    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    This EMFLUXR Soil-Gas Survey was conducted on Material Disposal Areas (MDAS) G, J, and L in Technical Area 54 at Los Alamos National Laboratory (LANL), New Mexico. MDA L has been used for disposal of volatile organic compounds (VOCs) and MDA G (comprising sub-areas G-1 through G-8) for disposal of both VOCs and radioactive waste; MDA I has reportedly been used for disposal of waste without either of these contaminants. All three of the sites are currently active. Figure 1 shows the location of the three MDAs within Technical Area 54 of operable Unit 1148.     This report presents results of chemical analyses of 24 analytes in 16 background sediment samples collected from Ancho Canyon and Indio Canyon at Technical Area (TA) 39, Los Alamos National Laboratory. Preliminary upper tolerance limits (UTLS) for sediments are calculated from this data set but, because of the small sample size, these UTLs exceed the maximum values in the data set by up to 50'ZO and will require revision as more background sediment data are obtained.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    Much of the US Department of Energy`s (DOE`s) research on plutonium metallurgy and plutonium processing is performed at Los Alamos National Laboratory (LANL), in Los Alamos, New Mexico. This Environmental Assessment (EA) analyzes the potential environmental effects that would be expected to occur if DOE were to stage sealed containers of transuranic (TRU) and TRU mixed waste in a support building at the Plutonium Facility (TA-55) that is adjacent to PF-4. At present, the waste containers are staged in the basement of PF-4. The proposed project is to convert an existing support structure (Building 185), a prefabricated metal building on a concrete foundation, and operate it as a temporary staging facility for sealed containers of solid TRU and TRU mixed waste. The TRU and TRU mixed wastes would be contained in sealed 55-gallon drums and standard waste boxes as they await approval to be transported to TA-54. The containers would then be transported to a longer term TRU waste storage area at TA-54. The TRU wastes are generated from plutonium operations carried out in PF-4. The drum staging building would also be used to store and prepare for use new, empty TRU waste containers.

