    The testimony summarized information contained in the Proposed Rule on Electrical Safety-Related Work Practices as put forth by OSHA, specifically expanding for clarification the sections dealing with the definition, training, and work practices. NIOSH believes that every worker should be trained to identify and respond appropriately to electrical hazards in the workplace. NIOSH also suggests that the training include a written training program administered by a qualified person. In the selection and use of work practices, NIOSH would recommend that this section also include a specific requirement for the inspect of permanently installed electrical equipment, wiring, and connections, similar to that provided in the section dealing with portable electrical equipment. Modifications of the lockout and tagging procedures are suggested. Regarding definitions, NIOSH suggests that the definition for a qualified person be modified to more appropriately apply to the large range of job classifications covered by Part-S. For the buddy system, a NIOSH definition is offered which stresses the requirement that at least two qualified persons be in the immediate area of work being performed, both of whom have current certifications in cardiopulmonary resuscitation.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The National Research Council-National Academy of Sciences report on ''Major Facilities for Materials Research and Related Disciplines'' recommends that new facilities and upgrades of existing facilities are very important to the nation. At the request of the Secretary of Energy, the Energy Research Advisory Board has reviewed this report and finds that the Department of Energy is responsible for the majority of these projects to carry out its missions in energy, national defense, and science and technology. Therefore, we recommend that the Department should place a high priority on requesting the new funds necessary to fulfill these responsibilities in the next decade. The energy and defense missions of the Department will be best served by this approach. This responsibility requires strong coordination with other funding agencies through a shared advisory and decision-making process. The review recommends immediate implementation of new capabilities at existing DOE facilities (the neutron experimental halls at Brookhaven and Los Alamos and the new synchrotron insertion devices at Stanford and Brookhaven) as a cost effective way of maintaining the Nation's leading role in neutron scattering and synchrotron radiation research. It also recommends the immediate initiation of non-site-specific research and development for the proposed 6 GeV synchrotron and advanced steady state neutron source. This pre-construction work should be sufficient to ensure that these facilities will be constructed in a timely fashion at design goals and with well identified costs. Other recommendations concern advancing the Nation's leading capabilities in synchrotron produced ultraviolet radiation and spallation neutron research. A budget scenario is developed.

    Managing environment, health, and safety (EHS) risks at a national laboratory, or university, can be intimidating to a researcher who is focused on research results. Laboratory research and development (R&D) operations are often driven by scientists with limited engineering support and lack well-refined equipment development resources. To add to the burden for a researcher, there is a plethora of codes, standards, and regulations that govern the safe installation and operation of photovoltaic-related R&D equipment -- especially those involving hazardous production materials. To help guide the researcher through the vast list of requirements, the EHS office at NREL has taken a variety of steps. Organizationally, the office has developed hazard-specific laboratory-level procedures to govern particular activities. These procedures are a distillation of appropriate international codes, fire agencies, SEMI standards, U.S. Department of Energy orders, and other industry standards to those necessary and sufficient to govern the safe operation of a given activity. The EHS office works proactively with researchers after a concept for a new R&D capability is conceived to help guide the safe design, acquisition, installation, and operation of the equipment. It starts with a safety assessment at the early stages such that requirements are implemented to determine the level of risk and degree of complexity presented by the activity so appropriate controls can be put in place to manage the risk. As the equipment requirements and design are refined, appropriate equipment standards are applied. Before the 'to-build' specifications are finalized, a process hazard analysis is performed to ensure that no single-point failure presents an unacceptable risk. Finally, as the tool goes through construction and installation stages, reviews are performed at logical times to ensure that the requisite engineering controls and design are in place and operational. Authorization to operate is not given until adherence to these requirements is fully verified and documented. Operations continue under the conditions defined through this process and are reviewed with changing processes.

    ICF experiments planned for the proposed US National Ignition Facility (NIF) will produce emissions of neutrons, x rays, debris, and shrapnel. The NIF Target Area (TA) must acceptably confine these emissions and respond to their effects to allow an efficient rate of experiments, from 600 to possibly 1500 per year, and minimal down time for maintenance. Detailed computer code predictions of emissions are necessary to study their effects and impacts on Target Area operations. Preliminary results show that the rate of debris shield transmission loss (and subsequent periodicity of change-out) due to ablated material deposition is acceptable, neutron effects on optics are manageable, and preliminary safety analyses show a facility rating of low hazard, non-nuclear. Therefore, NIF Target Area design features such as fused silica debris shields, refractory first wall coating, and concrete shielding are effective solutions to confinement of ICF experiment emissions.

