    The commercial sector offers strong potential for solar photovoltaics (PV) owing to abundant available roof space suitable for PV and the opportunity to offset the sector's substantial retail electricity purchases. This report evaluated the breakeven price of PV for 15 different building types and various financing options by calculating electricity savings based on detailed rate structures for most U.S. utility territories (representing approximately two thirds of U.S. commercial customers). We find that at current capital costs, an estimated 1/3 of U.S. commercial customers break even in the cash scenario and approximately 2/3 break even in the loan scenario. Variation in retail rates is a stronger driver of breakeven prices than is variation in building load or solar generation profiles. At the building level, variation in the average breakeven price is largely driven by the ability for a PV system to reduce demand charges.

    The purpose of this effort was to create a nationwide snapshot of the current residential building practices in the United States, and to identify trends in building practices as they relate to building energy efficiency. Information on typical insulation levels, heating, ventilation, and air conditioning (HVAC) efficiencies, window profiles, and other residential building components and assemblies provided a foundation for (1) identifying trends in residential building practices over time, (2) assessing energy-efficiency improvements in single-family homes over time and correlating them with the applicable building energy codes if possible, and (3) identifying building energy code adoption and compliance needs. This report seeks to identify trends in the residential building practice from 1996 to 2009.

    Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics.     The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections.     Solar central receiver technology is developing steadily with a promise of becoming a real commercial alternative for energy generation in the late 1980s. Significant potential markets have been identified, research and development of important components is proceeding well, and the first full-system verification experiment at Barstow, California, is under construction. However, much work still lies ahead. A big step toward the realization of large-scale commercial use of solar energy was taken when the Department of Energy (DOE) issued a solicitation in March 1979 for utility repowering/industrial retrofit system conceptual design studies employing solar central receivers. Twenty-two responses were evaluated, and twelve were selected for funding. The results of the twelve studies, plus one study completed earlier and one privately funded, are sufficiently encouraging to warrant proceeding to the next stage of the program: cost-shared projects chosen through open competition. Eight of he fourteen studies are for electric utility repowering of existing oil or natural gas generating plants. The other six are the first site-specific studies of the use of solar central receiver systems for industrial process heat. The industrial processes include gypsum board drying, oil refining, enhanced oil recovery, uranium ore processing, natural gas processing, and ammonia production. Site descriptions, project summaries, conceptual designs, and functional descriptions are given for each of these 14 studies.

    Performance estimates for attached-sunspace passive solar heated residences have recently been incorporated into the Los Alamos/UNM EASE III model. These estimates are used to analyze the economic performance of a fixed dimension sunspace design when attached to a pre-existing single family residential unit. The sunspace is a passive design which can be easily and effectively adapted to a retrofit situation. Several key parameters are carefully evaluated for the sunspace retrofit design. These include loan or mortgage terms, ownership period, resale potential and competing conventional fuel prices. General economic and design parameters are combined in a variant of life cycle costing to evaluate the feasibility of both owner-built and contractor-built attached sunspaces for 220 regions in the contiguous United States. This evaluation is made for two conventional fuel types - natural gas and electric resistance - and for three resale values - 0%, 100%, and 200%. Results show that the prospect for conventional fuel displacement through retrofit of attached sunspaces is very good with the design's economic performance enhanced in regions with expensive conventional fuel alternatives.

    This report aims to demonstrate, hypothetically and at a high level, what volumes of solar deployment could be supported given solar industry access to the capital markets in the form of security issuance. Securitization is not anticipated to replace tax equity in the near- to mid-term, but it could provide an additional source of funds that would be comparatively inexpensive and could reduce the weighted average cost of capital for a given solar project or portfolio. Thus, the potential to securitize solar assets and seek financing in the capital markets could help to sustain the solar industry when the investment tax credit (ITC) -- one of the federal incentives that has leveraged billions of dollars of private capital in the solar industry -- drops from 30% to 10% at the close of 2016. The report offers analysis on the size of the U.S. third-party financed solar market, as well as on the volumes (in MW) of solar asset origination possible through a $100 million securitization fund (assuming no overcollateralization). It also provides data on the size of the relevant securities markets and how the solar asset class may fit into these markets.

