    Cap and trade programs are increasingly being used to reduce emissions from electricity generation in the United States. Cap and trade programs primarily target emitting generators, but programs have also included renewable generators, such as wind generators. States cite several reasons why they have considered the policy option of including renewable generators in cap and trade programs: to provide an incentive for lower-emitting generation, to achieve emissions reductions in non-capped pollutants, and to gain local economic benefits associated with renewable energy projects. The U.S. Environmental Protection Agency also notes these rationales for considering this policy alternative, and the National Association of Regulatory Commissioners (NARUC) passed a resolution supporting the inclusion of renewable energy in cap and trade programs. This report explores why states consider this policy option, what participation could mean for wind generators, and how wind generation can most effectively be included in state, federal, and regional cap and trade programs.

    The National Environmental Health Association (NEHA) supports the precept that anthropogenic sources, specifically greenhouse gases, are responsible for a significant portion of the measured change in global climate. Further, NEHA supports the concept of an association between global warming and an increased risk to public health. Reducing the amount of greenhouse gases released into the atmosphere will benefit human health. This position paper reviews current information on the status of global climate change with particular emphasis on the implications for environmental and public health. It is intended to be used as a basis from which environmental and public health practitioners and colleagues in related fields can initiate discussions with policy makers at all levels -- local, state, national, and worldwide.

    A critical review of the literature pertaining to the risks associated with nuclear electric power was sponsored by the Committee on Science and Public Policy of the National Academy of Sciences. Although the full report (consisting of over 25 chapters) has not yet been published, this paper presents highlights from the Summary and Synthesis Chapter, which was released separately. Of the risks whose magnitudes can be estimated with reasonable accuracy, the most serious is the exposure of future generations to /sup 14/C from reactors and reprocessing plants. Prospects are good for reducing this risk considerably, since carbon can be collected and stored as waste.

Wholesale, or bulk power, transactions allow electric utilities to reduce power costs, increase power supply options, and improve reliability. In 1996, the wholesale trade market totaled 2.3 trillion kilowatthours, over 73% of total sales to ultimate consumers. This publication, Electric Trade in the United States 1996 (ELECTRA), is the sixth in a series of reports on wholesale power transactions prepared by the Office of Coal, Nuclear, Electric and Alternate Fuels, Energy Information Administration (EIA).     This technical memorandum (TM) documents the 1995 characterization of eight underground radioactive waste tanks at Oak Ridge National Laboratory (ORNL). These tanks belong to the Gunite and Associated Tanks (GAAT) operable unit, and the characterization is part of the ongoing GAAT remedial investigation/feasibility study (RI/FS) process. This TM reports both field observations and analytical results; analytical results are also available from the Oak Ridge Environmental Information System (OREIS) data base under the project name GAAT (PROJ-NAME = GAAT). This characterization effort (Phase II) was a follow-up to the {open_quotes}Phase I{close_quotes} sampling campaign reported in Results of Fall 1994 Sampling of Gunite and Associated Tanks at the Oak Ridge National Laboratory, Oak Ridge, Tennessee, ORNL/ER/Sub/87-99053/74, June 1995. The information contained here should be used in conjunction with that in the previous TM. The sampling plan is documented in ORNL Inactive Waste Tanks Sampling and Analysis Plan, ORNL/RAP/LTR-88/24, dated April 1988, as amended by Addendum 1, Revision 2: ORNL Inactive Tanks Sampling and Analysis Plan, DOE/OR/02-1354&D2, dated February 1995. Field team instructions are found in ORNL RI/FS Project Field Work Guides 01-WG-20, Field Work Guide for Sampling of Gunite and Associated Tanks, and 01-WG-21, Field Work Guide for Tank Characterization System Operations at ORNL. The field effort was conducted under the programmatic and procedural umbrella of the ORNL RI/FS Program, and the analysis was in accordance with ORNL Chemical and Analytical Sciences Division (CASD) procedures. The characterization campaign is intended to provide data for criticality safety, engineering design, and waste management as they apply to the GAAT treatability study and remediation. The Department of Energy (DOE) Carlsbad office was interested in results of this sampling campaign and provided funding for certain additional sample collection and analysis.

Some of the prominent features of this year`s report include information and data not published before on transmission lines for publicly owned utilities and transmission lines added during 1992 by investor-owned electric utilities.

