    On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration.     The Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) created the Office of National Transportation in 2003 recognizing the need to revitalize and accelerate development of the transportation system. The Department has made a commitment to work through a collaborative planning process before developing specific policies and procedures and making transportation decisions. OCRWM has begun to build the institutional framework to support development of this transportation system. Interactions with stakeholders have been initiated. The authors describe the key stakeholders, identified issues, regional and national planning activities, and mechanisms for interaction.

    Transportation (DOT) and the Nuclear Regulatory Commission (NRC) to provide for the protection of the public and the environment; historically these regulations have proven quite sufficient. Even so, when the Department of Energy (DOE) makes radioactive materials shipments, that are deemed to be a major federal activity, regulations under the National Environmental Policy Act require that public input on safety issues be sought. This requirement leads to interactions with State, Tribal and local stakeholders that often result in the imposition of extra-regulatory requirements requirements beyond those prescribed by DOT and NRC regulations. Unfortunately, these additional requirements virtually always increase costs and delay schedules, and usually do so without significantly increasing, and possibly even decreasing overall transportation safety. We believe that this problem arises because of efforts to achieve stakeholder consensus rather than stakeholder consent, where consensus connotes universal agreement with all aspects of the program, while consent, as used here, is simple agreement with the overall course of action. Gaining consensus entails extensive negotiations because all aspects and requirements of the project must be agreed to by each stakeholder. Gaining consent, on the other hand, requires only that stakeholders be satisfied that the project, as planned, provides adequately for their safety needs. This article addresses the issue of consent versus consensus and proposes a systematic, decision science process for reaching consent. Key steps in this proposed process are early identification and involvement of stakeholders, compilation of their concerns, perceptions, needs, causes, and translation of that information into an appropriate set of derived requirements. These derived requirements, along with already-established DOT and NRC regulatory requirements, form the necessary and sufficient conditions for safe transportation and for obtaining

    As a primary stakeholder in the Yucca Mountain program, the state of Nevada has spent three decades examining and considering national policy regarding spent nuclear fuel and high-level radioactive waste transportation. During this time, Nevada has identified 10 issues it believes are critical to ensuring the safety and security of any spent nuclear fuel transportation program, and achieving public acceptance. These recommendations are: 1) Ship the oldest fuel first; 2) Ship mostly by rail; 3) Use dual-purpose (transportable storage) casks; 4) Use dedicated trains for rail shipments; 5) Implement a full-scale cask testing program; 6) Utilize a National Environmental Policy Act (NEPA) process for the selection of a new rail spur to the proposed repository site; 7) Implement the Western Interstate Energy Board (WIEB) 'straw man' process for route selection; 8) Implement Section 180C assistance to affected States, Tribes and localities through rulemaking; 9) Adopt safety and security regulatory enhancements proposed states; and 10) Address stakeholder concerns about terrorism and sabotage. This paper describes Nevada's proposals in detail and examines their current status. The paper describes the various forums and methods by which Nevada has presented its arguments and sought to influence national policy. As of 2012, most of Nevada's recommendations have been adopted in one form or another, although not yet implemented. If implemented in a future nuclear waste program, the State of Nevada believes these recommendations would form the basis for a successful national transportation plan for shipments to a geologic repository and/or centralized interim storage facility.     This article studies the participation of stakeholders in climate change decision-making in Alaska s National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.

    The purpose of this report is to examine the Department of Transportation`s (DOT) National Transportation System (NTS) initiative, to document what has been learned, and to outline a National Transportation Network Analysis Capability (NTNAC) based on a ``TRANSIMS-like`` approach. This study was conducted over a two month period at the end of FY1997. The scope of the effort was carefully defined to accommodate the short time horizon and to provide focus to a very large analytical problem. The objectives were to: (1) define the NTS and the NTS problem; (2) identify problem characteristics; (3) describe an analytical solution based on the TRANSIMS approach; (4) identify data requirements and availability; (5) develop criteria for a scenario to be used in a prototype demonstration; and (6) select a scenario for the prototype demonstration.

    The RACER (Risk Analysis, Communication, Evaluation, and Reduction) project was created in 2003, as an effort to enhance the Los Alamos National Laboratory's ability to effectively communicate the data and processes used to evaluate environmental risks to the public and the environment. The RACER project staff consists of members of Risk Assessment Corporation, Los Alamos National Laboratory (LANL), and the New Mexico Environment Department (NMED). RACER staff worked closely with members of the community, tribal governments, and others within NMED and LANL to create innovative tools and a process that could provide information to regulators, LANL and the community about the sources of public health risk and ecological impact from LAN L operations. The RACER Data Analysis Tool (DA T) provides the public with webbased access to environmental measurement data collected in and around the LANL site. Its purpose is to provide a 'transparent' view to the public of all data collected by LANL and NMED regarding the LANL site. The DAT is available to the public at 'www.racernm.com'.