    The deliberations, conclusions, and recommendations of six panels asked to provide advice to the Department of Energy on the subject of solar energy are detailed. Approximately 60 invited panelists and 120 observers met in three panels devoted to Solar Energy and Cities and three panels on Solar Energy and Employment. The day-and-one-half meeting occurred at the Department of Energy's Forrestal Building headquarters in Washington, DC, on 23 and 24 October 1979. Introductory speeches by seven experts, excerpts from the succeeding two half-days of discussion, the final reports for the panel chairpersons, and subsequent discussion and questioning are included. Approximately 125 findings and recommendations were developed by the six panels covering a wide variety of topics. Major recurring themes were recommendations for increased funding, federal program improvement, conservation, outreach programs, small business funding, and solar training programs. Detailed responses from the Department of Energy have been prepared for all recommendations and are contained in a companion volume.

  20. Simulating Nationwide Pandemics: Applying the Multi-scale Epidemiologic Simulation and Analysis System to Human Infectious Diseases

    This study uses the Multi-scale Epidemiologic Simulation and Analysis (MESA) system developed for foreign animal diseases to assess consequences of nationwide human infectious disease outbreaks. A literature review identified the state of the art in both small-scale regional models and large-scale nationwide models and characterized key aspects of a nationwide epidemiological model. The MESA system offers computational advantages over existing epidemiological models and enables a broader array of stochastic analyses of model runs to be conducted because of those computational advantages. However, it has only been demonstrated on foreign animal diseases. This paper applied the MESA modeling methodology to human epidemiology. The methodology divided 2000 US Census data at the census tract level into school-bound children, work-bound workers, elderly, and stay at home individuals. The model simulated mixing among these groups by incorporating schools, workplaces, households, and long-distance travel via airports. A baseline scenario with fixed input parameters was run for a nationwide influenza outbreak using relatively simple social distancing countermeasures. Analysis from the baseline scenario showed one of three possible results: (1) the outbreak burned itself out before it had a chance to spread regionally, (2) the outbreak spread regionally and lasted a relatively long time, although constrained geography enabled it to eventually be contained without affecting a disproportionately large number of people, or (3) the outbreak spread through air travel and lasted a long time with unconstrained geography, becoming a nationwide pandemic. These results are consistent with empirical influenza outbreak data. The results showed that simply scaling up a regional small-scale model is unlikely to account for all the complex variables and their interactions involved in a nationwide outbreak. There are several limitations of the methodology that should be explored in future work including validating the model against reliable historical disease data, improving contact rates, spread methods, and disease parameters through discussions with epidemiological experts, and incorporating realistic behavioral assumptions.

    An evaluation framework has been developed which allows for the assessment of the role of passive solar retrofit in the nationwide reduction of conventional fuel use. Three types of analysis are proposed within this framework: the physical/technical capability of the present housing stock to incorporate passive solar retrofit; the economic feasibility of the application of retrofit designs; and the actual market potential or acceptance of these alternative retrofit options. Each type of analysis has specific data requirements and a series of evaluation procedures to help establish estimates of the potential for passive solar retrofit in the present housing stock. The data requirements with their respective sources and evaluation procedures for the first two types of analysis-physical/technical setting and economic feasibility, are examined. A distinction is drawn between community specific case studies and more generalized national assessments. Information derived from these three types of analysis, whether case specific or national in scope, can then be used in an evaluation of potential economic impacts. The establishment of regional economic benefits and costs werve as a measure of the merit or attractiveness of the implementation of a passive solar retrofit program.

    We will review highlights of exploratory research for new PV technologies funded by the DOE Solar Energy Technologies Program through NREL and its Photovoltaic Exploratory Research Project. The goal for this effort is highlighted in the beginning of the Solar Program Multi-Year Technical Plan by Secretary of Energy Spencer Abraham's challenge to leapfrog the status quo by pursuing research having the potential to create breakthroughs.     This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and built solar-ready. (3) Defined solar's role in emergency preparedness with the Boston Mayor's Office of Emergency Preparedness. (4) Worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing mechanisms. Solar Boston partners include DOE, MTC, local utilities and unions, an anonymous foundation, and a broad range of local, regional, and national clean-energy stakeholders. Solar Boston kicked off its partner program on January 10, 2008, sponsoring a workshop on 'Thinking BIG about Boston's Solar Energy Future,' to discuss how state, utility, and municipal programs can work together.     Solar sails can play a critical role in enabling solar and heliophysics missions. Solar sail technology within NASA is currently at 80% of TRL-6, suitable for an in-flight technology demonstration. It is conceivable that an initial demonstration could carry scientific payloads that, depending on the type of mission, are commensurate with the goals of the three study panels of the 2010 Heliophysics Survey. Follow-on solar sail missions, leveraging advances in solar sail technology to support Heliophysics Survey goals, would then be feasible. This white paper reports on a sampling of missions enabled by solar sails, the current state of the technology, and what funding is required to advance the current state of technology such that solar sails can enable these missions.

