    The telecommunications sector plays a pivotal role in the system of increasingly connected and interdependent networks that make up national infrastructure. An assessment of the probable structure and function of the bit-moving industry in the twenty-first century must include issues associated with the surety of telecommunications. The term surety, as used here, means confidence in the acceptable behavior of a system in both intended and unintended circumstances. This paper outlines various engineering approaches to surety in systems, generally, and in the telecommunications infrastructure, specifically. It uses the experience and expectations of the telecommunications system of the US as an example of the global challenges. The paper examines the principal factors underlying the change to more distributed systems in this sector, assesses surety issues associated with these changes, and suggests several possible strategies for mitigation. It also studies the ramifications of what could happen if this sector became a target for those seeking to compromise a nation`s security and economic well being. Experts in this area generally agree that the U. S. telecommunications sector will eventually respond in a way that meets market demands for surety. Questions remain open, however, about confidence in the telecommunications sector and the nation`s infrastructure during unintended circumstances--such as those posed by information warfare or by cascading software failures. Resolution of these questions is complicated by the lack of clear accountability of the private and the public sectors for the surety of telecommunications.

    This paper reports that the insider threat in commercial enterprises represents multi-billion dollar losses on an annual basis. While much of this experience is in low value, theft-related shrinkage, there are a growing number of organizations where the loss or compromise of critical assets or interruption of vital systems cannot be tolerated. In very real ways, the survival of the organization may turn on the hostile acts of knowledgeable insiders. The nuclear and National security information operations environments represents a baseline of experience from which the corporate world can draw for cost-effective, alternative approaches to this threat. However, it is equally clear that there are a variety of subtle and obvious constraints imposed by the private sector's mission, service delivery, lifestyle and cost-benefit requirements which dictate careful planning and user involvement in safeguards development and application. Where protection of our National security assets are grounded in a consequence-driven set of policies and standards, the private sector is often subject to the lack of a similar (but directly analogous) policy foundation.

The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. The NEMS Commercial Sector Demand Module is a simulation tool based upon economic and engineering relationships that models commercial sector energy demands at the nine Census Division level of detail for eleven distinct categories of commercial buildings. Commercial equipment selections are performed for the major fuels of electricity, natural gas, and distillate fuel, for the major services of space heating, space cooling, water heating, ventilation, cooking, refrigeration, and lighting. The algorithm also models demand for the minor fuels of residual oil, liquefied petroleum gas, steam coal, motor gasoline, and kerosene, the renewable fuel sources of wood and municipal solid waste, and the minor services of office equipment. Section 2 of this report discusses the purpose of the model, detailing its objectives, primary input and output quantities, and the relationship of the Commercial Module to the other modules of the NEMS system. Section 3 of the report describes the rationale behind the model design, providing insights into further assumptions utilized in the model development process to this point. Section 3 also reviews alternative commercial sector modeling methodologies drawn from existing literature, providing a comparison to the chosen approach. Section 4 details the model structure, using graphics and text to illustrate model flows and key computations.

    This report documents the objectives, analytical approach and development of the National Energy Modeling System (NEMS) Transportation Model (TRAN). The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated by the model. The NEMS Transportation Model comprises a series of semi-independent models which address different aspects of the transportation sector. The primary purpose of this model is to provide mid-term forecasts of transportation energy demand by fuel type including, but not limited to, motor gasoline, distillate, jet fuel, and alternative fuels (such as CNG) not commonly associated with transportation. The current NEMS forecast horizon extends to the year 2010 and uses 1990 as the base year. Forecasts are generated through the separate consideration of energy consumption within the various modes of transport, including: private and fleet light-duty vehicles; aircraft; marine, rail, and truck freight; and various modes with minor overall impacts, such as mass transit and recreational boating. This approach is useful in assessing the impacts of policy initiatives, legislative mandates which affect individual modes of travel, and technological developments. The model also provides forecasts of selected intermediate values which are generated in order to determine energy consumption. These elements include estimates of passenger travel demand by automobile, air, or mass transit; estimates of the efficiency with which that demand is met; projections of vehicle stocks and the penetration of new technologies; and estimates of the demand for freight transport which are linked to forecasts of industrial output. Following the estimation of energy demand, TRAN produces forecasts of vehicular emissions of the following pollutants by source: oxides of sulfur, oxides of nitrogen, total carbon, carbon dioxide, carbon monoxide, and volatile organic compounds.

