Nationwide water availability data for energy-water modeling.

The purpose of this effort is to explore where the availability of water could be a limiting factor in the siting of new electric power generation. To support this analysis, water availability is mapped at the county level for the conterminous United States (3109 counties). Five water sources are individually considered, including unappropriated surface water, unappropriated groundwater, appropriated water (western U.S. only), municipal wastewater and brackish groundwater. Also mapped is projected growth in non-thermoelectric consumptive water demand to 2035. Finally, the water availability metrics are accompanied by estimated costs associated with utilizing that particular supply of water. Ultimately these data sets are being developed for use in the National Renewable Energy Laboratories' (NREL) Regional Energy Deployment System (ReEDS) model, designed to investigate the likely deployment of new energy installations in the U.S., subject to a number of constraints, particularly water.

The purpose of this effort was to create a nationwide snapshot of the current residential building practices in the United States, and to identify trends in building practices as they relate to building energy efficiency. Information on typical insulation levels, heating, ventilation, and air conditioning (HVAC) efficiencies, window profiles, and other residential building components and assemblies provided a foundation for (1) identifying trends in residential building practices over time, (2) assessing energy-efficiency improvements in single-family homes over time and correlating them with the applicable building energy codes if possible, and (3) identifying building energy code adoption and compliance needs. This report seeks to identify trends in the residential building practice from 1996 to 2009.

Nationwide Buildings Energy Research enabled through an integrated Data Intensive Scientific Workflow and Advanced Analysis Environment

Modern workflow systems enable scientists to run ensemble simulations at unprecedented scales and levels of complexity, allowing them to study system sizes previously impossible to achieve, due to the inherent resource requirements needed for the modeling work. However as a result of these new capabilities the science teams suddenly also face unprecedented data volumes that they are unable to analyze with their existing tools and methodologies in a timely fashion. In this paper we will describe the ongoing development work to create an integrated data intensive scientific workflow and analysis environment that offers researchers the ability to easily create and execute complex simulation studies and provides them with different scalable methods to analyze the resulting data volumes. The integration of simulation and analysis environments is hereby not only a question of ease of use, but supports fundamental functions in the correlated analysis of simulation input, execution details and derived results for multi-variant, complex studies. To this end the team extended and integrated the existing capabilities of the Velo data management and analysis infrastructure, the MeDICi data intensive workflow system and RHIPE the R for Hadoop version of the well-known statistics package, as well as developing a new visual analytics interface for the result exploitation by multi-domain users. The capabilities of the new environment are demonstrated on a use case that focusses on the Pacific Northwest National Laboratory (PNNL) building energy team, showing how they were able to take their previously local scale simulations to a nationwide level by utilizing data intensive computing techniques not only for their modeling work, but also for the subsequent analysis of their modeling results. As part of the PNNL research initiative PRIMA (Platform for Regional Integrated Modeling and Analysis) the team performed an initial 3 year study of building energy demands for the US Eastern Interconnect domain, which they are now planning to extend to predict the demand for the complete century. The initial study raised their data demands from a few GBs to 400GB for the 3year study and expected tens of TBs for the full century.

Nationwide survey of energy conservation in public school districts: Institutional, organizational, and technical characteristics

This report summarizes the responses to a mail survey sent to superintendents and other administrators of public school districts. The survey was part of an evaluation project for the USDOE Institutional Conservation Program (ICP). The goal of the project is to identify the most successful energy conservation measures (equipment and activities) available to the institutional buildings sector. To accomplish this goal, four specific research objectives were defined: To determine the impact of the ICP grants program on fostering energy efficiency and saving energy; to determine key characteristics of institutional conservation efforts outside the federal program; To determine the technical, organizational, and Institutional conditions that create the opportunity for energy conservation measures (ECMS) to be most effective; and to identify key technology transfer opportunities. This report focuses on those characteristics of school districts (and the schools within those districts) that might influence the identification, implementation, operation, and impacts of institutional energy conservation efforts. Information about institutional characteristics was gathered through a mail survey of public school districts and private schools. The first mailing resulted in responses from 90 of the 823 public school districts selected through a combination cluster-and-stratification sampling technique and 64 of the 1,700 private schools selected as a stratified random sample. Remaining project resources were used to collect data to achieve a statistically sound sample of a total of 250 public school districts by telephone interviews. In doing so, some questions had to be dropped. Responses from both the mall surveys and the telephone interviews of public school districts were combined into one data set. This report describes results for all 250 districts.

