    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    Tectonofractographic techniques have been applied to the study of joint exfoliation in the Navajo sandstone at Zion National Park and in the granite at Yosemite National Park. New types of fracture surface morphologies have been observed which enabled the discerning of incipient joints and consequent fracture growth in these rocks. Incipient jointing in the sandstone is mostly manifested by elliptical and circular fractures (meters to tens meters across) initiating from independent origins. They interfere with each other and grow to larger circular fractures producing exfoliation surfaces up to hundreds of meters across. Less frequently, series of large concentric undulations demonstrate the propagation of a large fracture front producing exfoliation from an individual origin. One such fracture front reveals refraction of undulations at a layer boundary. Certain en echelon fringes surround the joint mirror plane with well defined rims of en echelons and hackles which enable the determination of the tensile fracture stress, {sigma}f. Arches in Zion National Park are ubiquitous in shape and size, revealing stages in their evolution by a mechanical process, which was associated with exfoliation, but independent of local faulting. Exfoliation and arching mostly occurred on vertical surfaces of N-NNW and NE sets of prominent joints, but there are also deviations from this general trend. In Yosemite National Park large exfoliations (hundreds of meters in size) developed on the El Capitan cliff by the interaction and merging of many previous smaller incipient joints that vary in size from meters to tens of meter.

    In response to a request from the National Park Service, an evaluation was undertaken of possible hazardous exposures to volcanic emissions, both gases and particulates, at the Hawaii Volcanoes National Park (SIC-7999) on the island of Hawaii in the State of Hawaii. Concerns included exposures to sulfur-dioxide (7446095) (SO2), asphalt decomposition products from burning pavement, acid mists when lava enters the ocean, volcanic caused smog, and Pele's hair (a fibrous glass like material). Two other related requests for study were also received in regard to civil defense workers in these areas. No detectable levels of SO2 were found during long term colorimetric detector tube sampling used to characterize park workers' personal full shift exposures. Short term detector tube samples collected near a naturally occurring sulfur vent showed SO2 levels of 1.2 parts per million (ppm). Work related symptoms reported by more than 50% of the respondents included headache, eye irritation, throat irritation, cough, and phlegm. Chest tightness or wheezing and shortness of breath were also frequently reported. Samples collected for hydrochloric-acid (7647010) and hydrofluoric-acid (7664393) recorded concentrations of up to 15ppm for the former and 1.0ppm for the latter acid. Airborne particulates in the laze plume were comprised largely of chloride salts. Airborne fibers were detected at a concentration of 0.16 fibers per cubic centimeter. The authors conclude that excessive exposure to SO2 can occur at some locations within the park. The authors recommend that workers and visitors to the park be informed of the potential for exposures.

    Lack of aspen (Populus tremuloides) recruitment and canopy replacement of aspen stands that grow on the edges of grasslands on the low-elevation elk (Cervus elaphus) winter range of Rocky Mountain National Park (RMNP) in Colorado has been a cause of concern for more than 70 years (Packard, 1942; Olmsted, 1979; Stevens, 1980; Hess, 1993; R.J. Monello, T.L. Johnson, and R.G. Wright, Rocky Mountain National Park, 2006, written commun.). These aspen stands are a significant resource since they are located close to the park's road system and thus are highly visible to park visitors. Aspen communities are integral to the ecological structure of montane and subalpine landscapes because they contain high native species richness of plants, birds, and butterflies (Chong and others, 2001; Simonson and others, 2001; Chong and Stohlgren, 2007). These low-elevation, winter range stands also represent a unique component of the park's plant community diversity since most (more than 95 percent) of the park's aspen stands grow in coniferous forest, often on sheltered slopes and at higher elevations, while these winter range stands are situated on the low-elevation ecotone between the winter range grasslands and some of the park's drier coniferous forests.

    The Department of Energy (DOE) National Environmental Research Park at Oak Ridge, Tennessee, is composed of second-growth forest stands characteristic of much of the eastern deciduous forest of the Ridge and Valley Province of Tennessee. Human use of natural ecosystems in this region has facilitated the establishment of at least 167 nonnative, invasive plant species on the Research Park. Our objective was to assess the distribution, abundance, impact, and potential for control of the 18 most abundant invasive species on the Research Park. In 2000, field surveys were conducted of 16 management areas on the Research Park (14 Natural Areas, 1 Reference Area, and Walker Branch Watershed) and the Research Park as a whole to acquire qualitative and quantitative data on the distribution and abundance of these taxa. Data from the surveys were used to rank the relative importance of these species using the ''Alien Plant Ranking System, Version 5.1'' developed by the U.S. Geological Survey. Microstegium (Microstegium vimineum) was ranked highest, or most problematic, for the entire Research Park because of its potential impact on natural systems, its tendency to become a management problem, and how difficult it is to control. Microstegium was present in 12 of the 16 individual sites surveyed; when present, it consistently ranked as the most problematic invasive species, particularly in terms of its potential impact on natural systems. Japanese honeysuckle (Lonicera japonica) and Chinese privet (Ligustrum sinense) were the second- and third-most problematic plant species on the Research Park; these two species were present in 12 and 9 of the 16 sites surveyed, respectively, and often ranked second- or third-most problematic. Other nonnative, invasive species, in decreasing rank order, included kudzu (Pueraria montma), multiflora rose (Rosa multiflora), Chinese lespedeza (Lespedeza cuneara), and other species representing a variety of life forms and growth forms.     This article studies the participation of stakeholders in climate change decision-making in Alaska s National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decision-making process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.