    Purpose. To describe the current state and limitations to interventional radiology (IR) in Canada through a large, national survey of Canadian interventional radiologists. Methods. An anonymous online survey was offered to members of the Canadian Interventional Radiology Association (CIRA). Only staff radiologists were invited to participate. Results. Seventy-five (75) responses were received from a total of 247, giving a response rate of 30%. Respondents were split approximately equally between academic centers (47%) and community practice (53%), and the majority of interventional radiologists worked in hospitals with either 200-500 (49%) or 500-1,000 (39%) beds. Procedures listed by respondents as most commonly performed in their practice included PICC line insertion (83%), angiography and stenting (65%), and percutaneous biopsy (37%). Procedures listed as not currently performed but which interventional radiologists believed would benefit their patient population included radiofrequency ablation (36%), carotid stenting (34%), and aortic stenting (21%); the majority of respondents noted that a lack of support from referring services was the main reason for not performing these procedures (56%). Impediments to increasing scope and volume of practice in Canadian IR were most commonly related to room or equipment shortage (35%), radiologist shortage (33%), and a lack of funding or administrative support (28%). Conclusion. Interventional radiology in Canada is limited by a number of factors including funding, manpower, and referral support. A concerted effort should be undertaken by individual interventional radiologists and IR organizations to increase training capacity, funding, remuneration, and public exposure to IR in order to help advance the subspecialty.

    The Lockheed Martin Energy Systems, Inc. (Energy Systems) policy is to provide a safe and healthful workplace for all employees and subcontractors. The accomplishment of this policy requires that operations at the Gunite and Associated Tanks (GAAT) in the North and South Tank Farms (NTF and STF) at the Department of Energy (DOE) Oak Ridge National Laboratory are guided by an overall plan and consistent proactive approach to health and safety (H and S) issues. The policy and procedures in this plan apply to all GAAT operations in the NTF and STF. The provisions of this plan are to be carried out whenever activities identifies s part of the GAAT are initiated that could be a threat to human health or the environment. This plan implements a policy and establishes criteria for the development of procedures for day-to-day operations to prevent or minimize any adverse impact to the environment and personnel safety and health and to meet standards that define acceptable management of hazardous and radioactive materials and wastes. The plan is written to utilize past experience and best management practices in order to minimize hazards to human health or the environment from events such as fires, explosions, falls, mechanical hazards, or any unplanned release of hazardous or radioactive materials to the air. This plan explains additional task-specific health and safety requirements such as the Site Safety and health Addendum and Activity Hazard Analysis, which should be used in concert with this plan and existing established procedures.

    This supplemental report describes fuel fabrication efforts conducted for the Idaho National Laboratory Trade Study for the TREAT Conversion project that is exploring the replacement of the HEU (Highly Enriched Uranium) fuel core of the TREAT reactor with LEU (Low Enriched Uranium) fuel. Previous reports have documented fabrication of fuel by the upgrade process developed at Los Alamos National Laboratory. These experiments supplement an earlier report that describes efforts to increase the graphite content of extruded fuel and minimize cracking.

  13. Factors affecting expanded electricity trade in North America

    The authors explore factors that affect electricity trade between enterprises in the US and Canada and the US and Mexico. They look to those underlying policy and institutional factors that affect the relative costs of producing electricity in the three countries. In particular, they consider six factors that appear to have a significant impact on electricity trade in North America: differences in the types of economic regulation of power leading to differences in cost recovery for wholesale and retail power and wheeling charges; changing regulatory attitudes, placing more emphasis on demand-side management and environmental concerns; differences in energy and economic policies; differences in national and subnational environmental policies; changing organization of electric power industries which may foster uncertainty, change historical relationships, and provide other potentially important sources of power for distribution utilities; and differences in the ability of enterprises to gain access to electric power markets because of restrictions placed on transmission access. In Section 2, the authors discuss the regulation of electricity trade in North America and provide an overview of the recent trading experience for electricity between Canada and the US and between Mexico and the US, including the volume of that trade over the past decade and existing transmission capacity between regions of the three countries. In Section 3, they look at the benefits that accrue to trading counties and what those benefits are likely to be for the three countries. The discussion in Section 4 centers on the relevant provisions of the Canada Free Trade Agreement and the proposed North American Free Trade Agreement. In Section 5, they set the stage for the discussion of policy and institutional differences presented in Section 6 by outlining differences in the organization of the electric power sectors of Canada, the US, and Mexico. The study is synthesized in Section 7.

