Characterizing Aerosol Distributions and Optical Properties Using the NASA Langley High Spectral Resolution Lidar

The objective of this project was to provide vertically and horizontally resolved data on aerosol optical properties to assess and ultimately improve how models represent these aerosol properties and their impacts on atmospheric radiation. The approach was to deploy the NASA Langley Airborne High Spectral Resolution Lidar (HSRL) and other synergistic remote sensors on DOE Atmospheric Science Research (ASR) sponsored airborne field campaigns and synergistic field campaigns sponsored by other agencies to remotely measure aerosol backscattering, extinction, and optical thickness profiles. Synergistic sensors included a nadir-viewing digital camera for context imagery, and, later in the project, the NASA Goddard Institute for Space Studies (GISS) Research Scanning Polarimeter (RSP). The information from the remote sensing instruments was used to map the horizontal and vertical distribution of aerosol properties and type. The retrieved lidar parameters include profiles of aerosol extinction, backscatter, depolarization, and optical depth. Products produced in subsequent analyses included aerosol mixed layer height, aerosol type, and the partition of aerosol optical depth by type. The lidar products provided vertical context for in situ and remote sensing measurements from other airborne and ground-based platforms employed in the field campaigns and was used to assess the predictions of transport models. Also, the measurements provide a data base for future evaluation of techniques to combine active (lidar) and passive (polarimeter) measurements in advanced retrieval schemes to remotely characterize aerosol microphysical properties. The project was initiated as a 3-year project starting 1 January 2005. It was later awarded continuation funding for another 3 years (i.e., through 31 December 2010) followed by a 1-year no-cost extension (through 31 December 2011). This project supported logistical and flight costs of the NASA sensors on a dedicated aircraft, the subsequent analysis and archival of the data, and the presentation of results in conferences, workshops, and publications. DOE ASR field campaigns supported under this project included - MAX-Mex /MILAGRO (2006) - TexAQS 2006/GoMACCS (2006) - CHAPS (2007) - RACORO (2009) - CARE/CalNex (2010) In addition, data acquired on HSRL airborne field campaigns sponsored by other agencies were used extensively to fulfill the science objectives of this project and the data acquired have been made available to other DOE ASR investigators upon request.

The NASA CSTI High Capacity Power Program

The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil applications. During 1986 and 1987, the NASA Advanced Technology Program was responsible for maintaining the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In 1988, the NASA Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA advanced technology project, and provides a bridge to the NASA exploration technology programs. The elements of CSTI high capacity power development include conversion systems - Stirling and thermoelectric, thermal management, power management, system diagnostics, and environmental interactions. Technology advancement in all areas, including materials, is required to provide the growth capability, high reliability and 7 to 10 years lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems while minimizing the impact of day/night operation as well as attitudes and distance from the Sun. Significant accomplishments in all of the program elements will be discussed, along with revised goals and project timelines recently developed.

A summary is provided of presentations and discussions from the NASA Radiation Biomarker Workshop held September 27-28, 2007, at NASA Ames Research Center in Mountain View, California. Invited speakers were distinguished scientists representing key sectors of the radiation research community. Speakers addressed recent developments in the biomarker and biotechnology fields that may provide new opportunities for health-related assessment of radiation-exposed individuals, including for long-duration space travel. Topics discussed include the space radiation environment, biomarkers of radiation sensitivity and individual susceptibility, molecular signatures of low-dose responses, multivariate analysis of gene expression, biomarkers in biodefense, biomarkers in radiation oncology, biomarkers and triage following large-scale radiological incidents, integrated and multiple biomarker approaches, advances in whole-genome tiling arrays, advances in mass-spectrometry proteomics, radiation biodosimetry for estimation of cancer risk in a rat skin model, and confounding factors. Summary conclusions are provided at the end of the report.

