Nuclear weapons and NATO-Russia relations

Despite the development of positive institutional arrangements such as Russian participation in the NATO-led peacekeeping force in Bosnia and the NATO- Russia Permanent Joint Council, the strategic culture of Russia has not changed in any fundamental sense. Russian strategic culture has not evolved in ways that would make Russian policies compatible with those of NATO countries in the necessary economic, social, technological, and military spheres. On the domestic side, Russia has yet to establish a stable democracy and the necessary legal, judicial, and regulatory institutions for a free-market economy. Russia evidently lacks the necessary cultural traditions, including concepts of accountability and transparency, to make these adaptations in the short-term. Owing in part to its institutional shortcomings, severe socioeconomic setbacks have afflicted Russia. Russian conventional military strength has been weakened, and a concomitant reliance by the Russians on nuclear weapons as their ultimate line of defense has increased. The breakdown in the infrastructure that supports Russian early warning and surveillance systems and nuclear weapons stewardship defense, coupled with a tendency towards has exacerbated Russian anxiety and distrust toward NATO. Russia`s reliance on nuclear weapons as the ultimate line of defense, coupled with a tendency toward suspicion and distrust toward NATO, could lead to dangerous strategic miscalculation and nuclear catastrophe.

The symbols can be concealed in a manner so that they are not visible to the human eye and/or cannot be readily revealed to the human eye without damage or destruction of the target object. In this paper geometry is studied with a novel approach. Every geometrical object is defined as a symbol which satisfies some properties. These symbols are then coded into a class of numbers which are named here as many dots numbers (MDN). The algebraic structure of MDN is established. A solution to the problem of unifying the General Relativistic and Quantum Theoretical formalisms is given which introduces a new non-axiomatic symbolic method and an algebraic generalization of the Calculus to non-finite symbolisms without reference to the concept of a limit. Symbolic Dynamics in a Matching Labour Market Model

In this paper we apply the techniques of symbolic dynamics to the analysis of a labor market which shows large volatility in employment flows. In a recent paper, Bhattacharya and Bunzel \\cite{BB} have found that the discrete time version of the Pissarides-Mortensen matching model can easily lead to chaotic dynamics under standard sets of parameter values. To conclude about the existence of chaotic dynamics in the numerical examples presented in the paper, the Li-Yorke theorem or the Mitra sufficient condition were applied which seems questionable because they may lead to misleading conclusions. Moreover, in a more recent version of the paper, Bhattacharya and Bunzel \\cite{BB1} present new results in which chaos is completely removed from the dynamics of the model. Our paper explores the matching model so interestingly developed by the authors with the following objectives in mind: (i) to show that chaotic dynamics may still be present in the model for standard parameter values; (ii) to clarify some open questions raised by the authors in \\cite{BB}, by providing a rigorous proof of the existence of chaotic dynamics in the model through the computation of topological entropy in a symbolic dynamics setting.

The follow-on to Lance (FOTL) missile was born in 1983 with a consensual decision by NATO, in the face of a worsening strategic situation, to pursue short-range nuclear force (SNF) modernization. The program continued despite increasing popular and political opposition in Europe. It ended with a May 1990 cancellation decision by the American bureaucracy that reflected converging pressures from the international system, from America's allies, and from the domestic arena. The thesis attempts to answer each question through the use of one of three analytical perspectives: systemic theory, alliance politics, or domestic politics. It concludes that during this time of diminishing threat at the systemic level, domestic-level factors within the German and American milieu became more important. While certain perspectives are better at explaining particular aspects or temporal periods of modernization cases, analysts should not focus on one perspective to the exclusion of others. Unexplained residual variables fall through the filter of each perspective, calling for further study by other approaches.

In this paper we provide a closed mathematical formulation of our previous results in the field of symbolic dynamics of unimodal maps. This being the case, we discuss the classical theory of applied symbolic dynamics for unimodal maps and its reinterpretation using Gray codes. This connection was previously emphasized but no explicit mathematical proof was provided. The work described in this paper not only contributes to the integration of the different interpretations of symbolic dynamics of unimodal maps, it also points out some inaccuracies that exist in previous works.

