Singapore approaches next development phase

SciTech Connect (OSTI)

Singapore is pinning its hopes on Jurong Island for maintaining its status as a world-class petrochemical hub. Because of a scarcity of industrial land, the Singapore government has initiated a land reclamation program to create Jurong Island as a base for industrial development. The aim is to attract overseas petrochemical companies with the promise of being able to channel their investments into an area where the proximity of other production units, plus services and utility providers, make for a totally integrated manufacturing complex. Plants will range from refineries to specialty chemicals.

Kirkland gets license in hot Philippines area

SciTech Connect (OSTI)

This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

Update on petroleum exploration activities in the Philippines

SciTech Connect (OSTI)

The first significant event in Philippine Petroleum exploration dates back to 1896 with the drilling of Toledo-1 in Cebu by Smith & Bell. From the 1950`s to the 1970`s, widespread exploration activities were carried out but it was only eighty years after the first oil drilling in 1896 that oil was finally discovered in commercial quantity in Northwest Palawan. This could be attributed to the fact that serious exploration for petroleum was made with the enactment of Presidential Decree No. 87, better known as the {open_quotes}Oil Exploration and Development Act of 1972{close_quotes}, which takes into effect the current Service Contract System. Amendments to P.D. No. 87 is underway to further improve its incentive package and make it more attractive to explorationists. Petroleum exploration in the Philippines continues to be an energetic industry even if the players are not always rewarded with finds. Frontier areas have become attractive for exploration in view of the continuing research studies resulting to increased database thereat. While Northwest Palawan continues to be the hub of action, frontier areas as well as the more risky deepwater acreages still generate interests, if one wishes to be an active player in a growing energy-hungry economy.

A comparison of municipal solid waste management in Berlin and Singapore

SciTech Connect (OSTI)

A comparative analysis of municipal solid waste management (MSWM) in Singapore and Berlin was carried out in order to identify its current status, and highlight the prevailing conditions of MSWM. An overview of the various aspects of MSWM in these two cities is provided, with emphasis on comparing the legal, technical, and managerial aspects of MSW. Collection systems and recycling practiced with respect to the involvement of the government and the private sector, are also presented. Over last two decades, the city of Berlin has made impressive progress with respect to its waste management. The amounts of waste have declined significantly, and at the same time the proportion that could be recovered and recycled has increased. In contrast, although Singapore's recycling rate has been increasing over the past few years, rapid economic and population growth as well as change in consumption patterns in this city-state has caused waste generation to continue to increase. Landfilling of MSW plays minor role in both cities, one due to geography (Singapore) and the other due to legislative prohibition (Berlin). Consequently, both in Singapore and Berlin, waste is increasingly being used as a valuable resource and great efforts have been made for the development of incineration technology and energy recovery, as well as climate protection.

Experience and Lessons Learned from Conditioning of Spent Sealed Sources in Singapore - 13107

SciTech Connect (OSTI)

In 2010, IAEA requested KAERI (Korea Atomic Energy Research Institute) to support Singapore for conditioning spent sealed sources. Those that had been used for a lightning conductor, check source, or smoke detector, various sealed sources had been collected and stored by the NEA (National Environment Agency) in Singapore. Based on experiences for the conditioning of Ra-226 sources in some Asian countries since 2000, KAERI sent an expert team to Singapore for the safe management of spent sealed sources in 2011. As a result of the conditioning, about 575.21 mCi of Am-241, Ra-226, Co-60, and Sr-90 were safely conditioned in 3 concrete lining drums with the cooperation of the KAERI expert team, the IAEA supervisor, the NEA staff and local laborers in Singapore. Some lessons were learned during the operation: (1) preparations by a local authority are very helpful for an efficient operation, (2) a preliminary inspection by an expert team is helpful for the operation, (3) brief reports before and after daily operation are useful for communication, and (4) a training opportunity is required for the sustainability of the expert team. Underground pumped storage scheme in the Bukit Timah granite of Singapore

SciTech Connect (OSTI)

Pumped storage is an energy storage method that involves the pumping of water from a lower reservoir to an upper reservoir during off-peak period using low cost power and releasing of the water from the upper reservoir to produce electricity during peak load period. Because of the very small and relatively flat land area of Singapore, a conventional surface pumped storage plant is not feasible. A pumped storage plant can be constructed here by siting the upper reservoir in one of the many abandoned granite quarries and by placing the lower reservoir and the powerhouse underground in the Bukit Timah granite, which is sound, massive and impervious. The capital costs for a pumped storage plant could be the same as those of an oil-fired plant of a comparable size. When the very high cost of land in Singapore is taken into account, an underground pumped storage scheme for peaking purposes becomes attractive. 7 refs., 4 figs., 3 tabs.