  16. Environmental effects of SO{sub 2} trading and banking

    The widely acknowledged innovation of Title IV of the 1990 Clean Air Act Amendments is sulfur dioxide allowance trading, which is designed to encourage the electricity industry to minimize the cost of reducing emissions. Few studies have examined the environmental effects of trading, and none have explored the effects of banking. The authors used an integrated assessment computer model, the Tracking and Analysis Framework, to evaluate changes in emissions of SO{sub 2}, atmospheric concentrations of sulfates and deposition of sulfur, and public health benefits from reduced exposure to SO{sub 2} and particulate matter. They assessed geographic and temporal changes at the state level that result from trading and banking and compared them with estimated cost savings. The findings are not consistent with the feats of the program's critics. In the East and Northeast including New York State, an area of particular concern, the authors found that health benefits increase and sulfur deposition decrease slightly as a result of trading. Nationally, trading results in health-related benefits in addition to significant cost savings. Banking changes the timing of emissions, but the geographic consequence of banking is varied.

  17. Multi-Megawatt Power System Trade Study

    As part of a larger task, the Idaho National Engineering and Environmental Laboratory (INEEL) was tasked to perform a trade study comparing liquid-metal cooled reactors having Rankine power conversion systems with gas-cooled reactors having Brayton power conversion systems. This report summarizes the approach, the methodology, and the results of that trade study. Findings suggest that either approach has the possibility to approach the target specific mass of 3-5 kg/kWe for the power system, though it appears either will require improvements to achieve that. Higher reactor temperatures have the most potential for reducing the specific mass of gas-cooled reactors but do not necessarily have a similar effect for liquid-cooled Rankine systems. Fuels development will be the key to higher reactor operating temperatures. Higher temperature turbines will be important for Brayton systems. Both replacing lithium coolant in the primary circuit with gallium and replacing potassium with sodium in the power loop for liquid systems increase system specific mass. Changing the feed pump turbine to an electric motor in Rankine systems has little effect. Key technologies in reducing specific mass are high reactor and radiator operating temperatures, low radiator areal density, and low turbine/generator system masses. Turbine/generator mass tends to dominate overall power system mass for Rankine systems. Radiator mass was dominant for Brayton systems.

    The National Wind Coordinating Collaborative (NWCC) is a consensus-based stakeholder group comprised of representatives from the utility, wind industry, environmental, consumer, regulatory, power marketer, agricultural, tribal, economic development, and state and federal government sectors. The purpose of the NWCC is to support the development of an environmentally, economically, and politically sustainable commercial market for wind power (NWCC 2010). The NWCC has been funded by the U.S. Department of Energy (DOE) since its inception in 1994. In order to evaluate the impact of the work of the NWCC and how this work aligns with DOE’s strategic priorities, DOE tasked Pacific Northwest National Laboratory (PNNL) to conduct a series of informal interviews with a small sample of those involved with NWCC.

    Introduction: We present data from the Korean National Health and Nutrition Examination Survey 2008-2009 on the distribution of blood cadmium levels and their association with iron deficiency in a representative sample of the adult Korean population. Methods: Serum ferritin was categorized into three levels: low (serum ferritin <15.0 {mu}g/L), low normal (15.0-30.0 {mu}g/L for women and 15.0-50.0 for men), and normal ({>=}30.0 {mu}g/L for women and {>=}50.0 for men), and its association with blood cadmium level was assessed after adjustment for various demographic and lifestyle factors. Results: Geometric means of blood cadmium in the low serum ferritin group in women, men, and all participants were significantly higher than in the normal group. Additionally, multiple regression analysis after adjusting for various covariates showed that blood cadmium was significantly higher in the low-ferritin group in women, men, and all participants compared with the normal group. We also found an association between serum ferritin and blood cadmium among never-smoking participants. Discussion: We found, similar to other recent population-based studies, an association between iron deficiency and increased blood cadmium in men and women, independent of smoking status. The results of the present study show that iron deficiency is associated with increased levels of blood cadmium in the general population.