  17. Status of national CO{sub 2}-mitigation projects and initiatives in the Philippine energy sector

    The Philippines has a huge energy requirement for the next 30 years in order to achieve its economic growth target. Based on an expected annual GDP growth rate of 6.9 percent, the Philippines total energy requirement is estimated to increase at an average of 6.6 percent annually from 1996 to 2025. Gross energy demand shall increase from 219.0 million barrels of fuel oil equivalent (MMBFOE) in 1996 to 552.4 MMBFOE in 2010 and 1,392.6 MMBFOE by 2025. These energy demand levels shall be driven primarily by the substantial increase in fuel requirements for power generation whose share of total energy requirement is 28.3 percent in 1996, 48.0 percent in 2010 and 55.0 percent in 2025. With the expected increase in energy demand, there will necessarily be adverse impacts on the environment. Energy projects and their supporting systems - from fuel extraction and storage to distribution - can and will be major contributors not only to local but also to regional and global environmental pollution and degradation. International experiences and trends in greenhouse gas (GHG) emissions inventory have shown that the energy sector has always been the dominant source of carbon dioxide (CO{sub 2}) - the principal contributor to global climate change. The energy sector`s CO{sub 2} emissions come primarily from fossil fuels combustion. Since energy use is the dominant source of CO{sub 2} emissions, efforts should therefore be concentrated on designing a mitigation strategy in this sector.

  1. Assessing National Employment Impacts of Investment in Residential and Commercial Sector Energy Efficiency: Review and Example Analysis

    Pacific Northwest National Laboratory (PNNL) modeled the employment impacts of a major national initiative to accelerate energy efficiency trends at one of two levels: • 15 percent savings by 2030. In this scenario, efficiency activities save about 15 percent of the Annual Energy Outlook (AEO) Reference Case electricity consumption by 2030. It is assumed that additional energy savings in both the residential and commercial sectors begin in 2015 at zero, and then increase in an S-shaped market penetration curve, with the level of savings equal to about 7.0 percent of the AEO 2014 U.S. national residential and commercial electricity consumption saved by 2020, 14.8 percent by 2025, and 15 percent by 2030. • 10 percent savings by 2030. In this scenario, additional savings begin at zero in 2015, increase to 3.8 percent in 2020, 9.8 percent by 2025, and 10 percent of the AEO reference case value by 2030. The analysis of the 15 percent case indicates that by 2030 more than 300,000 new jobs would likely result from such policies, including an annual average of more than 60,000 jobs directly supporting the installation and maintenance of energy efficiency measures and practices. These are new jobs resulting initially from the investment associated with the construction of more energy-efficient new buildings or the retrofit of existing buildings and would be sustained for as long as the investment continues. Based on what is known about the current level of building-sector energy efficiency jobs, this would represent an increase of more than 10 percent from the current estimated level of over 450,000 such jobs. The more significant and longer-lasting effect comes from the redirection of energy bill savings toward the purchase of other goods and services in the general economy, with its attendant influence on increasing the total number of jobs. This example analysis utilized PNNL’s ImSET model, a modeling framework that PNNL has used over the past two decades to assess

    All elements of the research triad in this country - universities, federal laboratories, and industrial labs - have spent a good part of the last decade in a very changeable and changing environment. In the area of partnerships with industry there have been a lot of experiments, such as the Advanced Technology Program (ATP), the Technology Reinvestment Program (TRP), and the Department of Energy`s (DOE) analog, the Technology Transfer Initiative (TM). We now have, at least in principle, gained enough experience with cross-sector partnerships to make some observations on what works and what doesn`t. My judgments are preliminary and driven by the idiosyncrasies of my own lab. I think the general themes at Livermore are reflected in other DOE national security labs and, at least to some extent, in other federal labs. Although we share some features in common with universities and industrial labs, I think the nature of our funding sources, and the way in which we are affected by global political factors such as the Cold War, pose a somewhat special set of circumstances for our institutions.