Report on a mission to the Philippines regarding the opportunities for private investment in geothermal power generation

SciTech Connect (OSTI)

The Philippines has a rich potential for geothermal energy development, according to the assessment of opportunities for U.S. private investment in the sector. Areas covered in detail are the Philippines' geothermal resources, the legal structure of the geothermal industry, conditions acting as stimuli to geothermal power generation, and interest in private geothermal investment. Major finding are as follows. (1) The Philippine geothermal power industry is the world's second largest. (2) Geothermal resources are owned by the Government of the Philippines and a complex legal structure governs their exploitation. (3) Since the Philippines is poor in most energy resources (e.g., coal, oil, and gas), use of geothermal energy is necessary. (4) Despite legal and structural obstacles, various foreign private enterprises are interested in participating in geothermal development. Two possible options for U.S. investors are presented: a joint venture with the National Oil Company, and negotiation of a service contract, either alone or with a Philippine partner, for a concession on land administered by the Office of Energy Affairs.

Opportunities for market-based programs worldwide that reduce greenhouse gas emissions: Initial Observations from Missions to the Philippines, South Africa, and Mexico

SciTech Connect (OSTI)

Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

How will Southeast Asian petrochemicals impact the HPI?

SciTech Connect (OSTI)

Development of East Asia`s petrochemical industry has been phenomenal, with major complexes built in numerous locations. The Southeast Asian countries of particular interest are members of the Association of Southeast Asian Nations (ASEAN): Singapore, Thailand, Malaysia, Indonesia, the Philippines, Brunei and Vietnam. As new capacity is built in this region, these large operating facilities will affect supply and demand for key petrochemical products--ethylene and polyolefins. What are the potential regional effects from this new capacity? Traditional net export countries will have to re-evaluate their future marketing strategies to remain competitive in Southeast Asia and other trading areas. As East Asia`s petrochemical industry comes of age, competition will undoubtedly increase. However, this growing region offers opportunities to widen manufacturing basis. The paper discusses basic chemical demands and the outlook for the Asian petrochemical industry.

Little study sees large growth in Asian natural gas market

SciTech Connect (OSTI)

Power capacity additions in Asia will at least triple by 2010, and Arthur D. Little Inc. predicts natural gas can pick up a good 15 percent of that market. The study predicts Asia potentially will need 720 gigawatts of new power generation by 2010, of which 15 percent may be gas-based. This represents a market three times the size of the US market in the same period, and would require more than $1 trillion in investment to finance the power generation projects alone. Six forces are driving new market opportunities for natural gas in Asia, and have set the stage for major investments in Asian gas-based power generation. They are: New technologies; growing environmental pressures; privatization; alternative energy pricing; gas availability; and continued economic growth. Japan, South Korea and Taiwan already have large, well-established markets for both gas and power that provide minimal opportunities for foreign investment. But the rest of Asia - specifically, India, Pakistan, the Philippines, Vietnam, Indonesia, Malaysia, the People's Republic of China, Thailand, Bangladesh and Myanmar - is still relatively undeveloped, the study said, and gas is emerging as an energy import substitute or export earner. The study found those countries will turn increased environmental awareness and concern into legislation as their economic prosperity grows, leading to a higher future value for natural gas relative to other fuels. Stricter emissions standards will favor gas over diesel, fuel oil and coal.

Exposure to methyl tert-butyl ether, benzene, and total hydrocarbons at the Singapore-Malaysia causeway immigration checkpoint

SciTech Connect (OSTI)

The primary aim of this study was to determine the extent and levels of exposure to volatile organic compounds (VOCs) from automobile emissions in a group of immigration officers at a busy cross-border checkpoint. A majority (80%) of the workers monitored were exposed to benzene at levels between 0.01 and 0.5 ppm, with only 1.2% exceeding the current Occupational Safety and Health Administration occupational exposure limit of 1 ppm. The geometric mean (GM) concentrations of 8-hr time-weighted average exposure were 0.03 ppm, 0.9 ppm, and 2.46 ppm for methyl-tert-butyl ether (MTBE), benzene, and total hydrocarbons (THC), respectively. The highest time-weighted average concentrations measured were 1.05 ppm for MTBE, 2.01 ppm for benzene, and 34 ppm for THC. It was found that motorbikes emitted a more significant amount of pollutants compared with motor cars. On average, officers at the motorcycle booths were exposed to four to five times higher levels of VOCs (GMs of 0.07 ppm, 0.23 ppm, and 4.7 ppm for MTBE, benzene, and THC) than their counterparts at the motor car booths (GMs of 0.01 ppm, 0.05 ppm, and 1.5 ppm). The airborne concentrations of all three pollutants correlated with the flow of vehicle traffic. Close correlations were also noted for the concentrations in ambient air for the three pollutants measured. Benzene and MTBE had a correlation coefficient of 0.97. The overall findings showed that the concentrations of various VOCs were closely related to the traffic density, suggesting that they were from a common source, such as exhaust emissions from the vehicles. The results also indicated that although benzene, MTBE, and THC are known to be volatile, a significant amount could still be detected in the ambient environment, thus contributing to our exposure to these compounds. 4 refs., 6 figs.