    NREL Analysis Insights mines our body of analysis work to synthesize topical insights and key findings. In this issue, we examine transportation systems, alternative fuels, and implications of increasing electrification of transit. Moving people and goods from point A to B has never been easier, but our current transportation systems also take a toll on our environment. Transportation currently accounts for 71% of total U.S. petroleum use and 33% of the nation’s total carbon emissions. With new technology, can we make our transportation system cleaner and more cost effective? NREL is applying its analytical expertise and imagination to do just that. Solutions start with systems thinking. Connecting the dots between physical components - vehicles, fueling stations, and highways - and institutional components - traffic laws, regulations, and vehicle standards - helps illuminate solutions that address the needs of the transportation system's many stakeholders.

    The most significant energy consuming infrastructures and the greatest contributors to greenhouse gases for any developed nation today are electric and freight/passenger transportation systems. Technological alternatives for producing, transporting and converting energy for electric and transportation systems are numerous. Addressing costs, sustainability and resilience of electric and transportation needs requires long-term assessment since these capital-intensive infrastructures take years to build with lifetimes approaching a century. Yet, the advent of electrically driven transportation, including cars, trucks and trains, creates potential interdependencies between the two infrastructures that may be both problematic and beneficial. We are developing modelling capability to perform long-term electric and transportation infrastructure design at a national level, accounting for their interdependencies. The approach combines network flow modelling with a multi-objective solution method. We describe and compare it to the state of the art in energy planning models. An example is presented to illustrate important features of this new approach.

    This paper explores the nexus between project management and the National Environmental Policy Act (NEPA) activities for developing the Nevada Rail Line to Yucca Mountain. In many federal agencies, the responsibility for project management is completely separate from the responsibility for NEPA implementation; however, each Department of Energy (DOE) Departmental Element has a NEPA Compliance Officer. This ensures effective integration between NEPA and project management activities. As the project management and NEPA activities are implemented, it becomes clear that they are very complimentary processes. This paper will describe the integration of NEPA and project management activities for development of a rail line to the Yucca Mountain geologic repository in Nye County, Nevada. (authors)

  8. THE LOS ALAMOS NATIONAL LABORATORY ATMOSPHERIC TRANSPORT AND DIFFUSION MODELS

    The LANL atmospheric transport and diffusion models are composed of two state-of-the-art computer codes. The first is an atmospheric wind model called HOThlAC, Higher Order Turbulence Model for Atmospheric circulations. HOTMAC generates wind and turbulence fields by solving a set of atmospheric dynamic equations. The second is an atmospheric diffusion model called RAPTAD, Random Particle Transport And Diffusion. RAPTAD uses the wind and turbulence output from HOTMAC to compute particle trajectories and concentration at any location downwind from a source. Both of these models, originally developed as research codes on supercomputers, have been modified to run on microcomputers. Because the capability of microcomputers is advancing so rapidly, the expectation is that they will eventually become as good as today's supercomputers. Now both models are run on desktop or deskside computers, such as an IBM PC/AT with an Opus Pm 350-32 bit coprocessor board and a SUN workstation. Codes have also been modified so that high level graphics, NCAR Graphics, of the output from both models are displayed on the desktop computer monitors and plotted on a laser printer. Two programs, HOTPLT and RAPLOT, produce wind vector plots of the output from HOTMAC and particle trajectory plots of the output from RAPTAD, respectively. A third CONPLT provides concentration contour plots. Section II describes step-by-step operational procedures, specifically for a SUN-4 desk side computer, on how to run main programs HOTMAC and RAPTAD, and graphics programs to display the results. Governing equations, boundary conditions and initial values of HOTMAC and RAPTAD are discussed in Section III. Finite-difference representations of the governing equations, numerical solution procedures, and a grid system are given in Section IV.

    Following the defunding of the Yucca Mountain Project, it is reasonable to assume that commercial used fuel will remain in storage for the foreseeable future. This report proposes supplementing the ongoing research and development work related to potential degradation of used fuel, baskets, poisons, and storage canisters during an extended period of storage with a parallel path. This parallel path can assure criticality safety during transportation by implementing a concept that achieves moderator exclusion (no in-leakage of moderator into the used fuel cavity). Using updated risk assessment insights for additional technical justification and relying upon a component inside of the transportation cask that provides a watertight function, a strong argument can be made that moderator intrusion is not credible and should not be a required assumption for criticality evaluations during normal conditions of transportation. A demonstrating testing program supporting a detailed analytical effort as well as updated risk assessment insights can provide the basis for moderator exclusion during hypothetical accident conditions. This report also discusses how this engineered concept can support the goal of standardized transportation.

