    The changing reality of economic development has forced the United States to reappraise its entire approach to foreign aid. The future of some programs of the United Nation Conference on Science and Technology for Development is at present uncertain. Previous administration of US aid (from the Department of State, the Treasury, US Agency for International Development, etc.) was often uncoordinated with administering agencies initiating programs that were incompatible with one another or with overall foreign policy. As a result, in 1979 the International Development Cooperation Agency (IDCA) was created to set overall development policies, coordinate, and ensure proper balance between different bilateral and multinational aid programs. The shelving of the Institute for Scientific and Technological Cooperation, the organization previously instituted to coordinate American aid to Third World research and development, by the new IDCA appears to be an effort to reorganize the American science and technology aid from an economic point of view. At present, research is scattered throughout government departments, universities, academic institutions and private bodies. The lack of a final responsibility in the past by any agency will hopefully be remedied by the IDCA which will participate in Executive Branch discussions affecting the developing world. (SAC)

    ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee???垄????????s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit???垄????????it???垄????????s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

    For a number of years, analyses of minority household energy demand have been supported by the United States Department of Energy (DOE), Office of Economic Impact and Diversity (formerly the Office of Minority Economic Impact). The intention of these analyses has been to characterize patterns of energy demand by various demographic, regional and socioeconomic groups and to develop analytical tools to assess the distributive impact of energy prices and policy on these groups. The model supports strategic objectives outlined by the Department of Energy to explicitly recognize and promote equity in state public utility commission decisions and to assess the potential impact of federal and state energy policy on demographically diverse groups as reported in the Department`s Annual Energy Outlook and the upcoming National Energy Policy Plan. The legislation mandating the Office of Economic Impact and Diversity had been premised on the assumption that patterns of energy demand for minority households are different from the population as a whole. Determining the validity of this premise and its potential economic impact on different population groups has been a major objective of these analyses. Consequently, the recripriocal impacts of energy policy on demographic groups and energy consumption and expenditure dynamics on policy formulation and strategy is a central objective of these studies. Residential energy demand research has been substantial in the past twenty years. Insightful and useful research has been done in this area. However, none of this research has addressed the potential differences in the residential energy demand structure among various population groups. Recent work does compare energy and electricity demand elasticities for non-Latino Whites, with the demand elasticities for Latinos and Blacks. This research is particularly important for examination of questions related to the economic welfare implications of national energy policy.

    We examine the possibility that a certain class of neutrino mass matrices, namely, those with two independent vanishing minors in the flavor basis, regardless of being invertible or not, is sufficient to describe current data. We compute generic formulas for the ratios of the neutrino masses and for the Majorana phases. We find that seven textures with two vanishing minors can accommodate the experimental data. We present an estimate of the mass matrix for these patterns. All of the possible textures can be dynamically generated through the seesaw mechanism augmented with a discrete Abelian symmetry.

    During the years following the Solar Wind Four Conference at Burghausen our knowledge of the solar wind ion composition and dynamics has grown. There have been some surprises, and our understanding of the evolution of the solar wind has been improved. Systematic studies have shown that the minor ions generally travel with a common bulk speed and have temperatures roughly proportional to their masses. It has been determined that the /sup 3/He/sup + +/ content varies greatly; /sup 3/He/sup + +///sup 4/He/sup + +/ ranges from as high as 10/sup 2/ values to below 2 x 10/sup -4/. In some solar wind flows which can be related to energetic coronal events, the minor ions are found in unusual ionization states containing Fe/sup 16 +/ as a prominent ion, showing that the states were formed at unusually high temperatures. Unexpectedly, in a few flows substantial quantities of /sup 4/He/sup +/ have been detected, sometimes with ions identifiable as O/sup 2 +/ and O/sup 3 +/. Surprisingly, in some of these examples the ionization state is mixed showing that part of the plasma escaped the corona without attaining the usual million-degree temperatures while other parts were heated more nearly in the normal manner. Additionally, detailed studies of the minor ions have increased our understanding of the coronal expansion. For example, such studies have contributed to identifying near equatorial coronal streamers as the source of solar wind flows between high speed streams.

