This fact sheet provides a summary of how NREL's technical assistance in Greensburg, Kansas, helped the town rebuild green after recovering from a tornado in May 2007. Greensburg, Kansas, was like any rural community in America until a massive tornado leveled much of the town on May 4, 2007. Key leaders in Greensburg and Kansas made a crucial decision not just to rebuild, but to remake the town as a model sustainable community. To help achieve that goal, technical experts from the U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) arrived in Greensburg in June 2007. For three years, the experts worked with city leaders, business owners, residents, and other state, federal, and local agencies to identify ways to incorporate energy efficiency and renewable energy technologies into the town's rebuilding efforts. NREL conducted detailed studies to examine energy use; availability of renewable energy resources; energy options; and potential integrated energy solutions that could also be replicated in other communities recovering from disaster or working toward building green. Those recommendations were incorporated into the Greensburg Sustainable Comprehensive Master Plan and furthered the town's vision of becoming an affordable sustainable community. Technical assistance provided by NREL has impacted the following areas in Greensburg's resurrection. Residents also formed a non-profit organization, Greensburg GreenTown{trademark}, to provide resources and support for rebuilding. Through energy modeling, education, training, and onsite assistance, NREL helped renovate and rebuild homes in Greensburg that on average, use 40% less energy than similar buildings built to code - surpassing the goal NREL originally set to achieve 30% energy savings in residential buildings.

One important environmental issue facing Northwest Indiana and park management at Indiana Dunes National Lakeshore (INOU) is the contamination of water, sediment and biota by persistent toxic substances. Aquatic plant communities were used to evaluate the water/organismal quality of the Grand Calumet Lagoons and two dunal ponds (pannes) at Gary, Indiana, which are partially located in the Miller Woods Unit of INDU. The lagoon is divided into several areas, the USX Lagoon is located between sections of a large industrial landfill (steel slag and other material). The Marquette Lagoon is located further away from the landfill and tends to be upgradient from the landfill. The West Panne (WP) is located next to the landfill, while the East Panne (EP) is separated from the landfill and the WP by a high dune ridge. Plant populations shift toward fewer submergent aquatics, with a higher abundance of tolerant taxa in the western section of the USX Lagoon. These differences are supported by cluster analysis. Heavy metals in root tissue of Scirpus americanus and other plant species from the pannes were significantly higher than those found in shoots. Shoot tissue metal levels in plants collected from the lagoons were higher than root tissue metal levels. The WP site has the most elevated tissue metal levels for most metals assayed, while the EP site shows similar contaminant levels. The plant distributions observed and tissue metal concentrations measured suggest that INDU`s aquatic plant community has been affected by the industrial landfill and that there exists a hydrological connection between the ponds.

    1989-01-01

This, the seventh in a series of annual HUD-DOE Conferences on Community Energy Systems, linked two topics basic to today's economic development market place--energy competitiveness and environmental impact. Energy competitiveness is a theme which implies the need for minimizing the cost of energy as a component of reducing the cost of doing business. Environment encompasses the closely related issues of toxics, atmospheric carbon dioxide levels, global warming and the protection of earth's life-sustaining ecological base. In linking the two topics, the underlying premise was the view that, when intentionally mobilized to do so, urban communities can have a major positive impact on global warming, and they can indeed reduce the energy cost of doing business.

