    With increasing numbers of commercial and government services being considered for electronic delivery, effective vulnerability analysis will become increasingly critical, Organizing sets of proposed electronic services into security taxonomies will be a key part of this work. However, brute force enumeration of services and risks is inefficient, and ad hoc methods require re-invention with each new set of services. Furthermore, both such approaches fail to communicate effectively the tradeoffs between vulnerabilities and features in a set of electronic services, and fail to scale to large sets of service. From our experience advising players considering electronic delivery, we have developed a general, systematic, and scalable methodology that addresses these concerns. In this paper, we present this methodology, and apply it to the example of electronic services offered via kiosks (since kiosk systems are representative of a wide range of security issues in electronic commerce).

    The Open Science Grid (OSG) offers access to around hundred Compute elements (CE) and storage elements (SE) via standard Grid interfaces. The Resource Selection Service (ReSS) is a push-based workload management system that is integrated with the OSG information systems and resources. ReSS integrates standard Grid tools such as Condor, as a brokering service and the gLite CEMon, for gathering and publishing resource information in GLUE Schema format. ReSS is used in OSG by Virtual Organizations (VO) such as Dark Energy Survey (DES), DZero and Engagement VO. ReSS is also used as a Resource Selection Service for Campus Grids, such as FermiGrid. VOs use ReSS to automate the resource selection in their workload management system to run jobs over the grid. In the past year, the system has been enhanced to enable publication and selection of storage resources and of any special software or software libraries (like MPI libraries) installed at computing resources. In this paper, we discuss the Resource Selection Service, its typical usage on the two scales of a National Cyber Infrastructure Grid, such as OSG, and of a campus Grid, such as FermiGrid.

    The deployment of any new software system in a production facility will always face multiple hurtles in reaching a successful acceptance. However, a new waste tracking system was required at the plutonium processing facility at Los Alamos National Laboratory (LANL) where waste processing must be integrated to handle Special Nuclear Materials tracking requirements. Waste tracking systems can enhance the processing of waste in production facilities when the system is developed with a focus on customer service throughout the project life cycle. In March 2010 Los Alamos National Laboratory Waste Technical Services (WTS) replaced the aging systems and infrastructure that were being used to support the plutonium processing facility. The Waste Technical Services (WTS) Waste Compliance and Tracking System (WCATS) Project Team, using the following customer service model, succeeded in its goal to meet all operational and regulatory requirements, making waste processing in the facility more efficient while partnering with the customer.

    Battelle Energy Alliance, LLC, managing and operating contractor for the U.S. Department of Energy's Idaho National Laboratory, is the lead laboratory for U.S. Department of Energy Advanced Vehicle Testing. Battelle Energy Alliance, LLC contracted with Intertek Testing Services, North America (ITSNA) to collect data on federal fleet operations as part of the Advanced Vehicle Testing Activity's Federal Fleet Vehicle Data Logging and Characterization study. The Advanced Vehicle Testing Activity study seeks to collect data to validate the utilization of advanced electric drive vehicle transportation. This report focuses on the Golden Gate National Recreation Area (GGNRA) fleet to identify daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support the successful introduction of plug-in electric vehicles (PEVs) into the agencies' fleets. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements. GGNRA identified 182 vehicles in its fleet, which are under the management of the U.S. General Services Administration. Fleet vehicle mission categories are defined in Section 4, and while the GGNRA vehicles conduct many different missions, only two (i.e., support and law enforcement missions) were selected by agency management to be part of this fleet evaluation. The selected vehicles included sedans, trucks, and sport-utility vehicles. This report will show that battery electric vehicles and/or PHEVs are capable of performing the required missions and providing an alternative vehicle for support vehicles and PHEVs provide the same for law enforcement, because each has a sufficient range for individual trips and time is available each day for charging to accommodate multiple trips per day. These charging events could occur at the vehicle home base, high-use work areas, or intermediately along routes that the vehicles frequently travel. Replacement of vehicles in the current fleet would result in significant reductions in the emission of greenhouse gases and petroleum use, while also reducing fuel costs. The San Francisco Bay Area is a leader in the adoption of PEVs in the United States. PEV charging stations, or more appropriately identified as electric vehicle supply equipment, located on the GGNRA facility would be a benefit for both GGNRA fleets and general public use. Fleet drivers and park visitors operating privately owned PEVs benefit by using the charging infrastructure. ITSNA recommends location analysis of the GGNRA site to identify the optimal placement of the electric vehicle supply equipment station. ITSNA recognizes the support of Idaho National Laboratory and ICF International for their efforts to initiate communication with the National Parks Service and GGNRA for participation in the study. ITSNA is pleased to provide this report and is encouraged by the high interest and support from the National Park Service and GGNRA personnel.

