  14. Nationwide water availability data for energy-water modeling.

    The purpose of this effort is to explore where the availability of water could be a limiting factor in the siting of new electric power generation. To support this analysis, water availability is mapped at the county level for the conterminous United States (3109 counties). Five water sources are individually considered, including unappropriated surface water, unappropriated groundwater, appropriated water (western U.S. only), municipal wastewater and brackish groundwater. Also mapped is projected growth in non-thermoelectric consumptive water demand to 2035. Finally, the water availability metrics are accompanied by estimated costs associated with utilizing that particular supply of water. Ultimately these data sets are being developed for use in the National Renewable Energy Laboratories' (NREL) Regional Energy Deployment System (ReEDS) model, designed to investigate the likely deployment of new energy installations in the U.S., subject to a number of constraints, particularly water.

    The purpose of this effort was to create a nationwide snapshot of the current residential building practices in the United States, and to identify trends in building practices as they relate to building energy efficiency. Information on typical insulation levels, heating, ventilation, and air conditioning (HVAC) efficiencies, window profiles, and other residential building components and assemblies provided a foundation for (1) identifying trends in residential building practices over time, (2) assessing energy-efficiency improvements in single-family homes over time and correlating them with the applicable building energy codes if possible, and (3) identifying building energy code adoption and compliance needs. This report seeks to identify trends in the residential building practice from 1996 to 2009.

    Modern workflow systems enable scientists to run ensemble simulations at unprecedented scales and levels of complexity, allowing them to study system sizes previously impossible to achieve, due to the inherent resource requirements needed for the modeling work. However as a result of these new capabilities the science teams suddenly also face unprecedented data volumes that they are unable to analyze with their existing tools and methodologies in a timely fashion. In this paper we will describe the ongoing development work to create an integrated data intensive scientific workflow and analysis environment that offers researchers the ability to easily create and execute complex simulation studies and provides them with different scalable methods to analyze the resulting data volumes. The integration of simulation and analysis environments is hereby not only a question of ease of use, but supports fundamental functions in the correlated analysis of simulation input, execution details and derived results for multi-variant, complex studies. To this end the team extended and integrated the existing capabilities of the Velo data management and analysis infrastructure, the MeDICi data intensive workflow system and RHIPE the R for Hadoop version of the well-known statistics package, as well as developing a new visual analytics interface for the result exploitation by multi-domain users. The capabilities of the new environment are demonstrated on a use case that focusses on the Pacific Northwest National Laboratory (PNNL) building energy team, showing how they were able to take their previously local scale simulations to a nationwide level by utilizing data intensive computing techniques not only for their modeling work, but also for the subsequent analysis of their modeling results. As part of the PNNL research initiative PRIMA (Platform for Regional Integrated Modeling and Analysis) the team performed an initial 3 year study of building energy demands for the US Eastern

    The U.S. Department of Energy (DOE) faces a major challenge in cleaning up its contaminated sites throughout the United States. One major area of concern is the plumes in soil and ground water, contaminated with a myriad of different pollutants. DOE recently established the Plume Focus Area to address these problems. The mission of the Plume Focus Area is to enhance the deployment of innovative technologies for containing and cleaning up contaminant plumes in ground water and soil at all DOE sites. By involving a range of stakeholders in the selection, demonstration, and evaluation of new technologies, the deployment of these technologies can be enhanced. Through this strategy, technology users join with other stakeholders to assess the appropriateness of new technologies for addressing plume contamination, and characterize the conditions under which those emerging technologies will be acceptable. If new plume cleanup technologies are to be deployable, they must improve on today`s baseline technologies. If sites and their stakeholders understood the technologies, recognize that their concerns are reflected in the evaluations and demonstrations, and participate in assessing how technology performance addresses their concerns, the likelihood of acceptance of those technologies is greater. Thus, broad stakeholder acceptance becomes part of the definition of an improved technology, evaluated in parallel with technical performance, cost, and other traditional parameters. This paper further describes the goals and objectives of the Plume Focus Area and emphasizes the importance of stakeholder involvement in achieving them. The process of coordinating with DOE sites is described to highlight how stakeholder input is considered throughout the Plume Focus Area decision-making process in selecting, developing, demonstrating, and evaluating innovative technologies to address plume problems.

