    At Los Alamos National Laboratory, small mammals were sampled at two waste burial sites (Site 1-recently disturbed and Site 2-partially disturbed) at Area G, Technical Area 54 and a control site on Frijoles Mesa (Site 4) in 1995. Our objectives were (1) to identify radionuclides that are present within surface and subsurface soils at waste burial sites, (2) to compare the amount of radionuclide uptake by small mammals at waste burial sites to a control site, and (3) to identify if the primary mode of contamination to small mammals is by surface contact or ingestion/inhalation. Three composite samples of at least rive animals per sample were collected at each site. Pelts and carcasses of each animal were separated and analyzed independently. Samples were analyzed for {sup 241}Am, {sup 90}Sr , {sup 238}Pu, {sup 239}Pu, total U, {sup 137}Cs, and {sup 3}H. Significantly higher (parametric West at p=0.05) levels of total U, {sup 241}Am, {sup 238}Pu and {sup 239}Pu were detected in pelts than in carcasses of small mammals at TA-54. Concentrations of other measured radionuclides in carcasses were nearly equal to or exceeded the mean concentrations in the pelts. Our results show higher concentrations in pelts compared to carcasses, which is similar to what has been found at waste burial/contaminated sites outside of Los Alamos National Laboratory. Site 1 had a significantly higher (alpha=0.05, P=0.0125) mean tritium concentration in carcasses than Site 2 or Site 4. In addition Site 1 also had a significantly higher (alpha=0.05, p=0.0024) mean tritium concentration in pelts than Site 2 or Site 4. Site 2 had a significantly higher (alpha=0.05, P=0.0499) mean {sup 239}Pu concentration in carcasses than either Site 1 or Site 4.

    Since 1976, the US Department of Energy (DOE) has operated one of the largest energy conservation programs in the nation -- the low-income Weatherization Assistance Program. The program strives to increase the energy efficiency of dwellings occupied by low-income persons in order to reduce their energy consumption, lower their fuel bills, increase the comfort of their homes, and safeguard their health. It targets vulnerable groups including the elderly, people with disabilities, and families with children. The most recent national evaluation of the impacts of the Program was completed in 1984 based on energy consumption data for households weatherized in 1981. DOE Program regulations and operations have changed substantially since then: new funding sources, management principles, diagnostic procedures, and weatherization technologies have been incorporated. Many of these new features have been studied in isolation or at a local level; however, no recent evaluation has assessed their combined, nationwide impacts to date or their potential for the future. In 1990, DOE initiated such an evaluation. This evaluation is comprised of three ``impact`` studies (the Single-Family Study, High-Density Multifamily Study, and Fuel-Oil Study) and two ``policy`` studies. Altogether, these five studies will provide a comprehensive national assessment of the Weatherization Assistance Program as it existed in the 1989 Program Year (PY 1989). This report presents the results of the first phase of the Single-Family Study. It evaluates the energy savings and cost effectiveness of the Program as it has been applied to the largest portion of its client base -- low-income households that occupy single-family dwellings, mobile homes, and small (2- to 4-unit) multifamily dwellings. It is based upon a representative national sample that covers the full range of conditions under which the program was implemented in PY 1989.

    This report summarizes a 1-year small mammal biodiversity survey conducted on the Oak Ridge National Environmental Research Park (OR Research Park). The task was implemented through the Oak Ridge National Laboratory (ORNL) Natural Resources Management Program and included researchers from the ORNL Environmental Sciences Division, interns in the Oak Ridge Institute for Science and Education Higher Education Research Experiences Program, and ORNL Environmental Protection Services staff. Eight sites were surveyed reservation wide. The survey was conducted in an effort to determine species abundance and diversity of small mammal populations throughout the reservation and to continue the historical inventory of small mammal presence for biodiversity records. This data collection effort was in support of the approved Wildlife Management Plan for the Oak Ridge Reservation, a major goal of which is to maintain and enhance wildlife biodiversity on the Reservation. Three of the sites (Poplar Creek, McNew Hollow, and Deer Check Station Field) were previously surveyed during a major natural resources inventory conducted in 1996. Five new sites were included in this study: Bearden Creek, Rainy Knob (Natural Area 21), Gum Hollow, White Oak Creek and Melton Branch. The 2009-2010 small mammal surveys were conducted from June 2009 to July 2010 on the Oak Ridge National Environmental Research Park (OR Research Park). The survey had two main goals: (1) to determine species abundance and diversity and (2) to update historical records on the OR Research Park. The park is located on the Department of Energy-owned Oak Ridge Reservation, which encompasses 13,580 ha. The primary focus of the study was riparian zones. In addition to small mammal sampling, vegetation and coarse woody debris samples were taken at certain sites to determine any correlations between habitat and species presence. During the survey all specimens were captured and released using live trapping techniques including Sherman and pitfall traps. In total 227 small mammals representing nine species were captured during the course of the study. The most common species found in the study was the white-footed mouse (Peromyscus leucopus). The least common species found were the deer mouse (Peromyscus maniculatus), meadow jumping mouse (Zapus hudsonius), woodland vole (Microtus pinetorum), and northern short-tailed shrew (Blarina brevicauda).