    This article studies the participation of stakeholders in climate change decision-making in Alaska s National Parks. We place stakeholder participation within literatures on environmental and climate change decision-making. We conducted participant observation and interviews in two planning workshops to investigate the decision-making process, and our findings are three-fold. First, the inclusion of diverse stakeholders expanded climate change decision-making beyond National Park Service (NPS) institutional constraints. Second, workshops of the Climate Change Scenario Planning Project (CCSPP) enhanced institutional understandings of participants attitudes towards climate change and climate change decision-making. Third, the geographical context of climate change influences the decisionmaking process. As the first regional approach to climate change decision-making within the NPS, the CCSPP serves as a model for future climate change planning in public land agencies. This study shows how the participation of stakeholders can contribute to robust decisions, may move climate change decision-making beyond institutional barriers, and can provide information about attitudes towards climate change decision-making.

    The Great Smoky Mountains National Park, located along the border between North Carolina and Tennessee, is the most visited national park in the United States. This rugged, mountainous area presents many transportation challenges. The immense popularity of the Smokies and the fact that the primary mode of transportation within the park is the personal vehicle have resulted in congestion, damage to the environment, impacts on safety, and a degraded visitor experience. Access to some of the Smokies historical, cultural, and recreational attractions via a mass transit system could alleviate many of the transportation issues. Although quite a few organizations are proponents of a mass transit system for the Smokies, there is a lack of coordination among all parties. In addition, many local residents are not completely comfortable with the idea of transit in the Smokies. This document provides a brief overview of the current transportation needs and limitations in the Great Smoky Mountains National Park, identifies agencies and groups with particular interests in the Smokies, and offers insights into the benefits of using Intelligent Transportation Systems (ITS) technologies in the Smokies. Recommendations for the use of rural ITS transit to solve two major transportation issues are presented.

    The conversion of lignocellulosic biomass into biofuels can potentially be improved by employing robust microorganisms and enzymes that efficiently deconstruct plant polysaccharides at elevated temperatures. Many of the geothermal features of Yellowstone National Park (YNP) are surrounded by vegetation providing a source of allochthonic material to support heterotrophic microbial communities adapted to utilize plant biomass as a primary carbon and energy source. In this paper, a well-known hot spring environment, Obsidian Pool (OBP), was examined for potential biomass-active microorganisms using cultivation-independent and enrichment techniques. Analysis of 33,684 archaeal and 43,784 bacterial quality-filtered 16S rRNA gene pyrosequences revealed that archaeal diversitymore » in the main pool was higher than bacterial; however, in the vegetated area, overall bacterial diversity was significantly higher. Of notable interest was a flooded depression adjacent to OBP supporting a stand of Juncus tweedyi, a heat-tolerant rush commonly found growing near geothermal features in YNP. The microbial community from heated sediments surrounding the plants was enriched in members of the Firmicutes including potentially (hemi)cellulolytic bacteria from the genera Clostridium, Anaerobacter, Caloramator, Caldicellulosiruptor, and Thermoanaerobacter. Enrichment cultures containing model and real biomass substrates were established at a wide range of temperatures (55–85 °C). Microbial activity was observed up to 80 °C on all substrates including Avicel, xylan, switchgrass, and Populus sp. Finally, independent of substrate, Caloramator was enriched at lower (<65 °C) temperatures while highly active cellulolytic bacteria Caldicellulosiruptor were dominant at high (>65 °C) temperatures.« less

  9. Environmental Survey Report for ORNL: Small Mammal Abundance and Distribution Survey Oak Ridge National Environmental Research Park 2009 - 2010

