  13. National Electric Transmission Congestion Studies

    Section 216(a) of the Federal Power Act, as amended by the Energy Policy Act of 2005, directs the U.S. Department of Energy (DOE) to conduct a study every three years on electric transmission congestion and constraints within the Eastern and Western Interconnections. The American Reinvestment and Recovery Act of 2009 (Recovery Act) further directed the Secretary to include in the 2009 Congestion Study an analysis of significant potential sources of renewable energy that are constrained by lack of adequate transmission capacity. Based on this study, and comments concerning it from states and other stakeholders, the Secretary of Energy may designate any geographic area experiencing electric transmission capacity constraints or congestion as a national interest electric transmission corridor (National Corridor).

    In 2010, the U.S. Department of Energy (DOE) provided $60M in funding to five regional entities to conduct interregional transmission planning activities: the Eastern Interconnection Planning Collaborative (EIPC); the Eastern Interconnection States Planning Council (EISPC); the Transmission Expansion Planning and Policy Committee (TEPPC); the State Provincial Steering Committee (SPSC);and the Electricity Reliability Council of Texas (ERCOT). DOE also provided funding to the Lawrence Berkeley National Laboratory (LBNL) to support aspects of these interregional transmission planning activities. LBNL’s support involved both technical assistance to DOE in its oversight of the activities conducted by the five regional entities and the preparation of six, standalone technical studies that were conducted in direct support for specific entities. This is the final report on LBNL’s activities. It consists of summaries of each activity; references are provided to each of the stand-alone studies.

    Opinions regarding restructuring of the U.S. electric utility industry are presented in the paper. A brief assessment is made of Federal Energy Regulatory Commission orders requiring open access transmission services and open access same-time information systems. Three subtopics are pursued in some detail: competition between renewables and conservation, the role of government, and the impact of government on the market for renewables. It is concluded that renewable programs can be incorporated into competitive markets through regulatory agencies.

    In 2010, the U.S. Department of Energy (DOE) tasked Lawrence Berkeley National Laboratory (LBNL) and the Pacific Northwest National Laboratory (PNNL), in separate contracts, to provide coordinated technical support to the electricity industry for two national electricity reliability initiatives. The first initiative focused on improving the frequency response of each of the three North American interconnections. The second initiative focused on improving industry understanding of the causes and consequences of fault-induced delayed voltage recovery, which has been observed in all three interconnections. Both initiatives were conducted in close coordination with the North American Electric Reliability Corporation (NERC) and the Western Electric Coordination Council (WECC) and involved the participation of leading utilities from across the United States. This is the final report on LBNL’s activities. It consists of summaries of each activity, including references to published documents that were prepared through the course of the project. (Activities under taken by PNNL are reported on in a separate report.)

    In February 2009, the Office of Inspector General received a letter from Congressman Mark Steven Kirk of Illinois, which included constituent allegations that an exclusive technology licensing agreement by Argonne National Laboratory was tainted by inadequate competition, conflicts of interest, and other improprieties. The technology in question was for the Program for Response Options and Technology Enhancements for Chemical/Biological Terrorism, commonly referred to as PROTECT. Because of the importance of the Department of Energy's technology transfer program, especially as implementation of the American Recovery and Reinvestment Act matures, we reviewed selected aspects of the licensing process for PROTECT to determine whether the allegations had merit. In summary, under the facts developed during our review, it was understandable that interested parties concluded that there was a conflict of interest in this matter and that Argonne may have provided the successful licensee with an unfair advantage. In part, this was consistent with aspects of the complaint from Congressman Kirk's constituent.

    Currently, total electricity consumption of furnaces is unregulated, tested at laboratory conditions using the DOE test procedure, and is reported in the GAMA directory as varying from 76 kWh/year to 1,953 kWh/year. Furnace blowers account for about 80percent of the total furnace electricity consumption and are primarily used to distribute warm air throughout the home during furnace operation as well as distribute cold air during air conditioning operation. Yet the furnace test procedure does not provide a means to calculate the electricity consumption during cooling operation or standby, which account for a large fraction of the total electricity consumption. Furthermore, blower electricity consumption is strongly affected by static pressure. Field data shows that static pressure in the house distribution ducts varies widely and that the static pressure used in the test procedure as well as the calculated fan power is not representative of actual field installations. Therefore, accurate determination of the blower electricity consumption is important to address electricity consumption of furnaces and air conditioners. This paper compares the potential regional and national energy savings of two-stage brushless permanent magnet (BPM) blower motors (the blower design option with the most potential savings that is currently available in the market) to single-stage permanent split capacitor (PSC) blower motors (the most common blower design option). Computer models were used to generate the heating and cooling loads for typical homes in 16 different climates which represent houses throughout the United States. The results show that the potential savings of using BPM motors vary by region and house characteristics, and are very strongly tied to improving house distribution ducts. Savings decrease dramatically with increased duct pressure. Cold climate locations will see savings even in the high static pressure duct situations, while warm climate locations will see less