  12. A BRIEF DESCRIPTION OF THE SMALL-SCALE SAFETY TESTING SYSTEMS AT LAWRENCE LIVERMORE NATIONAL LABORATORY

    Small-scale sensitivity testing is important for determining material response to various stimuli including impact, friction, and static spark. These tests, briefly described below, provide parameters for safety in handling. ERL Type 12 drop hammer equipment at LLNL, shown in Figure 1, was used to determine the impact sensitivity. The equipment includes a 2.5-kg drop weight, a striker (upper anvil, 2.5 kg for solid samples and 1.0 kg for liquid samples), a bottom anvil, a microphone sensor, and a peakmeter. For each drop, sample (35 mg for solid or 45 microliter for liquid) is placed on the bottom anvil surface and impacted by the drop weight from different heights. Signs of reactions upon impact are observed and recorded. These signs include noises, flashes or sparks, smoke, pressure, gas emissions, temperature rise due to exothermic reaction, color change of the sample, and changes to the anvil surface (noted by inspection). For solid samples, a 'GO' was defined as a microphone sensor (for noise detection) response of {ge} 1.3 V as measured by a peakmeter. The higher the DH{sub 50} values, the lower the impact sensitivity. The method used to calculate DH{sub 50} values is the 'up and down' or Bruceton method. PETN and RDX have impact sensitivities of 15 and 35 cm, respectively. TATB has impact sensitivity more than 177 cm. For liquid samples, a 'GO' was determined by the noise levels as measured by the peakmeter, appearance of flashes, temperature rise of the anvil, and visual inspection of the anvil surface. Two liquid samples TMETN and FEFO have impact sensitivities of 14 and 32 cm, respectively. Figure 2 shows a 'GO' event observed during the impact sensitivity test; flashes appeared as the drop weight impacted the sample. A BAM friction sensitivity test machine, as shown in Figure 3, was used to determine the frictional sensitivity. The system uses a fixed porcelain pin and a movable porcelain plate that executes a reciprocating motion. Weight affixed to a torsion arm allows for a variation in applied force between 0.5 kg to 36.0 kg. The relative measure of the frictional sensitivity of a material is based upon the smallest load (kg) at which reaction occurs for a 1-in-10 series of attempts. The lower the load values, the higher the frictional sensitivity. PETN has a frictional sensitivity of 6.4 kg. The static spark machine at LLNL is used to evaluate the electrostatic discharge hazards (human ESD) associated with the handling of explosives. The machine was custom-built almost 30 years ago and consists of a capacitor bank (up to 20,000 pF), a voltage meter, and a discharge circuit, as shown in Figure 4. An adjustable resistor up to 510 ohms (chosen to simulate human body) is wired to the discharge circuit. A 5-mg sample is placed in a Teflon washer sealed to a steel disc and covered with a Mylar tape. High static voltage (up to 10 kv) is applied and discharged to the sample. Evidence of reaction is judged from the condition of Mylar tape, smokes, and color change of the sample. Voltage, capacitance, and resistance can be adjusted to achieve the desired static energy. The results obtained are expressed as a zero in 10 or one-in-ten at a specific voltage and joules. One reaction in ten trials at {le} 0.25 joules is considered spark-sensitive. Primary explosives show reaction at 0.1 joule.