What about the user who decides to install a newer version of mod_perl or PHP on your web server without letting you know beforehand? Or even something as simple as when an undocumented config file change is made by another member of the admin group? Do you even want to know about all the changes that happen on a daily basis on your server? The purpose of an intrusion detection system (IDS) is to detect unauthorized, possibly malicious activity. The purpose of a host-based IDS, or file integrity checker, is check for unauthorized changes to key system files, binaries, libraries, and directories on the system. AIDE is an Open Source file and directory integrity checker. AIDE will let you know when a file or directory has been added, deleted, modified. It is included with the Red Hat Enterprise 6. It is available for other Linux distros. This is a case study describing the process of configuring AIDE on an out of the box RHEL6 installation. Its goal is to illustrate the thinking and the process by which a useful AIDE configuration is built.

New results include simple and explicit constructions of the convex minorant of a L\\'evy process, on both finite and infinite time intervals, and of a Poisson point process of excursions above the convex minorant up to an independent exponential time.     If the ethnic makeup of the astronomy profession is to achieve parity with the general population within one generation (~30 years), the number of underrepresented minorities earning graduate degrees in astronomy and astrophysics must increase in the coming decade by a factor of 5 to 10. To accomplish this, the profession must develop and invest in mechanisms to more effectively move individuals across critical educational junctures to the PhD and beyond. Early and continuous research engagement starting in the undergraduate years is critical to this vision, in which the federally funded research internship programs (e.g. NSF REU, NASA GSRP) and national centers/observatories play a vital role. Regionally based partnerships with minority-serving institutions (MSIs) are crucial for tapping extant pools of minority talent, as are post-baccalaurate and/or masters degree "bridging" programs that provide critical stepping stones to the PhD.     Gutierrez and Larcom (2000) suggest that ''According to the National Science Foundation/Division of Science Resources Studies in 1997, the percentage distribution of scientists and engineers in the labor force by race/ethnicity changed little between 1993 and 1997''. According to this report, Black, non-Hispanic went from 3.6 in 1993 to 3.4 in 1997. Hispanic went from 3.0 in 1993 to 3.1 in 1997; and American Indian/Alaskan Native stayed the same at 0.3 during the same period. The only exceptions were a slight increase in the percentage of Asian from 9.2 in 1993 to 10.4 in 1997, while a slight decrease in percentage White from 83.9 in 1993 to 82.8 in 1997. Overall, no major changes in minorities were present in the science and engineering fields during that period. These data shows that major efforts are needed in order to improve and achieve better results for diversity in the workplace (Gutierrez & Larcom, 2000). This does not mean that major steps have not been taken over this period. For example, the Minority Summer Research Program in Plant Sciences (also funded in part by NSF under the title, ''Undergraduate Researchers in Plant Sciences Program'') was established in an effort to enhance the diversity of the plant science community. The Minority Summer Research Program in Plant Sciences was designed to encourage members of underrepresented groups to seek career opportunities in the plant sciences. To achieve this end, the program contained several components with the primary focus on mentored research for undergraduate students. The research experience was provided during the summer months on the campus of Michigan State University in East Lansing, Michigan. At the end of the summer experience, each participant presented an oral report on their research, and submitted a written paper on the same topic. This was deliberately designed to mimic the plant science professions in which research leads to presentations in the form of reports, papers, etc. In addition to the program's research component, the participants met twice each week with the co-coordinators, William Gordon and Ken Poff, for an ''enrichment''. One ''enrichment'' each week was dedicated to a seminar or field experience designed to broaden the participants views of the plant sciences. The second ''enrichment'' was designed to teach strategies for successfully crossing cultural barriers, and to develop the skills necessary for success in admissions to and successful completion of graduate school. During the eleven-year duration of the program, participants have included students from underrepresented populations at Historically Black Colleges and Universities (HBCU), an Hispanic Serving Institution (MSI), and a Native American transfer student from a Tribal College (Table I).

We use these descriptions to provide new analysis of various features of the convex minorant such as the set of times where the Brownian motion meets its minorant. The equivalence of the these descriptions is non-trivial, which leads to many interesting identities between quantities derived from our analysis. This group of research-oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) agreed to work together to initiate research, technology development and education programs to address the nation`s critical environmental problems. As a group the HBCU/MI Consortium is uniquely positioned to reach women and the minority populations of African Americans, Hispanics and American Indians. As part of their initial work, they developed the Research, Education, and Technology Transfer (RETT) Plan to actualize the Consortium`s guiding principles. In addition to developing a comprehensive research agenda, four major programs were begun to meet these goals. This report summarizes the 1990--1991 progress.

