Lease of Parcel ED-1 of the Oak Ridge Reservation by the East Tennessee Economic Council

The US Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1113) for the proposed lease of 957.16 acres of the Oak Ridge Reservation (ORR) to the East Tennessee Economic Council (ETEC), a non-profit community organization, for a period of 10 years, with an option for renewal. ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

Pacific Northwest National Laboratory (PNNL) is a large economic entity, with $1.06 billion in annual funding, $936 million in total spending, and 4,344 employees in fiscal year (FY) 2013. Four thousand, one hundred and one (4,101) employees live in Washington State. The Laboratory directly and indirectly supports almost $1.31 billion in economic output, 6,802 jobs, and $514 million in Washington State wage income from current operations. The state also gains more than $1.21 billion in output, more than 6,400 jobs, and $459 million in income through closely related economic activities, such as visitors, health care spending, spending by resident retirees, and spinoff companies. PNNL affects Washington’s economy through commonly recognized economic channels, including spending on payrolls and other goods and services that support Laboratory operations. Less-commonly recognized channels also have their own impacts and include company-supported spending on health care for its staff members and retirees, spending of its resident retirees, Laboratory visitor spending, and the economic activities in a growing constellation of “spinoff” companies founded on PNNL research, technology, and managerial expertise. PNNL also has a significant impact on science and technology education and community nonprofit organizations. PNNL is an active participant in the future scientific enterprise in Washington with the state’s K-12 schools, colleges, and universities. The Laboratory sends staff members to the classroom and brings hundreds of students to the PNNL campus to help train the next generation of scientists, engineers, mathematicians, and technicians. This investment in human capital, though difficult to measure in terms of current dollars of economic output, is among the important lasting legacies of the Laboratory. Finally, PNNL contributes to the local community with millions of dollars’ worth of cash and in-kind corporate and staff contributions, all of which strengthen the economy. This report quantifies these effects, providing detailed information on PNNL’s revenues and expenditures, as well as the impacts of its activities on the rest of the Washington State economy. This report also describes the impacts of the four closely related activities: health care spending, spinoff companies with roots in PNNL, visitors to the Laboratory, and PNNL retirees.

Sandia National Laboratories (SNL) is a Department of Energy federally funded national security laboratory that uses engineering and science to ensure the security of the Nation. SNL provides scientific and engineering solutions to meet national needs in nuclear weapons and related defense systems, energy security, and environmental integrity. SNL works in partnerships with universities and industry to enhance their mission and transfer technology that will address emerging national challenges for both government and industry. For several years, the U.S. Department of Energy (DOE) Albuquerque Operations Office (AL) and New Mexico State University (NMSU) have maintained an inter-industry, input-output (I/O) model with capabilities to assess the impacts of developments initiated outside the economy such as federal DOE monies that flow into the state, on an economy. This model will be used to assess economic, personal income and employment impacts of SNL on Central New Mexico and the State of New Mexico. Caution should be exercised when comparing economic impacts between fiscal years prior to this report. The I/O model was rebased for FY 1998. The fringe benefits coefficients have been updated for the FY 1996 and FY 1997 economic impacts analysis. Prior to FY 1993 two different I/O base models were used to estimate the impacts. New technical information was released by the Bureau of Economic Analysis (BEA), U.S. Department of Commerce in 1991 and in 1994 and was incorporated in FY 1991, FY 1993, and FY 1994 I/O models. Also in 1993, the state and local tax coefficients and expenditure patterns were updated from a 1986 study for the FY 1992 report. Further details about the input-output model can be found in ''The Economic Impact of the Department of Energy on the State of New Mexico--FY 1998'' report by Lansford, et al. (1999). For this report, the reference period is FY 1998 (October 1, 1997, through September 30, 1998) and includes two major impact analyses: The impact of SNL activities on Central New Mexico and the economic impacts of SNL on the state of New Mexico. For purposes of this report, the Central New Mexico Region includes: Bernalillo, Sandoval, Valencia, and Torrance Counties (Figure 1). Total impact represents both direct and indirect resending by business, including induced effects (resending by households). The standard multipliers used in determining impacts result from the inter-industry, input-output models developed for the four-county region and the state of New Mexico.

