This report by the National Research Council's (NRC's) Committee on Review of the FreedomCAR and Fuel Research Program, Phase 3, is the third NRC review. The Phase 1 and Phase 2 reviews were issued in 2005 and 2008, respectively (NRC, 2005, 2008). The long-range goals of the Partnership focus on a transition to a highway transportation system that uses sustainable energy resources and reduces emissions, including net carbon emissions, on a life-cycle or well (source)-to-wheels basis (DOE, 2004). The Partnership focuses on precompetitive research and development (R&D) that can help to accelerate the emergence of technologies that can meet the long-range goals. • This review document is published by National Academies Press. Buchanan, J.R.

    1980-01-01

A critical review of the literature pertaining to the risks associated with nuclear electric power was sponsored by the Committee on Science and Public Policy of the National Academy of Sciences. Although the full report (consisting of over 25 chapters) has not yet been published, this paper presents highlights from the Summary and Synthesis Chapter, which was released separately. Of the risks whose magnitudes can be estimated with reasonable accuracy, the most serious is the exposure of future generations to /sup 14/C from reactors and reprocessing plants. Prospects are good for reducing this risk considerably, since carbon can be collected and stored as waste.

  17. Going the Distance? NRC's Response to the National Academy of Science's Transportation Study

    SciTech Connect (OSTI)

    Easton, E.P.; Bajwa, C.S.

    2008-07-01

In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

  8. American press coverage of US-Soviet relations, the Soviet Union, nuclear weapons, arms control, and national security: A bibliography

    SciTech Connect (OSTI)

    Dorman, W.A.; Manoff, R.K.; Weeks, J.

    1988-01-01

This bibliography covers work that addresses coverage of nuclear and arms control issues, defense, the Soviet Union, and Soviet-American relations by the American news media between 1965 and 1988. Material selected for inclusion either discusses press performance or addresses conditions -- such as classification of information -- that directly impact on media coverage of such issues. Bodies of literature on media coverage of conflict elsewhere in the world lie outside the Center's current mandate (which has shaped the parameters of this bibliography) except insofar as such conflicts are presented by the news media specifically in the context of US-Soviet relations. Much the same is true of such issues as the North-South flow of information and the debate over calls for a New World Information Order. However, the authors have decided to include assessments of American media coverage of the Vietnam War as a case study of a watershed conflict that raised many of the issues discussed throughout this literature in a particularly compelling way.

  5. An American Academy for Training Safeguards Inspectors - An Idea Revisited

    SciTech Connect (OSTI)

    Philip Casey Durst; Robert Bean

    2010-07-01

In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

Geothermal Academy: A Pathway for Confirmation of Ground-Source Heat Pumps in the United States. In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures

  3. United States National Seismographic Network

    SciTech Connect (OSTI)

    Buland, R.

    1993-09-01

The concept of a United States National Seismograph Network (USNSN) dates back nearly 30 years. The idea was revived several times over the decades. but never funded. For, example, a national network was proposed and discussed at great length in the so called Bolt Report (U. S. Earthquake Observatories: Recommendations for a New National Network, National Academy Press, Washington, D.C., 1980, 122 pp). From the beginning, a national network was viewed as augmenting and complementing the relatively dense, predominantly short-period vertical coverage of selected areas provided by the Regional Seismograph Networks (RSN`s) with a sparse, well-distributed network of three-component, observatory quality, permanent stations. The opportunity finally to begin developing a national network arose in 1986 with discussions between the US Geological Survey (USGS) and the Nuclear Regulatory Commission (NRC). Under the agreement signed in 1987, the NRC has provided $5 M in new funding for capital equipment (over the period 1987-1992) and the USGS has provided personnel and facilities to develop. deploy, and operate the network. Because the NRC funding was earmarked for the eastern United States, new USNSN station deployments are mostly east of 105{degree}W longitude while the network in the western United States is mostly made up of cooperating stations (stations meeting USNSN design goals, but deployed and operated by other institutions which provide a logical extension to the USNSN).