    The testimony addressed the proposed rule on control of hazardous energy sources and was offered in support of the position of the Occupational Safety and Health Administration on this issue. Provisions already in existence for cranes, derricks, and power presses require lockout provisions for electrical connections. The proposed rule will extend these protections to nonelectric power sources and add a requirement for isolating nonelectric hazards. The new rule requires a written procedure and training program. NIOSH opposed the use of tags instead of locks, as tags only provide a warning and are subject to several abuses including removal before maintenance is complete and negligence in removing the tag by the service operator when maintenance is completed. Over 20 electrically related fatalities were noted where a deenergized locked-out electrical circuit would have prevented the fatality. In a review of 160 responses concerning injuries where the equipment was turned off, six indicated the equipment was tagged out. Concern was also expressed over the simple tagout permitted for mechanical power transmission systems. NIOSH recommends that each worker should apply and remove his or her own lock.

    The Mud Volcano hydrothermal area in Yellowstone National Park is near the intersection of a 20-km-long zone of northeast trending normal faults with the eastern resurgent dome within the 600,000-year-odd Yellowstone caldera. Recent crustal uplift along the northeast trending axis of the caldera is at a maximum (700 mm since 1923) near the Mud Volcano area. From 1973 through April 1978, less than 10 earthquakes (largest M 2.4) were located within 3 km of the Mud Volcano area. In May 1978, earthquakes began occurring beneath the hydrothermal area at depths of 1 to 5 km. The seismic activity continued until the end of November with intense swarms (100 events per hour) occurring on October 23 and November 7. The largest event (M 3.1) occured on November 14 and at least 8 events were M 2.5 or larger. In December 1978, heat flux in the Mud Volcano hydrothermal features began increasing along a 2-km-long northeast trending zone. Existing mud cauldrons became more active, new mud cauldrons and fumeroles were formed, and vegetation (primarily lodgepole pine) was killed by increased soil temperature. The increase in heat flux continued through July 1979 then gradually declined, reaching the early 1978 level by June 1980. The spatial and temporal association of earthquakes and increased hydrothermal activity at Mud Volcano suggests that the seismic activity expanded preexisting fracture systems, premitting increased fluid flow from depths of several kilometers.

    The attention of developers in the power industry has shifted to foreign markets. The trend has caused significant additional risks to be assumed by the developer. One of these risks is the cost and availability of local skilled labor to construct projects. Especially projects built on a fast track schedule. To mitigate this risk, many developers and contractors bring in ex-patriot labor - often at a much higher cost. This paper addresses the Centro de Energia Escuintla, a 40 MW diesel power plant completed this year in Guatemala. Local labor pools provided the majority of the labor used to build the plant. Guatemalans were hired and trained to perform operations and maintenance duties. The plant was built to international standards, and produced power on time. The techniques used to manage the project construction and startup are discussed. The key conclusion is that it is possible to build plants with local labor, as long as the appropriate supervision is brought in, that language barriers can be overcome, that construction equipment is made available, and that time for training is allocated.

Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    This annual report describes progress in the third year of the three-year project entitled ''Midcontinent Interactive Digital Carbon Atlas and Relational Database (MIDCARB)''. The project assembled a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide (CO{sub 2}) geologic sequestration (http://www.midcarb.org). The system links the five states in the consortium into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project has been extended and expanded as a ''NATional CARBon Sequestration Database and Geographic Information System (NATCARB)'' to provide national coverage across the Regional CO{sub 2} Partnerships, which currently cover 40 states (http://www.natcarb.org). Advanced distributed computing solutions link database servers across the five states and other publicly accessible servers (e.g., USGS) into a single system where data is maintained and enhanced at the local level but is accessed and assembled through a single Web portal and can be queried, assembled, analyzed and displayed. This project has improved the flow of data across servers and increased the amount and quality of available digital data. The online tools used in the project have improved in stability and speed in order to provide real-time display and analysis of CO{sub 2} sequestration data. The move away from direct database access to web access through eXtensible Markup Language (XML) has increased stability and security while decreasing management overhead. The MIDCARB viewer has been simplified to provide improved display and organization of the more than 125 layers and data tables that have been generated as part of the project. The MIDCARB project is a functional demonstration of distributed management of data systems that cross the boundaries between institutions and geographic areas. The MIDCARB system addresses CO{sub 2} sequestration and other natural resource issues from sources, sinks and transportation within a spatial database that can be queried online. Visualization of high quality and current data can assist decision makers by providing access to common sets of high quality data in a consistent manner.