    Background: Ultraviolet irradiation by sun exposure has been associated with both harms and benefits to metabolic health. Objective: The objective of this study was to determine whether unprotected daily sun exposure is associated with the prevalence of diabetes and explore the underlying mechanism. Methods: We analyzed the Korean National Health and Nutrition Survey V from 2010 to 2011. Participants 19–60 years of age were asked about the average amount of time they had been exposed to direct sunlight per day since the age of 19. We categorized participants into three groups with different levels of lifetime daily sun exposure and explored the association of sun exposure with the prevalence of diabetes. Results: The risk of diabetes was higher in subjects with more than 5 h of unprotected sun exposure per day, with an odds ratio of 2.39 (95% CI 1.75–3.25), compared to those with less than 2 h of sun exposure, and the association remained significant after adjusting for diabetes risk factors. Long-term sun exposure was associated with increased central obesity and the possibility of an increase in visceral adiposity, especially among women, and with decrease in beta cell function and peripheral adiposity or percent body fat in men. Conclusions: Our study provides a cutoff for upper limit of sun exposure and suggests unprotected daily sun exposure for more than 5 h should be avoided to prevent diabetes. Increased central adiposity and decreased beta cell function were observed in women and men, respectively, who had long-term unprotected daily sun exposure. - Highlights: • Sun exposure for more than 5 h per day is associated with diabetes risk. • Insulin resistance associated with visceral adiposity may play a role in women. • Insulin secretory defect may explain diabetes risk in men.

    This paper provides an overview of oil industry developments in the Western Hemisphere with particular emphasis on Latin America since the inauguration of the Enterprise for the Americas Initiative by George Bush. The author discusses these developments in the context of the Canada-U.S. Free Trade Agreement (concluded in 1989), and the negotiation in 1992 of the North American Free Trade Agreement (NAFTA). This paper is concerned essentially with the oil industry and does not discuss the importance of natural gas for Canadian producers nor the fact that much of Latin American oil production (notably in Mexico) is associated with natural gas. The author examines the shift to trade and investment liberalization and privatization in the 1980s and early 1990s, especially in Latin America--where the most dramatic transformation has occurred. The author suggests that investment patterns in the industry have been only marginally related to trade liberalization, and have derived more from considerations of resource availability, exploration and development costs, market factors, and the general state of the international economy--all of which have contributed in the 1980s to significant restructuring and downsizing among a number of major corporations. The author also notes the important increase in an internal Latin American market, and the role of regional organizations such as ARPEL-the Association of Latin American State Oil Company Producers. 31 refs., 3 tabs.

    Effluent trading is an innovative way for water quality agencies and community stakeholders to develop common-sense, cost-effective solutions for water quality problems in their watersheds. Trading can allow communities to grow and prosper while retaining their commitment to water quality. The bulk of this framework discusses effluent trading in watersheds. Remaining sections discuss transactions that, while not technically fulfilling the definition of `effluent` trade, do involve the exchange of valued water quality or other ecological improvements between partners responding to market initiatives. This document therefore includes activities such as trades within a facility (intra-plant trading) and wetland mitigation banking, effluent trading/watersheds/watershed management/water quality protection/water quality management.

    This report summarizes an investigation of the thermal issues related to the National Ignition Facility. The influence of heat sources such as lighting fixtures, electronics racks, and pre-amplifier modules (PAMs) on the operational performance of the laser guide beam tubes and optical alignment hardware in the NE laser bays were investigated with experiments and numerical models. In particular, empirical heat transfer data was used to establish representative and meaningful boundary conditions and also serve as bench marks for computational fluid dynamics (CFD) models. Numerical models, constructed with a commercial CFD code, were developed to investigate the extent of thermal plumes and radiation heat transfer from the heat sources. From these studies, several design modifications were recommended including reducing the size of all fluorescent lights in the NIF laser bays to single 32 W bulb fixtures, maintaining minimum separation distances between light fixtures/electronics racks and beam transport hardware, adding motion sensors in areas of the laser bay to control light fixture operation during maintenance procedures, properly cooling all electronics racks with air-water heat exchangers with heat losses greater than 25 W/rack to the M1 laser bay, ensuring that the electronics racks are not overcooked and thus maintain their surface temperatures to within a few degrees centigrade of the mean air temperature, and insulating the electronic bays and optical support structures on the PAMs.

