    The National Ignition Facility (NIF) utilizes 192 high-energy laser beams focused with enough power and precision on a hydrogen-filled spherical, cryogenic target to potentially initiate a fusion reaction. NIF has been operational for six years; during that time, thousands of successful laser firings or shots have been executed. Critical instrument measurements and camera images are carefully recorded for each shot. The result is a massive and complex database or ‘big data’ archive that can be used to investigate the state of the laser system at any point in its history or to locate and track trends in the laser operation over time. In this study, the optical light throughput for more than 1600 NIF shots for each of the 192 main laser beams and 48 quads was measured over a three year period from January 2009 to October 2012. The purpose was to verify that the variation in the transmission of light through the optics over time performed within design expectations during this time period. Differences between average or integrated intensity from images recorded by the input sensor package (ISP) and by the output sensor package (OSP) in the NIF beam-line were examined. A metric is described for quantifying changes in the integrated intensity measurements and was used to view potential trends. Results are presented for the NIF input and output sensor package trends and changes over the three year time-frame.

  4. Design of the national trends network for monitoring the chemistry of atmospheric precipitation

    Long-term monitoring (10 years minimum) of the chemistry of wet deposition will be conducted at National Trends Network (NTN) sites across the United States. Precipitation samples will be collected at sites that represent broad regional characteristics. Design of the NTN considered four basic elements during construction of a model to distribute 50, 75, 100, 125 or 150 sites. The modeling oriented design was supplemented with guidance developed during the course of the site selection process. Ultimately, a network of 151 sites was proposed. The basic elements of the design are: assurance that all areas of the country are represented in the network on the basis of regional ecological properties (96 sites); placement of additional sites east of the Rocky Mountains to better define high deposition gradients (27 sites); placement of sites to assure that potentially sensitive regions are represented (15 sites); and placement of sites to allow for other considerations such as urban area effects (5 sites), intercomparison with Canada (3 sites), and apparent disparities in regional coverage (5 sites). Site selection stressed areas away from urban centers, large point sources, or ocean influences. Local factors, such as stable land ownership, nearby small emission sources (about 10 km), and close-by roads and fireplaces (about 0.5 km) were also considered. All proposed sites will be visited as part of the second phase of the study. 29 refs., 18 figs.

    This report summarizes the content of the conference held on May 6--8, 1992, in Dallas, Texas. Three panel discussions were held on international issues and outlook: Emerging trends in Latin America; Update on the former Soviet Union; and Balancing world energy markets. The sessions on company strategies and perspectives included presentations by Enserch Corp., Union Pacific Resources, Union Texas Petroleum Holdings, Inc., and Triton Energy Corp. These sessions included the current position of the company, problems with development of specific fields, sharing the risks of exploratory drilling, commitment to domestic exploration, and international ventures in exploration.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    Trends in properties of motor gasolines for the years 1942 through 1984; diesel fuels for the years 1950 through 1983; aviation fuels for the years 1947 through 1983; and heating oils for the years 1955 through 1984, have been evaluated based upon data contained in surveys prepared and published by the National Institute for Petroleum and Energy Research (NIPER) formerly the Bartlesville Energy Technology Center (BETC). The surveys for motor gasolines were conducted under a cooperative agreement with the Coordinating Research Council (CRC) and the Bureau of Mines from 1935 through 1948 and in cooperation with the American Petroleum Institute (API) since 1948 for all surveys. The motor gasoline surveys have been published twice annually since 1935 describing the properties of motor gasolines throughout the country. Other surveys prepared in cooperation with API and the Bureau of Mines, the Energy Research and Development Administration, the Department of Energy, and currently NIPER were aviation gasolines beginning in 1947, diesel fuels in 1950, aviation turbine fuels in 1951, and heating oils, formerly burner fuel oils, in 1955. Various companies throughout the country obtain samples of motor gasolines from retail outlets and refinery samples for the other surveys, and analyze the samples using American Society for Testing and Materials (ASTM) procedures. The analytical data are sent to the Bartlesville Center for survey preparation and distribution. A summary report has been assembled from data in 83 semiannual surveys for motor gasolines that shows trends throughout the entire era from winter 19

    Chapter 5 analyzes the anthropogenic greenhouse gas (GHG) emission trends until the present and the main drivers that explain those trends. The chapter uses different perspectives to analyze past GHG-emissions trends, including aggregate emissions flows and per capita emissions, cumulative emissions, sectoral emissions, and territory-based vs. consumption-based emissions. In all cases, global and regional trends are analyzed. Where appropriate, the emission trends are contextualized with long-term historic developments in GHG emissions extending back to 1750.