    The Department of Energy Livermore Site Office requested a technical review of remedial alternatives proposed for the Building 812 Operable Unit, Site 300 at the Lawrence Livermore National Laboratory. The team visited the site and reviewed the alternatives proposed for soil remediation in the draft RI/FS and made the following observations and recommendations. Based on the current information available for the site, the team did not identify a single technology that would be cost effective and/or ecologically sound to remediate DU contamination at Building 812 to current remedial goals. Soil washing is not a viable alternative and should not be considered at the site unless final remediation levels can be negotiated to significantly higher levels. This recommendation is based on the results of soil washing treatability studies at Fernald and Ashtabula that suggest that the technology would only be effective to address final remediation levels higher than 50 pCi/g. The technical review team identified four areas of technical uncertainty that should be resolved before the final selection of a preferred remedial strategy is made. Areas of significant technical uncertainty that should be addressed include: (1) Better delineation of the spatial distribution of surface contamination and the vertical distribution of subsurface contamination in the area of the firing table and associated alluvial deposits; (2) Chemical and physical characterization of residual depleted uranium (DU) at the site; (3) Determination of actual contaminant concentrations in air particulates to support risk modeling; and (4) More realistic estimation of cost for remedial alternatives, including soil washing, that were derived primarily from vendor estimates. Instead of conducting the planned soil washing treatability study, the team recommends that the site consider a new phased approach that combines additional characterization approaches and technologies to address the technical uncertainty in the remedial decision making. The site should redo the risk calculations as the future use scenario has changed for the site. As a result, the existing model is based on very conservative assumptions that result in calculation of unreasonably low cleanup goals. Specifically, the review team proposes that LLNL consider: (1) Revising the industrial worker scenario to a reasonable maximum exposure (RME) for a site worker that performs a weekly walk down of the area for two hours for 25 years (or an alternative RME if the exposure scenario changes); (2) Revising the ESSI of 2 mg U per kg soil for the deer mouse to account for less than 0.05 of the total ingested uranium being adsorbed by the gut; (3) Revising bioaccumulation factors (BAFs) for vegetation and invertebrates that are based on 100 mg of soluble uranium per kg of soil, as the uranium concentration in the slope soil does not average 100 mg/kg and it is not all in a soluble form; and (4) Measuring actual contaminant concentrations in air particulates at the site and using the actual values to support risk calculations. The team recommends that the site continue a phased approach during remediation. The activities should focus on elimination of the principal threats to groundwater by excavating (1) source material from the firing table and alluvial deposits, and (2) soil hotspots from the surrounding slopes with concentrations of U-235 and U-238 that pose unacceptable risk. This phased approach allows the remediation path to be driven by the results of each phase. This reduces the possibility of costly 'surprises', such as failure of soil treatment, and reduces the impact of remediation on endangered habitat. Treatment of the excavated material with physical separation equipment may result in a decreased volume of soil for disposal if the DU is concentrated in the fine-grained fraction, which can then be disposed of in an offsite facility at a considerable cost savings.     Orchestration of every National Ignition Facility (NIF) shot cycle is managed by the Integrated Computer Control System (ICCS), which uses a scalable software architecture running code on more than 1950 front-end processors, embedded controllers, and supervisory servers. The ICCS operates laser and industrial control hardware containing 66 000 control and monitor points to ensure that all of NIF’s laser beams arrive at the target within 30 ps of each other and are aligned to a pointing accuracy of less than 50 μm root-mean-square, while ensuring that a host of diagnostic instruments record data in a few billionths of a second.more » NIF’s automated control subsystems are built from a common object-oriented software framework that distributes the software across the computer network and achieves interoperation between different software languages and target architectures. A large suite of business and scientific software tools supports experimental planning, experimental setup, facility configuration, and post-shot analysis. Standard business services using open-source software, commercial workflow tools, and database and messaging technologies have been developed.     The State Geological Survey Contributions to the National Geothermal Data System project is built on the work of the project managed by Boise State University to design and build the National Geothermal Data System, by deploying it nationwide and populating it with data principally from State Geological Surveys through collaboration with the Association of American State Geologists (AASG). This project subsequently incorporated the results of the design-build and other DOE-funded projects in support of the NGDS. The NGDS (www.geothermaldata.org) provides free open access to millions of data records, images, maps, and reports, sharing relevant geoscience, production, and land use data in 30+ categories to propel geothermal development and production in the U.S. NGDS currently serves information gathered from hundreds of the U.S. Department of Energy sponsored development and research projects and geologic data feeds from 60+ data providers throughout all 50 states.     The US Department of Energy (DOE) sponsors technical cooperative agreements, also known as Lab to Lab agreements, between its National Laboratories and similar institutions in the Newly Independent States (NIS) for the purpose of sharing some of the experience and expertise on nuclear export controls and nonproliferation of the former with their NIS counterparts so that, in turn, they can provide technical support to their respective governments in nonproliferation matters. In Kazakhstan, two separate technical cooperative agreements involving the Institute of Atomic Energy of the National Nuclear Center, Argonne National Laboratory, and Los Alamos National Laboratory were established in 1996. The tasks carried out during the first year of these technical cooperative agreements are described and the objectives and end products of the tasks are discussed.

    This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering. The active recruiting for this scholarship program for candidates at universities across the U.S. brings needed visibility to this field. Not only does this program offer critical practical training to these students, it brings attention to a very attractive field of work where young professionals are urgently required in order for the future. The effectiveness of retaining such talent remains to be seen and may be primarily controlled by the availability of DOE laboratory research funding in this field in the years to come.

    The importance and necessity for a fully developed and implemented National Incident Management System (NIMS) has been demonstrated in recent years by the impact of national events such as Hurricane Katrina in 2005. Throughout the history of emergency response to major disasters, especially when multiple response organizations are involved, there have been systemic problems in the consistency and uniformity of response operations. Identifying national standards that support the development and implementation of NIMS is key to helping solve these systemic problems. The NIMS seeks to provide uniformity and consistency for incident management by using common terminology and protocols that will enable responders to coordinate their efforts to ensure an efficient response.

