National Institutes of Health Funding in Radiation Oncology: A Snapshot

Currently, pay lines for National Institutes of Health (NIH) grants are at a historical low. In this climate of fierce competition, knowledge about the funding situation in a small field like radiation oncology becomes very important for career planning and recruitment of faculty. Unfortunately, these data cannot be easily extracted from the NIH's database because it does not discriminate between radiology and radiation oncology departments. At the start of fiscal year 2013 we extracted records for 952 individual grants, which were active at the time of analysis from the NIH database. Proposals originating from radiation oncology departments were identified manually. Descriptive statistics were generated using the JMP statistical software package. Our analysis identified 197 grants in radiation oncology. These proposals came from 134 individual investigators in 43 academic institutions. The majority of the grants (118) were awarded to principal investigators at the full professor level, and 122 principal investigators held a PhD degree. In 79% of the grants, the research topic fell into the field of biology, 13% in the field of medical physics. Only 7.6% of the proposals were clinical investigations. Our data suggest that the field of radiation oncology is underfunded by the NIH and that the current level of support does not match the relevance of radiation oncology for cancer patients or the potential of its academic work force.

Publish or Patent: Bibliometric evidence for empirical trade-offs in national funding strategies

Multivariate linear regression models suggest a trade-off in allocations of national R&D investments. Government funding, and spending in the higher education sector, seem to encourage publications, whereas other components such as industrial funding, and spending in the business sector, encourage patenting. Our results help explain why the US trails the EU in publications, because of its focus on industrial funding - some 70% of its total R&D investment. Conversely, it also helps explain why the EU trails the US in patenting. Government funding is indicated as a negative incentive to high-quality patenting. The models here can also be used to predict an output indicator for a country, once the appropriate input indicator is known. This usually is done within a dataset for a single year, but the process can be extended to predict outputs a few years into the future, if reasonable forecasts can be made of the input indicators. Funding for Adaptive Optics in the United States by the National Science Foundation 2006-2009: An Update

In 2006 I published an article in GeminiFocus that examined funding for astronomical adaptive optics related technology and instrumentation in the United States from 1995 through mid-2006. That article concluded that based on projections then current, AO implementation on public and private telescopes in the U.S. will soon seriously lag that on the ESO VLT as measured by funds available. It called for a significant infusion of public funds for AO development and implementation so that when combined with private funds, the U.S. astronomical community as a whole would be able to take full advantage of AO systems on both public and private telescopes. In 2006 I estimated that the total amount of public (NSF) funds that would be available in 2009 for AO related non-science activities would be about $6M. This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. Interactions between Energy Efficiency Programs funded under the Recovery Act and Utility Customer-Funded Energy Efficiency Programs

Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

By the same token, the Bioenergy Technologies Office (BETO) is offering this virtual open house of its national laboratoriesthe facilities at the core of BETOs research and development. If you want to know how Energy Department bioenergy funding is making an impact, be sure to take a look at our national labs47% of BETO funding this past year went to the national laboratories. Of that funding, about half went to the National Renewable Energy Laboratory. This guide provides the basic concepts to aid in an alternative fuel vehicle market development program developing an application for Congestion Mitigation and Air Quality Improvement Program funding. The US Department of Energy`s Clean Cities Program is an aggressive, forward-thinking alternative fuel vehicle (AFV) market development program. The stakeholders in any Clean Cities Program subscribe to the common philosophy that, through participation in a team-oriented coalition, steady progress can be made toward achieving the critical mass necessary to propel the AFV market into the next century. An important component in the successful implementation of Clean Cities Program objectives is obtaining and directing funding to the capital-intensive AFV market development outside of the resources currently offered by the Department of Energy. Several state and local funding sources have been used over the past decade, including Petroleum Violation Escrow funds, vehicle registration fees, and state bond programs. However, federal funding is available and can be tapped to implement AFV market development programs across the nation. Historically, opportunities to use federal funding for AFV projects have been limited; however, the one remaining federal program that must be tapped into by Clean Cities Programs is the Congestion Mitigation and Air Quality (CMAQ) Improvement Program. CMAQ is a 6-year, $6 billion federal program formed by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).