    Data on the use of natural gas, electricity, distillate and residual fuel oil, coal, and purchased coke were collected from the United States Bureau of the Census and aggregated nationally and by Census Region. Trend profiles for each fuel and industry were developed and economic, regulatory, and regional factors contributing to these trends were examined. The recession that followed the OPEC embargo in 1973 affected the industrial sector and the heavily industrialized regions of the country most severely. Both industrial production and fuel consumption fell significantly in 1975. As production recovered, spiraling fuel prices promoted conservation efforts, and overall fuel consumption remained at pre-recession levels. From 1975 to 1977 natural gas consumption decreased in almost all the industries examined with curtailments of gas supplies contributing to this trend.

    The Radioactive Waste Management Complex (RWMC) is the disposal and storage facility for low-level radioactive waste at the Idaho National Engineering Laboratory (INEL). Transuranic waste and mixed wastes were also disposed at the RWMC until 1970. It is located in the southwestern part of the INEL about 80 km west of Idaho Falls, Idaho. The INEL occupies a portion of the Eastern Snake River Plain (ESRP), a low-relief, basalt, and sediment-floored basin within the northern Rocky Mountains and northeastern Basin and Range Province. It is a cool and semiarid, sagebrush steppe desert characterized by irregular, rolling terrain. The RWMC began disposal of INEL-generated wastes in 1952, and since 1954, wastes have been accepted from other Federal facilities. Much of the waste is buried in shallow trenches, pits, and soil vaults. Until about 1970, trenches and pits were excavated to the basalt surface, leaving no sediments between the waste and the top of the basalt. Since 1970, a layer of sediment (about 1 m) has been left between the waste and the basalt. The United States Department of Energy (DOE) has developed regulations specific to radioactive-waste disposal, including environmental standards and performance objectives. The regulation applicable to all DOE facilities is DOE Order 5820.2A (Radioactive Waste Management). An important consideration for the performance assessment of the RWMC is the long-term geomorphic stability of the site. Several investigators have identified geologic processes and events that could disrupt a radioactive waste disposal facility. Examples of these {open_quotes}geomorphic hazards{close_quotes} include changes in stream discharge, sediment load, and base level, which may result from climate change, tectonic processes, or magmatic processes. In the performance assessment, these hazards are incorporated into scenarios that may affect the future performance of the RWMC.

    Mixing depth is an important quantity in the determination of air pollution concentrations. Fireweather forecasts depend strongly on estimates of the mixing depth as a means of determining the altitude and dilution (ventilation rates) of smoke plumes. The Savannah River United States Forest Service (USFS) routinely conducts prescribed fires at the Savannah River Site (SRS), a heavily wooded Department of Energy (DOE) facility located in southwest South Carolina. For many years, the Savannah River National Laboratory (SRNL) has provided forecasts of weather conditions in support of the fire program, including an estimated mixing depth using potential temperature and turbulence change with height at a given location. This paper examines trends in the average estimated mixing depth daily maximum at the SRS over an extended period of time (4.75 years) derived from numerical atmospheric simulations using two versions of the Regional Atmospheric Modeling System (RAMS). This allows for differences to be seen between the model versions, as well as trends on a multi-year time frame. In addition, comparisons of predicted mixing depth for individual days in which special balloon soundings were released are also discussed.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources.     In 2007, the Department of Energy's National Nuclear Security Administration (DOE/NNSA) Office of Nonproliferation and International Security (NA-24) completed a comprehensive review of the current and potential future challenges facing the international safeguards system. The review examined trends and events impacting the mission of international safeguards and the implications of expanding and evolving mission requirements on the legal authorities and institutions that serve as the foundation of the international safeguards system, as well as the technological, financial, and human resources required for effective safeguards implementation. The review's findings and recommendations were summarized in the report, 'International Safeguards: Challenges and Opportunities for the 21st Century (October 2007)'. One of the report's key recommendations was for DOE/NNSA to launch a major new program to revitalize the international safeguards technology and human resource base. In 2007, at the International Atomic Energy Agency's General Conference, then Secretary of Energy Samuel W. Bodman announced the newly created Next Generation Safeguards Initiative (NGSI). NGSI consists of five program elements: (1) Policy development and outreach; (2) Concepts and approaches; (3) Technology and analytical methodologies; (4) Human resource development; and (5) Infrastructure development. The ensuing report addresses the 'Human Resource Development (HRD)' component of NGSI. The goal of the HRD as defined in the NNSA Program Plan (November 2008) is 'to revitalize and expand the international safeguards human capital base by attracting and training a new generation of talent.' One of the major objectives listed in the HRD goal includes education and training, outreach to universities, professional societies, postdoctoral appointments, and summer internships at national laboratories.     A 33-person panel recently convened by Future Technology Surveys, Inc., identified a series of the most important IPP trends to have occurred int the past five years, and forecast what will happen in this volatile market over the next five years. The survey was designed to present viewpoints of experts in the United States and was intentionally not international in scope. The most important trends from 1989--1994 are ranked in order of importance as: global market; retail wheeling/open access; exempt wholesale generators (EWGs); Energy Policy Act 1992; increased competition; transmission (better access and policy changes); consolidation of industry; bulk power marketing and sales; open competitive bidding; and almost exclusive shift to large gas projects. There is shift in emphasis, and the introduction of new trends, in IPP executive prediction for the future (1995--1999). Their views, in order of importance, are: retail wheeling; increased globalization; consolidation of industry; competition and direct competition with utilities; open access transmission; restructuring of entire power utility industry; deregulation; electricity as a commodity; and unbundling of integrated monopolies.

    Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

    Oil and gas-fired packaged steam generators are used in many industrial plants. They generate saturated or superheated steam up to 250,000 lb/hr, 1000 psig, and 950 F. They may be used for continuous steam generation or as standby boilers in cogeneration systems. Numerous variables affect the design of this equipment. A few important considerations should be addressed at an early point by the plant engineer specifying or evaluating equipment options. These considerations include trends such as customized designs that minimize operating costs and ensure emissions regulations are met. The paper discusses efficiency considerations first.

    A process is underway to develop mature, integrated methodologies to address nonproliferation issues. A variety of methodologies (both qualitative and quantitative) are being considered. All have one thing in common, a need for a consistent set of proliferation related data that can be used as a basis for application. One approach to providing a basis for predicting and evaluating future proliferation events is to understand past proliferation events, that is, the different paths that have actually been taken to acquire or attempt to acquire special nuclear material. In order to provide this information, this report describing previous material acquisition activities (obtained from open source material) has been prepared. This report describes how, based on an evaluation of historical trends in nuclear technology development, conclusions can be reached concerning: (1) The length of time it takes to acquire a technology; (2) The length of time it takes for production of special nuclear material to begin; and (3) The type of approaches taken for acquiring the technology. In addition to examining time constants, the report is intended to provide information that could be used to support the use of the different non-proliferation analysis methodologies. Contributions to total U.S. greenhouse gas emissions in 2012 by various urban sectors include electricity (31%), transportation (28%), industry (20%), agriculture (10%), and commercial and residential (10%). Moreover, the heavy demands of energy consumption in the cities by residents, commercial businesses, industries, and transportation are important for maintaining and sustaining sufficient economic growth. The purpose of this study is to investigate the relationships between population trends, historical energy consumptions, the changes of average electricity price, average annual temperature, and extreme weather events for three selected cities: New York, Chicago, and Los Angeles. These cities are exemplary of, metropolitan areas in the East, Middle, and the Western regions of the U.S. Here, we find that the total energy consumptions of New York, Chicago, and Los Angeles are influenced to various degrees by changes in population, temperature and the average price of electricity and that only one city, Los Angeles, does price significantly affect electricity use. Our finding has implications for policy making, suggesting that each city s climate, size and general economic priorities must be considered in developing climate change mitigation strategies and incentives.

    Liberalization and restructuring of electricity markets are leading to a globalization of the industry. The electricity sector is moving from state dominance to private participation, from monopoly structures to competition. Greenfield investments in generation capacity are increasingly dominated by private operators; 53% of the 780 GW global capacity additions needed by 2007 will be independent power facilities. Existing power generation assets are changing hands, either through privatization or utility divestitures; 250 GW of capacity is expected to be privatized by 2007 and 310 GW of utility spin-offs are anticipated in the US. The structure of the industry will evolve from fragmentation, with many players operating in national markets, to a few global players operating across borders.

