange participants, and illegal trade activities. Examples of methods used by the Warsaw Pact countries (except the USSR) are provided. The US faces barriers to preventing loss of its technologies. Among these are resistance from US business interests, insufficient cooperation between US government agencies and overseas allies, lack of US counterintelligence personnel, and the openess of American society. The study concludes that the Warsaw Pact's countries have narrowed NATO's qualitative lead in weaponry as a result of the Warsaw Pact's acquisition effort.

    NATO members have made the commitment to convert land-based jet aircraft from naphtha-type JP-4 jet fuel to kerosene-type JP-8. JP-8 has safety advantages because of its relatively low volatility. With the NATO conversion underway, the US military has conducted market surveys to determine the effects of jet fuel conversion in the Pacific basin. This report describes the application of the economic and engineering models of the Navy Mobility Fuels Forecasting System to predict the effects of jet fuel conversion in the Pacific basin. The primary objective of the study was to estimate the impacts of conversion on the cost and quality of Navy jet and marine fuels. The study predicts that the average cost increase for producing JP-8 instead of JP-4 is 5 cents per gallon. The associated cost increases for Navy fuels are 0.4 cents per gallon for JP-5 jet fuel; 0.2 cents per gallon for F-76 marine diesel fuel; and 0.4 cents per gallon for F-77 burner fuel oil. Conversion has little effect on the quality of Navy fuels. With or without conversion, the study predicts that Navy fuels produced in the US West Coast could have increased tendencies to form gums and other particulates, with potentially adverse impacts on storage stability. 22 refs., 2 figs., 11 tabs.

    In this paper, a method to construct topological template in terms of symbolic dynamics for the diamagnetic Kepler problem is proposed. To confirm the topological template, rotation numbers of invariant manifolds around unstable periodic orbits in a phase space are taken as an object of comparison. The rotation numbers are determined from the definition and connected with symbolic sequences encoding the periodic orbits in a reduced Poincar\\'e section. Only symbolic codes with inverse ordering in the forward mapping can contribute to the rotation of invariant manifolds around the periodic orbits. By using symbolic ordering, the reduced Poincar\\'e section is constricted along stable manifolds and a topological template, which preserves the ordering of forward sequences and can be used to extract the rotation numbers, is established. The rotation numbers computed from the topological template are the same as those computed from their original definition.