    This article provides an overview of recent work on descriptions and properties of the convex minorant of random walks and L\\'evy processes which summarize and extend the literature on these subjects. The results surveyed include point process descriptions of the convex minorant of random walks and L\\'evy processes on a fixed finite interval, up to an independent exponential time, and in the infinite horizon case. These descriptions follow from the invariance of these processes under an adequate path transformation. In the case of Brownian motion, we note how further special properties of this process, including time-inversion, imply a sequential description for the convex minorant of the Brownian meander.

    The HBCU/MI ET Consortium was established in January 1990, through a Memorandum of Understanding (MOU) among its member institutions. This group of research oriented Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) agreed to work together to initiate or revise education programs, develop research partnerships with public and private sector organizations, and promote technology development to address the nation`s critical environmental contamination problems. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

    An apparatus for determining the minority carrier lifetime of a semiconductor sample includes a positioner for moving the sample relative to a coil. The coil is connected to a bridge circuit such that the impedance of one arm of the bridge circuit is varied as sample is positioned relative to the coil. The sample is positioned relative to the coil such that any change in the photoconductance of the sample created by illumination of the sample creates a linearly related change in the input impedance of the bridge circuit. In addition, the apparatus is calibrated to work at a fixed frequency so that the apparatus maintains a consistently high sensitivity and high linearly for samples of different sizes, shapes, and material properties. When a light source illuminates the sample, the impedance of the bridge circuit is altered as excess carriers are generated in the sample, thereby producing a measurable signal indicative of the minority carrier lifetimes or recombination rates of the sample.

    With the innovative fuels (CORAIL, APA, MIX, MOX-UE) in current PWRs, it is theoretically possible to obtain different plutonium and minor actinides transmutation scenarios, in homogeneous mode, with a significant reduction of the waste radio-toxicity inventory and of the thermal output of the high level waste. Regarding each minor actinide element transmutation in PWRs, conclusions are : neptunium : a solution exists but the gain on the waste radio-toxicity inventory is not significant, americium : a solution exists but it is necessary to transmute americium with curium to obtain a significant gain, curium: Cm244 has a large impact on radiation and residual power in the fuel cycle; a solution remains to be found, maybe separating it and keeping it in interim storage for decay into Pu240 able to be transmuted in reactor.

    This article examines the properties of composite filter aids in additive cleanup using two- and three-component filter aid composites based on perlite, kieselguhr, diatomite, asbestos, and wood flour. Filtration tests were run on naphtha solutions of the additive zinc dialkyldithiophosphate. The laboratory studies indicate that composites of perlite and kieselguhr with fibrous materials (wood flour or asbestos) show great promise for the removal of solid contaminants from the zinc disalkydithiophosphate additive. The advantages of the filter aid composite based on perlite, kieselguhr, and wood flour in comparison with the two-component composites are the higher filtration rate (by 26%) and the smaller losses of additive (by a factor of 2.1) and isobutyl alcohol (by a factor of 1.6). It is demonstrated that the filtration rate with the three components is 50-60% higher than with the composite of perlite with kieselguhr. The filtration of the zinc dialkyldithiophosphate additive using the composite filter aid based on perlite, kieselguhr, and wood flour, has been adopted at the Volgograd Petroleum Refinery.     The monitoring of enrichment operations may require innovative analysis to allow for imperfect or missing data. The presence of minor isotopes may help or hurt - they can complicate a calculation or provide additional data to corroborate a calculation. However, they must be considered in a rigorous analysis, especially in cases involving reuse. This study considers matched-abundanceratio cascades that involve at least three isotopes and allows generalized input that does not require all feed assays or the enrichment factor to be specified. Calculations are based on the equations developed for the MSTAR code but are generalized to allow input of various combinations of assays, flows, and other cascade properties. Traditional cascade models have required specification of the enrichment factor, all feed assays, and the product and waste assays of the primary enriched component. The calculation would then produce the numbers of stages in the enriching and stripping sections and the remaining assays in waste and product streams. In cases where the enrichment factor or feed assays were not known, analysis was difficult or impossible. However, if other quantities are known (e.g., additional assays in waste or product streams), a reliable calculation is still possible with the new code, but such nonstandard input may introduce additional numerical difficulties into the calculation. Thus, the minimum input requirements for a stable solution are discussed, and a sample problem with a non-unique solution is described. Both heuristic and mathematically required guidelines are given to assist the application of cascade modeling to situations involving such non-standard input. As a result, this work provides both a calculational tool and specific guidance for evaluation of enrichment cascades in which traditional input data are either flawed or unknown. It is useful for cases involving minor isotopes, especially if the minor isotope assays are desired (or required) to be important contributors to the overall analysis.

