    Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

    Currently, each person on the average produces 1.15 kg of the municipal waste per day and a total of 9 million metric tons were generated annually in Taiwan. The disposal of such a huge amount of waste presents tremendous challenge for the island due to the scarcity of landfills and incineration facilities available locally. EPA of Taiwan, R.O.C. thus takes an active role in promoting waste recycling to reduce the garbage produced in municipalities. In order to efficiently utilize the government`s human and financial resources used in recycling, started from January 31, 1989, EPA has mandated the producer responsibility recycling program for several designated post-consumer products such as PET, PVC bottles, scrap tires, scrap motor vehicles, etc. Producer responsibility recycling program specifies that the manufacturers, importers and sellers of these designated products have the responsibility to retrieve their products and recycle them properly. Several negative effects have been encountered while the implementation of this producer responsibility recycling program in Taiwan which resulted in a modification of this recycling program recently. This paper presents the encountered experiences on the implementation of municipal waste recycling program in Taiwan.

    The nuclear safety authority recently in its regulations proclaimed individual and collective dose limits. Accordingly, the guidelines for implementing the Below Regulatory Concern (BRC) concept has been developed by the Radwaste Administration. Recognizing the significance of implementing the BRC concept, the RWA completed a study on evaluation of the BRC implementation in Taiwan, in which the types and amounts of potential BRC waste were tabulated and costs for the disposal of LLRW and BRC wastes were also compared. The public acceptability of the BRC concept appears to be low in the wake of events which recently occurred at home and abroad. To dispose of BRC wastes on-site is believed to be a less conflicting alternative.

    Sandia National Laboratories and the Institute of Nuclear Energy Research, Taiwan have collaborated in a technology transfer program related to low-level radioactive waste (LLW) disposal in Taiwan. Phase I of this program included regulatory analysis of LLW final disposal, development of LLW disposal performance assessment capabilities, and preliminary performance assessments of two potential disposal sites. Performance objectives were based on regulations in Taiwan and comparisons to those in the United States. Probabilistic performance assessment models were constructed based on limited site data using software including GoldSim, BLT-MS, FEHM, and HELP. These software codes provided the probabilistic framework, container degradation, waste-form leaching, groundwater flow, radionuclide transport, and cover infiltration simulation capabilities in the performance assessment. Preliminary performance assessment analyses were conducted for a near-surface disposal system and a mined cavern disposal system at two representative sites in Taiwan. Results of example calculations indicate peak simulated concentrations to a receptor within a few hundred years of LLW disposal, primarily from highly soluble, non-sorbing radionuclides.

    Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the search form to the left to look for dog data from particular experimental conditions. Click a dog number to return the full dog record. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

    Pressurized water reactor loss-of-coolant accident phenomena are being simulated with a series of experiments in the U-2 loop of the National Research Universal Reactor at Chalk River, Ontario, Canada. The first of these experiments includes up to 45 parametric thermal-hydraulic tests to establish the relationship between the reflood delay time of emergency coolant, the reflooding rate, and the resultant fuel rod cladding peak temperature. This document contains both experiment proposal and assembly proposal information. The intent of this document is to supply information required by the Chalk River Nuclear Laboratories (CRNL), and to identify the planned procedures and data that will be used both to establish readiness to proceed from one test phase to the next and to operate the experiment. Operating control settings and limits are provided for both experimenter systems and CRNL systems. A hazards review summarizes safety issues that have been addressed during the development of the experiment plan.

    Since 2002, Washington State University has been building radiochemistry as a component of its overall chemistry program. Using an aggressive hiring strategy and leveraged funds from the state of Washington and federal agencies, six radiochemistry faculty members have been added to give a total of seven radiochemists out of a department of twenty-five faculty members. These faculty members contribute to a diverse curriculum in radiochemistry, and the Chemistry Department now enjoys a significant increase in the number of trainees, the quantity of research expenditures, and the volume and quality of peer-reviewed scientific literature generated by the radiochemistry faculty and the trainees. These three factors are essential for sustaining the radiochemistry education and research program at any academic institution.