    This report summarizes a 1-year small mammal biodiversity survey conducted on the Oak Ridge National Environmental Research Park (OR Research Park). The task was implemented through the Oak Ridge National Laboratory (ORNL) Natural Resources Management Program and included researchers from the ORNL Environmental Sciences Division, interns in the Oak Ridge Institute for Science and Education Higher Education Research Experiences Program, and ORNL Environmental Protection Services staff. Eight sites were surveyed reservation wide. The survey was conducted in an effort to determine species abundance and diversity of small mammal populations throughout the reservation and to continue the historical inventory of small mammal presence for biodiversity records. This data collection effort was in support of the approved Wildlife Management Plan for the Oak Ridge Reservation, a major goal of which is to maintain and enhance wildlife biodiversity on the Reservation. Three of the sites (Poplar Creek, McNew Hollow, and Deer Check Station Field) were previously surveyed during a major natural resources inventory conducted in 1996. Five new sites were included in this study: Bearden Creek, Rainy Knob (Natural Area 21), Gum Hollow, White Oak Creek and Melton Branch. The 2009-2010 small mammal surveys were conducted from June 2009 to July 2010 on the Oak Ridge National Environmental Research Park (OR Research Park). The survey had two main goals: (1) to determine species abundance and diversity and (2) to update historical records on the OR Research Park. The park is located on the Department of Energy-owned Oak Ridge Reservation, which encompasses 13,580 ha. The primary focus of the study was riparian zones. In addition to small mammal sampling, vegetation and coarse woody debris samples were taken at certain sites to determine any correlations between habitat and species presence.     The results are described of an investigation of likely social effects of enacting nine proposed national-level policy initiatives to accelerate development and use of solar energy. This study is part of the Technology Assessment of Solar Energy Systems (TASE) project supported by the US Department of Energy. The report presents general social impact information about the variety of ways in which the American people could be affected by enactment of these initiatives. It identifies the effects of each initiative on individuals, groups, organizations, communities, and society as a whole. In addition, it provides a framework for organizing a myriad of impact information into a set of conceptually exclusive impact categories. It illustrates that social impacts means effects on people as individuals, groups, organizations, and communities as well as on the infrastructure of society. Finally, it demonstrates the importance of specifying an audience of impact with a case example from the residential rental market.

    Eleven (11) surface sediment samples were collected from Tunku Abdul Rahman National Park, Sabah. The neutron activation analysis (NAA) and inductively coupled plasma-mass spectrometry (ICP-MS) techniques were applied for the determinations metal contents and their distributions in sediment samples. The results shown that Arsenic (As) concentrations are enriched at all sampling stations except for station TAR 09, with enrichment factor (EF) values ranged from 1.1 to 7.2. The elements such as Cd, Cr, Sb and U showed enrichment at a few stations and other elements (Cr, Cu, Pb, Th, Zn) shown as background levels in all stations. Degrees of contamination in this study were calculated base on concentrations of six elements (As, Cd, Cr, Cu, Pb, and Zn). TAR 11 station can be categorized as very high degree of contamination with degree of contamination value of 43.2. TAR 07 station can be categorized as a considerable degree of contamination (contamination value of 16.9). Six stations (TAR 01, 03, 04, 05, 06, 08, 10) showed moderate degree of contamination, with contamination values ranging from 8.0 to 16.0. TAR 02 and TAR 09 stations showed low degree of contaminations (< 8.0). TAR 11 showed very high ecological risk index (R{sub I}) with RI value is 916. TAR 07 and TAR 10 showed moderate ecological risk index with R{sub I} value 263 and 213, respectively. Other stations showed low ecological risk with RI values ranging from 42.3 to 117 (< 150). Very high ecological risk index could give an adverse effect to the benthic organism. The data obtained from the enrichment factor, degree of contamination and ecological risk index provided vital information, which can be used for future comparison. Information from the present study will be useful to the relevant government agencies and authorities in preparing preventive action to control direct discharge of heavy metals from industries, agro-base activities and domestic waste to the rivers and the sea.