    This annual and final report describes the results of the multi-year project entitled 'NATional CARBon Sequestration Database and Geographic Information System (NatCarb)' (http://www.natcarb.org). The original project assembled a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) in the midcontinent of the United States (MIDCARB) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide (CO{sub 2}) geologic sequestration. The NatCarb system built on the technology developed in the initial MIDCARB effort. The NatCarb project linked the GIS information of the Regional Carbon Sequestration Partnerships (RCSPs) into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project includes access to national databases and GIS layers maintained by the NatCarb group (e.g., brine geochemistry) and publicly accessible servers (e.g., USGS, and Geography Network) into a single system where data are maintained and enhanced at the local level, but are accessed and assembled through a single Web portal to facilitate query, assembly, analysis and display. This project improves the flow of data across servers and increases the amount and quality of available digital data. The purpose of NatCarb is to provide a national view of the carbon capture and storage potential in the U.S. and Canada. The digital spatial database allows users to estimate the amount of CO{sub 2} emitted by sources (such as power plants, refineries and other fossil-fuel-consuming industries) in relation to geologic formations that can provide safe, secure storage sites over long periods of time. The NatCarb project worked to provide all stakeholders with improved online tools for the display and analysis of CO{sub 2} carbon capture and storage data through a single website portal (http://www.natcarb.org/). While the external project is ending, NatCarb will continue as an internal US Department of Energy National Energy Technology Laboratory (NETL) project with the continued cooperation of personnel at both West Virginia University and the Kansas Geological Survey. The successor project will continue to organize and enhance the information about CO{sub 2} sources and developing the technology needed to access, query, analyze, display, and distribute natural resource data critical to carbon management. Data are generated, maintained and enhanced locally at the RCSP level, or at the national level in specialized data warehouses, and assembled, accessed, and analyzed in real-time through a single geoportal. To address the broader needs of a spectrum of users form high-end technical queries to the general public, NatCarb will be moving to an improved and simplified display for the general public using readily available web tools such as Google Earth{trademark} and Google Maps{trademark}. The goal is for NatCarb to expand in terms of technology and areal coverage and remain the premier functional demonstration of distributed data-management systems that cross the boundaries between institutions and geographic areas, and forms the foundation of a functioning carbon cyber-infrastructure. NatCarb provides access to first-order information to evaluate the costs, economic potential and societal issues of CO{sub 2} capture and storage, including public perception and regulatory aspects.

    During the closeout session, members of the technical assistance team conveyed to the site how impressed they were at the thoroughness of the site's investigation and attempts at remediation. Team members were uniformly pleased at the skilled detection work to identify sources, make quick remediation decisions, and change course when a strategy did not work well. The technical assistance team also noted that, to their knowledge, this is the only DOE site at which a world-class scientist has had primary responsibility for the environmental restoration activities. This has undoubtedly contributed to the successes observed and DOE should take careful note. The following overall recommendations were agreed upon: (1) The site has done a phenomenal job of characterization and identifying and removing source terms. (2) Technologies selected to date are appropriate and high impact, e.g. collection trenches are an effective remedial strategy for this complicated geology. The site should continue using technology that is adapted to the site's unique geology, such as the collection trenches. (3) The site should develop a better way to determine the basis of cleanup for all sites. (4) The sentinel well system should be evaluated and modified, if needed, to assure that the sentinel wells provide coverage to the current site boundary. Potential modifications could include installation, abandonment or relocation of wells based on the large amount of data collected since the original sentinel well system was designed. (5) Modeling to assist in remedial design and communication should continue. (6) The site should develop a plan to ensure institutional memory. (7) The most likely possibility for improving closure to 2006 is by removing the residual source of the Old Town plume and establishing the efficacy of remediation for the 51/64 plume.

    Introduction and Background Large amounts of methane in well water is a wide spread problem in North America. Methane gas from decaying biomass and oil and gas deposits escape into water wells typically through cracks or faults in otherwise non-porous rock strata producing saturated water systems. This methane saturated water can pose several problems in the delivery of drinking water. The problems range from pumps vapor locking (cavitating), to pump houses exploding. The City of Marsing requested Idaho National Laboratory (INL) to assist with some water analyses as well as to provide some engineering approaches to methane capture through the INL Technical Assistance Program (TAP). There are several engineering approaches to the removal of methane and natural gas from water sources that include gas stripping followed by compression and/or dehydration; membrane gas separators coupled with dehydration processes, membrane water contactors with dehydration processes.