    The U.S.Department of Energys (DOE) National Spent Nuclear Fuel Program (NSNFP), located at the Idaho National Engineering and Environmental Laboratory (INEEL), has been chartered with the responsibility for developing spent nuclear fuel (SNF) standardized canisters and a transportation cask system for shipping DOE SNF to the national repository. The mandate for this development is outlined in the Memorandum of Agreement for Acceptance of Department of Energy Spent Nuclear Fuel and High-Level Radioactive Waste that states, EM shall design and fabricate DOE SNF canisters for shipment to RW. (1) It also states, EM shall be responsible for the design, NRC certification, and fabrication of the transportation cask system for DOE SNF canisters or bare DOE SNF in accordance with 10 CFR Part 71. (2) In fulfillment of these requirements, the NSNFP has developed four SNF standardized canister configurations and has conceptually designed a versatile transportation cask system for shipping the canisters to the national repository.1 The standardized canister sizes were derived from the national repository waste package design for co-disposal of SNF with high-level waste (HLW). One SNF canister can be placed in the center of the waste package or one can be placed in one of five radial positions, replacing a HLW canister. The internal cavity of the transportation cask was derived using the same logic, matching the size of the internal cavity of the waste package. The size of the internal cavity for the transportation cask allows the shipment of multiple canister configurations with the application of a removable basket design. The standardized canisters have been designed to be loaded with DOE SNF, placed into interim storage, shipped to the national repository, and placed in a waste package without having to be reopened. Significant testing has been completed that clearly demonstrates that the standardized canisters can safely achieve their intended design goals. The

Detailed descriptions of the input files containing data from Sediment Erosion at Depth flume (SEDflume) measurements are provided along with the description of the source code implementing sediment transport. Both the theoretical description of sediment transport employed in SNL-EFDC and the source code are described. This user manual is meant to be used in conjunction with the EFDC manual (Hamrick 1996) because there will be no reference to the hydrodynamics in EFDC. Through this document, the authors aim to provide the necessary information for new users who wish to implement sediment transport in EFDC and obtain a clear understanding of the source code.

  2. Going the Distance? NRC's Response to the National Academy of Science's Transportation Study

    In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW.     The Department of Energy (DOE) Fuel Cells for Transportation Program is structured to effectively implement the research and development (R and D) required for highly efficient, low or zero emission fuel cell power systems to be a viable replacement for the internal combustion engine in automobiles. The Program is part of the Partnership for a New Generation of Vehicles (PNGV), a government-industry initiative aimed at development of an 80 mile-per-gallon vehicle. This Annual Report summarizes the technical accomplishments of the laboratories during 1997. Participants include: Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), Lawrence Berkeley National Laboratory (LBNL), Los Alamos National Laboratory (LANL), Oak Ridge National Laboratory (ORNL), Pacific Northwest National Laboratory (PNNL), and the National Renewable Energy Laboratory (NREL). During 1997, the laboratory R and D included one project on solid oxide fuel cells; this project has since been terminated to focus Department resources on PEM fuel cells.     This report documents the objectives, analytical approach and development of the National Energy Modeling System (NEMS) Transportation Model (TRAN). The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated by the model. The NEMS Transportation Model comprises a series of semi-independent models which address different aspects of the transportation sector. The primary purpose of this model is to provide mid-term forecasts of transportation energy demand by fuel type including, but not limited to, motor gasoline, distillate, jet fuel, and alternative fuels (such as CNG) not commonly associated with transportation. The current NEMS forecast horizon extends to the year 2010 and uses 1990 as the base year. Forecasts are generated through the separate consideration of energy consumption within the various modes of transport, including: private and fleet light-duty vehicles; aircraft; marine, rail, and truck freight; and various modes with minor overall impacts, such as mass transit and recreational boating. This approach is useful in assessing the impacts of policy initiatives, legislative mandates which affect individual modes of travel, and technological developments. The model also provides forecasts of selected intermediate values which are generated in order to determine energy consumption. These elements include estimates of passenger travel demand by automobile, air, or mass transit; estimates of the efficiency with which that demand is met; projections of vehicle stocks and the penetration of new technologies; and estimates of the demand for freight transport which are linked to forecasts of industrial output. Following the estimation of energy demand, TRAN produces forecasts of vehicular emissions of the following pollutants by source: oxides of sulfur, oxides of nitrogen, total carbon, carbon dioxide, carbon monoxide, and volatile organic compounds.