  10. Debt-for-nature swaps: A new strategy for protecting environmental interests in developing nations

    Nature swaps are a generally well-conceived approach to mitigating the destruction of environmentally sensitive areas in developing nations while remaining sensitive to the economic needs of developing countries. They allow developing countries to dedicate some of their debt repayment to local projects, thus benefiting both their economies and the environment. Swaps also help them obtain assistance from environmental organizations in developed nations to manage their own natural resources. Environmentalists, through the purchase of steeply discounted debt, maximize their investment in tropical forest preservation. In addition they can strengthen environmental organizations in developing nations by including local environmentalists in both policy decisionmaking and the implementation of conservation projects. Debt-for-nature swaps also keep the subject of tropical deforestation on the agenda of the international community and offer small international lending institutions a socially redeeming means of removing bad loans from their ledgers. Finally, each government's authority to choose its own development objectives is only slightly encumbered by sharing decisionmaking authority with the environmentalists. Essentially, the swapping governments have agreed to cooperate. consequently, tropical forests only have as much protection as the tropical states desire. This does not mean that swaps are of little moment. Hopefully, collaboration between conservationists in the developed world and leaders of the developing nations will contribute to a constructive framework for future efforts to preserve the earth's tropical forests.

    The Lawrence Livermore National Laboratory (LLNL) has interests and capabilities in all three types of research that must be conducted in order to understand and predict effects of global atmospheric and climatic (i.e., environmental) changes on ecological systems and their functions (ecosystem function is perhaps most conveniently defined as mass and energy exchange and storage). These three types of research are: (1) manipulative experiments with plants and ecosystems; (2) monitoring of present ecosystem, landscape, and global exchanges and pools of energy, elements, and compounds that play important roles in ecosystem function or the physical climate system, and (3) mechanistic (i.e., hierarchic and explanatory) modeling of plant and ecosystem responses to global environmental change. Specific experimental programs, monitoring plans, and modeling activities related to evaluation of ecological effects of global environmental change that are of interest to, and that can be carried out by LLNL scientists are outlined. Several projects have the distinction of integrating modeling with empirical studies resulting in an Integrated Product (a model or set of models) that DOE or any federal policy maker could use to assess ecological effects. The authors note that any scheme for evaluating ecological effects of atmospheric and climatic change should take into account exceptional or sensitive species, in particular, rare, threatened, or endangered species.

    The U.S. Department of Energy (DOE) and the U.S. Council for Automotive Research (composed of automakers Ford, General Motors, and Chrysler) announced in January 2002 a new cooperative research effort. Known as FreedomCAR (derived from 'Freedom' and 'Cooperative Automotive Research'), it represents DOE's commitment to developing public/private partnerships to fund high-risk, high-payoff research into advanced automotive technologies. Efficient fuel cell technology, which uses hydrogen to power automobiles without air pollution, is a very promising pathway to achieve the ultimate vision. The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. The Oak Ridge National Laboratory's (ORNL's) Advanced Power Electronics and Electric Machines (APEEM) subprogram within the Vehicle Technologies Program provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on understanding and improving the way the various new components of tomorrow's automobiles will function as a unified system to improve fuel efficiency. In supporting the development of advanced vehicle propulsion systems, the APEEM effort has enabled the development of technologies that will significantly improve efficiency, costs, and fuel economy.     With funding from the U.S. Department of Energy’s Vehicle Technologies Office, the National Renewable Energy Laboratory (NREL) conducts real-world performance evaluations of advanced medium- and heavy-duty fleet vehicles. Evaluation results can help vehicle manufacturers fine-tune their designs and assist fleet managers in selecting fuel-efficient, low-emission vehicles that meet their economic and operational goals. In 2011, NREL launched a large-scale performance evaluation of medium-duty electric vehicles. With support from vehicle manufacturers Smith and Navistar, NREL research focused on characterizing vehicle operation and drive cycles for electric delivery vehicles operating in commercial service across the nation.