Simulating Nationwide Pandemics: Applying the Multi-scale Epidemiologic Simulation and Analysis System to Human Infectious Diseases

This study uses the Multi-scale Epidemiologic Simulation and Analysis (MESA) system developed for foreign animal diseases to assess consequences of nationwide human infectious disease outbreaks. A literature review identified the state of the art in both small-scale regional models and large-scale nationwide models and characterized key aspects of a nationwide epidemiological model. The MESA system offers computational advantages over existing epidemiological models and enables a broader array of stochastic analyses of model runs to be conducted because of those computational advantages. However, it has only been demonstrated on foreign animal diseases. This paper applied the MESA modeling methodology to human epidemiology. The methodology divided 2000 US Census data at the census tract level into school-bound children, work-bound workers, elderly, and stay at home individuals. The model simulated mixing among these groups by incorporating schools, workplaces, households, and long-distance travel via airports. A baseline scenario with fixed input parameters was run for a nationwide influenza outbreak using relatively simple social distancing countermeasures. Analysis from the baseline scenario showed one of three possible results: (1) the outbreak burned itself out before it had a chance to spread regionally, (2) the outbreak spread regionally and lasted a relatively long time, although constrained geography enabled it to eventually be contained without affecting a disproportionately large number of people, or (3) the outbreak spread through air travel and lasted a long time with unconstrained geography, becoming a nationwide pandemic. These results are consistent with empirical influenza outbreak data. The results showed that simply scaling up a regional small-scale model is unlikely to account for all the complex variables and their interactions involved in a nationwide outbreak. There are several limitations of the methodology that should be explored in future work including validating the model against reliable historical disease data, improving contact rates, spread methods, and disease parameters through discussions with epidemiological experts, and incorporating realistic behavioral assumptions.

Nationwide occurrence of radon and other natural radioactivity in public water supplies

The nationwide study, which began in November of 1980, was designed to systematically sample water supplies in all 48 contiguous states. The results of the study will be used, in cooperation with EPA's Office of Drinking Water, to estimate population exposures nationwide and to support possible future standards for radon, uranium, and other natural radioactivity in public water supplies. Samples from more than 2500 public water supplies representing 35 states were collected. Although we sampled only about five percent of the total number of groundwater supplies in the 48 contiguous states of the US, those samples represent nearly 45 percent of the water consumed by US groundwater users in the 48 contiguous states. Sample results are summarized by arithmetic mean, geometric mean, and population weighted arithmetic mean for each state and the entire US. Results include radon, gross alpha, gross beta, Ra-226, Ra-228, total Ra, U-234, U-238, total U, and U-234/U-238 ratios. Potential Nationwide Improvements in Productivity and Health from Better Indoor Environments

Theoretical considerations and empirical data suggest that existing technologies and procedures can improve indoor environments in a manner that significantly increases productivity and health. Existing literature contains moderate to strong evidence that characteristics of buildings and indoor environments significantly influence rates of respiratory disease, allergy and asthma symptoms, sick building symptoms, and worker performance. While there is considerable uncertainty in our estimates of the magnitudes of productivity gains that may be obtained by providing better indoor environments, the projected gains are very large. For the U.S., we estimate potential annual savings and productivity gains of $6 to $19 billion from reduced respiratory disease, $1 to $4 billion from reduced allergies and asthma, $10 to $20 billion from reduced sick building syndrome symptoms, and $12 to $125 billion from direct improvements in worker performance that are unrelated to health. In two example calculations, the potential financial benefits of improving indoor environments exceed costs by a factor of 8 and 14. Productivity gains that are quantified and demonstrated could serve as a strong stimulus for energy efficiency measures that simultaneously improve the indoor environment.