    The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1.     SEDS is a stochastic engineering-economics model that forecasts economy-wide energy consumption in the U.S. to 2050. It is the product of multi-laboratory collaboration among the National Renewable Energy Laboratory (NREL), Pacific Northwest National Laboratory (PNNL), Argonne National Laboratory (ANL), Lawrence Berkeley National Laboratory (LBNL), and Lumina Decision Systems. Among national energy models, SEDS is unique, as it is the only model written to explicitly incorporate uncertainty in its inputs and outputs. The primary purpose of SEDS is to estimate the impact of various US Department of Energy (DOE)R&D and policy programs on the performance and subsequent adoption rates of technologies relating to every energy consuming sector of the economy (shown below). It has previously been used to assist DOE in complying with the Government Performance and Results Act of 1993 (GPRA). The focus of LBNL research has been exclusively on develop the buildings model (SBEAM), which is capable of running as a stand-alone forecasting model, or as a part of SEDS as a whole. The full version of SEDS, containing all sectors and interaction is also called the 'integrated' version and is managed by NREL. Forecasts from SEDS are often compared to those coming from National Energy Modeling System (NEMS). The intention of this document is to present new users and developers with a general description of the purpose, functionality and structure of the buildings module within the Stochastic Energy Deployment System (SEDS). The Buildings module, which is capable of running as a standalone model, is also called the Stochastic Buildings Energy and Adoption Model (SBEAM). This document will focus exclusively on SBEAM and its interaction with other major sector modules present within SEDS. The methodologies and major assumptions employed in SBEAM will also be discussed. The organization of this report will parallel the organization of the model itself, being divided into major submodules

    The Velocity Interferometer System for Any Reflector (VISAR) is a widely used diagnostic at Sandia National Laboratories. Although the operating principles of the VISAR are well established, recently deployed systems (such as the fast push-pull and air delay VISAR) require more careful consideration, and many common assumptions about VISAR are coming into question. This report presents a comprehensive review of VISAR analysis to address these issues. Detailed treatment of several interferometer configurations is given to identify important aspects of the operation and characterization of VISAR systems. The calculation of velocity from interferometer measurements is also described. The goal is to derive the standard VISAR analysis relationships, indicate when these relationships are valid, and provide alternative methods when the standard analysis fails.

    Based on extensive experience of the US Agency for International Development (USAID) with power sector liberalization in developing countries over the past decade, it has become clear that liberalization is a powerful tool for helping achieve sustainable and environmentally sound social and economic development. The basic driving forces for liberalization are: The need for additional energy to support sustainable economic and social development; the lack of public sector financial resources for system improvement; the inefficiency of existing power generation, transmission, distribution and end use; and the poor environmental performance of public sector power utilities. Power sector liberalization has brought the benefits of greater efficiency in the power sector, increased investment, more economic pricing, greater independence from political interference, increased competition and dampening of tariff increase, and better environmental protection. Care needs to be taken, however, to insure that progress in the areas of energy efficiency, renewable energy, and rural electrification are not compromised in the drive to liberalize. USAID firmly believes that power sector liberalization offers a fundamental opportunity to all countries to improve the sustainable supply and use of energy for productive purposes for this and future generations. All nations should seriously consider energy sector liberalization and one or more of the various approaches.