    Trends in motor gasolines for the years of 1942 through 1981 have been evaluated based upon data contained in surveys that have been prepared and published by the Bartlesville Energy Technology Center (BETC). These surveys have been published twice annually since 1935 describing the properties of motor gasolines from throughout the country. The surveys have been conducted in cooperation with the American Petroleum Institute (API) since 1948. Various companies from throughout the country obtain samples from retail outlets, analyze the samples by the American Society for Testing and Materials (ASTM) procedures, and report data to the Bartlesville center for compilation, tabulation, calculation, analysis and publication. A typical motor gasoline report covers 2400 samples from service stations throughout the country representing some 48 companies that manufacture and supply gasoline. The reports include trend charts, octane plots, and tables of test results from about a dozen different tests. From these data in 77 semiannual surveys, a summary report has thus been assembled that shows trends in motor gasolines throughout the entire era of winter 1942 to 1943 to the present. Trends of physical properties including octane numbers, antiknock ratings, distillation temperatures, Reid vapor pressure, sulfur and lead content are tabulated, plotted and discussed in the current report. Also included are trend effects of technological advances and the interactions of engine design, societal and political events and prices upon motor gasoline evolution during the 40 year period.

  9. Subsea production systems -- Trends in the nineties

    This paper describes recent subsea production system experience, with focus on cost reduction trends which are expected to continue throughout the remainder of the decade. First, the system configuration trend from large, heavy, multi-well integrated drilling template and production/injection manifold systems to small, lightweight, ``minitemplate`` systems or clustered well manifolds with individual satellite wells is addressed. Second, several equipment technology trends are addressed including towed flowline bundles with integral manifolds, development of improved reservoir management/data acquisition tools, subsea pressure boosting to extend the reach of subsea systems, emergence of the rental tool market and ``tool pools``, ``horizontal`` trees for certain applications, and standardization of subsea components and interfaces. This paper concludes that subsea production systems have successfully demonstrated their overall reliability, and have established a proven track record over the past thirty years of field experience. System configuration and equipment technology trends in the nineties are now improving the profitability and capability of subsea production systems. Subsea production system examples are cited along with generic costs to illustrate the effectiveness of these cost reduction trends. 12 figs.

    Passive and active detection of gamma rays from shielded radioactive materials, including special nuclear materials, is an important task for any radiological emergency response organization. This article reports on the current trends and status of gamma radiation detection objectives and measurement techniques as applied to nonproliferation and radiological emergencies. In recent years, since the establishment of the Domestic Nuclear Detection Office by the Department of Homeland Security, a tremendous amount of progress has been made in detection materials (scintillators, semiconductors), imaging techniques (Compton imaging, use of active masking and hybrid imaging), data acquisition systems with digital signal processing, field programmable gate arrays and embedded isotopic analysis software (viz. gamma detector response and analysis software [GADRAS]1), fast template matching, and data fusion (merging radiological data with geo-referenced maps, digital imagery to provide better situational awareness). In this stride to progress, a significant amount of interdisciplinary research and development has taken placetechniques and spin-offs from medical science (such as x-ray radiography and tomography), materials engineering (systematic planned studies on scintillators to optimize several qualities of a good scintillator, nanoparticle applications, quantum dots, and photonic crystals, just to name a few). No trend analysis of radiation detection systems would be complete without mentioning the unprecedented strategic position taken by the National Nuclear Security Administration (NNSA) to deter, detect, and interdict illicit trafficking in nuclear and other radioactive materials across international borders and through the global maritime transportationthe so-called second line of defense.

    This document is a source of frequently used global-change data. This second issue of the Trends series expands the coverage of sites recording atmospheric concentrations of carbon dioxide (CO{sub 2}) and methane (CH{sub 4}), and it updates records reported in the first issue. New data for other trace atmospheric gases have been included in this issue; historical data on nitrous oxide (N{sub 2}) from ice cores, modern records of atmospheric concentrations of chlorofluorocarbons (CFC-11 and CFC-12) and N{sub 2}O, and estimates of global estimates of CFC-11 and CFC-12. The estimates for global and national CO{sub 2} emissions from the burning of fossil fuels, the production of cement, and gas flaring have been revised and updated. Regional CO{sub 2} emission estimates have been added, and long-term temperature records have been updated and expanded. Data records are presented in four- to six-page formats, each dealing with a specific site, region, or emissions species. The data records include tables and graphs; discussion of methods for collecting, measuring, and reporting the data; trends in the data; and references to literature that provides further information. All data appearing in the document are available on digital media from the Carbon Dioxide Information Analysis Center.