Pahute Mesa is a groundwater recharge area at the Nevada National Security Site. Because underground nuclear testing was conducted at Pahute Mesa, groundwater recharge may transport radionuclides from underground test sites downward to the water table; the amount of groundwater recharge is also an important component of contaminant transport models. To estimate the amount of groundwater recharge at Pahute Mesa, an INFIL3.0 recharge-runoff model is being developed. Two eddy covariance (EC) stations were installed on Pahute Mesa to estimate evapotranspiration (ET) to support the groundwater recharge modeling project. This data report describes the methods that were used to estimate ET and collect meteorological data. Evapotranspiration was estimated for two predominant plant communities on Pahute Mesa; one site was located in a sagebrush plant community, the other site in a pinyon pine/juniper community. Annual ET was estimated to be 31013.9 mm for the sagebrush site and 34715.9 mm for the pinyon pine/juniper site (March 26, 2011 to March 26, 2012). Annual precipitation measured with unheated tipping bucket rain gauges was 179 mm at the sagebrush site and 159 mm at the pinyon pine/juniper site. Annual precipitation measured with bulk precipitation gauges was 222 mm at the sagebrush site and 227 mm at the pinyon pine/juniper site (March 21, 2011 to March 28, 2012). A comparison of tipping bucket versus bulk precipitation data showed that total precipitation measured by the tipping bucket rain gauges was 17 to 20 percent lower than the bulk precipitation gauges. These differences were most likely the result of the unheated tipping bucket precipitation gauges not measuring frozen precipitation as accurately as the bulk precipitation gauges. In this one-year study, ET exceeded precipitation at both study sites because estimates of ET included precipitation that fell during the winter of 2010-2011 prior to EC instrumentation and the precipitation gauges started collecting data in March 2011.

Breeding bird abundance, species richness, evenness, diversity, composition, productivity, and survivorship were determined near a high-explosive detonation site at Los Alamos National Laboratory, New Mexico, USA, during pre-operation (1997-1999) and operation (2000-2014) periods. The operation periods consisted of detonations (<23 kg in yield and <3 per breeding season) in open air (2000-2002), within foam containment (2003-2006) and within steel vessel containment (2007-2014) systems; the latter two were employed to reduce noise and dispersal of high-explosives residues. A total of 2952 bird captures, representing 80 species, was recorded during 18 years of mist net operations using the Monitoring Avian Productivity andmore » Survivorship protocol. Individuals captured were identified to species, aged, sexed, and banded during May through August of each year. There were no significant differences (p > 0.05) in mean avian abundance and species evenness in any of the operation periods as compared with the pre-operation period. Species richness and diversity were significantly higher (p < 0.05) during the vessel containment period (2007-2014) than the pre-operation period. The time period of this study coincided with a wildfire (2000), a bark beetle infestation (2002), and two periods of drought (Nov 1999-Mar 2004 and Dec 2005-Dec 2014) that affected the study area. Furthermore, analysis of aerial photos determined that the average percent canopy cover of mature ponderosa pines (Pinus ponderosa) within 100 feet of mist net sites declined from 12% to 3% between 1991 and 2014 and the percent cover of shrubs slightly increased.« less

The INEL underwent a year of transition in 1986. Success with new business initiatives, the prospects of even better things to come, and increased national recognition provided the INEL with a glimpse of its promising and exciting future. Among the highlights were: selection of the INEL as the preferred site for the Special Isotope Separation Facility (SIS); the first shipments of core debris from the Three Mile Island Unit 2 reactor to the INEL; dedication of three new facilities - the Fluorinel Dissolution Process, the Remote Analytical Laboratory, and the Stored Waste Experimental Pilot Plant; groundbreaking for the Fuel Processing Restoration Facility; and the first IR-100 award won by the INEL, given for an innovative machine vision system. The INEL has been assigned project management responsibility for the SDI Office-sponsored Multimegawatt Space Reactor and the Air Force-sponsored Multimegawatt Terrestrial Power Plant Project. New Department of Defense initiatives have been realized in projects involving development of prototype defense electronics systems, materials research, and hazardous waste technology. While some of our major reactor safety research programs have been completed, the INEL continues as a leader in advanced reactor technologies development. In April, successful tests were conducted for the development of the Integral Fast Reactor. Other 1986 highlights included the INEL's increased support to the Office of Civilian Radioactive Waste Management for complying with the Nuclear Waste Policy Act of 1982. Major INEL activities included managing a cask procurement program, demonstrating fuel assembly consolidation, and testing spent fuel storage casks. In addition, the INEL supplied the Tennessee Valley Authority with management and personnel experienced in reactor technology, increased basic research programs at the Idaho Research Center, and made numerous outreach efforts to assist the economies of Idaho communities.

