    The AFL-CIO is officially pro-nuclear, but tensions within unions are taking issue over ideological differences. The Labor movement, having looked to nuclear power development as an economic necessity to avoid unemployment, has opposed efforts to delay construction or close plants. As many as 42% of union members or relatives of members, however, were found to oppose new power plants, some actively working against specific construction projects. The United Mine Workers and Teamsters actively challenged the nuclear industry while the auto workers have been ambivalent. The differences between union orientation reflects the history of unionism in the US and explains the emergence of social unionism with its emphasis on safety and working conditions as well as economic benefits. Business union orientation trends to prevail during periods of prosperity; social unions during recessions. The labor unions and the environmentalists are examined in this conext and found to be hopeful. 35 references. (DCK)

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Managing environment, health, and safety (EHS) risks at a national laboratory, or university, can be intimidating to a researcher who is focused on research results. Laboratory research and development (R&D) operations are often driven by scientists with limited engineering support and lack well-refined equipment development resources. To add to the burden for a researcher, there is a plethora of codes, standards, and regulations that govern the safe installation and operation of photovoltaic-related R&D equipment -- especially those involving hazardous production materials. To help guide the researcher through the vast list of requirements, the EHS office at NREL has taken a variety of steps. Organizationally, the office has developed hazard-specific laboratory-level procedures to govern particular activities. These procedures are a distillation of appropriate international codes, fire agencies, SEMI standards, U.S. Department of Energy orders, and other industry standards to those necessary and sufficient to govern the safe operation of a given activity. The EHS office works proactively with researchers after a concept for a new R&D capability is conceived to help guide the safe design, acquisition, installation, and operation of the equipment. It starts with a safety assessment at the early stages such that requirements are implemented to determine the level of risk and degree of complexity presented by the activity so appropriate controls can be put in place to manage the risk. As the equipment requirements and design are refined, appropriate equipment standards are applied. Before the 'to-build' specifications are finalized, a process hazard analysis is performed to ensure that no single-point failure presents an unacceptable risk. Finally, as the tool goes through construction and installation stages, reviews are performed at logical times to ensure that the requisite engineering controls and design are in place and operational. Authorization to operate is not given until adherence to these requirements is fully verified and documented. Operations continue under the conditions defined through this process and are reviewed with changing processes.

    Our group at Oak Ridge National Laboratory (ORNL) started using COMSOL shortly after version 3.0 was released in the Spring of 2004. Over 11 years later and several new releases of the code, the application usage has grown along with the number of licenses we are responsible for. This paper focuses not on details of results and modeling methods, but instead, takes a look at our past and present applications, and evaluates where we are headed with COMSOL in the future. In doing so, we reveal some lessons learned along our pathway, provide some insight on how best to use COMSOL in a group setting, and perhaps help both users and developers to improve how the code is utilized.

  5. Dynamic optimization model of energy related economic planning and development for the Navajo nation

    The Navajo reservation located in portions of Arizona, New Mexico and Utah is rich in low sulfur coal deposits, ideal for strip mining operation. The Navajo Nation has been leasing the mineral resources to non-Indian enterprises for purposes of extraction. Since the early 1950s the Navajo Nation has entered into extensive coal leases with several large companies and utilities. Contracts have committed huge quantities of Navajo coal for mining. This research was directed to evaluate the shadow prices of Navajo coal and identify optimal coal extraction. An economic model of coal resource extraction over time was structured within an optimal control theory framework. The control problem was formulated as a discrete dynamic optimization problem. A comparison of the shadow prices of coal deposits derived from the dynamic model with the royalty payments the tribe receives on the basis of the present long-term lease contracts indicates that, in most cases, the tribe is paid considerably less than the amount of royalty projected by the model. Part of these discrepancies may be explained in terms of the low coal demand condition at the time of leasing and due to greater uncertainties with respect to the geologic information and other risks associated with mining operations. However, changes in the demand for coal with rigidly fixed terms of royalty rates will lead to non-optimal extraction of coal. A corrective tax scheme is suggested on the basis of the results of this research. The proposed tax per unit of coal shipped from a site is the difference between the shadow price and the present royalty rate. The estimated tax rates over time are derived.