    To make concentrating solar power technologies more cost competitive, it is necessary to develop advanced reflector materials that are low in cost and maintain high reflectance for extended lifetimes under severe outdoor environments. The Advanced Materials Team performs durability testing of candidate solar reflectors at outdoor test sites and in accelerated weathering chambers. Several materials being developed by industry have been submitted for evaluation. These include silvered glass mirrors, aluminized reflectors, and front-surface mirrors. In addition to industry-supplied materials, NREL is funding the development of new, innovative reflectors, including a new commercial laminate reflector and an advanced solar reflective mirror (ASRM). To help commercialize the ASRM, a cost analysis was performed; it shows the total production cost could meet the goal. The development, performance, and durability of these candidate solar reflectors and cost analysis results will be described.

    This study on the performance characteristics of existing solar technologies in a maritime environment was funded by an award given to The Port of Galveston (POG) from the U.S. Department of Energy (DOE). The study includes research performed by The Center for Advanced Materials at the University of Houston (UH). The UH researchers examined how solar cell efficiencies and life spans can be improved by examining the performance of a variety of antireflective (AR) coatings mounted on the top of one of the POG’s Cruise Terminals. Supplemental supporting research was performed at the UH laboratories. An educational Kiosk was constructed with a 55” display screen providing information about solar energy, the research work UH performed at POG and real time data from the solar panels located on the roof of the Cruise Terminal. The Houston Advanced Research Center (HARC) managed the project.

    Tucson Electric Power (TEP) developed, tested and verified the results of a new and appropriate method for accurately evaluating the capacity credit of time variant solar generating sources and reviewed new methods to appropriately and fairly evaluate the value of solar generation to electric utilities. The project also reviewed general integrated approaches for adequately compensating owners of solar generation for their benefits to utilities. However, given the limited funding support and time duration of this project combined with the significant differences between utilities regarding rate structures, solar resource availability and coincidence of solar generation with peak load periods, it is well beyond the scope of this project to develop specific rate, rebate, and interconnection approaches to capture utility benefits for all possible utilities. The project developed computer software based evaluation method models to compare solar generation production data measured in very short term time increments called Sample Intervals over a typical utility Dispatch Cycle during an Evaluation Period against utility system load data. Ten second resolution generation production data from the SGSSS and actual one minute resolution TEP system load data for 2006 and 2007, along with data from the Pennington Street Garage 60 kW DC capacity solar unit installed in downtown Tucson will be applied to the model for testing and verification of the evaluation method. Data was provided by other utilities, but critical time periods of data were missing making results derived from that data inaccurate. The algorithms are based on previous analysis and review of specific 2005 and 2006 SGSSS production data. The model was built, tested and verified by in house TEP personnel. For this phase of the project, TEP communicated with, shared solar production data with and collaborated on the development of solar generation valuation tools with other utilities, including Arizona Public Service, Salt River Project, Xcel and Nevada Power Company as well as the Arizona electric cooperatives. In the second phase of the project, three years of 10 second power output data of the SGSSS was used to evaluate the effectiveness of frequency domain analysis, normal statistical distribution analysis and finally maximum/minimum differential output analysis to test the applicability of these mathematic methods in accurately modeling the output variations produced by clouds passing over the SGSSS array.

    The Department of Energy's (DOE) Solar America Showcase program seeks to accelerate demand for solar technologies among key end use market sectors. As part of this activity the DOE provides Technical Assistance through its national laboratories to large-scale, high-visibility solar installation projects. The Solar Schools Assessment and Implementation Project (SSAIP) in the San Francisco Bay area was selected for a 2009 DOE Solar American Showcase award. SSAIP was formed through the efforts of the nonprofit Sequoia Foundation and includes three school districts: Berkeley, West Contra Costa, and Oakland Unified School Districts. This paper summarizes the technical assistance efforts that resulted from this technical assistance support. It serves as a case study and reference document detailing the steps and processes that could be used to successfully identify, fund, and implement solar PV projects in school districts across the country.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame.     Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

In response to these challenges, the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) has issued a notice of intent (NOI) to release the SunShot Sustainable and Holistic IntegratioN of Energy storage and Solar (SHINES) funding opportunity. SHINES will enable the holistic design, development, and widespread sustainable deployment of low-cost, flexible, and reliable energy storage solutions, and will strive to successfully integrate these solutions into PV power plants. SHINES projects can also focus on demand response and load management to achieve target metrics.

    SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award. The combination of staff, facilities, and instrumentation specifically tailored for solar fuels research establishes the UNC Solar Energy Research Center Instrumentation Facility as a unique, world-class capability. This congressionally directed project funded the development of two user facilities: TASK 1: SOLAR DEVICE FABRICATION LABORATORY DEVELOPMENT The space allocated for this laboratory was �¢����shell space�¢��� that required an upfit in order to accommodate nano-fabrication equipment in a quasi-clean room environment. This construction project (cost $279,736) met the non-federal cost share requirement of $250,000 for this award. The central element of the fabrication laboratory is a new $400,000+ stand-alone system, funded by other sources, for fabricating and characterizing photovoltaic devices, in a state-of-the-art nanofabrication environment. This congressionally directed project also included the purchase of an energy dispersive x-ray analysis (EDX) detector for a pre-existing transmission electron microscope (TEM). This detector allows elemental analysis and elemental mapping of materials used to fabricate solar energy devices which is a key priority for our research center. TASK 2: SOLAR ENERGY SPECTROSCOPY LABORATORY DEVELOPMENT (INSTRUMENTATION) This laboratory provides access to modern spectroscopy and photolysis instrumentation for characterizing devices, materials and components on time scales ranging from femtoseconds to seconds and for elucidating mechanisms. The goals of this congressionally directed project included the purchase and installation of spectroscopy and photolysis instrumentation that would substantially and meaningfully enhance the capabilities of this laboratory. Some changes were made to the list of equipment proposed in the original budget. These changes did not represent a change in scope, approach or aims of this project. All of the capabilities and experiments represented in the original budget were maintained. The outcome of this Congressionally Directed Project has been the development of world-class fabrication and spectroscopy user facilities for solar fuels research at UNC-CH.     The Energy Research Advisory Board convened a Solar R and D Panel to determine the status of the solar industry and solar R and D in the United States and to recommend to DOE appropriate roles for the Federal and private sectors. The Panel's report acknowledges the new Administration policy reorienting the Federal role in energy development to long-term, high-risk, high-payoff R and D, and leaving commercialization to the private sector. The Panel's recommendations are further predicated on an assumption of continued, substantially reduced funding in the near-term. The Panel found that solar energy technologies have progressed significantly in the past 10 years and represent a group of highly promising energy options for the United States. However, it also found the solar industry to be in a precarious condition, fluctuating energy demand and prices, and uncertain Federal tax and regulatory policies. The Business Energy and Residential Tax Credits are essential to the near-term health of the solar industry. Commercialization has already begun for some solar technologies; for others, decreases in Federal funding will result in a slowdown or termination. The primary Federal roles in solar R and D should be in support of basic and applied research, high-risk, high-payoff technology development and other necessary research for which there are insufficient market incentives. The Federal Government should also move strongly to transfer technology to the private sector for near-commerical technologies. Large demonstration and commercialization projects cannot be justified for Federal funding under current economic conditions. These should be pursued by the private sector. The Panel examined seven technology areas and made specific findings and recommendations for each.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    This study assessed solar training offered by CETA-funded programs and labor market experiences of program graduates. The initial research was restricted to programs within California, because the state is involved in a variety of solar-related activities, including development of jobs and training programs in solar energy. Interviews were conducted with 12 CETA solar training programs and graduates in 1979, in cooperation with California's SolarCal Office. Information on graduates includes demographics, educational and work experience, satisfaction with solar training, types of jobs found, wage levels, and job tenure. Program information includes length, types of training, and the number and kinds of solar systems installed. Results show that major programs problems were: limited funding; shortages of trained instructors; insufficient staff; need for local employment information; need for better defined role for unions; and pressures for high placement rates. The curricula involved general skills, skills specific to solar technologies, and basic job behavior and skills. The training involved both classroom and hands-on experience and was mainly tailored to participants and the local job market. Successful placement of program participants was relatively high; over half the initial job placements involved solar energy. Solar jobs appeared to pay more than nonsolar jobs. Participants generally felt that their training had prepared them adequately for their current work.

    The Department of Housing and Urban Development (HUD) residential solar heating and cooling demonstration program provided funding support for over 600 solar projects. These projects provide the largest single data base of solar heating and cooling experience now available. These data suggest that maintenance and system operation have been mixed even though system configurations are similar throughout the program. HUD has been involved in the upgrading of one-third of the 600 solar projects and now can report that projects can be maintained with a more uniform level of effort.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers. The funding thus flows from one participant to the next, each acting as if he or she were a funding agency themselves.