    FUJI-12 reactor is one of MSR systems that proposed by Japan. The original FUJI-12 design considers Th/{sup 233}U or Th/Pu as main fuel. In accordance with the currently suggestion to stay away from the separation of Pu and minor actinides (MA), in this study we evaluated the utilization of Pu and MA in FUJI-12. The reactor grade Pu was employed in the present study as a small effort of supporting THORIMS-NES scenario. The result shows that the reactor can achieve its criticality with the Pu and MA composition in the fuel of 5.96% or more.

    An apparatus for determining the minority carrier lifetime of a semiconductor sample includes a positioner for moving the sample relative to a coil. The coil is connected to a bridge circuit such that the impedance of one arm of the bridge circuit is varied as sample is positioned relative to the coil. The sample is positioned relative to the coil such that any change in the photoconductance of the sample created by illumination of the sample creates a linearly related change in the input impedance of the bridge circuit. In addition, the apparatus is calibrated to work at a fixed frequency so that the apparatus maintains a consistently high sensitivity and high linearly for samples of different sizes, shapes, and material properties. When a light source illuminates the sample, the impedance of the bridge circuit is altered as excess carriers are generated in the sample, thereby producing a measurable signal indicative of the minority carrier lifetimes or recombination rates of the sample. 17 figs.

    The Advanced Burner Reactor (ABR) is one of the components of the Global Nuclear Energy Partnership (GNEP) used to close the fuel cycle. ABR is a sodium-cooled fast reactor that is used to consume transuranic elements resulting from the reprocessing of light water reactor spent nuclear fuel. ABR-1000 [1000 MW(thermal)] is a fast reactor concept created at Argonne National Laboratory to be used as a reference concept for various future trade-offs. ABR-1000 meets the GNEP goals although it uses what is considered base sodium fast reactor technology for its systems and components. One of the considerations of any fast reactor plant concept is the ability to perform fuel-handling operations with new and spent fast reactor fuel. The transmutation fuel proposed as the ABR fuel has a very little experience base, and thus, this paper investigates a fuel-handling concept and potential issues of handling fast reactor fuel containing minor actinides. In this study, two thermal analyses supporting a conceptual design study on the ABR-1000 fuel-handling system were carried out. One analysis investigated passive dry spent fuel storage, and the other analysis investigated a fresh fuel shipping cask. Passive dry storage can be made suitable for the ABR-1000 spent fuel storage with sodium-bonded metal fuel. The thermal analysis shows that spent fast reactor fuel with a decay heat of 2 kW or less can be stored passively in a helium atmosphere. The 2-kW value seems to be a reasonable and practical level, and a combination of reasonably-sized in-sodium storage followed by passive dry storage could be a candidate for spent fuel storage for the next-generation sodium-cooled reactor with sodium-bonded metal fuel. Requirements for the shipping casks for minor actinide-bearing fuel with a high decay heat level are also discussed in this paper. The shipping cask for fresh sodium-cooled-reactor fuel should be a dry type to reduce the reaction between residual moisture on fresh fuel and the sodium coolant. The cladding temperature requirement is maintained below the creep temperature limit to avoid any damage before core installation. The thermal analysis shows that a helium gas-filled cask can accommodate ABR-1000 fresh minor actinide-bearing fuel with 700-W decay heat. The above analysis results revealed the overall requirement for minor actinide-bearing metal fuel handling. The information is thought to be helpful in the design of the ABR-1000 and future sodium-cooled-reactor fuel-handling system.