  13. Stakeholder participation in health impact assessment: A multicultural approach

    The literature on impact assessment (HIA) registers the importance of stakeholder participation in the assessment process, but still lacks a model for engaging stakeholders of diverse ethnic, professional and sectorial backgrounds. This paper suggests that the multicultural approach can contribute to HIA through a revision of the generic 5-step HIA model, and its implementation in a metropolitan plan in Southern Israel. The health issue scoped by the stakeholders in the HIA is related to land uses in the vicinity of the national hazardous industry and hazardous waste site. The stakeholders were representatives of the diverse populations at stake, including rural Bedouins and Jewish city dwellers, as well as representatives from the public sector, private sector, non-governmental organizations and academia. The case study revealed that a multicultural stakeholder participation process helps to uncover health issues known to the community which were not addressed in the original plan, and provides local knowledge regarding health conditions that is especially valuable when scientific data is uncertain or absent. It enables diverse stakeholders to prioritize the health issues that will be assessed. The case study also reveals ways in which the model needs revisions and improvements such as in recruitment of diverse participants.     Experiments that characterize and develop a high energy-density half-hohlraum platform for use in bench-marking radiation hydrodynamics models have been conducted at the National Ignition Facility (NIF). Results from the experiments are used to quantitatively compare with simulations of the radiation transported through an evolving plasma density structure, colloquially known as an N-wave. A half-hohlraum is heated by 80 NIF beams to a temperature of 240 eV. This creates a subsonic di usive Marshak wave which propagates into a high atomic number Ta2O5 aerogel. The subsequent radiation transport through the aerogel and through slots cut into the aerogel layer is investigated. We describe a set of experiments that test the hohlraum performance and report on a range

    The RISKIND computer program was developed for the analysis of radiological consequences and health risks to individuals and the collective population from exposures associated with the transportation of spent nuclear fuel (SNF) or other radioactive materials. The code is intended to provide scenario-specific analyses when evaluating alternatives for environmental assessment activities, including those for major federal actions involving radioactive material transport as required by the National Environmental Policy Act (NEPA). As such, rigorous procedures have been implemented to enhance the code`s credibility and strenuous efforts have been made to enhance ease of use of the code. To increase the code`s reliability and credibility, a new version of RISKIND was produced under a quality assurance plan that covered code development and testing, and a peer review process was conducted. During development of the new version, the flexibility and ease of use of RISKIND were enhanced through several major changes: (1) a Windows{sup {trademark}} point-and-click interface replaced the old DOS menu system, (2) the remaining model input parameters were added to the interface, (3) databases were updated, (4) the program output was revised, and (5) on-line help has been added. RISKIND has been well received by users and has been established as a key component in radiological transportation risk assessments through its acceptance by the U.S. Department of Energy community in recent environmental impact statements (EISs) and its continued use in the current preparation of several EISs.

    The Great Smoky Mountains National Park, located along the border between North Carolina and Tennessee, is the most visited national park in the United States. This rugged, mountainous area presents many transportation challenges. The immense popularity of the Smokies and the fact that the primary mode of transportation within the park is the personal vehicle have resulted in congestion, damage to the environment, impacts on safety, and a degraded visitor experience. Access to some of the Smokies historical, cultural, and recreational attractions via a mass transit system could alleviate many of the transportation issues. Although quite a few organizations are proponents of a mass transit system for the Smokies, there is a lack of coordination among all parties. In addition, many local residents are not completely comfortable with the idea of transit in the Smokies. This document provides a brief overview of the current transportation needs and limitations in the Great Smoky Mountains National Park, identifies agencies and groups with particular interests in the Smokies, and offers insights into the benefits of using Intelligent Transportation Systems (ITS) technologies in the Smokies. Recommendations for the use of rural ITS transit to solve two major transportation issues are presented.

    In several studies conducted by the Office of Environmental Management, the Department of Energy (DOE) has begun its first analysis of the benefits of stakeholder involvement. The studies seek to determine how public participation in DOE activities has contributed to cost savings, has changed the course of action for environmental projects, and has influenced the priorities of a national environmental program. This presentation will discuss the results and conclusions of following three studies: Stakeholder Survey of Trust and Confidence; the Success Stories study; and the Site-Specific Advisory Board Evaluation. These studies are taking their data from environmental management projects at Department of Energy sites throughout the United States. The studies of stakeholder involvement are currently analyzing the role of several variables in stakeholder involvement including the climate surrounding the environmental project or decision, the strategies used by DOE, the nature of the actual interactions, the attempts to reach consensus among interested parties, the role played by primary decision-makers, the goals set by the Department or by its stakeholders, and the revision of strategies during the stakeholder involvement process. Based on this analysis the planning and execution of future stakeholder involvement activities in Environmental Management will be improved. The study goal of establishing a set of factors that characterize successful stakeholder involvement within the Environmental Management program, will allow inference as to stakeholder involvement in other Federal and private environmental projects.

