President Clinton and the U.S. Department of Housing and Urban Development (HUD) have set a goal of increasing homeownership in America. Currently the rate of homeownership is approximately 64 percent of the population. The goal is to raise that rate to 67.5 percent by the year 2000, a higher rate than ever recorded in U.S. history. Achieving the goal will require about 8 million families to acquire homes of their own. HUD has developed a plan for reaching the national homeownership goal. The plan is known as the National Homeownership Strategy. It was formulated with input from more than 50 public- and private-sector groups and consists of 100 objectives designed to make homeownership easier and affordable for American families. Among the objectives are expanded use of energy conservation and new construction technologies. The groups participating in the formulation of the National Homeownership Strategy formed a collaboration that was named the National Partners in Homeownership. Chicago Partners in the American Dream is a collaboration of Chicago organizations implementing the National Homeownership Strategy on a local level. It has made achieving the objectives of the Strategy the foundation for its local partnership. The Chicago Partners in the American Dream is a grassroots collaboration, combining the experience, resources, and expertise of a variety of local organizations. The fundamental goal of the Chicago Partners in the American Dream is to create 5,000 homeownership opportunities in nine to twelve focused areas within Empowerment Zone/Enterprise Communities in the Chicagoland market by the end of the year 2000.

Despite sharp differences in government policy, the views of the U.S. public on energy and global warming are remarkably similar to those in Sweden, Britain, and Japan. Americans do exhibit some differences, placing lower priority on the environment and global warming, and with fewer believing that 'global warming has been established as a serious problem and immediate action is necessary'. There also remains a small hard core of skeptics (<10%) who do not believe in the science of climate change and the need for action, a group that is much smaller in the other countries surveyed. The similarities are, however, pervasive. Similar preferences are manifest across a wide range of technology and fuel choices, in support of renewables, in research priorities, in a basic understanding of which technologies produce or reduce carbon dioxide (or misunderstandings in the case of nuclear power), and in willingness to pay for solving global warming. 29 refs., 3 figs., 2 tabs.

Nuclear reactors are incapable of achieving this near complete burn-up because as the fuel (uranium) that powers them is burned through the process of nuclear fission, a variety of other elements are also created and become intimately associated with the uranium. Because they absorb neutrons, which energize the fission process, these accumulating fission products eventually poison the fuel by stopping the production of energy from it. The fission products may also damage the structural integrity of the fuel elements. Even though the uranium fuel is still present, sometimes in significant quantities, it is unburnable and will not power a reactor unless it is separated from the neutron-absorbing fission products by a method called fuel reprocessing. Construction of the Fuel Reprocessing Complex at the Chem Plant started in 1950 with the Bechtel Corporation serving as construction contractor and American Cyanamid Company as operating contractor. Although the Foster Wheeler Corporation assumed responsibility for the detailed working design of the overall plant, scientists at Oak Ridge designed all of the equipment that would be employed in the uranium separations process. After three years of construction activity and extensive testing, the plant was ready to handle its first load of irradiated fuel.

This compilation of diverse conservation and renewable energy projects across the United States was prepared through the enthusiastic participation of solar and alternate energy groups from every state and region. Compiled and edited by the Center for Renewable Resources, these projects reflect many levels of innovation and technical expertise. In many cases, a critique analysis is presented of how projects performed and of the institutional conditions associated with their success or failure. Some 2000 projects are included in this compilation; most have worked, some have not. Information about all is presented to aid learning from these experiences. The four volumes in this set are arranged in state sections by geographic region, coinciding with the four Regional Solar Energy Centers. In 1994 AEF signed a Cooperative Agreement with DOE to address a program called the African Power /Energy and Environmental Development Plan. The Program initially addressed five area: (1) Historical Black Colleges and Universities Energy/Environmental Program; (2) The Department of Energy and United States Private Industry Africa Program; (3) The Annual United States Energy Study Tour; (4) South African Training Program, and (5) South African Environmental Program. The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

