    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

  6. Protocol for Appraisal of Petroleum Producing Properties on Native American Tribal Lands

    Petroleum is currently produced on Native American Tribal Lands and has been produced on some of these lands for approximately 100 years. As these properties are abandoned at a production level that is considered the economic limit by the operator, Native American Tribes are considering this an opportunity to assume operator status to keep the properties producing. In addition to operating properties as they are abandoned, Native American Tribes also are assuming liabilities of the former operator(s) and ownership of equipment left upon abandonment. Often, operators are assumed by Native American Tribes without consideration of the liabilities left by the former operators. The purpose of this report is to provide protocols for the appraisal of petroleum producing properties and analysis of the petroleum resource to be produced after assuming operations. The appraisal protocols provide a spreadsheet for analysis of the producing property and a checklist of items to bring along before entering the property for onsite appraisal of the property. The report will provide examples of some environmental flags that may indicate potential liabilities remaining on the property left unaddressed by previous operators. It provides a starting point for appraisal and analysis of a property with a basis to make the decision to assume operations or to pursue remediation and/or closure of the liabilities of previous operators.

    Valuation of features of habitats and ecosystems usually encompasses the goods and services that ecosystems provide, but rarely also examine how people value ecological resources in terms of eco-cultural and sacred activities. The social, sacred, and cultural aspects of ecosystems are particularly important to Native Americans, but western science has rarely examined the importance of eco-cultural attributes quantitatively. In this paper I explore differences in ecosystem evaluations, and compare the perceptions and evaluations of places people go for consumptive and non-consumptive resource use with evaluations of the same qualities for religious and sacred places. Qualities of ecosystems included goods (abundant fish and crabs, butterflies and flowers, clean water), services (complexity of nature, lack of radionuclides that present a health risk), and eco-cultural attributes (appears unspoiled, scenic horizons, noise-free). Native Americans and Caucasians were interviewed at a Pow Wow at Post Falls, Idaho, which is in the region with the Department of Energy's Hanford Site, known for its storage of radioactive wastes and contamination. A higher percentage of Native American subjects engaged in consumptive and religious activities than did Caucasians. Native Americans engaged in higher rates of many activities than did Caucasians, including commune with nature, pray or meditate, fish or hunt, collect herbs, and conduct vision quests or other ceremonies. For nearly all attributes, there was no difference in the relative ratings given by Native Americans for characteristics of sites used for consumption/non-consumptive activities compared to religious/sacred places. However, Caucasians rated nearly all attributes lower for religious/sacred places than they did for places where they engaged in consumptive or non-consumptive activities. Native Americans were less concerned with distance from home for consumptive/non-consumptive activities, compared to religious activities. - Research Highlights: {yields} A higher percentage of Native Americans engaged in consumptive and religious activities than did Caucasians interviewed. {yields} Caucasians rated environmental attributes as more important for consumptive and non-consumptive activities than they did for places where they engaged in religious/cultural ones. {yields} Native Americans rated environmental attributes as equally important regardless of the activities performed. {yields} Eco-cultural attributes (such as 'appears unspoiled') were rated as high as ecosystem services (e.g. unpolluted water).

    The chemical interactions of U and co-occurring metals in abandoned mine wastes in a Native American community in northeastern Arizona were investigated using spectroscopy, microscopy and aqueous chemistry. The concentrations of U (67–169 ?g L–1) in spring water samples exceed the EPA maximum contaminant limit of 30 ?g L–1. Elevated U (6,614 mg kg–1), V (15,814 mg kg–1), and As (40 mg kg–1) concentrations were detected in mine waste solids. Spectroscopy (XPS and XANES) solid analyses identified U (VI), As (-I and III) and Fe (II, III). Linear correlations for the release of U vs V and As vs Femore »were observed for batch experiments when reacting mine waste solids with 10 mM ascorbic acid (~pH 3.8) after 264 h. The release of U, V, As, and Fe was at least 4-fold lower after reaction with 10 mM bicarbonate (~pH 8.3). These results suggest that U–V mineral phases similar to carnotite [K2(UO2)2V2O8] and As–Fe-bearing phases control the availability of U and As in these abandoned mine wastes. Elevated concentrations of metals are of concern due to human exposure pathways and exposure of livestock currently ingesting water in the area. This study contributes to understanding the occurrence and mobility of metals in communities located close to abandoned mine waste sites.« less