    The results described in this report are an analysis of nationwide surveys, administered between 2006 and 2015, which measure preferences of US residents concerning the environment and energy sources. The Energy & Environment (EE) survey series is conducted annually by the Center for Energy, Security & Society (CES&S), a joint research collaboration of the University of Oklahoma and Sandia National Laboratories. The annual EE survey series is designed to track evolving public views on nuclear materials management in the US. The 2015 wave of the Energy and Environment survey (EE15) was implemented using a web-based questionnaire, and was completed by 2,021 respondents using an Internet sample that matches the characteristics of the adult US population as estimated in the US Census. A special focus of the EE15 survey is how survey respondents understand and evaluate “consent” in the context of the storage and transportation of spent nuclear fuel (SNF). This report presents an overview of key results from analyses of questions related to consent-based siting and other elements of the nuclear energy fuel cycle.

    The nationwide study, which began in November of 1980, was designed to systematically sample water supplies in all 48 contiguous states. The results of the study will be used, in cooperation with EPA's Office of Drinking Water, to estimate population exposures nationwide and to support possible future standards for radon, uranium, and other natural radioactivity in public water supplies. Samples from more than 2500 public water supplies representing 35 states were collected. Although we sampled only about five percent of the total number of groundwater supplies in the 48 contiguous states of the US, those samples represent nearly 45 percent of the water consumed by US groundwater users in the 48 contiguous states. Sample results are summarized by arithmetic mean, geometric mean, and population weighted arithmetic mean for each state and the entire US. Results include radon, gross alpha, gross beta, Ra-226, Ra-228, total Ra, U-234, U-238, total U, and U-234/U-238 ratios. Individual public water supply results are found in the appendices. 24 refs., 91 figs., 51 tabs.

    This report, Household Energy Consumption and Expenditures 1990, is based upon data from the 1990 Residential Energy Consumption Survey (RECS). Focusing on energy end-use consumption and expenditures of households, the 1990 RECS is the eighth in a series conducted since 1978 by the Energy Information Administration (EIA). Over 5,000 households were surveyed, providing information on their housing units, housing characteristics, energy consumption and expenditures, stock of energy-consuming appliances, and energy-related behavior. The information provided represents the characteristics and energy consumption of 94 million households nationwide.

These data were collected in the 1993 Residential Energy Consumption Survey; more than 7,000 households were surveyed for information on their housing units, energy consumption and expenditures, stock of energy-consuming appliances, and energy-related behavior. The information represents all households nationwide (97 million). Key findings: National residential energy consumption was 10.0 quadrillion Btu in 1993, a 9% increase over 1990. Weather has a significant effect on energy consumption. Consumption of electricity for appliances is increasing. Houses that use electricity for space heating have lower overall energy expenditures than households that heat with other fuels. RECS collected data for the 4 most populous states: CA, FL, NY, TX.

    We have developed initial estimates of the potential benefits of cool roofs on federal buildings and facilities (building scale) as well as extrapolated the results to all national facilities under the administration of the Federal Energy Management Program (FEMP). In addition, a spreadsheet ''calculator'' is devised to help FEMP estimate potential energy and cost savings of cool roof projects. Based on calculations for an average insulation level of R-11 for roofs, it is estimated that nationwide annual savings in energy costs will amount to $16M and $32M for two scenarios of increased roof albedo (moderate and high increases), respectively. These savings, corresponding to about 3.8 percent and 7.5 percent of the base energy costs for FEMP facilities, include the increased heating energy use (penalties) in winter. To keep the cost of conserved energy (CCE) under $0.08 kWh-1 as a nationwide average, the calculations suggest that the incremental cost for cool roofs should not exceed $0.06 ft-2, assuming that cool roofs have the same life span as their non-cool counterparts. However, cool roofs usually have extended life spans, e.g., 15-30 years versus 10 years for conventional roofs, and if the costs of re-roofing are also factored in, the cutoff incremental cost to keep CCE under $0.08 kWh-1 can be much higher. In between these two ends, there is of course a range of various combinations and options.

A general description of DR, its benefits, and nationwide status is outlined. The role of energy management and control systems for DR is described. Building systems such as HVAC and lighting that utilize control technologies and strategies for energy efficiency are mapped on to DR and demand shedding strategies are developed. Past research projects are presented to provide a context for the current projects. The economic case for implementing DR from a building owner perspective is also explored.