Interdisciplinary field teams for this energy assistance program consisted of staff from Los Alamos, the US Geological Survey, the country of the study, and consultants; this provided the wide range of expertise necessary for geothermal resource evaluation. The program was successful largely because of the field teams dedication to their goals of verifying new geothermal resources and of sharing exploration techniques with in-country collaborators. Training programs included the geochemical, geophysical, and geological techniques needed for geothermal exploration. However, the most important aspect was long-term field work with in-country collaborators. Four geothermal gradient coreholes were drilled, three in Honduras and one in Guatemala. One of the coreholes was co-financed with Honduras, and showed their commitment to the project. Three of the exploration holes encountered high-temperature fluids, which provided information on the nature and extent of the geothermal reservoirs at promising sites in both countries. A geothermal well logging system was built and is shared between four Central American countries. For the evaluation of geothermal fluids, a geochemistry laboratory was established in Tegucigalpa, Honduras; it is now self-sufficient, and is part of Honduras' energy program. Through the teaching process and by working with counterparts in the field, the team expanded its own experience with a wide variety of geothermal systems, an experience that will be beneficial in the future for both the US investigators and in-country collaborators. At the working-scientists level, new contacts were developed that may flourish and professional ties were strengthened between scientists from a variety of US agencies. Rather than competing for research and field budgets, they worked together toward a common goal.

Test Area North (TAN) was a site of the Aircraft Nuclear Propulsion (ANP) Project of the U.S. Air Force and the Atomic Energy Commission. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. The fourth area was for Administration. A Flight Engine Test facility (hangar) was built to house the anticipated nuclear-powered aircraft. Experiments between 1955-1961 proved that a nuclear reactor could power a jet engine, but President John F. Kennedy canceled the project in March 1961. ANP facilities were adapted for new reactor projects, the most important of which were Loss of Fluid Tests (LOFT), part of an international safety program for commercial power reactors. Other projects included NASA's Systems for Nuclear Auxiliary Power and storage of Three Mile Island meltdown debris. National missions for TAN in reactor research and safety research have expired; demolition of historic TAN buildings is underway.

The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

The Digital Divide prevents Africa from taking advantages of new information technologies. One of the most urgent priorities is to bring the Internet in African Universities, Research, and Learning Centers to the level of other regions of the world. eGY-Africa, and the Sharing Knowledge Foundation are two bottom-up initiatives by scientists to secure better cyber-infrastructure and Internet facilities in Africa. Recommendations by the present scientific communities are being formulated at national, regional and international levels. The Internet capabilities are well documented at country level overall, but this is not the case at the University level. The snapshot of the Internet status in universities in 17 African countries, obtained by a questionnaire survey, is consistent with measures of Internet penetration in the corresponding country. The monitoring of Internet performance has been proposed to those African universities to provide an information base for arguing the need to improve the coverage for Africa. A pilot program is recommended that will start scientific collaboration with Europe in western Africa using ICT. The program will lay the foundations for the arrival of new technologies like Grids.

In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.
This paper reviews the petroleum and gas potential of the Tanzania-Mozambique basinal areas. It discusses the locations of the various sedimentary basins in the onshore and near offshore areas, including the central African rift zone. The paper describes the structure, stratigraphy, and petroleum geology of these basins. Finally the paper reviews the exploration history and the outlook for the future of these basins.

The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

The ACNS provides a focal point for the national neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The American Conference on Neutron Scattering thus serves a dual role as a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a “super-user” meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization and planning assistance. Additional logistical support is being provided this year through a partnership with the conferencing office of the Materials Research Society (MRS). The ACNS, targeting the entire potential neutron North American user community, complements the annual NIST, ANL and LANSCE neutron and scattering schools which give hands-on experience primarily to graduate students who anticipate using neutron scattering in their thesis research. The summer schools are promoted at the ACNS and represent a natural path for students to take after being inspired by the activities of the ACNS.

In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent. Activities are discussed.
This study examines the transformation of American foreign policy in Saudi Arabia between the years 1933 and 1945. At the beginning of this period American-Saudi relations were negligible. However, by the end of World War II in 1945, American policy-makers had concluded that the Saudi Kingdom was a nation vital to America's long-term economic and strategic interests. This remarkable official about face was the result of several factors including the potential of Saudi Arabian oilfields, the shifting priorities of Washington policy-makers and the lobbying efforts of a Saudi-based American commercial concern, the Arabian American Oil Company (ARAMCO). ARAMCO entered Saudi Arabia in 1933. As the only all-American oil concession in the Middle East they feared European, especially British, interference in their operations. To forestall this possibility, real or imagined, the oilmen turned to Washington for help. Although official assistance was not immediately forthcoming, ARAMCO did find support in the Near Eastern Affairs Division (NEA) of the Department of State.