    2003-02-20

On September 28, 2001 a symposium was held at Argonne National Laboratory as part of the festivities to mark the 100th birthday of Enrico Fermi. The symposium celebrated Fermi's ''contribution to the development of nuclear power'' and focused on one particular ''line of development'' resulting from Fermi's interest in power reactors: Argonne's fast reactor program. Symposium participants made many references to the ways in which the program was linked to Fermi, who led the team which created the world's first self-sustaining nuclear chain reaction. For example, one presentation featured an April, 1944 memo that described a meeting attended by Fermi and others. The memo came from the time when research on plutonium and the nuclear chain reaction at Chicago's WWII Metallurgical Laboratory was nearing its end. Even as other parts of the Manhattan Engineering Project were building on this effort to create the bombs that would end the war, Fermi and his colleagues were taking the first steps to plan the use of nuclear energy in the postwar era. After noting that Fermi ''viewed the use of [nuclear] power for the heating of cities with sympathy,'' the group outlined several power reactor designs. In the course of discussion, Fermi and his colleagues took the first steps in conjuring the vision that would later be brought to life with Experimental Breeder Reactor I (EBR-I) and Experimental Breeder Reactor II (EBR-II), the celebrated achievements of the Argonne fast reactor program. Group members considered various schemes for a breeder reactor in which the relatively abundant U-238 would be placed near a core of fissionable material. The reactor would be a fast reactor; that is, neutrons would not be moderated, as were most wartime reactors. Thus, the large number of neutrons emitted in fast neutron fission would hit the U-238 and create ''extra'' fissionable material, that is, more than ''invested,'' and at the same time produce power. The group identified the problem of removing heat in such a reactor and presaged the eventual solution by suggesting the use of sodium coolant, which has minimal interaction with neutrons.

The Department of Energy contributes to the future of the Nation by ensuring energy security, maintaining the safety, security and reliability of the nuclear weapons stockpile, cleaning up the environment from the legacy of the Cold War, and developing innovations in science and technology. After 25 years in existence, the Department now operates 24 preeminent research laboratories and facilities and four power marketing administrations, and manages the environmental cleanup from 50 years of nuclear defense activities that impacted two million acres in communities across the country. The Department has an annual budget of about $23 billion and employs about 14,500 Federal and 100,000 contractor employees. The Department of Energy is principally a national security agency and all of its missions flow from this core mission to support national security. That is true not just today, but throughout the history of the agency. The origins of the Department can be traced to the Manhattan Project and the race to develop the atomic bomb during World War II. Following the war, Congress engaged in a vigorous and contentious debate over civilian versus military control of the atom. The Atomic Energy Act of 1946 settled the debate by creating the Atomic Energy Commission, which took over the Manhattan Project’s sprawling scientific and industrial complex.

This volume of the Nonproliferation Alternative Systems Assessment Program (NASAP) report provides time and cost estimates for positioning new nuclear power systems for commercial deployment. The assessment also estimates the rates at which the new systems might penetrate the domestic market, assuming the continuing viability of the massive light-water reactor network that now exists worldwide. This assessment does not recommend specific, detailed program plans and budgets for individual systems; however, it is clear from this analysis that any of the systems investigated could be deployed if dictated by national interest.

Superfund has several statutory and regulatory provisions that provide vehicles for community involvement at Superfund sites including community relations plans, information repositories, public comment periods, and technical assistance grants to community organizations. There has been considerable debate about the effectiveness of these programs. The community participation requirement of the Superfund process are in a state of transition. The proposed Superfund Reform Act of 1994 contained additional community participation provisions. EPA appears to be incorporating some of these proposed changes and improvements learned from prior experiences into its current community relations practices. This study examines the status of community relations in Superfund and the effectiveness of the community information and public participation programs in meeting legislative objectives. In addition to addressing current requirements and practices, the study looks at proposals to amend the community participation provisions as well as alternative approaches used by the EPA, potentially responsible parties, and citizens to address or resolve community concerns. While the focus will be on the overall program, a few brief selected case studies, representing a diversity of experiences, will be included. The resulting paper will discuss successes and shortcomings of community involvement in Superfund. It will address the sometimes competing goals of the various players in the Superfund process, bringing in not only the community perspective, but also concerns for decreased complexity and cost and increased efficiency. The conclusion will evaluate alternatives to improve procedures for community involvement in the Superfund program. Superfund reform, public and stakeholder involvement, and dispute resolution are addressed in this study. These are prominent, contemporary issues as the nation seeks to constructively solve its environmental problems.