    In response to a request from the National Park Service, an evaluation was undertaken of possible hazardous exposures to volcanic emissions, both gases and particulates, at the Hawaii Volcanoes National Park (SIC-7999) on the island of Hawaii in the State of Hawaii. Concerns included exposures to sulfur-dioxide (7446095) (SO2), asphalt decomposition products from burning pavement, acid mists when lava enters the ocean, volcanic caused smog, and Pele's hair (a fibrous glass like material). Two other related requests for study were also received in regard to civil defense workers in these areas. No detectable levels of SO2 were found during long term colorimetric detector tube sampling used to characterize park workers' personal full shift exposures. Short term detector tube samples collected near a naturally occurring sulfur vent showed SO2 levels of 1.2 parts per million (ppm). Work related symptoms reported by more than 50% of the respondents included headache, eye irritation, throat irritation, cough, and phlegm. Chest tightness or wheezing and shortness of breath were also frequently reported. Samples collected for hydrochloric-acid (7647010) and hydrofluoric-acid (7664393) recorded concentrations of up to 15ppm for the former and 1.0ppm for the latter acid. Airborne particulates in the laze plume were comprised largely of chloride salts. Airborne fibers were detected at a concentration of 0.16 fibers per cubic centimeter. The authors conclude that excessive exposure to SO2 can occur at some locations within the park. The authors recommend that workers and visitors to the park be informed of the potential for exposures.

    The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

After a series of overview presentations, the participants were divided - according to their interests - into three subgroups to consider the exploration, exploitation, and environmental impact problems associated with the production and utilization of natural and synthetic carbonaceous fuels. As a result of these concentrated deliberations, each subgroup evolved a general recommendation and a series of specific recommendations for their particular topic. These are recapitulated, followed by a policy statement resulting from consideration of a means to implement basic research in organic geochemistry, and the subgroup reports.     Supercomputing `94, a high-performance computing and communications conference, was held November 14th through 18th, 1994 in Washington DC. For the past four years, Sandia National Laboratories has used this conference to showcase and focus its communications and networking endeavors. At the 1994 conference, Sandia built a Switched Multimegabit Data Service (SMDS) network running at 44.736 megabits per second linking its private SMDS network between its facilities in Albuquerque, New Mexico and Livermore, California to the convention center in Washington, D.C. For the show, the network was also extended from Sandia, New Mexico to Los Alamos National Laboratory and from Sandia, California to Lawrence Livermore National Laboratory. This paper documents and describes this network and how it was used at the conference.

    Monthly averaged data is presented which describes the availability of solar radiation at 248 National Weather Service stations. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis.     Sulfates and carbonaceous aerosols are the largest contributors to the fine particle burden in the atmosphere near Grand Canyon National Park. While the effects of sulfate particles on visibility at the Grand Canyon has been extensively studied, much less is known about the nature and origin of the carbonaceous aerosols that are present. This disparity in understanding arises from at least two causes: aerosol carbon data for the region are less plentiful and many of the sources that could contribute to that organic aerosol are both diverse and not well characterized. The objective of this present study is to examine the origin of the carbonaceous aerosol at Grand Canyon National Park during the summer season based on molecular tracer techniques applied to source and ambient samples collected specifically for this purpose.

    The bulk electric power supply industry needs leadership to meet its problems effectively, economically, and with the least injury to the environment during the rest of the century. The industry's pluralistic character, which is one of its strengths, and the range of the federal antitrust laws have blunted industry response to the challenge of supplying adequate bulk power. DOE failed to recognize the leadership vacuum and to use the opportunity provided by its Final Report on the National Power Grid Study to adopt a more effective role. DOE can still recover and urge Congress to pass the necessary enabling legislation to establish a regional bulk power supply corporation that would generate and transmit electric power for sale to federally chartered, privately owned electric utilities having no corporate links to their wholesale customers. 87 references.

    In response to a request from the Pan American Health Organization (PAHO), an investigation was begun into possible exposures to heavy metals and sulfur-dioxide at Empresa Metalurigica Vinto, a large tin smelter near Oruro, Bolivia. Fifteen workers were selected for exposure monitoring. Of the 15, 14 had exposures greater than the NIOSH Recommended Exposure Limit or the OSHA Permissible Exposure Level to arsentic; 11 had hazardous exposures to cadmium, and eight had hazardous exposures to sulfur-dioxide. Surfaces throughout the facility were highly contaminated with heavy metals. Fifteen workers participated in biological monitoring studies. The median value for urinary arsenic (UA) was 78 micrograms per gram creatinine. Nine of the 15 workers had UA levels exceeding the American Conference of Governmental Industrial Hygienists Biological Exposure Index. The median blood lead level was 19 micrograms per deciliter.

    Cumulative effects analysis (CEA) allows natural resource managers to understand the status of resources in historical context, learn from past management actions, and adapt future activities accordingly. U.S. federal agencies are required to complete CEA as part of environmental impact assessment under the National Environmental Policy Act (NEPA). Past research on CEA as part of NEPA has identified significant deficiencies in CEA practice, suggested methodologies for handling difficult aspects of CEA, and analyzed the rise in litigation over CEA in U.S. courts. This article provides a review of the literature and legal standards related to CEA as it is done under NEPA and then examines current practice on a U.S. National Forest, utilizing qualitative methods in order to provide a detailed understanding of current approaches to CEA. Research objectives were to understand current practice, investigate ongoing challenges, and identify impediments to improvement. Methods included a systematic review of a set of NEPA documents and semi-structured interviews with practitioners, scientists, and members of the public. Findings indicate that the primary challenges associated with CEA include: issues of both geographic and temporal scale of analysis, confusion over the purpose of the requirement, the lack of monitoring data, and problems coordinating and disseminating data. Improved monitoring strategies and programmatic analyses could support improved CEA practice.

