    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    Between 2010 and 2013, Chaninik Wind Group (CWG) implemented a multi-village wind heat smart grid in the Alaska Native villages of Kongiganak, Kwigillingok, and Tuntutuliak, integrating heating systems and a grid installed with partial funding through the DOE Tribal Energy Program with the five existing 95-kW wind turbines CWG had installed in each community. Each system produces wind capacity in excess of 200% of the peak load and uses an on-site wind-diesel smart grid control system to maximize efficiency.

    The Native Village of Eyak (NVE) has been monitoring wind resources around Cordova, Alaska in order to determine whether there is a role for wind energy to play in the city’s energy scheme, which is now supplies entirely by two run-of-the-river hydro plants and diesel generators. These data are reported in Appendices A and B. Because the hydro resources decline during winter months, and wind resources increase, wind is perhaps an ideal counterpart to round out Cordova’s renewable energy supply. The results of this effort suggests that this is the case, and that developing wind resources makes sense for our small, isolated community.

    The Bristol Bay Native Corporation (BBNC) grant project focused on conducting nine wind resource studies in eight communities in the Bristol Bay region of southwest Alaska and was administered as a collaborative effort between BBNC, the Alaska Energy Authority, Alaska Village Electric Cooperative, Nushagak Electric Cooperative (NEC), Naknek Electric Association (NEA), and several individual village utilities in the region. BBNCs technical contact and the project manager for this study was Douglas Vaught, P.E., of V3 Energy, LLC, in Eagle River, Alaska. The Bristol Bay region of Alaska is comprised of 29 communities ranging in size from the hub community of Dillingham with a population of approximately 3,000 people, to a few Native Alaska villages that have a few tens of residents. Communities chosen for inclusion in this project were Dillingham, Naknek, Togiak, New Stuyahok, Kokhanok, Perryville, Clarks Point, and Koliganek. Selection criteria for conduction of wind resource assessments in these communities included population and commercial activity, utility interest, predicted Class 3 or better wind resource, absence of other sources of renewable energy, and geographical coverage of the region. Beginning with the first meteorological tower installation in October 2003, wind resource studies were completed at all sites with at least one year, and as much as two and a half years, of data. In general, the study results are very promising for wind power development in the region with Class 6 winds measured in Kokhanok; Class 4 winds in New Stuyahok, Clarks Point, and Koliganek; Class 3 winds in Dillingham, Naknek, and Togiak; and Class 2 winds in Perryville. Measured annual average wind speeds and wind power densities at the 30 meter level varied from a high of 7.87 meters per second and 702 watts per square meter in Kokhanok (Class 6 winds), to a low of 4.60 meters per second and 185 watts per square meter in Perryville (Class 2 winds).

  9. Protocol for Appraisal of Petroleum Producing Properties on Native American Tribal Lands

    Petroleum is currently produced on Native American Tribal Lands and has been produced on some of these lands for approximately 100 years. As these properties are abandoned at a production level that is considered the economic limit by the operator, Native American Tribes are considering this an opportunity to assume operator status to keep the properties producing. In addition to operating properties as they are abandoned, Native American Tribes also are assuming liabilities of the former operator(s) and ownership of equipment left upon abandonment. Often, operators are assumed by Native American Tribes without consideration of the liabilities left by the former operators. The purpose of this report is to provide protocols for the appraisal of petroleum producing properties and analysis of the petroleum resource to be produced after assuming operations. The appraisal protocols provide a spreadsheet for analysis of the producing property and a checklist of items to bring along before entering the property for onsite appraisal of the property. The report will provide examples of some environmental flags that may indicate potential liabilities remaining on the property left unaddressed by previous operators. It provides a starting point for appraisal and analysis of a property with a basis to make the decision to assume operations or to pursue remediation and/or closure of the liabilities of previous operators.

The concentrations of U (67–169 μg L–1) in spring water samples exceed the EPA maximum contaminant limit of 30 μg L–1. Elevated U (6,614 mg kg–1), V (15,814 mg kg–1), and As (40 mg kg–1) concentrations were detected in mine waste solids. Spectroscopy (XPS and XANES) solid analyses identified U (VI), As (-I and III) and Fe (II, III). Linear correlations for the release of U vs V and As vs Femore » were observed for batch experiments when reacting mine waste solids with 10 mM ascorbic acid (~pH 3.8) after 264 h. The release of U, V, As, and Fe was at least 4-fold lower after reaction with 10 mM bicarbonate (~pH 8.3). These results suggest that U–V mineral phases similar to carnotite [K2(UO2)2V2O8] and As–Fe-bearing phases control the availability of U and As in these abandoned mine wastes. Elevated concentrations of metals are of concern due to human exposure pathways and exposure of livestock currently ingesting water in the area. The goal of this feasibility project is to provide wind monitoring and to engage in preproject planning activities designed to provide a preliminary evaluation of the technical, economic, social and environmental feasibility of developing a sustainable, integrated wind energy plan for the Eastern Shoshone and the Northern Arapahoe Tribes, who resides on the Wind River Indian Reservation. The specific deliverables of the feasibility study are: 1) Assessments of the wind resources on the Wind River Indian Reservation 2) Assessments of the potential environmental impacts of renewable development 3) Assessments of the transmission capacity and capability of a renewable energy project 4) Established an economic models for tribal considerations 5) Define economic, cultural and societal impacts on the Tribe