This report documents observations and results obtained from a lighting demonstration project conducted under the U.S. Department of Energy GATEWAY Solid-State Lighting (SSL) Technology Demonstration Program at the Smithsonain American Art Museum in Washington, DC. LED Lamp samples were tested in the museum workshop, temporarily installed in a gallery for feedback, and ultimately replaced all traditional incandescent lamps in one gallery of modernist art at the American Art Museum and partially replacing lamps in two galleries at the Musesum's Renwick Gallery. We study the specific influence of African dust on each one of the categories of Atlantic hurricanes. By applying wavelet analysis, we find a strong decadal modulation of African dust on Category 5 hurricanes and an annual modulation on all other categories of hurricanes. We identify the formation of Category 5 hurricanes occurring mainly around the decadal minimum variation of African dust and in deep water areas of the Atlantic Ocean, where hurricane eyes have the lowest pressure. According to our results, future tropical cyclones will not evolve to Category 5 until the next decadal minimum that is, by the year 2015 +/- 2.

This report presents results of the American Fuel Cell Bus (AFCB) Project, a demonstration of fuel cell electric buses operating in the Coachella Valley area of California. The prototype AFCB was developed as part of the Federal Transit Administration's (FTA's) National Fuel Cell Bus Program. Through the non-profit consortia CALSTART, a team led by SunLine Transit Agency and BAE Systems developed a new fuel cell electric bus for demonstration. SunLine added two more AFCBs to its fleet in 2014 and another in 2015. FTA and the AFCB project team are collaborating with the U.S. Department of Energy (DOE) and DOE's National Renewable Energy Laboratory to evaluate the buses in revenue service. This report summarizes the performance results for the buses through June 2015.

The National Geothermal Data System (NGDS) is a DOE-funded distributed network of databases and data sites. Much of the risk of geothermal energy development is associated with exploring for, confirming and characterizing the available geothermal resources. The overriding purpose of the NGDS is to help mitigate this up-front risk by serving as a central gateway for geothermal and relevant related data as well as a link to distributed data sources. Assessing and categorizing the nation's geothermal resources and consolidating all geothermal data through a publicly accessible data system will support research, stimulate public interest, promote market acceptance and investment, and, in turn, the growth of the geothermal industry. Major participants in the NGDS to date include universities, laboratories, the Arizona Geological Survey and Association of American State Geologists (Arizona Geological Survey, lead), the Geothermal Resources Council, and the U.S. Geological Survey. The Geothermal Energy Association is collaborating with the NGDS to insure that it meets the needs of the geothermal industry.
During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

The Idaho National Laboratory: An Historical Trash Trove Historians and archaeologists love trash, the older the better. Sometimes these researchers find their passion in unexpected places. In this presentation, the treasures found in a large historic dump that lies relatively untouched in the middle of the Idaho National Laboratory (INL) will be described. The U.S. military used the central portion of the INL as one of only six naval proving grounds during World War II. They dumped trash in dry irrigation canals during and after their wartime activities and shortly before the federal government designated this arid and desolate place as the nation’s nuclear reactor testing station in 1949. When read critically and combined with memories and photographs, the 60-year old trash provides a glimpse into 1940s’ culture and the everyday lives of ordinary people who lived and worked during this time on Idaho’s desert. Thanks to priceless stories, hours of research, and the ability to read the language of historic artifacts, the dump was turned from just another trash heap into a treasure trove of 1940s memorabilia. Such studies of American material culture serve to fire our imaginations, enrich our understanding of past practices, and humanize history. Historical archaeology provides opportunities to integrate inanimate objects with animated narrative and, the more recent the artifacts, the more human the stories they can tell.

Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

This report summarizes die research by an Energy Modeling Forum working group on the evolution of the North American natural gas markets between now and 2010. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

