  14. Fuel Cell Research at the University of South Carolina

    Five projects are proposed, in an effort to supplement the efforts of fuel cell research at the University of South Carolina and to contribute to the Technical Plan for Fuel Cells of the Department of Energy. These efforts include significant interaction with the industrial community through DOE funded projects and through the National Science Foundations Industry/University Cooperative Research Center for Fuel Cells. The allocation of projects described below leverage all of these sources of funding without overlap and redundancy. The first project Novel Non-Precious Metal Catalyst For PEMFCs, (Dr. Branko Popov) continues DOE award DE-FC36-03GO13108 for which funding was delayed by DOE due to budget constraints. The purpose of this project is to develop an understanding of the feasibility and limitations of metal-free catalysts. The second project, Non Carbon Supported Catalysts (Dr. John Weidner), is focused on improved catalysts and seeks to develop novel materials, which are more corrosion resistant. This corrosion behavior is critical during transient operation and during start-up and shutdown. This second project will be leveraged with recent, peer-reviewed, supplemental funding from NSF for use in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. The third project, Hydrogen Quality, (Dr. Jean St-Pierre) will support the cross-program effort on H2 quality and focus on supporting subteam 1. We assume this task because of we have performed experiments and developed models that describe performance losses associated with CO, NH3, H2S contaminants in the hydrogen fuel feed to laboratory-scale single cells. That work has been focused on reformate fed to a stationary PEMFC and relatively high concentrations of these contaminants, this project will seek to apply that knowledge to the issue of hydrogen fuel quality as it relates to transportation needs. As part of this project USC and Oak Ridge National Laboratory (ORNL) will explore, in a collaborative effort, the usefulness of a techniques developed at ORNL to measure differences in the extent of contaminates adsorption with a spatially resolved mass spectrometer. A subcontract will be issued to ORNL for this part of this task. The fourth project, Gaskets (Dr. Y.J. (Bill) Chao), will complement industrial sponsorship of Project 25C in the National Science Foundation Industry/University Cooperative Research Center for Fuel Cells (CFC) at USC. We have found some materials that give relatively good initial performance and minimal long-term stress relaxation but their raw material cost is higher than that desired by stack and component suppliers. In this fourth project our goals is to obtain a fundamental understanding of the degradation mechanisms of existing gasket and seal materials in a PEMFC environment. We seek to explain the interactions of chemical and mechanical stresses that decrease the long-term durability of both existing and new sealing materials. The fifth project, Modeling the Acid Loss in PBI-type High Temperature Membranes, (Dr. Sirivatch (Vatch) Shimpalee) will support the development of stationary, but the fundamental studies of acid transport should have applications as new high-temperature membranes are developed for transportation and other early market fuel cells. We will work with Plug Power, Inc. (PLUG) to develop a model that will allow for long-term prediction of acid loss from PBI-type High Temperature Membranes (HTM) fuel cells. This project seeks to complete tasks which were under funded in FY2006 due to DOE budget constraints.

    Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

    The High Energy Physics group at the University of South Alabama has been supported by this research grant (DE-FG02-96ER40970) since 1996. One researcher, Dr. Merrill Jenkins, has been supported on this grant during this time worked on fixed target experiments at the Fermi National Accelerator Laboratory, west of Chicago, Illinois. These experiments have been E-705, E-771, E-871 (HyperCP) and E-921 (CKM) before it was canceled for budgetary reasons. After the cancellation of CKM, Dr. Jenkins joined the Compact Muon Solenoid (CMS) experiment as an associate member via the High Energy Physics Group at the Florida State University. A second, recently tenured faculty member, Dr. Romulus Godang joined the group in 2009 and has been supported by this grant since then. Dr. Godang is working on the BaBaR experiment at SLAC and has joined the Belle-II experiment located in Japan at KEK. According to the instructions sent to us by our grant monitor, we are to concentrate on the activities over the last three years in this closeout report.

    Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the search form to the left to look for dog data from particular experimental conditions. Click a dog number to return the full dog record. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

    The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    The National Survey of Compensation Paid Scientists and Engineers Engaged in Research and Development (NSC) has been conducted for the Department of Energy since 1967. During this time the NSC has come to be considered the most comprehensive survey of its kind available in the United States. Its methodology and results are reliable and highly useful to compensation personnel in research and development (R and D) establishments. Each year project staff pinpoint areas of improvement which are necessary and desirable. The three tasks that are the subject of this report have been undertaken to maintain and improve the NSC and increase its usefulness to participants. The three tasks are: an update of the universe listing; comparison of NSC survey methodology and results with other surveys of research and development professionals; and development of a methodology to project salaries for the near-term. Each task is described.