    As a condition to the Disposal Authorization Statement issued to Los Alamos National Laboratory (LANL or the Laboratory) on March 17, 2010, a comprehensive performance assessment and composite analysis maintenance program must be implemented for the Technical Area 54, Area G disposal facility. Annual determinations of the adequacy of the performance assessment and composite analysis are to be conducted under the maintenance program to ensure that the conclusions reached by those analyses continue to be valid. This report summarizes the results of the fiscal year 2011 annual review for Area G. Revision 4 of the Area G performance assessment and composite analysis was issued in 2008 and formally approved in 2009. These analyses are expected to provide reasonable estimates of the long-term performance of Area G and, hence, the disposal facility's ability to comply with Department of Energy (DOE) performance objectives. Annual disposal receipt reviews indicate that smaller volumes of waste will require disposal in the pits and shafts at Area G relative to what was projected for the performance assessment and composite analysis. The future inventories are projected to decrease modestly for the pits but increase substantially for the shafts due to an increase in the amount of tritium that is projected to require disposal. Overall, however, changes in the projected future inventories of waste are not expected to compromise the ability of Area G to satisfy DOE performance objectives. The Area G composite analysis addresses potential impacts from all waste disposed of at the facility, as well as other sources of radioactive material that may interact with releases from Area G. The level of knowledge about the other sources included in the composite analysis has not changed sufficiently to call into question the validity of that analysis. Ongoing environmental surveillance activities are conducted at, and in the vicinity of, Area G. However, the information generated by many of these activities cannot be used to evaluate the validity of the performance assessment and composite analysis models because the monitoring data collected are specific to operational releases or address receptors that are outside the domain of the performance assessment and composite analysis. In general, applicable monitoring data are supportive of some aspects of the performance assessment and composite analysis. Several research and development (R and D) efforts have been initiated under the performance assessment and composite analysis maintenance program. These investigations are designed to improve the current understanding of the disposal facility and site, thereby reducing the uncertainty associated with the projections of the long-term performance of Area G. The status and results of R and D activities that were undertaken in fiscal year 2011 are discussed in this report. Special analyses have been conducted to determine the feasibility of disposing of specific waste streams, to address proposed changes in disposal operations, and to consider the impacts of changes to the models used to conduct the performance assessment and composite analysis. These analyses are described and the results of the evaluations are summarized in this report. The Area G disposal facility consists of Material Disposal Area (MDA) G and the Zone 4 expansion area. To date, all disposal operations at Area G have been confined to MDA G. Material Disposal Area G is scheduled to undergo final closure in 2015; disposal of waste in the pits and shafts is scheduled to end in 2013. In anticipation of the closure of MDA G, plans are being made to ship the majority of the waste generated at LANL to off-site locations for disposal. It is not clear at this time if waste that will be disposed of at LANL will be placed in Zone 4 or if disposal operations will move to a new location at the Laboratory. Separately, efforts to optimize the final cover used in the closure of MDA G are underway; a final cover design different than that adopted for the performance assessment and composite analy