The American Indian Science and Engineering Society (AISES) has been funded under a U.S. Department of Energy (DOE) grant (Grant Award No. DE-SC0004058) to host an Intertribal Middle-School Science and Math Bowl (IMSSMB) comprised of teams made up of a majority of American Indian students from Bureau of Indian Education-funded schools and public schools. The intent of the AISES middle school science and math bowl is to increase participation of American Indian students at the DOE-sponsored National Science Bowl. Although national in its recruitment scope, the AISES Intertribal Science and Math Bowl is considered a “regional” science bowl, equivalent to the other 50 regional science bowls which are geographically limited to states. Most regional bowls do not have American Indian student teams competing, hence the AISES bowl is meant to encourage American Indian student teams to increase their science knowledge in order to participate at the national level. The AISES competition brings together teams from various American Indian communities across the nation. Each team is provided with funds for travel to and from the event, as well as for lodging and meals. In 2011 and 2012, there were 10 teams participating; in 2013, the number of teams participating doubled to 20. Each Science and Math Bowl team is comprised of four middle school — grades 6 through 8 — students, one alternate, and a teacher who serves as advisor and coach — although in at least two cases, the coach was not a teacher, but was the Indian Education Coordinator. Each team member must have at least a 3.0 GPA. Furthermore, the majority of students in each team must be comprised of American Indian, Alaska Native or Native Hawaiian students. Under the current DOE grant, AISES sponsored three annual middle school science bowl competitions over the years 2011, 2012 and 2013. The science and math bowls have been held in late March concurrently with the National American Indian Science and Engineering Fair (NAISEF) and EXPO at the Albuquerque, NM Convention Center. Albuquerque is also the home of the AISES national office. The AISES staff also recruits volunteers to assist with implementation of the science and math bowl event. In 2011, there were 7 volunteers; in 2012, 15 volunteers, and in 2013, 19 volunteers. Volunteers are recruited from a variety of local sources, including Sandia Laboratories, Southwest Indian Polytechnic Institute students, Department of Defense, as well as family members of AISES staff. For AISES, the goals of the Intertribal Middle School Science and Math Bowl project are to have more Native students learn science, for them to gain confidence in competing, and to reward their effort in order to motivate them to pursue studies in the sciences and engineering. For DOE, the goals of the project are to get more Native students to compete at the National Science Bowl, held in Washington, DC.

Heat pump water heaters (HPWHs) are over twice as energy-efficient as conventional electric resistance water heaters, with the potential to save substantial amounts of electricity. Drawing on analysis conducted for the U.S. Department of Energy's recently-concluded rulemaking on amended standards for water heaters, this paper evaluates key issues that will determine how well, and to what extent, this technology will fit in American homes. The key issues include: 1) equipment cost of HPWHs; 2) cooling of the indoor environment by HPWHs; 3) size and air flow requirements of HPWHs; 4) performance of HPWH under different climate conditions and varying hot water use patterns; and 5) operating cost savings under different electricity prices and hot water use. The paper presents the results of a life-cycle cost analysis of the adoption of HPWHs in a representative sample of American homes, as well as national impact analysis for different market share scenarios. Assuming equipment costs that would result from high production volume, the results show that HPWHs can be cost effective in all regions for most single family homes, especially when the water heater is not installed in a conditioned space. HPWHs are not cost effective for most manufactured home and multi-family installations, due to lower average hot water use and the water heater in the majority of cases being installed in conditioned space, where cooling of the indoor environment and size and air flow requirements of HPWHs increase installation costs.

American college football faces a conflict created by the desire to stage national championship games between the best teams of a season when there is no conventional playoff system to decide which those teams are. Instead, ranking of teams is based on their record of wins and losses during the season, but each team plays only a small fraction of eligible opponents, making the system underdetermined or contradictory or both. It is an interesting challenge to create a ranking system that at once is mathematically well-founded, gives results in general accord with received wisdom concerning the relative strengths of the teams, and is based upon intuitive principles, allowing it to be accepted readily by fans and experts alike. Here we introduce a one-parameter ranking method that satisfies all of these requirements and is based on a network representation of college football schedules.

This report examines the technological development of scroll compressors and its impact on the air conditioning equipment industry. Scroll compressors, although considered to be the compressors of the future for energy-efficient residential heat pumps and possibly for many other applications, are difficult to manufacture on a volume-production base. The manufacturing process requires computer-aided, numerically controlled tools for high-precision fabrication of major parts. Japan implemented a global strategy for dominating the technological world market in the 1970s, and scroll compressor technology benefited from the advent of new-generation machine tools. As a result, if American manufacturers of scroll compressors purchase or are essentially forced to purchase numerically controlled tools from Japan in the future, they will then become dependent on their own competitors because the same Japanese conglomerates that make numerically controlled tools also make scroll compressors. This study illustrates the importance of the basic machine tool industry to the health of the US economy. Without a strong machine tool industry, it is difficult for American manufacturers to put innovations, whether patented or not, into production. As we experience transformation in the air conditioning and refrigeration market, it will be critical to establish a consistent national policy to provide healthy competition among producers, to promote innovation within the industry, to enhance assimilation of new technology, and to eliminate practices that are incompatible with these goals. 72 refs., 8 figs., 1 tab.