  10. Gravity and magnetic anomalies associated with Tertiary volcanism and a Proterozoic crustal boundary, Hopi Buttes volcanic field, Navajo Nation (Arizona)

    The Hopi Buttes volcanic field is located in the Navajo Nation of northeastern Arizona, near the southern margin of the Colorado Plateau. Explosive phreatomagmatic eruptions from late Miocene to mid-Pliocene time produced more than 300 maar-diatremes and deposited limburgite tuffs and tuff breccia and monchiquite dikes, necks and flows within a roughly circular 2,500 km[sup 2] area. The volcanic and volcaniclastic rocks make up the middle member of the Bidahochi Formation, whose lower and upper members are lacustrine and fluvial, respectively. The Bidahochi Formation overlies gently dipping Mesozoic sedimentary rocks exposed in the southwestern portion of the volcanic field. Two significant gravity and magnetic anomalies appear within the Hopi Buttes volcanic field that are unlike the signatures of other Tertiary volcanic fields on the Colorado Plateau. A circular 20 mGal negative gravity anomaly is centered over exposed sedimentary rocks in the southwestern portion of the field. The anomaly may be due to the large volume of low density pyroclastic rocks in the volcanic field and/or extensive brecciation of the underlying strata from the violent maar eruptions. The second significant anomaly is the northeast-trending Holbrook lineament, a 5 km-wide gravity and magnetic lineament that crosses the southeastern part of the volcanic field. The lineament reflects substantial gravity and magnetic decreases of 1.67 mGals/km and 100 gammas/km respectively, to the southeast. Preliminary two-dimensional gravity and magnetic modeling suggests the lineament represents a major Proterozoic crustal boundary and may correlate with one of several Proterozoic faults exposed in the transition zone of central Arizona. Gravity modeling shows a 3--5 km step'' in the Moho near the crustal boundary. The decrease in depth of the Moho to the northwest indicates either movement along the fault or magmatic upwelling beneath the volcanic field.

  11. Hydrologic transport of depleted uranium associated with open air dynamic range testing at Los Alamos National Laboratory, New Mexico, and Eglin Air Force Base, Florida

    Hydrologic investigations on depleted uranium fate and transport associated with dynamic testing activities were instituted in the 1980`s at Los Alamos National Laboratory and Eglin Air Force Base. At Los Alamos, extensive field watershed investigations of soil, sediment, and especially runoff water were conducted. Eglin conducted field investigations and runoff studies similar to those at Los Alamos at former and active test ranges. Laboratory experiments complemented the field investigations at both installations. Mass balance calculations were performed to quantify the mass of expended uranium which had transported away from firing sites. At Los Alamos, it is estimated that more than 90 percent of the uranium still remains in close proximity to firing sites, which has been corroborated by independent calculations. At Eglin, we estimate that 90 to 95 percent of the uranium remains at test ranges. These data demonstrate that uranium moves slowly via surface water, in both semi-arid (Los Alamos) and humid (Eglin) environments.

    Since beginning at Los Alamos National Laboratory in February of 2012, I have been working as a DHS./DNDO Postdoctoral Research Associate under the mentorship of Lav Tandon and Khalil Spencer (NA-22 and mass spectrometry). The focus of my efforts, in addition to pursuing needed training and qualifications, has been the application of various instrumental approaches (e.g. Thermal Ionization Mass Spectrometry; TIMS) to a range of systems of interest in materials characterization and nuclear forensics. Research to be pursued in the coming months shall include the continued use of such approaches to advance current methods for: modified total evaporation, monitoring critical minor isotope systems, and chronometry. Each of the above points will be discussed.

    The current international energy trade governance system is fragmented and multi-layered. Streamlining it for greater legal cohesiveness and international political and economic cooperation would promote global energy security. The current article explores three levels of energy trade governance: multilateral, regional and bilateral. Most energy-rich countries are part of the multilateral trading system, which is institutionalized by the World Trade Organization (WTO). The article analyzes the multilateral energy trade governance system by focusing on the WTO and energy transportation issues. Regionally, the article focuses on five major regional agreements and their energy-related aspects and examines the various causes that explain the proliferation of regional trade agreements, their compatibility with WTO law, and then provides several examples of regional energy trade governance throughout the world. When it comes to bilateral energy trade governance, this article only addresses the European Union’s (EU) bilateral energy trade relations. The article explores ways in which gaps could be filled and overlaps eliminated whilst remaining true to the high-level normative framework, concentrating on those measures that would enhance EU energy security.