    locations that intersect national trails. Source data did not indicate any planned transmission lines or pipelines in Hawaii. A map atlas provides more detailed mapping of the topics investigated in this study, and the accompanying GIS database provides the baseline information for further investigating locations of interest. In many cases the locations of proposed transmission lines are not accurately mapped (or a specific route may not yet be determined), and accordingly the specific crossing locations are speculative. However since both national trails and electrical transmission lines are long linear systems, the characteristics of the crossings reported in this study are expected to be similar to both observed characteristics of the existing infrastructure provided in this report, and of the new infrastructure if these proposed projects are built. More focused study of these siting challenges is expected to mitigate some of potential impacts by choosing routes that minimize or eliminate them. The current study primarily addresses a set of screening-level characterizations that provide insights into how the National Trail System may influence the siting of energy transport facilities in the states identified under Section 368(b) of the Energy Policy Act of 2005. As such, it initializes gathering and beginning analysis of the primary environmental and energy data, and maps the contextual relationships between an important national environmental asset and how this asset intersects with energy planning activities. Thus the current study sets the stage for more in-depth analyses and data development activities that begin to solve key transmission siting constraints. Our recommendations for future work incorporate two major areas: (1) database development and analytics and (2) modeling and scenario analysis for energy planning. These recommendations provide a path forward to address key issues originally developed under the Energy Policy Act of 2005 that are now being

Areas of development include these: (1) novel traction motor designs that result in increased power density and lower cost; (2) inverter technologies involving new topologies to achieve higher efficiency and the ability to accommodate higher-temperature environments; (3) converter concepts that employ means of reducing the component count and integrating functionality to decrease size, weight, and cost; (4) more effective thermal control and packaging technologies; and (5) integrated motor/inverter concepts. The Oak Ridge National Laboratory's (ORNL's) Power Electronics and Electric Machinery Research Center conducts fundamental research, evaluates hardware, and assists in the technical direction of the DOE Office of FreedomCAR and Vehicle Technologies Program, APEEM subprogram. In this role, ORNL serves on the FreedomCAR Electrical and Electronics Technical Team, evaluates proposals for DOE, and lends its technological expertise to the direction of projects and evaluation of developing technologies. ORNL also executes specific projects for DOE. The following report discusses those projects carried out in FY 2007 and conveys highlights of their accomplishments.     The US Department of Energy (DOE) announced in May 2011 a new cooperative research effort comprising DOE, the US Council for Automotive Research (composed of automakers Ford Motor Company, General Motors Company, and Chrysler Group), Tesla Motors, and representatives of the electric utility and petroleum industries. Known as U.S. DRIVE (Driving Research and Innovation for Vehicle efficiency and Energy sustainability), it represents DOE’s commitment to developing public–private partnerships to fund high-risk–high-reward research into advanced automotive technologies. The new partnership replaces and builds upon the partnership known as FreedomCAR (derived from “Freedom” and “Cooperative Automotive Research”) that ran from 2002 through 2010 and the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. Oak Ridge National Laboratory’s (ORNL’s) Electric Drive Technologies (EDT) subprogram within the DOE Vehicle Technologies Office (VTO) provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on developing revolutionary new power electronics (PE), electric motor (EM), and traction drive system (TDS) technologies that will leapfrog current on-the-road technologies, leading to lower cost and better efficiency in transforming battery energy to useful work. The research and development (R&D) is also aimed at achieving a greater understanding of and improvements in the way the various new components of tomorrow’s automobiles will function as a unified system to improve fuel efficiency through research in more efficient TDSs.   16. What Changed in Article 690-Solar Photovoltaic Systems- of the 1999 National Electrical Code?

    Article 690, Solar Photovoltaic Power Systems, has been in the National Electrical Code (NEC) since 1984. An NFPA-appointed Task Group for Article 690 proposed changes to Article 690 for both the 1996 and 1999 codes. The Task Group, supported by more than 50 professionals from throughout the photovoltaic (PV) industry, met seven times during the 1999 code cycle to integrate the needs of the industry with the needs of electrical inspectors and end users to ensure the safety of PV systems. The Task Group proposed 57 changes to Article 690, and all the changes were accepted in the review process. The performance and cost of PV installations were always a consideration as these changes were formed but safety was the number-one priority. All of the proposals were well substantiated and coordinated throughout the PV industry and with representatives of Underwriters Laboratories, Inc (UL). The most significant changes that were made in Article 690 for the 1999 NEC along with some of the rationale are discussed in the remainder of this article.

    The bulk electric power supply industry needs leadership to meet its problems effectively, economically, and with the least injury to the environment during the rest of the century. The industry's pluralistic character, which is one of its strengths, and the range of the federal antitrust laws have blunted industry response to the challenge of supplying adequate bulk power. DOE failed to recognize the leadership vacuum and to use the opportunity provided by its Final Report on the National Power Grid Study to adopt a more effective role. DOE can still recover and urge Congress to pass the necessary enabling legislation to establish a regional bulk power supply corporation that would generate and transmit electric power for sale to federally chartered, privately owned electric utilities having no corporate links to their wholesale customers. 87 references.