Seven-particle scattering amplitudes in planar super-Yang-Mills theory are believed to belong to a special class of generalised polylogarithm functions called heptagon functions. These are functions with physical branch cuts whose symbols may be written in terms of the 42 cluster A-coordinates on Gr(4,7). Motivated by the success of the hexagon bootstrap programme for constructing six-particle amplitudes we initiate the systematic study of the symbols of heptagon functions. We find that there is exactly one such symbol of weight six which satisfies the MHV last-entry condition and is finite in the $7 \\parallel 6$ collinear limit. This unique symbol is both dihedral and parity-symmetric, and remarkably its collinear limit is exactly the symbol of the three-loop six-particle MHV amplitude, although none of these properties were assumed a priori. It must therefore be the symbol of the three-loop seven-particle MHV amplitude. The simplicity of its construction suggests that the n-gon bootstrap may be surprisingly powerful for n>6.

We generalize the theory of Contou-Carrère symbols to higher dimensions. To an $(n+1)$-tuple $f_0,\\dots,f_n \\in A((t_1))\\cdots((t_n))^{\\times}$, where $A$ denotes a commutative algebra over a field $k$, we associate an element $(f_0,\\dots,f_n) \\in A^{\\times}$, compatible with the higher tame symbol for $k = A$, and earlier constructions for $n = 1$, by Contou-Carrère, and $n = 2$ by Osipov--Zhu. Our definition is based on the notion of \\emph{higher commutators} for central extensions of groups by spectra, thereby extending the approach of Arbarello--de Concini--Kac and Anderson--Pablos Romo. Following Beilinson--Bloch--Esnault for the case $n=1$, we allow $A$ to be arbitrary, and do not restrict to artinian $A$. Previous work of the authors on Tate objects in exact categories, and the index map in algebraic $K$-theory is essential in anchoring our approach to its predecessors. We also revisit categorical formal completions, in the context of stable $\\infty$-categories. Using these tools, we describe the higher Contou-Carrère symbol as a composition of boundary maps in algebraic $K$-theory, and conclude the article by proving a version of Parshin--Kato reciprocity for higher Contou-Carrère symbols.

The linear subspaces of a multiresolution analysis (MRA) and the linear subspaces of the wavelet analysis induced by the MRA, together with the set inclusion relation, form a very special lattice of subspaces which herein is called a "primorial lattice". This paper introduces an operator R that extracts a set of 2^{N-1} element Boolean lattices from a 2^N element Boolean lattice. Used recursively, a sequence of Boolean lattices with decreasing order is generated---a structure that is similar to an MRA. A second operator, which is a special case of a "difference operator", is introduced that operates on consecutive Boolean lattices L_2^n and L_2^{n-1} to produce a sequence of orthocomplemented lattices. These two sequences, together with the subset ordering relation, form a primorial lattice P. A logic or probability constructed on a Boolean lattice L_2^N likewise induces a primorial lattice P. Such a logic or probability can then be rendered at N different "resolutions" by selecting any one of the N Boolean lattices in P and at N different "frequencies" by selecting any of the N different orthocomplemented lattices in P. Furthermore, P can be used for symbolic sequence analysis by projecting sequences of symbols onto the sublattices in P using one of three lattice projectors introduced. P can be used for symbolic sequence processing by judicious rejection and selection of projected sequences. Examples of symbolic sequences include sequences of logic values, sequences of probabilistic events, and genomic sequences (as used in "genomic signal processing").

We show how the Hopf algebra structure of multiple polylogarithms can be used to simplify complicated expressions for multi-loop amplitudes in perturbative quantum field theory and we argue that, unlike the recently popularized symbol-based approach, the coproduct incorporates information about the zeta values. We illustrate our approach by rewriting the two-loop helicity amplitudes for a Higgs boson plus three gluons in a simplified and compact form involving only classical polylogarithms.