  10. Customer Satisfaction Survey of Pacific Northwest National Laboratory's Technical Assistance Partners -- FY 2011

    The businesses that have utilized PNNL's Technology Assistance Program were sent a survey to solicit feedback about the program and to determine what, if any, outcomes resulted from the assistance provided. As part of its small business outreach, Pacific Northwest National Laboratory (PNNL) offers technology assistance to businesses with fewer than 500 employees throughout the nation and to businesses of any size in the 2 counties that contain the Hanford site. Upon request, up to 40 staff-hours of a researcher's time can be provided to address technology issues at no charge to the requesting firm. During FY 2011, PNNL completed assistance for 54 firms. Topics of the technology assistance covered a broad range, including environment, energy, industrial processes, medical, materials, computers and software, and sensors. In FY 2011, PNNL's Technology Assistance Program (TAP) was funded by PNNL Overheads. Over the past 16 years, the Technology Assistance Program has received total funding of nearly $2.8 million from several federal and private sources.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    Under the authorization provided by Section 634 of the Energy Independence and Security Act of 2007 (P.L. 110-140), in 2009 FAU was awarded U.S. Congressionally Directed Program (CDP) funding through the U.S. Department of Energy (DOE) to investigate and develop technologies to harness the energy of the Florida Current as a source of clean, renewable, base-load power for Florida and the U.S. A second CDP award in 2010 provided additional funding in order to enhance and extend FAU’s activities. These two CDPs in 2009 and 2010 were combined into a single DOE grant, DE-EE0000319, and are the subject of this report. Subsequently, in July 2010 funding was made available under a separate contract, DE-EE0004200. Under that funding, DOE’s Wind and Water Power Program designated FAU’s state of Florida marine renewable energy (MRE) center as the Southeast National Marine Renewable Energy Center (SNMREC). This report discusses SNMREC activities funded by the DE-EE0000319 grant, but will make reference, as appropriate, to activities that require further investigation under the follow-on grant. The concept of extracting energy from the motions of the oceans has a long history. However, implementation on large scales of the technologies to effect renewable energy recovery from waves, tides, and open-ocean currents is relatively recent. DOE’s establishment of SNMREC recognizes a significant potential for ocean current energy recovery associated with the (relatively) high-speed Florida Current, the reach of the Gulf Stream System flowing through the Straits of Florida, between the Florida Peninsula and the Bahamas Archipelago. The proximity of the very large electrical load center of southeast Florida’s metropolitan area to the resource itself makes this potential all the more attractive. As attractive as this potential energy source is, it is not without its challenges. Although the technology is conceptually simple, its design and implementation in a commercially-viable fashion presents a variety of challenges. Beyond the technology itself (and, especially, the effects on the technology of the harsh oceanic environment), it is important to consider the possible environmental impacts of commercial-scale implementation of oceanic energy extraction. Further, because such implementation represents a completely new undertaking, the human resources required do not exist, so education and training programs are critical to eventual success. This project, establishing a national open-ocean energy laboratory, was designed to address each of these three challenges in a flexible framework allowing for adaptive management as the project proceeded. In particular:  the technology challenge, including resource assessment, evolved during the project to recognize and address the need for a national testing facility in the ocean for small-scale prototype MRE systems developed by industry;  the environmental challenge became formalized and expanded during the permitting process for such a testing facility; and  the human resources/societal challenges, both in terms of the need for education and training and in terms of public acceptance of MRE, stimulated a robust outreach program far beyond that originally envisioned at SNMREC. While all of these activities at SNMREC are ongoing, a number of significant milestones (in addition to the contributions listed in the appendices) were achieved under the auspices of this award. These include:  Planning and site selection for the first-phase test facility, offshore of Dania Beach, FL, including some equipment for the facility, submission of an Interim Policy Lease Application to the U.S. Department of Interior’s Bureau of Ocean Energy Management (BOEM), and completion of an Environmental Assessment by BOEM and a positive Consistency Determination by the State of Florida;  Measurements using acoustic profilers of the current structure and variability in the vicinity of the site under a variety of weather conditions, seasons and time durations;  Design and implementation of instrumentation for the first phase of the offshore testing facility, the wet- and top-side data acquisition systems, and shore-based analysis systems;  Implementation of a laboratory-scale dynamometer system to test generators of up to 25 kW capacity using real-world (simulated) forcing;  Completion of 24 months of (airborne) marine vertebrate surveys and associated analysis of sea turtle offshore activity, marine mammal vocalization research, and ocean current turbine hydrodynamic noise characterization;  Development of a secondary-school (nominally grade 10) curriculum about hydrokinetic MRE, “Energy from the Oceans: The New Renewable”, and training of over 200 high-school teachers in its use and in how to educate their colleagues in application of the material in the classroom;  Presentations to over 50 interested civic groups in the region on various aspects of MRE in SE Florida  A series of public lectures to over 600 residents of south Florida to provide broader education on MRE.  Development of an interactive kiosk for installation in local science museums. These, and other accomplishments detailed in this report contribute to a comprehensive ongoing program at the SNMREC to support the affordable, responsible, and achievable commercialization of MRE. Many of the tasks of this award are continued or will be verified with follow-on funding DE-EE0004200, and its goal: the installation of the world’s first offshore ocean current turbine testing and validation capability.