Household energy consumption and expenditures 1993

This presents information about household end-use consumption of energy and expenditures for that energy. These data were collected in the 1993 Residential Energy Consumption Survey; more than 7,000 households were surveyed for information on their housing units, energy consumption and expenditures, stock of energy-consuming appliances, and energy-related behavior. The information represents all households nationwide (97 million). Key findings: National residential energy consumption was 10.0 quadrillion Btu in 1993, a 9% increase over 1990. Weather has a significant effect on energy consumption. Consumption of electricity for appliances is increasing. Houses that use electricity for space heating have lower overall energy expenditures than households that heat with other fuels. RECS collected data for the 4 most populous states: CA, FL, NY, TX.

Cool roofs as an energy conservation measure for federal buildings

We have developed initial estimates of the potential benefits of cool roofs on federal buildings and facilities (building scale) as well as extrapolated the results to all national facilities under the administration of the Federal Energy Management Program (FEMP). In addition, a spreadsheet ''calculator'' is devised to help FEMP estimate potential energy and cost savings of cool roof projects. Based on calculations for an average insulation level of R-11 for roofs, it is estimated that nationwide annual savings in energy costs will amount to $16M and $32M for two scenarios of increased roof albedo (moderate and high increases), respectively. These savings, corresponding to about 3.8 percent and 7.5 percent of the base energy costs for FEMP facilities, include the increased heating energy use (penalties) in winter. To keep the cost of conserved energy (CCE) under $0.08 kWh-1 as a nationwide average, the calculations suggest that the incremental cost for cool roofs should not exceed $0.06 ft-2, assuming that cool roofs have the same life span as their non-cool counterparts. However, cool roofs usually have extended life spans, e.g., 15-30 years versus 10 years for conventional roofs, and if the costs of re-roofing are also factored in, the cutoff incremental cost to keep CCE under $0.08 kWh-1 can be much higher. In between these two ends, there is of course a range of various combinations and options.

State-Level Benefits of Energy Efficiency

This report describes benefits attributable to state-level energy efficiency programs. Nationwide, state-level energy efficiency programs have targeted all sectors of the economy and have employed a wide range of methods to promote energy efficiency. Standard residential and industrial programs typically identify between 20 to 30% energy savings in homes and plants, respectively. Over a 20 year period of time, an average state that aggressively pursues even a limited array of energy efficiency programs can potentially reduce total state energy use by as much as 20%. Benefit-cost ratios of effective energy efficiency programs typically exceed 3 to 1 and are much higher when non-energy and macroeconomic benefits are included. Indeed, energy efficiency and associated programs and investments can create significant numbers of new jobs and enhance state tax revenues. Several states have incorporated energy efficiency into their economic development programs. It should also be noted that increasing amounts of venture capital are being invested in the energy sector in general and in specific technologies like solar power in particular. Well-designed energy efficiency programs can be expected to help overcome numerous barriers to the market penetration of energy efficient technologies and accelerate the market penetration of the technologies.

The goal of the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) is to facilitate energy-efficiency improvements at federal facilities. This is accomplished by a balanced program of technology development, facility assessment, and use of cost-sharing procurement mechanisms. Technology development focuses upon the tools, software, and procedures used to identify and evaluate energy-efficiency technologies and improvements. For facility assessment, FEMP provides metering equipment and trained analysts to federal agencies exhibiting a commitment to improve energy use efficiency. To assist in procurement of energy-efficiency measures, FEMP helps federal agencies devise and implement performance contracting and utility demand-side management strategies. Pacific Northwest Laboratory (PNL) supports the FEMP mission of energy systems modernization. Under this charter, the Laboratory and its contractors work with federal facility energy managers to assess and implement energy-efficiency improvements at federal facilities nationwide.

Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The programs primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

Advanced Energy Retrofit Guide: Practical Ways to Improve Energy Performance, K-12 Schools (Book)

The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit energy efficiency measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. K-12 schools were selected as one of the highest priority building sectors, because schools affect the lives of most Americans. They also represent approximately 8% of the energy use and 10% of the floor area in commercial buildings nationwide. U.S. K-12 school districts spend more than $8 billion each year on energy - more than they spend on computers and textbooks combined. Most occupy older buildings that often have poor operational performance - more than 30% of schools were built before 1960. The average age of a school is about 42 years - which is nearly the expected serviceable lifespan of the building. K-12 schools offer unique opportunities for deep, cost-effective energy efficiency improvements, and this guide provides convenient and practical guidance for exploiting these opportunities in the context of public, private, and parochial schools.