As an application we construct a p-adic distribution interpolating the special values of the twisted Rankin-Selberg L-function attached to cuspidal automorphic representations of GL(n) and GL(n-1) over number fields. This report comprises the abstracts and papers for the talks presented at the Workshop on Compilation of (Symbolic) Languages for Parallel Computers, held October 31--November 1, 1991, in San Diego. These unreferred contributions were provided by the participants for the purpose of this workshop; many of them will be published elsewhere in peer-reviewed conferences and publications. Our goal is planning this workshop was to bring together researchers from different disciplines with common problems in compilation. In particular, we wished to encourage interaction between researchers working in compilation of symbolic languages and those working on compilation of conventional, imperative languages. The fundamental problems facing researchers interested in compilation of logic, functional, and procedural programming languages for parallel computers are essentially the same. However, differences in the basic programming paradigms have led to different communities emphasizing different species of the parallel compilation problem. For example, parallel logic and functional languages provide dataflow-like formalisms in which control dependencies are unimportant. Hence, a major focus of research in compilation has been on techniques that try to infer when sequential control flow can safely be imposed. Granularity analysis for scheduling is a related problem. The single- assignment property leads to a need for analysis of memory use in order to detect opportunities for reuse. Much of the work in each of these areas relies on the use of abstract interpretation techniques.

The advent of affordable parallel computers such as Beowulf PC clusters and, more recently, of multi-core PCs has been highly beneficial for a large number of scientists and smaller institutions that might not otherwise have access to substantial computing facilities. However, there has not been an analogous progress in the development and dissemination of parallel software: scientists need the expertise to develop parallel codes and have to invest a significant amount of time in the development of tools even for the most common data analysis tasks. We describe the Beowulf Analysis Symbolic INterface (BASIN) a multi-user parallel data analysis and visualization framework. BASIN is aimed at providing scientists with a suite of parallel libraries for astrophysical data analysis along with general tools for data distribution and parallel operations on distributed data to allow them to easily develop new parallel libraries for their specific tasks.

This article presents and discusses in detail the results of extensive exact calculations of the most basic ingredients of spin networks, the Racah coefficients (or Wigner 6j symbols), exhibiting their salient features when considered as a function of two variables - a natural choice due to their origin as elements of a square orthogonal matrix - and illustrated by use of a projection on a square "screen" introduced recently. On these screens, shown are images which provide a systematic classification of features previously introduced to represent the caustic and ridge curves (which delimit the boundaries between oscillatory and evanescent behaviour according to the asymptotic analysis of semiclassical approaches). Particular relevance is given to the surprising role of the intriguing symmetries discovered long ago by Regge and recently revisited; from their use, together with other newly discovered properties and in conjunction with the traditional combinatorial ones, a picture emerges of the amplitudes and phases of these discrete wavefunctions, of interest in wide areas as building blocks of basic and applied quantum mechanics.

It is known that the practical use of non-Hermitian (i.e., typically, PT-symmetric) phenomenological quantum Hamiltonians H?H{sup †} requires an efficient reconstruction of an ad hoc Hilbert-space metric ?=?(H) which would render the time-evolution unitary. Once one considers just the N-dimensional matrix toy models H=H{sup (N)}, the matrix elements of ?(H) may be defined via a coupled set of N{sup 2} polynomial equations. Their solution is a typical task for computer-assisted symbolic manipulations. The feasibility of such a model-completion construction is illustrated here via a discrete square well model H=p{sup 2}+V endowed with a k-parametric close-to-the-boundary interaction V. The model is shown to possess (possibly, multiply degenerate) exceptional points marking the phase transitions which are attributable, due to the exact solvability of the model at any Nsymbolic manipulations and extrapolations at all N and k.

Because of its small cross section, the 88Sr(n,symbol">g) reaction is an important bottleneck during s-process nucleosynthesis. Hence, an accurate determination of this rate is needed to better constrain the neutron exposure in s-process models and to more fully exploit the recently discovered isotopic anomalies in certain meteorites. We have completed the resonance analysis of our new and improved measurements of the neutron capture and total cross sections for 88Sr made at the Oak Ridge Electron Linear Accelerator (ORELA). Nonlinear tunneling of optical soliton in 3 coupled NLS equation with symbolic computation