The Jobs and Economic Development Impact (JEDI) models are user-friendly tools that estimate the economic impacts of constructing and operating power generation and biofuel plants at the local (usually state) level. First developed by NREL's Wind Powering America program to model wind energy jobs and impacts, JEDI has been expanded to biofuels, concentrating solar power, coal, and natural gas power plants. Based on project-specific and default inputs (derived from industry norms), JEDI estimates the number of jobs and economic impacts to a local area (usually a state) that could reasonably be supported by a power generation project. For example, JEDI estimates the number of in-state construction jobs from a new wind farm. This fact sheet provides an overview of the JEDI model as it pertains to wind energy projects.

Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

Economic Evaluation of Short-Term Wind Power Forecasts in ERCOT: Preliminary Results; Preprint

Historically, a number of wind energy integration studies have investigated the value of using day-ahead wind power forecasts for grid operational decisions. These studies have shown that there could be large cost savings gained by grid operators implementing the forecasts in their system operations. To date, none of these studies have investigated the value of shorter-term (0 to 6-hour-ahead) wind power forecasts. In 2010, the Department of Energy and National Oceanic and Atmospheric Administration partnered to fund improvements in short-term wind forecasts and to determine the economic value of these improvements to grid operators, hereafter referred to as the Wind Forecasting Improvement Project (WFIP). In this work, we discuss the preliminary results of the economic benefit analysis portion of the WFIP for the Electric Reliability Council of Texas. The improvements seen in the wind forecasts are examined, then the economic results of a production cost model simulation are analyzed.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. For more information on the strategy for delivering assistance, please see: www.nrel.gov/docs/fy11osti/48689.pdf. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

The Department of Energy contributes to the future of the Nation by ensuring energy security, maintaining the safety, security and reliability of the nuclear weapons stockpile, cleaning up the environment from the legacy of the Cold War, and developing innovations in science and technology. After 25 years in existence, the Department now operates 24 preeminent research laboratories and facilities and four power marketing administrations, and manages the environmental cleanup from 50 years of nuclear defense activities that impacted two million acres in communities across the country. The Department has an annual budget of about $23 billion and employs about 14,500 Federal and 100,000 contractor employees. The Department of Energy is principally a national security agency and all of its missions flow from this core mission to support national security. That is true not just today, but throughout the history of the agency. The origins of the Department can be traced to the Manhattan Project and the race to develop the atomic bomb during World War II. Following the war, Congress engaged in a vigorous and contentious debate over civilian versus military control of the atom. The Atomic Energy Act of 1946 settled the debate by creating the Atomic Energy Commission, which took over the Manhattan Project’s sprawling scientific and industrial complex.

More than two years have passed since the United Nations (U.N.) Security Council unanimously passed Resolution 1540. This seminal measure requires all U.N. Member States to enact and enforce “effective measures to establish domestic controls to prevent the proliferation of nuclear, chemical, biological weapons and their means of delivery.” Has this Resolution been successful? Did the 1540 Committee established by the Resolution fulfill its mandate? What does the future hold for Resolution 1540? Will it become an integral part of the web of nonproliferation treaties and regimes or will it recede into history as a well-meaning but unfulfilled attempt to prevent proliferation? These questions are timely and important to the nuclear materials management community and a discourse on their answers is needed.

In late 1987, the Interagency Research Animal Committee (IRAC) requested that the Institute of Laboratory Animal Resources (ILAR), National Research Council (NRC), National Academy of Sciences, reestablish US national membership in the International Council for Laboratory Animal Science (ICLAS). The ICLAS is the only worldwide organization whose goal is to foster the humane use of animals in medical research and testing. ILAR`s Mission Statement reflects its commitment to producing highly respected documents covering a wide range of scientific issues, including databases in genetic stocks, species specific management guides, guidelines for humane care of animals, and position papers on issues affecting the future of the biological sciences. As such, ILAR is recognized nationally and internationally as an independent, scientific authority in the development of animal sciences in biomedical research.