    A series of in-reactor experiments were conducted using full-length 32-rod pressurized water reactor (PWR) fuel bundles as part of the Loss-of-Coolant Accident (LOCA) Simulation Program. The third materials experiment (MT-3) was the sixth in the series of thermal-hydraulic and materials deformation/rutpure experiments conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The main objective of the experiment was to evaluate ballooning and rupture during active two-phase cooling in the temperature range from 1400 to 1500/sup 0/F (1030 to 1090 K). The 12 test rods in the center of the 32-rod bundle were initially pressurized to 550 psi (3.8 MPa) to insure rupture in the correct temperature range. All 12 of the rods ruptured, with an average peak bundle strain of approx. 55%. The UKAEA also funded destructive postirradiation examination (PIE) of several of the ruptured rods from the MT-3 experiment. This report describes the work performed and presents the PIE results. Information obtained during the PIE included cladding thickness measurements metallography, and particle size analysis of the cracked and broken fuel pellets.

    Purpose: To examine the association between hospital surgical volume and the use of radiation therapy (RT) after breast-conserving surgery (BCS) in Taiwan. Methods and Materials: We used claims data from the National Health Insurance program in Taiwan (1997-2005) in this retrospective population-based study. We identified patients with breast cancer, receipt of BCS, use of radiation, and the factors that could potentially associated with the use of RT from enrollment records, and the ICD-9 and billing codes in claims. We conducted logistic regression to examine factors associated with RT use after BCS, and performed subgroup analyses to examine whether the association differs by medical center status or hospital volumes. Results: Among 5,094 patients with newly diagnosed invasive breast cancer who underwent BCS, the rate of RT was significantly lower in low-volume hospitals (74% vs. 82%, p < 0.01). Patients treated in low-volume hospitals were less likely to receive RT after BCS (odds ratio = 0.72, 95% confidence interval = 0.62-0.83). In addition, patients treated after the implementation of the voluntary pay-for-performance policy in 2001 were more likely to receive RT (odds ratio = 1.23; 95% confidence interval = 1.05-1.45). Subgroup analyses indicated that the high-volume effect was limited to hospitals accredited as non-medical centers, and that the effect of the pay-for-performance policy was most pronounced among low-volume hospitals. Conclusions: Using population-based data from Taiwan, our study concluded that hospital surgical volume and pay-for-performance policy are positively associated with RT use after BCS.

    The progress of establishment of a high brightness and low emittance mid-energy storage ring is reported. The status of the 3 GeV Taiwan Photon Source (TPS) currently under construction will be presented. The progress on the civil construction, manufacturing of machine components, as well as the opportunity of using low emittace synchrotron source and phase I beamlines at TPS will be mentioned. The future planning of phase II beamlines and related research will be sketched. Future developments will be also briefly outlined.

    A loss of Coolant Accident (LOCA) simulation program is evaluating the thermal-hydraulic and mechanical effects of LOCA conditions on pressurized water reactor test fuel bundles. This experiment operation plan for the second and third experiments of the program will provide peak fuel cladding temperatures of up to 1172K (1650{degree}F) and 1061K (1450{degree}) respectively. for a long enough time to cause test fuel cladding deformation and rupture in both. Reflood coolant delay times and the reflooding rates for the experiments were selected from thermal-hydraulic data measured in the National Research Universal (NRU) reactor facilities and test train assembly during the first experiment.

    A high-pressure air-flow national measurement standard is constructed in Taiwan with a capacity of 8400 Nm{sup 3}/h and a projected measurement uncertainty of {plus_minus}0.2% in the pressure range of 1 {approximately} 84 bars. it is a blow-down type facility, and its main purpose is to serve as the primary standard of a larger-flowrate natural gas flow measurement facility to be built in the future by Chinese Petroleum Company (CPC). The system has a gyroscopic weighing platform suitable for high precision gravimetric measurements and several sonic nozzles with different throat diameters situated in a chamber to be the reference flow meters. A set of two turbine meters, 50mm and 100mm, are sued as the transfer standard. The facility has two test sections separated by the nozzle chamber and four different calibration modes could be arranged. To make calibration, the storage tank, the temperature control loop, and two sets of pressure regulating valve establish a pressurized air flow with stable temperature and pressure in the test section. The control of the air-flow diversion, connect-disconnect mechanism, sonic nozzle array is made through a hydraulic power unit operating at 200 bars. Real time measurements of temperature, pressure, flow signal, and time are collected through a Honeywell 9000-series PLC and a FIX DMAC data acquisition/control software. This paper describes the key components of the test facility and presents the preliminary results of performance assessment.