This is accomplished by a balanced program of technology development, facility assessment, and use of cost-sharing procurement mechanisms. Technology development focuses upon the tools, software, and procedures used to identify and evaluate energy-efficiency technologies and improvements. For facility assessment, FEMP provides metering equipment and trained analysts to federal agencies exhibiting a commitment to improve energy use efficiency. To assist in procurement of energy-efficiency measures, FEMP helps federal agencies devise and implement performance contracting and utility demand-side management strategies. Pacific Northwest Laboratory (PNL) supports the FEMP mission of energy systems modernization.     Household Vehicles Energy Consumption 1994 reports on the results of the 1994 Residential Transportation Energy Consumption Survey (RTECS). The RTECS is a national sample survey that has been conducted every 3 years since 1985. For the 1994 survey, more than 3,000 households that own or use some 6,000 vehicles provided information to describe vehicle stock, vehicle-miles traveled, energy end-use consumption, and energy expenditures for personal vehicles. The survey results represent the characteristics of the 84.9 million households that used or had access to vehicles in 1994 nationwide. (An additional 12 million households neither owned or had access to vehicles during the survey year.) To be included in then RTECS survey, vehicles must be either owned or used by household members on a regular basis for personal transportation, or owned by a company rather than a household, but kept at home, regularly available for the use of household members. Most vehicles included in the RTECS are classified as {open_quotes}light-duty vehicles{close_quotes} (weighing less than 8,500 pounds). However, the RTECS also includes a very small number of {open_quotes}other{close_quotes} vehicles, such as motor homes and larger trucks that are available for personal use.

    The State Energy Advisory Board (STEAB) presents this 10th annual report following the one-year anniversary of the September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon. This event has had profound impacts on all segments of American society, not the least of which is this countrys energy sector. Long before September 11, a number of energy issues grabbed the nations attention, including opening the Arctic National Wildlife Refuge to oil and natural gas exploration, the power crisis in California, nationwide natural gas and gasoline price increases, and the administrations May 2001 National Energy Policy. However, the events of September 11 refocused attention on the prominent role energy plays in the countrys homeland security. For the most part, the energy aspects of homeland security have focused on the physical security of critical energy emergency planning and energy infrastructure, such as power plants, refineries, and power and fuel transmission systems. While STEAB recognizes the importance of protecting our existing energy infrastructure, this should not be the sole focus of homeland security as it relates to energy.

    Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The program’s primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2’s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

    More than a decade has passed since the Arab oil embargo of 1973-1974 signaled a new era in U.S. policy development, namely the formulation of the first comprehensive energy policy. Several attempts were made to develop the nation's first energy policy including President Ford's program to expand domestic supplies and President Carter's National Energy Plan (NEP1) that was embodied in the National Energy Act of 1978 (NEA). The general objectives of the NEA were to reduce U.S. dependence on oil and gas, especially when imported; to delay extensive reliance on nuclear sources of energy until questions of safety and disposal of nuclear wastes could be resolved; to use coal and its derivatives extensively in the near-and short-term and to develop a solar industry for the long-term. All of these strategies were supplemented by the national goal of energy conservation in all energy end use sectors. The NEA was severely criticized by energy industry leaders and others for emphasizing conservation and providing inadequate incentives to develop domestic supplies. With the change in administration after the 1980 election, a national energy plan was abandoned for a more amorphous ''free market'' system approach. This post election period (actually beginning in 1979) was also blessed with only moderate rises in energy consumption due in part to the higher energy prices, a nationwide recession and possibly to concerted efforts in all energy sectors to be more energy efficient.

    Purpose: Social media and mobile technology are transforming the way in which young physicians are learning and practicing medicine. The true impact of such technologies has yet to be evaluated. Methods and Materials: We performed a nationwide cross-sectional survey to better assess how young radiation oncologists used these technologies. An online survey was sent out between April 24, 2013, and June 1, 2013. All residents attending the 2013 radiation oncology French summer course were invited to complete the survey. Logistic regressions were performed to assess predictors of use of these tools in the hospital on various clinical endpoints. Results: In all, 131 of 140 (93.6%) French young radiation oncologists answered the survey. Of these individuals, 93% owned a smartphone and 32.8% owned a tablet. The majority (78.6%) of the residents owning a smartphone used it to work in their department. A total of 33.5% had more than 5 medical applications installed. Only 60.3% of the residents verified the validity of the apps that they used. In all, 82.9% of the residents had a social network account. Conclusions: Most of the residents in radiation oncology use their smartphone to work in their department for a wide variety of tasks. However, the residents do not consistently check the validity of the apps that they use. Residents also use social networks, with only a limited impact on their relationship with their patients. Overall, this study highlights the irruption and the risks of new technologies in the clinical practice and raises the question of a possible regulation of their use in the hospital.