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

In recent years, the community wind sector has been inhibited by manufacturers' preference for larger turbine orders. This often puts smaller community wind developers and projects at a competitive disadvantage.     The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

    According to the 2014 Wind Technologies Market Report, total installed wind power capacity in the United States grew at a rate of eight percent in 2014, bringing the United States total installed capacity to nearly 66 gigawatts (GW), which ranks second in the world and meets 4.9 percent of U.S. end-use electricity demand in an average year. In total, 4,854 MW of new wind energy capacity were installed in the United States in 2014. The 2014 Wind Technologies Market Report also finds that wind energy prices are at an all-time low and are competitive with wholesale power prices and traditional power sources across many areas of the United States. Additionally, a new trend identified by the 2014 Wind Technologies Market Report shows utility-scale turbines with larger rotors designed for lower wind speeds have been increasingly deployed across the country in 2014. The findings also suggest that the success of the U.S. wind industry has had a ripple effect on the American economy, supporting 73,000 jobs related to development, siting, manufacturing, transportation, and other industries.

    The purpose of this report is to provide a bibliography for the Native American tribe participants in the Hanford Environmental Dose Reconstruction (HEDR) Project to use. The HEDR Project's primary objective is to estimate the radiation dose that individuals could have received as a result of emissions since 1944 from the US Department of Energy's Hanford Site near Richland, Washington. Eight Native American tribes are responsible for estimating daily and seasonal consumption of traditional foods, demography, and other lifestyle factors that could have affected the radiation dose received by tribal members. This report provides a bibliography of recorded accounts that tribal researchers may use to verify their estimates. The bibliographic citations include references to information on the specific tribes, Columbia River plateau ethnobotany, infant feeding practices and milk consumption, nutritional studies and radiation, tribal economic and demographic characteristics (1940--1970), research methods, primary sources from the National Archives, regional archives, libraries, and museums.

    The Federal Wind Energy Program (FWEP) was initiated to provide focus, direction and funds for the development of wind power. Each year a summary is prepared to provide the American public with an overview of government sponsored activities in the FWEP. This program summary describes each of the Department of Energy's (DOE) current wind energy projects initiated or renewed during FY 1979 (October 1, 1978 through September 30, 1979) and reflects their status as of April 30, 1980. The summary highlights on-going research, development and demonstration efforts and serves as a record of progress towards the program objectives. It also provides: the program's general management structure; review of last year's achievements; forecast of expected future trends; documentation of the projects conducted during FY 1979; and list of key wind energy publications.

    Southwestern Indian Polytechnic Institute (SIPI) located in Albuquerque New Mexico is a community college that serves American Indians and Alaska Natives. SIPIs student body represents over 100 Native American Tribes. SIPI completed a renewable energy feasibility study program and established renewable energy hardware on the SIPI campus, which supplements and creates an educational resource to teach renewable energy courses. The SIPI campus is located, and has as student origins, areas, in which power is an issue in remote reservations. The following hardware was installed and integrated into the campus facilities: small wind turbine, large photovoltaic array that is grid-connected, two photovoltaic arrays, one thin film type, and one polycrystalline type, one dual-axis active tracker and one passive tracker, a hot air system for heating a small building, a portable hybrid photovoltaic system for remote power, and a hot water system to preheat water used in the SIPI Child Care facility. Educational curriculum has been developed for two renewable energy courses one being the study of energy production and use, and especially the roles renewable energy forms like solar, wind, geothermal, hydro, and biomass plays, and the second course being a more advanced in-depth study of renewable energy system design, maintenance, installation, and applications. Both courses rely heavily on experiential learning techniques so that installed renewable energy hardware is continuously utilized in hand-on laboratory activities and are part of the Electronics program of studies. Renewable energy technologies and science has also been included in other SIPI programs of study such as Environmental Science, Natural Resources, Agriculture, Engineering, Network Management, and Geospatial Technology.

  7. American Recovery and Reinvestment Act: North Fork Skokomish Powerhouse at Cushman No. 2 Dam

    The objective of this project was to add generating capacity on an in-stream flow release at Tacoma Power's Cushman hydroelectric project, Cushman No. 2 Dam, FERC Project P-460. The flow that is being used to generate additional electricity was being discharged from a valve at the base of the dam without recovery of the energy. A second objective to the project was to incorporate upstream fish passage by use of a fish collection structure attached to the draft tubes of the hydroelectric units. This will enable reintroduction of native anadromous fish above the dams which have blocked fish passage since the late 1920's. The project was funded in part by the American Recovery and Reinvestment Act through the Department of Energy, Office of Energy, Efficiency and Renewable Energy, Wind and Water Power Program.