    Cap-and-trade programs have become widely accepted for the control of conventional air pollution in the United States. However, there is still no political consensus to use these programs to address greenhouse gases. Meanwhile, in the wake of the success of the US SO{sub 2} and NOx trading programs, private companies, state governments, and the European Union are developing new trading programs or other initiatives that may set precedents for a future national US greenhouse gas trading scheme. This paper summarizes the literature on the 'lessons learned' from the SO{sub 2} trading program for greenhouse gas trading, including lessons about the potential differences in design that may be necessary because of the different sources, science, mitigation options, and economics inherent in greenhouse gases. The paper discusses how the programs and initiatives mentioned above have been shaped by lessons from past trading programs and whether they are making changes to the SO{sub 2} model to address greenhouse gases. It concludes with an assessment of the implications of these initiatives for a future US national greenhouse gas trading program. 91 refs., 2 tabs.

    This Sampling and Analysis Plan documents the procedures for collecting and analyzing wall core and wall scraping samples from the Gunite and Associated Tanks. These activities are being conducted to support the Comprehensive Environmental Response, Compensation, and Liability Act at the gunite and associated tanks interim remedial action at Oak Ridge National Laboratory in Oak Ridge, Tennessee. The sampling and analysis activities will be performed in concert with sludge retrieval and sluicing of the tanks. Wall scraping and/or wall core samples will be collected from each quadrant in each tank by using a scraping sampler and/or a coring drill deployed by the Houdini robot vehicle. Each sample will be labeled, transported to the Radioactive Materials Analytical Laboratory, and analyzed for physical and radiological characteristics, including total activity, gross alpha, gross beta, radioactive strontium and cesium, and other alpha- and gamma-emitting radionuclides. The data quality objectives process, based on US Environmental Protection Agency guidance, was applied to identify the objectives of this sampling and analysis. The results of the analysis will be used to (1) validate predictions of a strontium concrete diffusion model, (2) estimate the amount of radioactivity remaining in the tank shells, (3) provide information to correlate with measurements taken by the Gunite Tank Isotope Mapping Probe and the Characterization End Effector, and (4) estimate the performance of the wall cleaning system. This revision eliminates wall-scraping samples from all tanks, except Tank W-3. The Tank W-3 experience indicated that the wall scrapper does not collect sufficient material for analysis.

    Federal regulations require the United States Forest Service (USFS) to integrate public input and values into decisions concerning land and resource management planning. The USFS has typically relied on traditional methods of involving the public, whereby public access and input to policy development are unilaterally controlled by the agency. Because of the highly political nature of land and resource management planning, such technocratic forms of public involvement and decision-making appear to be proving ineffective. This paper describes and evaluates two public involvement programs associated with the Ouachita National Forest`s (ONF) lengthy forest planning process. The research consisted of personal interviews with key program leaders and knowledgeable citizen participants, collection of secondary data, and a survey of citizen participants. Because of controversial planning decisions made during an initial planning process, the ONF was forced to re-enter the planning process in order to address unresolved planning issues and to conduct a more effective public involvement program. The supplemental planning process also resulted in a considerable degree of public contention. The survey revealed that although citizen participants were somewhat more satisfied with the supplemental public involvement program relative to the initial program, neither program was viewed as satisfactory. The findings of the study suggest that in order to be more effective, USFS public involvement programs should be more responsive to public concerns and conducted in adherence to principles of collaborative planning.

  6. The future of emissions trading in light of the acid rain experience

    The idea of emissions trading was developed more than two decades ago by environmental economists eager to provide new ideas for how to improve the efficiency of environmental protection. However, early emissions trading efforts were built on the historical {open_quotes}command and control{close_quotes} infrastructure which has dominated U.S. environmental protection until today. The {open_quotes}command and control{close_quotes} model initially had advantages that were of a very pragmatic character: it assured large pollution reductions in a time when large, cheap reductions were available and necessary; and it did not require a sophisticated government infrastructure. Within the last five years, large-scale emission trading programs have been successfully designed and started that are fundamentally different from the earlier efforts, creating a new paradigm for environmental control just when our understanding of environmental problems is changing as well. The purpose of this paper is to focus on the largest national-scale program--the Acid Rain Program--and from that experience, forecast when emission trading programs may be headed based on our understanding of the factors currently influencing environmental management. The first section of this paper will briefly review the history of emissions trading programs, followed by a summary of the features of the Acid Rain Program, highlighting those features that distinguish it from previous efforts. The last section addresses the opportunities for emissions trading (and its probable future directions).