    The Department of Homeland Security and others rely on results from atmospheric dispersion models for threat evaluation, event management, and post-event analyses. The ability to simulate dry deposition rates is a crucial part of our emergency preparedness capabilities. Deposited materials pose potential hazards from radioactive shine, inhalation, and ingestion pathways. A reliable characterization of these potential exposures is critical for management and mitigation of these hazards. A review of the current status of dry deposition formulations used in these atmospheric dispersion models was conducted. The formulations for dry deposition of particulate materials from am event such as a radiological attack involving a Radiological Detonation Device (RDD) is considered. The results of this effort are applicable to current emergency preparedness capabilities such as are deployed in the Interagency Modeling and Atmospheric Assessment Center (IMAAC), other similar national/regional emergency response systems, and standalone emergency response models. The review concludes that dry deposition formulations need to consider the full range of particle sizes including: 1) the accumulation mode range (0.1 to 1 micron diameter) and its minimum in deposition velocity, 2) smaller particles (less than .01 micron diameter) deposited mainly by molecular diffusion, 3) 10 to 50 micron diameter particles deposited mainly by impaction and gravitational settling, and 4) larger particles (greater than 100 micron diameter) deposited mainly by gravitational settling. The effects of the local turbulence intensity, particle characteristics, and surface element properties must also be addressed in the formulations. Specific areas for improvements in the dry deposition formulations are 1) capability of simulating near-field dry deposition patterns, 2) capability of addressing the full range of potential particle properties, 3) incorporation of particle surface retention/rebound processes, and. 4) development of dry deposition formulations applicable to urban areas. Also to improve dry deposition modeling capabilities, atmospheric dispersion models in which the dry deposition formulations are imbedded need better source-term plume initialization and improved in-plume treatment of particle growth processes. Dry deposition formulations used in current models are largely inapplicable to the complex urban environment. An improved capability is urgently needed to provide surface-specific information to assess local exposure hazard levels in both urban and non-urban areas on roads, buildings, crops, rivers, etc. A model improvement plan is developed with a near-term and far-term component. Despite some conceptual limitations, the current formulations for particle deposition based on a resistance approach have proven to provide reasonable dry deposition simulations. For many models with inadequate dry deposition formulations, adding or improving a resistance approach will be the desirable near-term update. Resistance models however are inapplicable aerodynamically very rough surfaces such as urban areas. In the longer term an improved parameterization of dry deposition needs to be developed that will be applicable to all surfaces, and in particular urban surfaces.

    The authors discuss the {open_quotes}Labor Management Positive Change Process{close_quotes} (LMPCP) and the Marissa Mine. In the 1993 National Bituminous Coal Wage Agreement, there is a provision that allows for the establishment of the UMWA-BCOA labor management positive change process. This process provides the mechanism to deal with change. The major goal of this process is to increase job security, competitiveness, financial stability and opportunity for all employees covered by the agreement. The authors discuss the Marissa story concerning the LMPCP process. The process established some goals for the Marissa Mine. The main and most important goal was that the mine continue beyond the year 2000. They wanted to develop and implement a more cooperative working relationship; a relationship based on honesty, integrity, and mutual trust. They also wanted to utilize employees` responsibilities, skills, and ideas. They wanted to reinforce the shared belief that an ongoing partnership between labor and management is essential to the long-term success and growth of the industry. The results of some of the issues that were addressed include: employment has increased from 281 union employees to 332 employees; production increased from 3.1 million tons to 4.1 million tons; cost per ton was lowered over $5.00 per ton in the last two years; accidents have been reduced by 50 percent; the process has increased sales and helped develop new sales; and they have been able to improve attitudes among employees.

    On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    This bibliography covers work that addresses coverage of nuclear and arms control issues, defense, the Soviet Union, and Soviet-American relations by the American news media between 1965 and 1988. Material selected for inclusion either discusses press performance or addresses conditions -- such as classification of information -- that directly impact on media coverage of such issues. Bodies of literature on media coverage of conflict elsewhere in the world lie outside the Center's current mandate (which has shaped the parameters of this bibliography) except insofar as such conflicts are presented by the news media specifically in the context of US-Soviet relations. Much the same is true of such issues as the North-South flow of information and the debate over calls for a New World Information Order. However, the authors have decided to include assessments of American media coverage of the Vietnam War as a case study of a watershed conflict that raised many of the issues discussed throughout this literature in a particularly compelling way.