    A 100-year history of human and natural disturbances in southwestern Taiwan was reconstructed using a suite of molecular markers in four dated sediment cores from the upper slope region off the Gaoping River mouth.     The main purpose of developing high temperature gas cleaning technologies are to clean the gas under high temperature in order to be cost effective and to improve energy efficiency. Moving granular bed filters are technically and economically applicable for high temperature cleaning system because of low cost, possible to keep operation at a constant pressure drop, simple structure, easy in operation and maintenance, no high risk internals, and more tolerant to process thermal flow. Energy and Resource Laboratories, Taiwan Industrial Technology Research Institute (ERL/ITRI) has been developing a moving granular bed filter (MGBF) for BIGCC(Biomass Integrated Gasification Combined Cycle) high temperature gas cleanup. The filter granules move downwards directed by louver-like guide plates and the hot gases penetrate the MGBF horizontally. Filtration mechanisms include collection of the dust cake over the bed media surface and deep bed filtration. Stagnant zones of filter granules combining with the dusts always exist along the louver walls. Such stagnant zones often corrode the louver-like guide plates, increase the system pressure drop and decrease the total reaction efficiency that may endanger MGBF operation. Series louver and inert structure research that modify the granular flow pattern have been designed to eliminate the formation of these stagnant zones. By connecting to an auxiliary dust/bed media separation system, MGBF can be operated continuously at a stable pressure drop with a stable high efficiency. There are several MGBF R&D activities in progress: (1) a 3-dimensional cold flow system for testing the MGBF filtration efficiency; (2) a high temperature gas cleanup experimental system that has been designed and installed; (3) a 2-dimensional flow pattern experimental system for approving design concepts.

    The National Ignition Facility is a $1.1B DOE Defense Programs Inertial Confinement Fusion facility supporting the Science Based Stockpile Stewardship Program. The goal of the facility is to achieve fusion ignition and modest gain in the laboratory. The NIF project is responsible for the design and construction of the 192 beam, 1.8 MJ laser necessary to meet that goal. - The project is a National project with participation by Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), the University of Rochester Laboratory for Laser Energetics (URLLE) and numerous industrial partners. The project is centered at LLNL which has extensive expertise in large solid state lasers. The other partners in the project have negotiated their participation based on the specific expertise they can bring to the project. In some cases, this negotiation resulted in the overall responsibility for a WBS element; in other cases, the participating laboratories have placed individuals in the project in areas that need their individual expertise. The main areas of Sandia`s participation are in the management of the conventional facility design and construction, the design of the power conditioning system, the target chamber system, target diagnostic instruments, data acquisition system and several smaller efforts in the areas of system integration and engineering analysis. Sandia is also contributing to the technology development necessary to support the project by developing the power conditioning system and several target diagnostics, exploring alternate target designs, and by conducting target experiments involving the ``foot`` region of the NIF power pulse. The project has just passed the mid-point of the Title I (preliminary) design phase. This paper will summarize Sandia`s role in supporting the National Ignition Facility and discuss the areas in which Sandia is contributing. 3 figs.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