    In 2007, the Department of Energy's National Nuclear Security Administration (DOE/NNSA) Office of Nonproliferation and International Security (NA-24) completed a comprehensive review of the current and potential future challenges facing the international safeguards system. The review examined trends and events impacting the mission of international safeguards and the implications of expanding and evolving mission requirements on the legal authorities and institutions that serve as the foundation of the international safeguards system, as well as the technological, financial, and human resources required for effective safeguards implementation. The review's findings and recommendations were summarized in the report, 'International Safeguards: Challenges and Opportunities for the 21st Century (October 2007)'. One of the report's key recommendations was for DOE/NNSA to launch a major new program to revitalize the international safeguards technology and human resource base. In 2007, at the International Atomic Energy Agency's General Conference, then Secretary of Energy Samuel W. Bodman announced the newly created Next Generation Safeguards Initiative (NGSI). NGSI consists of five program elements: (1) Policy development and outreach; (2) Concepts and approaches; (3) Technology and analytical methodologies; (4) Human resource development; and (5) Infrastructure development. The ensuing report addresses the 'Human Resource Development (HRD)' component of NGSI. The goal of the HRD as defined in the NNSA Program Plan (November 2008) is 'to revitalize and expand the international safeguards human capital base by attracting and training a new generation of talent.' One of the major objectives listed in the HRD goal includes education and training, outreach to universities, professional societies, postdoctoral appointments, and summer internships at national laboratories.     As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to their federally funded research. In this way a symbiotic relationship would be enjoyed by both parties while simultaneously promoting economic development for the County through new job opportunities at the Research Park and at LANL, new indirect support opportunities for the community at large, and through payment of the basic building space leases.     On December 23, 1988, the barge Nestucca was accidentally struck by its tow, a Souse Brothers Towing Company tug, releasing approximately 230,000 gallons of Bunker C fuel oil and fouling beaches from Grays Harbor north to Vancouver Island. Affected beaches in Washington included a 40-mile-long strip that has been recently added to Olympic National Park. The purpose of the monitoring program documented in this report was to determine the fate of spilled Bunker C fuel oil on selected Washington coastal beaches. We sought to determine (1) how much oil remained in intertidal and shallow subtidal habitats following clean-up and weathering, (2) to what extent intertidal and/or shallow subtidal biotic assemblages have been contaminated, and (3) how rapidly the oil has left the ecosystem. 45 refs., 18 figs., 8 tabs.

    New structural data from the Novarupta basin, Katmai National Park, Alaska, site of the largest volcanic eruption of this century (1912), provide limits for the location of magma chambers associated with this eruption. To investigate the subsurface structure of the 1912 vents, and to support an interdisciplinary study of this young volcanic system, a project of geologic mapping of surficial and bedrock structures in the vent region of the 1912 eruption has been undertaken. Landslide scarps, arcuate grabens, a monoclinal fold, and truncated ridges circumscribe the Novarupta basin, marking the inferred outer rim of the vent. A set of radial fissures crosses the southern margin of the basin, striking {approximately}140{degree}, subparallel to the dominant bedrock joint set. These fissures and joints, along with the local plate-motion vector and the inferred regional stress orientation, are consistent with a feeder dike propagating from a reservoir beneath Trident volcano to the eruptive vent.

    Energy is central to current concerns about sustainable human development, affecting economic and social development; economic growth, the local, national, regional, and global environment; the global climate; a host of social concerns, including poverty, population, and health, the balance of payments, and the prospects for peace. Energy is not an end in itself, but rather the means to achieve the goals of sustainable human development. The energy systems of most developing countries are in serious crisis involving insufficient levels of energy services, environmental degradation, inequity, poor technical and financial performance, and capital scarcity. Approximately 2.5 billion people in the developing countries have little access to commercial energy supplies. Yet the global demand for energy continues to grow: total primary energy is projected to grow from 378 exajoules (EJ) per year in 1990 to 571 EJ in 2020, and 832 EJ in 2050. If this increase occurs using conventional approaches and energy sources, already serious local (e.g., indoor and urban air pollution), regional (eg., acidification and land degradation), and global (e.g., climate change) environmental problems will be critically aggravated. There is likely to be inadequate capital available for the needed investments in conventional energy sources. Current approaches to energy are thus not sustainable and will, in fact, make energy a barrier to socio-economic development. What is needed now is a new approach in which energy becomes an instrument for sustainable development. The two major components of a sustainable energy strategy are (1) more efficient energy use, especially at the point of end-use, and (2) increased use of renewable sources of energy. The UNDP Initiative for Sustainable Energy (UNISE) is designed to harness opportunities in these areas to build upon UNDP`s existing energy activities to help move the world toward a more sustainable energy strategy by helping program countries.

    The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security's Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with four of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats.     A hyperthemophilic member of the Nanoarchaeota from Obsidian Pool, a thermal feature in Yellowstone National Park was characterized using single cell isolation and sequencing, together with its putative host, a Sulfolobales archaeon. This first representative of a non-marine Nanoarchaeota (Nst1) resembles Nanoarchaeum equitans by lacking most biosynthetic capabilities, the two forming a deep-branching archaeal lineage. However, the Nst1 genome is over 20% larger, encodes a complete gluconeogenesis pathway and a full complement of archaeal flagellum proteins. Comparison of the two genomes suggests that the marine and terrestrial Nanoarchaeota lineages share a common ancestor that was already a symbiont of another archaeon. With a larger genome, a smaller repertoire of split protein encoding genes and no split non-contiguous tRNAs, Nst1 appears to have experienced less severe genome reduction than N. equitans. The inferred host of Nst1 is potentially autotrophic, with a streamlined genome and simplified central and energetic metabolism as compared to other Sulfolobales. The two distinct Nanoarchaeota-host genomic data sets offer insights into the evolution of archaeal symbiosis and parasitism and will further enable studies of the cellular and molecular mechanisms of these relationships.