However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    This annual report describes progress in the third year of the three-year project entitled ''Midcontinent Interactive Digital Carbon Atlas and Relational Database (MIDCARB)''. The project assembled a consortium of five states (Indiana, Illinois, Kansas, Kentucky and Ohio) to construct an online distributed Relational Database Management System (RDBMS) and Geographic Information System (GIS) covering aspects of carbon dioxide (CO{sub 2}) geologic sequestration (http://www.midcarb.org). The system links the five states in the consortium into a coordinated regional database system consisting of datasets useful to industry, regulators and the public. The project has been extended and expanded as a ''NATional CARBon Sequestration Database and Geographic Information System (NATCARB)'' to provide national coverage across the Regional CO{sub 2} Partnerships, which currently cover 40 states (http://www.natcarb.org). Advanced distributed computing solutions link database servers across the five states and other publicly accessible servers (e.g., USGS) into a single system where data is maintained and enhanced at the local level but is accessed and assembled through a single Web portal and can be queried, assembled, analyzed and displayed. This project has improved the flow of data across servers and increased the amount and quality of available digital data. The online tools used in the project have improved in stability and speed in order to provide real-time display and analysis of CO{sub 2} sequestration data. The move away from direct database access to web access through eXtensible Markup Language (XML) has increased stability and security while decreasing management overhead. The MIDCARB viewer has been simplified to provide improved display and organization of the more than 125 layers and data tables that have been generated as part of the project. The MIDCARB project is a functional demonstration of distributed management of data systems that cross the boundaries between institutions and geographic areas. The MIDCARB system addresses CO{sub 2} sequestration and other natural resource issues from sources, sinks and transportation within a spatial database that can be queried online. Visualization of high quality and current data can assist decision makers by providing access to common sets of high quality data in a consistent manner.

Further, since the counties' economies grew increasingly dependent upon coal mining activities throughout the 1970s, it was believed that it would be possible to measure, with some acceptable level of reliability, the impact of the steadily rising mining activity upon the area's retailing sector. Therefore, a small scale econometric model was developed which represents the interrelationships among income, mining and trade employment and retail sales in the four-county Warrior Coal Basin area. The results of two versions of the model are presented. In the first version, area-wide retail sales are treated in the aggregate. In the second version, retail sales are disaggregated into twelve categories (e.g., food, apparel, furniture, etc.). The models were specified using 1960 to 1976 data. The mining employment growth scenario used in this report called for steady increases in mining employment that culminated in an employment level that is 4000 above the baseline employment projections by 1985. Both versions of the model predicted that cumulative real regional income would increase by $1.39 billion over seven years with the added mining employment. The predicted impacts on trade employment and real retail sales varied between the two models, however. The aggregate model predicts the addition of 7500 trade workers and an additional $1.35 billion in real retail sales. The disaggregate model suggests that food stores, automobile dealers, general merchandise stores, gas stations and lumber and building materials retailers would enjoy the greatest positive benefits.

    Uranium particles within the respirable size range pose a significant hazard to the health and safety of workers. Significant differences in the deposition and incorporation patterns of aerosols within the respirable range can be identified and integrated into sophisticated health physics models. Data characterizing the uranium particle size distribution resulting from specific foundry-related processes are needed. Using personal air sampling cascade impactors, particles collected from several foundry processes were sorted by activity median aerodynamic diameter onto various Marple substrates. After an initial gravimetric assessment of each impactor stage, the substrates were analyzed by alpha spectrometry to determine the uranium content of each stage. Alpha spectrometry provides rapid nondestructive isotopic data that can distinguish process uranium from natural sources and the degree of uranium contribution to the total accumulated particle load. In addition, the particle size bins utilized by the impactors provide adequate resolution to determine if a process particle size distribution is: lognormal, bimodal, or trimodal. Data on process uranium particle size values and distributions facilitate the development of more sophisticated and accurate models for internal dosimetry, resulting in an improved understanding of foundry worker health and safety.