This report of the US Council for Energy Awareness covers the following main topics. (1) Electricity and Economic growth: growth of these has been roughly parallel. New electric generating capacity will be needed if the US is to sustain economic growth. All resources - coal, oil, natural gas, renewables, energy efficiency, and nuclear energy - have a role to play. (2) Nuclear Energy and the Environment: Nuclear energy is one of the cleanest sources of electric power. (3) Nuclear Power and Energy Independence: Nuclear energy is partly responsible for the dramatic reduction in oil use by electric utilities over the past 20 years. (4) Nuclear Energy: Insurance for the future: As US utilities plan to meet the growing need for electric power, they face major uncertainties (increased competion; the extent that demand-side management and efficiency can reduce need; future price and supply of natural gas; impact of the 1990 Clean Air Act amendments; possibility of increased fossil fuel restrictions) Nuclear energy represents prudent, strategic planning against these uncertainties.

Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

Economic and policy implications of pandemic influenza.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

STATE RESEARCH, OUTREACH AND TECHNICAL ASSISTANCE TO IMPROVE THE NATION’S TRANSMISSION AND DISTRIBUTION SYSTEMS

The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.

The High Temperature Gas-Cooled Reactor (HTGR) Application Economic Model was developed at the Idaho National Laboratory for the Next Generation Nuclear Plant Project. The HTGR Application Economic Model calculates either the required selling price of power and/or heat for a given internal rate of return (IRR) or the IRR for power and/or heat being sold at the market price. The user can generate these economic results for a range of reactor outlet temperatures; with and without power cycles, including either a Brayton or Rankine cycle; for the demonstration plant, first of a kind, or nth of a kind project phases; for up to 16 reactor modules; and for module ratings of 200, 350, or 600 MWt. This users manual contains the mathematical models and operating instructions for the HTGR Application Economic Model. Instructions, screenshots, and examples are provided to guide the user through the HTGR Application Economic Model. This model was designed for users who are familiar with the HTGR design and Excel and engineering economics. Modification of the HTGR Application Economic Model should only be performed by users familiar with the HTGR and its applications, Excel, and Visual Basic.

This paper presents a general method for forecasting oilfield economic performance that integrates cost data with operational, reservoir, and financial information. Practices are developed for determining economic limits for an oil field and its components. The economic limits of marginal wells and the role of underground competition receive special attention. Also examined is the influence of oil prices on operating costs. Examples illustrate application of these concepts. Categorization of costs for historical tracking and projections is recommended.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

Western Research Institute established, and ACRC continues to maintain, the National Spill Technology database to provide support to the Liquified Gaseous Fuels Spill Test Facility (now called the National HAZMAT Spill Center) as directed by Congress in Section 118(n) of the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Albany County Research Corporation (ACRC) was established to make publicly funded data developed from research projects available to benefit public safety. The founders since 1987 have been investigating the behavior of toxic chemicals that are deliberately or accidentally spilled, educating emergency response organizations, and maintaining funding to conduct the research at the DOEĆs HAZMAT Spill Center (HSC) located on the Nevada Test Site. ACRC also supports DOE in collaborative research and development efforts mandated by Congress in the Clean Air Act Amendments. The data files are results of spill tests conducted at various times by the Silicones Environmental Health and Safety Council (SEHSC) and DOE, ANSUL, Dow Chemical, the Center for Chemical Process Safety (CCPS) and DOE, Lawrence Livermore National Laboratory (LLNL), OSHA, and DOT; DuPont, and the Western Research Institute (WRI), Desert Research Institute (DRI), and EPA. Each test data page contains one executable file for each test in the test series as well as a file named DOC.EXE that contains information documenting the test series. These executable files are actually self-extracting zip files that, when executed, create one or more comma separated value (CSV) text files containing the actual test data or other test information.

Development of a new technology for commercial application can be significantly accelerated by leveraging related technologies used in other markets. Synergies across multiple application domains attract research and development (R and D) talent - widening the innovation pipeline - and increases the market demand in common components and subsystems to provide performance improvements and cost reductions. For these reasons, driver development plans for inertial fusion energy (IFE) should consider the non-fusion technology base that can be lveraged for application to IFE. At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. This document provides a brief survey of organizations actively engaged in these technologies. This is intended to facilitate comparison of the opportunities for leveraging the larger technical community for IFE laser driver development. They have included tables that summarize the commercial organizations selling solid-state and KrF lasers, and a brief summary of organizations actively engaged in R and D on these technologies.