    This report is a summary of the finance trends for small-scale solar photovoltaic (PV) projects (PV <1 MW), large-scale PV projects (PV greater than or equal to 1 MW), and concentrated solar power projects as reported in the National Renewable Energy Laboratory's Renewable Energy Finance Tracking Initiative (REFTI). The report presents REFTI data during the five quarterly periods from the fourth quarter of 2009 to the first half of 2011. The REFTI project relies exclusively on the voluntary participation of industry stakeholders for its data; therefore, it does not offer a comprehensive view of the technologies it tracks. Despite this limitation, REFTI is the only publicly available resource for renewable energy project financial terms. REFTI analysis offers usable inputs into the project economic evaluations of developers and investors, as well as the policy assessments of public utility commissions and others in the renewable energy industry.

Given the relatively large amount of energy affected by ambient temperature in the buildings sector, the Energy Information Administration has reevaluated what it considers normal weather for purposes of projecting future energy use for heating, cooling, and ventilation. The Annual Energy Outlook 2008, estimates of normal heating and cooling degree-days are based on the population-weighted average for the 10-year period from 1997 through 2006.

    The Cement Kiln Recycling Coalition (CKRC) is a national trade association representing virtually all the U.S. cement companies involved in the use of waste-derived fuel in the cement manufacturing process as well as those companies involved in the collection, processing, managing, and marketing of such fuel. CKRC, in conjunction with the National Association of Chemical Recyclers (NACR), completed several data collection activities over the past two years to provide the Environmental Protection Agency (EPA) and other interested parties with industry-wide trend analyses. The analyses evaluated the content of specific metals in waste fuels utilized by cement kilns, average Btu value of substitute fuels used by kilns, and provides insight into the trends of these properties. With the exception of the data collected by NACR, the study did not evaluate materials sent to hazardous waste incinerators or materials that are combusted at {open_quotes}on-site{close_quotes} facilities.

    This report outlines major conservation trends for the four US energy consuming sectors: residential, commercial, industrial, and transportation. Tables on residential use include data on gas, electricity, and fuel oil. Data is not available for renewable sources or for bottled gas, kerosene, or propane. Commercial data is also reported for gas, electricity, and fuel oil, and total consumption is examined on a square foot basis. Industrial trends are shown for the ten most energy intensive industries. In addition, industrial efficiencies by fuel are analyzed. For the transportation sector, petroleum products (particularly gasoline) are the major fuels considered, and selected energy intensities are examined. The discussion on each sector will cover findings, data sources, and data interpretation. Recommendations on reporting are part of the residential section of this report.

    For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI.     This report focuses on various major long-range (1977-2002) and intermediate-range (1982-2002) U.S. commercial trucking trends. The primary sources of data for this period were the U.S. Bureau of the Census Vehicle Inventory and Use Survey and Truck Inventory and Use Survey. In addition, selected 1977-2002 data from the U.S. Department of Energy/Energy Information Administration and from the U.S. Department of Transportation/Federal Highway Administration's Highway Statistics were used. The report analyzes (1) overall gasoline and diesel fuel consumption patterns by passenger vehicles and trucks and (2) the population changes and fuels used by all commercial truck classes by selected truck type (single unit or combination), during specified time periods, with cargo-hauling commercial trucks given special emphasis. It also assesses trends in selected vehicle miles traveled, gallons per vehicle miles traveled, and gallons per cargo ton-mile traveled, as well as the effect of cargo tons per truck on fuel consumption. In addition, the report examines long-range trends for related factors (e.g., long-haul mileages driven by heavy trucks) and their impacts on reducing fuel consumption per cargo-ton-mile and the relative shares of total commercial fuel use among truck classes. It identifies the effects of these trends on U.S. petroleum consumption. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs. It is important to note that this report covers only a portion of voluntary markets for renewable energy. It does not cover green power sold by independent marketers except for cases in which the marketers work in conjunction with utilities or default electricity suppliers.