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    Land managers at the Department of Energy's Oak Ridge National Laboratory in East Tennessee are restoring native warm-season grasses and wildflowers to various sites across the Oak Ridge Reservation (ORR). Some of the numerous benefits to planting native grasses and forbs include improved habitat quality for wildlife, improved aesthetic values, lower long-term maintenance costs, and compliance with Executive Order 13112 (Clinton 1999). Challenges to restoring native plants on the ORR include the need to gain experience in establishing and maintaining these communities and the potentially greater up-front costs of getting native grasses established. The goals of the native grass program are generally outlined on a fiscal-year basis. An overview of some of the issues associated with the successful and cost-effective establishment and maintenance of native grass and wildflower stands on the ORR is presented in this report.

    This project is currently under contract for research through the Department of Homeland Security until 2011. The group I was responsible for studying has to remain confidential so as not to affect the current project. All dates, reference links and authors, and other distinguishing characteristics of the original group have been removed from this report. All references to the name of this group or the individual splinter groups has been changed to 'Group X'. I have been collecting texts from a variety of sources intended for the use of recruiting and radicalizing members for Group X splinter groups for the purpose of researching the motivation and intent of leaders of those groups and their influence over the likelihood of group radicalization. This work included visiting many Group X websites to find information on splinter group leaders and finding their statements to new and old members. This proved difficult because the splinter groups of Group X are united in beliefs, but differ in public opinion. They are eager to tear each other down, prove their superiority, and yet remain anonymous. After a few weeks of intense searching, a list of eight recruiting texts and eight radicalizing texts from a variety of Group X leaders were compiled.

    This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    The 1994 Fish and Wildlife Program of the Northwest Power Planning Council specifies the recovery and preservation of population health of native resident fishes of the Columbia River Basin. Among the native resident species of concern are interior rainbow trout of the Columbia River redband subspecies Oncorhynchus mykiss gairdneri 1 and westslope cutthroat trout O. clarki lewisi. The westslope cutthroat trout has been petitioned for listing under the U. S. Endangered Species Act (American Wildlands et al. 1997). Before at-risk populations can be protected, their presence and status must be established. Where introgression from introduced species is a concern, as in the case of both westslope cutthroat trout and redband rainbow trout, genetic issues must be addressed as well. As is true with native trout elsewhere in the western United States (Behnke 1992), most of the remaining pure populations of these species in the Columbia River Basin are in relatively remote headwater reaches. The objective of this project was to photo-document upper Columbia Basin native resident trout populations in Washington, and to ascertain their species or subspecies identity and relative genetic purity using a nonlethal DNA technique. FY-2001 was year three (and final year) of a project in which we conducted field visits to remote locations to seek out and catalog these populations. In FY-2001 we worked in collaboration with the Wenatchee National Forest to catalog populations in the Wenatchee, Entiat, Lake Chelan, and Methow River drainages of Washington State.

      Given the significant impact of computing on society, it is important that all cultures, especially underrepresented cultures, are fully engaged in the field of computing to ensure that everyone benefits from the advances in computing. This proposal is focused on the field of high performance computing. The lack of cultural diversity in computing, in particular high performance computing, is especially evident with respect to the following ethnic groups – African Americans, Hispanics, and Native Americans – as well as People with Disabilities. The goal of this proposal is to organize and coordinate a National Laboratory Career Development Workshop focused on underrepresented cultures (ethnic cultures and disability cultures) in high performance computing. It is expected that the proposed workshop will increase the engagement of underrepresented cultures in HPC through increased exposure to the excellent work at the national laboratories. The National Laboratory Workshops are focused on the recruitment of senior graduate students and the retention of junior lab staff through the various panels and discussions at the workshop. Further, the workshop will include a community building component that extends beyond the workshop. The workshop was held was held at the Lawrence Livermore National Laboratory campus in Livermore, CA. from June 14 - 15, 2012. The grant provided funding for 25 participants from underrepresented groups. The workshop also included another 25 local participants in the summer programs at Lawrence Livermore National Laboratory. Below are some key results from the assessment of the workshops: 86% of the participants indicated strongly agree or agree to the statement "I am more likely to consider/continue a career at a national laboratory as a result of participating in this workshop." 77% indicated strongly agree or agree to the statement "I plan to pursue a summer internship at a national laboratory." 100% of the participants indicated strongly agree or agree to the statement "The CMD-IT NLPDEV workshop was a valuable experience."