    Sulfates and carbonaceous aerosols are the largest contributors to the fine particle burden in the atmosphere near Grand Canyon National Park. While the effects of sulfate particles on visibility at the Grand Canyon has been extensively studied, much less is known about the nature and origin of the carbonaceous aerosols that are present. This disparity in understanding arises from at least two causes: aerosol carbon data for the region are less plentiful and many of the sources that could contribute to that organic aerosol are both diverse and not well characterized. The objective of this present study is to examine the origin of the carbonaceous aerosol at Grand Canyon National Park during the summer season based on molecular tracer techniques applied to source and ambient samples collected specifically for this purpose.

    Geobacillus sp. Y412MC52 was isolated from Obsidian Hot Spring, Yellowstone National Park, Montana, USA under permit from the National Park Service. The genome was sequenced, assembled, and annotated by the DOE Joint Genome Institute and deposited at the NCBI in December 2011 (CP002835). Based on 16S rRNA genes and average nucleotide identity, Geobacillus sp. Y412MC52 and the related Geobacillus sp. Y412MC61 appear to be members of a new species of Geobacillus. The genome of Geobacillus sp. Y412MC52 consists of one circular chromosome of 3,628,883 bp, an average G+C content of 52 % and one circular plasmid of 45,057 bp andmore » an average G+C content of 45 %. Y412MC52 possesses arabinan, arabinoglucuronoxylan, and aromatic acid degradation clusters for degradation of hemicellulose from biomass.     Geobacillus thermoglucosidasius C56-YS93 was one of several thermophilic organisms isolated from Obsidian Hot Spring, Yellowstone National Park, Montana, USA under permit from the National Park Service. Comparison of 16 S rRNA sequences confirmed the classification of the strain as a G. thermoglucosidasius species. The genome was sequenced, assembled, and annotated by the DOE Joint Genome Institute and deposited at the NCBI in December 2011 (CP002835). The genome of G. thermoglucosidasius C56-YS93 consists of one circular chromosome of 3,893,306 bp and two circular plasmids of 80,849 and 19,638 bp and an average G + C content of 43.93 %. G. thermoglucosidasiusmore » C56-YS93 possesses a xylan degradation cluster not found in the other G. thermoglucosidasius sequenced strains. This cluster appears to be related to the xylan degradation cluster found in G. stearothermophilus. G. thermoglucosidasius C56-YS93 possesses two plasmids not found in the other two strains. Ultimately, one plasmid contains a novel gene cluster coding for proteins involved in proline degradation and metabolism, the other contains a collection of mostly hypothetical proteins.« less

    The Hyde Park Landfill National Priorities List Site was used by Hooker Chemical and Plastic Corporation, now Occidental Chemical Corporation, to dispose of approximately 80,000 tons of waste from 1953 to 1975. Significant amounts of 2,3,7,8-tetrachlorodibenzo-p-dioxin is believed to be in the landfill. Site-related contaminants have been detected in the overburden and bedrock aquifers. Analyses of samples taken from ground water seeps at the Niagara Gorge Face also show site-related contaminants. Leachate from the landfill appears to have entered Bloody Run Creek. Sediment sample analyses from the creek show site-related contaminants. The 1985 U.S. Environmental Protection Agency Enforcement Decision Document outlines remedial activities to be conducted at the site. The site without remediation is of potential public health concern because of the risk to human health resulting from possible exposure to hazardous substances at concentrations that may result in adverse health effects.

    The NIF Power Conditioning System (PCS) resides in four Capacitor Bays, supplying energy to the Master and Power Amplifiers which reside in the two adjacent laser bays. Each capacitor bay will initially house 48 individual power conditioning modules, shown in Figure 2, with space reserved for expansion to 54 modules. The National Ignition Facility (NIF) Power Conditioning System (PCS) is a modular capacitive energy storage system that will be capable of storing nearly 400 MJ of electrical energy and delivering that energy to the nearly 8000 flashlamps in the NIF laser. The first sixteen modules of the power conditioning system have been built, tested and installed. Activation of the first nine power conditioning modules has been completed and commissioning of the first ''bundle'' of laser beamlines has begun. This paper will provide an overview of the power conditioning system design and describe the status and results of initial testing and activation of the first ''bundle'' of power conditioning modules.

    All countries have a common obligation regarding environmental issues. Mature market economies still have problems with market imperfections and countries with markets in transition have not yet fully developed the institutions to make use of the market mechanisms. Both market function, institutions and policies must develop to achieve market transformation both in a national and an international context. An initiative from several International Institutions has lead to a set of recommendations aimed at designing an effective energy efficiency policy with implications for different kinds of economies and for the trade of goods and services related to energy efficiency. The paper will present the European context in which this 18-month project took place. It explores the most favorable conditions for an energy efficient economy. The paper then highlights what is believed to be the key steps of a successful energy efficiency policy: (1) organize a global open energy market; (2) set the energy price at the right level (avoiding any subsidies on energy cost); (3) develop a qualified expertise on energy efficiency issues; and (4) integrate energy efficiency in sectorial policies (housing, transportation, urban planning....). The product of the Energy Efficiency Initiative is a book designed for policy makers and governments of developing nations. Many developed countries can also benefit from it. The paper concludes with some lessons learned by the experts involved from this intensive effort.