We investigated the soliton solution for N coupled nonlinear Schrödinger (CNLS) equations. These equations are coupled due to the cross-phase-modulation (CPM). Lax pair of this system is obtained via the Ablowitz–Kaup–Newell–Segur (AKNS) scheme and the corresponding Darboux transformation is constructed to derive the soliton solution. One and two soliton solutions are generated. Using two soliton solutions of 3 CNLS equation, nonlinear tunneling of soliton for both with and without exponential background has been discussed. Finally cascade compression of optical soliton through multi-nonlinear barrier has been discussed. The obtained results may have promising applications in all-optical devices based on optical solitons, study of soliton propagation in birefringence fiber systems and optical soliton with distributed dispersion and nonlinearity management. -- Highlights: •We consider the nonlinear tunneling of soliton in birefringence fiber. •3-coupled NLS (CNLS) equation with variable coefficients is considered. •Two soliton solutions are obtained via Darboux transformation using constructed Lax pair. •Soliton tunneling through dispersion barrier and well are investigated. •Finally, cascade compression of soliton has been achieved.

A JP-8 fuel demonstration was initiated at Ft. Bliss, TX, to demonstrate the impact of using aviation turbine fuel MIL-T-83133C, grade JP-8 in all military diesel fuel-consuming ground vehicles and equipment. Three major organizations, one ordnance battalion and two activities with a total of 2807 vehicles/equipment (V/E), were identified as participants in the demonstration program, which is authorized to continue through 30 September 1991. No fuel storage tank or V/E fuel cells were drained and flushed prior to introduction of JP-8 fuel. This procedure resulted in a commingling of JP-8 fuel with existing diesel fuel. As of 31 July 1990 approximately 4,700,000 gallons of JP-8 fuel had been dispensed to user units at Ft. Bliss and at Ft. Irwin National Training Center (NTC) in California. Three areas of concern arose from the beginning of the program: (1) plugging of fuel filters, (2) loss of power, and (3) overheating. The use of JP-8 fuel did not cause or exacerbate any V/E fuel filter plugging. Where power loss was apparent, generally it was commensurate with the difference in heating values between JP-8 and diesel fuel. The V/E at Ft. Bliss operated satisfactorily with the JP-8 fuel with no alterations, mechanical or otherwise, having to be made to any engines or fuel systems. There were no major differences in fuel procurement costs, V/E fuel consumption, AOAP-directed oil changes, and fuel-wetted component replacements.

An error correction method and system includes an Encoder and Syndrome-generator that operate in parallel to reduce the amount of circuitry used to compute check symbols and syndromes for error correcting codes. The system and method computes the contributions to the syndromes and check symbols 1 bit at a time instead of 1 symbol at a time. As a result, the even syndromes can be computed as powers of the odd syndromes. Since the end of the Cold War, the United States perhaps more than any other nuclear weapon state has deeply questioned the future role of nuclear weapons, both in a strategic sense and in Europe. It is probably the United States that has raised the most questions about the continuing need for and efficacy of nuclear weapons, and has expressed the greatest concerns about the negative consequences of continuing nuclear weapons deployment. In the US, this period of questioning has now come to a pause, if not a conclusion. In late 1994 the United States decided to continue to pursue reductions in numbers of nuclear weapons as well as other changes designed to reduce the dangers associated with the possession of nuclear weapons. But at the same time the US concluded that some number of nuclear forces would continue to be needed for national security for the foreseeable future. These necessary nuclear forces include a continuing but greatly reduced stockpile of nuclear bombs deployed in Europe under NATO`s New Strategic Concept. If further changes to the US position on nuclear weapons in Europe are to occur, it is likely to be after many years, and only in the context of dramatic additional improvements in the political and geo-political climate in and around Europe. The future role of nuclear weapons in Europe, as discussed in this report, depends in part on past and future decisions by the United States. but it must also be noted that other states that deploy nuclear weapons in Europe--Britain, France, and Russia, as well as the NATO alliance--have shown little inclination to discontinue their deployment of such weapons, whatever the United States might choose to do in the future.

The conflict in Yugoslavia has been a source of great concern for the neighboring countries, about the radiological and toxic hazard posed by the alleged presence of depleted uranium in NATO weapons. In the present study a worst-case scenario is assumed mainly to assess the risk for Greece and other neighboring countries of Yugoslavia at similar distances . The risk of the weapons currently in use is proved to be negligible at distances greater than 100 Km. For shorter distances classified data of weapons composition are needed to obtain a reliable assessment.