      Heavy metals from mining, smelting operations and other industrial processing facilities pollute wastewaters worldwide. Extraction of metals from industrial effluents has been widely studied due to the economic advantages and the relative ease of technical implementation. Consequently, the search for new and improved methodologies for the recovery of gold has increased. In this particular research, the use of cone hops biomass ( Humulus lupulus ) was investigated as a new option for gold recovery. The results showed that the gold binding to native hops biomass was pH dependent from pH 2 to pH 6, with a maximum percentage bindingmore »at pH 3. Time dependency studies demonstrated that Au(III) binding to native and modified cone hops biomasses was found to be time independent at pH 2 while at pH 5, it was time dependent. Capacity experiments demonstrated that at pH 2, esterified hops biomass bound 33.4 mg Au/g of biomass, while native and hydrolyzed hops biomasses bound 28.2 and 12.0 mg Au/g of biomass, respectively.       The Indian Energy Resource Development Program, authorized by Title XXVI of the 1992 Energy Policy Act, provides funding to American Indian tribes to develop Indian renewable energy and other energy resources. In fiscal years 1994 and 1995, 35 grants totaling $6.5 million were awarded to 29 tribes and Alaskan native corporations in 13 states. The projects cover the development range from feasibility studies to purchase and installation of equipment for commercial projects. Technologies include photovoltaics, biomass, wind, building energy efficiency, hydroelectricity, integrated resource planning, coal-fired cogeneration, and multi-sector natural gas. The Title XXVI program provides an important opportunity for assessing the technical and economic feasibility of renewable energy on Indian lands, and also for demonstrating DOE-developed technologies in real-life settings.

      The 1994 Fish and Wildlife Program of the Northwest Power Planning Council specifies the recovery and preservation of population health of native resident fishes of the Columbia River Basin. Among the native resident species of concern are interior rainbow trout of the Columbia River redband subspecies Oncorhynchus mykiss gairdneri 1 and westslope cutthroat trout O. clarki lewisi. The westslope cutthroat trout has been petitioned for listing under the U. S. Endangered Species Act (American Wildlands et al. 1997). Before at-risk populations can be protected, their presence and status must be established. Where introgression from introduced species is a concern, as in the case of both westslope cutthroat trout and redband rainbow trout, genetic issues must be addressed as well. As is true with native trout elsewhere in the western United States (Behnke 1992), most of the remaining pure populations of these species in the Columbia River Basin are in relatively remote headwater reaches. The objective of this project is to photo-document upper Columbia Basin native resident trout populations in Washington, and to ascertain their species or subspecies identity and relative genetic purity using a nonlethal DNA technique. FY-99 was year two of a five-year project in which we conducted field visits to remote locations to seek out and catalog these populations. In FY-99 we worked in collaboration with the Colville National Forest and Kalispel Indian Tribe to catalog populations in the northeastern corner of Washington State.