    Wireless power transfer (WPT) is a convenient, safe, and autonomous means for electric and plug-in hybrid electric vehicle charging that has seen rapid growth in recent years for stationary applications. WPT does not require bulky contacts, plugs, and wires, is not affected by dirt or weather conditions, and is as efficient as conventional charging systems. This study summarizes some of the recent Sustainable Campus Initiative activities of Oak Ridge National Laboratory (ORNL) in WPT charging of an on-campus vehicle (a Toyota Prius plug-in hybrid electric vehicle). Laboratory development of the WPT coils, high-frequency power inverter, and overall systems integration are discussed. Results cover the coil performance testing at different operating frequencies, airgaps, and misalignments. Some of the experimental results of insertion loss due to roadway surfacing materials in the air-gap are presented. Experimental lessons learned are also covered in this study.

    A major portion of the Wireless Networking Project at Sandia National Laboratories over the last few years has been to examine IEEE 802.11 wireless networking for possible use at Sandia and if practical, introduce this technology. This project team deployed 802.11a, b, and g Wireless Local Area Networking at Sandia. This report examines the basics of wireless networking and captures key results from project tests and experiments. It also records project members thoughts and designs on wireless LAN architecture and security issues. It documents some of the actions and milestones of this project, including pilot and production deployment of wireless networking equipment, and captures the team's rationale behind some of the decisions made. Finally, the report examines lessons learned, future directions, and conclusions.

  2. Alaska North Slope National Energy Strategy initiative: Analysis of five undeveloped fields

    The US Department of Energy was directed in the National Energy Strategy to establish a federal interagency task force to identify specific technical and regulatory barriers to the development of five undeveloped North Slope Alaska fields and make recommendations for their resolution. The five fields are West Sak, Point Thomson, Gwydyr Bay, Seal Island/Northstar, and Sandpiper Island. Analysis of environmental, regulatory, technical, and economic information, and data relating to the development potential of the five fields leads to the following conclusions: Development of the five fields would result in an estimated total of 1,055 million barrels of oil and 4.4 trillion cubic feet of natural gas and total investment of $9.4 billion in 1992 dollars. It appears that all five of the fields will remain economically marginal developments unless there is significant improvement in world oil prices. Costs of regulatory compliance and mitigation, and costs to reduce or maintain environmental impacts at acceptable levels influence project investments and operating costs and must be considered in the development decision making process. The development of three of the fields (West Sak, Point Thomson, and Gwydyr Bay) that are marginally feasible would have an impact on North Slope production over the period from about 2000 to 2014 but cannot replace the decline in Prudhoe Bay Unit production or maintain the operation of the Trans-Alaska Pipeline System (TAPS) beyond about 2014 with the assumption that the TAPS will shut down when production declines to the range of 400 to 200 thousand barrels of oil/day. Recoverable reserves left in the ground in the currently producing fields and soon to be developed fields, Niakuk and Point McIntyre, would range from 1 billion to 500 million barrels of oil corresponding to the time period of 2008 to 2014 based on the TAPS shutdown assumption.

The trailer is stationed at any one site for approximately eight weeks at a time.     Geobacillus thermoglucosidasius Y4.1MC1 was isolated from a boiling spring in the lower geyser basin of Yellowstone National Park. We present this species is of interest because of its metabolic versatility. The genome consists of one circular chromosome of 3,840,330 bp and a circular plasmid of 71,617 bp with an average GC content of 44.01%. The genome is available in the GenBank database (NC_014650.1 and NC_014651.1). In addition to the expected metabolic pathways for sugars and amino acids, the Y4.1MC1 genome codes for two separate carbon monoxide utilization pathways, an aerobic oxidation pathway and an anaerobic reductive acetyl CoA (Wood-Ljungdahl) pathway.more » This is the first report of a nonanaerobic organism with the Wood-Ljungdahl pathway. Also, this anaerobic pathway permits the strain to utilize H2 and fix CO2 present in the hot spring environment. Y4.1MC1 and its related species may play a significant role in carbon capture and sequestration in thermophilic ecosystems and may open up new routes to produce biofuels and chemicals from CO, H2, and CO2.« less

    The U.S. Environmental Protection Agency (EPA) Region 5, in accordance with the RE-Powering America's Land initiative, selected the Atlas Industrial Park in Duluth, Minnesota, for a feasibility study of renewable energy production. The EPA provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of solar renewable energy generation at the Atlas Industrial Park. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this study is to assess the site for a possible PV installation and estimate the cost, performance, and site impacts of different PV configurations. In addition, the study evaluates financing options that could assist in the implementation of a PV system at the site.