    Background: Cumulative arsenic exposure (CAE) from drinking water has been shown to be associated with hypertension in a dose-response pattern. This study further explored the association between arsenic methylation capability and hypertension risk among residents of arseniasis-hyperendemic areas in Taiwan considering the effect of CAE and other potential confounders. Method: There were 871 subjects (488 women and 383 men) and among them 372 were diagnosed as having hypertension based on a positive history or measured systolic blood pressure {>=} 140 mm Hg and/or diastolic blood pressure {>=} 90 mm Hg. Urinary arsenic species were determined by high-performance liquid chromatography-hydride generator and atomic absorption spectrometry. Primary arsenic methylation index [PMI, defined as monomethylarsonic acid (MMA{sup V}) divided by (As{sup III} + As{sup V})] and secondary arsenic methylation index (SMI, defined as dimethylarsinic acid divided by MMA{sup V}) were used as indicators for arsenic methylation capability. Results: The level of urinary arsenic was still significantly correlated with cumulative arsenic exposure (CAE) calculated from a questionnaire interview (p = 0.02) even after the residents stopped drinking the artesian well water for 2-3 decades. Hypertensive subjects had higher percentages of MMA{sup V} and lower SMI than subjects without hypertension. However, subjects having CAE > 0 mg/L-year had higher hypertension risk than those who had CAE = 0 mg/L-year disregard a high or low methylation index. Conclusion: Inefficient arsenic methylation ability may be related with hypertension risk.

The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). For some, faculty positions are scarce, so they take staff-scientist position at national laboratories (i.e. Pacific Northwest, Idaho, Los Alamos, and Brookhaven). Many plan to work at the National Laboratory for 5 to 7 years and then seek an academic post. For many (these authors included), before they know it it’s 15 or 20 years later and they never seriously considered leaving the laboratory system.

    This report documents the status of educational efforts for the preparation of a national security workforce as part of the National Security Preparedness Project, being performed by the Arrowhead Center of New Mexico State University under a DOE/NNSA grant. The need to adequately train and educate a national security workforce is at a critical juncture. Even though there are an increasing number of college graduates in the appropriate fields, many of these graduates choose to work in the private sector because of more desirable salary and benefit packages. This report includes an assessment of the current educational situation for the national security workforce.

    In 2007, the United States Department of Energy designated the Advanced Test Reactor (ATR), located at Idaho National Laboratory, as a National Scientific User Facility (NSUF). This designation made test space within the ATR and post-irradiation examination (PIE) equipment at INL available for use by researchers via a proposal and peer review process. The goal of the ATR NSUF is to provide researchers with the best ideas access to the most advanced test capability, regardless of the proposer's physical location. Since 2007, the ATR NSUF has expanded its available reactor test space, and obtained access to additional PIE equipment. Recognizing that INL may not have all the desired PIE equipment, or that some equipment may become oversubscribed, the ATR NSUF established a Partnership Program. This program enables and facilitates user access to several university and national laboratories. So far, seven universities and one national laboratory have been added to the ATR NSUF with capability that includes reactor-testing space, PIE equipment, and ion beam irradiation facilities. With the addition of these universities, irradiation can occur in multiple reactors and post-irradiation exams can be performed at multiple universities. In each case, the choice of facilities is based on the user's technical needs. Universities and laboratories included in the ATR NSUF partnership program are as follows: (1) Nuclear Services Laboratories at North Carolina State University; (2) PULSTAR Reactor Facility at North Carolina State University; (3) Michigan Ion Beam Laboratory (1.7 MV Tandetron accelerator) at the University of Michigan; (4) Irradiated Materials at the University of Michigan; (5) Harry Reid Center Radiochemistry Laboratories at University of Nevada, Las Vegas; (6) Characterization Laboratory for Irradiated Materials at the University of Wisconsin-Madison; (7) Tandem Accelerator Ion Beam. (1.7 MV terminal voltage tandem ion accelerator) at the University of Wisconsin-Madison; (8) Illinois Institute of Technology (IIT) Materials Research Collaborative Access Team (MRCAT) beamline at Argonne National Laboratory's Advanced Photon Source; and (9) Nanoindenter in the University of California at Berkeley (UCB) Nuclear Engineering laboratory Materials have been analyzed for ATR NSUF users at the Advanced Photon Source at the MRCAT beam, the NIST Center for Neutron Research in Gaithersburg, MD, the Los Alamos Neutron Science Center, and the SHaRE user facility at Oak Ridge National Laboratory (ORNL). Additionally, ORNL has been accepted as a partner facility to enable ATR NSUF users to access the facilities at the High Flux Isotope Reactor and related facilities.

    The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey. The Geothermal Energy Association is collaborating with the NGDS to insure that it meets the needs of the geothermal industry.