    Nonlinear gyrokinetic equations play a fundamental role in our understanding of the long-time behavior of strongly magnetized plasmas. The foundations of modern nonlinear gyrokinetic theory are based on three pillars: (i) a gyrokinetic Vlasov equation written in terms of a gyrocenter Hamiltonian with quadratic low-frequency ponderomotivelike terms, (ii) a set of gyrokinetic Maxwell (Poisson-Ampere) equations written in terms of the gyrocenter Vlasov distribution that contain low-frequency polarization (Poisson) and magnetization (Ampere) terms, and (iii) an exact energy conservation law for the gyrokinetic Vlasov-Maxwell equations that includes all the relevant linear and nonlinear coupling terms. The foundations of nonlinear gyrokinetic theory are reviewed with an emphasis on rigorous application of Lagrangian and Hamiltonian Lie-transform perturbation methods in the variational derivation of nonlinear gyrokinetic Vlasov-Maxwell equations. The physical motivations and applications of the nonlinear gyrokinetic equations that describe the turbulent evolution of low-frequency electromagnetic fluctuations in a nonuniform magnetized plasmas with arbitrary magnetic geometry are discussed.

    Phononic crystal is now used to control acoustic waves. When the crystal goes to a larger scale, it is called periodic structure. The band gaps of the periodic structure can be reduced to range from 0.5?Hz to 50?Hz. Therefore, the periodic structure has potential applications in seismic wave reflection. In civil engineering, the periodic structure can be served as the foundation of upper structure. This type of foundation consisting of periodic structure is called periodic foundation. When the frequency of seismic waves falls into the band gaps of the periodic foundation, the seismic wave can be blocked. Field experiments of a scaled two dimensional (2D) periodic foundation with an upper structure were conducted to verify the band gap effects. Test results showed the 2D periodic foundation can effectively reduce the response of the upper structure for excitations with frequencies within the frequency band gaps. When the experimental and the finite element analysis results are compared, they agree well with each other, indicating that 2D periodic foundation is a feasible way of reducing seismic vibrations.

    A field experiment was conducted to demonstrate and quantify the thermal effectiveness of rigid insulation board when installed on the exterior of a buried concrete foundation wall. A heated, insulated box was constructed along one wall of an existing, unheated building to simulate the living space of a home. The crawl space beneath the living space was divided into two sections. One featured external foundation insulation, while the other side had none. 36 temperature and heat flux sensors were installed at predetermined locations to measure the temperature profile and heat flow out of the living space. The temperature profile through the foundation was then used to calculate the total heat flow out of the foundation for both cases. This experiment showed that a significant energy savings is available with exterior foundation insulation. Over the course of 3 months, the heat-loss differential between the insulated and non-insulated foundations was 4.95 kilowatt-hours per lineal foot of foundation wall, for a ratio of 3:1. For a 2200 sq. ft home with a foundation perimeter 200 ft. long, this would amount to a savings of 990 kW-hrs in just 3 months, or 330 kW-hrs per month. Extrapolating to an 8-month heating year, we would expect to save over 2640 kW-hrs per year for such a home. The savings for a basement foundation, rather than a crawlspace, would be approach twice that amount, nearing 5280 kW-hr per year. Because these data were not collected during the coldest months of the year, they are conservative, and greater savings may be expected during colder periods.

    Since 1985, there have been important changes in the Mexican petrochemical sector, including trade liberalization, deregulation and the elimination of subsidies. NAFTA represents another step towards liberalization of the sector. Given the low tariffs currently applied to international trade among the three nations, the authors do not anticipate major impacts of NAFTA on trade flows. Nevertheless, the elimination of restrictions to foreign investment is expected to increase capital flows into the sector and to promote productivity increases. On the other hand, the new barriers to trade in petrochemical feedstocks and the restrictions on private investment in infrastructure may negatively affect the sector`s growth, making it necessary to adjust domestic regulations to improve the performance of Pemex. 12 refs., 4 tabs.