    2005-09-01

The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection. Whether urban ghettos and barrios, rural {open_quotes}poverty pockets,{close_quotes} Native American reservations, or communities in the Third World, grassroots groups are demanding an end to unjust and nonsustainable environmental and development policies.

  9. Climate Change and National Security

    SciTech Connect (OSTI)

    Malone, Elizabeth L.

    2013-02-01

Climate change is increasingly recognized as having national security implications, which has prompted dialogue between the climate change and national security communities with resultant advantages and differences. Climate change research has proven useful to the national security community sponsors in several ways. It has opened security discussions to consider climate as well as political factors in studies of the future. It has encouraged factoring in the stresses placed on societies by climate changes (of any kind) to help assess the potential for state stability. And it has shown that, changes such as increased heat, more intense storms, longer periods without rain, and earlier spring onset call for building climate resilience as part of building stability. For the climate change research community, studies from a national security point of view have revealed research lacunae, for example, such as the lack of usable migration studies. This has also pushed the research community to consider second- and third-order impacts of climate change, such as migration and state stability, which broadens discussion of future impacts beyond temperature increases, severe storms, and sea level rise; and affirms the importance of governance in responding to these changes. The increasing emphasis in climate change science toward research in vulnerability, resilience, and adaptation also frames what the intelligence and defense communities need to know, including where there are dependencies and weaknesses that may allow climate change impacts to result in security threats and where social and economic interventions can prevent climate change impacts and other stressors from resulting in social and political instability or collapse.

  13. District heating strategy model: community manual

    SciTech Connect (OSTI)

    Hrabak, R. A.; Kron, Jr., N. F.; Pferdehirt, W. P.

    1981-10-01

The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    SciTech Connect (OSTI)

    1995-08-01

This booklet tells the story of how two very different types of organizations - Bethel New Life and Argonne National Laboratory - have forged a partnership to rebuild West Garfield Park. This unique Partnership blends Bethel`s theological and sociological roots with Argonne`s scientific and technological expertise. Together they hope to offer the community fresh, transferable approaches to solving urban socio-economic and environmental problems. The Partnership hopes to address and solve the inner city`s technological problems through community participation and collaborative demonstrations - without losing sight of the community`s social needs. The key themes throughout this booklet - jobs, sustainable community development, energy efficiency, and environment - highlight challenges the partners face. By bringing people and technologies together, this Partnership will give West Garfield Park residents a better life -- and, perhaps, offer other communities a successful model for urban renewal.

This report describes a gap analysis of the emergency response and management (EM) community, performed during the fall of 2009. Pacific Northwest National Laboratory (PNNL) undertook this effort to identify potential improvements to the functional domains in EM that could be provided by the application of current or future technology. To perform this domain-based gap analysis, PNNL personnel interviewed subject matter experts (SMEs) across the EM domain; to make certain that the analyses reflected a representative view of the community, the SMEs were from a variety of geographic areas and from various sized communities (urban, suburban, and rural). PNNL personnel also examined recent and relevant after-action reports and U.S. Government Accountability Office reports.

    Fredrickson, Jim K.

    2015-06-25

In synthetic ecology, a nascent offshoot of synthetic biology, scientists aim to design and construct microbial communities with desirable properties. Such mixed populations of microorganisms can simultaneously perform otherwise incompatible functions. Compared with individual organisms, they can also better resist losses in function as a result of environmental perturbation or invasion by other species. Synthetic ecology may thus be a promising approach for developing robust, stable biotechnological processes, such as the conversion of cellulosic biomass to biofuels. However, achieving this will require detailed knowledge of the principles that guide the structure and function of microbial communities.