    The cationic peptide ligands distamycin and netropsin bind noncovalently to the minor groove of DNA. The binding site, orientation, stoichiometry, and qualitative affinity of distamycin binding to several short DNA oligomers were investigated by NMR spectroscopy. The oligomers studied contain A,T-rich or I,C-rich binding sites, where I = 2-desaminodeoxyguanosine. I{center_dot}C base pairs are functional analogs of A{center_dot}T base pairs in the minor groove. The different behaviors exhibited by distamycin and netropsin binding to various DNA sequences suggested that these ligands are sensitive probes of DNA structure. For sites of five or more base pairs, distamycin can form 1:1 or 2:1 ligand:DNA complexes. Cooperativity in distamycin binding is low in sites such as AAAAA which has narrow minor grooves, and is higher in sites with wider minor grooves such as ATATAT. The distamycin binding and base pair opening lifetimes of I,C-containing DNA oligomers suggest that the I,C minor groove is structurally different from the A,T minor groove. Molecules which direct chemistry to a specific DNA sequence could be used as antiviral compounds, diagnostic probes, or molecular biology tools. The author studied two ligands in which reactive groups were tethered to a distamycin to increase the sequence specificity of the reactive agent.

    The U.S. Geological Survey (USGS) conducted the National Coal Quality Inventory (NaCQI) between 1999 and 2005 to address a need for quality information on coals that will be mined during the next 20-30 years. Collaboration between the USGS, State geological surveys, universities, coal burning utilities, and the coal mining industry plus funding support from the Electric Power Research Institute (EPRI) and the U.S. Department of Energy (DOE) permitted collection and submittal of coal samples for analysis. The chemical data (proximate and ultimate analyses; major, minor and trace element concentrations) for 729 samples of raw or prepared coal, coal associated shale, and coal combustion products (fly ash, hopper ash, bottom ash and gypsum) from nine coal producing States are included. In addition, the project identified a new coal reference analytical standard, to be designated CWE-1 (West Elk Mine, Gunnison County, Colorado) that is a high-volatile-B or high-volatile-A bituminous coal with low contents of ash yield and sulfur, and very low, but detectable contents of chlorine, mercury and other trace elements.

    We present low resolution K band spectra taken at the Gemini 8 meter telescope of (90377) Sedna and (90482) Orcus (provisional designations 2003 VB12 and 2004 DW, respectively), currently the two minor planets with the greatest absolute magnitudes (i.e. the two most reflective minor planets). We place crude limits on the surface composition of these two bodies using a Hapke model for a wide variety of assumed albedos. The unusual minor planet (90377) Sedna was discovered on November 14, 2003 UT at roughly 90 AU with 1.6 times the heliocentric distance and perihelion distance of any other bound minor planet. It is the first solar system object discovered between the Kuiper Belt and the Oort Cloud, and may represent a transition population between the two. The reflectance spectrum of (90377) Sedna appears largely featureless at the current signal-to-noise ratio, suggesting a surface likely to be highly processed by cosmic rays. For large grain models (100 micron to 1 cm) we find that (90377) Sedna must have less than 70% surface fraction of water ice and less than 60% surface fraction of methane ice to 3 sigma confidence. Minor planet (90482) Orcus shows strong water ice absorption corresponding to less than 50% surface fraction for grain models 25 micron and larger. Orcus cannot have more than 30% of its surface covered by large (100 mm to 1 cm) methane grains to 3 sigma confidence.

    N-CART (the National Spent Nuclear Fuel Program Cost Analysis and Risk Tool) is being developed to aid in low-risk, cost-effective, timely management of radioactive waste and spent nuclear fuel, and can therefore be used in management of mixed waste. N-CART provides evaluation of multiple alternatives and presents the consequences of proposed waste management activities in a clear and concise format. N-CART`s decision-aiding analyses include comparisons and sensitivity analyses of multiple alternatives and allows the user to perform quick turn-around {open_quotes}what if{close_quotes} studies to investigate various scenarios. Uncertainties in data (such as cost and schedule of various activities) are represented as distributions. N-CART centralizes documentation of the bases of program alternatives and program decisions, thereby supporting responses to stakeholders concerns. The initial N-CART design considers regulatory requirements, costs, and schedules for alternative courses of action. The final design will include risks (public health, occupational, economic, scheduling), economic benefits, and the impacts of secondary waste generation. An optimization tool is being incorporated that allows the user to specify the relative importance of cost, time risks, and other bases for decisions. The N-CART prototype can be used to compare the costs and schedules of disposal alternatives for mixed low-level radioactive waste (MLLW) and greater-than-Class-C (GTCC) waste, as well as spent nuclear fuel (SNF) and related scrap material.