    Fulfilling the Commitments on UN FCCC through the U.S. Country Studies Program, Kazakstan has developed the national GHG Inventory, vulnerability and adaptation assessment and estimated the possibility of mitigation measures in certain sectors. Next step is developing National Climate Change Action Plan. That process includes such major steps as setting priorities in mitigation measures and technologies, their comprehensive evaluation, preparation implementation strategies, developing the procedure of incorporation of the National Action Plan into other development plans and programs. This paper presents programs and measures that can reduce GHG emissions in non-energy sector. Measures in land-use change and forestry, agriculture and coal mining are considered. Current situation in non-energy sector of Kazakstan is discussed. The amount of GHG emissions reduction and cost analysis presented in this paper was developed with the use of IPCC recommendations.

    Building science research supports installing exterior (soil side) foundation insulation as the optimal method to enhance the hygrothermal performance of new homes. With exterior foundation insulation, water management strategies are maximized while insulating the basement space and ensuring a more even temperature at the foundation wall. However, such an approach can be very costly and disruptive when applied to an existing home, requiring deep excavation around the entire house. The NorthernSTAR Building America Partnership team implemented an innovative, minimally invasive foundation insulation upgrade technique on an existing home. The approach consisted of using hydrovac excavation technology combined with a liquid insulating foam. The team was able to excavate a continuous 4" wide by 4' to 5' deep trench around the entire house, 128 linear feet, except for one small part under the stoop that was obstructed with concrete debris. The combination pressure washer and vacuum extraction technology also enabled the elimination of large trenches and soil stockpiles normally produced by backhoe excavation. The resulting trench was filled with liquid insulating foam, which also served as a water-control layer of the assembly. The insulation was brought above grade using a liquid foam/rigid foam hybrid system and terminated at the top of the rim joist. Cost savings over the traditional excavation process ranged from 23% to 50%. The excavationless process could result in even greater savings since replacement of building structures, exterior features, utility meters, and landscaping would be minimal or non-existent in an excavationless process.

    The use of wind power to generate electricity continues to grow, especially given commitments by various countries throughout the world to ensure that a significant percentage of energy comes from renewable sources. In order to meet such objectives, increasingly larger turbines with higher capacity are being developed. The engineering aspects of larger turbine development tend to focus on design and materials for blades and towers. However, foundations are also a critical component of large wind turbines and represent a significant cost of wind energy projects. Ongoing wind research at BNL is examining two areas: (a) structural response analysis of wind turbine-tower-foundation systems and (b) materials engineering of foundations. This work is investigating the dynamic interactions in wind turbine systems, which in turn assists the wind industry in achieving improved reliability and more cost efficient foundation designs. The results reported herein cover initial studies of concrete mix designs for large wind turbine foundations and how these may be tailored to reduce cost and incorporate sustainability and life cycle concepts. The approach taken was to investigate material substitutions so that the environmental, energy and CO{sub 2}-impact of concrete could be reduced. The use of high volumes of ''waste'' materials in concrete was examined. These materials included fly ash, blast furnace slag and recycled concrete aggregate. In addition, the use of steel fiber reinforcement as a means to improve mechanical properties and potentially reduce the amount of bar reinforcement in concrete foundations was studied. Four basic mixes were considered. These were: (1) conventional mix with no material substitutions, (2) 50% replacement of cement with fly ash, (3) 50% replacement of cement with blast furnace slag and (4) 25% replacement of cement with fly ash and 25% replacement with blast furnace slag.     An important commitment in the UN Framework Convention on Climate Change is to conduct mitigation analysis and to communicate climate change measures and policies. In major part reducing CO{sub 2} as well as the other greenhouse gas emissions in Kazakstan, can be a side-product of measures addressed to increasing energy efficiency. Since such measures are very important for the national economy, mitigation strategies in the energy sector of Kazakstan are directly connected with the general national strategy of the energy sector development. This paper outlines the main measures and technologies in energy sector of Kazakstan which can lead to GHG emissions reduction and presents the results of current mitigation assessment. The mitigation analysis is addressed to energy production sector. A baseline and six mitigation scenarios were developed to evaluate the most attractive mitigation options, focusing on specific technologies which have been already included in sustainable energy programs. According to the baseline projection, Kazakstan`s CO{sub 2} emissions will not exceed their 1990 level until 2005. The potential for CO{sub 2} emission reduction is estimated to be about 11 % of the base line emission level by the end of considered period (in 2020). The main mitigation options in the energy production sector in terms of mitigation potential and technical and economical feasibility include rehabilitation of thermal power plants aimed to increasing efficiency, use of nuclear energy and further expansion in the use of hydro energy based on small hydroelectric power plants.