  7. Heat Management Strategy Trade Study

    This Heat Management Trade Study was performed in 2008-2009 to expand on prior studies in continued efforts to analyze and evaluate options for cost-effectively managing SNF reprocessing wastes. The primary objective was to develop a simplified cost/benefit evaluation for spent nuclear fuel (SNF) reprocessing that combines the characteristics of the waste generated through reprocessing with the impacts of the waste on heating the repository. Under consideration were age of the SNF prior to reprocessing, plutonium and minor actinide (MA) separation from the spent fuel for recycle, fuel value of the recycled Pu and MA, age of the remaining spent fuel waste prior to emplacement in the repository, length of time that active ventilation is employed in the repository, and elemental concentration and heat limits for acceptable glass waste form durability. A secondary objective was to identify and qualitatively analyze remaining issues such as (a) impacts of aging SNF prior to reprocessing on the fuel value of the recovered fissile materials, and (b) impact of reprocessing on the dose risk as developed in the Yucca Mountain Total System Performance Assessment (TSPA). Results of this study can be used to evaluate different options for managing decay heat in waste streams from spent nuclear fuel.

    Carbon capture and storage (CCS) could become an instrumental part of a future carbon trading system in the US. If the US starts operating an emissions trading scheme (ETS) similar to that of the European Union's then limits on CO{sub 2} emissions will be conservative in the beginning stages. The government will most likely start by distributing most credits for free; these free credits are called allowances. The US may follow the model of the EU ETS, which during the first five-year phase distributed 95% of the credits for free, bringing that level down to 90% for the second five-year phase. As the number of free allowances declines, companies will be forced to purchase an increasing number of credits at government auction, or else obtain them from companies selling surplus credits. In addition to reducing the number of credits allocated for free, with each subsequent trading period the number of overall credits released into the market will decline in an effort to gradually reduce overall emissions. Companies may face financial difficulty as the value of credits continues to rise due to the reduction of the number of credits available in the market each trading period. Governments operating emissions trading systems face the challenge of achieving CO{sub 2} emissions targets without placing such a financial burden on their companies that the country's economy is markedly affected.

    During almost any project, situations will arise that require project management and/or engineering personnel to make choices regarding project direction or product development. Often these choices are simply a part of the normal engineering development cycle (e.g., refinement or optimization of the product design). Frequently, on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other similar projects, trade studies are initiated to address concerns or issues raised by stakeholders (e.g., EPA, local and state governments, local tribes, public). Where CERCLA projects, by definition, deal with releases or threatened releases of hazardous substances that may endanger public health or the environment, these trade studies must balance safety, risk and health issues, as well as cost and engineering viability. How these trade studies are carried out and documented/presented to the stakeholders involved can often be the difference between continued project progress and a "stalemate" leaving the project in limbo. This document describes a basic trade study process, which has proved successful in addressing stakeholder concerns while at the same time balancing the desires of the various parties involved.

    This paper provides a preliminary analysis of the impacts of a proposed 20% national renewable portfolio standard (RPS) by 2021, which has been advanced in the U.S. Congress by Senator Jeff Bingaman of New Mexico. The paper was prepared before the America Recovery and Reinvestment Act was signed into law by President Barack Obama on February 17, 2009, and thus does not consider important changes in renewable energy (RE) policy that need to be addressed in follow-on analysis. We use NREL's Regional Energy Deployment System (ReEDS) model to evaluate the impacts of the RPS requirements on the energy sector and consider design issues associated with renewable energy certificate (REC) trading markets.