ASEAN-USAID Buildings Energy Conservation Project. Final report, Volume 3: Audits

SciTech Connect (OSTI)

The auditing subproject of the ASEAN-USAID Buildings Energy Conservation Project has generated a great deal of auditing activity throughout the ASEAN region. Basic building characterisfic and energy consumption data were gathered for over 200 buildings and are presented in this volume. A large number of buildings were given more detailed audits and were modeled with either the ASEAM-2 computer program or the more complex DOE-2 program. These models were used to calculate the savings to be generated by conservabon measures. Specially audits were also conducted, including lighting and thermal comfort surveys. Many researchers in the ASEAN region were trained to perform energy audits in a series of training courses and seminars. The electricity intensifies of various types of ASEAN buildings have been calculated. A comparison to the electricity intensity of the US building stock tentatively concludes that ASEAN office buildings are comparable, first class hotels and retail stores are more ewctricity intensive than their US counterparts, and hospitals are less intensive. Philippine and Singapore lighting surveys indicate that illuminance levels in offices tend to be below the minimum accepted standard. Computer simulations of the energy use in various building types generally agree that for most ASEAN buildings, electricity consumption for air-conditioning (including fan power) consumes approximately 60% of total building electricity. A review of the many studies made during the Project to calculate the savings from energy conservation opportunities (ECOS) shows a median potential savings of approximately 10%, with some buildings saving as much as 50%. Singapore buildings, apparently as a result of previously implemented efficient energy-use practices, shows a lower potential for savings than the other ASEAN nations. Air-conditioning ECOs hold the greatest potential for savings.

Bibliography of information sources on East Asian energy

SciTech Connect (OSTI)

The first section of this bibliography is a subject index by title to sources of information on East Asian energy. The countries considered were: Brunei, the PRC, Taiwan, Hong Kong, Indonesia, Japan, the Koreas, Malaysia, the Philippines, Singapore, Thailand and Vietnam. If the geographic coverage by any source is restricted to a particular country and was not indicated by the title, a country abbreviation in parentheses was added. Titles that include the term data base are computerized. The second section contains the Title Index which lists each printed publication alphabetically with frequency of publication and the US$ price for a yearly air mail subscription. The publisher or distribution office is listed below the title. The Data Base Index lists computerized sources with the author and the vendor providing either online access or tapes. No prices have been quoted in this section because of the wide range of methods in use and the impossibility of running benchmarks for this study. The Address Index lists the publishers, data base authors and vendors alphabetically.

Indonesia: Asia-Pacific energy series, country report

SciTech Connect (OSTI)

As part of our continuing assessment of Asia-Pacific energy markets, the Energy Program has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. To date, our reports to the US Department of Energy have covered Australia, China, Indonesia, Japan, Malaysia, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies also provide the reader with an overview of the economic and political situation in the various countries. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics -- often from unpublished and disparate sources that are unavailable to most readers. Staff members have traveled extensively in -- and at times have lived in -- the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. This report covers Indonesia. 37 refs., 36 figs., 64 tabs.

ASEAN-USAID buildings energy conservation project. Volume 1, Energy standards: Final report

SciTech Connect (OSTI)

Mandatory or voluntary energy-efficiency standards for new or existing buildings can play an important role in a national program aimed at promoting energy conservation. Building codes and standards can provide a degree of control over design and building practices throughout the construction process, and encourage awareness of energy-conscious design. Studies in developed countries indicate that efficiency standards can produce energy reductions on the order of 20 to 40% or more. Within ASEAN, analyses of the savings potential from the proposed standards suggest that if implemented, these standards would produce savings over current new design practice of 19% to 24%. In this volume we provide an overview of the ASEAN-USAID project aimed at promulgating standards for energy efficiency in commercial buildings. The process of developing and implementing energy-efficiency standards for buildings can be subdivided into two key components: policy development; and technical and economic analysis. Each of these involves a number of steps and processes, as outlined in Figure 1-1. This volume describes the technical and economic analyses used to develop the proposed energy efficiency standards for four countries (Malaysia, Thailand, the Philippines, and Indonesia), and to refine an energy standard existing in Singapore since 1979. Though oriented toward the ASEAN region, the analysis methods described here are applicable in a range of settings, provided appropriate modifications are made for local building construction, climatic, economic, and political conditions. Implementation issues are not specifically addressed here; rather this volume is oriented towards the analytical work needed to establish or revise an energy standard for buildings.