In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

NREL and KACST realized the value of accurate surface solar radiation flux measurements for validation of satellite derived surface and atmospheric solar radiation flux measurements, and is making this data available to support validation of satellite data products related to the NASA Mission to Planet Earth component of the Earth Science Enterprise Earth Observing System (EOS) project to evaluate long term climate trends based on measuements from EOS Terra Platforms. The NASA Astrophysics Data System: Overview

The NASA Astrophysics Data System Abstract Service has become a key component of astronomical research. It provides bibliographic information daily, or near daily, to a majority of astronomical researchers worldwide. We describe the history of the development of the system and its current status. We show several examples of how to use the ADS, and we show how ADS use has increased as a function of time. Currently it is still increasing exponentially, with a doubling time for number of queries of 17 months. Using the ADS logs we make the first detailed model of how scientific journals are read as a function of time since publication. The impact of the ADS on astronomy can be calculated after making some simple assumptions. We find that the ADS increases the efficiency of astronomical research by 333 Full Time Equivalent (2000 hour) research years per year, and that the value of the early development of the ADS for astronomy, compared with waiting for mature technologies to be adopted, is 2332 FTE research years. This Institutional Plan is divided into three chapters. Chapter 1 provides background information, discusses the purposes of the Plan and the policy guidance for establishing the transportation system, and describes the projected system and the plans for its integrated development. Chapter 2 discusses the major participants who must interact to build the system. Chapter 3 suggests mechanisms for interaction that will foster wide participation in program planning and implementation and provides a framework for managing and resolving the issues related to development and operation of the transportation system. A list of acronyms and a glossary are included for the reader's convenience. Also included in this Plan are four appendices. Of particular importance is Appendix A, which includes detailed discussion of specific transportation issues. Appendices B, C, and D provide supporting material to assist the reader in understanding the roles of the involved institutions.

The Aspen Global Change Institute (AGCI) successfully organized and convened six interdisciplinary meetings over the course of award NNG04GA21G. The topics of the meetings were consistent with a range of issues, goals and objectives as described within the NASA Earth Science Enterprise Strategic Plan and more broadly by the US Global Change Research Program/Our Changing Planet, the more recent Climate Change Program Strategic Plan and the NSF Pathways report. The meetings were chaired by two or more leaders from within the disciplinary focus of each session. 222 scholars for a total of 1097 participants-days were convened under the auspices of this award. The overall goal of each AGCI session is to further the understanding of Earth system science and global environmental change through interdisciplinary dialog. The format and structure of the meetings allows for presentation by each participant, in-depth discussion by the whole group, and smaller working group and synthesis activities. The size of the group is important in terms of the group dynamics and interaction, and the ability for each participant's work to be adequately presented and discussed within the duration of the meeting, while still allowing time for synthesis

Cyclotron Institute Upgrade Project

The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

By looking at the dark spaces between visible galaxies and stars the NASA/JPL CIBER sounding rocket experiment has produced data that could redefine what constitutes a galaxy. CIBER, the Cosmic Infrared Background Experiment, is designed to understand the physics going on between visible stars and galaxies. The relatively small, sub-orbital rocket unloads a camera that snaps pictures of the night sky in near-infrared wavelengths, between 1.2 and 1.6 millionth of a meter. Scientists take the data and remove all the known visible stars and galaxies and quantify what is left.

Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

NASA advanced refrigerator/freezer technology development project overview

NASA Lewis Research Center (LeRC) has recently initiated a three-year project to develop the advanced refrigerator/freezer (R/F) technologies needed to support future life and biomedical sciences space experiments. Refrigerator/freezer laboratory equipment, most of which needs to be developed, is enabling to about 75 percent of the planned space station life and biomedical science experiments. These experiments will require five different classes of equipment; three storage freezers operating at -20 C, -70 C and less than 183 C, a -70 C freeze-dryer, and a cryogenic (less than 183 C) quick/snap freezer. This project is in response to a survey of cooling system technologies, performed by a team of NASA scientists and engineers. The team found that the technologies required for future R/F systems to support life and biomedical sciences spaceflight experiments, do not exist at an adequate state of development and concluded that a program to develop the advanced R/F technologies is needed. Limitations on spaceflight system size, mass, and power consumption present a significant challenge in developing these systems. This paper presents some background and a description of the Advanced R/F Technology Development Project, project approach and schedule, general description of the R/F systems, and a review of the major R/F equipment requirements.

Exhaust-gas measurements from NASAs HYMETS arc jet.