    1996-11-01

This report documents the results of a Laboratory Directed Research and Development (LDRD) program to explore how best to utilize Sandia`s defense-related sensing expertise to meet the Department of Energy`s (DOE) ever-growing needs for environmental monitoring. In particular, we focused on two pressing DOE environmental needs: (1) reducing the uncertainties in global warming predictions, and (2) characterizing atmospheric effluents from a variety of sources. During the course of the study we formulated a concept for using unmanned aerospace vehicles (UAVs) for making key 0798 climate measurements; designed a highly accurate, compact, cloud radiometer to be flown on those UAVs; and established the feasibility of differential absorption Lidar (DIAL) to measure atmospheric effluents from waste sites, manufacturing processes, and potential treaty violations. These concepts have had major impact since first being formulated in this ,study. The DOE has adopted, and DoD`s Strategic Environmental Research Program has funded, much of the UAV work. And the ultraviolet DIAL techniques have already fed into a major DOE non- proliferation program.

Should a five-county region surrounding the Department of Energy's Savannah River Site ('SRS') use its assets to help provide solutions to closing the nation's nuclear fuel cycle? That question has been the focus of a local ad hoc multi-disciplinary community task force (Tier I) that has been at work in recent months outlining issues and identifying unanswered questions to determine if assuming a leadership role in closing the nuclear fuel cycle is in the community's interest. If so, what are the terms and conditions under which we the community would agree to participate? Our starting point was the President's Blue Ribbon Commission on America's Nuclear Future ('Commission') which made a total of eight (8) recommendations in its final report. There are several recommendations that are directly relevant to the Tier I group and potential efforts of the Region. These are the 'consent-based approach', the creation of an independent nuclear waste management entity funded from the existing nuclear waste fee; the 'prompt efforts to develop one or more consolidated storage facilities', and 'continued U.S. innovation in nuclear energy technology and for workforce development'. The TDIST3 program performs an analysis of large integrated community total energy systems (TES) supplying thermal and electrical energy from one or more power stations. The program models the time-dependent energy demands of a group of representative building types, distributes the thermal demands within a thermal utility system (TUS), simulates the dynamic response of a group of power stations in meeting the TUS demands, and designs an optimal base-loaded (electrically) power plant and thermal energymore » storage reservoir combination. The capital cost of the TES is evaluated. The program was developed primarily to analyze thermal utility systems supplied with high temperature water (HTW) from more than one power plant. The TUS consists of a transmission loop and secondary loops with a heat exchanger linking each secondary loop to the transmission loop. The power stations electrical output supplies all community buildings and the HTW supplies the thermal demand of the buildings connected through the TUS, a piping network. Basic components of the TES model are one or more power stations connected to the transmission loop. These may be dual-purpose, producing electricity and HTW, or just heating plants producing HTW. A thermal storage reservoir is located at one power station. The secondary loops may have heating plants connected to them. The transmission loop delivers HTW to local districts; the secondary loops deliver the energy to the individual buildings in a district.« less

This paper describes the development of a framework targeted to technology providers in order to better understand the grand domain challenges of the emergency response and management community (EM). In developing this framework, Pacific Northwest National Laboratory researchers interviewed subject matter experts (SMEs) across the EM domain and corroborated these findings with current literature. We are currently examining relationships and dependencies within the framework. A thorough understanding of these gaps and dependencies will allow for a more informed approach prioritizing research, developing tools, and applying technology to enhance performance in the EM community.

  11. What is microbial community ecology?

    SciTech Connect (OSTI)

    Konopka, Allan

    2009-11-11

The activities of complex communities of microbes affect biogeochemical transformations in natural, managed and engineered ecosystems. Meaningfully defining what constitutes a community of interacting microbial populations is not trivial, but is important for rigorous progress in the field. Important elements of research in microbial community ecology include the analysis of functional pathways for nutrient resource and energy flows, mechanistic understanding of interactions between microbial populations and their environment, and the emergent properties of the complex community. Some emergent properties mirror those analyzed by community ecologists who study plants and animals: biological diversity, functional redundancy and system stability. However, because microbes possess mechanisms for the horizontal transfer of genetic information, the metagenome may also be considered a community property.