  14. Energy Saving Separations Technologies for the Petroleum Industry: An Industry-University-National Laboratory Research Partnership

    This project works to develop technologies capable of replacing traditional energy-intensive distillations so that a 20% improvement in energy efficiency can be realized. Consistent with the DOE sponsored report, Technology Roadmap for the Petroleum Industry, the approach undertaken is to develop and implement entirely new technology to replace existing energy intensive practices. The project directly addresses the top priority issue of developing membranes for hydrocarbon separations. The project is organized to rapidly and effectively advance the state-of-the-art in membranes for hydrocarbon separations. The project team includes ChevronTexaco and BP, major industrial petroleum refiners, who will lead the effort by providing matching resources and real world management perspective. Academic expertise in separation sciences and polymer materials found in the Chemical Engineering and Petroleum Refining Department of the Colorado School of Mines is used to invent, develop, and test new membrane materials. Additional expertise and special facilities available at the Idaho National Engineering and Environmental Laboratory (INEEL) are also exploited in order to effectively meet the goals of the project. The proposed project is truly unique in terms of the strength of the team it brings to bear on the development and commercialization of the proposed technologies.

    A series of in-reactor experiments were conducted using full-length 32-rod pressurized water reactor (PWR) fuel bundles as part of the Loss-of-Coolant Accident (LOCA) Simulation Program. The third materials experiment (MT-3) was the sixth in the series of thermal-hydraulic and materials deformation/rutpure experiments conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The main objective of the experiment was to evaluate ballooning and rupture during active two-phase cooling in the temperature range from 1400 to 1500/sup 0/F (1030 to 1090 K). The 12 test rods in the center of the 32-rod bundle were initially pressurized to 550 psi (3.8 MPa) to insure rupture in the correct temperature range. All 12 of the rods ruptured, with an average peak bundle strain of approx. 55%. The UKAEA also funded destructive postirradiation examination (PIE) of several of the ruptured rods from the MT-3 experiment. This report describes the work performed and presents the PIE results. Information obtained during the PIE included cladding thickness measurements metallography, and particle size analysis of the cracked and broken fuel pellets.

    In the fall of 1991, through the coordinating efforts of the University of New Mexico and Los Alamos National Laboratory, the Pilot Project on Women and Science was initiated as a year-long study of women scientists at both the university and the laboratory. Its purpose was to gather information directly from women scientists in an attempt to analyze and make recommendations concerning the professional and cultural environment for women in the sciences. This report is an initial attempt to understand the ways in which women scientists view themselves, their profession, and the scientific culture they inhabit. By recording what these women say about their backgrounds and educational experiences, their current positions, the difficult negotiations many have made between their personal and professional lives, and their relative positions inside and outside the scientific community, the report calls attention both to the individual perspectives offered by these women and to the common concerns they share.

    2 Project Summary: The Multi-University Southeast INIE Consortium (MUSIC) was established in response to the US Department of Energys (DOE) Innovations in Nuclear Infrastructure and Education (INIE) program. MUSIC was established as a consortium composed of academic members and national laboratory partners. The members of MUSIC are the nuclear engineering programs and research reactors of Georgia Institute of Technology (GIT), North Carolina State University (NCSU), University of Maryland (UMD), University of South Carolina (USC), and University of Tennessee (UTK). The University of Florida (UF), and South Carolina State University (SCSU) were added to the MUSIC membership in the second year. In addition, to ensure proper coordination between the academic community and the nations premier research and development centers in the fields of nuclear science and engineering, MUSIC created strategic partnerships with Oak Ridge National Laboratory (ORNL) including the Spallation Neutron Source (SNS) project and the Joint Institute for Neutron Scattering (JINS), and the National Institute of Standards and Technology (NIST). A partnership was also created with the Armed Forces Radiobiology Research Institute (AFRRI) with the aim of utilizing their reactor in research if funding becomes available. Consequently, there are three university research reactors (URRs) within MUSIC, which are located at NCSU (1-MW PULSTAR), UMD (0.25-MW TRIGA) and UF (0.10-MW Argonaut), and the AFRRI reactor (1-MW TRIGA MARK F). The overall objectives of MUSIC are: a) Demonstrate that University Research Reactors (URR) can be used as modern and innovative instruments of research in the basic and applied sciences, which include applications in fundamental physics, materials science and engineering, nondestructive examination, elemental analysis, and contributions to research in the health and medical sciences, b) Establish a strong technical collaboration between the nuclear engineering faculty and the MUSIC URRs. This will be achieved by involving the faculty in the development of state-of-the-art research facilities at the URRs and subsequently, in the utilization of these facilities, c) Facilitate the use of the URRs by the science and engineering faculty within the individual institutions and by the general community of science and engineering, d) Develop a far-reaching educational component that is capable of addressing the needs of the nuclear science and engineering community. Specifically, the aim of this component will be to perform public outreach activities, contribute to the active recruitment of the next generation of nuclear professionals, strengthen the education of nuclear engineering students, and promote nuclear engineering education for minority students.