Arc-jet wind tunnels produce conditions simulating high-altitude hypersonic flight such as occurs upon entry of space craft into planetary atmospheres. They have traditionally been used to study flight in Earth's atmosphere, which consists mostly of nitrogen and oxygen. NASA is presently using arc jets to study entry into Mars' atmosphere, which consists of carbon dioxide and nitrogen. In both cases, a wide variety of chemical reactions take place among the gas constituents and with test articles placed in the flow. In support of those studies, we made measurements using a residual gas analyzer (RGA) that sampled the exhaust stream of a NASA arc jet. The experiments were conducted at the HYMETS arc jet (Hypersonic Materials Environmental Test System) located at the NASA Langley Research Center, Hampton, VA. This report describes our RGA measurements, which are intended to be used for model validation in combination with similar measurements on other systems.

The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular. The Laboratory Strategic Plan section identifies the existing activities in support of DOE Office of Science and other sponsors; support for DOE goals; and the Laboratory Scientific Vision and operations goals. The Initiatives section describes some of the specific new research programs representing major long-term opportunities for the Department of Energy and Berkeley Lab. The Operations Strategic Planning section describes our strategic thinking in the areas of human resources; site and cyber security; workforce diversity; communications and trust; integrated safety management; and technology transfer activities. The Infrastructure Strategic Planning section describes Berkeley Lab's facilities planning process and our site and facility needs. The Summary of Major Issues section provides context for discussions at the Institutional Planning On-Site Review. The Resource Projections are estimates of required budgetary authority for Berkeley Lab's research programs.

To achieve its goals in meeting future clean energy requirements, the United States must develop well trained people, and the steady stream of scientific and technical innovations they produce. Education in the emerging fields of nanoscience is expected to be critical in this endeavor. Access to the basic tools used in understanding nanoscience is lacking in the education environment. The goal of this program was to develop affordable electron microscopes for nanotechnology undergraduate education, student research experiences, and workforce training. The outcome was to complete the development and delivery of tools to education institutions for evaluation. The evaluation of the tools was accomplished under a second DOE funded effort, DE-FG02-06ER64248 Tools for Nanotechnology Education Development, and administered by the Biological and Environmental Research (BER) division. The final report from that program is attached to this report as an appendix as a courtesy.

Objectives include, among others, a description of the basic development status of small modular reactors (SMRs) focused primarily on domestic activity; investigation of the domestic market appeal of modular reactors from the viewpoints of both key energy sector customers and also key stakeholders in the financial community; and consideration of how to proceed further with a pro-active "core group" of stakeholders substantially interested in modular nuclear deployment in order to provide the basis to expedite design/construction activity and regulatory approval. ? Information gathering was via available resources, both published and personal communications with key individual stakeholders; published information is limited to that already in public domain (no confidentiality); viewpoints from interviews are incorporated within. Discussions at both government-hosted and private-hosted SMR meetings are reflected herein. INL itself maintains a neutral view on all issues described. Note: as per prior discussion between INL and CAP, individual and highly knowledgeable senior-level stakeholders provided the bulk of insights herein, and the results of those interviews are the main source of the observations of this report. ? Attachment A is the list of individual stakeholders consulted to date, including some who provided significant earlier assessments of SMR institutional feasibility. ? Attachments B, C, and D are included to provide substantial context on the international status of SMR development; they are not intended to be comprehensive and are individualized due to the separate nature of the source materials. Attachment E is a summary of the DOE requirements for winning teams regarding the current SMR solicitation. Attachment F deserves separate consideration due to the relative maturity of the SMART SMR program underway in Korea. Attachment G provides illustrative SMR design features and is intended for background. This is data from an external datastream processed through the ARM External Data Center (XDC) at Brookhaven National Laboratory. The XDC identifies sources and acquires data, called "external data", to augment the data being generated within the ARM program. The external data acquired are usually converted from native format to either netCDF or HDF formats. The GEC collection contains global data derived from the Total Ozone Mapping Spectrometer (TOMS) instrument on the Earth Probe satellite, consisting of daily values of aerosol index, ozone and reflectivity remapped into a regular 1x1.25 deg grid. Data are available from July 25, 1996 - December 31, 2005, but have been updated or replaced as of September 2007. Retrofitting the heating system for NASA's space shuttle engine test facility