      In the western United States, exotic brook trout Salvelinus fontinalis frequently have a deleterious effect on native salmonids, and biologists often attempt to remove brook trout in streams using electrofishing. Although the success of electrofishing removal projects typically is low, few studies have assessed the underlying mechanisms of failure, especially in terms of compensatory responses. We evaluated the effectiveness of a three-year removal project in reducing brook trout and enhancing native salmonids in 7.8 km of an Idaho stream and looked for brook trout compensatory responses such as decreased natural mortality, increased growth, increased fecundity at length, or earlier maturation. Due to underestimates of the distribution of brook trout in the first year and personnel shortages in the third year, the multiagency watershed advisory group that performed the project fully treated the stream (i.e. multipass removals over the entire stream) in only one year. In 1998, 1999, and 2000, a total of 1,401, 1,241, and 890 brook trout were removed, respectively. For 1999 and 2000, an estimated 88 and 79% of the total number of brook trout in the stream were removed. For the section of stream that was treated in all years, the abundance of age-1 and older brook trout decreased by 85% from 1998 to 2003. In the same area, the abundance of age-0 brook trout decreased 86% from 1998 to 1999 but by 2003 had rebounded to near the original abundance. Abundance of native redband trout Oncorhynchus mykiss decreased for age-1 and older fish but did not change significantly for age-0 fish. Despite high rates of removal, total annual survival rate for brook trout increased from 0.08 {+-} 0.02 in 1998 to 0.20 {+-} 0.04 in 1999 and 0.21 {+-} 0.04 in 2000. Growth of age-0 brook trout was significantly higher in 2000 (the year after their abundance was lowest) compared to other years, and growth of age-1 and age-2 brook trout was significantly lower following the initial removal years but recovered by 2003. Few other brook trout demographic parameters changed appreciably over the course of the project. Electrofishing removals required 210 person-days of effort. Despite experiencing slight changes in abundance, growth, and survival, brook trout in Pikes Fork appeared little affected by three years of intensive removal efforts, most likely because mortality within the population was high prior to initiation of the project such that the removal efforts merely replaced natural mortality with exploitation.

      Microbial reduction of toxic hexavalent chromium (Cr(VI)) in-situ is a plausible bioremediation strategy in electron-acceptor limited environments. However, higher [Cr(VI)] may impose stress on syntrophic communities and impact community structure and function. The study objectives were to understand the impacts of Cr(VI) concentrations on community structure and on the Cr(VI)-reduction potential of groundwater communities at Hanford, WA. Steady state continuous flow bioreactors were used to grow native communities enriched with lactate (30 mM) and continuously amended with Cr(VI) at 0.0 (No-Cr), 0.1 (Low-Cr) and 3.0 (High-Cr) mg/L. Microbial growth, metabolites, Cr(VI), 16S rRNA gene sequences and GeoChip based functional gene composition were monitored for 15 weeks. Temporal trends and differences in growth, metabolite profiles, and community composition were observed, largely between Low-Cr and High-Cr bioreactors. In both High-Cr and Low-Cr bioreactors, Cr(VI) levels were below detection from week 1 until week 15. With lactate enrichment, native bacterial diversity substantially decreased as Pelosinus spp., and Sporotalea spp., became the dominant groups, but did not significantly differ between Cr concentrations. The Archaea diversity also substantially decreased after lactate enrichment from Methanosaeta (35%), Methanosarcina (17%) and others, to mostly Methanosarcina spp. (95%). Methane production was lower in High-Cr reactors suggesting some inhibition of methanogens. Several key functional genes were distinct in Low-Cr bioreactors compared to High-Cr. Among the Cr resistant microbes, Burkholderia vietnamiensis, Comamonas testosterone and Ralstonia pickettii proliferated in Cr amended bioreactors. In-situ fermentative conditions facilitated Cr(VI) reduction, and as a result 3.0 mg/L Cr(VI) did not impact the overall bacterial community structure.