    In 1999, the State of Nevada brought its concerns about physical protection of current spent nuclear fuel (SNF) shipments, and future SNF shipments to a federal repository, before the NRC in a 1999 petition for rulemaking (PRM-73-10). In October 2010, the NRC published a rulemaking decision which would significantly strengthen physical protection of SNF in transit. The newest articulation of the rule (10 CFR 73.37) incorporates regulatory clarifications and security enhancements requested in Nevada's 1999 petition for rulemaking, codifies the findings of the Nuclear NRC and DOE consequence analyses into policy guidance documents and brings forward into regulations the agency and licensee experience gained since the terrorist attacks of September 11, 2001. Although at present DOE SNF shipments would continue to be exempt from these NRC regulations, Nevada considers the rule to constitute a largely satisfactory resolution to stakeholder concerns raised in the original petition and in subsequent comments submitted to the NRC. This paper reviews the process of regulatory changes, assesses the specific improvements contained in the new rules and briefly describes the significance of the new rule in the context of a future national nuclear waste management program. Nevada's petition for rulemaking led to a generally satisfactory resolution of the State's concerns. The decade plus timeframe from petition to rulemaking conclusion saw a sea change in many aspects of the relevant issues - perhaps most importantly the attacks on 9/11 led to the recognition by regulatory bodies that a new threat environment exists wherein shipments of SNF and HLW pose a viable target for human initiated events. The State of Nevada has always considered security a critical concern for the transport of these highly radioactive materials. This was one of the primary reasons for the original rulemaking petition and subsequent advocacy by Nevada on related issues. NRC decisions on the majority of

    During World War II, Los Alamos, New Mexico was chosen as the site for the secret development of the first atomic bomb. The remote location in the southwestern United States was ideal for such a project. After the war, research activities continued at the Los Alamos installation, focusing on new nuclear weapons models as well as greater effectiveness and reliability of existing weapons. Due to the emphasis on nuclear and non-nuclear weapons development as well as associated nuclear research, a large inventory of radionuclides and heavy metals have been tested, expended, and disposed of in the local environment, a high plateau of tuffaceous volcanic rocks incised by deep canyons in a semi-arid climate. In recent years an intensive evaluation of the environmental, impact of weapons testing at Los Alamos and elsewhere has been undertaken. GIS system utilization and image processing of past and current data has been an important part of this evaluation. Important problems can be more easily displayed and understood using this methodology. The main objective in this paper is to illustrate how transport of depleted uranium and associated heavy metals (copper in this case) used in dynamic testing of weapons components at open air firing sites can be evaluated and visualized. In our studies, surface water has been found to be the predominant transport mechanism. We have sampled soils, sediments, fallout, runoff water and snowmelt over a number of years in order to understand contaminant transport on- and offsite. Statistical analyses of these data have assisted in our characterization of issues such as contaminant variability, spatially and temporally, as well as in development of transport rates.

    Our team has developed an experimental platform to evaluate the x-ray-generated stress and impulse in materials. Experimental activities include x-ray source development, design of the sample mounting hardware and sensors interfaced to the NIF’s diagnostics insertion system, and system integration into the facility. This paper focuses on the X-ray Transport and Radiation Response Assessment (XTRRA) test cassettes built for these experiments. The test cassette is designed to position six samples at three predetermined distances from the source, each known to within ±1% accuracy. Built in calorimeters give in situ measurements of the x-ray environment along the sample lines of sight.more » We discuss the measured accuracy of sample responses, as well as planned modifications to the XTRRA cassette.« less

    The attachments contained within this appendix provide additional details about the model development and estimation process which do not easily lend themselves to incorporation in the main body of the model documentation report. The information provided in these attachments is not integral to the understanding of the model`s operation, but provides the reader with opportunity to gain a deeper understanding of some of the model`s underlying assumptions. There will be a slight degree of replication of materials found elsewhere in the documentation, made unavoidable by the dictates of internal consistency. Each attachment is associated with a specific component of the transportation model; the presentation follows the same sequence of modules employed in Volume 1.     Over the past year, several modifications have been made to the NEMS Transportation Model, incorporating greater levels of detail and analysis in modules previously represented in the aggregate or under a profusion of simplifying assumptions. This document is intended to amend those sections of the Model Documentation Report (MDR) which describe these superseded modules. Significant changes have been implemented in the LDV Fuel Economy Model, the Alternative Fuel Vehicle Model, the LDV Fleet Module, and the Highway Freight Model. The relevant sections of the MDR have been extracted from the original document, amended, and are presented in the following pages. A brief summary of the modifications follows: In the Fuel Economy Model, modifications have been made which permit the user to employ more optimistic assumptions about the commercial viability and impact of selected technological improvements. This model also explicitly calculates the fuel economy of an array of alternative fuel vehicles (AFV`s) which are subsequently used in the estimation of vehicle sales. In the Alternative Fuel Vehicle Model, the results of the Fuel Economy Model have been incorporated, and the program flows have been modified to reflect that fact. In the Light Duty Vehicle Fleet Module, the sales of vehicles to fleets of various size are endogenously calculated in order to provide a more detailed estimate of the impacts of EPACT legislation on the sales of AFV`s to fleets. In the Highway Freight Model, the previous aggregate estimation has been replaced by a detailed Freight Truck Stock Model, where travel patterns, efficiencies, and energy intensities are estimated by industrial grouping. Several appendices are provided at the end of this document, containing data tables and supplementary descriptions of the model development process which are not integral to an understanding of the overall model structure.