    On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The workshop included presentations on the following topics: Welcome and introductions; Opening remarks; Community reuse organizations: recent accomplishments; Privatization: policy, practice and potential pitfalls; Department of Energy`s integrated training initiatives; Congressional perspective on work force restructuring; and, Privatization and the Ten Year Plan.

    Sandia National Laboratories (Sandia) is one of the nation's largest research and development (R&D) facilities, with headquarters at Albuquerque, New Mexico; a laboratory at Livermore, California; and a test range near Tonopah, Nevada. Smaller testing facilities are also operated at other locations. Established in 1945, Sandia was operated by the University of California until 1949, when, at the request of President Truman, Sandia Corporation was formed as a subsidiary of Bell Lab's Western Electric Company to operate Sandia as a service to the U.S. Government without profit or fee. Sandia is currently operated for the U.S. Department of Energy (DOE) by AT&T Technologies, Inc., a wholly-owned subsidiary of AT&T. Sandia's responsibility is national security programs in defense and energy with primary emphasis on nuclear weapon research and development (R&D). However, Sandia also supports a wide variety of projects ranging from basic materials research to the design of specialized parachutes. Assets, owned by DOE and valued at more than $1.2 billion, include about 600 major buildings containing about 372,000 square meters (m2) (4 million square feet [ft2]) of floor space, located on land totalling approximately 1460 square kilometers (km2) (562 square miles [mi]). Sandia employs about 8500 people, the majority in Albuquerque, with about 1000 in Livermore. Approximately 60% of Sandia's employees are in technical and scientific positions, and the remainder are in crafts, skilled labor, and administrative positions. As a multiprogram national laboratory, Sandia has much to offer both industrial and government customers in pursuing space nuclear technologies. The purpose of this brochure is to provide the reader with a brief summary of Sandia's technical capabilities, test facilities, and example programs that relate to military and civilian objectives in space. Sandia is interested in forming partnerships with industry and government organizations, and has already formed several cooperative alliances and agreements. Because of the synergism of multiple governmental and industrial sponsors of many programs, Sandia is frequently able to provide complex technical solutions in a relatively short time, and often at lower cost to a particular customer. They have listed a few ongoing programs at Sandia related to space nuclear technology as examples of the possible synergisms that could result from forming teams and partnerships with related technologies and objectives.

