The TIOs are to be familiar with the STI Programs within their Office they represent (given they have contracting financial assistance and/or acquisition activities) and for their major site/facility management contractor(s) STI Program to discern compliance with the DOE O 241.1B. They must maintain an up-to-date knowledge-base of the STI Program activities and provide timely feedback on issues as they emerge. While

The National Lighting Product Information Program (NLPIP) produces reports on specific lighting technologies and topics which enable energy end-users to better define and specify their lighting equipment needs. NLPIP was initiated in the fall of 1990 to provide an independent, objective source for performance information on lighting products. The mission statement adopted at the outset for the program and that continues to guide the program is: to rapidly provide the best information available on efficient lighting products. The sponsors to the program have continually required three primary criteria for NLPIP: the program must be objective, remaining free from any bis toward certain technologies or producers, it must be educational, helping the audience better understand the technologies and their applications, and it must provide manufacturer-specific performance information, differentiating NLPIP from other sources of lighting educational information. This mission statement and these criteria have guided the program throughout its existence. Information developed by NLPIP is published through the serials Specifier Reports, Specifier Reports Supplements, and Lighting Answers.

In an effort to determine the environmental intensities to which energy materials in transit may be exposed, a Data Center of technical environmental information has been established by Sandia National Laboratories, Division 5523, for the DOE Office of Transportation Fuel Storage. This document is an index which can be used to request data of interest. Access to the information held is not limited to Sandia personnel. The purpose of the Transportation Technical Environmental Information Center is to collect, analyze, store, and make available descriptions of the environment of transportation expressed in engineering terms. The data stored in the Center are expected to be useful in a variety of transportation related analyses. Formulations of environmental criteria for shipment of cargo, risk assessments, and detailed structural analyses of shipping containers are examples where these data have been applied. For purposes of indexing and data retrieval, the data are catalogued under two major headings: Normal and Abnormal Environments.

Survey Background and Technical Information Survey Background and Technical Information Survey Background and Technical Information Survey Background The commercial sector encompasses a vast range of building types- service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as certain buildings that would not be considered "commercial" in a traditional economic sense, such as public and private schools, correctional institutions, and religious and fraternal organizations. Excluded from the sector are the goods-producing industries: manufacturing, agriculture, mining, forestry and fisheries, and construction. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The 2003 CBECS was the eighth survey in the series begun in 1979. From 1979 to 1986, the survey was known as the Nonresidential Buildings Energy Consumption Survey, or NBECS.

Hydrogen Technical Analysis -- Dissemination of Information

SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

The National Geothermal Information Resource (GRID) of the Lawrence Berkeley Laboratory is chartered by the U.S. Department of Energy (DOE) to provide critically evaluated data and other information for the development and utilization of geothermal energy. Included are both site dependent and site independent information related to resource evaluation, electrical and direct utilization, environmental aspects, and the basic properties of aqueous electrolytes. The GRID project is involved in cooperative agreements for the interchange of information and data with other organizations. There are currently three U.S. data centers working to implement the collection and exchange of information on geothermal energy research and production: the DOE Technical Information Center (TIC), Oak Ridge, the GEOTHERM database of the U.S. Geological Survey in Menlo Park, and the GRID project. The data systems of TIC, GEOTHERM and GRID are coordinated for data collection and dissemination, with GRID serving as a clearinghouse having access to files from all geothermal databases including both numerical and bibliographic data. GRID interfaces with DOE/TIC for bibliographic information and with GEOTHERM for certain site-dependent numerical data. The program is organized into four principal areas: (1) basic geothermal energy data; (2) site-dependent data for both electrical and direct utilization; (3) environmental aspects, and (4) data handling development. The four sections of the report are organized in this way.

The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.

The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. It is generated by the National Renewable Energy Laboratory, with the assistance of many collaborators.[1] Technical Overview Per its user's manual, "The NSRDB is a serially complete collection of hourly values of the three most common measurements of solar radiation (global horizontal, direct normal, and diffuse horizontal) over a period of time adequate to establish means and extremes, and at a sufficient number of locations to represent regional solar radiation climates."[2] There have been two releases of the NSRDB, each covering different time