Money Related Decommissioning and Funding Decision Making

'Money makes the world go round', as the song says. It definitely influences decommissioning decision-making and financial assurance for future decommissioning. This paper will address two money-related decommissioning topics. The first is the evaluation of whether to continue or to halt decommissioning activities at Fermi 1. The second is maintaining adequacy of financial assurance for future decommissioning of operating plants. Decommissioning costs considerable money and costs are often higher than originally estimated. If costs increase significantly and decommissioning is not well funded, decommissioning activities may be deferred. Several decommissioning projects have been deferred when decision-makers determined future spending is preferable than current spending, or when costs have risen significantly. Decommissioning activity timing is being reevaluated for the Fermi 1 project. Assumptions for waste cost-escalation significantly impact the decision being made this year on the Fermi 1 decommissioning project. They also have a major impact on the estimated costs for decommissioning currently operating plants. Adequately funding full decommissioning during plant operation will ensure that the users who receive the benefit pay the full price of the nuclear-generated electricity. Funding throughout operation also will better ensure that money is available following shutdown to allow decommissioning to be conducted without need for additional funds.

The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient?s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribes energy vision. The overarching goals of the first steps project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the best fit energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribes main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahomas new Bio-energy Center. A review of potential alternatives to Pawnee Nations current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Teams broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nations Energy Team.

Western Research Institute established, and ACRC continues to maintain, the National Spill Technology database to provide support to the Liquified Gaseous Fuels Spill Test Facility (now called the National HAZMAT Spill Center) as directed by Congress in Section 118(n) of the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Albany County Research Corporation (ACRC) was established to make publicly funded data developed from research projects available to benefit public safety. The founders since 1987 have been investigating the behavior of toxic chemicals that are deliberately or accidentally spilled, educating emergency response organizations, and maintaining funding to conduct the research at the DOEs HAZMAT Spill Center (HSC) located on the Nevada Test Site. ACRC also supports DOE in collaborative research and development efforts mandated by Congress in the Clean Air Act Amendments. The data files are results of spill tests conducted at various times by the Silicones Environmental Health and Safety Council (SEHSC) and DOE, ANSUL, Dow Chemical, the Center for Chemical Process Safety (CCPS) and DOE, Lawrence Livermore National Laboratory (LLNL), OSHA, and DOT; DuPont, and the Western Research Institute (WRI), Desert Research Institute (DRI), and EPA. Each test data page contains one executable file for each test in the test series as well as a file named DOC.EXE that contains information documenting the test series. These executable files are actually self-extracting zip files that, when executed, create one or more comma separated value (CSV) text files containing the actual test data or other test information.

Update 1983: energy funding for Latin America

Funding to Latin America from the three principal multinational financial institutions (the World Bank, the Interamerican Development Bank, and the Caribbean Development Bank) reflects a growing emphasis on energy. Economic and energy forecasters in these and other donor agencies, as well as in oil companies and private banks, warn of strong possibilities of a petroleum-supply shortfall, and higher prices, before the year 2000. If developing countries, with or without conventional energy resources, are to plan effectively for economic growth, external institutional and private energy funding won't be enough: conservation, more-efficient management, and higher prices for electricity and other energy will be necessary. There is marked hemispheric cooperation to promote Latin America's energy and economic advancement, when bilateral and international agreements are examined: US and Canadian loans are via bilateral and institutional channels. Mexico, Colombia, and Venezuela, all Third World countries but with substantial hydrocarbon resources, stand out both as energy aid donors, and as three of the five Latin American promoters (the Contadora Group) that are seeking to increase dialogue between warring factions among some of their Caribbean and Central American neighbors. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for July 1983 for countries of the Eastern Hemisphere.

The Rise of Federally Funded Research and Development Centers

Federally funded research and development centers (FFRDCS) area unique class of research and development (R and D) facilities that share aspects of private and public ownership. Some FFRDCS have been praised as national treasures, but FFRDCS have also been the focus of much criticism through the years. This paper traces the history of FFRDCS through four periods: (1) the World War II era, which saw the birth of federal R and D centers that would eventually become FFRDCS; (2) the early Cold War period, which exhibited a proliferation of FFRDCS despite their unclear legislative status and growing tension with an increasingly capable and assertive defense industry, (3) there-evaluation and retrenchment of FFRDCS in the 1960s and early 1970s, which resulted in a dramatic decline in the number of FFRDCS; and (4) the definition and codification of the FFRDC entity in the late 1970s and 1980s, when Congress and the executive branch worked together to formalize regulations to control FFRDCS. The paper concludes with observations on the status of FFRDCS at the end of the twentieth century.