The John C. Stennis Space Center is one of nine NASA field installations and is the second largest NASA Center, occupying 13,480 acres (55 km{sup 2}) and surrounded by a 125,327-acre (507 km{sup 2}) unpopulated buffer zone. Since its beginnings, the center has been the prime NASA installation for static firing. This paper reports that because of the critical nature of the center's missions, precise instrumentation and comfortable personnel environments must be constantly and efficiency maintained. When the site was built nearly 30 years ago, two main boiler plants were installed. One was in the base area (which houses administrative and engineering offices) and the second was in the test area where the test stands and test support buildings are located. These two boiler plants generated high pressure, high temperature water (400{degrees} F, 400 psi; 204{degrees} C, 2,756 kPa) that was used for heating, reheating and absorption cooling. This high temperature hot water (HTHW) was circulated by pumps to various buildings on the site through an underground piping network. Once in the buildings, the HTHW passed through absorption chillers for cooling and high temperature-to-medium temperature water converters for heating and reheating.

This paper presents current NASA biomedical developments and applications using thermoelectrics. Discussion will include future technology enhancements that would be most beneficial to the application of thermoelectric technology. A great deal of thermoelectric applications have focused on electronic cooling. As with all technological developments within NASA, if the application cannot be related to the average consumer, the technology will not be mass-produced and widely available to the public (a key to research and development expenditures and thermoelectric companies). Included are discussions of thermoelectric applications to cool astronauts during launch and reentry. The earth-based applications, or spin-offs, include such innovations as tank and race car driver cooling, to cooling infants with high temperatures, as well as, the prevention of hair loss during chemotherapy. In order to preserve the scientific value of metabolic samples during long-term space missions, cooling is required to enable scientific studies. Results of one such study should provide a better understanding of osteoporosis and may lead to a possible cure for the disease. In the space environment, noise has to be kept to a minimum. In long-term space applications such as the International Space Station, thermoelectric technology provides the acoustic relief and the reliability for food, as well as, scientific refrigeration/freezers. Applications and future needs are discussed as NASA moves closer to a continued space presence in Mir, International Space Station, and Lunar-Mars Exploration.

The data acquisition phase of a program intended to provide data for the validation of computational, analytical, and experimental techniques for the assessment of electromagnetic effects in commercial transports; for the checkout of instrumentation for following test programs; and for the support of protection engineering of airborne systems has been completed. Funded by the NASA Fly-By-Light/ Power-By-Wire Program, the initial phase involved on-the-ground electromagnetic measurements using the NASA Boeing 757 and was executed in the LESLI Facility at the USAF Phillips Laboratory. The major participants in this project were LLNL, NASA Langley Research Center, Phillips Laboratory, and UIE, Inc. The tests were performed over a five week period during September through November, 1994. Measurements were made of the fields coupled into the aircraft interior and signals induced in select structures and equipment under controlled illumination by RF fields. A characterization of the ground was also performed to permit ground effects to be included in forthcoming validation exercises. This report and the associated test plan that is included as an appendix represent a definition of the overall on-the-ground test program. They include descriptions of the test rationale, test layout, and samples of the data. In this report, a detailed description of each executed test is provided, as is the data identification (data id) relating the specific test with its relevant data files. Samples of some inferences from the data that will be useful in protection engineering and EM effects mitigation are also presented. The test plan which guided the execution of the tests, a test report by UIE Inc., and the report describing the concrete pad characterization are included as appendices.

The institutional needs of joint implementation projects

In this paper, the authors discuss options for developing institutions for joint implementation (JI) projects. They focus on the tasks which are unique to JI projects or require additional institutional needs--accepting the project by the host and investor countries and assessing the project`s greenhouse gas (GHG) emission reduction or sequestration--and they suggest the types of institutions that would enhance their performance. The evaluation is based on four sets of governmental and international criteria for JI projects, the experiences of ten pilot JI projects, and the perspectives of seven collaborating authors from China, Egypt, India, Mexico, and Thailand, who interviewed relevant government and non-government staff involved in JI issue assessment in their countries. After examining the roles for potential JI institutions, they present early findings arguing for a decentralized national JI structure, which includes: (1) national governmental panels providing host country acceptance of proposed JI projects; (2) project parties providing the assessment data on the GHG reduction or sequestration for the projects; (3) technical experts calculating these GHG flows; (4) certified verification teams checking the GHG calculations; and (5) members of an international JI Secretariat training and certifying the assessors, as well as resolving challenges to the verifications. 86 refs.