    The West Haven (Connecticut) Campus of the Veterans Affairs Connecticut Health Care System was the first Veteran's Hospital to award a shared energy savings (SES) contract (now known as energy savings performance contracts). The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

    As part of an ongoing effort to improve the modeling and prediction of small wind turbine dynamics, NREL tested a small horizontal axis wind turbine in the field at the National Wind Technology Center (NWTC). The test turbine was a 2.1-kW downwind machine mounted on an 18-meter multi-section fiberglass composite tower. The tower was instrumented and monitored for approximately 6 months. The collected data were analyzed to assess the turbine and tower loads and further validate the simplified loads equations from the International Electrotechnical Commission (IEC) 61400-2 design standards. Field-measured loads were also compared to the output of an aeroelastic model of the turbine. Ultimate loads at the tower base were assessed using both the simplified design equations and the aeroelastic model output. The simplified design equations in IEC 61400-2 do not accurately model fatigue loads. In this project, we compared fatigue loads as measured in the field, as predicted by the aeroelastic model, and as calculated using the simplified design equations.

    Corrective Action Unit (CAU) 541 is co-located on the boundary of Area 5 of the Nevada National Security Site and Range 65C of the Nevada Test and Training Range, approximately 65 miles northwest of Las Vegas, Nevada. CAU 541 is a grouping of sites where there has been a suspected release of contamination associated with nuclear testing. This document describes the planned investigation of CAU 541, which comprises the following corrective action sites (CASs): • 05-23-04, Atmospheric Tests (6) - BFa Site • 05-45-03, Atmospheric Test Site - Small Boy These sites are being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives (CAAs). Additional information will be obtained by conducting a corrective action investigation before evaluating CAAs and selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible evaluation of viable CAAs that will be presented in the investigation report. The sites will be investigated based on the data quality objectives (DQOs) developed on April 1, 2014, by representatives of the Nevada Division of Environmental Protection; U.S. Air Force; and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office. The DQO process was used to identify and define the type, amount, and quality of data needed to develop and evaluate appropriate corrective actions for CAU 541. The site investigation process also will be conducted in accordance with the Soils Activity Quality Assurance Plan, which establishes requirements, technical planning, and general quality practices to be applied to this activity. The potential contamination sources associated with CASs 05-23-04 and 05-45-03 are from nuclear testing activities conducted at the Atmospheric Tests (6) - BFa Site and Atmospheric Test Site - Small Boy sites. The presence and nature of contamination at CAU 541 will be evaluated based on information collected from field investigations. Radiological contamination will be evaluated based on a comparison of the total effective dose at sample locations to the dose-based final action level. The total effective dose will be calculated as the total of separate estimates of internal and external dose. Results from the analysis of soil samples will be used to calculate internal radiological dose. Thermoluminescent dosimeters placed at the center of each sample location will be used to measure external radiological dose. Appendix A provides a detailed discussion of the DQO methodology and the DQOs specific to each CAS.

    As with other large healthcare organizations, medical adverse events at the Department of Veterans Affairs (VA) facilities can expose patients to unforeseen negative risks. VHA leadership recognizes that properly handled disclosure of adverse events can minimize potential harm to patients and negative consequences for the effective functioning of the organization. The work documented here seeks to help improve the disclosure process by situating it within the broader theoretical framework of issues management, and to identify opportunities for process improvement through modeling disclosure and reactions to disclosure. The computational model will allow a variety of disclosure actions to be tested across a range of incident scenarios. Our conceptual model will be refined in collaboration with domain experts, especially by continuing to draw on insights from VA Study of the Communication of Adverse Large-Scale Events (SCALE) project researchers.

    A pilot study was completed demonstrating the feasibility of conducting an epidemiologic study assessing cancer and other disease mortality among nearly one million US veterans and workers exposed to ionizing radiation, a population 10 times larger than atomic bomb survivor study with high statistical power to evaluate low dose rate effects. Among the groups enumerated and/or studied were: (1) 194,000 Department of Energy Uranium Workers; (2) 6,700 Rocketdyne Radiation Workers; (3) 7,000 Mound Radiation Workers; (4) 156,000 DOE Plutonium Workers; (5) 212,000 Nuclear Power Plant Workers; (6) 130,000 Industrial Radiography Workers; (7) 1.7 million Medical Workers and (8) 135,000 Atomic Veterans.

    This is an outstanding report from a distinguished academy committee, which in 71 pages of text provides the scientific basis for the carefully crafted 8-page executive summary. The principles and issues of the required epidemiological study are presented calmly and concisely, as are the ensuing short chapters on radiation biology, genetics and risk estimation, and all other adverse reproductive outcomes. The committee was mandated by Congress to determine the feasibility, cost and duration of a study on adverse reproductive outcomes in families of atomic veteran. The committee found that a scientifically adequate and epidemiologically valid study could not be mounted and the cost would be tens of millions of dollars lasting a decade. The Committee presents a number of well-discussed approaches in support of their position.