    Constituents of complex systems interact with each other and self-organize to form complex networks. Empirical results show that the link formation process of many real networks follows either the global principle of popularity or the local principle of similarity or a tradeoff between the two. In particular, it has been shown that in social networks individuals exhibit significant homophily when choosing their collaborators. We demonstrate, however, that in populations in which there is a division of labor, skill complementarity is an important factor in the formation of socioeconomic networks and an individual's choice of collaborators is strongly affected by heterophily. We analyze 124 evolving virtual worlds of a popular "massively multiplayer online role-playing game" (MMORPG) in which people belong to three different professions and are allowed to work and interact with each other in a somewhat realistic manner.     This study assessed solar training offered by CETA-funded programs and labor market experiences of program graduates. The initial research was restricted to programs within California, because the state is involved in a variety of solar-related activities, including development of jobs and training programs in solar energy. Interviews were conducted with 12 CETA solar training programs and graduates in 1979, in cooperation with California's SolarCal Office. Information on graduates includes demographics, educational and work experience, satisfaction with solar training, types of jobs found, wage levels, and job tenure. Program information includes length, types of training, and the number and kinds of solar systems installed. Results show that major programs problems were: limited funding; shortages of trained instructors; insufficient staff; need for local employment information; need for better defined role for unions; and pressures for high placement rates. The curricula involved general skills, skills specific to solar technologies, and basic job behavior and skills. The training involved both classroom and hands-on experience and was mainly tailored to participants and the local job market. Successful placement of program participants was relatively high; over half the initial job placements involved solar energy. Solar jobs appeared to pay more than nonsolar jobs. Participants generally felt that their training had prepared them adequately for their current work.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    As a scientific discipline, Astronomy is rather unique. We only have one laboratory, the Universe, and we cannot, of course, change the initial conditions and study the resulting effects. On top of this, acquiring Astronomical data has historically been a very labor-intensive effort. As a result, data has traditionally been preserved for posterity. With recent technological advances, however, the rate at which we acquire new data has grown exponentially, which has generated a Data Tsunami, whose wave train threatens to overwhelm the field.     The Minerals Management Service's (MMS) Outer Continental Shelf Information Program (OCSIP) is responsible for making available to affected coastal States, local governments, and other interested parties data and information related to the Outer Continental Shelf (OCS) Oil and Gas Program. Since its establishment through Section 26 of the OCS Lands Act (OCSLA) Amendments of 1978, OCSIP has prepared regional summary reports, updates, and indexes on leasing, exploration, development, and production activities to fulfill the mandates of the OCSLA Amendments. The OCSIP receives many requests for out-of-print summary reports, updates, and indexes. The purpose of the OCS National Compendium is to consolidate these historical data and to present the data on an OCS-wide and regional scale. The single-volume approach allows the reader access to historical information and facilitates regional comparisons. The fold-out chart in the front of this publication provides the reader with a timeline (January 1988--November 1990) of events since publication of the last Compendium. Some of the events are directly related to the 5-year Oil and Gas Program, whereas others may or may not have an effect on the program. A predominantly graphic format is used in the report so that the large accumulation of data can be more readily comprehended. In some cases, it is not possible to update information through October 21, 1990, because of the nature of the data. For example, production data normally lags 3 months. 58 figs., 37 tabs.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    This is an English translation of the Italian version of an encyclopedia chapter that appeared in the Italian Encyclopedia of the Physical Sciences, edited by Bruno Bertotti (1994). Following requests from colleagues we have decided to make it available to a more general readership. We present the motivation for constructing General Relativity, provide a short discussion of tensor algebra, and follow the set up of Einstein equations. We discuss briefly the initial value problem, the linear approximation and how should non gravitational physics be described in curved spacetime.

In supporting these programs, BNL houses an expansive, scalable infrastructure built exclusively for transporting, storing, and analyzing large disparate data-sets. Our ongoing research projects on various infrastructural issues in computer science undoubtedly would be relevant to national security. Furthermore, BNL frequently partners with researchers in academia and industry worldwide to foster unique and innovative ideas for expanding research opportunities and extending our insights. Because the basic science conducted at BNL is unique, such projects have led to advanced techniques, unlike any others, to support our mission of discovery. Many of them are modular techniques, thus making them ideal for abstraction and retrofitting to other uses including those facing national security, specifically the safety of the nation’s cyber space.

    The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey. The Geothermal Energy Association is collaborating with the NGDS to insure that it meets the needs of the geothermal industry.

    This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.