RECs are also used in the voluntary market, where customers are buying renewables to meet sustainability goals. The concept of RECs is used most widely in the United States, but international markets also have tradable renewable electricity certificates. This fact sheet reviews how to ensure that RECs are not double-counted, roles of electricity regulators, renewable generators and purchasers.     Thermal constraints place significant limitations on how electric motors ultimately perform. Without the ability to remove heat, the motor cannot operate without sacrificing performance, efficiency, and reliability. Finite element analysis and computational fluid dynamics modeling approaches are being increasingly utilized in the design and analysis of electric motors. As the models become more sophisticated, it is important to have detailed and accurate knowledge of both the passive thermal performance and the active cooling performance. In this work, we provide an overview of research characterizing both passive and active thermal elements related to electric motor thermal management. To better characterize the passive thermal performance, work is being performed to measure motor material thermal properties and thermal contact resistances. The active cooling performance of automatic transmission fluid (ATF) jets is also being measured to better understand the heat transfer coefficients of ATF impinging on motor copper windings.

    Abstract Wireless charging of an electric vehicle while in motion presents challenges in terms of low latency communications for roadway coil excitation sequencing, and maintenance of lateral alignment, plus the need for power flow smoothing. This paper summarizes the experimental results on power smoothing of in-motion wireless EV charging performed at Oak Ridge National Laboratory using various combinations of electrochemical capacitors at the grid-side and in-vehicle. Electrochemical capacitors of the symmetric carbon-carbon type from Maxwell Technologies comprised the in-vehicle smoothing of wireless charging current to the EV battery pack. Electro Standards Laboratories fabricated the passive and active parallel lithium-capacitor unit used to smooth grid-side power. Power pulsation reduction was 81% on grid by LiC, and 84% on vehicle for both lithium-capacitor and the carbon ultracapacitors.

Known as U.S. DRIVE (Driving Research and Innovation for Vehicle efficiency and Energy sustainability), it represents DOE’s commitment to developing public–private partnerships to fund high-risk–high-reward research into advanced automotive technologies. The new partnership replaces and builds upon the partnership known as FreedomCAR (derived from “Freedom” and “Cooperative Automotive Research”) that ran from 2002 through 2010 and the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. Oak Ridge National Laboratory’s (ORNL’s) Advanced Power Electronics and Electric Motors (APEEM) subprogram within the DOE Vehicle Technologies Office (VTO) provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on developing revolutionary new power electronics (PE), electric motor, and traction drive system (TDS) technologies that will leapfrog current on-the-road technologies, leading to lower cost and better efficiency in transforming battery energy to useful work. The research and development (R&D) is also aimed at achieving a greater understanding of and improvements in the way the various new components of tomorrow’s automobiles will function as a unified system to improve fuel efficiency through research in more efficient TDSs.

    Analysis has been performed on the Transportation Secure Data Center (TSDC) warehouse of collected GPS second-by-second driving profile data of vehicles in the Atlanta, Chicago, Fresno, Kansas City, Los Angeles, Sacramento, and San Francisco Consolidated Statistical Areas (CSAs) to understand in-motion wireless power transfer introduction scenarios. In this work it has been shown that electrification of 1% of road miles could reduce fuel use by 25% for Hybrid Electric Vehicles (HEVs) in these CSAs. This analysis of strategically located infrastructure offers a promising approach to reduced fuel consumption; however, even the most promising 1% of road miles determined by these seven analysis scenarios still represent an impressive 2,700 miles of roadway to electrify. Therefore to mitigate the infrastructure capital costs, integration of the grid-tied power electronics in the Wireless Power Transfer (WPT) system at the DC-link to photovoltaic and/or battery storage is suggested. The integration of these resources would allow for the hardware to provide additional revenue through grid services at times of low traffic volumes and conversely at time of high traffic volumes these resources could reduce the peak demand that the WPT system would otherwise add to the grid.

    The Consortium for Electric Reliability Technology Solutions (CERTS) was formed in 1999 in response to a call from U.S. Congress to restart a federal transmission reliability R&D program to address concerns about the reliability of the U.S. electric power grid. CERTS is a partnership between industry, universities, national laboratories, and government agencies. It researches, develops, and disseminates new methods, tools, and technologies to protect and enhance the reliability of the U.S. electric power system and the efficiency of competitive electricity markets. It is funded by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability (OE). This report provides an overview of PSERC and CERTS, of the overall objectives and scope of the research, a summary of the major research accomplishments, highlights of the work done under the various elements of the NETL cooperative agreement, and brief reports written by the PSERC researchers on their accomplishments, including research results, publications, and software tools.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    To analyze the risks due to cyber attack against control systems used in the United States electrical infrastructure, new algorithms are needed to determine the possible impacts. This research is studying the Reliability Impact of Cyber ttack (RICA) in a two-pronged approach. First, malevolent cyber actions are analyzed in terms of reduced grid reliability. Second, power system impacts are investigated using an abstraction of the grid's dynamic model. This second year of esearch extends the work done during the first year.