    The South Carolina Bio-Energy Research Collaborative is working together on the development and demonstration of technology options for the production of bio-fuels using renewable non-food crops and biomass resources that are available or could be made available in abundance in the southeastern United States. This collaboration consists of Arborgen LLC, Clemson University, Savannah River National Laboratory, and South Carolina State University, with support from Dyadic, Fagen Engineering, Renewed World Energies, and Spinx. Thus far, most work has centered on development of a fermentation-based process to convert switchgrass into ethanol, with the concomitant generation of a purified lignin stream. The process is not feed-specific, and the work scope has recently expanded to include sweet sorghum and wood. In parallel, the Collaborative is also working on developing an economical path to produce oils and fuels from algae. The Collaborative envisions an integrated bio-fuels process that can accept multiple feedstocks, shares common equipment, and that produces multiple product streams. The Collaborative is not the only group working on bio-energy in South Carolina, and other companies are involved in producing biomass derived energy products at an industrial scale.

    The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    The PEAK Institute was developed to provide a linkage for formal (schoolteachers) and nonformal educators (extension agents) with agricultural scientists of Clemson University`s South Carolina Agricultural Experiment Station System. The goal of the Institute was to enable teams of educators and researchers to develop and provide PEAK science and math learning experiences related to relevant agricultural and environmental issues of local communities for both classroom and 4-H Club experiences. The Peak Institute was conducted through a twenty day residential Institute held in June for middle school and high school teachers who were teamed with an Extension agent from their community. These educators participated in hands-on, minds-on sessions conducted by agricultural researchers and Clemson University Cooperative Extension specialists. Participants were given the opportunity to see frontier science being conducted by scientists from a variety of agricultural laboratories.

    USF is developing low-cost, high-temperature phase-change materials (PCMs) for use in thermal energy storage systems. Heat storage materials are critical to the energy storage process. In solar thermal storage systems, heat can be stored in these materials during the day and released at night--when the sun is not out--to drive a turbine and produce electricity. In nuclear storage systems, heat can be stored in these materials at night and released to produce electricity during daytime peak-demand hours. Most PCMs do not conduct heat very well. Using an innovative, electroless encapsulation technique, USF is enhancing the heat transfer capability of its PCMs. The inner walls of the capsules will be lined with a corrosion-resistant, high-infrared emissivity coating, and the absorptivity of the PCM will be controlled with the addition of nano-sized particles. USF's PCMs remain stable at temperatures from 600 to 1,000C and can be used for solar thermal power storage, nuclear thermal power storage, and other applications.

  16. South Dakota Wind Resource Assessment Network (WRAN)

    WRAN is a network of instrument stations sited throughout South Dakota. As of 2010, there are eleven stations, and some have been collecting data since 2001. The purpose of the WRAN:

    There are several reasons why the WRAN was built. One of the most obvious is that it will allow verification of the existing resource assessments of our state. South Dakota has tremendous potential as an exporter of wind-generated electricity. There has recently been a great deal of publicity over a Pacific Northwest National Laboratories study conducted in the early 1990s that ranked the contiguous 48 states in terms of their potential to produce windpower. (Click here for the results of this study as given by the American Wind Energy Association.) South Dakota ranked fourth in that study. Also, more recently, detailed maps of the wind resource in South Dakota were produced by the National Renewable Energy Laboratory (NREL). Unfortunately, both of these studies had to rely heavily on computer-generated models and very sparse measured data, because very little appropriate measured data exists. The WRAN will provide valuable data that we anticipate will validate the NREL maps, and perhaps suggest minor adjustments.

    There are many other benefits the WRAN will provide. The data it will measure will be at heights above ground that are more appropriate for predicting the performance of large modern wind turbines, as opposed to data collected at National Weather Service stations whose anemometers are usually only about 9 m (30 feet) above ground. Also, we will collect some different types of data than most wind measurement networks, which will allow a series of important studies of the potential impact and value of South Dakota's windpower. In addition, all of the WRAN data will be made available to the public via this WWWeb site. This will hopefully enable extensive informed discussion among all South Dakotans on such important topics as rural economic development and transmission system expansion.     The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research universities.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of sites within the region at which water quality data are to be collected; (4) instituting a data and information collection and sharing process; and, (5) training of partners in the use of water quality monitoring equipment.