This is the fourth annual energy-related manpower report.     Sandia National Laboratories (Sandia) is one of the nation's largest research and development (R&D) facilities, with headquarters at Albuquerque, New Mexico; a laboratory at Livermore, California; and a test range near Tonopah, Nevada. Smaller testing facilities are also operated at other locations. Established in 1945, Sandia was operated by the University of California until 1949, when, at the request of President Truman, Sandia Corporation was formed as a subsidiary of Bell Lab's Western Electric Company to operate Sandia as a service to the U.S. Government without profit or fee. Sandia is currently operated for the U.S. Department of Energy (DOE) by AT&T Technologies, Inc., a wholly-owned subsidiary of AT&T. Sandia's responsibility is national security programs in defense and energy with primary emphasis on nuclear weapon research and development (R&D). However, Sandia also supports a wide variety of projects ranging from basic materials research to the design of specialized parachutes. Assets, owned by DOE and valued at more than $1.2 billion, include about 600 major buildings containing about 372,000 square meters (m2) (4 million square feet [ft2]) of floor space, located on land totalling approximately 1460 square kilometers (km2) (562 square miles [mi]). Sandia employs about 8500 people, the majority in Albuquerque, with about 1000 in Livermore. Approximately 60% of Sandia's employees are in technical and scientific positions, and the remainder are in crafts, skilled labor, and administrative positions. As a multiprogram national laboratory, Sandia has much to offer both industrial and government customers in pursuing space nuclear technologies. The purpose of this brochure is to provide the reader with a brief summary of Sandia's technical capabilities, test facilities, and example programs that relate to military and civilian objectives in space. Sandia is interested in forming partnerships with industry and government organizations, and has already formed several cooperative alliances and agreements. Because of the synergism of multiple governmental and industrial sponsors of many programs, Sandia is frequently able to provide complex technical solutions in a relatively short time, and often at lower cost to a particular customer.     This report documents a solid-state lighting (SSL) technology demonstration at the parking structure of the U.S. Department of Labor (DOL) Headquarters in Washington, DC, in which light-emitting diode (LED) luminaires were substituted for the incumbent high-pressure sodium (HPS) luminaires and evaluated for relative light quantity and performance. The demonstration results show energy savings of 52% from the initial conversion of HPS to the LED product. These savings were increased to 88% by using occupancy sensor controls that were ultimately set to reduce power to 10% of high state operation after a time delay of 2.5 minutes. Because of the relatively high cost of the LED luminaires at their time of purchase for this project (2010), the simple payback periods were 6.5 years and 4.9 years for retrofit and new construction scenarios, respectively. Staff at DOL Headquarters reported high satisfaction with the operation of the LED product.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    The concept of a United States National Seismograph Network (USNSN) dates back nearly 30 years. The idea was revived several times over the decades. but never funded. For, example, a national network was proposed and discussed at great length in the so called Bolt Report (U. S. Earthquake Observatories: Recommendations for a New National Network, National Academy Press, Washington, D.C., 1980, 122 pp). From the beginning, a national network was viewed as augmenting and complementing the relatively dense, predominantly short-period vertical coverage of selected areas provided by the Regional Seismograph Networks (RSN`s) with a sparse, well-distributed network of three-component, observatory quality, permanent stations. The opportunity finally to begin developing a national network arose in 1986 with discussions between the US Geological Survey (USGS) and the Nuclear Regulatory Commission (NRC). Under the agreement signed in 1987, the NRC has provided $5 M in new funding for capital equipment (over the period 1987-1992) and the USGS has provided personnel and facilities to develop. deploy, and operate the network. Because the NRC funding was earmarked for the eastern United States, new USNSN station deployments are mostly east of 105{degree}W longitude while the network in the western United States is mostly made up of cooperating stations (stations meeting USNSN design goals, but deployed and operated by other institutions which provide a logical extension to the USNSN).

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.

    The Minerals Management Service's (MMS) Outer Continental Shelf Information Program (OCSIP) is responsible for making available to affected coastal States, local governments, and other interested parties data and information related to the Outer Continental Shelf (OCS) Oil and Gas Program. Since its establishment through Section 26 of the OCS Lands Act (OCSLA) Amendments of 1978, OCSIP has prepared regional summary reports, updates, and indexes on leasing, exploration, development, and production activities to fulfill the mandates of the OCSLA Amendments. The OCSIP receives many requests for out-of-print summary reports, updates, and indexes. The purpose of the OCS National Compendium is to consolidate these historical data and to present the data on an OCS-wide and regional scale. The single-volume approach allows the reader access to historical information and facilitates regional comparisons. The fold-out chart in the front of this publication provides the reader with a timeline (January 1988--November 1990) of events since publication of the last Compendium. Some of the events are directly related to the 5-year Oil and Gas Program, whereas others may or may not have an effect on the program. A predominantly graphic format is used in the report so that the large accumulation of data can be more readily comprehended. In some cases, it is not possible to update information through October 21, 1990, because of the nature of the data. For example, production data normally lags 3 months. 58 figs., 37 tabs.