    This report focuses on the Department of Veterans Affairs, VA Manhattan Campus (VA- Manhattan) fleet to identify the daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support successful introduction of plug-in electric vehicles (PEVs) into the agency’s fleet. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively called PEVs) can fulfill the mission requirements.

Although our original interest focused on slim holes as an exploration method, it has also become apparent that they have substantial potential for driving small-scale, off-grid power plants. This paper summarizes Sandia's slim-hole research program, describes technology used in a ''typical'' slimhole drilling project, presents an evaluation of using slim holes for small power plants, and lists some of the research topics that deserve further investigation.

Sources looked at include solar, biomass, micro-hydroelectric, mini-hydroelectric, wind, mini-geothermal, and hybrid. A small power utilities group is being spun off the major utility, to provide a structure for developing rural electrification programs. In some instances, private companies have stepped forward, avoiding what is perceived as overwhelming beaurocracy, and installed systems with private financing. The paper provides information on survey work which has been done on resources, and the status of cooperative programs to develop renewable systems in the nation.

    One of the most difficult hurdles facing small project developers is obtaining financing. Many major banks and institutional investors are unwilling to become involved in projects valued at less than $25 million. To gain the interest of small project investors, developers will want to present a well-considered plan and an attractive rate of return. Waste-to-energy projects are one type that can offer diversified revenue sources that assure maximum profitability. The Ripe Touch Greenhouse project, a $14.5 million waste tire-to-energy facility in Colorado, provides a case study of how combining the strengths of the project partners can help gain community and regulatory acceptance and maximize profit opportunities.

    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options, but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. During the past few years, DOE, the National Renewable Energy Laboratory (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard, AWEA Standard 9.1 - 2009, in December 2009. The Small Wind Certification Council (SWCC) and Intertek, North American SWT certification bodies, began accepting applications for certification to the AWEA standard in 2010. To reduce certification testing costs, DOE and NREL are providing financial and technical assistance for an initial round of tests at four SWT test sites, which were selected through a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A and M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontracts with DOE and NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. Turbine installation is ongoing. Testing began in early 2011 and is scheduled to conclude in mid-late 2012.

    This report examines a number of hardware circuit design issues associated with implementing certain functions in FPGA and ASIC technologies. Here we show circuit designs for AES and SHA-1 that have an extremely small hardware footprint, yet show reasonably good performance characteristics as compared to the state of the art designs found in the literature. Our AES performance numbers are fueled by an optimized composite field S-box design for the Stratix chipset. Our SHA-1 designs use register packing and feedback functionalities of the Stratix LE, which reduce the logic element usage by as much as 72% as compared to other SHA-1 designs.

    A non-spinning projectile that is self-guided to a laser designated target and is configured to be fired from a small caliber smooth bore gun barrel has an optical sensor mounted in the nose of the projectile, a counterbalancing mass portion near the fore end of the projectile and a hollow tapered body mounted aft of the counterbalancing mass. Stabilizing strakes are mounted to and extend outward from the tapered body with control fins located at the aft end of the strakes. Guidance and control electronics and electromagnetic actuators for operating the control fins are located within the tapered body section. Output from the optical sensor is processed by the guidance and control electronics to produce command signals for the electromagnetic actuators. A guidance control algorithm incorporating non-proportional, "bang-bang" control is used to steer the projectile to the target.

    With good reason, much more media attention has focused on nuclear power plants than solar farms, wind farms, or hydroelectric plants during the past month and a half. But as nations around the world demand more energy to power everything from cell phone batteries to drinking water pumps to foundries, nuclear plants are the only non-greenhouse-gas producing option that can be built to operate almost anywhere, and can continue to generate power during droughts, after the sun sets, and when winds die down. To supply this demand for power, designers around the world are competing to develop more affordable nuclear reactors of the future: small modular reactors. Brookhaven Lab is working with DOE to ensure that these reactors are designed to be safe for workers, members of surrounding communities, and the environment and to ensure that the radioactive materials and technology will only be used for peaceful purposes, not weapons. In his talk, Bari will discuss the advantages and challenges of small modular reactors and what drives both international and domestic interest in them. He will also explain how Brookhaven Lab and DOE are working to address the challenges and provide a framework for small modular reactors to be commercialized.

The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects.     This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)