    To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    The Scrap Tire Management Council (STMC) is a North American tire manufacturer-sponsored advocacy organization, created to identify and promote environmentally and economically sound markets for scrap tires. This presentation gives a national overview of the scrap tire situation, and focuses on the Tennessee and Mid-south region. National generation rates and markets for scrap tires are discussed, and markets for scrap tires are described. The major markets identified are fuel, rubber products, and civil engineering applications. Three technologies that may have an impact on scrap tire recycling are discussed: pyrolysis, gasification, and devulcanization.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the University Prosperity Game conducted under the sponsorship of the Anderson Schools of Management at the University of New Mexico. This Prosperity Game was initially designed for the roadmap making effort of the National Electronics Manufacturing Initiative (NEMI) of the Electronics Subcommittee of the Civilian Industrial Technology Committee under the aegis of the National Science and Technology Council. The game was modified to support course material in MGT 508, Ethical, Political, and Social Environment of Business. Thirty-five students participated as role players. In this educational context the game`s main objectives were to: (1) introduce and teach global competitiveness and business cultures in an experiential classroom setting; (2) explore ethical, political, and social issues and address them in the context of global markets and competition; and (3) obtain non-government views regarding the technical and non-technical (i.e., policy) issues developed in the NEMI roadmap-making endeavor. The negotiations and agreements made during the game, along with the student journals detailing the players feelings and reactions to the gaming experience, provide valuable insight into the benefits of simulation as an advanced learning tool in higher education.

    At Argonne National Laboratory, scientists are using supercomputers to shed light on one of the great mysteries in science today, the Dark Universe. With Mira, a petascale supercomputer at the Argonne Leadership Computing Facility, a team led by physicists Salman Habib and Katrin Heitmann will run the largest, most complex simulation of the universe ever attempted. By contrasting the results from Mira with state-of-the-art telescope surveys, the scientists hope to gain new insights into the distribution of matter in the universe, advancing future investigations of dark energy and dark matter into a new realm. The team's research was named a finalist for the 2012 Gordon Bell Prize, an award recognizing outstanding achievement in high-performance computing.

    The Department of Energy (DOE) has prepared an Environmental Assessment (EA) evaluating the proposed construction and operation of the Strom Thurmond Biomedical Research Center (Center) at the Medical University of South Carolina (MUSC), Charleston, SC. The DOE is evaluating a grant proposal to authorize the MUSC to construct, equip and operate the lower two floors of the proposed nine-story Center as an expansion of on-going clinical research and out-patient diagnostic activities of the Cardiology Division of the existing Gazes Cardiac Research Institute. Based on the analysis in the EA, the DOE has determined that the proposed action does not constitute a major federal action significantly affecting the quality of the human environment within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required.

    The United States produces only about 1/3 of the more than 20 million barrels of petroleum that it consumes daily. Oil imports into the country are roughly equivalent to the amount consumed in the transportation sector. Hence the nation in general, and the transportation sector in particular, is vulnerable to supply disruptions and price shocks. The situation is anticipated to worsen as the competition for limited global supplies increases and oil-rich nations become increasingly willing to manipulate the markets for this resource as a means to achieve political ends. The goal of this project was the development and improvement of technologies and the knowledge base necessary to produce and qualify a universal fuel from diverse feedstocks readily available in North America and elsewhere (e.g. petroleum, natural gas, coal, biomass) as a prudent and positive step towards mitigating this vulnerability. Three major focus areas, feedstock transformation, fuel formulation, and fuel characterization, were identified and each was addressed. The specific activities summarized herein were identified in consultation with industry to set the stage for collaboration. Two activities were undertaken in the area of feedstock transformation. The first activity focused on understanding the chemistry and operation of autothermal reforming, with an emphasis on understanding, and therefore preventing, soot formation. The second activity was focused on improving the economics of oxygen production, particularly for smaller operations, by integrating membrane separations with pressure swing adsorption. In the fuel formulation area, the chemistry of converting small molecules readily produced from syngas directly to fuels was examined. Consistent with the advice from industry, this activity avoided working on improving known approaches, giving it an exploratory flavor. Finally, the fuel characterization task focused on providing a direct and quantifiable comparison of diesel fuel and JP-8.

    Lawrence Livermore National Laboratory (LLNL) has developed a data management tool for information gathering that encompasses all types of waste generated by the site. It is referred to as the Universal Requisition. It can be used to record information for the following types of waste: non-hazardous, hazardous, low level radioactive, mixed, transuranic (TRU), and TRU mixed wastestreams. It provides the salient information needed for the safe handling, storage, and disposal of waste, and satisfies our regulatory, record keeping, and reporting requirements. There are forty two numbered fields on the requisition and several other fields for signatures, compatibility codes, internal tracking numbers, and other information. Not all of these fields are applicable to every type of waste. As an aid to using the Universal requisition, templates with the applicable fields highlighted in color were produced and distributed. There are six different waste type templates. Each is highlighted in a different color.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.