    7. Evaluation of American Indian Science and Engineering Society Intertribal Middle School Science and Math Bowl Project

      The American Indian Science and Engineering Society (AISES) has been funded under a U.S. Department of Energy (DOE) grant (Grant Award No. DE-SC0004058) to host an Intertribal Middle-School Science and Math Bowl (IMSSMB) comprised of teams made up of a majority of American Indian students from Bureau of Indian Education-funded schools and public schools. The intent of the AISES middle school science and math bowl is to increase participation of American Indian students at the DOE-sponsored National Science Bowl. Although national in its recruitment scope, the AISES Intertribal Science and Math Bowl is considered a “regional” science bowl, equivalent to the other 50 regional science bowls which are geographically limited to states. Most regional bowls do not have American Indian student teams competing, hence the AISES bowl is meant to encourage American Indian student teams to increase their science knowledge in order to participate at the national level. The AISES competition brings together teams from various American Indian communities across the nation. Each team is provided with funds for travel to and from the event, as well as for lodging and meals. In 2011 and 2012, there were 10 teams participating; in 2013, the number of teams participating doubled to 20. Each Science and Math Bowl team is comprised of four middle school — grades 6 through 8 — students, one alternate, and a teacher who serves as advisor and coach — although in at least two cases, the coach was not a teacher, but was the Indian Education Coordinator. Each team member must have at least a 3.0 GPA. Furthermore, the majority of students in each team must be comprised of American Indian, Alaska Native or Native Hawaiian students. Under the current DOE grant, AISES sponsored three annual middle school science bowl competitions over the years 2011, 2012 and 2013. The science and math bowls have been held in late March concurrently with the National American Indian Science and Engineering Fair (NAISEF) and EXPO at the Albuquerque, NM Convention Center. Albuquerque is also the home of the AISES national office. The AISES staff also recruits volunteers to assist with implementation of the science and math bowl event. In 2011, there were 7 volunteers; in 2012, 15 volunteers, and in 2013, 19 volunteers. Volunteers are recruited from a variety of local sources, including Sandia Laboratories, Southwest Indian Polytechnic Institute students, Department of Defense, as well as family members of AISES staff. For AISES, the goals of the Intertribal Middle School Science and Math Bowl project are to have more Native students learn science, for them to gain confidence in competing, and to reward their effort in order to motivate them to pursue studies in the sciences and engineering. For DOE, the goals of the project are to get more Native students to compete at the National Science Bowl, held in Washington, DC.

      Deep-level traps in both n- and p-type CdTe layers, grown by molecular-beam epitaxy on GaAs substrates, have been investigated by means of deep-level transient spectroscopy (DLTS). Four of the traps revealed in the DLTS spectra, which displayed exponential kinetics for capture of charge carriers into the trap states, have been assigned to native point defects: Cd interstitial, Cd vacancy, Te antisite defect and a complex formed of the Te antisite and Cd vacancy. Three further traps, displaying logarithmic capture kinetics, have been ascribed to electron states of treading dislocations generated at the mismatched interface with the substrate and propagated through the CdTe layer.

The goals of the program are to demonstrate the capabilities, costs, and effectiveness of 3-D seismic work in a small-operator setting and to determine the economics of such a survey. For these purposes, typical small-scale independent-operator practices are being followed and a shallow target chose in an area with a high concentration of independent operators. The results will be analyzed in detail to determine if there are improvements and/or innovations which can be easily introduced in field-acquisition procedures, in processing, or in data manipulation and interpretation to further reduce operating costs and to make the system still more active to the small-scale operator.

      The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

      Glycine N-methyltransferase (GNMT) is a key regulatory enzyme in methyl group metabolism. In mammalian liver it reduces S-adenosylmethionine levels by using it to methylate glycine, producing N-methylglycine (sarcosine) and S-adenosylhomocysteine. GNMT is inhibited by binding two molecules of 5-methyltetrahydrofolate (mono- or polyglutamate forms) per tetramer of the active enzyme. Inhibition is sensitive to the status of the N-terminal valine of GNMT and to polyglutamation of the folate inhibitor. It is inhibited by pentaglutamate form more efficiently compared to monoglutamate form. The native rat liver GNMT contains an acetylated N-terminal valine and is inhibited much more efficiently compared to the recombinant protein expressed in E. coli where the N-terminus is not acetylated. In this work we used a protein crystallography approach to evaluate the structural basis for these differences. We show that in the folate-GNMT complexes with the native enzyme, two folate molecules establish three and four hydrogen bonds with the protein. In the folate-recombinant GNMT complex only one hydrogen bond is established. This difference results in more effective inhibition by folate of the native liver GNMT activity compared to the recombinant enzyme.