    The Green Zia Environmental Excellence Program is a voluntary program designed to support and assist New Mexico businesses to achieve environmental excellence through the development of an environmental management system (EMS). Since 2000, organizations within Sandia National Laboratories (SNL) have participated in the program. SNL's Pollution Prevention (P2) program supports and assists SNL organizations by utilizing Green Zia tools to aid in the implementation of each organization's EMS. This report is based on a feedback session held in September 2002 with past SNL Green Zia Program participants. The goal of the feedback session and of this report is to enhance the services that the P2 Program provides to SNL organizations. This report summarizes the feedback received.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically.     The Commission to Review the Effectiveness of the National Energy Laboratories was charged by Congress in January 2014 to evaluate the mission, capabilities, size, performance, governance, and agency oversight of the 17 Department of Energy (DOE) laboratories. Given the incredibly broad scope and aggressive timeline (the original deadline was February 2015), the Secretary of Energy and Congress agreed to split the task into two phases. This interim report contains the preliminary observations and recommendations gleaned from Phase 1 of the study, which consisted of a literature review; visits to five of the National Laboratories; semi-structured interviews with staff from across the National Laboratories, DOE, other Federal agencies, companies, other non-governmental organizations, and additional interested parties; and presentations at monthly public Commission meetings. The Commission notes that the purpose of the National Laboratories is to provide critical capabilities and facilities in service of DOE’s mission and the needs of the broader national and international science and technology (S&T) community, including other Federal agencies, academia, and private industry. The National Laboratories are successfully fulfilling that mission today. While the Commission believes significant improvements can be made to many aspects of DOE management and governance of the laboratories, those issues do not detract from the National Laboratories’ remarkable contributions to the American public. In Phase 2 the Commission will focus on ways to make the process of carrying out their missions more efficient and effective.

    This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.

    Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    Distributed energy resources (DER) are quickly making their way to industry primarily as backup generation. They are effective at starting and then producing full-load power within a few seconds. The distribution system is aging and transmission system development has not kept up with the growth in load and generation. The nation's transmission system is stressed with heavy power flows over long distances, and many areas are experiencing problems in providing the power quality needed to satisfy customers. Thus, a new market for DER is beginning to emerge. DER can alleviate the burden on the distribution system by providing ancillary services while providing a cost adjustment for the DER owner. This report describes 10 types of ancillary services that distributed generation (DG) can provide to the distribution system. Of these 10 services the feasibility, control strategy, effectiveness, and cost benefits are all analyzed as in the context of a future utility-power market. In this market, services will be provided at a local level that will benefit the customer, the distribution utility, and the transmission company.

    Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

    Over the last several decades, libraries across the nation have undergone dramatic budget cuts, despite being an important resource for regional and national economic growth and innovation. Numerous studies have attempted to show that libraries increase the intellectual level of users and contribute to the economic growth of communities through surveys and customer service data. Within this study, we have attempted to develop a more analytical method for assessing library performance, using the Idaho National Laboratory Research Library as a sample subject. We have developed a mathematical model to measure the financial value of a library’s material resources as well as its intellectual value to determine if the library is a positive contributor to the wider organization and community it serves.

    The National Community Solar Partnership aims to expand solar access to all Americans, with specific emphasis on serving low and moderate income (LMI) households. The Department of Energy (DOE) is leading the Partnership, in collaboration with the Department of Housing and Urban Development (HUD), the Environmental Protection Agency (EPA), and the Department of Agriculture (USDA), bringing together key representatives from solar companies, non-profit organizations, state and community leaders, and financial institutions.     This report summarizes the work of the National Fusion Collaboratory (NFC) Project to develop a persistent infrastructure to enable scientific collaboration for magnetic fusion research. The original objective of the NFC project was to develop and deploy a national FES €œGrid (FusionGrid) that would be a system for secure sharing of computation, visualization, and data resources over the Internet. The goal of FusionGrid was to allow scientists at remote sites to participate as fully in experiments and computational activities as if they were working on site thereby creating a unified virtual organization of the geographically dispersed U.S. fusion community. The vision for FusionGrid was that experimental and simulation data, computer codes, analysis routines, visualization tools, and remote collaboration tools are to be thought of as network services. In this model, an application service provider (ASP provides and maintains software resources as well as the necessary hardware resources. The project would create a robust, user-friendly collaborative software environment and make it available to the US FES community. This Grid'€™s resources would be protected by a shared security infrastructure including strong authentication to identify users and authorization to allow stakeholders to control their own resources. In this environment, access to services is stressed rather than data or software portability.

Before the NSS could be placed into production, it had to be accredited by the Department of Energy, Sandia`s accrediting authority. Sandia was faced with implementing security features to allow the NSS to be operated in its secure computing network, which is a single security clearance, multiple data security level environment.