Coordination of Energy Efficiency and Demand Response

This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers. Steam systems in industry: Energy use and energy efficiency improvement potentials

Steam systems are a part of almost every major industrial process today. Thirty-seven percent of the fossil fuel burned in US industry is burned to produce steam. In this paper we will establish baseline energy consumption for steam systems. Based on a detailed analysis of boiler energy use we estimate current energy use in boilers in U.S. industry at 6.1 Quads (6.4 EJ), emitting almost 66 MtC in CO{sub 2} emissions. We will discuss fuels used and boiler size distribution. We also describe potential savings measures, and estimate the economic energy savings potential in U.S. industry (i.e. having payback period of 3 years or less). We estimate the nationwide economic potential, based on the evaluation of 16 individual measures in steam generation and distribution. The analysis excludes the efficient use of steam and increased heat recovery. Based on the analysis we estimate the economic potential at 18-20% of total boiler energy use, resulting in energy savings approximately 1120-1190 TBtu ( 1180-1260 PJ). This results in a reduction of CO{sub 2} emissions equivalent to 12-13 MtC.

The Advanced Energy Retrofit Guide for Healthcare Facilities is part of a series of retrofit guides commissioned by the U.S. Department of Energy. By presenting general project planning guidance as well as detailed descriptions and financial payback metrics for the most important and relevant energy efficiency measures (EEMs), the guides provide a practical roadmap for effectively planning and implementing performance improvements in existing buildings. The Advanced Energy Retrofit Guides (AERGs) are intended to address key segments of the U.S. commercial building stock: retail stores, office buildings, K-12 schools, grocery stores, and healthcare facilities. The guides' general project planning considerations are applicable nationwide; the energy and cost savings estimates for recommended EEMs were developed based on energy simulations and cost estimates for an example hospital tailored to five distinct climate regions. These results can be extrapolated to other U.S. climate zones. Analysis is presented for individual EEMs, and for packages of recommended EEMs for two project types: existing building commissioning projects that apply low-cost and no-cost measures, and whole-building retrofits involving more capital-intensive measures.

An innovative educational program for residential energy efficiency. Final report

Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

Net Metering Policy Development and Distributed Solar Generation in Minnesota: Overview of Trends in Nationwide Policy Development and Implications of Increasing the Eligible System Size Cap

The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

Energy Smart Schools--Applied Research, Field Testing, and Technology Integration

The National Association of State Energy Officials (NASEO) in conjunction with the California Energy Commission, the Energy Center of Wisconsin, the Florida Solar Energy Center, the New York State Energy Research and Development Authority, and the Ohio Department of Development's Office of Energy Efficiency conducted a four-year, cost-share project with the U.S. Department of Energy (USDOE), Office of Energy Efficiency and Renewable Energy to focus on energy efficiency and high-performance technologies in our nation's schools. NASEO was the program lead for the MOU-State Schools Working group, established in conjunction with the USDOE Memorandum of Understanding process for collaboration among state and federal energy research and demonstration offices and organizations. The MOU-State Schools Working Group included State Energy Offices and other state energy research organizations from all regions of the country. Through surveys and analyses, the Working Group determined the school-related energy priorities of the states and established a set of tasks to be accomplished, including the installation and evaluation of microturbines, advanced daylighting research, testing of schools and classrooms, and integrated school building technologies. The Energy Smart Schools project resulted in the adoption of advanced energy efficiency technologies in both the renovation of existing schools and building of new ones; the education of school administrators, architects, engineers, and manufacturers nationwide about the energy-saving, economic, and environmental benefits of energy efficiency technologies; and improved the learning environment for the nation's students through use of better temperature controls, improvements in air quality, and increased daylighting in classrooms. It also provided an opportunity for states to share and replicate successful projects to increase their energy efficiency while at the same time driving down their energy costs.