    In this issue of Climatic Change, Van Kooten (2009) addresses an issue that has bedeviled negotiators since the drafting stage of the Kyoto Protocol. If we accept that increasing withdrawals of carbon dioxide from the atmpshere has the same net impact on the climate system as reducing emissions of carbon dioxide to the atmosphere, how do we design a system that allows trading of one for the other? As van Kooten expresses the challenge: 'The problem is that emissions reduction and carbon sequestration, while opposite sides of the same coin in some sense, are not directly comparable, thereby inhibiting their trade in carbon markets.' He explains: 'The difficulty centers on the length of time that mitigation strategies without CO{sub 2} from entering the atmosphere - the duration problem.' While reducing emissions of CO{sub 2} represents an essentially permanent benefit for the atmosphere, capturing CO{sub 2} that has been produced (whether capture is from the atmosphere or directly from, for example, the exhaust from power plants) there is the challenge of storing the carbon adn the risk that it will yet escape to the atmosphere. Permanent benefit to the atmosphere is often not assured for carbon sequestration activities. This is especially true if the carbon is taken up and stored in the biosphere - e.g. in forest trees or agricultural soils.

    In January 1996, the U.S. Environmental Protection Agency (EPA) released a policy statement endorsing effluent trading in watersheds, hoping to spur additional interest in the subject. The policy describes five types of effluent trades - point source/point source, point source/nonpoint source, pretreatment, intraplant, and nonpoint source/nonpoint source. This report evaluates the feasibility of effluent trading for facilities in the oil and gas industry (exploration and production, refining, and distribution and marketing segments), electric power industry, and the coal industry (mines and preparation plants). Nonpoint source/nonpoint source trades are not considered since the energy industry facilities evaluated here are all point sources. EPA has administered emission trading programs in its air quality program for many years. Programs for offsets, bubbles, banking, and netting are supported by federal regulations, and the 1990 Clean Air Act (CAA) amendments provide a statutory basis for trading programs to control ozone and acid rain. Different programs have had varying degrees of success, but few have come close to meeting their expectations. Few trading programs have been established under the Clean Water Act (CWA). One intraplant trading program was established by EPA in its effluent limitation guidelines (ELGs) for the iron and steel industry. The other existing effluent trading programs were established by state or local governments and have had minimal success.

This paper evaluates the feasibility of implementing these types of effluent trading for facilities in the oil and gas, electric power and coal industries. This paper finds that the potential for effluent trading in these industries is limited because trades would generally need to involve toxic pollutants, which can only be traded under a narrow range of circumstances. However, good potential exists for other types of water-related trades that do not directly involve effluents (e.g. wetlands mitigation banking and voluntary environmental projects). The potential for effluent trading in the energy industries and in other sectors would be enhanced if Congress amended the Clean Water Act (CWA) to formally authorize such trading.

    This thesis aims to provide some insights as to how oil prices and oil flows might vary with the carrying capacity of the tanker fleet as affected by political events. It provides an econometric analysis of tanker freight rates in the modern era and proposes a mathematical (quadratic) programming economic model that links the crude oil market to the supply elasticity of the world oil tanker fleet based on a competitive economy. The economic model can be considered as a version of the Walras-Cassel general-equilibrium system which possesses an economically meaningful equilibrium solution in terms of oil prices, freight rates and the pattern of oil distribution. The implementation of the model is completed using the General Algebraic Modeling System (GAMS). The study concludes with a scenario study showing how the model could be used to examine the importance of South East Asia`s sealanes in world seaborne oil trade. The model shows the economic vulnerability of oil importing nations, especially Japan, the United States, and Western Europe, to a possible closure of South East Asian sealanes.

    Although many studies of electricity generation use national or state average generation mix assumptions, in reality a great deal of electricity is transferred between states with very different mixes of fossil and renewable fuels, and using the average numbers could result in incorrect conclusions in these studies. The authors create electricity consumption profiles for each state and for key industry sectors in the U.S. based on existing state generation profiles, net state power imports, industry presence by state, and an optimization model to estimate interstate electricity trading. Using these 'consumption mixes' can provide a more accurate assessment of electricity use in life-cycle analyses. It is concluded that the published generation mixes for states that import power are misleading, since the power consumed in-state has a different makeup than the power that was generated. And, while most industry sectors have consumption mixes similar to the U.S. average, some of the most critical sectors of the economy - such as resource extraction and material processing sectors - are very different. This result does validate the average mix assumption made in many environmental assessments, but it is important to accurately quantify the generation methods for electricity used when doing life-cycle analyses. 16 refs., 7 figs., 2 tabs.