      Abstract. Landscape corridors are commonly used to mitigate negative effects of habitat fragmentation, but concerns persist that they may facilitate the spread of invasive species. In a replicated landscape experiment of open habitat, we measured effects of corridors on the invasive fire ant, Solenopsis invicta, and native ants. Fire ants have two social forms: polygyne, which tend to disperse poorly but establish at high densities, and monogyne, which disperse widely but establish at lower densities. In landscapes dominated by polygyne fire ants, fire ant abundance was higher and native ant diversity was lower in habitat patches connected by corridors than in unconnected patches. Conversely, in landscapes dominated by monogyne fire ants, connectivity had no influence on fire ant abundance and native ant diversity. Polygyne fire ants dominated recently created landscapes, suggesting that these corridor effects may be transient. Our results suggest that corridors can facilitate invasion and they highlight the importance of considering species’ traits when assessing corridor utility.

      The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

      Many are familiar with the technical journals and other publications that American Nuclear Society (ANS) members receive. However, there is a whole series of documents that is helpful to any nuclear society group for a modest fee or no fee. The author is referring to documents such as the ANS Bylaws and Rules, which have been made available to almost every existing nuclear society in the world. He remembers working with groups from Russia, Europe, China, Japan, Brazil, France, Germany, and others when they sought the experience of ANS in establishing a society. Financial planning guides are available for meetings, international conferences, technical expositions, and teacher workshops. Periodically, the ANS publishes position papers on the uses and handling of fuel materials and other publications helpful to public relations and teacher training courses. A few have had distributions in the hundreds of thousands, and one went as high as 750,000. Some of these have been translated in part into Spanish, French, Portuguese, and Japanese. Nuclear Standards are developed by a series of ANS committees consisting of about 1000 experts--the largest technical operation of ANS. Buyers guides and directories are very helpful in promoting the commerce in the nuclear industry. The Utility Directory covers utilities all over the globe. Radwaste Solutions, the new name for the former Radwaste Magazine, covers the efforts made by all sectors--private, government, and utility--to deal with radioactive waste. In the author's opinion, the one area in which all societies are weak is in interfacing with the International Atomic Energy Agency (IAEA). Since his retirement 9 yr ago, he has become much more aware of the IAEA as a news and technical information source. The ANS is trying to be more aware of what the IAEA is doing for everyone.

      In this study, we investigate the correlation between group local number density and total luminosity of groups. In four volume-limited group catalogs, we can conclude that groups with high luminosity exist preferentially in high-density regions, while groups with low luminosity are located preferentially in low-density regions, and that in a volume-limited group sample with absolute magnitude limit M{sub r} = -18, the correlation between group local number density and total luminosity of groups is the weakest. These results basically are consistent with the environmental dependence of galaxy luminosity.

      Palacios and Kitten are new open source tools that enable applications, whether ported or not, to achieve scalable high performance on large machines. They provide a thin layer over the hardware to support both full-featured virtualized environments and native code bases. Kitten is an OS under development at Sandia that implements a lightweight kernel architecture to provide predictable behavior and increased flexibility on large machines, while also providing Linux binary compatibility. Palacios is a VMM that is under development at Northwestern University and the University of New Mexico. Palacios, which can be embedded into Kitten and other OSes, supports existing, unmodified applications and operating systems by using virtualization that leverages hardware technologies. We describe the design and implementation of both Kitten and Palacios. Our benchmarks show that they provide near native, scalable performance. Palacios and Kitten provide an incremental path to using supercomputer resources that is not performance-compromised.

      The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

      Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

      The objective of this project was to add generating capacity on an in-stream flow release at Tacoma Power's Cushman hydroelectric project, Cushman No. 2 Dam, FERC Project P-460. The flow that is being used to generate additional electricity was being discharged from a valve at the base of the dam without recovery of the energy. A second objective to the project was to incorporate upstream fish passage by use of a fish collection structure attached to the draft tubes of the hydroelectric units. This will enable reintroduction of native anadromous fish above the dams which have blocked fish passage since the late 1920's. The project was funded in part by the American Recovery and Reinvestment Act through the Department of Energy, Office of Energy, Efficiency and Renewable Energy, Wind and Water Power Program.