The operation plan includes detailed descriptions of the structure and organization, policies and procedures, scope, tactics, and logistics involved in sustainable functioning of the NSTI program. Additionally, the operations plan will provide detailed descriptions of continuous quality assurance measures based on recommended best practices in incubator development by the National Business Incubation Association (NBIA). Pawnee Nation Energy Option Analyses

In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribes energy vision. The overarching goals of the first steps project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the best fit energy options. Based on the request of Pawnee Nations Energy Task Force the research team, consisting Tribal personnel and Summit Blue Consulting, focused on a review of renewable energy resource development potential, funding sources and utility organizational along with energy savings options. Elements of the energy demand forecasting and characterization and demand side options review remained in the scope of work, but were only addressed at a high level. Description of Activities Performed Renewable Energy Resource Development Potential The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Energy Efficiency Options While this was not a major focus of the project, the research team highlighted common strategies for reducing energy use in buildings. The team also discussed the benefits of adopting a building energy code and introduced two model energy codes Pawnee Nation should consider for adoption. Summary of Current and Expected Future Electricity Usage The research team provided a summary overview of electricity usage patterns in current buildings and included discussion of known plans for new construction. Utility Options Review Pawnee Nation electric utility options were analyzed through a four-phase process, which included: 1) summarizing the relevant utility background information; 2) gathering relevant utility assessment data; 3) developing a set of realistic Pawnee electric utility service options, and 4) analyzing the various Pawnee electric utility service options for the Pawnee Energy Teams consideration. III. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribes main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site.

Two solicitations were identified for: 1) new CBP Partners; 2) technical contractors to provide technical assistance and measurement and verification (M&V) contractors. The M&V contractors support the work by providing model reviews and conducting monitoring studies to verify building performance. This report documents the process used by the labs for the solicitations, and describes the process and outcomes for PNNL, selection of candidate Partners, technical teams, and M&V contractors.

Alternate Funding Sources for the International Atomic Energy Agency

Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treatys (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEAs operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an extraordinary bargain by the United Nations Secretary-Generals High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a 2B principal. This level of capitalization could provide significant support to all aspects of the IAEAs mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

A survey of state clean energy fund support for biomass

This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

DOE FY 2010 Budget Request and Recovery Act Funding for Energy Research, Development, Demonstration, and Deployment: Analysis and Recommendations

The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short-term. Energy storage may play a crucial role in the future of the power and transportation systems, which together consume two thirds of primary energy in the United States. A recent National Academy of Science report recommended carrying out detailed scenario assessments of the penetration of unconventional fuels from coal and coal and biomass with CCS. And the research plan provided for nuclear fission does not justify spending as many funds as were requested. The proposed funding for FY 2010 and the resources from ARRA, however, do not guarantee that the United States will finally enjoy the predictable and consistent publicly-funded energy technology innovation effort that it needs. The Obama administration must put in place a comprehensive energy technology innovation strategy that will ensure that an expanded ERD3 effort is both sustainable and efficient. This commission would be charged with, inter alia, developing a strategy that optimizes the integration of the various stages of innovation (research, development, demonstration, early deployment), as well as integrates efforts across technology areas. The Shifting Landscape of Ratepayer-Funded Energy Efficiency in the U.S.