    Broader source: Energy.gov [DOE]

Before wading into the green energy sector, there are crucial things every budding entrepreneur should know:  think like an investor, know your customer, and prove your research is going to solve a problem.   To the business-savvy this advice may seem obvious, but for the academic-minded attending the Green Technology Entrepreneurship Academy, these nuggets are priceless. “We give scientists the language of commercialization,” says Andrew Hargadon, a founder of the academy and faculty director at the Center for Entrepreneurship at the University of California, Davis. “We help them translate their own research into commercial terms, and - at the same time - give them a network of investors, entrepreneurs, utilities, and other major companies to work with.”

    Johnston, Julie A

    2009-01-01

During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    1991-01-01

In 1984 the U.S. Department of Energy (DOE) established the Central Training Academy (CTA). The academy's mission at that time was to provide state-of-the-art, standardized training to DOE and DOe contractor safeguards and security personnel. The CTA's primary mission still is to provide quality training of the safeguards and security personnel throughout the DOE who are, or may become, involved in the protection of vital national resources. Our major goals are to develop quality training instruction, use of an ongoing training evaluation program, establish and maintain a professional instructor cadre, and standardize training in the area of safeguards and security. This paper addresses current and future CTA training initiatives for safeguards and technical security programs. It also addresses specific courses, course content and objectives, and course prerequisites.

    SciTech Connect (OSTI)

    Russell, N.E.; Taylor, D.D.

    1998-02-01

A Settlement Agreement between the Department of Energy and the State of Idaho mandates that all high-level radioactive waste now stored at the Idaho Chemical Processing Plant be treated so that it is ready to move out of Idaho for disposal by the target date of 2035. This study investigates the immobilization of all Idaho Chemical Processing Plant calcine, including calcined sodium bearing waste, via the process known as hot isostatic press, which produces compact solid waste forms by means of high temperature and pressure (1,050 C and 20,000 psi), as the treatment method for complying with the settlement agreement. The final waste product would be contained in stainless-steel canisters, the same type used at the Savannah River Site for vitrified waste, and stored at the Idaho National Engineering and Environmental Laboratory until a national geological repository becomes available for its disposal. The waste processing period is from 2013 through 2032, and disposal at the High Level Waste repository will probably begin sometime after 2065.

Current regulations require industry to meet air emission standards with regard to particulates, volatile organic compounds (VOCs), hazardous air pollutants (HAPs) and other gases. One of many industries that will be affected by the new regulations is the wood composites industry. This industry generates VOCs, HAPs, and particulates mainly during the drying and pressing of wood. Current air treatment technologies for the industry are expensive to install and operate. As regulations become more stringent, treatment technologies will need to become more efficient and cost effective. The overall objective of this study is to evaluate the use of process conditions and chemical additives to reduce VOC/HAPs in air emitted from presses and dryers during the production of oriented strand board.

  6. Method for hot pressing beryllium oxide articles

    DOE Patents [OSTI]

Ballard, Ambrose H.; Godfrey, Jr., Thomas G.; Mowery, Erb H.

    1988-01-01

The hot pressing of beryllium oxide powder into high density compacts with little or no density gradients is achieved by employing a homogeneous blend of beryllium oxide powder with a lithium oxide sintering agent. The lithium oxide sintering agent is uniformly dispersed throughout the beryllium oxide powder by mixing lithium hydroxide in an aqueous solution with beryllium oxide powder. The lithium hydroxide is converted in situ to lithium carbonate by contacting or flooding the beryllium oxide-lithium hydroxide blend with a stream of carbon dioxide. The lithium carbonate is converted to lithium oxide while remaining fixed to the beryllium oxide particles during the hot pressing step to assure uniform density throughout the compact.

  7. Remote Sealing of Canisters for Hot Isostatic Pressing

    SciTech Connect (OSTI)

Wahlquist, Dennis; Bateman, Ken; Malewitz, Tim

    2015-03-01

Battelle Energy Alliance, LLC, has successfully tested a remote welding process to seal radioactive waste containers prior to hot isostatic pressing (HIP). Since the 1990s, a variety of radioactive and hazardous waste forms have been remotely treated using HIP during trials within Idaho National Laboratory (INL) hot cells. For HIP treatment at INL, waste was loaded into a stainless-steel or aluminum canister, which was evacuated, seal welded, and placed in a HIP furnace. HIP simultaneously heats and pressurizes the waste, reducing its volume and increasing its stability, thus lowering the cost and risk associated with disposal. Weld integrity must be ensured in order to prevent the spread of contamination during HIP. This paper presents a process for sealing HIP canisters remotely using modified, commercially available equipment. This process includes evacuation, heating, welding, and weld inspection. The process and equipment have proven to reliably seal canisters in continued HIP trials.