    This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable. This system is designed for tidal energy applications in water depths from 60 to 150 feet. In funding provided separately by DOE, National Laboratory partners NREL and SNL will provide in-kind resources and technical expertise to help ensure that industry projects meet DOE WWPP (Wind and Water Power Program) objectives by reducing risk to these high value projects.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Federal, state, and local governments could save at least $139 million annually by reducing energy waste through the purchase and use of energy-efficient products. Reducing this waste would reduce annual greenhouse gas emissions by 4.1 million metric tons of carbon (MMTCs) by the year 2010; the equivalent of planting an area of trees the size of Yellowstone National Park. In addition, with $50-70 billion in purchasing power for energy-related products, specifying energy efficiency could significantly shift the market for these products. The Federal government recently launched the ENERGY STAR® Purchasing Initiative to channel the purchasing power of state and local governments -and its environmental impact- in the direction of energy-efficient products to capture significant environmental benefits and increase the demand in the marketplace. Part of this effort studied why governments don’t currently procure the most efficient products, and attempted to identify the changes that would be necessary to allow many governments to do so. Some of the initial barriers to energy-efficient procurement that were found are: • Lack of information about the availability of energy-efficient products; • Split incentives, where the agency purchasing the products do not pay for the utility bills directly and, therefore, have little interest, or incentive, to save energy; • Misinformation about the benefits of energy efficiency; • Energy efficiency not seen as a value-added aspect of procurement; • Budget constraints; and • Lowest first-cost bias. This paper will present the results of this study and describe the mechanisms that will be put into place to address each of these barriers.

    This performance assessment characterized plausible treatment options conceived by the Idaho National Engineering Laboratory (INEL) for its spent fuel and high-level radioactive waste and then modeled the performance of the resulting waste forms in two hypothetical, deep, geologic repositories: one in bedded salt and the other in granite. The results of the performance assessment are intended to help guide INEL in its study of how to prepare wastes and spent fuel for eventual permanent disposal. This assessment was part of the Waste Management Technology Development Program designed to help the US Department of Energy develop and demonstrate the capability to dispose of its nuclear waste, as mandated by the Nuclear Waste Policy Act of 1982. The waste forms comprised about 700 metric tons of initial heavy metal (or equivalent units) stored at the INEL: graphite spent fuel, experimental low enriched and highly enriched spent fuel, and high-level waste generated during reprocessing of some spent fuel. Five different waste treatment options were studied; in the analysis, the options and resulting waste forms were analyzed separately and in combination as five waste disposal groups. When the waste forms were studied in combination, the repository was assumed to also contain vitrified high-level waste from three DOE sites for a common basis of comparison and to simulate the impact of the INEL waste forms on a moderate-sized repository, The performance of the waste form was assessed within the context of a whole disposal system, using the U.S. Environmental Protection Agency`s Environmental Radiation Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes, 40 CFR 191, promulgated in 1985. Though the waste form behavior depended upon the repository type, all current and proposed waste forms provided acceptable behavior in the salt and granite repositories.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a commercial parking lot lighting application, under the U.S. Department of Energy (DOE) Solid-State Lighting Technology GATEWAY Demonstration Program. The parking lot is for customers and employees of a Walmart Supercenter in Leavenworth, Kansas and this installation represents the first use of the LED Parking Lot Performance Specification developed by the DOE’s Commercial Building Energy Alliance. The application is a parking lot covering more than a half million square feet, lighted primarily by light-emitting diodes (LEDs). Metal halide wall packs were installed along the building facade. This site is new construction, so the installed baseline(s) were hypothetical designs. It was acknowledged early on that deviating from Walmart’s typical design would reduce the illuminance on the site. Walmart primarily uses 1000W pulse-start metal halide (PMH) lamps. In order to provide a comparison between both typical design and a design using conventional luminaires providing a lower illuminance, a 400W PMH design was also considered. As mentioned already, the illuminance would be reduced by shifting from the PMH system to the LED system. The Illuminating Engineering Society of North America (IES) provides recommended minimum illuminance values for parking lots. All designs exceeded the recommended illuminance values in IES RP-20, some by a wider margin than others. Energy savings from installing the LED system compared to the different PMH systems varied. Compared to the 1000W PMH system, the LED system would save 63 percent of the energy. However, this corresponds to a 68 percent reduction in illuminance as well.     A comparison of storm water runoff from the Y-12 Plant and selected employee vehicle parking lots to various industry data is provided in this document. This work is an outgrowth of and part of the continuing Non-Point Source Pollution Elimination Project that was initiated in the late 1980s. This project seeks to identify area pollution sources and remediate these areas through the Resource Conservation and Recovery Act/Comprehensive Environmental Response, Compensation, and Liability Act (RCRA/CERCLA) process as managed by the Environmental Restoration Organization staff. This work is also driven by the Clean Water Act Section 402(p) which, in part, deals with establishing a National Pollutant Discharge Elimination System (NPDES) permit for storm water discharges. Storm water data from events occurring in 1988 through 1991 were analyzed in two reports: Feasibility Study for the Best Management Practices to Control Area Source Pollution Derived from Parking Lots at the DOE Y-12 Plant, September 1992, and Feasibility Study of Best Management Practices for Non-Point Source Pollution Control at the Oak Ridge Y-12 Plant, February 1993. These data consisted of analysis of outfalls discharging to upper East Fork Poplar Creek (EFPC) within the confines of the Y-12 Plant (see Appendixes D and E). These reports identified the major characteristics of concern as copper, iron, lead, manganese, mercury, nitrate (as nitrogen), zinc, biological oxygen demand (BOD), chemical oxygen demand (COD), total suspended solids (TSS), fecal coliform, and aluminum. Specific sources of these contaminants were not identifiable because flows upstream of outfalls were not sampled. In general, many of these contaminants were a concern in many outfalls. Therefore, separate sampling exercises were executed to assist in identifying (or eliminating) specific suspected sources as areas of concern.