    Trinidad and Tobago's petroleum sector remains at a crossroads. While heavily reliant on oil and gas for domestic energy consumption and hard currency export earnings, the small Caribbean island nation faces some tough choices in reviving its hydrocarbon sector in the 1990s. Exploration and production of crude oil have stagnated in recent years, and domestic refinery utilization remains low at 36%. However, substantial natural gas reserves in Trinidad and Tobago offer the promise of a burgeoning natural gas based economy with an eye to liquefied natural gas and gas based petrochemical exports. Any solutions will involve considerable outlays by the government as well as a sizable infusion of capital by foreign companies. Therein lie some of the hard choices. The article describes the roles of oil and gas, foreign investment prospects, refining status, refining problems, gas sector foreign investment, and outlook for the rest of the 1990's.

    Access to foundational energy performance data is key to improving the efficiency of the built environment. However, stakeholders often lack access to what they perceive as credible energy performance data. Therefore, even if a stakeholder determines that a product would increase efficiency, they often have difficulty convincing their management to move forward. Even when credible data do exist, such data are not always sufficient to support detailed energy performance analyses, or the development of robust business cases. One reason for this is that the data parameters that are provided are generally based on the respective industry norms. Thus, for mature industries with extensive testing standards, the data made available are often quite detailed. But for emerging technologies, or for industries with less well-developed testing standards, available data are generally insufficient to support robust analysis. However, even for mature technologies, there is no guarantee that the data being supplied are the same data needed to accurately evaluate a product?s energy performance. To address these challenges, the U.S. Department of Energy funded development of a free, publically accessible Web-based portal, the Technology Performance Exchange(TM), to facilitate the transparent identification, storage, and sharing of foundational energy performance data. The Technology Performance Exchange identifies the intrinsic, technology-specific parameters necessary for a user to perform a credible energy analysis and includes a robust database to store these data. End users can leverage stored data to evaluate the site-specific performance of various technologies, support financial analyses with greater confidence, and make better informed procurement decisions.

    As the Human Genome Project (HGP) moves toward its successful completion, more and more people have become interested in understanding this project and its results. Since the HGP has significant ethical, legal, and social implications for all citizens, the number of individuals who do, or should wish to become familiar with the project is high. In addition to its importance in the training of professional geneticists, the HGP is of special relevance for undergraduate training in basic biology, and even for high-school and other K-12 education. Understanding the results of HGP research requires a familiarity with the notions of basic genetics. Unlike other disciplines that evolved over centuries, modern genetics began abruptly with the rediscovery of Gregor Mendel's work in 1900. Within a few years, fundamental concepts were elaborated and the foundations of genetics established. Because genetics developed so rapidly in just a few decades after 1900, the literature of that period constitutes a valuable resource even now. It may be read profitably by students and scientists wishing to understand the foundations of their field, as well as by laymen or historians of science. Unfortunately, the early literature is rapidly becoming almost inaccessible. Newer libraries do not hold older journals and even established libraries are moving their materials from that era into hard-to-reach (and impossible to browse) long-term storage in remote warehouses. To be sure, key studies from the early work are discussed in nearly all textbooks, but a comparison of these presentations with the actual literature shows that most textbook treatments have essentially mythologized the early work so that real understanding is lost. There have been several collections of classic works developed over the years (although none lately), but these suffer from the effects of the necessary, but nonetheless pernicious, highly selective sampling that accompanies these projects.