The report concentrates on larger-scale wind applications, defined here as individual turbines or projects that exceed 50 kW in size. The U.S. wind power sector is multifaceted, however, and also includes smaller, customer-sited wind turbines used to power the needs of residences, farms, and businesses. Data on these applications are not the focus of this report, though a brief discussion on Distributed Wind Power is provided on page 4. Much of the data included in this report were compiled by Berkeley Lab, and come from a variety of sources, including the American Wind Energy Association (AWEA), the Energy Information Administration (EIA), and the Federal Energy Regulatory Commission (FERC). The Appendix provides a summary of the many data sources used in the report. Data on 2008 wind capacity additions in the United States are based on information provided by AWEA; some minor adjustments to those data may be expected. In other cases, the data shown here represent only a sample of actual wind projects installed in the United States; furthermore, the data vary in quality. As such, emphasis should be placed on overall trends, rather than on individual data points. Finally, each section of this document focuses on historical market information, with an emphasis on 2008; with the exception of the final section, the report does not seek to forecast future trends.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. "We need to ensure that we are going down a path that will lead to better reliability [with wind power]," said Bob Zavadil, an executive vice president at EnerNex Corporation in Knoxville, Tenn., a firm specializing in renewable energy grid interconnection and integration. EnerNex has spent the last decade perfecting wind turbine and plant models that test a wind plant's influence on the grid and its ability to provide grid support.     Tall onshore wind turbines, with hub heights between 80 m and 100 m, can extract large amounts of energy from the atmosphere since they generally encounter higher wind speeds, but they face challenges given the complexity of boundary layer flows. This complexity of the lowest layers of the atmosphere, where wind turbines reside, has made conventional modeling efforts less than ideal. To meet the nation's goal of increasing wind power into the U.S. electrical grid, the accuracy of wind power forecasts must be improved. In this report, the Lawrence Livermore National Laboratory, in collaboration with the University of Colorado at Boulder, University of California at Berkeley, and Colorado School of Mines, evaluates innovative approaches to forecasting sudden changes in wind speed or 'ramping events' at an onshore, multimegawatt wind farm. The forecast simulations are compared to observations of wind speed and direction from tall meteorological towers and a remote-sensing Sound Detection and Ranging (SODAR) instrument. Ramping events, i.e., sudden increases or decreases in wind speed and hence, power generated by a turbine, are especially problematic for wind farm operators. Sudden changes in wind speed or direction can lead to large power generation differences across a wind farm and are very difficult to predict with current forecasting tools. Here, we quantify the ability of three models, mesoscale WRF, WRF-LES, and PF.WRF, which vary in sophistication and required user expertise, to predict three ramping events at a North American wind farm.

    The area of wind turbine component manufacturing represents a business opportunity in the wind energy industry. Modern wind turbines can provide large amounts of electricity, cleanly and reliably, at prices competitive with any other new electricity source. Over the next twenty years, the US market for wind power is expected to continue to grow, as is the domestic content of installed turbines, driving demand for American-made components. Between 2005 and 2009, components manufactured domestically grew eight-fold to reach 50 percent of the value of new wind turbines installed in the U.S. in 2009. While that growth is impressive, the industry expects domestic content to continue to grow, creating new opportunities for suppliers. In addition, ever-growing wind power markets around the world provide opportunities for new export markets.

    The purpose of this report is to provide a bibliography for the Native American tribe participants in the Hanford Environmental Dose Reconstruction (HEDR) Project to use. The HEDR Project`s primary objective is to estimate the radiation dose that individuals could have received as a result of emissions since 1944 from the US Department of Energy`s Hanford Site near Richland, Washington. Eight Native American tribes are responsible for estimating daily and seasonal consumption of traditional foods, demography, and other lifestyle factors that could have affected the radiation dose received by tribal members. This report provides a bibliography of recorded accounts that tribal researchers may use to verify their estimates. The bibliographic citations include references to information on the specific tribes, Columbia River plateau ethnobotany, infant feeding practices and milk consumption, nutritional studies and radiation, tribal economic and demographic characteristics (1940--1970), research methods, primary sources from the National Archives, regional archives, libraries, and museums.

    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options, but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. During the past few years, DOE, the National Renewable Energy Laboratory (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard, AWEA Standard 9.1 - 2009, in December 2009. The Small Wind Certification Council (SWCC) and Intertek, North American SWT certification bodies, began accepting applications for certification to the AWEA standard in 2010. To reduce certification testing costs, DOE and NREL are providing financial and technical assistance for an initial round of tests at four SWT test sites, which were selected through a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A and M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontracts with DOE and NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing

    The goal of this activity is to help students see the difference in the speed and smoothness of the wind at different altitudes above the earth. This is important for wind engineers as they seek to place their wind turbines in the fastest and smoothest winds possible. It is also a major reason that wind turbines are getting larger and higher in the sky, and is why we are starting to see wind turbines in the plains and out in the ocean near the coast. Teacher background and assessment sheets are provided.