    This performance assessment characterized plausible treatment options conceived by the Idaho National Engineering Laboratory (INEL) for its spent fuel and high-level radioactive waste and then modeled the performance of the resulting waste forms in two hypothetical, deep, geologic repositories: one in bedded salt and the other in granite. The results of the performance assessment are intended to help guide INEL in its study of how to prepare wastes and spent fuel for eventual permanent disposal. This assessment was part of the Waste Management Technology Development Program designed to help the US Department of Energy develop and demonstrate the capability to dispose of its nuclear waste. Although numerous caveats must be placed on the results, the general findings were as follows: Though the waste form behavior depended upon the repository type, all current and proposed waste forms provided acceptable behavior in the salt and granite repositories.

    Calabasas, CA This project was to develop the first visitor center for the Santa Monica Mountains National Recreation Area located in the Los Angeles, California area. The previous visitor center was across from a shopping mall in rental space at park headquarters in Thousand Oaks. The new facility is centrally located in the park at a much more appropriate natural and cultural resource setting. It is a partnership project with the Mountains Recreation and Conservation Authority, which is a local land conservation and park agency. It is also a joint facility with California State Parks.

    An investigation was made of storm damage during the winter of 1982-83 to the National Park Service's Stinson Beach Park. The investigation included an assessment of the storm damage, evaluation of physical processes contributing to the damage, subsequent beach recovery, and the feasibility of implementing shoreline protection measure to reduce future risk. During the winter of 1982-83, the beach was almost completely denuded of sand, wave overwash damaged the foredune, vegetation on the foredune was destroyed, and backshore flooding occurred. Two structures and a parking lot were endangered as the shoreline receded. Subsequent recovery of the park beach was rapid. By January 1982 sand had moved back onshore and a beach berm was beginning to reform. The foredune and dune vegetation received the only permanent damage. Four shoreline protection alternatives were evaluated. These include no action, dune development/enhancement, construction of a rock riprap revetment, and offshore installation of artificial seaweed. The first costs (estimated costs, excluding maintenance) range from about $90,000 to $475,000. The least-cost protection measure is riprap revetment, which protects the two structures and parking lot endangered during the 1982-83 winter storms. Construction of a foredune along the entire park beach is the highest cost protection measure. If no shore protection action measures are implemented, wave overwash of the foredune can be expected to occur on the average of every 2 to 3 years, and beach degradation, similar to that during the 1982-83 winter, can be expected to occur on the average of every 10 to 12 years. 12 references, 19 figures, 18 tables.

    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    This milestone has been accomplished. The Heavy Ion Fusion Science Virtual National Laboratory (HIFS-VNL) has developed and implemented an initial beam-in-plasma implicit modeling capability in Warp; has carried out tests validating the behavior of the models employed; has compared the results of electrostatic and electromagnetic models when applied to beam expansion in an NDCX-I relevant regime; has compared Warp and LSP results on a problem relevant to NDCX-I; has modeled wave excitation by a rigid beam propagating through plasma; and has implemented and begun testing a more advanced implicit method that correctly captures electron drift motion even when timesteps too large to resolve the electron gyro-period are employed. The HIFS-VNL is well on its way toward having a state-of-the-art source-to-target simulation capability that will enable more effective support of ongoing experiments in the NDCX series and allow more confident planning for future ones.