    The Community Environmental Monitoring Program (CEMP) has promoted stakeholder involvement, awareness, and understanding of radiological surveillance in communities surrounding the Nevada Test Site (NTS) since 1981. It involves stakeholders in the operation, data collection, and dissemination of information obtained from a network of 29 stations across a wide area of Nevada, Utah and California. It is sponsored by the U.S. Department of Energy, National Nuclear Security Administration’s Nevada Site Office (NNSA/NSO) and administered by the Desert Research Institute (DRI) of the Nevada System of Higher Education. Integration of a near real-time communications system, a public web site, training workshops for involved stakeholders, and educational programs all help to alleviate public perception of risk of health effects from past activities conducted at the NTS.

    In an attempt to bring forth increased efficiency and effectiveness in assessing transportation risks associated with radioactive materials or wastes, the U.S. Department of Energy's (DOE's) National Transportation Program (NTP) published a resource handbook in 2002. The handbook draws from the broad technical expertise among DOE national laboratories and industry, which reflects the extensive experience gained from DOE's efforts in conducting assessments (i.e., environmental impact assessments) within the context of the National Environmental Policy Act (NEPA) in the past 20 years. The handbook is intended to serve as a primary source of information regarding the approach and basis for conducting transportation risk assessments under normal or accidental conditions that are associated with shipping radioactive materials or wastes. It is useful as a reference to DOE managers, NEPA assessors, technical analysts, contractors, and also stakeholders. It provides a summary of pertinent U.S. policies and regulations on the shipment of radioactive materials, existing guidance on preparing transportation risk assessments, a review of previous transportation risk assessments by DOE and others, a description of comprehensive and generally accepted transportation risk assessment methodologies, and a compilation of supporting data, parameters, and assumptions. The handbook also provides a discussion paper on an issue that has been identified as being important in the past. The discussion paper focuses on cumulative impacts, illustrating the ongoing evolution of transportation risk assessment. The discussion may be expanded in the future as emerging issues are identified. The handbook will be maintained and periodically updated to provide current and accurate information.

  16. Testing a Stakeholder Participation Framework for Fielding Bioremediation Technologies

    This research is investigating stakeholder attitudes about the use of bioremediation technologies with the objective of reducing conflict among stakeholders. The research protocol includes four closely related components. First, we are testing a framework for stakeholder participation that prescribes appropriate stakeholder involvement strategies based on stakeholders trust of the other parties involved in technology deployment decision-making. Second, we are assessing conflict among stakeholders regarding the acceptability of in situ bioremediation as a means to reduce risks posed by radionuclides and metals in the environment. Third, we are assessing the role that awareness of risk exposure plays in the willingness of stakeholders to engage in problem-solving and making risk tradeoffs. Fourth, we are assessing the potential of using the results of these first three components to forge consensus among stakeholders regarding the use and oversight of bioremediation technologies and stakeholder involvement in the decision process. This poster presents preliminary results of a Q methodological survey of stakeholders who are familiar with radionuclide and heavy metal contamination and DOE efforts to remediate that contamination at Los Alamos, Oak Ridge and Hanford reservations. The Q study allows the research team to diagnose conflict among stakeholders and discover opportunities for consensus.

Stakeholder interaction with the model and associated data capture was facilitated through two very different modes of engagement, one a standard interface involving radio buttons, slider bars, graphs and plots, while the other utilized an immersive serious gaming interface. The decision support architecture developed through this project was piloted in the Middle Rio Grande Basin to examine how these tools might be utilized to promote enhanced understanding and decision-making in the context of complex water resource management issues. Potential applications of this architecture and its capacity to lead to enhanced understanding and decision-making was assessed through qualitative interviews with study participants who represented key stakeholders in the basin.

    This report is for biofuels stakeholders interested the U.S. aviation fuel market. Jet fuel production represents about 10% of U.S. petroleum refinery production. Exxon Mobil, Chevron, and BP top producers, and Texas, Louisiana, and California are top producing states. Distribution of fuel primarily involves transport from the Gulf Coast to other regions. Fuel is transported via pipeline (60%), barges on inland waterways (30%), tanker truck (5%), and rail (5%). Airport fuel supply chain organization and fuel sourcing may involve oil companies, airlines, airline consortia, airport owners and operators, and airport service companies. Most fuel is used for domestic, commercial, civilian flights. Energy efficiency has substantially improved due to aircraft fleet upgrades and advanced flight logistic improvements. Jet fuel prices generally track prices of crude oil and other refined petroleum products, whose prices are more volatile than crude oil price. The single largest expense for airlines is jet fuel, so its prices and persistent price volatility impact industry finances. Airlines use various strategies to manage aviation fuel price uncertainty. The aviation industry has established goals to mitigate its greenhouse gas emissions, and initial estimates of biojet life cycle greenhouse gas emissions exist. Biojet fuels from Fischer-Tropsch and hydroprocessed esters and fatty acids processes have ASTM standards. The commercial aviation industry and the U.S. Department of Defense have used aviation biofuels. Additional research is needed to assess the environmental, economic, and financial potential of biojet to reduce greenhouse gas emissions and mitigate long-term upward price trends, fuel price volatility, or both.