  9. Method for hot press forming articles

    DOE Patents [OSTI]

Baker, Robert R.; Hartsock, Dale L.

    1982-01-01

This disclosure relates to an improved method for achieving the best bond strength and for minimizing distortion and cracking of hot pressed articles. In particular, in a method for hot press forming both an outer facing circumferential surface of and an inner portion of a hub, and of bonding that so-formed outer facing circumferential surface to an inner facing circumferential surface of a pre-formed ring thereby to form an article, the following improvement is made. Normally, in this method, the outside ring is restrained by a restraining sleeve of ring-shaped cross-section having an inside diameter. A die member, used to hot press form the hub, is so-formed as to have an outside diameter sized to engage the inside diameter of the restraining sleeve in a manner permitting relative movement therebetween. The improved method is one in which several pairs of matched restraining sleeve and die member are formed with each matched pair having a predetermined diameter. The predetermined diameter of each matched pair is different from another matched pair by stepped increments. The largest inside diameter of a restraining sleeve is equal to the diameter of the outer facing circumferential surface of the hub. Each pair of the matched restraining sleeve and die member is used to form an article in which an inside hub is bonded to an outside ring. The several samples so-formed are evaluated to determine which sample has the best bond formed between the hub and the ring with the least or no cracking or distortion in the ring portion of the article. Thereafter, the matched restraining sleeve and die member which form the article having the best bonding characteristics and least distortion cracking is then used for repeated formations of articles.

  11. Summary of Calcine Disposal Development Using Hot Isostatic Pressing

    SciTech Connect (OSTI)

Bateman, Ken; Wahlquist, Dennis; Hart, Edward; McCartin, William

    2015-03-01

Battelle Energy Alliance, LLC, has demonstrated the effectiveness of the hot isostatic press (HIP) process for treatment of hazardous high-level waste known as calcine that is stored at the Idaho Nuclear Technology and Engineering Center (INTEC) at Idaho National Laboratory. HIP trials performed with simulated calcines at Idaho National Laboratory’s Materials and Fuels Complex and an Australian Nuclear Science and Technology Organization facility from 2007 to 2010 produced a dense, monolithic waste form with increased chemical durability and effective (storage) volume reductions of ~10 to ~70% compared to granular calcine forms. In December 2009, the U.S. Department of Energy signed an amended Record of Decision selecting HIP technology as the treatment method for the 4,400 m3 of granular zirconia and alumina calcine stored at INTEC. Testing showed that HIP treatment reduces the risks associated with radioactive and hazardous constituent release, post-production handling, and long-term (repository) storage of calcines and would result in estimated storage cost savings in the billions of dollars. Battelle Energy Alliance has the ability to complete pilot-scale HIP processing of INTEC calcine, which is the next necessary step in implementing HIP processing as a calcine treatment method.

  4. Alternative energy conversion demonstration laboratory at U. S. Naval Academy

    SciTech Connect (OSTI)

    Wu, C.

    1983-12-01

This paper describes an alternative energy conversion demonstration laboratory which supplements classroom theory in a senior engineering elective course in energy conversion in the Department of Mechanical Engineering at the U.S. Naval Academy. Oil, nuclear energy, and other conventional sources of power have been the dominant sources for industrial society and the U.S. Navy, and will continue to be so for the foreseeable future. There are other possibilities, however, including wind power, solar power, ocean thermal power and tidal power. A need for alternative sources of energy for the Navy was recognized at the time of the Arab oil embargo in 1973, and an academic program in alternative energy has been developed to help satisfy that need. Specific demonstrations included in this paper are as follows: Mechanical modeling of the depletion of energy reserve, Computer graphic simulation of energy consumption and energy resource exhaust, Wind model, Thermax helius rotor wind machine, Solar breeze - an electric sailboat project, Vertical axis wind turbine, Helicopter, airplane propeller and windmill models test in wind tunnel, Ocean Thermal Energy Conversion Device Demonstration, Pneumatic Wave Energy Conversion Device Demonstration, Chemical Energy Storage Device Demonstration, Solar Energy Demonstration.