Over the last two decades, utility ratepayer funding for energy efficiency programs - and the associated energy savings - has seen both booms and busts. Currently, about 35 states implement ratepayer-funded energy efficiency programs, with a total U.S. budget of $3.1 billion in 2008, approximately 80% of which is concentrated in just ten states (CEE 2008).2 However, a proliferation of new state-level policies enacted over the past several years suggests that the next decade may see a dramatic and sustained increase in overall funding levels, and a fundamental re-drawing of the energy efficiency map. These new state energy efficiency policies reflect a variety of concerns, including the increasing cost and siting challenges of building new generation and transmission, fuel cost and supply risks, and the potential cost of future carbon regulations. Within the past three years, for example, eleven states have adopted energy efficiency portfolio (or resource) standards (EEPS or EERS) that establish specific long-term savings targets that utilities are obligated to meet, and at least three other states are currently considering the same. A growing number of states have recently established laws requiring utilities to acquire all available cost-effective energy efficiency. Regulators in several Western states have also recently revised integrated resource planning (IRP) and demand-side management (DSM) planning rules to require more robust analysis of the resource potential and benefits of energy efficiency, which has resulted in increased savings targets for their energy efficiency portfolios (Hopper et al. 2008). Finally, regulators and utilities in many states are beginning to look more closely at regulatory incentive mechanisms to better align utility financial interests with improvements in customer energy efficiency. We examined energy efficiency policies on the books or in the pipeline in all 50 states, along with recent IRPs and DSM plans, and developed low, medium and high projections of future energy efficiency spending and savings. Depending on how aggressively and effectively states implement these policies, we estimate that spending on ratepayer-funded energy efficiency could increase from $3.1 billion in 2008 to more than $12 billion (nominal dollars) per year by 2020 in our high case, a growth rate in spending of about 12% per year. Annual electricity savings nationally could triple from an estimated 0.3% of retail electricity sales in 2008 to 0.9% of retail electricity sales in 2020. In the low and medium scenarios, ratepayer funding for electric and gas energy efficiency in the U.S. would increase to $5.4 and $7.5 billion, respectively, by 2020. What are the implications of such a scale-up of ratepayer-funded energy efficiency activity for national energy policy, such as a national EEPS or future carbon regulations? Can a ramp-up of this scale be achieved, and what practical constraints might slow these efforts? This paper addresses these questions by first providing an overview of recent trends in state policies pertaining to ratepayer-funded energy efficiency programs in the U.S. The paper then presents our set of projections of future spending and savings from such programs, highlighting key themes. Projected energy savings are compared to what might be required under a future national EEPS (or broader clean energy standard that includes energy efficiency), in order to gauge the potential incremental impact of such policies. In addition, the carbon emission reductions associated with our projection of energy savings from ratepayer-funded programs is compared to the total emission reductions that might be required under the American Clean Energy and Security Act of 2009 (aka, the Waxman-Markey bill), which was passed by the U.S. House of Representatives in June 2009 and would establish a cap on total greenhouse gas emission for many sectors of the U.S. economy. Funding programmes for European cohesion policy are a crucial tool to support the sustainability goals of the European Union and national policies of its member states. All these funding programmes require a Strategic Environmental Assessment (SEA) to enhance sustainable development. This article compares five first SEA applications at cohesion policy level to discuss challenges, limitations and benefits of this instrument. In order to support the SEA-process a 'Handbook on SEA for Cohesion Policy 2007-13' (GRDP 2006) was developed. The paper examines the special requirements and challenges at the programme level given the special conditions for stakeholder involvement, integration of SEA in the programme development process and strategies to cope with uncertainties to ensure real compatibility with policy goals. Using action research and in-depth interviews with SEA planners and programme managers enabled us to analyse the suitability of the methodology proposed by the handbook. The results show that some recommendations of the handbook should be changed in order to increase the transparency and to enhance the standard and comparability of the SEA-documents. Overall the SEA proved to be a rather successful tool for the integration of sustainability goals at the EU and national policy levels. Its particular strengths emerged as the process makes uncertainties visible and leads to possible redefinitions while maintaining actual policy goals. - Highlights: Black-Right-Pointing-Pointer Comparing five case studies of first applications of SEA at cohesion policy level. National Geothermal Data System (NGDS)

The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey. The Geothermal Energy Association is collaborating with the NGDS to insure that it meets the needs of the geothermal industry.

National Ignition Facility project acquisition plan

The purpose of this National Ignition Facility Acquisition Plan is to describe the overall procurement strategy planned for the National Ignition Facility (NIF) Project. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE). LLNL, designated as the lead Laboratory, will have responsibility for all procurements required for construction, installation, activation, and startup of the NIF.

This report provides an energy consumption profile for fourteen buildings at the National Naval Medical Center (NNMC) in Bethesda, Maryland. Recommendations are also made for viable energy efficiency projects funded with assistance from the servicing utility (Potomic Electric Power Company) in the form of rebates and incentives available in their Demand Side Management (DSM) program and through Shared Energy Savings (SES) projects. This report also provides estimates of costs and potential energy savings of the recommended projects.