    The irradiation of Th{sup 232} breeds fewer of the problematic minor actinides (Np, Am, Cm) than the irradiation of U{sup 238}. This characteristic makes thorium an attractive potential matrix for the transmutation of these minor actinides, as these species can be transmuted without the creation of new actinides as is the case with a uranium fuel matrix. Minor actinides are the main contributors to long term decay heat and radiotoxicity of spent fuel, so reducing their concentration can greatly increase the capacity of a long term deep geological repository. Mixing minor actinides with thorium, three times more common in the Earth's crust than natural uranium, has the additional advantage of improving the sustainability of the fuel cycle. In this work, lattice cell calculations have been performed to determine the results of transmuting minor actinides from light water reactor spent fuel in a thorium matrix. 15-year-cooled group-extracted transuranic elements (Np, Pu, Am, Cm) from light water reactor (LWR) spent fuel were used as the fissile component in a thorium-based fuel in a heavy water moderated reactor (HWR). The minor actinide (MA) transmutation rates, spent fuel activity, decay heat and radiotoxicity, are compared with those obtained when the MA were mixed instead with natural uranium and taken to the same burnup. Each bundle contained a central pin containing a burnable neutron absorber whose initial concentration was adjusted to have the same reactivity response (in units of the delayed neutron fraction ?) for coolant voiding as standard NU fuel.     The Department of Energy's Vehicle Technology Program has launched the Computer-Aided Engineering for Automotive Batteries (CAEBAT) project to work with national labs, industry and software venders to develop sophisticated software. As coordinator, NREL has teamed with a number of companies to help improve and accelerate battery design and production. This presentation provides an overview of CAEBAT, including its predictive computer simulation of Li-ion batteries known as the Multi-Scale Multi-Dimensional (MSMD) model framework. MSMD's modular, flexible architecture connects the physics of battery charge/discharge processes, thermal control, safety and reliability in a computationally efficient manner. This allows independent development of submodels at the cell and pack levels.

    The reliability of nuclear data for minor actinides was evaluated by using the results of the post-irradiation experiment for actinide samples irradiated at the Dounreay Prototype Fast Reactor. The burnup calculations with JENDL-3.3, ENDF/B-VI.8, and JEFF-3.0 were performed. From the comparison between the experimental data and the calculational results, in general, the reliability of nuclear data for the minor actinides are at an adequate level for the conceptual design study of transmutation systems. It is, however, found that improvement of the accuracy is necessary for some nuclides, such as 238Pu, 242Pu, and 241Am.

    Previous work on intact thylakoid membranes showed that transient formation of a zeaxanthin radical cation was correlated with regulation of photosynthetic light-harvesting via energy-dependent quenching. A molecular mechanism for such quenching was proposed to involve charge transfer within a chlorophyll-zeaxanthin heterodimer. Using near infrared (880-1100 nm) transient absorption spectroscopy, we demonstrate that carotenoid (mainly zeaxanthin) radical cation generation occurs solely in isolated minor light-harvesting complexes that bind zeaxanthin, consistent with the engagement of charge transfer quenching therein. We estimated that less than 0.5percent of the isolated minor complexes undergo charge transfer quenching in vitro, whereas the fraction of minor complexes estimated to be engaged in charge transfer quenching in isolated thylakoids was more than 80 times higher. We conclude that minor complexes which bind zeaxanthin are sites of charge transfer quenching in vivo and that they can assume Non-quenching and Quenching conformations, the equilibrium LHC(N)<--> LHC(Q) of which is modulated by the transthylakoid pH gradient, the PsbS protein, and protein-protein interactions.