India: Asia-Pacific energy series country report

SciTech Connect (OSTI)

As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. This current study, must be seen as a supplement to our 1989 study and, as such, does not cover the petroleum sector in depth.

New Zealand: Asia-Pacific energy series, country report

SciTech Connect (OSTI)

The New Zealand energy sector has undergone significant changes in the past few years. Reform and deregulation came to New Zealand in large doses and at a rapid pace. Unlike Japan where deregulation was designed for a five-year phase-in period or even Australia where the government was fully geared up to handle deregulation, deregulation occurred in New Zealand almost with no phase-in period and very little planning. Under fast-paced Rogernomics,'' the energy sector was but one more element of the economy to be deregulated and/or privatized. While the New Zealand energy sector deregulation is generally believed to have been successful, there are still outstanding questions as to whether the original intent has been fully achieved. The fact that a competent energy bureaucracy was mostly lost in the process makes it even more difficult to find those with long enough institutional memories to untangle the agreements and understandings between the government and the private sector over the previous decade. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs at the East-West Center has embarked on a series of country studies that discuss in detail the structure of the energy sector in each major country in the region. The country studies also provide the reader with an overview of the economic and political situation in the various counties. We have particularly highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. Finally, to the greatest extent possible, we have provided the latest available statistics.

Environmental externalities: An ASEAN application to coal-based power generation. [Association of South East Asian Nations (ASEAN)

SciTech Connect (OSTI)

Significant benefits to human health that result from emissions control programs may justify the costs of pollution control policies. Many scientists, economists, risk analysts, and policymakers believe that comparisons of the benefits with the costs of pollution control demonstrate that the US stationary source, air emissions control program is justified. This justification is based upon pronounced benefits to human health, especially from controlling suspended particulates and sulfur compounds. Market decisions are usually made on the basis of a consideration of traditional costs such as capital, operating and maintenance, fuel costs, and fixed charges. Social costs, which could be significant, are not incorporated explicitly into such decisions. These social costs could result in a net reduction in the welfare of individuals, and of society as a whole. Because these social costs and their effects are not represented in the price of energy, individual have no way to explicitly value them; hence, they remain unaccounted for in market decisions. By accounting for external costs, the selection of energy sources and production of energy products can lead to and equilibrium, where the total cost of energy and energy products, together with resulting social costs, can be brought to an economic minimum. The concept of an air emissions control program is of interest to the ASEAN countries (Brunei, Indonesia, Malaysia, the Philippines, Singapore, and Thailand) and their governments, especially if such a program could be justified in cost-benefit terms and shown to be directly applicable to ASEAN conditions. It is the intent of the effort described herein to demonstrate that technical options are available to control emissions from coal-based, electric power plants and that that costs of these options may be justified in cost-benefit terms.

Paleomagnetic evidence from land-based and ODP cores for clockwise rotation and northward translation of the Phillippine Sea plate

SciTech Connect (OSTI)

On-land and deep-sea core paleomagnetic data have been collected from around the Philippine Sea plate. Data from the Palau islands suggest 70{degree} of clockwise rotation and northward translation since the mid-Oligocene. The authors interpret this rotation as a rotation of the West Philippine Sea basin as a whole. New paleomagnetic data from Guam indicate 70{degree} of clockwise rotation and northward translation since the early Oligocene. Although Eocene results have been previously quoted, the new data suggest that there is no reliable Eocene data from Guam. New data from Saipan suggest 50-60{degree} of clockwise rotation since the Late Eocene and 20{degree} of clockwise rotation since the mid-Miocene, along with northward translation. During ODP Leg 126, a new technique utilizing the formation microscanner logging tool was employed to obtain orientated drill cores from the Bonin forearc basin. Preliminary results indicate that 70-110{degree} of clockwise rotation has occurred there since the mid-Oligocene. Inclination studies on cores from ODP Legs 125 and 126 along with the on-land paleomagnetic data support 15{degree} of northward translation of the Philippine Sea plate since the mid-Oligocene. The consistent clockwise rotations found around the Philippine Sea plate suggest that the entire plate, including the Bonin and Mariana arcs, has rotated more than 50{degree} since the mid-Oligocene. The similarity of Oligocene results from the Bonin forearc and Guam suggest that little or no relative rotation has occurred between these two points. This implies that the shape of the Mariana arc is probably not due to rotational deformation. The northward translation and clockwise rotation of the Philippine Sea plate established oblique subduction along the proto-Philippine margin, which could account for the 600 km of subducted slab beneath the eastern Celebes Sea.