    A National Post-Irradiation-Examination (PIE) Workshop was held March 29-30, 2011, in Washington D.C., stimulated by the DOE Acting Assistant Secretary for Nuclear Energy approval on January 31, 2011 of the “Mission Need Statement for Advanced Post-Irradiation Examination Capability”. As stated in the Mission Need, “A better understanding of nuclear fuels and material performance in the nuclear environment, at the nanoscale and lower, is critical to the development of innovative fuels and materials required for tomorrow’s nuclear energy systems.” (2011) Developing an advanced post-irradiation capability is the most important thing we can do to advance nuclear energy as an option to meeting national energy goals. Understanding the behavior of fuels and materials in a nuclear reactor irradiation environment is the limiting factor in nuclear plant safety, longevity, efficiency, and economics. The National PIE Workshop is part of fulfilling or addressing Department of Energy (DOE) missions in safe and publically acceptable nuclear energy. Several presentations were given during the opening of the workshop. Generally speaking, these presentations established that we cannot continue to rely on others in the world to provide the capabilities we need to move forward with nuclear energy technology. These presentations also generally identified the need for increased microstructural understanding of fuels and materials to be coupled with modeling and simulation, and increased accessibility and infrastructure to facilitate the interaction between national laboratories and participating organizations. The overall results of the work of the presenters and panels was distilled into four primary needs 1. Understanding material changes in the extreme nuclear environment at the nanoscale. Nanoscale studies have significant importance due to the mechanisms that cause materials to degrade, which actually occur on the nanoscale. 2. Enabling additional proficiency in experimentation and analysis through robust modeling coupled with advanced characterization. 3. Advancing the infrastructure and accessibility of physical and administrative systems needed to meet the needs of participating organizations that are subject to different time cycles and constraints that make working and collaborating the national laboratories challenging. 4. Pursuing in-situ analysis and instrumentation to support the examination of dynamic changes to materials’ microstructure, deformation, and surface effects as they occur with time scales rather than the static comparison offered by current PIE methods. This Workshop Report responds to the research challenges for advanced/future PIE needs for nuclear materials development outlined by Energy Secretary Chu and the DOE-NE Research and Development Roadmap report, which was delivered to Congress in April 2010, (DOE-NE, 2010) by identifying the technial needs for fuel and material development specifically related to PIE. The information from the panels address these research challenges by identifying specific needs related to each of the topical areas. The focus of the Workshop was to identify gaps in the enabling capabilities for nuclear energy research and to identify high-priority fundamental capabilities to enable research to be completed that would likely have high impact on enabling nuclear energy as a significant contributor to energy production portfolios.

    Climate change, through drought, flooding, storms, heat waves, and melting Arctic ice, affects the production and flow of resource within and among geographical regions. The interactions among governments, populations, and sectors of the economy require integrated assessment based on risk, through uncertainty quantification (UQ). This project evaluated the capabilities with Sandia National Laboratories to perform such integrated analyses, as they relate to (inter)national security. The combining of the UQ results from climate models with hydrological and economic/infrastructure impact modeling appears to offer the best capability for national security risk assessments.

    The U.S. Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) is conducting research to advance the science and engineering knowledge base for technologies that will accelerate the business case for CO{sub 2} capture and storage, including prediction and quantification of risks that may relate to potential liabilities. As part of this effort, NETL, through its Office of Research and Development (ORD), is leading a multi-laboratory effort that leverages broad technical capabilities across the DOE complex: the National Risk Assessment Partnership (NRAP). NRAP involves five DOE national laboratories: NETL, Lawrence Berkeley National Laboratory (LBNL), Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), and Pacific Northwest National Laboratory (PNNL). This team is working together to develop a science-based method for quantifying the likelihood of risks (and associated potential liabilities) for CO{sub 2} storage sites. NRAP is an effort that harnesses the breadth of capabilities across the DOE National Laboratory (NL) system into a mission-focused platform that will develop the integrated science base that can be applied to risk assessment for long-term storage of CO{sub 2}.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

    The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US-Mexico border; and decreased eutrophication (excessive plant growth and decay) in the Gulf of Mexico to name a few. The National Smart Water Grid{trademark} will pay for itself in a single major flood event.

    The purpose of the Amarillo National Resource Center for Plutonium is to serve the Texas Panhandle, the State of Texas and the US Department of Energy by: conducting scientific and technical research; advising decision makers; and providing information on nuclear weapons materials and related environment, safety, health, and nonproliferation issues while building academic excellence in science and technology. This paper describes the electronic resource library which provides the national archives of technical, policy, historical, and educational information on plutonium. Research projects related to the following topics are described: Environmental restoration and protection; Safety and health; Waste management; Education; Training; Instrumentation development; Materials science; Plutonium processing and handling; and Storage.

Abstract Below: Modern nuclear facilities will have significant process monitoring capability for their operators. These systems will also be used for domestic safeguards applications, which has led to research over new diversion-detection algorithms. Curiously missing from these efforts are verification and validation data sets. A tri-laboratory project to locate the existing data sets and recover their data has yielded three major potential sources of data. The first is recovery of the process monitoring data of the Idaho Chemical Processing Plant, which now has a distributable package for algorithm developers. The second data set is extensive sampling and process data from Savannah River National Laboratory’s F- and H-canyon sites. Finally, high fidelity data from the start-up tests at the Barnwell Reprocessing Facility is in recovery. This paper details the data sets and compares their relative attributes.