In one such example, a processing unit may generate a first vector representation based in part on at least two characteristics of a communications channel. Research on ways to organize a body of numerical procedures in such a way that they may be invoked automatically by processes which accept symbolic and algebraic specifications from a user, and produce combined symbolic, numeric and graphical output is described. Efforts are made to make these algebraic systems as flexible and useful as possible in this context, and to integrate them successfully into a man-machine design which provides operating system, language, and algorithm support. Various aspects of this research are reviewed including languages for symbolic algebra systems, programming environments, numerical software, numeric/symbolic programs, floating point hardware, elementary functions, Macsyma distribution, VAX/Macsyma/computer architecture, interactive systems, Lisp language, and advanced computer concepts (supercomputers). Closure measures for coarse-graining of the tent map

We quantify the relationship between the dynamics of a time-discrete dynamical system, the tent map T and its iterations T{sup m}, and the induced dynamics at a symbolical level in information theoretical terms. The symbol dynamics, given by a binary string s of length m, is obtained by choosing a partition point ??[0,1] and lumping together the points x?[0,1] s.t. T{sup i}(x) concurs with the i ? 1th digit of s—i.e., we apply a so called threshold crossing technique. Interpreting the original dynamics and the symbolic one as different levels, this allows us to quantitatively evaluate and compare various closure measures that have been proposed for identifying emergent macro-levels of a dynamical system. In particular, we can see how these measures depend on the choice of the partition point ?. As main benefit of this new information theoretical approach, we get all Markov partitions with full support of the time-discrete dynamical system induced by the tent map. Furthermore, we could derive an example of a Markovian symbol dynamics whose underlying partition is not Markovian at all, and even a whole hierarchy of Markovian symbol dynamics.

Cognitive computation such as e.g. language processing, is conventionally regarded as Turing computation, and Turing machines can be uniquely implemented as nonlinear dynamical systems using generalized shifts and subsequent G\\"odel encoding of the symbolic repertoire. The resulting nonlinear dynamical automata (NDA) are piecewise affine-linear maps acting on the unit square that is partitioned into rectangular domains. Iterating a single point, i.e. a microstate, by the dynamics yields a trajectory of, in principle, infinitely many points scattered through phase space. Therefore, the NDAs microstate dynamics does not necessarily terminate in contrast to its counterpart, the symbolic dynamics obtained from the rectangular partition. In order to regain the proper symbolic interpretation, one has to prepare ensembles of randomly distributed microstates with rectangular supports. A method and system are disclosed for detecting memory chip failure in a computer memory system. The method comprises the steps of accessing user data from a set of user data chips, and testing the user data for errors using data from a set of system data chips. This testing is done by generating a sequence of check symbols from the user data, grouping the user data into a sequence of data symbols, and computing a specified sequence of syndromes. If all the syndromes are zero, the user data has no errors. If one of the syndromes is non-zero, then a set of discriminator expressions are computed, and used to determine whether a single or double symbol error has occurred. In the preferred embodiment, less than two full system data chips are used for testing and correcting the user data.

Low Complexity Turbo-Equalization: A Clustering Approach

We introduce a low complexity approach to iterative equalization and decoding, or "turbo equalization", that uses clustered models to better match the nonlinear relationship that exists between likelihood information from a channel decoder and the symbol estimates that arise in soft-input channel equalization. The introduced clustered turbo equalizer uses piecewise linear models to capture the nonlinear dependency of the linear minimum mean square error (MMSE) symbol estimate on the symbol likelihoods produced by the channel decoder and maintains a computational complexity that is only linear in the channel memory. By partitioning the space of likelihood information from the decoder, based on either hard or soft clustering, and using locally-linear adaptive equalizers within each clustered region, the performance gap between the linear MMSE equalizer and low-complexity, LMS-based linear turbo equalizers can be dramatically narrowed.

Four distinct symbols, with different physical meanings, are needed to describe reciprocal measurements involving stationary and uniformly-moving clocks.