The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. The American Geological Institute (AGI) has completed the first phase of a study to assess the feasibility of establishing a National Geoscience Data Repository System to capture and preserve valuable geoscientific data. The study was initiated in response to the fact that billions of dollars worth of domestic geological and geophysical data are in jeopardy of being irrevocably lost or destroyed as a consequence of the ongoing downsizing of the US energy and minerals industry. This report focuses on two major issues. First, it documents the types and quantity of data available for contribution to a National Geoscience Data Repository System. Second, it documents the data needs and priorities of potential users of the system. A National Geoscience Data Repository System would serve as an important and valuable source of information for the entire geoscience community for a variety of applications, including environmental protection, water resource management, global change studies, and basic and applied research. The repository system would also contain critical data that would enable domestic energy and minerals companies to expand their exploration and production programs in the United States for improved recovery of domestic oil, gas, and mineral resources.

In 1995, the U.S. Department of Energy through Argonne National Laboratory`s Center for Transportation Research sponsored energy efficiency data collection from the student, private, and professional vehicles during the American Tour de Sol. The American Tour de Sol is a multiple-day road rally event run from New York City to Washington, D.C. As part of this efficiency testing, a number of vehicles were tested on a chassis dynamometer utilizing three common drive cycles: the LA-4, the New York City Cycle, and the Highway Fuel Economy Test. The results demonstrate remarkable efficiency increases over a gasoline control vehicle and significant cycle-sensitivity information. Two series hybrid electric vehicles (HEVs) were shown to have fuel efficiencies which were less sensitive to drive cycle than either a gasoline or an electric vehicle.

INL Cultural Resource Management Office
This report describes the cultural resource monitoring activities of the Idaho National Laboratory’s (INL) Cultural Resource Management (CRM) Office during fiscal year 2010 (FY 2010). Throughout the year, thirty-three cultural resource localities were revisited, including somethat were visited more than once, including: two locations with Native American human remains, one of which is a cave, two additional caves, twenty-six prehistoric archaeological sites, two historic stage stations, and Experimental Breeder Reactor-I, which is a designated National Historic Landmark. The resources that were monitored included seventeen that are routinely visited and sixteen that are located in INL project areas. Although impacts were documented at a few locations and one trespassing incident (albeit sans formal charges) was discovered, no significant adverse effects that would threaten the National Register eligibility of any resources were observed. Monitoring also demonstrated that several INL projects generally remain in compliance with recommendations to protect cultural resources.

U.S. Department of Energy (DOE) employees and contractors frequently work with Indian tribes or nations as part of their jobs. The purpose of this guide is to help DOE employees and contractors initiate contact with tribes and build effective relationships. DOE maintains a unique government-to government relationship with tribal nations. This guide presents an overview of the history of the relationship between the tribes and the Federal government, as well as the laws and Executive Orders that define that relationship. The guide discusses the Federal government’s trust responsibility to the tribes, tribal treaty rights, and the Department of Energy’s American Indian policy. The guide also discusses important cultural differences that could lead to communication problems if not understood and provides examples of potential cultural misunderstandings. In particular the guide discusses tribal environmental beliefs that shape tribal responses to DOE actions. The guide also provides pointers on tribal etiquette during meetings and cultural ceremonies and when visiting tribal reservations. Appendix 1 gives examples of the tribal nations with whom DOE currently has Memoranda of Understanding. While this guide provides an introduction and overview of tribal relations for DOE staff and contractors, DOE has also designated Tribal Issues Points of Contacts at each of its facilities. A list of these Points of Contact for all DOE facilities is provided in Appendix 2. DOE staff and contractors should consult with the appropriate tribal representatives at their site before initiating contact with a tribal nation, because many tribes have rules and procedures that must be complied with before DOE staff or contractors may go on tribal lands or conduct interviews with tribal members. Appendix 3 is the complete DOE American Indian Policy. Appendices 4-6 are Executive Orders that govern the relationship of all federal agencies with tribal nations. DOE employees and staff are encouraged to educate themselves about the history and culture of tribal nations near DOE facilities.This guide provides a first step in that direction.

Lawrence Berkeley National Laboratory (Berkeley Lab) proposes to create a National Facility for Advanced Computational Science (NFACS) and to establish a new partnership between the American computer industry and a national consortium of laboratories, universities, and computing facilities. NFACS will provide leadership-class scientific computing capability to scientists and engineers nationwide, independent of their institutional affiliation or source of funding. This partnership will bring into existence a new class of computational capability in the United States that is optimal for science and will create a sustainable path towards petaflops performance.