    Pawnee Nation of Oklahoma Energy Option Analyses In 2003, the Pawnee Nation leadership identified the need for the tribe to comprehensively address its energy issues. During a strategic energy planning workshop a general framework was laid out and the Pawnee Nation Energy Task Force was created to work toward further development of the tribe’s energy vision. The overarching goals of the “first steps” project were to identify the most appropriate focus for its strategic energy initiatives going forward, and to provide information necessary to take the next steps in pursuit of the “best fit” energy options. Description of Activities Performed The research team reviewed existing data pertaining to the availability of biomass (focusing on woody biomass, agricultural biomass/bio-energy crops, and methane capture), solar, wind and hydropower resources on the Pawnee-owned lands. Using these data, combined with assumptions about costs and revenue streams, the research team performed preliminary feasibility assessments for each resource category. The research team also reviewed available funding resources and made recommendations to Pawnee Nation highlighting those resources with the greatest potential for financially-viable development, both in the near-term and over a longer time horizon. Findings and Recommendations Due to a lack of financial incentives for renewable energy, particularly at the state level, combined mediocre renewable energy resources, renewable energy development opportunities are limited for Pawnee Nation. However, near-term potential exists for development of solar hot water at the gym, and an exterior wood-fired boiler system at the tribe’s main administrative building. Pawnee Nation should also explore options for developing LFGTE resources in collaboration with the City of Pawnee. Significant potential may also exist for development of bio-energy resources within the next decade. Pawnee Nation representatives should closely monitor market developments in the bio-energy industry, establish contacts with research institutions with which the tribe could potentially partner in grant-funded research initiatives. In addition, a substantial effort by the Kaw and Cherokee tribes is underway to pursue wind development at the Chilocco School Site in northern Oklahoma where Pawnee is a joint landowner. Pawnee Nation representatives should become actively involved in these development discussions and should explore the potential for joint investment in wind development at the Chilocco site. Financial incentives for project development are generally structured to provide tribes with access to conventional financing mechanisms. Grant funding for project construction is currently difficult to obtain. Substantial new opportunities for bio-fuel development may exist in the next few years with passage of the 2007 Farm Bill, and through opportunities made available through Oklahoma’s new Bio-energy Center. A review of potential alternatives to Pawnee Nation’s current electricity supply scenario revealed that a range of options could be viable. These include the following scenarios: business as usual, alternative supply, negotiate lower rates with City of Pawnee, focus on reducing energy usage, develop electric utility organization. Under any circumstances, Pawnee Nation should purse strategies to reduce energy usage, as this is the simplest means of reducing electric costs and environmental impacts. The research team also recommends that Pawnee Nation initiate some focused discussions with the City of Pawnee, with GRDA, and with IEC to discuss its wholesale supply purchase options. These discussions will better inform the Pawnee Energy Team of the specific pros and cons of its wholesale power supply options, and will assist the Team’s broader decision-making on utility-related issues. The ultimate path chosen by Pawnee Nation will depend on further consideration of priorities and potential barriers by Pawnee Nation’s Energy Team.

    For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI. As a national laboratory with a national security mission we are well aware of the issues that we face in pursuing international collaborations. In order to make the proper decisions, we are interested in understanding the history of such partnerships, when they are appropriate, why we expect them to be important, the risks they present and what we can do to mitigate those risks.

    The purpose of this guide is to describe each of the documents and record series pertaining to the production, release, and disposal of radioactive barium-lanthanum (RaLa), iodine-131, and cesium-137 at the Department of Energy`s (DOE) Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role. It provides information on the history of the DOE-Oak Ridge Reservation (ORR), particularly ORNL. Specific attention is given to the production of RaLa and the fission products iodine-131 and cesium-137. This introduction also describes the methodologies HAI used in the selection and inventorying of documents and record series pertaining to RaLa, iodine-131, and cesium-137, and in the production of this guide. Concluding paragraphs describe the arrangement of the record series, explain the information contained in the record series descriptions, and indicate restrictions on access to the records.

    This Comprehensive National Energy Strategy sets forth a set of five common sense goals for national energy policy: (1) improve the efficiency of the energy system, (2) ensure against energy disruptions, (3) promote energy production and use in ways that respect health and environmental values, (4) expand future energy choices, and (5) cooperate internationally on global issues. These goals are further elaborated by a series of objectives and strategies to illustrate how the goals will be achieved. Taken together, the goals, objectives, and strategies form a blueprint for the specific programs, projects, initiatives, investments, and other actions that will be developed and undertaken by the Federal Government, with significant emphasis on the importance of the scientific and technological advancements that will allow implementation of this Comprehensive National Energy Strategy. Moreover, the statutory requirement of regular submissions of national energy policy plans ensures that this framework can be modified to reflect evolving conditions, such as better knowledge of our surroundings, changes in energy markets, and advances in technology. This Strategy, then, should be thought of as a living document. Finally, this plan benefited from the comments and suggestions of numerous individuals and organizations, both inside and outside of government. The Summary of Public Comments, located at the end of this document, describes the public participation process and summarizes the comments that were received. 8 figs.

    The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey.