    The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit energy efficiency measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. K-12 schools were selected as one of the highest priority building sectors, because schools affect the lives of most Americans. They also represent approximately 8% of the energy use and 10% of the floor area in commercial buildings nationwide. U.S. K-12 school districts spend more than $8 billion each year on energy - more than they spend on computers and textbooks combined. Most occupy older buildings that often have poor operational performance - more than 30% of schools were built before 1960. The average age of a school is about 42 years - which is nearly the expected serviceable lifespan of the building. K-12 schools offer unique opportunities for deep, cost-effective energy efficiency improvements, and this guide provides convenient and practical guidance for exploiting these opportunities in the context of public, private, and parochial schools.

  6. Coordination of Energy Efficiency and Demand Response

    This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers.     The Advanced Energy Retrofit Guide for Healthcare Facilities is part of a series of retrofit guides commissioned by the U.S. Department of Energy. By presenting general project planning guidance as well as detailed descriptions and financial payback metrics for the most important and relevant energy efficiency measures (EEMs), the guides provide a practical roadmap for effectively planning and implementing performance improvements in existing buildings. The Advanced Energy Retrofit Guides (AERGs) are intended to address key segments of the U.S. commercial building stock: retail stores, office buildings, K-12 schools, grocery stores, and healthcare facilities. The guides' general project planning considerations are applicable nationwide; the energy and cost savings estimates for recommended EEMs were developed based on energy simulations and cost estimates for an example hospital tailored to five distinct climate regions. These results can be extrapolated to other U.S. climate zones. Analysis is presented for individual EEMs, and for packages of recommended EEMs for two project types: existing building commissioning projects that apply low-cost and no-cost measures, and whole-building retrofits involving more capital-intensive measures.

    Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    The Times partnered with the U.S. Department of Energy (DOE) as part of DOE’s Commercial Building Partnerships (CBP) Program to develop a post-occupancy evaluation (POE) of three EEMs that were implemented during the construction of The Times building between 2004-2006. With aggressive goals to reduce energy use and carbon emissions at a national level, one strategy of the US Department of Energy is looking to exemplary buildings that have already invested in new approaches to achieving the energy performance goals that are now needed at scale. The Times building incorporated a number of innovative technologies, systems and processes that make their project a model for widespread replication in new and existing buildings. The measured results from the post occupancy evaluation study, the tools and processes developed, and continuous improvements in the performance and cost of the systems studied suggest that these savings are scalable and replicable in a wide range of commercial buildings nationwide.

    The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.

    Heating and cooling energy lost through windows in the residential sector (estimated at two-thirds of the energy lost through windows in all sectors) currently accounts for 3 percent (or 2.8 quads) of total US energy use, costing over $26 billion annually in energy bills. Installation of energy-efficient windows is acting to reduce the amount of energy lost per unit window area. Installation of more energy efficient windows since 1970 has resulted in an annual savings of approximately 0.6 quads. If all windows utilized existing cost effective energy conserving technologies, then residential window energy losses would amount to less than 0.8 quads, directly saving $18 billion per year in avoided energy costs. The nationwide installation of windows that are now being developed could actually turn this energy loss into a net energy gain. Considering only natural replacement of windows and new construction, appropriate fenestration policies could help realize this potential by reducing annual residential window energy losses to 2.2 quids by the year 2012, despite a growing housing stock.

    In 2013, the U.S. Department of Energy (DOE) released the Revolution Now report, highlighting four transformational technologies: land-based wind power, silicon photovoltaic (PV) solar modules, light-emitting diodes (LEDs), and electric vehicles (EVs). That study and its 2014 update showed how dramatic reductions in cost are driving a surge in consumer, industrial, and commercial adoption for these clean energy technologies—as well as yearly progress. In addition to presenting the continued progress made over the last year in these areas, this year’s update goes further. Two separate sections now cover large, central, utility-scale PV plants and smaller, rooftop, distributed PV systems to highlight how both have achieved significant deployment nationwide, and have done so through different innovations, such as easier access to capital for utility-scale PV and reductions of non-hardware costs and third-party ownership for distributed PV.