  4. Safeguards-By-Design: Guidance and Tools for Stakeholders

    Effective implementation of the Safeguards-by-Design (SBD) approach can help meet the challenges of global nuclear energy growth, by designing facilities that have improved safeguardability and reduced safeguards-related life cycle costs. The ultimate goal of SBD is to implement effective and efficient safeguards that reduce the burden to both the facility operator and the International Atomic Energy Agency. Since 2008, the National Nuclear Security Administration's Next Generation Safeguards Initiative's Safeguards By Design Project has initiated multiple studies and workshops with industry and regulatory stakeholders, including the IAEA, to develop relevant documents to support the implementation of SBD. These 'Good Practices Guides' describe facility and process design features that will facilitate implementation of effective nuclear material safeguards starting in the earliest phases of design through to final design. These guides, which are in their final editorial stages, start at a high level and then narrow down to specific nuclear fuel cycle facilities such as Light Water Reactors, Generation III/IV Reactors, High Temperature Gas Cooled Reactors, and Gas Centrifuge Enrichment Plants. Most recently, NGSI has begun development of a facility safeguardability assessment toolkit to assist the designer. This paper will review the current status of these efforts, provide some examples of these documents, and show some standard IAEA Unattended Instrumentation that is permanently installed in nuclear facilities for monitoring.

    The performance assessment (PA) process is being applied to support an increasing variety of waste management decisions that involve the whole spectrum of stakeholders. As with many technical tools, the PA process can be seen as a black box, which can be difficult to understand when implemented. Recognizing the increasing use of PA and the concerns about difficulties with understanding, the Savannah River Site Citizens Advisory Board (CAB) made a recommendation that the U.S. Department of Energy (DOE) provide a Public Educational Forum on PAs. The DOE-Headquarters Environmental Management (DOE-EM) Office of Compliance and the DOE-Savannah River (DOE-SR) responded to this recommendation by supporting the Savannah River National Laboratory (SRNL) in developing several presentation modules that can be used to describe different aspects of the PA process. For the Public Educational Forum, the PA modules were combined with presentations on DOE perspectives, historical modeling efforts at the Savannah River Site, and review perspectives from the U.S. Nuclear Regulatory Commission (NRC). The overall goals are to help the public understand how PAs are implemented and the rigor that is applied, and to provide insight into the use of PAs for waste management decision-making.

    Quantitative modeling of the potential for contaminant transport from sources associated with underground nuclear testing at Yucca Flat is an important part of the strategy to develop closure plans for the residual contamination. At Yucca Flat, the most significant groundwater resource that could potentially be impacted is the Lower Carbonate Aquifer (LCA), a regionally extensive aquifer that supplies a significant portion of the water demand at the Nevada National Security Site, formerly the Nevada Test Site. Developing and testing reasonable models of groundwater flow in this aquifer is an important precursor to performing subsequent contaminant transport modeling used to forecast contaminant boundaries at Yucca Flat that are used to identify potential use restriction and regulatory boundaries. A model of groundwater flow in the LCA at Yucca Flat has been developed. Uncertainty in this model, as well as other transport and source uncertainties, is being evaluated as part of the Underground Testing Area closure process. Several alternative flow models of the LCA in the Yucca Flat/Climax Mine CAU have been developed. These flow models are used in conjunction with contaminant transport models and source term models and models of contaminant transport from underground nuclear tests conducted in the overlying unsaturated and saturated alluvial and volcanic tuff rocks to evaluate possible contaminant migration in the LCA for the next 1,000 years. Assuming the flow and transport models are found adequate by NNSA/NSO and NDEP, the models will undergo a peer review. If the model is approved by NNSA/NSO and NDEP, it will be used to identify use restriction and regulatory boundaries at the start of the Corrective Action Decision Document Corrective Action Plan (CADD/CAP) phase of the Corrective Action Strategy. These initial boundaries may be revised at the time of the Closure Report phase of the Corrective Action Strategy. (authors)

  7. Hydrologic transport of depleted uranium associated with open air dynamic range testing at Los Alamos National Laboratory, New Mexico, and Eglin Air Force Base, Florida