    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US

    This paper will complement that delivered by Thomas root by following his historical analysis of the Fifth Amendment through recent case law with an analysis of regulatory taking through environmental statutes. The discussion will center on takings of water rights through application of the Clean Water Act and the Threatened and Endangered Species Act. Although the examples used will be hypothetical, they will be based upon factual situations. Some of the issues presented for consideration will be an examination of standing of municipalities and corporations under the Fifth Amendment, federal and state legislation impacting the judicial trend toward reviving the Fifth Amendment, budgetary considerations, and convergence from focus on real property to other types of property. The author will also discuss the judicial trend in the Fifth Amendment cases from reliance on federal power to regulate to financial impact on real property resulting from regulation, and the potential for a return to the analysis of the power to regulate through a resurrection of the Tenth Amendment limitation of powers.

    This report discusses early results of research on trends in solar cooking worldwide and the key factors in those trends. It is based on household interviews in Belize, Honduras and Nicaragua and mail surveys from scattered individuals and promotion projects worldwide. Household interviews from six more countries will be included in future reports. Early data indicate that where solar cooking has been introduced an immediate, rapid increase in awareness and interest in solar cooking is followed by slow, sustained growth in actual solar cooking two or three years later, after an incubation period. Access to information and affordable materials for the cookers are important. Individual users and promoters both identify similar key elements for effective promotion projects, but in current projects many are often missing. Even so, successes of these small-scale efforts verify the benefits and acceptability of solar cooking to families in many regions, and should encourage much broader promotion efforts. Future reports will explore various economic, technical, cultural and environmental factors in solar cooking use as guides for larger efforts.

  2. Trends in heavy oil production and refining in California

    This report is one of a series of publications assessing the feasibility of increasing domestic heavy oil production and is part of a study being conducted for the US Department of Energy. This report summarizes trends in oil production and refining in Canada. Heavy oil (10{degrees} to 20{degrees} API gravity) production in California has increased from 20% of the state`s total oil production in the early 1940s to 70% in the late 1980s. In each of the three principal petroleum producing districts (Los Angeles Basin, Coastal Basin, and San Joaquin Valley) oil production has peaked then declined at different times throughout the past 30 years. Thermal production of heavy oil has contributed to making California the largest producer of oil by enhanced oil recovery processes in spite of low oil prices for heavy oil and stringent environmental regulation. Opening of Naval Petroleum Reserve No. 1, Elk Hills (CA) field in 1976, brought about a major new source of light oil at a time when light oil production had greatly declined. Although California is a major petroleum-consuming state, in 1989 the state used 13.3 billion gallons of gasoline or 11.5% of US demand but it contributed substantially to the Nation`s energy production and refining capability. California is the recipient and refines most of Alaska`s 1.7 million barrel per day oil production. With California production, Alaskan oil, and imports brought into California for refining, California has an excess of oil and refined products and is a net exporter to other states. The local surplus of oil inhibits exploitation of California heavy oil resources even though the heavy oil resources exist. Transportation, refining, and competition in the market limit full development of California heavy oil resources.

    Societal needs related to demographics, resources, and human behavior will drive technological advances over the next 20 years. Nanotechnology is anticipated to be an important enabler of these advances, and thus maybe anticipated to have significant influence on new systems approaches to solving societal problems as well as on extending current science and technology-based applications. To examine the potential implications of nanotechnology a societal needs-driven approach is taken. Thus the methodology is to present the definition of the problem, and then examine system concepts, technology issues, and promising future directions. We approach the problem definition from a national and global security perspective and identify three key areas involving the condition of the planet, the human condition, and global security. In anticipating societal issues in the context of revolutionary technologies, such as maybe enabled by nanoscience, the importance of working on the entire life cycle of any technological solution is stressed.

  18. Retrospective Evaluation of Appliance Price Trends

    Real prices of major appliances (refrigerators, dishwashers, heating and cooling equipment) have been falling since the late 1970s despite increases in appliance efficiency and other quality variables. This paper demonstrates that historic increases in efficiency over time, including those resulting from minimum efficiency standards, incur smaller price increases than were expected by Department of Energy (DOE) forecasts made in conjunction with standards. This effect can be explained by technological innovation, which lowers the cost of efficiency, and by market changes contributing to lower markups and economies of scale in production of higher efficiency units. We reach four principal conclusions about appliance trends and retail price setting: 1. For the past several decades, the retail price of appliances has been steadily falling while efficiency has been increasing. 2. Past retail price predictions made by DOE analyses of efficiency standards, assuming constant prices over time, have tended to overestimate retail prices. 3. The average incremental price to increase appliance efficiency has declined over time. DOE technical support documents have typically overestimated this incremental price and retail prices. 4. Changes in retail markups and economies of scale in production of more efficient appliances may have contributed to declines in prices of efficient appliances.