    This report describes an undergraduate minor program in wind energy that has been developed at Iowa State University. The minor program targets engineering and meteorology students and was developed to provide interested students with focused technical expertise in wind energy science and engineering, to increase their employability and ultimate effectiveness in this growing industry. The report describes the requirements of the minor program and courses that fulfill those requirements. Five new courses directly addressing wind energy have been developed. Topical descriptions for these five courses are provided in this report. Six industry experts in various aspects of wind energy science and engineering reviewed the wind energy minor program and provided detailed comments on the program structure, the content of the courses, and the employability in the wind energy industry of students who complete the program. The general consensus is that the program is well structured, the course content is highly relevant, and students who complete it will be highly employable in the wind energy industry.     Minor groove hydrogen bonding (HB) interactions between DNA polymerases (pols) and N3 of purines or O2 of pyrimidines have been proposed to be essential for DNA synthesis from results obtained using various nucleoside analogues lacking the N3 or O2 contacts that interfered with primer extension. Because there has been no direct structural evidence to support this proposal, we decided to evaluate the contribution of minor groove HB interactions with family B pols. We have used RB69 DNA pol and 3-deaza-2'-deoxyadenosine (3DA), an analogue of 2-deoxyadenosine, which has the same HB pattern opposite T but with N3 replaced with a carbon atom. We then determined pre-steady-state kinetic parameters for the insertion of dAMP opposite dT using primer/templates (P/T)-containing 3DA. We also determined three structures of ternary complexes with 3DA at various positions in the duplex DNA substrate. We found that the incorporation efficiency of dAMP opposite dT decreased 10{sup 2}-10{sup 3}-fold even when only one minor groove HB interaction was missing. Our structures show that the HB pattern and base pair geometry of 3DA/dT is exactly the same as those of dA/dT, which makes 3DA an optimal analogue for probing minor groove HB interactions between a DNA polymerase and a nucleobase. In addition, our structures provide a rationale for the observed 10{sup 2}-10{sup 3}-fold decrease in the rate of nucleotide incorporation. The minor groove HB interactions between position n-2 of the primer strand and RB69pol fix the rotomer conformations of the K706 and D621 side chains, as well as the position of metal ion A and its coordinating ligands, so that they are in the optinal orientation for DNA synthesis.

    An apparatus for determining the minority carrier lifetime of a semiconductor sample includes a positioner for moving the sample relative to a coil. The coil is connected to a bridge circuit such that the impedance of one arm of the bridge circuit is varied as sample is positioned relative to the coil. The sample is positioned relative to the coil such that any change in the photoconductance of the sample created by illumination of the sample creates a linearly related change in the input impedance of the bridge circuit. In addition, the apparatus is calibrated to work at a fixed frequency so that the apparatus maintains a consistently high sensitivity and high linearity for samples of different sizes, shapes, and material properties. When a light source illuminates the sample, the impedance of the bridge circuit is altered as excess carriers are generated in the sample, thereby producing a measurable signal indicative of the minority carrier lifetimes or recombination rates of the sample.

    A system for the generation of toroidal current in a plasma which is prepared in a toroidal magnetic field. The system utilizes the injection of low-frequency waves into the plasma by means of phased antenna arrays or phased waveguide arrays. The plasma is prepared with a minority ion species of different charge state and different gyrofrequency from the majority ion species. The wave frequency and wave phasing are chosen such that the wave energy is absorbed preferentially by minority species ions traveling in one toroidal direction. The absorption of energy in this manner produces a toroidal electric current even when the injected waves themselves do not have substantial toroidal momentum. This current can be continuously maintained at modest cost in power and may be used to confine the plasma. The system can operate efficiently on fusion grade tokamak plasmas.

    The purpose of the Natural Science Institute for Teachers of Minority Students is to enhance the science knowledge and skills of grades four through twelve science teachers in the District of Columbia Public Schools. The Institute brings school teachers together with practicing scientists and experienced science educators who are currently doing or involved in research and publication, especially in the area of global change. Special emphasis is placed on the interdisciplinary nature of science and the part played by the understanding and teaching about the dynamics of the environment and global change. In addition to these goals, teachers will learn a number of successful alternate strategies for teaching science to minority, disabled and non-English speaking students.