    Hydrologic investigations on depleted uranium fate and transport associated with dynamic testing activities were instituted in the 1980`s at Los Alamos National Laboratory and Eglin Air Force Base. At Los Alamos, extensive field watershed investigations of soil, sediment, and especially runoff water were conducted. Eglin conducted field investigations and runoff studies similar to those at Los Alamos at former and active test ranges. Laboratory experiments complemented the field investigations at both installations. Mass balance calculations were performed to quantify the mass of expended uranium which had transported away from firing sites. At Los Alamos, it is estimated that more than 90 percent of the uranium still remains in close proximity to firing sites, which has been corroborated by independent calculations. At Eglin, we estimate that 90 to 95 percent of the uranium remains at test ranges. These data demonstrate that uranium moves slowly via surface water, in both semi-arid (Los Alamos) and humid (Eglin) environments.

    Since environmental impact assessment (EIA) regulations were adopted in China 30 years ago, the implementation rate of EIA policies for development projects has been steadily increasing while national environmental quality keeps deteriorating. This contradiction prevents achievement of the goals that the regulations were originally created for, raising concerns regarding the EIA implementation process. One of the objectives of EIA is the evaluation of socio-economic costs introduced by various commercial activities. However, independent economic entities are inclined to break away from these cost related responsibilities, making it necessary for government agencies and EIA organizations to participate in the evaluation process. The practice of avoiding costs may also bring forth other issues, such as rent-seeking behavior and conspiracies. Reducing private costs and the tendency of the three EIA stakeholders to evade social responsibility are intertwined in every EIA process. Their activities are as follows: The government is the lawmaker whose attitude toward the EIA organization determines how business owners react in the EIA process. The government inclination can be interpreted as a signal from which enterprises can determine the nature of the government, which helps the enterprise owners formulate their future actions. A similar relationship also exists among the government, EIA organizations, and enterprise entities. Fundamentally, the correlations between the EIA stakeholders are determined by their socio-economic situation, namely, the economic costs and benefits they encounter. In this article, signaling game theory derived from the classic game theory is applied to describe the EIA process in China by analyzing the activities of the stakeholders and searching for game equilibrium solutions. The optimal reaction schema for stakeholders was obtained by transforming the equilibrium.

    The Technical Area 54 (TA-54) Area G disposal facility is used for the disposal of radioactive waste at Los Alamos National Laboratory (LANL). U.S. Department of Energy (DOE) Order 435.1 (DOE, 2001) requires that radioactive waste be managed in a manner that protects public health and safety and the environment. In compliance with that requirement, DOE field sites must prepare and maintain site-specific radiological performance assessments for facilities that receive waste after September 26, 1988. Sites are also required to conduct composite analyses for facilities that receive waste after this date; these analyses account for the cumulative impacts of all waste that has been (and will be) disposed of at the facilities and other sources of radioactive material that may interact with these facilities. LANL issued Revision 4 of the Area G performance assessment and composite analysis in 2008. In support of those analyses, vertical and horizontal sediment flux data were collected at two analog sites, each with different dominant vegetation characteristics, and used to estimate rates of vertical resuspension and wind erosion for Area G. The results of that investigation indicated that there was no net loss of soil at the disposal site due to wind erosion, and suggested minimal impacts of wind on the long-term performance of the facility. However, that study did not evaluate the potential for contaminant transport caused by the horizontal movement of soil particles over long time frames. Since that time, additional field data have been collected to estimate wind threshold velocities for initiating sediment transport due to saltation and rates of sediment transport once those thresholds are reached. Data such as these have been used in the development of the Vegetation Modified Transport (VMTran) model. This model is designed to estimate patterns and long-term rates of contaminant redistribution caused by winds at the site, taking into account the impacts of plant

    Oak Ridge National Laboratory (ORNL) researches and develops distributed generation technology for the Department of Energy, Energy Efficiency and Renewable Energy Distributed Energy Program. This report describes installation and operation of one such distributed generation system, a United Technology Corporation fuel cell located at the National Transportation Research Center in Knoxville, Tennessee. Data collected from June 2003 to June of 2004, provides valuable insight regarding fuel cell-grid compatibility and the cost-benefit of the fuel cell operation. The NTRC fuel cell included a high-heat recovery option so that use of thermal energy improves project economics and improves system efficiency to 59% year round. During the year the fuel cell supplied a total of 834MWh to the NTRC and provided 300MBtu of hot water. Installation of the NTRC fuel cell was funded by the Distributed Energy Program with partial funding from the Department of Defense's Climate Change Fuel Cell Buy Down Program, administered by the National Energy Technology Laboratory. On-going operational expenses are funded by ORNL's utility budget and are paid from operational cost savings. Technical information and the benefit-cost of the fuel cell are both evaluated in this report and sister reports.