  19. Trends in Utility Green Pricing Programs (2005)

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilities—or about 20% of all utilities nationally—provide their customers a “green power” option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

  20. Electric steelmaking: recent trends and future constraints

    This report provides a very brief description of steelmaking, and an overview of comparative data, primarily related to the use of energy and materials for each of the major steelmaking processes. This is followed by a discussion of possible limitations on the use of scrap - the current raw material for electric steel - and possible technological routes for overcoming them. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. Electric steel-making is viable in its own right. The trend toward electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental and energy advantages for the US at large. Conversion to electric steelmaking offers a 4 to 1 advantage in terms of the overall energy used to produce a ton of steel, and a 2 to 1 savings in energy cost for the producer. The amount of energy saved, to produce the same amount of steel in 1967 and 1980, was equivalent to 25 million tons of coal. Furthermore, the amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces. Using the existing scrap to produce steel would save the energy equivalent of two billion barrels of oil. 44 references, 6 figures, 7 tables.

    This report presents selected results from a secondary analysis of public opinion surveys, taken at the national and state/local levels, relevant to energy and environmental policy choices. The data base used in the analysis includes about 2000 items from nearly 600 separate surveys conducted between 1979 and 1992. Answers to word-for-word questions were traced over time, permitting trend analysis. Patterns of response were also identified for findings from similarly worded survey items. The analysis identifies changes in public opinion concerning energy during the past 10 to 15 years.

    This paper examines the changing energy mix for Asia to 2020, and impacts of increased coal consumption on Asia`s share of world SO{sub 2} and CO{sub 2} emissions. Stricter SO{sub 2} emissions laws are summarized for eight Asian economies along with implications for fuel and technology choices. The paper compares the economics of different technologies for coal and natural gas in 1997 and in 2007. Trends toward introducing clean coal technologies and the use of natural gas will accelerate in response to tighter environmental standards by 2000. The most important coal conversion technology for Asia, particularly China, in the long term is likely to be integrated gasification combined-cycle (IGCC), but only under the assumption of multiple products.

    Climate change is increasingly recognized as having national security implications, which has prompted dialogue between the climate change and national security communities – with resultant advantages and differences. Climate change research has proven useful to the national security community sponsors in several ways. It has opened security discussions to consider climate as well as political factors in studies of the future. It has encouraged factoring in the stresses placed on societies by climate changes (of any kind) to help assess the potential for state stability. And it has shown that, changes such as increased heat, more intense storms, longer periods without rain, and earlier spring onset call for building climate resilience as part of building stability. For the climate change research community, studies from a national security point of view have revealed research lacunae, for example, such as the lack of usable migration studies. This has also pushed the research community to consider second- and third-order impacts of climate change, such as migration and state stability, which broadens discussion of future impacts beyond temperature increases, severe storms, and sea level rise; and affirms the importance of governance in responding to these changes. The increasing emphasis in climate change science toward research in vulnerability, resilience, and adaptation also frames what the intelligence and defense communities need to know, including where there are dependencies and weaknesses that may allow climate change impacts to result in security threats and where social and economic interventions can prevent climate change impacts and other stressors from resulting in social and political instability or collapse.

    As offshore oil and gas resources become exhausted, the associated production platforms and facilities will be decommissioned. The world-wide oil and gas industry is strictly regulated by global, regional and national guidelines which have been developed by governments to find the most responsible framework to perform the decommissioning. In the summer of 1995, the Brent Spar incident brought uncertainty to decommissioning world-wide. In June of 1995, a moratorium prohibiting sea disposal within the North East Atlantic was imposed by the Oslo Commission, and an unsuccessful attempt was made in December of 1995 to impose a world-wide moratorium on sea disposal at the London Convention.

  5. Trends in heavy oil production and refining in California

    This report is one of a series of publications assessing the feasibility of increasing domestic heavy oil production and is part of a study being conducted for the US Department of Energy. This report summarizes trends in oil production and refining in Canada. Heavy oil (10{degrees} to 20{degrees} API gravity) production in California has increased from 20% of the state's total oil production in the early 1940s to 70% in the late 1980s. In each of the three principal petroleum producing districts (Los Angeles Basin, Coastal Basin, and San Joaquin Valley) oil production has peaked then declined at different times throughout the past 30 years. Thermal production of heavy oil has contributed to making California the largest producer of oil by enhanced oil recovery processes in spite of low oil prices for heavy oil and stringent environmental regulation. Opening of Naval Petroleum Reserve No. 1, Elk Hills (CA) field in 1976, brought about a major new source of light oil at a time when light oil production had greatly declined. Although California is a major petroleum-consuming state, in 1989 the state used 13.3 billion gallons of gasoline or 11.5% of US demand but it contributed substantially to the Nation's energy production and refining capability. California is the recipient and refines most of Alaska's 1.7 million barrel per day oil production. With California production, Alaskan oil, and imports brought into California for refining, California has an excess of oil and refined products and is a net exporter to other states. The local surplus of oil inhibits exploitation of California heavy oil resources even though the heavy oil resources exist. Transportation, refining, and competition in the market limit full development of California heavy oil resources.

    Controlling transportation energy use looms as a serious challenge for the United States in the 21st century. Demand for transportation services is steadily growing, driven by increasing population, economic activity, and incomes. Few forces presently constrain growth in travel by the energy-intensive modes of automobile, truck, and air transportation. In contrast to other sectors of the economy, transportation energy efficiency improvements are nearly stagnant. Efficiency increases are now absent in highway modes; aircraft efficiency is improving, but not enough to offset rising air travel. Transportation is also the most oil-dependent sector of the economy as well as the country`s most rapidly growing source of greenhouse gas emissions. A conservative forecast indicates US transportation energy consumption rising from 23 Quads in 1990 to roughly 36 Quads by 2030; less conservative assumptions push the total to 43 Quads by 2030. Yet opportunities exist for efficiency improvements to counter a substantial portion of this growth. The most promising options are technological, with potential long-term efficiency improvements of threefold for light vehicles, twofold for aircraft, and 65 percent for heavy trucks. Combined with system efficiency changes to help limit growth of the energy-intensive modes, transportation energy use might be cut to 19 Quads by 2030. Pursuing cost-effective strategies to move the system toward such reduced energy intensiveness would be clearly valuable for the economy and environment. This paper examines these trends and options, and offers suggestions for policies that could lead to reductions in transportation energy use and its associated problems such as greenhouse gas emissions and oil dependence risks. 24 refs., 6 figs., 3 tabs.

    Late Chesterian (Mississippian) and Morrowan (Pennsylvanian) unconformity-bounded packages in the Western Interior have traditionally been viewed as sequences separated by a regional basal Pennsylvanian unconformity. Analysis of alluvial valley trends and paleontological data suggests that these sequences are related and formed in response to multiple relative sea level fluctuations initiated in the Chesterian which continued throughout the Pennsylvanian. The Darwin, Tyler, Morrowan, and Humbug formations of the Western Interior appear to have formed in retrogradational parasequence sets of alluvial valley fills and marine transgressive systems tracts repeatedly developed around the flanks of the transcontinental arch. Relative sea level rises following each major incisement created a complex intertonguing of marine strata responsible for fluvial aggradation of each valley system. These sequences progressively backstep and grow younger toward the transcontinental arch, where Atokan and Desmoinesan strata cap the oldest preserved surfaces. At least four major paleodrainage basins have been identified, and valley-fill production has been established in three of these. The previously unrecognized age equivalency of these formations provides a new regional sequence stratigraphic interpretation which has hydrocarbon exploration implications in frontier areas of Utah and Colorado. Seismic resolution and an understanding of hydrocarbon migration paths hold the key to developing new exploration trends.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    This paper examines experience in solar renewable energy certificate (SREC) markets in the United States. It describes how SREC markets function--key policy design provisions, eligible technologies, state and regional eligibility rules, solar alternative compliance payments, measurement and verification methods, long-term contracting provisions, and rate caps. It also examines the trends of SREC markets--trading volumes, sourcing trends, trends in the size of solar photovoltaic (PV) systems driven by these markets, and trends in price and compliance. Throughout, the paper explores key issues and challenges facing SREC markets and attempts by policymakers to address some of these market barriers. Data and information presented in this report are derived from SREC tracking systems, brokers and auctions, published reports, and information gleaned from market participants and interviews with state regulators responsible for SREC market implementation. The last section summarizes key findings.
